    Abstract: Since the start of the Great Recession, labour productivity growth has been weak in the United Kingdom, weaker than in many other OECD countries. The productivity shortfall, defined as the gap between actual productivity and the level implied by its pre-crisis trend growth rate, was nearly 20% for output per hour at the end of 2016. This study assesses the UK productivity puzzle and discusses its possible determinants at the sectoral level. Most of the UK productivity underperformance is structural rather than cyclical. Half of the productivity shortfall is explained by non-financial services (with information and communication being the largest contributor), a fourth by financial services, and another fourth by manufacturing, other production and construction. All but non-financial services and the construction sectors contribute disproportionately to the productivity shortfall compared to their shares in overall output and hours worked of the UK economy. In non-financial services, large increases in self-employed with no employees, reduced matching of skills to jobs and a lower capital-output ratio may have been a drag on productivity. Stagnant productivity in the financial sector is mainly linked to reduced risk-taking and leverage, as reflected by declining total factor productivity following its steep increases in the run-up to the crisis. Greater substitution of labour for capital and weak corporate restructuring have both held back productivity improvements in the manufacturing sector. Some causes of the productivity puzzle pre-date the crisis, including low tangible investment, too rapid expansion of financial services, weak innovation in the manufacturing sector, and a secular decline of oil and gas industries.     Abstract: The United Kingdom is preparing a modern industrial strategy to boost labour productivity across the whole country and to narrow regional gaps in living standards. This raises the question of the optimal allocation of scarce resources in meeting these targets. This study identifies industrial strengths of each region and scope to boost regional productivity through the channel of higher capital intensity. Overall regional investment ratios appear weakly linked to regional productivity, but the sectoral composition of regions and their type of investment are more important determinants. Each region has productivity leaders, but the concentration of such firms is the highest in the south of England. Differences in the representation of the most productive firms in regions are strongly related to differences in regional productivity. The empirical methodology quantifies the productivity effects of raising the capital intensity in each sector-region, focusing on viable firms falling behind the national productivity frontier in all but the finance and insurance sectors over 1995-2014. To enhance labour productivity of lagging regions, the industrial strategy should promote the catch up of firms with the national best performers in services sectors, in particular knowledge intensive services such as ICT and business services, but also wholesale and retail trade. This finding is consistent with the UK’s leading global position in high value-added services sectors. The type of investment matters: boosting research and development in the manufacturing sector in some lagging regions would also be effective in stimulating productivity. Manufacturing investment cannot be a substitute to investment in services given the small size of the manufacturing sector and its high exposure to competition from rapidly emerging global hubs. However, this study does not quantify the effects of skills, the benefits of greater industrial diversification and the positive impact that larger cities would have on agglomeration effects.

    Abstract: Rural England plays a significant role in the economy of the United Kingdom, but an even larger social and cultural role. And it is unique among OECD regions, in that it is geographically compact, with rural inhabitants generally no more than a half hour’s drive from an urban area. There is thus a vast amount of interaction between rural and urban populations in England. England’s rural population is, on average, doing better than the urban population across a broad range of socio-economic indicators. Nevertheless, rural England is also struggling with pockets of poverty and social exclusion, difficulties in maintaining access to high quality public services, an ageing population, and, most importantly, a widespread shortage of affordable housing. The government has adopted mainstreaming as its rural policy strategy. The objective of mainstreaming is to ensure that people in rural England have access to the same policies and programmes as those available in urban England. While mainstreaming is an attractive policy approach, especially in a country with strong rural-urban interactions such as England, it has proved challenging to implement for different reasons. This report examines the mainstreaming policy response as applied to rural England and suggests ways to increase its effectiveness. The report will interest academics and policy makers alike as it includes a discussion on governance structures and decentralisation; delivering public services; economic development; and the importance of improving connectivity in the context of rural areas. While the focus is on rural England, other OECD member countries will also benefit from the insights provided.

    Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from the United States and Italy for the Peer Review meeting held on 31 May 2006. The review welcomed the United Kingdom’s strong commitment to the Millennium Development Goals and to increase development aid to 0.7% of its Gross National Income by 2013. The Committee recognised the effectiveness of the United Kingdom’s distinctive development co-operation model, characterised by a strong legislative basis, clarity of mission and unified programme under a Cabinet Minister. It identified several opportunities (e.g. new tactics in working with donors, identifying policy coherence priorities, more strategic involvement of civil society, greater institutional clarity around humanitarian aid) to make improvements that would better place UK development co-operation to address the future challenges of scaling up aid volume, moving into more difficult operational environments in fragile states and clearly demonstrating development results.

    Abstract: Scotland consistently performs at a very high standard in OECD’s Programme for International Student Assessment (PISA) and has one of the most equitable school systems in the OECD. This review examines the strengths of Scotland’s schools and the challenges they face in securing high standards for all children. One major challenge is an achievement gap that opens up late in primary education and widens through junior secondary years: children from poorer backgrounds are more likely than others to under-achieve. A second challenge for Scotland is to achieve broader and more successful participation in upper secondary education and greater equity in higher education. The review assesses the performance of Scottish schools, using PISA findings and national test and examination results. It also examines educational reforms in Scotland in the light of reforms in countries facing similar challenges.

    Abstract: There is growing recognition throughout the OECD of the need to link economic development and employment policies at the level of the individual city if the twin objectives of raising competitiveness and reducing worklessness are to be met. The challenge is particularly clear in the UK, where the employment rate of the working age population in the major cities has lagged consistently behind the relatively strong performance of the nation as a whole (HM Treasury, 2007). The Government has recognised that raising the UK employment rate towards its ambitious 80%national target will require special efforts to tackle unemployment and economic inactivity in the cities (Department of Work and Pensions, 2006). This is an important departure from the traditional emphasis on national labour market policies and standardised welfare to work programmes that pay little regard to geographical variations in socio-economic conditions. One of the issues arising is the appropriate balance between measures to stimulate labour demand and create jobs, on the one hand, and measures to strengthen labour supply by improving people’s skills, employability and motivation, on the other. There is also an issue about how to connect employment opportunities to people in need of work but who face multiple disadvantages and barriers to employment, such as poor transport access and lack of childcare. Another issue relates to the amount of decentralisation and local control of the policy levers that government should encourage, and what form this should take. The purpose of this paper is to address these important questions by focusing on the labour market context and policy situation in Glasgow.

    Abstract: This paper was prepared by Sigma, upon the request of the Ministry of the Interior of the Czech Republic, to serve as a basic comparative working document for the preparation of a new policy and regulation on conflict of interest in the Czech public sector. Given its generalist orientation, the paper could also be useful for other countries carrying out specific reforms in the area of conflict of interest and general reforms related to anti-corruption policies and instruments.This paper provides descriptive data and an analytical overview of approaches to managing conflicts of interest in the public sector of nine European countries - six "old" EU members (France, Germany, Italy, Portugal, Spain and the United Kingdom) and three "new" EU members (Hungary, Latvia and Poland). The paper also provides some conclusions that are worth taking into account when reforming policies and instruments to improve regulations and practices on conflict of interest.

    Abstract: Universal service obligations are common in many of the infrastructure sectors. The obligations are often cited as a justification for limiting entry of new providers because the new providers would cherry-pick the highprofit customers who provide the basis for subsidization of another group of customers. When obligations are beneficial, there are a number of policy traps that can be encountered: Obligations are often poorly defined and not well-focused on the customers who are meant to receive help; Obligations are frequently defined narrowly in ways that disfavour new technologies and cause extensive waste; and financing for the noncommercial obligations can often be raised in more efficient ways than through cross-subsidies and can often be spent on multiple service providers rather than one preferred provider. Falling into these traps can create incentives for over-investment in certain infrastructure technology and under-investment in other technology. This paper provides guidance on the competition problems that can arise from universal service obligations and on some ways to limit these problems. This OECD Competition Committee roundtable was held in October 2003.

    Abstract: A review has been conducted of the documentation developed by Andra, collectively known as the Dossier 2005 Argile, by an international review team (IRT) of independent specialists covering all relevant aspects of research, safety assessment, and the geological sciences. As described below, the Dossier represents a key milestone in the programme of work, for which Andra is responsible, to assess the feasibility of the deep geological disposal of high-level and long-lived radioactive waste in France. This report presents the consensus view of the IRT. It is based on the documentation of the Dossier 2005 Argile, but it also draws importantly on information exchanged in writing with Andra in answers to questions raised by the review team, and on direct interactions with staff from Andra during two working seminars in France. Also, in order to fulfil its mandate, the IRT reviewed materials external to the Dossier, namely the document concerning the R&D Programme for a potential new phase of work in the period 2006-2010, in a draft, provisional version.

    Abstract: This report focuses on one environmental instrument which is part of the UK’s wider programme of policies to deal with its various obligations to control climate change. The instrument is the Climate Change Levy (CCL) which takes the form of a tax on energy. However, the CCL cannot be viewed in isolation – it is part of a fairly elaborate package of measures, and its interaction with the other instruments in that package need to be understood. Accordingly, we first set out a brief history of the UK’s approach to climate change control, and describe the various components of the policy package. A detailed history of the CCL is then provided, and this is followed by an analysis of the features of the CCL, focusing particularly on the political factors that influenced its design, and the various reactions to it. Finally, we look at the likely future of the CCL in light of developments in climate change policy in the wider Europe.

    Abstract: In France, the proportion of persons aged 65 and over to the working-age population will double to 58% by 2050. Without policy changes, this could lead to higher public expenditures, labour force shortages, and slower economic growth. This report surveys of the main barriers to employment for older workers, assesses of the adequacy and effectiveness of existing measures to overcome these barriers and presents a set of policy recommendations for further action by the public authorities and social partners. It was also among the first countries to introduce a system of regulatory impact assessment, which, along with competition policy and law, has been continuously updated since. It has a reputation for having a regulatory environment that is among the most supportive of market openness and global competition in the world. The UK now faces challenges typical of a mature regulatory regime at the cutting edge of developments. Complexity and diversity - of regulatory objectives, of the institutional architecture and of procedures - are major issues to be continuously monitored. Building on these efforts and continuing to address regulatory challenges and areas of weaknesses will permit the UK to maintain itself as a leader in regulatory governance.

This report analyses the strategy conducted by the Regional Council to strengthen the catching-up process and diversify the regional economy. It insists on the need to focus on two prime engines of growth: entrepreneurship and foreign direct investment. Moreover, increasing the competitiveness of the region calls for special efforts to help Champagne-Ardenne move towards more knowledge-based economic activities, to stimulate research and to encourage SMEs to network and innovate. While a better balance between agricultural policies and rural policies needs to be found, the region also has an important role to play in fighting urban decay - Champagne-Ardenne is one of the regions in France with the largest proportions of total population living in sensitive urban zones.The report also suggests that the potential for urban development could be enhanced by encouraging co-operation among cities and fostering the establishment of urban networks.

Alternative dry processes, using pyrochemical methods, have received some attention due to their potential advantages in terms of plant design and criticality safety, as well as radiation dose. Recent progress in the transmutation of long-lived fission products and minor actinides has brought renewed interest in pyrochemical methods, as effective transmutation will be based on multi-recycling of the fuel with very high burn-up and short cooling times, conditions under which pyrochemical methods offer various advantages over wet processes. Studies of pyrochemical processes have so far been carried out at laboratory level. Considerable R&D work is still required in order to upgrade these processes to the current level of industrial aqueous processing.
