    Abstract: Many countries have introduced systems of asset declarations for public officials in order to prevent corruption. These systems vary greatly from country to country and their impact on mitigating corruption is not well known. This study provides a systematic analysis of existing practices in asset declaration in Eastern Europe and Central Asia and in some OECD countries in Western Europe and North America. It examines (1) the key elements of asset declaration systems, such as policy objectives, legal frameworks and institutional arrangements; (2) the categories of public officials who are required to submit declarations, and the types of information required; and (3) procedures for verifying information declared, sanctions for violations, and public disclosure. The study also discusses the cost-effectiveness and overall usefulness of declaration systems. It includes case studies of Lithuania, Romania, Spain and Ukraine, and a large number of additional country examples and references. The study presents policy recommendations on the key elements of asset declaration systems. These recommendations will be useful for national governments and international organisations engaged in development, reform and assessment of asset declarations systems at country level.

    Abstract: The Programme for International Student Assessment (PISA) is a highly influential instrument for monitoring the quality of education systems and provides a strong evidence base for informed policy making and education research. PISA also has a proven potential to trigger reforms and stimulate stakeholder involvement in the process. Notwithstanding the importance of its ranking, the full strength of PISA unfolds when data it delivers is utilised in the national policy domain. Linking PISA outcomes and policy choices, and monitoring the impact on education quality is thereby a demanding task, which requires sound analytical capacity, and also knowledge of the strengths and weaknesses of the respective education system. The OECD Directorate for Education addresses the demand of non-member economies for policy support in understanding and analysing PISA data in the broader context of education system management and policy formulation. This report was prepared to help the authorities of the Kyrgyz Republic better understand the reasons for the dramatically low performance of Kyrgyz students in the 2006 PISA survey, despite significant resources and efforts invested in education by schools, parents and government. The report reveals that a number of policy areas are in need of urgent attention and recommends ways to close the currently existing gap between aspirations and education reform achievement.

    Abstract: As alterações climáticas são uma ameaça séria e a longo prazo que pode afetar todo o globo. Os seus impactes negativos atingirão as pessoas pobres e os países pobres de forma desproporcional e comprometerão a persecução dos seus objetivos de desenvolvimento. Integração da Adaptação às Alterações Climáticas na Cooperação para o Desenvolvimento fornece informação essencial e aconselha o modo de facilitação a integração da adaptação nos processos de desenvolvimento. Os objetivos deste guia para o desenvolvimento de políticas são: i) promover o entendimento das implicações das alterações climáticas na prática do desenvolvimento e a necessidade associada de integrar a adaptação ao clima nas agências de cooperação para o desenvolvimento e nos países parceiros; ii) identificar abordagens apropriadas para integrar a adaptação às alterações climáticas nas políticas de desenvolvimento aos níveis nacional, setorial e de projeto e nos contextos urbanos e rurais; e iii) identificar meios práticos para os doadores apoiarem os países em desenvolvimento parceiros nos seus esforços para reduzir a sua vulnerabilidade à variabilidade e alterações climáticas. Enquanto os esforços para integrar a adaptação aos às alterações climáticas serão conduzidos pelos países em desenvolvimento parceiros, os doadores internacionais têm um papel crítico a desempenhar no apoio a tais esforços. Este guia para o desenvolvimento de políticas é especialmente formatado para os agentes de definição de políticas e para as agências de cooperação e suas contrapartes nos governos dos países em desenvolvimento, bem como para as partes interessadas não governamentais.

    Abstract: Каждый год на автомобильных дорогах мира погибает около 1,2 миллиона человек и еще 50 миллионов получают тяжелые травмы. Но аварии в большинстве случаев предотвратимы и есть много методов, позволяющих избавить людей от горя, которое они приносят, и снизить их негативные экономические последствия. Многие страны поставили перед собой задачи по снижению числа жертв на дорогах. Выполняют ли эти страны поставленные задачи? Что можно сделать прямо сейчас и в долгосрочной перспективе для выполнения этих задач? Есть ли предел возможностей у традиционных подходов к обеспечению дорожной безопасности? В данном докладе дается обзор последних событий и инициатив, направленных на выполнение все более амбициозных задач в области повышения уровня дорожной безопасности. Доклад уделяет особое внимание изменениям в системе ведомственного управления, которые необходимо ввести во многих странах для успешного применения мер по повышению безопасности на дорогах. Доклад подчеркивает также необходимость четкой ориентации на результат и рассматривает экономические обоснования для инвестиций в дорожную безопасность. Он призывает страны с высокими результатами по повышению дорожной безопасности сделать еще больше и активно рекомендует принять системный подход к безопасности, в долгосрочной перспективе способный привести к полному устранению жертв на дорогах. Доклад является наиболее значительным международным обзором достижений в области развития системного подхода к безопасности, принятого в настоящее время в небольшом числе стран. Доклад должен быть полезен всем, кто работает в области управления дорожным хозяйством, и тем, в чью сферу интересов входит повышение уровня безопасности дорожного движения.

    Abstract: The Guidelines for Consumer Protection in the Context of Electronic Commerce are designed to help ensure that consumers are no less protected when shopping on line than they are when they buy from their local store or order from a catalogue. By setting out the core characteristics of effective consumer protection for online business-to-consumer transactions, the Guidelines are intended to help eliminate some of the uncertainties that both consumers and businesses encounter when buying and selling on line.     Abstract: Severe environmental problems were a key issue in the protests that marked the end of communist regimes in Central and Eastern Europe and the former Soviet Union. This groundbreaking book provides new insights into the interaction between economic policy reforms, environmental protection efforts and environmental conditions in the region's subsequent transition to market-based economies and democratic societies over the past eight to ten years. The unique contribution of the book is its synthesis of a vast amount of information and cumulative experience together with detailed examples and case studies to provide a coherent analysis of the challenges and achievements in institutional strengthening and policy reform, environmental policy instruments, environmental financing, and environmental management in enterprises. It also reviews the development of domestic public participation and international co-operation for the safeguarding of the region's environment and discusses trends in industrial pollution and biodiversity protection. The book shows that economic reforms provided a crucial stimulus for environmental improvement, leading to reductions in high pollution levels. Moreover, several countries have strengthened their domestic environmental policies, institutions, and financing, resulting in further improvements. Nonetheless, many serious problems remain, and others have grown worse over the transition period: in many countries of the former Soviet Union in particular, economic crises and political stagnation have impeded environmental protection efforts. Continued partnerships between governments of the region, OECD donor countries, international financial institutions and organisations, environmental NGOs, businesses and trade unions, as well as public support for these, will be essential to reinforce the environmental improvements achieved thus far.
