Abstract: The business environment of the chaebol (large corporations in Korea) has changed drastically since the outbreak of the 1997 Asian financial crisis. This book discusses the attempts of the Korean government to remedy structural weaknesses in the corporate sector by launching an aggressive chaebol reform package, supported by the IMF and other international agencies. Its main objective was to restore competitiveness in the corporate sector and to upgrade business conditions to that of international practices and standards. Competition and Corporate Governance in Korea critically reviews government policy towards the chaebol and provides a comprehensive investigation of the relationship between corporate governance and economic performance as well as the interaction of economic institutions with the chaebols' incentive structure and management behaviour. Policy implications based on objective and rigorous empirical analyses of data on the chaebol are also discussed. Notwithstanding the fact that the chaebol have already undergone considerable governance, capital, and business portfolio restructuring, this volume suggests a road map for further restructuring, and the creation of a new incentive structure to help strengthen chaebol competitiveness. This richly informative book will appeal to academics and researchers of industrial organization, economics and corporate reform as well as those involved in Asian studies

Abstract: Taiwan, once one of the world's leading manufacturing economies, is now transforming into a service economy, with an emphasis on knowledge-based services. This metamorphosis has not been easy. As well as major changes in the industrial sector, human resource and policy development have been required, the experiences and implications of which are addressed in this book. Although Taiwan is only in the initial stage of transition from a material- or capital-based economy to a knowledge-based economy, the process has already provided valuable lessons to be learnt. The ramification of transformations in manufacturing, agriculture, finance, services, and the information technology industry are examined and discussed. Tain-Jy Chen and Joseph S. Lee go on to reveal the problems and difficulties that Taiwan has encountered in creating itself a new knowledge based economy, including its outmoded service sector, the inability of businesses to pursue global production and services, and the lack of capacity to create knowledge and to innovate. Providing a discernible insight into the transformation of one of the most prominent newly industrialized countries into a knowledge-based economy, this book will greatly appeal to academics, researchers, and those with a specific interest in knowledge management or Asian economies, as well as to economic analysts

Abstract: Given the past decade of abuse of shareholder rights, corporate governance is essential for Russia's future. In this comprehensive volume, an international group of contributors - academics, corporate executives, government officials, policymakers, specialists from nongovernmental organizations, and legal experts - examine the crucial role of corporate governance as well as the external institutions and forces that affect it. Offering coverage from numerous perspectives, the contributors explore external and institutional influences on corporate governance, its workings within corporations, and the relationships between boards of directors, managers, shareholders, and the government. Case studies of three major companies illustrate the challenges and opportunities involved in creating sound practices. The concluding section provides a summary of the current situation and discusses implications for the future of Russia's corporate governance. Abstract: What role will the current evolution of banking systems play in the newly adopted EU countries during the historic challenges following enlargement? This book, a blend of economics and political economy, offers a systematic analysis of the current trends in financial intermediation in the countries of the newly enlarged Europe, with particular focus on those policies taken by foreign banks on the one hand, and by regulatory and supervisory authorities on the other. The authors argue that their research has led to one conclusion; in order to enter the EU, the accession countries needed to increase the efficiency of their economic systems rapidly through liberalization and privatization. The book assesses whether the presence of foreign banks will contribute to long term economic growth and financial stability, and how the architecture of banking regulations and supervision should be designed. As a multidisciplinary work, though principally economics, the book will appeal to scholars and academics of politics and law. It also has particular relevance for regulators and supervisory institutions, as well as professionals including bankers, financial operators and also legal compliance officers

Abstract: Monetarism is dead! Central bankers are all Wicksellians now! They target low inflation rates, with no regard to monetary aggregates whatsoever, by acting upon short-term real rates of interest. This is the New Consensus in monetary economics, or simply the New Keynesian Synthesis. Yet, this synthesis still hinges on variants of the long-run vertical Phillips curve originally proposed by Milton Friedman, the father of old-line monetarism. Contributors to the volume question this New Consensus. While they agree that the money supply should be conceived as endogenous, they carefully examine the procedures pursued by central banks, the monetary policy transmission mechanisms suggested by central bankers themselves, and the assumptions imbedded in the New Consensus. They propose alternative analyses that clearly demonstrate the limits of modern central banking and point to the possible instability of monetary economies. Heterodox and orthodox monetary macroeconomists alike will find this illuminating book of great interest

Abstract: This book focuses on modelling in ecological economics and offers a comprehensive overview of current and emerging methods of applying mathematical, computational and conceptual methods to environmental issues. Following a detailed introduction, the authors investigate various modelling techniques including: * evolutionary modelling * input-output modelling * neo-Austrian modelling * entropy in ecological economics * thermodynamic models * multi-criteria evaluation * agent-based modelling * the environmental Kuznets curve. In each of the specially commissioned chapters, the expert authors have tried to limit the level of complexity to create a unique and accessible resource. As such, this book should have a wide appeal amongst scholars, researchers and students with an interest in modelling techniques and their use in ecological and environmental economics

Abstract: Collecting Nobel Laureate William S. Vickrey's articles on macroeconomic theory and policy written towards the end of his career, this volume demonstrates his enduring commitment to full employment and price stability, and his rejection of conventional macroeconomic theorizing. William Vickrey never lost hope that sensible macroeconomic policy could be understood and implemented, a faith inspired by his humanistic vision of a better world for all and his belief that common sense would ultimately prevail. Advocating sensible economic policies, this collection will offer much of value to heterodox and orthodox economists, graduate economics students and also policymakers

Abstract: Korea has played, and will increasingly play, an important role in the future development of the South East Asian region, including the expansion of regional economic cooperation and interregional trade. Indeed Korea has been a leading proponent of the idea of ASEAN+3. Clearer understanding of this economy, its major contemporary policy and reform issues and its future, are of particular interest from both regional and global perspectives. A remarkable recovery of the post-crisis Korean economy occurred, but questions over its sustainability remain. Korea, therefore, stands at an important economic crossroads. This opportune book draws upon the knowledge of a wide range of experienced Korean economists and specialists to cover in detail many specific sectors and policy areas, ranging from the key reform sectors - financial, corporate, and public and the labour market, to that of monetary and exchange rate policies. The role and contribution of the 'new economy' is also examined along with developments in Korea's trade and foreign direct investment, free trade agreement policy, inter-Korean economic relations, and the core ingredients of a 'new' growth and economic development paradigm. Scholars and researchers of comparative economics as well as more specifically contemporary Korean and Asian economic, development and financial studies will find this book of great interest

Abstract: In a shrinking and increasingly globalised world, it is vital for any entrepreneur to carefully select the location at which production or other economic activities will occur. This book provides a theoretical and empirical analysis of entrepreneurial behaviour in a spatial context, and links it to important new fields in economics such as endogenous growth theory, the new economic geography and evolutionary theory. Although most of the literature to date has failed to study the geographic element of entrepreneurship, this book redresses the balance by examining the spatial variation in entrepreneurial activity and the implications of this for regional policy. The authors provide an in-depth analysis of the role of the entrepreneur in fostering economic development, document the most important recent theoretical and empirical developments, and explain the reasons why some regions grow whereas others stagnate. They also present a number of empirical analyses including case studies from the manufacturing and ICT sectors, as well as an examination of the role of university-based knowledge transfer and entrepreneurial behaviour. Throughout the book, the role of knowledge, knowledge transmission and knowledge spillovers are considered as they relate to entrepreneurial activity and location decisions. This book presents many important new findings on the relationship between entrepreneurship, agglomeration and economic growth. It will make a substantial addition to the literature and will be essential reading for regional economists, geographers, business and management analysts, and development practitioners and policymakers

Abstract: On the premise that pension provision in Europe will dramatically change over the next few decades, this book concentrates on the funded component of pension wealth, and specifically on annuities - financial products that, on the basis of actuarial equivalence, allow the conversion of wealth into a lifelong stream of income. Developing an Annuity Market in Europe provides an analysis of how longevity and return risks are dealt with, besides considering key features from both household and insurance company perspectives. It takes account of the fact that annuity markets are expected to attract much interest in future years given the prospective cuts in public pension expenditure. In order to fill the gap between shrinking pensions and desired retirement consumption, the authors argue, annuities must be well regulated and supplied with financially attractive products. These conditions hardly exist today: thin markets and scant interest prevail, information is incomplete and imperfect, products show significant disparities. The contributors to this book explore the causes of present malfunctioning and examine the changes that may give annuities a new and vital function, which, along with greater competition and greater regulation may significantly alter the present scene of pension finance. Finally, the book offers an overview of regulatory issues including transparency, prudential provisions, appropriate levels of guarantees, and administrative costs. This important and timely book will be invaluable to anyone interested in annuities, from practitioners through to students, researchers and academics concerned in financial or public economics

Abstract: The Economics of Knowledge Sharing claims that useful economic knowledge is the most important foundation for the development of a sufficiently strong process of innovation. Within the framework of new institutional economics, the book looks at the institutional conditions required for the interactive sharing and dissemination of knowledge in the development of economies. It outlines in four distinct parts the complex societal process of human interaction by which knowledge is effectively generated and used. The book first considers knowledge sharing institutions, differentiating between types of interaction and types of actors. Secondly, it examines the economic role of knowledge and cognition, asking how and why human actors gather knowledge. It goes on to revisit historical questions of knowledge and embeds them within the contemporary debate, before finally reflecting on the significant relationship between technology and knowledge sharing in the digital age. Opening up a new area of research encompassing the institutional framework of the innovation process, this pathbreaking volume will be of enormous interest to a wide-ranging audience including economists in the fields of theory, innovation research, new institutional economics, evolutionary economics, history of economic thought, and education policy. As knowledge sharing interactions are akin to other kinds of competition aside from economic, this book will also be warmly welcomed by social and political scientists specialising in a variety of related topics

Abstract: For much of the twentieth century, mainstream economists have treated human agents in their models as if they were rational beings of unbounded computational capacity - the notorious 'Homo Economicus' of much economic theory. However, the patent inadequacies of this understanding of human nature have become increasingly apparent, and economists have begun looking for more realistic models, incorporating the insights of evolutionary theory. The authors address the question of human nature in economics, examining not only some of the recent writing on this subject in evolutionary psychology and related disciplines, but also the ideas of important thinkers in the Western intellectual tradition. Beginning with the ancient Greeks and progressing to the modern day, the contributors explore the works of such thinkers as Augustine, Adam Smith, Thomas Malthus, Alfred Marshall and Kenneth Boulding. Many of these works are placed in a Darwinian, evolutionary perspective, with the imperative that the study of human nature must be consistent with our understanding of human evolution, and should consider how human beings are moulded by cultural and institutional influences. Naturally, Darwin's own view of human nature is also explored, undermining the mistaken notion that Darwinism promotes human nature as greedy, uncooperative and self-seeking. This enlightening, original and highly readable work will be of great interest to professional economists and students, researchers and teachers of evolutionary economics

Abstract: In this book, Tran Van Hoa reveals how competition policy and competitiveness are essential for contemporary economic, financial and trade management as well as national and international governance. Containing new in-depth studies of these issues and their development, the book focuses on major Asian economies encountering increasing globalisation and the prevailing influence of the WTO. In major Asian economies, competition policy, while being important for trade, development and growth, is nascent. Competition Policy and Global Competitiveness in Major Asian Economies surveys the fundamentals of competition policy and investigates how, in practice, it has been developed in major economies in the Asian region. It also contains previous lessons and experiences in the formulation and implementation of competition policy and the pitfalls that may be avoided in similar future developments. Suggesting solutions in economic development and policy reform for Asian economies in the face of increasing globalisation and WTO membership requirements, this important book will be of enormous interest to economic policymakers and advisers, academics, government officials, business executives and tertiary students

Abstract: During the past twenty years there has been an explosive growth in research into environmental issues from a social science perspective. Ecological economics, in particular, has emerged as a true transdiscipline which seeks to conceptualise environmental concerns, thus allowing for the formulation of appropriate policy measures. This volume takes stock of this emerging body of work and offers an authoritative insight into current environmental thought. The book is divided into three broad sections: Disciplinary Approaches, Concepts and Issues. Under the heading of disciplinary approaches, the authors review the state of environmental thinking in the diverse fields of philosophy, politics, sociology, economics and law. The concepts addressed include the precautionary principle, sustainable development, environmental security and ecological modernisation. Finally, in the last section, they assess a range of crucial environmental issues such as consumption, biodiversity, global climate change and population. Each of the specially commissioned chapters is written by a recognised expert in the field, while the book as a whole offers a unique interdisciplinary perspective. Ecological economists, environmental researchers and environmental policy analysts will all find this an accessible and highly rewarding introduction to contemporary environmental thinking

Abstract: This book unites diverse heterodox traditions in the study of endogenous money - which until now have been confined to their own academic quarters - and explores their similarities and differences from both sides of the Atlantic. Bringing together perspectives from post-Keynesians, Circuitists and the Dijon School, the book continues the tradition of Keynes's and Kalecki's analysis of a monetary production economy, emphasising the similarities between the various approaches, and expanding the analytical breadth of the theory of endogenous money. The authors open new avenues for monetary research in order to fuel a renewed interest in the nature and role of money in capitalist economies, which is, the authors argue, one of the most controversial, and therefore fascinating, areas of economics. Providing new theoretical and empirical grounds for the construction of a general, policy oriented theory of money, this thought-provoking collection will appeal to academics, researchers and students interested in monetary economics. It will also be welcomed by monetary policymakers and central bank officials

Abstract: Change manifests itself in all facets of the economy. This important collection of previously published essays illustrates how the evolutionary approach can reveal not only where change comes from, and how it happens, but also where it will lead. The Evolving Economy covers a broad spectrum of issues ranging from the biological foundations of economic behavior to the co-evolution of firms, markets, and institutions. Ulrich Witt's individualistic approach synthesizes elements familiar from the writings of Veblen and Schumpeter on economic evolution. A conceptual debate on what the notion of evolution means in the economic context is as much emphasized as is the discussion of concrete hypotheses explaining why and how evolutionary economic change comes about. Offering an outline of a paradigm focusing on endogenous economic change, this book will be of great interest to economists and economic historians. Sociologists, philosophers and anthropologists will also find this work invaluable as it presents an encompassing assessment of the role of Darwinian thought for understanding human behavior and societal evolution

Abstract: This book addresses the role of cooperation, networks and institutions in the context of regional innovation systems. It emphasises the importance of these factors in the emergence of local innovation systems, using detailed examples of clusters which have reached different stages of maturity. The authors address the topic from an empirical, theoretical and political perspective, and highlight the local mechanisms which are involved in the development of innovation systems. They offer a comprehensive overview of different approaches in the field and present numerous case studies which stress the influence of networks and local institutions. Significantly, they also introduce several new approaches to regional innovation systems, including contributions which explicitly discuss the design and potential of policy measures to promote regional development. The policy recommendations are based on sound theorising which, in turn, is based on extensive empirical research. This book is a valuable addition to a complex and growing literature which offers new perspectives and insights on cooperation, networks and institutions, and their role in the development of local systems of innovation. The combination of empirical, theoretical and policy-oriented approaches will ensure this book is essential reading for academics and policymakers in the fields of regional economics, innovation research and economic geography

Abstract: This important book analyses evolutionary approaches to economic policy. Its main purpose is to explore the policy implications of evolutionary economics, in particular of approaches inspired on the one hand by Schumpeter and revived by Nelson and Winter which deal with industrial evolution under constant institutions and, on the other hand, of approaches inspired by Hayek and North, which analyse the ways in which institutions themselves evolve. Hitherto evolutionary economists have paid little attention to policy issues, and the relatively few policy implications that they have produced are divergent. Whereas the Neo-Schumpeterian approach has often been used to support political interventions, the Hayekian viewpoint holds that economic policy detracts from economic performance. More systematic evolutionary analysis of economic policy is required if these one-sided findings are to be transcended. Furthermore, such analysis can be expected to develop a coherent theory of economic policy which will plug the gaps and rectify the errors (such as approval of socialist planning and Japanese industrial policies) of both neoclassical and alternative approaches to policy. Evolutionary economists and policy analysts will find this book of great interest, as will economists and students of economics who are interested in enlarging their views with excursions outside the standard curriculum

Abstract: Networks provide the foundation for the functioning of our societies and economies. Their study has had a long tradition in such fields as engineering, operations research, management science and computer science. More recently, the disciplines of finance and economics have come to be rich and fascinating sources of network-based problems and applications. This focused and refereed volume of contributions from leading international scholars provides a wealth of innovations in the study of financial and economic networks. The volume presents entirely new results: the conceptualization of the stock market as a graph, the evolution of financial systems as networks, the incorporation of electronic transactions in international finance (from a network perspective), new formalisms for the study of supply chains (as fluid models and in an network economic framework) and new applications of agent-based computational economics trade networks with intermediaries and worker-employer networks. Finally, trade networks in web-based caching are introduced. Financial applications covered include: portfolio optimization with transaction costs, integrated pension and corporate planning, evolutionary financial networks, international finance and electronic transactions as well as hedging instruments for transportation networks. Innovative approaches to economic networks are developed in the context of supply chain and distribution networks, a variety of trade (including web-based caching) networks and even worker-employer networks. A major addition to this exciting and important subject, Innovations in Financial and Economic Networks will be an invaluable resource for economists and the networks community, as well as researchers and students in computational economics and finance, operations research, management science, applied mathematics and computer science

Abstract: The contributors to this book, from the US and Japan, explore the main issues involved in the international trade, foreign direct investment, and macro/financial relations of the United States and Japan and provide guidance to policymakers for measures to help overcome Japan's economic stagnation since the early 1990s. The book is divided into three parts. Part I contains an empirical analysis of trade diversion under the North American Free Trade Agreement (NAFTA), a theoretical analysis of time in determining the structure and effects of trade with an application to Japan, and an empirical analysis of Japan's changing import behavior. Part II is focused on foreign direct investment (FDI), trade, and the behavior and structure of Japanese firms. Part III deals with macro/financial issues of current interest and importance in Japan. The analytical focus of the chapters is intended to enhance the understanding of the issues addressed and to provide some guidance to policymakers in the design of measures that will improve economic efficiency and welfare and help to overcome the economic stagnation that Japan has experienced in the past decade or more. Economists, political scientists and policymakers will find the analysis provided in this volume invaluable in understanding the Japanese economy and economic relations between Japan and the United States

Abstract: The Status of Women in Classical Economic Thought is the first volume to explore how the classical economists explained the status of women in society. As the essays show, the focus of the classical school was not nearly as limited to the activities of men as conventional wisdom has supposed. The contributors explore their insights and how they illuminate contemporary economic debates regarding women's status. The classical school specified a number of fundamental research themes which have since dominated how economists approach this topic. A sophisticated response was developed to the question: why is it that in all human societies women have suffered a lower status than that enjoyed by men? Those who theorized on the question are covered here and include: Poulain de la Barre, John Locke, Montesquieu, Adam Smith, Nicolas and Sophie de Condorcet, Jeremy Bentham, Priscilla Wakefield, Jean-Baptiste Say, Nassau Senior, John Stuart Mill and Harriet Taylor Mill, Harriet Martineau, William Thompson and Anna Wheeler. Economists interested in the history of their discipline as well as women's studies scholars from history, philosophy and politics will find this an enlightening volume. Non-technical in nature, it will also appeal to anyone interested in how economists have explained the economic and social status of women

Abstract: In order to control ever-increasing health care expenditure, Western and Asian countries are seeking to develop more efficient health care models. Studies on health care that focus specifically on Asian countries are rare, rendering this a unique and welcome addition to the literature. This book presents quantitative research on various aspects of health care reform and health policy in Asia-Pacific countries such as China, Indonesia, Japan, South Korea, Taiwan, and the US - nations diverse in their economic development, social demographic structure and health care expenditures. The book's main topic for discussion is the role of both government and health insurers in funding health care. The implementation of community-based, supplemental and national health insurance is explored, as are grants and the financing of hospitals and care for the elderly. The effectiveness of education as an input to health investment and the rehabilitation of patients are also examined. Aiming to close the gap between the existing economics research and the rapid pace of the development of Asian health care markets, this unique and timely book is a must read for policymakers, researchers, academics and students with a special interest in health economics, policies and services

Abstract: In evaluating environmental policy, researchers have tended to focus on the industry or market that is targeted by regulation and to disregard policy impacts in other parts of the economy. Recent research indicates, however, that in economies where governments rely on distortionary taxes, environmental regulation can profoundly affect costs and efficiency in areas other than the targeted industry or market. These findings signal the importance of evaluating environmental policy using a general equilibrium framework - an approach that can capture interactions across industries, sectors or markets. General equilibrium analysis can fundamentally alter the evaluation of environmental tax policies, and can overturn conventional wisdom concerning the relative cost-effectiveness of environmental taxes, emissions quotas, or mandated technologies. This volume gathers together important papers on the general equilibrium impacts of environmental regulation in the presence of distortionary taxes. Topics include optimal environmental taxation,'green tax reform' and the 'double dividend', and the choice among alternative policy instruments. The volume will be of interest to environmental economists, public finance economists and researchers interested in the economics of regulation

Abstract: The distinguished contributors in this volume provide a variety of essays, which are written in honor of Emmanuel Drandakis. These essays fall into four uniform areas of economics: economic growth, general equilibrium, labor economics and game theory and applications. The editors focus on a select set of issues that stand high on the agenda of academic research. They provide fresh insights and approaches to the analysis of these issues, and thus open up wider avenues for our understanding of the dilemmas posed for theory and policy. Readers are offered new empirical evidence on such thorny social problems as, for example, unemployment, the intergenerational transmission of human capital and the response of wages to price and endowment changes. These contributions, in conjunction with the realisation that the papers are written by some of the most distinguished economists in the respective areas, make the volume an attractive addition for all who are interested in the contemporary research and teaching of economics

Abstract: This stimulating book addresses the relationship between market authority and political authority - a favourite theme of Susan Strange to whom the book is dedicated. From a survey of the bias against capital liberalisation in economic thought to an analysis of the US role in global monetary affairs, it discusses how and why free capital flows contribute to the instability of the global capitalist system. The internationally renowned contributors analyse the history and theory of international capital flows to make sense of contemporary global investments and what they mean for global polity and the economy. They argue over the challenges of integrating large developing countries into a liberal world order and the consequences of the multilateral system for the world's poor. In further discussions they investigate the sustainability of global capitalism in light of financial crises, widespread inequality and the uncertain future for traditional welfare states. They also advance various mechanisms through which they believe greater stability and equity could be introduced into the global financial system and the world economy. Implicit in these arguments is the shared belief that tensions between visions of a rule-based, liberal world and concepts of a more equitable distribution of resources drive most of the major conflicts in the global economy. Investigating the economic, political and social drawbacks of volatile global finance, and the human choices required to introduce stability, equity and a sense of purpose to the world economy, Markets and Authorities will be an invaluable addition to the fields of economics, political science, political economy and international business

Abstract: Banking Reforms in South-East Europe gives a critical and detailed overview of banking system restructuring in the transitional countries of South-Eastern Europe - Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia, Romania and Yugoslavia - and offers suggestions for future reforms. The book opens with a comparison of the experiences of Central European advanced transitional economies with those of the Balkan countries. Proposals are put forward for ways in which positive aspects of the Central European experience can be applied to banking reform in the Balkans. The authors examine the importance of regional collaboration for the overall economic and social transition in the region, and consider whether it can facilitate the next stage of banking reform. They also analyse the results of currency board arrangements as a possible alternative to classical central banking, using the experiences of Bulgaria, Bosnia and the Yugoslav Republic of Montenegro. The book concludes with an analysis of the experience of individual economies and consists of a number of country-specific banking studies, covering all the transitional economies of South-East Europe. The book will be of great interest to both scholars of transition economies and policymakers in finance and financial institutions

Abstract: Globalizing Europe examines the involvement of the European Union in the deepening integration that results as trade and transnational production link markets and economic systems across the world. This process is posing a unique challenge to European decision-makers to implement measures that will maximize the benefits and reduce the costs of globalization. As Europe expands and becomes more integrated it is being obliged to assume greater control over the development of its external economic relations. To effect this, the authors propose that member states play a more active and constructive role in the global political economy. They advocate the planning and implementation of major initiatives that could ensure greater stability in the world economy. Because of the magnitude of the economic bonds developing between the EU and the USA, special attention is paid to the trends and issues associated with the evolution of Atlantic relations. One of the greatest challenges the authors highlight, and a theme implicit throughout the book, is that the EU's external problems may receive inadequate attention due to the complexities of its decision processes. EU-level decision-making may become more introspective, rather than global, in outlook. Combining firm, industry, regional and country levels of analysis with the diverse and provocative views of the authors, this book will be essential reading for scholars of international economics, international political economy, and international business and finance

Abstract: Economic Behavior and Distributional Choice brings together, for the first time, Harold M. Hochman's key papers on income redistribution and policy in one accessible volume. The introduction describes the genesis and development of a new direction in thinking, and the papers that follow cover the evolutions of an idea: the alliance between distribution policy and distributional preference as developed through public choice theory. This fine collection illustrates Harold M. Hochman's major contributions to the discussion of the relationship between distributional preference, income transfer policy and economic justice, including the concept of Pareto Optimal Distribution. These contributions have significantly advanced our understanding of the ways in which economic analysis can inform income distribution policy. This pathbreaking selection of writings, including a set of innovative papers on fiscal design, urban policy and addictive behavior, will be of great interest to academics, students and researchers concerned with macroeconomics and economic behavior

Abstract: This book addresses a number of vital economic convergence issues in the European Union. These are both general and specific issues relating to financial and monetary matters as well as social and labour market concerns. The book opens with a discussion of problems of a general nature. Questions posed include: What is the convergence record in the EU so far? Is there a sign of Baumol and Quah's 'convergence clubs' and 'twin peaks'? Have the 'structural funds' of the European Commission made any difference? The authors then analyse questions of a fiscal and monetary nature: Can we expect the monetary policy of the ECB to have similar effects in the EMU member-states, or is it in itself a source of asymmetric shocks? Has EU membership made any difference, with respect to the initial differences in tax revenue structures? Finally the book focuses on questions regarding social and labour markets: Is global economic convergence compatible with sustainable differences in national social protection levels? Does European globalisation force labour markets to 'de-institutionalise' and do European labour markets converge to a 'Third Way' model? Academics and researchers of European studies and economic policy will find this up-to-date book of great interest, as will policymakers and business leaders both affected by and from within the EU

Abstract: The market for residential solid waste management and disposal has experienced dramatic changes over the past 20 years. This collection of outstanding published research examines these changes and thoroughly analyzes the strategies popularized by municipal governments over the past two decades. Kerbside recycling, unheard of in the 1970s, is currently available to 46% of Americans. Thousands of towns across the nation have also implemented user fees requiring households to pay a fee for every bag of garbage they generate. These policy shifts have attracted the attention of environmental economists interested in knowing the best strategy for managing solid waste. The editors, both long-time scholars of these trends, offer theoretical solutions for the optimal pricing of garbage and recycling collection. They provide original data collection and suggest appropriate econometric techniques that correct for statistical biases. A policy focus provides information relevant to municipal governments as well as researchers. This excellent volume will be useful for policymakers, students and scholars in environmental economics

Abstract: This book reprints 18 essays selected from almost 30 years of work by the author as a high level official at the UN Conference on Trade and Development, the US Treasury Department and the World Bank. These essays report some of the core analytical thinking behind positions taken by these agencies on major issues in international trade policy: e.g., the shift of view on 'trade and development' from the presumption that developing countries should receive 'special and differential treatment' to today's view that they should aggressively exploit opportunities that international trade offers. Other essays report analytical work at the US Treasury Department on proposals in the 1970s for a 'New International Economic Order' - findings that supported the more conservative line that the US government eventually took, even though the Kissinger State Department urged a more accommodating line. Some essays are highly critical, e.g., of antidumping and its use by developing countries as well as by the United States, and of the GATT/WTO system itself as a template for economic policy. Scholars and students interested in how the GATT/WTO works as a policy making system will find this collection revealing as will readers interested in a way to evaluate the impact of antidumping (and other 'trade remedies') on the national economic system and on how to construct policy mechanisms that more effectively bring the interests of all US citizens into the making of US trade policy. In addition, many of these essays are useful for courses in international economics, international relations and policy science

Abstract: This volume explores Malaysian business in the era that began with the Asian financial crisis of 1997-1999. The contributions, by a broad range of international experts, are informed by a wish to identify what Malaysia needs to do to sustain economic growth, remain internationally competitive and further social stability in the post-crisis period. Malaysia's unconventional response to the crisis suggests that its business community has developed a new level of confidence in its ability to adopt and sustain innovative policies even when these strategies challenge the international financial community. This response is perceived as evidence that Malaysian business has indeed entered a new era characterised by a high level of confidence in the nation's capacity to weather the external periodic shocks that are a feature of the current wave of globalisation. The book argues that there are grounds for optimism in this regard while recognising that the true test will occur when Malaysia is compelled to confront a major decline in its international export markets brought on by a truly major crisis such as an OECD-wide recession. Business scholars and professionals as well as readers interested in Asian business and economics will find this volume informative

Abstract: The Dynamics of Industrial Collaboration revisits and reformulates issues previously raised by inter-firm collaboration. The latest research in collaboration, processes and evaluation of cooperation, and industrial and research networks, is presented by way of both empirical and theoretical studies. The authors use several theoretical perspectives to explain inter-firm and inter-institutional collaboration: the theory of transaction costs and contracts, evolutionary theory, and the resource-based view. The book illustrates that none of these approaches are dominant. The issue of collaboration is raised in various contexts such as the new economics, biotechnology, and the motor industry. It will be of special interest to industrial economists and scholars of evolutionary economics

Abstract: Growth Theory in Historical Perspective is a collection of thirteen carefully selected essays by Theo van de Klundert which demonstrate the development of growth theory over the past forty years. The sequence of chapters reveals the shifts in focus which have occurred since the first formal growth models of the 1940s and 1950s. He illustrates how the Keynesian paradigm was replaced by neo-classical models, which in turn have been superseded by theories of endogenous technical progress, the focus of growth theory in the 1990s. The author explains how the theory of economic growth is strongly shaped by ideas developed in the past. To this extent the book provides a comprehensive overview of the fundamentals of growth theory and develops important modern themes such as firm-specific research and development and the relationship between growth and international trade. Moreover, several of the chapters explore themes which, in the author's view, have been unfairly neglected in recent writings on the theory of growth. These include the role of demand factors, vintage models and issues of distribution, which he believes can still contribute to the current thinking on growth theory. By balancing insights from old and new theories of economic growth, this comprehensive book should prove fascinating reading for students, researchers and scholars of growth theory

Abstract: This book examines the major issues arising from the Korean financial crisis of 1997. It considers the strong prospects for rapid economic recovery and the emerging changes in Korea's international economic relations and business environment. The authors investigate the causes of the financial crisis and provide an evaluation of remedial measures and reforms currently being introduced in both private and public sectors of the Korean economy. The book identifies a paradigm shift in Korean economic policy and discusses Korea's new role in both the regional and global economy. It also examines the major developments reshaping Korea's international business environment through fundamental policy shifts in trade, foreign direct investment, labor relations, management practices and the emerging trends in e-commerce. Korea's Economic Prospects will be of interest not only to academics and policy advisors but also to individuals and corporations attempting to capitalize on emerging business opportunities in Korea

Abstract: Choice Modelling is a technique that has recently emerged as a means of estimating the demand for environmental goods and the benefits and costs associated with them. The aims of the book are fourfold: * to introduce the technique in the environmental context * to demonstrate its use in a range of case studies * to provide insights into some methodological issues * to explore the prospects for the technique. The authors contributing to the book show that choice modelling offers considerable potential for the evaluation of environmental goods and services. Its flexibility to cope with a wide range of applications is well demonstrated. The technique also presents numerous challenges to practitioners. A number of these are addressed in the book. Informed and innovative, this book will prove indispensable to all scholars, researchers and practitioners in the areas of environmental studies and environmental economics

Abstract: This significant book investigates the political economy of environmental policy in Europe with a careful analysis of how EU directives are realised in the member states. The authors explore this issue through a comparative evaluation of the implementation of three pieces of EU environmental legislation in France, Germany, the Netherlands and the UK. Areas covered by the legislation include air emission standards for waste incinerators, the electricity supply industry, and the certification of environmental management systems. The results vary across cases even though overcompliance is observed in certain cases. The regularity arising from the different case studies is related to the determinants of the environmental outcomes that are observed. When environmental directives are implemented they are likely to interact with parallel policy processes and these interactions can exert a strong positive or negative influence on the success of the policy in question. The central policy problem is the fact that these interactions are very difficult to anticipate at the policy formulation stage. It leads the authors to propose that effective environmental policy should therefore be adaptable in order to cope with these unanticipated effects. This book covers a very important and topical issue by studying the genuine impact of environmental directives and increasing the readers' understanding of the way in which environmental federalism works in Europe. It will be welcomed by scholars of environmental law and political science, environmental economists, and environmental policymakers, advisors and consultants

Abstract: These volumes gather together a selection of autobiographical essays written by significant economists whose work is generally recognized to be at the forefront of the discipline as we enter the twenty-first century. The essays are largely based on introductions to volumes in the Edward Elgar series Economists of the Twentieth Century (which collects together the key papers of these economists). This volume focuses on leading economists who were born, or have spent the greater part of their lives, in Europe, Asia and Australasia. The main chapters are accompanied by an introduction in which the editors place the autobiographical essays in a wider context. Economists will be fascinated by: * the stories that lie behind familiar names * why economists approach problems the way they do * how careers develop * how economists view what they are doing. These are all points that are invisible to those who simply read the published output of economics, so readers will gain personal insights into the development of the field. The books will be a valuable resource for economists, particularly historians of economic thought, as well as sociologists concerned with the economics profession, and those interested in the creative process and the social and scientific development of economics

Abstract: This path-breaking book shows how green accounting can be compatible with ecological economics and how it can contribute to the implementation of sustainability. It explores the history and methodology of green accounting and describes the state-of-the-art construction of green accounts in individual countries. The authors first provide an overview of the history of national accounting and its place in the debate concerning sustainability. In particular they address the social role that accounts play, the relationship of national accounts to economic traditions, and the relationship between green national accounts and ecological economics. They go on to describe issues related to the history of green accounts and the methodologies adopted, and discuss the Dutch experience with the NAMEA system, the use of input-output analysis in national accounting and the conceptual issues raised by green accounting. Finally, the authors show how green accounts are being constructed and used in various countries, by both national governments and corporate businesses. The book features new case studies of green national accounting in Europe, Africa and Canada, the UK experience in establishing green accounts and the process of greening business accounts. Greening the Accounts will be required reading for scholars of ecological economics, environmental studies and business and national accounting

Abstract: This timely book examines the effects of financial liberalization in the more advanced economies of Southeast Asia. The book also analyses the degree to which emerging and transitional economies in East and South Asia can benefit from this example. The weakness of the banking sector is examined in order to explain the reasons behind the currency crisis and to prescribe policies to avoid a similar episode in the future. Further, the book documents the individual steps taken to liberalize the economies over a period of about 20-30 years in each country. The analyses reveal that liberalization led to high growth in economies undertaking such reforms while unwillingness to take such reforms appear to have led to poor growth and hence low social development. This finding contradicts the common belief that liberalization led to the financial crisis and then to growth collapse. An efficient and liberalized financial sector is an essential precondition for promoting and accelerating economic growth and welfare. Arguments supporting this policy are based on the experience of Southeast Asian economies, particularly the pioneers such as Malaysia, Singapore, Indonesia and Thailand. This has led some less developed countries in East and South Asia to initiate the process of financial sector reforms and to realize the potential benefits of such reforms. The authors analyse the reform process and the lessons to be drawn from the experiences of these economies in their quest for sustained development in East and South Asia

Abstract: This book explores whether foreign direct investment (FDI) can contribute to the competitiveness of industries in Central Europe and to narrowing the gap between these transition economies and countries within the European Union. The Czech Republic, Hungary, Slovakia and Slovenia have attracted substantial FDI since the beginning of their transition to a market economy. Using exhaustive empirical data, the authors demonstrate that foreign investment enterprises in Central Europe have higher allocative efficiency, promote macro- and microeconomic restructuring and foster the restructuring of the manufacturing sector in accordance with the host countries' comparative advantages. The case of Austria is used to demonstrate the possible benefits of FDI. On the other hand, high foreign penetration leads to the concentration of production and exports and makes the economy more vulnerable to external shocks. In addition, there may be unwelcome pressures on economic policy in order to maintain the country's position as a frequented investment target. However, the analysis in this book suggests that, on the whole, economies in transition can become more competitive more rapidly and more profoundly with the help of foreign direct investment. This book will be of interest to students and scholars of international economics, European studies, economies of transition and international business

Abstract: This book uses an institutional-evolutionary approach to analyse economic problems associated with developments in capitalism during the second half of the twentieth century. It argues that economics should centre on institutions - the durable fabric of the economy over time. Drawing on the foundations of Marxist and institutional political economy, the book traces the lineages of institutional themes, as well as considering feminist, post-Keynesian, holistic economics and Schumpeterian perspectives. The nature of institutions in the growth and instability of capitalism is then explored with reference to social structures of accumulation. Particular reference is given to the world economy, the family, the Keynesian welfare state and neo-liberalism, Fordism, the flexible mode of accumulation, and financial regulation and deregulation. The author concludes, using institutional-evolutionary themes of political economy, that the evolution of modern capitalism is likely to be unstable as we move into the next century

Abstract: This book examines the monetary integration of the group of countries which constitute the Economic and Monetary Union (EMU), signalling the emergence of a truly European economy. The authors devote their considerable expertise to the analysis of macroeconomic policies within EMU and the economic analysis underlying the conduct of these policies. The authors first analyse the development of the euro area from a historical perspective. They then examine the criteria for the first eleven countries to qualify for EMU and speculate whether the same countries would have joined if the qualification date had been a year later. The authors go on to examine purely macroeconomic aspects of the euro area including: * the degree of real convergence in the euro area * the short-run and long-run determinants of the euro area's current account * the euro area's financial markets and implications for the international role of the euro * the organizational structure and internal procedures of the European System of Central Banks * the Eurosystem's single monetary policy strategy * fiscal policy and the Stability and Growth Pact * exchange rate policy issues. This book will become required reading for scholars and policymakers in the area's of European studies, macroeconomic policy and financial economics

Abstract: The rise of the institutionalist and evolutionary approaches in economics has posed a serious intellectual challenge to the dominant neo-classical paradigm. This book draws together leading scholars in the fields of institutional and evolutionary economics who apply cutting-edge research to one of the most controversial issues of our day, namely, the role of the state. The authors offer a sound methodological guide to the research in this fast-evolving area of economics. They provide a firm theoretical foundation for the role of the state and review the history of policy making. They also use country studies to reinforce their approach, including the role of the state in the Asian Crisis, the current debate on state reform in Japan, public administration in Central and Eastern Europe and the practice of state reform in Brazil. This book will inspire readers to reassess their views on the role of the state and state reform

Abstract: The horizontalist perspective is an extension of the post-Keynesian approach, that has hitherto focused on a theory of credit and money. This book extends horizontalism beyond its traditional boundaries and makes it consistent with the post-Keynesian theories of output and the open economy. The authors compare and contrast the horizontalist position with various orthodox and non-orthodox views on money. They argue that horizontalism is perfectly compatible with liquidity preference, credit constraints, and a flexible interest-rate mark-up, and address recent developments in banking that reinforce the validity of a horizontal schedule of credit-money. The overall intention is to place horizontalism within the current heterodox tradition as a general theory of the creation of money that is consistent with the post-Keynesian view on macroeconomic policy. Credit, Interest Rates and the Open Economy is essential reading for those who wish to expand their theoretical understanding of international financial issues and will be of great interest to those involved in macroeconomics, money and banking and radical economics

Abstract: Market, State and Feminism offers an inter-disciplinary critique of the 'free market backlash' - the belief that free market economics can improve the position, status and well-being of women. The authors argue that, far from being restrictive and intrusive, state action can enhance the individual's ability to make responsible choices. This book questions the philosophical basis of free market feminism, challenging its masculine assumptions about rationality and individualism. The authors critically examine the theoretical validity of dichotomising the market versus the state and draw attention to the richness of the interdependence between markets and state institutions. Empirical and case study material is drawn from the UK, the European Union and the United States and illuminates the issues of equal employment opportunities and pay, girls' education performance, business attitudes to women, lobbying by women's groups and equal opportunities legislation
