    Abstract: Railways play an important role in the transportation systems of many developing countries. Railways stations are a key but often neglected part of this railway service. Many countries are considering railway station redevelopment to improve their rail service. They include many developing countries In this report, the term redevelopment refers to changes to existing stations (as opposed to new development). It encompasses refurbishment, renovation, or improvement to station buildings, platforms, and operational rail infrastructure and to the land in its surrounding areas. Much of this report will focus on the redevelopment of the railway station building itself, as this is often the first level of station redevelopment considered. While station redevelopment projects provide many benefits, they are complex to deliver and require a unique set of knowledge, skills, and know-how. This is particularly true when the railway intends to deliver a project through a public-private partnership (PPP) scheme. PPPs require appropriate institutional arrangement with financial and legal expertise to structure, procure, and implement PPP transactions successfully. The objective of this report is to provide railway authorities and policy makers with guidance and knowledge to help in design and implementation of railway station redevelopment projects, leading to more viable and successful projects

    Abstract: This book analyses the emergence and growth of the creative sector in Naples between the early modern and modern eras, focusing particularly on the development of music markets in the city. From the seventeenth century, Naples became one of the most culturally enriched regions in the Italian peninsula, with internationally known music schools, theatres and opera venues attracting visitors from across Europe in a burgeoning tourist market. This book sheds light on the driving economic factors and political contexts behind this key case study for the early growth of the opera and music sector in Europe. Starting with a discussion of the value of economic history to understanding cultural industries, the chapters approach this analysis through multiple lenses: the formation of human capital as the result of Naples’ institutional urban welfare system; the role of cultural consumption as it evolved from a primarily religious activity to growing popular demand; and the role that central city authorities played in encouraging cultural activity through private investment and public policy. The book also draws on fascinating archival research to examine the contribution of Naples’ music conservatories in the local creative economy. This book is a valuable resource to a broad range of readers, including those working in economic history, tourism history, the history of music and theatre, Italian social history and more.     Abstract: One in seven working age adults identifies as having a disability in OECD countries. Many of them are excluded from meaningful work and have low levels of income and social engagement. Governments can help create an environment that supports social and labour market integration for people with disability. This report reviews the effectiveness of the social protection system for people with disability in Italy and summarises the results of a pilot carried out in four regions testing an alternative disability assessment. The current assessment process can sometimes deny services to people in need of support while being generous to people with significant health problems but who are not experiencing severe disability. A disability assessment that takes medical and functional aspects into account helps to direct services and resources to those most in need and to harmonise access to disability support across the country. Implementing disability reform has proved to be difficult in Italy in the past decade. This report provides evidence that reform can improve outcomes for people with disability.

    Abstract: The COVID-19 pandemic had a severe impact on the Umbrian economy, and despite recovery of labour demand, the region faces challenges related to digitalisation, tight labour markets, and volatile demand for low-skilled jobs. To address these issues, the OECD and the Umbrian regional agency for active labour market policies (ARPAL) have collaborated to investigate the labour and skills demand of the region using big data techniques applied to online job postings. This report provides new insights into the alignment between labour and skills demand and the training options available in the training and education programmes contained in the Umbrian Regional Training Catalogue. This report builds new indicators to measure the alignment of course content with employer demands in Umbria, with results showing that alignment is relatively good for some occupations but that this can be strengthened to provide job seekers with up-to-date training options that match the demand of the labour market.

    Abstract: Ordering Customs explores how Renaissance Venetians sought to make sense of human difference in a period characterized by increasing global contact and a rapid acceleration of the circulation of information. Venice was at the center of both these developments. The book traces the emergence of a distinctive tradition of ethnographic writing that served as the basis for defining religious and cultural difference in new ways. Taylor draws on a trove of unpublished sources-diplomatic correspondence, court records, diaries, and inventories-to show that the study of customs, rituals, and ways of life not only became central in how Venetians sought to apprehend other peoples, but also had a very real impact at the level of policy, shaping how the Venetian state governed minority populations in the city and its empire. In contrast with the familiar image of ethnography as the product of overseas imperial and missionary encounters, the book points to a more complicated set of origins

    Abstract: This paper investigates the demand for language skills using data on online job vacancies in 27 European Union member countries and the United Kingdom in 2021. Evidence indicates that although Europe remains a linguistically diverse labour market, knowing English confers unique advantages in certain occupations. Across countries included in the analyses, a knowledge of English was explicitly required in 22% of all vacancies and English was the sixth most required skill overall. A knowledge of German, Spanish, French and Mandarin Chinese was explicitly demanded in between 1% and 2% of all vacancies. One in two positions advertised on line for managers or professionals required some knowledge of English, on average across European Union member countries and across OECD countries in the sample. This compares with only one in ten positions for skilled agricultural, forestry and fishery workers and among elementary occupations.

Italy in 2022 successfully reduced its reliance on Russian natural gas imports, by signing new contracts with alternative suppliers, making use of the pipeline and LNG infrastructure that it has built up over the last decade. Reducing overall demand for natural gas through an accelerated shift to alternative energy sources and a stronger focus on energy efficiency, especially in the building sector, will not only further strengthen energy security, but also help the country meet its climate targets. In this report, the IEA provides energy policy recommendations to help Italy effectively transform its energy sector in line with its goals.

    Abstract: The Rethinking Regional Attractiveness in the New Global Environment report highlights lessons learned from multiple regional case studies from five EU countries (Ireland, Italy, Portugal, Spain and Sweden), additional work with Latin American and Caribbean regions, and a series of webinars and one-on-one dialogues on rethinking regional attractiveness. The OECD's innovative multidimensional approach to assessing regional attractiveness considers global engagement beyond international connections and economic factors alone. The methodology considers more than 50 indicators to develop regional attractiveness profiles covering six domains of attractiveness: economic attraction, connectedness, visitor appeal, natural environment, resident well-being, and land-use and housing. The report helps regional and national policy makers to understand how individual regions fare in a new global environment that continues to deal with the impacts of the COVID-19 crisis, compounded by the consequences of Russia's war of aggression against Ukraine and existing megatrends – all of which produce asymmetric impacts within and between countries and regions – and identify the policy levers available to enhance their attractiveness to the international target groups of investors, talent, and visitors. It also considers the need to co-ordinate across levels of government, across policy fields, and with private stakeholders, and highlights good practices to implement regional attractiveness policies.

    Abstract: Public procurement accounts for around 12% of global GDP and 63% of expenditures are managed by subnational governments across OECD countries. In Italy, municipalities can impose penalties on contractors for breaches of contract, for example delays in delivery, often leading to contractors suing the municipality in local courts, which can in turn further delay delivery. As such the efficiency of the local judiciary can have a strong bearing on the final delivery of public works. This study assesses the causal effect of those efficiencies on the ultimate delay in the execution of local public contracts. The results show that inefficient courts lead to further delays in the execution of public works that are already long overdue. However, inefficient courts also appear to deter companies to pursue litigation in cases where delays were much lower. Overall, the impact on long-overdue contracts prevails and the aggregate effect is negative: the total delay in the execution of local public contracts in the 25% least efficient courts is more than twice as large as in the 25% most efficient courts.

In this context, understanding new approaches and spreading successful ideas has never been more important. To promote this, the OECD Observatory of Public Sector Innovation (OPSI) has analysed 1 084 innovative initiatives from 94 countries to derive and understand novel government practices. The report discusses four key trends: 1) new forms of accountability for a new era of government, 2) new approaches to care, 3) new methods for preserving identities and strengthening equity and 4) new ways of engaging citizens and residents. Ten case studies and dozens of supporting examples illustrate these trends.

    Abstract: This intellectual biography provides an organic framework for understanding Antonio Gramsci’s process of intellectual development, paying close attention to the historical and intellectual contexts out of which his views emerged. The Gramsci in Notebooks cannot fully account for the young director of L’Ordine Nuovo, or for the communist leader. Gramsci’s development did not occur under conditions of intellectual inflexibility, of absence of evolution. However, there is a strong thread connecting the “political Gramsci” with Gramsci as a “cultivated man.” The Sardinian intellectual’s life is marked by the drama of World War I, the first mass conflict in which the great scientific discoveries of the previous decades were applied on a large scale and in which millions of peasants and workers were slaughtered. In all of his theoretical formulations, this dual relation, which epitomizes the instrumental use of “simpletons” by ruling classes, goes beyond the military context of the trenches and becomes full-fledged in the fundamental relations of modern capitalist society. In contrast with this notion of social hierarchy, which is deemed natural and unchangeable, Gramsci constantly affirmed the need to overcome the historically determined rupture between intellectual and manual functions, due to which the existence of a priesthood or of a separate caste of specialists in politics and in knowledge is made necessary. It is not the specific professional activity (whether material or immaterial) that determines the essence of human nature: to Gramsci, “all men are philosophers.” In this passage from Notebooks, we find the condensed form of his idea of “human emancipation,” which is the historical need for an “intellectual and moral reform”: the subversion of traditional relations between rulers and ruled and the end of exploitation of man by man.     Abstract: This open access book explores the history of pellagra, a vitamin deficiency disease brought about by a shift in agriculture to maize, which ravaged Italy from the 1760s. With a focus on the insanity that was caused by the disease, the authors examine how thousands of patients were treated in Italian psychiatric asylums, shedding light on the sufferer’s point of view. Setting pellagrous insanity in a wider context of man-made or societal (anthropogenic) disease, where poverty, diet and disease meet, the book contributes to the history of medicine and science, the history of psychiatry, economic and social history, agrarian history, and food and nutrition history. Additionally, the authors aim to transnationalise Italian history by making comparisons with related issues, such as tertiary syphilis in the UK. Drawing from a wide range of printed and archival sources, including the writings of Italian medical investigators and patient records, the book examines how medical and scientific research was carried out during the long nineteenth century and the uncertainties that this engendered, in terms of classification, explanation, diagnosis and treatment. Offering a unique perspective on an endemic illness which came to be known as the disease of the four ds -- dermatitis, diarrhea, dementia and death—this book provides an engaging account of one of the most perplexing causes of mental illness.

    Abstract: This book sheds light on the so-called ‘Moro Doctrine’, an Italian state security policy which has been portrayed in literature as an under-the-counter agreement made between Italy and Palestinian movement during the Cold War. The Moro Doctrine, or ‘Lodo Moro’ as it is known in Italy, aimed to protect the peninsula from Palestinian attacks by allowing terrorists to use Italian territory as a base for weapons and guerrilla fighters. Responsibility for the ‘Lodo’ was instrumentally placed on Aldo Moro, the five- time Prime Minister of Italy, after his death, and since then his name has become indelibly linked with the shame of having negotiated with Palestinian terrorists. Thanks to records collected from over twenty archives in Italy, the USA, France, Germany, Britain and Russia, concrete evidence shows that the significance of this agreement needs to be rethought. The author argues that the decision to adopt the Lodo was not solely made by Moro, but also involved key figures of the Christian Democrat and Socialist parties, various magistrates and even the President of the Republic. It illustrates how terrorism was used as an effective tool in international diplomacy to influence foreign and domestic policies. Offering a re-examination of Italian counter-terrorist policy, this book analyses how Italy responded to international terrorism during the Cold War, providing a useful read for those researching Italian and European history, Cold War studies, the history of international relations and diplomacy, and Middle-East history. Valentine Lomellini is Associate Professor in the Department of Political Science, Law and International Studies at the University of Padua in Italy.     Abstract: This book proposes a significant new interpretation of the relations between Italian partisans and British forces during the Italian campaign of 1943-1945. The core of the argument challenges many assumptions that are today still present both in Italian and in the Anglophone historiography on the subject. In current historiography, the debate is still ongoing as to whether the British were a hostile force to the Italian Resistance, trying to weaken it to better control it, or a genuine and committed ally. Instead of a clear-cut and artificial dichotomy between the 'Italians' and the 'British' this book posits the idea that lines were often blurred, and relations existed on a scale that included lots of grey and overlapping areas. Thanks to an original approach that examines the Italo-British interaction from a point of view as close as possible to the ‘action’, it proposes a new interpretation based on the way the British image was cast in Italy. Politics is left in the background in favour of an analysis of the concrete problems and difficulties that Italians and the British had to face when working together and how these processes influenced the image of Great Britain in Italy in the following decades. This produces a final interpretation that enriches current historiography and pushes forward our understanding of the relationship between Italian partisans and British forces.

    Abstract: This book is the first critical interdisciplinary examination in English of Italian women’s contributions to intellectual, artistic, and cultural production in modern Italy. Examining commonalities and diversities from the country’s Unification to today, the volume provides insight into the challenges that Italian women engaged in cultural production have faced, and the strategies they have deployed in order to achieve their objectives. The essays address a range of issues, from women’s self-identification and public ownership of their professional roles as laborers in the intellectual and cultural realm, to questions about motherhood and financial remuneration, to the role of creative foreign women in Italy. Through critical analysis and direct testimony from new and typically marginalized voices, including an Arab-Italian writer, an Italian-Dominican filmmaker, and a transgender activist, new forms of ongoing struggle emerge that redefine the culturally diverse landscape of female intellectual and creative production in Italy today. The volume rethinks a solely national “Made in Italy” reading of the subject of female intellectual labor, demonstrating instead the wide network of influences and relationships that have existed for Italian women in their professional aspirations.     Abstract: This book analyses the evolution of the city of Rome, in particular, papal Rome, from the plague of 1656 until 1870 when it became the capital of the Kingdom of Italy. The authors explore papal Rome as a resilient city that had to cope with numerous crises during this period. By focusing on a selection of different crises in Rome, the book combines cultural, political, and economic history to examine key turning points in the city’s history. The book is split into chapters exploring themes such as diplomacy and international relations, disease, environmental disasters, famine, public debt, and unravels the political, economic, and social consequences of these transformative events. All the chapters are based on untapped original sources, chiefly from the State Archive in Rome, the Vatican Archives, the Rome Municipal Archives, the École Française Library, the National Library, and the Capitoline Library. Marina Formica is Full Professor of Modern History at the University of Rome Tor Vergata, Italy, and President of the Italian Society of Studies on the Eighteenth Century (SISSD). Additionally, she is on the Executive Board of the National Institute of Roman Studies and is a member of the Committee for Addresses of the Rome Foundation and the Camillo Caetani Foundation. Recently, she was the scientific organiser of the World Conference, Antiquity and the Shape of the Future in the Age of the Enlightenment. Donatella Strangio is Full Professor of Economic History at Sapienza University of Rome, Italy, where she is affiliated with the Department of Methods and Models for Economics, Land, and Finance.     Abstract: This book examines how Lampedusa, Italy’s southernmost island, has become a transnational symbol representing migration to Europe from the Global South. It analyses how three very different associations have used the name “Lampedusa” as a means of restoring a sense of subjectivity or agency to migrants themselves. Jacopo Colombini argues that the work of the Archivio delle Memorie Migranti (Rome), the self-organised refugee group Lampedusa in Hamburg, and the Lampedusa-based Collettivo Askavusa offers an alternative to the stereotypical, often racially connoted, public discussion of migrant presence in Italy and Europe. He also demonstrates, however, that the marginalisation of migrant and refugee voices in the public discourse is also partially and unavoidably reproduced in the cultural projects that wish to restore their agency. Jacopo Colombini holds a PhD in Italian Cultural Studies from the University of St. Andrews, Scotland.

    Abstract: This book offers an original and comprehensive study of the memory of the Rogo di Primavalle, a fatal arson attack on the home of a far-right family on 16 April 1973. Perpetrated by members of the militant left group Potere Operaio, this was the first attack on a domestic space during Italy’s Years of Lead. Through analysis of media coverage, books, and social media; observation of commemoration ceremonies; visits to sites of memory; and oral history interviews conducted by the author, The Politics of Sacrifice argues that memory of the Rogo di Primavalle has been instrumentalised by neo-fascist groups over the past 50 years. Drawing on contemporary theoretical debates relating to public and private memories, King connects the construction of a narrative of sacrifice to challenges faced by the institutional far right from the time of the Movimento Sociale Italiano in the 1970s, Alleanza Nazionale in the mid-1990s, and Fratelli d’Italia today. With the far right on the rise in Italy and abroad, the book identifies the characteristics of remembering that define far-right memory culture and investigates the role of memory in building support for the far right over time.     Abstract: Of the twelve Augustae who lived during the fifty years of the so-called “military anarchy” (235-284 A.D.), Ulpia Severina, wife of the “Illyrian” emperor Aurelian (270-275 AD), is certainly one of the most enigmatic and less known. The book focuses on Ulpia Severina, who, even though never mentioned by name in literary sources, has been studied almost exclusively from the perspective of the numerous coins issued in her name and is the subject of many interesting honorific inscriptions that had not been thoroughly examined or adequately valued until this study. This exceptional situation, represented by the sole presence of Ulpia Severina on the throne of Rome, deserves more attention than it has received. The pages of the university history textbooks dedicated to the reconstruction of a fifty-year phase of Roman-imperial history must be, if not rewritten, at least integrated in order to give the deserved space to this empress and, therefore, to the so-called “interregnum,” which lasted at least two months, between the death of Aurelian and the advent of emperor Tacitus. Margherita Cassia is associate professor of Roman History at the Department of Humanities, University of Catania. Her research interests comprise the condition of women in the imperial age (Egypt, Sicily, Asia Minor); the city-country relationship in Cappadocia, Pontus, Malta and Sicily; society, economy, and culture in the Cappadocian Fathers; political history, ethnogeography, and family ties in Strabo’s Geography; the role of medicine in the Roman-imperial age; imperial power and the medical profession; and university teaching of ancient history.     Abstract: This volume sheds light on the technical and institutional handicaps that the gas industry had to face since the early 19th century to consolidate its position in the energy market. It traces the history of gas energy use in a European context to understand the reasons for its crucial nature in the region. Going back to the start of gas production in England and France at the turn of the 18th century, the book has a specific focus on Latin Europe: Portugal, Spain, France, and Italy. Topics discussed include, but are not limited to the evolution of gas technology and associations; capital, technical, and human transfer among countries; strategies carried out by gas companies to promote their activity; how gas companies adapted to changing markets, faced with the competition of electricity at the end of the 19th century, until late 20th century; and how war, especially the Second World War, affected gas supply in Latin Europe. Finally, the volume discusses the emerging use of natural gas by France and Italy after 1945, which meant a quantitative advantage compared to their neighbors in Latin Europe, Portugal and Spain, as well as a political advantage, in terms of energetic independence.     Abstract: This book examines the development of social support systems in the Modern age in the rural areas of the city-states of Northern Italy. This investigation achieves two main purposes: first, it allows researchers to understand the role occupied concretely by welfare and micro-credit activities in the political and socio-economic panorama of rural Northern Italy; secondly, it verifies to what extent the formation of a more or less structured support system influenced the establishment of local identity and the rooting of individuals. The book brings together perspectives from different fields of research ranging from economic and political history to the study of the history of ecclesiastical institutions, as well as integrating recent research on the anthropological value of welfare actions and the use of multiple historical sources. It considers how the retreat of the welfare activity of the State, associated with a depopulation of the rural areas of the peninsula and a steady increase of poverty into social fringes that were previously not affected by economic problems, pushes us to investigate more carefully the dynamics that in the Ancien Régime gave shape to the support activities against indigence and poverty. This book will be of interest to academics and students working in economic history and social history. Giovanni Gregorini is Full Professor of Economic History and head of the Department of History and Philology at Catholic University of the Sacred Heart in Milan, Italy, where he teaches Economic History and Business History.     Abstract: This edited book brings together experts on the sociolinguistics of immigration with a focus on the Italo-Romance dialects. Sociolinguistic research on immigrant communities in Italy has widely studied the acquisition and use of Italian as L2 by first-generation immigrants, the maintenance of immigrant languages and code-switching between Italian and the immigrant languages. However, these studies have mostly ignored or neglected to investigate immigrant speakers use of Italo- Romance dialects, their awareness of the sociolinguistic situation of majority and minority languages, and their attitudes towards them. Given the important role of Italo-Romance dialects in everyday communication and as a marker of regional identity, this book aims to fill this gap and understand more about the role that these languages play in the linguistic repertoire of immigrants.     Abstract: In the long nineteenth century, dominant stereotypes presented people of the Mediterranean South as particularly passionate and unruly, therefore incapable of adapting to the moral and political duties imposed by European civilization and modernity. This book studies, for the first time in comparative perspective, the gender dimension of a process that legitimised internal hierarchies between North and South in the continent. It also analyses how this phenomenon was responded to from Spain and Italy, pointing to the similarities and differences between both countries. Drawing on travel narratives, satires, philosophical works, novels, plays, operas, and paintings, it shows how this transnational process affected, in changing historical contexts, the ways in which nation, gender, and modernity were imagined and mutually articulated.

    Abstract: "This book charts the path to revitalisation for trade unions in Australia, the USA, the UK, and Italy. It examines the examples of innovation and digital campaigning that are enabling unions to build new forms of worker power - and overcome decades of declining membership wrought by neoliberalism, globalisation, and hostility from employers and the state. The study evaluates the responses of unions in each country to falling membership levels since the 1980s. It considers the US 'organising model' and its adoption in Australia and the UK, comparing this with the strategies of Italian unions which have been more deliberately focused on precarious and migrant workers. The increasing reliance of US unions on community alliances, as seen in the 'Fight for $15' and similar campaigns, is scrutinised along with new union prototypes like Hospo Voice in Australia, the Independent Workers' Union of Great Britain and SI Cobas in Italy. The book includes an in-depth analysis of union responses to the gig economy in the four countries, and the emergence of self-organised worker collectives to combat this exploitative business model. The vital role played by unions in defending the interests of workers during the COVID-19 pandemic is also examined. As well as highlighting the most successful union initiatives to meet the challenges of the past 30 years, the book assesses the strengths and deficiencies of the legal framework for union representation in the four nations. It identifies the labour law reforms needed to rebuild collectivism, but argues that more is needed than favourable laws.     Abstract: Understanding adults’ attitudes towards the environment is necessary to gauge the opportunities and challenges of creating effective and politically-feasible climate policies. Using data from the Wellcome Global Monitor 2020, the European Social Survey (Round 8), World Values Survey and EM-DAT, this paper examines how adults’ environmental attitudes vary within and across countries and details how environmental attitudes are associated with adults’ engagement in pro-environmental behaviours and support for environmentally-friendly policies. The paper explores whether the extent to which individuals prioritise the environment over the state of the economy or vice versa depends on individuals’ exposure to natural disasters or negative labour market conditions. Results indicate that people’s economic vulnerability and the sectors they work in impact their attitudes towards their environment and support for public policy. Furthermore, the findings suggest that increases in unemployment and exposure to natural disasters influence the extent to which individuals prioritise the environment.

    Abstract: Gross domestic product (GDP) is the standard measure of the value of final goods and services produced by a country during a period minus the value of imports. This subset of Aggregate National Accounts comprises comprehensive statistics on gross domestic product (GDP) by presenting the three different approaches of its measure of GDP: output based GDP, expenditure based GDP and income based GDP. These three different measures of gross domestic product (GDP) are further detailed by transactions whereby: the output approach includes gross value added at basic prices, taxes less subsidies, statistical discrepancy; the expenditure approach includes domestic demand, gross capital formation, external balance of goods and services; and the income approach includes variables such as compensation of employees, gross operating surplus, taxes and production and imports. Gross domestic product (GDP) data are measured in national currency and are available in current prices, constant prices and per capita starting from 1950 onwards.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

By generic skills, it is meant literacy and critical thinking skills encompassing problem solving, analytic reasoning and communications competency.     Abstract: This dataset comprises statistics on different transactions and balances to get from the GDP to the net lending/borrowing. It includes national disposable income (gross and net), consumption of fixed capital as well as net savings. It also includes transaction components such as net current transfers and net capital transfers. Data are expressed in millions of national currency as well as US dollars and available in both current and constant prices. Data are provided from 1950 onwards.

    Abstract: Being able to swim empowers individuals to make choices, have agency, and be free to choose core aspects of their life, such as working safely on or near water. It is also associated with lifelong health benefits and reduces the risk of drowning. Using data from the Lloyd’s Register Foundation World Risk Poll 2019, this paper provides the first global estimates of adults’ ability to swim without assistance. Individuals in high-income countries are considerably more likely to report being able to swim without assistance than individuals in low-income countries. Disparities also exist within countries. In particular, women are less likely to be able to swim without assistance than men in virtually all countries, birth cohorts, and levels of education. Investing in reducing inequalities in life skills, such as swimming, can foster economic development and empowerment, especially in light of threats, such as climate change.

    Abstract: In 2017, Italy became the first country in the OECD to link well-being indicators to economic and budget programming in government. The achievement was but one milestone in the country’s development of its Equitable and Sustainable Well-being framework. The Treasury Department of the Ministry of Economy and Finance, in conjunction with the National Institute of Statistics, has continued to develop the framework since then. This Action Plan contributes to that development by proposing ways to progress the integration of equitable and sustainable well-being indicators into policy development and budgeting. The Action Plan contributed to a consultation process with government ministries and stakeholders in 2022 by identifying a range of actions the government could consider in the near and medium term to achieve that integration outcome.

    Abstract: As the long sixteenth century came to a close, new positive ideas of gusto/taste opened a rich counter vision of food and taste where material practice, sensory perceptions and imagination contended with traditional social values, morality, and dietetic/medical discourse. Exploring the complex and evocative ways the early modern Italian culture of food was imagined in the literature of the time, 'Food Culture and the Literary Imagination in Early Modern Italy' reveals that while a moral and disciplinary vision tried to control the discourse on food and eating in medical and dietetic treatises of the sixteenth century and prescriptive literature, a wide range of literary works contributed to a revolution in eating and taste. In the process long held visions of food and eating, as related to social order and hierarchy, medicine, sexuality and gender, religion and morality, pleasure and the senses, were questioned, tested and overturned, and eating and its pleasures would never be the same

    Abstract: OECD countries deliver publicly-funded employment services through different institutional arrangements. While in most OECD countries the majority of such services are delivered by public employment services, in two in five OECD and EU countries (or regions) they are partly or fully contracted out to external providers, including for-profit and not-for-profit entities. Contracting out employment services to outside providers offers many potential benefits: an increased flexibility to scale capacity in line with changes in unemployment, the possibility of offering services more cost-effectively, the option to better tailor services through the use of specialised service providers and the possibility to offer jobseekers choice of providers. However, achieving these benefits will depend on the actual design and monitoring of the contracting arrangements that are put in place. Focusing on the job brokerage, counselling and case-management employment services typically provided by public agencies, this paper reviews the experiences of OECD countries that have contracted out employment services through outcome-based payment schemes. It highlights the need to carefully consider questions related to the design and implementation of this form of contracting: fostering competition amongst potential providers, setting appropriate minimum service requirements and prices for different client groups, and ensuring the accountability of providers through monitoring and evaluations. These issues are discussed based on country examples, which are also detailed in factsheets contained in the online annex of the paper.

    Abstract: The study identifies the main factors that affect the diffusion of digital technologies and their returns among Italian firms, highlighting the crucial role of public policies. It uses a unique data infrastructure that integrates information on digital technology adoption, firm performance, and workers’ and managers’ skills. The analysis shows that the low digitalisation of Italian firms, especially of SMEs, can be traced back to the low levels of three factors: i) workers’ skills, ii) management capabilities, and iii) accumulation of intangible assets. These factors are also crucial to maximise the effectiveness of public policies supporting firm digitalisation, such as the deployment of broadband infrastructure and fiscal incentives to investments in digital technologies. Finally, the analysis shows that the COVID-19 crisis contributed to further widening the digital gap between Italian firms, favouring ex-ante more digitalised companies, suggesting that public policies play a crucial role for the post-COVID-19 recovery.

    Abstract: The present paper presents methodologies to forecast and conduct policy analysis for three well-being indicators with the goal of informing the Italian government’s budget planning process. For each of the three indicators (healthy life expectancy, overweight and obesity, and early school leaving), a model is developed that allows projecting future trends under a status quo scenario and that allows estimating the impact of policy and budget levers on future outcomes. The micro-economic models for being in good health have a moderate explanatory power with an R2 ranging between 0.2 and 0.3. The strongest predictors of good health are by far the prevalence of chronic diseases, followed by low mental health, sport practice and diet. Overall, the combined changes in inputs yield an improvement in the share of people declaring being in good health by 2.7 ppt, from a baseline of 62% among people older than 18. The micro-economic model for being in excess weight has lower explanatory power (R2 between 0.05 and 0.15). As a result, the combined changes in inputs yield a relatively small decrease by 0.5 ppt starting from a baseline of 47.6% of the population. The most important predictors are those associated with a healthy diet. Finally, the cross-region macro-economic model of early school leaving has high explanatory power (R2 above 0.90) and highlights a wide range of ‘push and pull’ factors. The combination of benchmark inputs yields a decrease in the rate of early leavers by 1.8 ppt, starting from a baseline of 13.1%. Overall, these results highlight the large scope for policy intervention to improve well-being outcomes, as well as the multiplicity of policy levers.

Anche gli effetti sull’economia, specie quelli legati all’aumento dei prezzi dell’energia, si dispiegano in modo differenziato a livello territoriale, interessando alcune regioni più di altre. L’Italia non fa eccezione: i settori produttivi a elevato consumo di gas naturale sono per lo più concentrati nelle regioni settentrionali, mentre le aziende agricole e della produzione alimentare a base di grano sono relativamente più diffuse nelle regioni meridionali e insulari. Sebbene nel complesso la Russia rappresenti una quota minoritaria delle esportazioni italiane, alcuni territori e settori sono più esposti di altri a una diminuzione degli scambi bilaterali, come nel caso delle destinazioni più popolari tra i turisti russi ad elevata spesa pro capite.
