The rising number of cyber attacks surpasses the existing defense capabilities, partly due to a shortage of skilled cyber security professionals. This report delves into the analysis of the demand for cyber security experts in Latin America, using information from online job postings in Chile, Colombia, and Mexico. The analysis investigates recent trends in job demand for various cyber security roles, the geographical distribution of cyber security job postings, and the evolving skill requirements in this field. Additionally, the report focuses on the supply side by examining the landscape of cyber security education and training programmes in Colombia. It explores the different types of programmes offered in vocational and higher education, the characteristics of learners enrolled in these programmes, and their outcomes. Lastly, the report examines policies and initiatives implemented in Colombia to enhance the accessibility and relevance of cyber security education and training programmes. This report is part of a broader initiative that examines the evolution of policies and experiences in the cyber security profession around the world.

    Abstract: This report assesses the impact of the road transport sector on energy demand, CO2 emissions and air pollution in several selected major emerging economies over the coming decades under several IEA modelling scenarios. Most notably the Announced Pledges Scenario (APS) aims to show to what extent announced ambitions and targets, including the most recent ones, are on the path to deliver emissions reductions required to achieve net zero emissions by 2050. Bringing about a road transport decarbonisation pathway in line with the APS in the selected major emerging economies - Brazil, People's Republic of China, India, Indonesia, Mexico and South Africa - will require significant enhancement of existing policies and the introduction of new innovative policies and measures in each of selected countries. Our report sets out six policy areas critical to the achievement of the road transport transitions and a series of recommendations for strengthening financing for the sector. Importantly, the report provides detailed reference to a wide range of policy measures and good practice already in place in many major emerging economies elsewhere to facilitate knowledge sharing among countries. It also places a special emphasis on the road transport sectors of India and Indonesia. These countries are IEA partners in their respective regions and benefit from an enhanced programme of work.

Felicity Amaya Schaeffer follows a range of militarized surveillance innovations across time and space, recalling the Spanish lookout points erected to monitor Maya in the Yucatan, the superior eyes of Indian scouts, automated border avatars, and swarming bee drones. From the perspective of Native border inhabitants, a broader story emerges about how mechanized seeing attempts to eradicate Native sacred and animate relation with land. With an eye on the more-than-human world, Apache, O'odham and Maya teach us about the impossibility of borders in their sacred scientific worldviews that see relation where westerners impose segregated seeing and knowing.     Abstract: "Upon arrival to the United States, Mexican immigrants are racialized as simultaneously non-White and "illegal." This racialization process complicates notions of race that they bring with them, as the "pigmentocracy" of Mexican society, in which their skin color may have afforded them more privileges within their home country, collides with the American racial system. Racial Baggage examines how immigration reconfigures U.S. race relations, illuminating how the immigration experience can transform understandings of race in home and host countries. Drawing on interviews with Mexicans in Los Angeles and Guadalajara, sociologist Sylvia Zamora illustrates how racialization is a transnational process that not only changes immigrants themselves, but also everyday understandings of race and racism within the United States and Mexico. Within their communities and networks that span an international border, Zamora argues, immigrants come to define "race" in a way distinct from both the color-conscious hierarchy of Mexican society and the Black-White binary prevalent within the United States. In the process, their stories demonstrate how race is not static, but rather an evolving social phenomenon forever altered by immigration"--

Recent studies on drug wars have detailed case studies on the war on drugs but do not focus on the role of the army in such policies. Publications that do drive attention to the military in such situations are usually from human rights organizations or the press and are therefore not scholarly works. There are therefore no recent academic books dealing with the role of the military in the fight against drugs in Latin America. This book aims to fill this gap. It also offers an empirical and theoretical examination of the issue of the role of the military (rather than the police) on national soil—the army being generally devoted to interventions abroad, and the police, to law enforcement on the national ground.     Abstract: The contributors in Ethnographic Refusals, Unruly Latinidades highlight the value of "radical inclusion" in their research and call for a critical self-reflexivity that marshals the power of bearing witness to move from rhetoric to praxis in support of these methodologies within anthropological perspectives. The essays in this collection do not offer simple solutions to histories of colonialism, patriarchy, and misogyny through which gender binaries and racial hierarches have been imposed and reproduced, but rather provide a crucial opportunity for reflection on and continued reimagination of the contours of Latinidad. These scholars deploy Latinx strategically as part of ongoing dialogues, understanding that their terminologies are inherently imprecise, contested, and constantly shifting. Each chapter explores how Latinx ethnographers and interlocutors work together in contexts of refusal--ever mindful of how power shapes these encounters and the analyses that emerge from them--as well as the extraordinary possibilities offered by ethnography and its role in ongoing social transformation.     Abstract: This paper aims to analyse recent Mexican migration to Germany and the forms of integration into their host society by addressing the experience of Mexican women married with Germans in the city of Berlin. Mixed marriage I understand as a journey in which the interplay between individual agency and structural opportunities and constraints substantially impacts personal experiences and the narratives thereof. I employ a biographical approach and follow this journey, which has its beginnings in a person`s childhood as socialisation, socio-economic conditions and social imaginaries in the country of origin provide the foundation for a person`s life course. It continues by way of meeting and engaging in a relationship with one`s future husband and the decision to get married and migrate (permanently) for family reasons - a process involving negotiations, choices, and contingencies. The journey proceeds in the host country where settling down is connected to the experience of integration and to perceptions concerning restraints and opportunities in one`s new life abroad. Questions guiding the analysis of these processes are: What (common) narratives can be identified during the life paths characterizing migration? How do personal agency and structural opportunities and constraints interplay? And how does this interplay influence the experience of migration and integration? (Verlagsangabe)

    Abstract: "Mexico has become notorious for crime-related violence, and the efforts of governments and national and international NGOs to counter this violence have proven largely futile. Citizens against Crime and Violence studies societal responses to crime and violence within one of Mexico's most affected regions, the state of Michoacán. Based on comparative ethnography conducted over twelve months by a team of anthropologists and sociologists across six localities of Michoacán, ranging from the most rural to the most urban, the contributors consider five varieties of societal responses: local citizen security councils that define security and attempt to influence its policing, including by self-defense groups; cultural activists looking to create safe 'cultural' fields from which to transform their social environment; organizations in the state capital that combine legal and political strategies against less visible violence (forced disappearance, gender violence, anti-LGBT); church-linked initiatives bringing to bear the church's institutionality, including to denounce 'state capture'; and women's organizations creating 'safe' networks allowing to influence violence prevention"--

    Abstract: Near Tijuana, Baja California, the autonomous community of Maclovio Rojoas demonstrates what is possible for urban place-based political movements. More than a community, Maclovio Rojas is a women-led social movement that works for economic and political autonomy to address issues of health, education, housing, nutrition, and security. Border Women and the Community of Maclovio Rojas tells the story of the community's struggle to carve out space for survival and thriving in the shadows of the U.S.-Mexico geopolitical border. This ethnography by Michelle Téllez demonstrates the state's neglect in providing social services and local infrastructure. This neglect exacerbates the structural violence endemic to the border region--a continuation of colonial systems of power on the urban, rural, and racialized poor. Téllez shows that in creating the community of Maclovio Rojas, residents have challenged prescriptive notions of nation and belonging. Through women's active participation and leadership, a women's political subjectivity has emerged Maclovianas. These border women both contest and invoke their citizenship as they struggle to have their land rights recognized, and they transform traditional political roles into that of agency and responsibility. This book highlights the U.S.-Mexico borderlands as a space of resistance, conviviality, agency, and creative community building where transformative politics can take place. It shows hope, struggle, and possibility in the context of gendered violences of racial capitalism on the Mexican side of the U.S.-Mexico border"--

    Abstract: Caritina Piña Montalvo personified the vital role played by Mexican women in the anarcho-syndicalist movement. Sonia Hernández tells the story of how Piña and other Mexicanas in the Gulf of Mexico region fought for labour rights both locally and abroad in service to the anarchist ideal of a worldwide community of workers. An international labor broker, Piña never left her native Tamaulipas. Yet she excelled in connecting groups in the United States and Mexico. Her story explains the conditions that led to anarcho-syndicalism's rise as a tool to achieve labor and gender equity. It also reveals how women's ideas and expressions of feminist beliefs informed their experiences as leaders in and members of the labor movement.

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' Stage 1 peer review report. This report reflects the outcome of the Stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard of Mexico.

    Abstract: This report provides an assessment of the use of, and recommendations for scaling up, Nature-based Solutions to address water-related climate risks.     Abstract: A clear, efficient, and modern regulatory framework for pesticides is essential for addressing their impacts on human health and the environment, supporting a life-cycle approach to their management, and ensuring crop protection and a sustainable agricultural industry. This report identifies the gaps, barriers, implementation flaws and inefficiencies that affect the regulatory framework of pesticides in Mexico. It takes stock of the regulatory framework and recent reforms, and identifies both the areas that pose the greatest challenge for the effective regulation of pesticides and those where regulation – or lack of it – in pesticides most affects policy objectives and economic activity. These challenges and practices are assessed in view of OECD principles and country experiences, and recommendations are provided to support better regulation efforts. The report finds that Mexico would benefit from adopting a comprehensive, mutually-agreed policy strategy for pesticides, recognising that pesticide management is a shared responsibility across national and local governments, the pesticide industry, pesticide users, as well as the general public.
