Parallel Title: Parallelausg. Reviews of National Policies for Education: Higher Education in Egypt 2010
    Keywords: Education ; Egypt
Abstract: In recent years, the Government of Egypt has driven major reforms for modernising the country. While the success of this effort depends heavily on the quality of education and skills of the population, Egypt’s higher education system has remained largely unchanged in this context. Without a fundamental reform of the sector the country will face difficulties in improving its competitiveness in an increasingly knowledge-based world, in providing for a larger and more diverse student population, and in reducing social inequalities. This book represents an independent review of Egypt’s higher education system and focuses on areas in need of attention by policy makers and stakeholders, including system steering and institutional governance; student access to higher education; educational quality and effectiveness; research, development and innovation; and finance. It contains an analysis of the system and valuable recommendations which, taken together, represent a major programme of structural and cultural reform of Egyptian higher education over the decade to 2020. Reviews of National Policies for Education: Higher Education in Egypt will be of interest to Egyptian policy makers and education professionals, as well as others involved in education policy and research.

Abstract: With the recent increase in cross-border higher education, systems of quality assurance, accreditation and recognition of qualifications face big challenges. The Guidelines for Quality Provision in Cross-border Higher Education provide an international framework to protect students and other stakeholders from low-quality provision and disreputable providers. They provide guidance to key stakeholders on how to share the responsibility of assuring quality provision of cross-border higher education between the sending country and the receiving country. The Guidelines were elaborated in close collaboration with UNESCO. FURTHER READING The trends and challenges of cross-border higher education are addressed in more details in Quality and Recognition in Higher Education: The Cross-border Challenge (OECD, 2004); and Internationalisation and Trade in Higher Education: Opportunities and Challenges (OECD, 2004).

Abstract: Who finances educational facilities? What are the criteria used and how are they applied? Each country has its own system; however, the general trends are towards diversification of funding sources and decentralisation of responsibility. This publication examines the links between decentralisation and new means of financing. Although local control can guarantee greater effectiveness and responsiveness to local needs, central government remains responsible for ensuring access to equity and equality of educational opportunity. The greatest challenge in education funding consists of achieving compatibility between these objectives and technological development.

Abstract: School libraries and resource centres are constantly changing in response to the emergence of new technologies and new ways of learning. How should the library of the future be designed? What role will it play as a school facility, within the educational system and in society as a whole? This book addresses these questions through examples from diverse OECD countries.
