    Abstract: A passionate account of how the gulf between France's metropolitan elites and its working classes are tearing the country apart Christophe Guilluy, a French geographer, makes the case that France has become an "American society"-one that is both increasingly multicultural and increasingly unequal. The divide between the global economy's winners and losers in today's France has replaced the old left-right split, leaving many on "the periphery." As Guilluy shows, there is no unified French economy, and those cut off from the country's new economic citadels suffer disproportionately on both economic and social fronts. In Guilluy's analysis, the lip service paid to the idea of an "open society" has emerged in France as a smoke screen meant to hide the emergence of a closed society, walled off for the benefit of the upper classes. The ruling classes in France are reaching a dangerous stage, he argues; without the stability of a growing economy, the hope for those excluded from growth is extinguished, undermining the legitimacy of a multicultural nation

    Abstract: This report presents a model that helps to better understand how consumers in France choose their cars. It presents the results for different scenarios for the future development of the French vehicle fleet and projections for related CO2 emissions to 2050. The model distinguishes conventional, plug-in hybrid, battery-electric and fuel cell cars. It looks at the privately-owned as well as company car fleets and considers non-monetary factors for vehicle choice. Among these are personal preferences, the availability of recharging infrastructure for electric vehicles, and policy incentives such as subsidies or preferential vehicle use rights. The methodology and the data used for this new passenger car fleet model are described in detail.

    Abstract: 'The Persian Mirror' explores France's preoccupation with Persia in the seventeenth century. Long before Montesquieu's 'Persian Letters', French intellectuals, diplomats, and even ordinary Parisians were fascinated by Persia and eagerly consumed travel accounts, fairy tales, and the spectacle of the Persian ambassador's visit to Paris and Versailles in 1715. Using diplomatic sources, fiction, and printed and painted images, the text describes how the French came to see themselves in Safavid Persia. In doing so, it revises our notions of Orientalism and the exotic and suggests that early modern Europeans had more nuanced responses to Asia than previously imagined.

    Abstract: Social work as a democratically constituted profession committed to human rights is currently facing cross-border encroachments and attacks by right-wing populist movements and governments. With the Bundestag elections in September 2017, the question of the extent to which right-wing populist forces succeed in influencing the discourse with xenophobic and nationalist arguments arises in Germany, too. The authors examine how social work can respond effectively to nationalism, exclusion, de-solidarization and a basic skepticism about science and position itself against this background. The book explores different conditions in Germany, France, Poland, Russia and the US.

The book highlights the double-speak of assimilation, integration and national values as means to erase difference whilst simultaneously constructing the aberrant enemy ‘Other’ within.” —Professor Vini Lander, Leeds Beckett University, UK This book explores the links between education policy and occurrences of civil disorder and domestic terrorism in England and France. Since 2001, both England and France have experienced outbreaks of rioting in which young people of immigrant origin have been implicated: both have also been the targets of domestic terror attacks perpetrated by their own citizens. Both countries have had similar experiences of immigration since the end of the Second World War, but they are considered to have taken divergent approaches to immigrant integration and education. While Britain has tended towards a multicultural race relations approach, France veers towards a Republican assimilationist approach. Through the analysis of policy discourse and documents, the authors seek to establish whether these distinct approaches to immigrant integration and education policy have been maintained or whether they are converging. This book will appeal to students and scholars of education policy as well as immigration and integration in both France and England. Jonathan S. James is a PhD candidate at the UCL Institute of Education, UK, funded by the UCL Graduate Research Scholarship. His research investigates how policies developed in response to the threat of Islamist terrorism are being implemented in schools in England and France in light of the two countries’ policy traditions, and educators’ pre-existing values and practices. Jan Germen Janmaat is Reader in Comparative Social Science at UCL Institute of Education, UK. His research focuses on the links between education, diversity and social cohesion.     Abstract: "Latin Blackness in Parisian Visual Culture, 1852-1932 examines an understudied visual language used to portray Latin Americans in mid-19th to early 20th-century Parisian popular visual media. The term 'Latinize' is introduced to connect France's early 19th-century endeavors to create 'Latin America,' an expansion of the French empire into the Latin-language based Spanish and Portuguese Americas, to its perception of this population. Latin-American elites traveler to Paris in the 1840s from their newly independent nations were denigrated in representations rather than depicted as equals in a developing global economy. Darkened skin, etched onto images of Latin Americans of European descent mitigated their ability to claim the privileges of their ancestral heritage. Whitened skin, among other codes, imposed on turn-of-the-20th-century Black Latin Americans in Paris tempered their Blackness and rendered them relatively assimilatable compared to colonial Africans, Blacks from the Caribbean, and African Americans. After identifying mid-to-late 19th-century Latinizing codes, the study focuses on shifts in latinizing visuality between 1890-1933 in three case studies: the depictions of popular Cuban circus entertainer Chocolat; representations of Panamanian World Bantamweight Champion boxer Alfonso Teofilo Brown; and paintings of Black Uruguayans executed by Pedro Figari, a Uruguayan artist, during his residence in Paris between 1925-1933."--Bloomsbury Publishing

    Abstract: This report describes recent trends in the international migration of doctors and nurses in OECD countries. Over the past decade, the number of doctors and nurses has increased in many OECD countries, and foreign-born and foreign-trained doctors and nurses have contributed to a significant extent. New in-depth analysis of the internationalisation of medical education shows that in some countries (e.g. Israel, Norway, Sweden and the United States) a large and growing number of foreign-trained doctors are people born in these countries who obtained their first medical degree abroad before coming back. The report includes four case studies on the internationalisation of medical education in Europe (France, Ireland, Poland and Romania) as well as a case study on the integration of foreign-trained doctors in Canada.

    Description / Table of Contents: This book offers new perspectives on transnational citizenship, memory and strategies of development. Beginning with an exploration of belonging and cultural memory, the book turns to a series of case studies in order to examine the ways in which citizens actively engage with their state of origin through narratives of remembrance. In the Haitian case, community engagement is primarily a grassroots movement in spite of the early creation of a Ministry of Haitians Abroad (MHAVE). The Jamaican case, however, differentiates itself by having a top-down structure promoted by an administration that actively seeks to engage Jamaicans abroad by way of solidarity funds. By treating simultaneously two geopolitical entities, Francophonie and the Commonwealth, this study offers a unique, comparative perspective on a complex web of family networks, spiritual bonds and entrepreneurial cross-border practices at the core of a common Caribbean culture of resilience and self-reliance. The findings on the relationship between memory, citizenship and the State challenge the existing assumption that communities abroad become increasingly assimilated into the new society, whereas, in fact, the idea of a transnational citizenship has become increasingly prevalent. This evolution is enhanced by memory, which acts as a powerful dynamic engine to deconstruct citizenship while connecting beyond borders

    Abstract: This paper describes the results of an international initiative on trust (Trustlab) run in six OECD countries between November 2016 and November 2017 (France, Germany, Italy, Korea, Slovenia and the United States). Trustlab combines cutting-edge techniques drawn from behavioural science and experimental economics with an extensive survey on the policy and contextual determinants of trust in others and trust in institutions, administered to representative samples of participants. The main results are as follows: 1) Self-reported measures of trust in institutions are validated experimentally, 2) Self-reported measures of trust in others capture a belief about trustworthiness (as well as altruistic preferences), whereas experimental measures rather capture willingness to cooperate and one’s own trustworthiness. Therefore, both measures are loosely related, and should be considered complementary rather than substitutes; 3) Perceptions of institutional performance strongly correlate with both trust in government and trust in others; 4) Perceived government integrity is the strongest determinant of trust in government; 5) In addition to indicators associated with social capital, such as neighbourhood connectedness and attitudes towards immigration, perceived satisfaction with public services, social preferences and expectations matter for trust in others; 6) There is a large scope for policy action, as an increase in all significant determinants of trust in government by one standard deviation may be conducive to an increase in trust by 30 to 60%.

    Abstract: France’s health-care system offers high-quality care. Average health outcomes are good, public satisfaction with the health-care system is high, and average household out-of-pocket expenditures are low. As in other OECD countries, technology is expanding possibilities for life extension and quality, and spending is rising steadily, while an ageing population requires substantially more and different services. The main challenges are to promote prevention and cost-efficient behaviour by care providers, tackle the high spending on pharmaceuticals, strengthen the role of health insurers as purchasing agents and secure cost containment. Good-quality information and appropriate financing schemes would ensure stronger efficiency incentives. Disparities of coverage across social groups and health services suggest paying greater attention to co-ordination between statutory and complementary insurance provision. Ongoing reforms to improve prevention and co-ordination among care providers are steps in the right direction. However, progress in the development of capitation-based payment schemes, which can reduce the incentives to increase the number of medical acts and encourage health professionals to spend more time with their patients, and performance-based payment schemes in primary care need to be stepped up to respond to the increasing prevalence of chronic diseases and curb supplier-induced demand and social disparities in access to care.

    Abstract: This report develops quantitative and qualitative frameworks to test the possibility of systematically assessing a range of policies and their intended and unintended effects. The analysis spans the three policy objectives of enhanced productivity, climate change mitigation, and climate change adaptation. The preliminary findings and lessons learned are drawn from two applications of a qualitative framework (France and the Netherlands), where information was gathered through a wide-ranging questionnaire, and from two applications of a quantitative modelling framework which was tested using data from Finland and from selected sites in one region of the United States.

    Abstract: This report focuses on the challenges of governing infrastructure investment and public-private partnerships (PPPs) at the subnational level. Subnational governments – cities and regions – play a vital role in the infrastructure landscape. Infrastructure needs in energy, transport, water and telecommunications are substantial, estimated at USD 6.3 trillion per year between 2016 and 2030. In a tight fiscal environment, it is critical to diversify sources of financing for infrastructure investment and PPPs represent an alternative to traditional government procurement with the potential to improve value for money. However, PPPs are complex and sometimes risky arrangements that require capacity that is not always readily available in government, in particular at the subnational level. This report examines the challenges of using PPPs at the subnational level and ways to address them. It does so by focusing on three case studies: subnational PPPs in France, local Private Finance Initiative (PFI) projects in the United Kingdom, and PPPs in Virginia (United States).

    Abstract: Thanks to a highly developed welfare state, poverty is moderate on average in France, but – as in other countries – highly concentrated in some neighbourhoods. Their residents face many social disadvantages, including high unemployment and inactivity, schools with many struggling children, often run-down housing and urban infrastructure, and a lack of local enterprises, services and amenities. The government focuses a wide array of policies on these areas to promote better schooling outcomes, employment and local economic activity. Urban renewal and public housing policies aim explicitly at promoting social mixing, often presented as an anti-ghetto policy. Evidence suggests that targeted investment in transport and housing infrastructure as well as education and training could go a long way to improving economic opportunities and well-being in poor areas. In contrast, special economic zones with tax breaks to attract business to these areas have a mixed track record at best. Greater social mixing is difficult to engineer, and it is far from clear if this by itself would improve the lives of the poor. There is a need to better link urban, social and judicial policies favouring alternative sentencing and support for offenders to integrate into society to avoid vicious circles of social disadvantage and crime.

    Abstract: The last decade has seen major advances in the measurement of well-being in national statistics – but what are governments doing to incorporate these metrics and frameworks into policy decision making? This paper describes the progress made in many countries on measuring well-being at a national level, and the mechanisms being developed to mainstream both concepts and evidence on well-being into policy settings. In all cases, countries are adopting a multidimensional approach to the measurement of well-being, and several initiatives have been informed by extensive public consultation processes. For seven countries, detailed case studies in the Annex describe the development and implementation of policy mechanisms for integrating well-being evidence: Ecuador, France, Italy, New Zealand, Scotland, Sweden, and the United Kingdom. The paper finds that well-being evidence is applied at several different stages of the policy cycle, from strategic analysis and prioritization to evaluations of policy interventions. In most cases these initiatives are only a few years old, and institutional support will be vital for the durability of these mechanisms over time and through different political cycles.

    Abstract: This book offers new perspectives on transnational citizenship, memory and strategies of development. Beginning with an exploration of belonging and cultural memory, the book turns to a series of case studies in order to examine the ways in which citizens actively engage with their state of origin through narratives of remembrance. In the Haitian case, community engagement is primarily a grassroots movement in spite of the early creation of a Ministry of Haitians Abroad (MHAVE). The Jamaican case, however, differentiates itself by having a top–down structure promoted by an administration that actively seeks to engage Jamaicans abroad by way of solidarity funds. By treating simultaneously two geopolitical entities, Francophonie and the Commonwealth, this study offers a unique, comparative perspective on a complex web of family networks, spiritual bonds and entrepreneurial cross-border practices at the core of a common Caribbean culture of resilience and self-reliance. The findings on the relationship between memory, citizenship and the State challenge the existing assumption that communities abroad become increasingly assimilated into the new society, whereas, in fact, the idea of a transnational citizenship has become increasingly prevalent. This evolution is enhanced by memory, which acts as a powerful dynamic engine to deconstruct citizenship while connecting beyond borders.
    Abstract: «Clara Rachel Eybalin Casséus’s Geopolitics of Memory and Transnational Citizenship is an exciting interdisciplinary work bringing together memory studies, archival work, ethnographic interviews, and a decolonial praxis. Eybalin Casséus’s politics of re-reading otherwise begins in pre-Columbus Haiti, an alternative longue durée perspective which passes through colonial Saint-Domingue, arrives in the present-day Caribbean and its many diasporas, and points to alternative transnational Caribbean futures. Her comparative focus on diasporic Haitian and Jamaican expat «associations» (organizations) connects histories in Haiti, Jamaica, France, England, Guadeloupe, French Guiana, Martinique, Cuba and Italy, putting South-South networks in dialogue. This allows for on-the-ground comparisons between La Francophonie and the Commonwealth, as well as productive discussions and alternative considerations regarding idées reçues around so-called British Multiculturalism and French Intégration. She reads circularity as «the sum of mobilities» and brilliantly brings postcolonial theoretical concepts such as creolization and Tout-monde back to earth, while demonstrating the ways in which colonial and postcolonial traffic move in multiple directions.     Abstract: Karen Offen offers a magisterial reconstruction and analysis of the debates around relations between women and men, how they are constructed, and how they should be organized, that raged in France and its French-speaking neighbors from 1870 to 1920. The 'woman question' encompassed subjects from maternity and childbirth, and the upbringing and education of girls to marriage practices and property law, the organization of households, the distribution of work inside and outside the household, intimate sexual relations, religious beliefs and moral concerns, government-sanctioned prostitution, economic and political citizenship, and the politics of population growth. The book shows how the expansion of economic opportunities for women and the drop in the birth rate further exacerbated the debates over their status, roles, and possibilities. With the onset of the First World War, these debates were temporarily placed on hold, but they would be revived by 1916 and gain momentum during France's post-war recovery

    Abstract: This is the story of how women in France and Britain between 1915 and 1933 appropriated the cultural identity of female war veteran in order to have greater access to public life and a voice in a political climate in which women were rarely heard on the public stage. The 'veterans' covered by this history include former nurses, charity workers, secret service agents and members of resistance networks in occupied territory, as well as members of the British auxiliary corps. What unites these women is how they attempted to present themselves as 'female veterans' in order to gain social advantages and give themselves the right to speak about the war and its legacies. Fell also considers the limits of the identity of war veteran for women, considering as an example the wartime and post-war experiences of the female industrial workers who led episodes of industrial action

    Abstract: Social protection systems are often still designed for the archetypical full-time dependent employee. Work patterns deviating from this model – be it self-employment or online "gig work" – can lead to gaps in social protection coverage. Globalisation and digitalisation are likely to exacerbate this discrepancy as new technologies make it easier and cheaper to offer and find work online, and online work platforms have experienced spectacular growth in recent years. While new technologies and the new forms of work they create bring the incomplete social protection of non-standard workers to the forefront of the international policy debate, non-standard work and policies to address such workers’ situation are not new: across the OECD on average, one in six workers is self-employed, and a further one in eight employees is on a temporary contract. Thus, there are lessons to be learned from country experiences of providing social protection to non-standard workers. This report presents seven policy examples from OECD countries, including the "artists’ insurance system" in Germany or voluntary unemployment insurance for self-employed workers in Sweden. It draws on these studies to suggest policy options for providing social protection for non-standard workers, and for increasing the income security of on-call workers and those on flexible hours contracts.

    Abstract: This book delivers a top-down understanding of relation as a macro-phenomenon in society. This understanding rests on the reconstruction of an ongoing debate in the French tradition about the purpose of a relational perspective in sociology and the social sciences. Christian Papilloud analyzes the cardinal steps of this debate, which historically relate to the concept of solidarity, expressing an ideal of social cohesion through relationships between personal and non-personal actors. In social theory, it is well-known that solidarity refers to Emile Durkheim. But little is known about the controversies generated in relation to the purpose of a relational perspective in sociology. Papilloud reconstructs and follows the most important of these controversies in a comparative perspective, beginning with Emile Durkheim and Gaston Richard on solidarity, Richard and Marcel Mauss on sacrifice and magic, Mauss and Pierre Bourdieu on gift and social positions, Bourdieu and Bruno Latour on the objects of exchanges and institutions, and Latour and Durkheim on reciprocity and control.     Abstract: The last decade has seen a sustained surge of interest in measures of subjective well-being on the part of economists and other social scientists. The vast majority of the academic literature on subjective well-being focuses on measures of life evaluation, as does most discussion of how measures of subjective well-being can be applied to policy. However, measures of life evaluation have well-known limitations, and other measures of subjective well-being, including experienced well-being (i.e. people’s time use and emotional state over time), can be an important complement to measures of life evaluation. As of 2016, however, few countries have included experienced well-being in their official time use surveys, and there is relatively little understanding of how different methodological approaches to measuring experienced well-being affect the results obtained. This paper presents results using data from the US and the French time use surveys, showing that the different approaches adopted by these two countries have quite different implications for the data collected. Results highlight the sensitivity of experienced well-being measures – particularly the U-index – to the choice of affective states included, and shed light on the differing results found in the literature on how unemployment impacts upon experienced well-being.

    Abstract: In 2014 the OECD carried out work to take stock of OECD countries' achievements in building resilience to major natural and man-made disasters. The report suggested that albeit significant achievements were made through effective risk prevention and mitigation management, past disasters have revealed persistent vulnerabilities and gaps in risk prevention management across OECD. Based on the findings of this OECD-wide report a cross-country comparative study was undertaken in Austria, France and Switzerland to test the recommendations put forward in specific country contexts. This report summarises the individual and comparative country case study findings. It highlights that the risk prevention policy mix has shifted in favor of organisational measures such as hazard informed land use planning or strengthening the enforcement of risk sensitive regulations. In the meantime, the great need for maintaining the large stock of structural protection measures has been overlooked and vulnerability might increase because of that. The report highlights the need for better policy evaluation to increase the effectiveness of risk prevention measures in the future. The report highlights practices where countries succeeded to make risk prevention a responsibility of the whole of government and the whole of society, by analysing supporting governance and financing arrangements.

    Abstract: The Military Enlightenment brings to light a radically new narrative both on the Enlightenment and the French armed forces from Louis XIV to Napoleon. Christy Pichichero makes a striking discovery: the Geneva Conventions, post-traumatic stress disorder, the military "band of brothers," and soldierly heroism all found their antecedents in the eighteenth-century French armed forces. What was thought to distinguish the "manly mind" from the feminine mind? How did awareness of these questions inform various kinds of published and unpublished texts, including the philosophical treatise, the dialogue, the polite essay, and the essay in literary criticism?The Labor of the Mind plumbs the social and cultural logic of the Enlightenment's trope of the manly mind; offers new readings of the textual representations of it; and examines the ways in which the trope was subverted or at least subtly questioned. With close readings of the writings of well-known and less familiar men and women, including Poullain de la Barre, The Third Earl of Shaftesbury, Madeleine de Scudéry, David Hume, Antoine-Léonard Thomas, Suzanne Curchod Necker, Denis Diderot, and Louise d'Epinay, and tracing their social networks and friendships, Anthony J. La Vopa explores the problematic opposition between mental labor as concentrated and sustained work, a labor of abstraction and judgment for which only men had the strength, and an aesthetic of effortless and tasteful play in polite conversation in which women were thought to excel. Covering nearly a century and a half of cultural and intellectual life from France to England and Scotland and then back again, La Vopa locates, beneath the tenacity of assumed natural differences, a lexicon imbued with ambivalence, ambiguity, and argument.     Abstract: Under Action 14, jurisdictions have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses jurisdictions against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by France.

Karen Offen surveys heated exchanges around women's 'influence'; their exclusion from 'authority'; the increasing prominence of biomedical thinking and population issues; concerns about education, intellect, and the sexual politics of knowledge; and the politics of women's work. Initially, the majority of commentators were literate and influential men. However, as more and more women attained literacy, they too began to analyze their situation in print and to contest men's claims about who women were and should be, and what they should be restrained from doing, and why. As urban print culture exploded and revolutionary ideas of 'equality' fuelled women's claims for emancipation, this question resonated throughout francophone Europe and, ultimately, across the seas.

In the first book of its kind, Bassel and Emejulu explore minority women's experiences of and resistances to austerity measures in France and Britain. Minority women are often portrayed as passive victims. However, Minority women and austerity demonstrates how they use their race, class, gender and legal status as a resource for collective action in the face of the neoliberal colonisation of non-governmental organisations, the failures of left-wing politics and the patronising initiatives of policy-makers. Using in-depth case studies, this book explores the changing relations between the state, the market and civil society which create opportunities and dilemmas for minority women activists. Through an intersectional 'politics of survival' these women seek to subvert the dominant narratives of 'crisis' and 'activism'.

    Abstract: This book investigates the lives and stories of queer Maghrebi and Maghrebi French men who moved to or grew up in contemporary France. It combines original French language data from my ethnographic fieldwork in France with a wide array of recent narratives and cultural productions including performance art and photography, films, novels, autobiographies, published letters, and other first-person essays to investigate how these queer men living in France and the diaspora stake claims to time and space, construct kinship, and imagine their own future. By closely examining empirical evidence from the lived experiences of these queer Maghrebi French-speakers, this book presents a variety of paths available to these men who articulate and pioneer their own sexual difference within their families of origin and contemporary French society. These sexual minorities of North African origin may explain their homosexuality in terms of a "modern coming out" narrative when living in France. Nevertheless, they are able to negotiate cultural hybridity and flexible language, temporalities, and filiations, that combine elements from a variety of discourses on family, honor, face-saving, the symbolic order of gender differences, gender equality, as well as the western and largely neoliberal constructs of individualism and sexual autonomy

    Abstract: Looking at decolonization in the conditional tense, this volume teases out the complex and uncertain ends of British and French empire in Africa during the period of 'late colonial shift' after 1945. Rather than view decolonization as an inevitable process, the contributors together explore the crucial historical moments in which change was negotiated, compromises were made, and debates were staged. Three core themes guide the analysis: development, contingency and entanglement. The chapters consider the ways in which decolonization was governed and moderated by concerns about development and profit. A complementary focus on contingency allows deeper consideration of how colonial powers planned for 'colonial futures', and how divergent voices greeted the end of empire. Thinking about entanglements likewise stresses both the connections that existed between the British and French empires in Africa, and those that endured beyond the formal transfer of power.

    Abstract: The Oxford Handbook of French Politics provides a comprehensive and comparative overview of political science research on France. The volume brings together established and emerging scholars who specialize in the study of France to reflect on the evolution of the French political system through the lens of political science. The Handbook is organized into three sections: the first sectionidentifies foundational concepts for the French case, including chapters on republicanism and social welfare; the second focuses on thematic large-scale processes, such as identity, governance, and globalization; and the third section examines a wide range of issues relating to substantive politics and policy, among which are chapters on political representation, political culture, social movements, economic policy, gender policy, and defense and security policy. Throughout the volume contributors aim to place France in comparative perspective. To what extent have scholars integrated international and comparative work in their study of France? Has scholarship on France shaped the study of political life outside France? To help answer these questions contributors systematically provide a state-of-the-art review both of the comparative scholarly literature on their topic as well as the work on France. From this basis they also provide suggestions as to how the study of French and comparative politics might move forward in the coming years. In these ways, the Oxford Handbook of French Politics will be highly attractive both to scholars of France and also to scholars of comparative politics and political science more generally.
