Abstract: The role of civil society organisations in Brussels is debated. Some view them as representatives of their members and thus as legitimising agents for policy-making in the European Union. Others see them as being elitist and out of touch with their membership bases, therefore ill-suited to promote democracy at the EU level. Taking civil society organisations in the EU’s external relations as an example, Meike Rodekamp submits these controversial views to a reality check. Interviews with representatives of civil society organisations in Brussels and their member organisations in the EU show that the Brussels offices have not lost contact with their members. However, member organisations differ substantially in their participation in internal decision-making processes, which raises doubts about the legitimacy gains through civil society participation in EU policy-making. Abstract: As China rises to global power status, its relations with other major powers, including Russia, are constantly renegotiated. Energy figures prominently in both countries’ foreign policy. An extensive analysis of Chinese language sources - academic debate 1997-2012 - confirms a collision of interests over Central Asian reserves. While unanimous appeals to compromise render previous predictions of impending confrontation unconvincing, descriptions of Sino-Central Asian energy relations as “central to energy security”, and the explicit rejection of a Russian “sphere of influence”, also exclude a retreat. In the long term, China will likely replace Russia as the dominant force in Central Asia’s energy sector, causing the Kremlin to perceive another “encroachment”. The current notion of a “strategic partnership” will inevitably be challenged. Abstract: Philipp M. Lersch shows that residential relocations may change individuals' lives for the better but also for the worse depending on their resources, restrictions and contextual conditions. A comparative analysis of English and German panel data reveals that relocations improve the quality of dwellings on average in both countries but improvements strongly depend on life course stages and economic resources of individuals. Only few individuals improve their neighbourhoods when relocating. Conditions in the housing market are important determinants of these changes. Gender inequality persists

Abstract: Ending identity conflicts through negotiated agreements is an intractable process that is embedded complexly in the nation-building process. Ariel Hernandez looks on the complexity of the nation-building process in the Philippines and how its social and political context constrains the achievement of a peace agreement that would withhold new challenges as the process unfolds. Mediation as one of the possible modes of intervention to resolve identity conflicts is taken as the self-evident instrument to end the 40 year old conflict between the Filipino society at large and the Bangsamoro. The analysis confirms that mediation and other types of intervention are contributing to the intractability of identity conflicts by bringing in further complexities in the negotiation process. The conceptualization of “stumbling blocks” may provide knowledge based resources to develop strategies to “facilitate” the mediation process that allows negotiating parties to cope with the complexity of the bargaining table. Contents A Theorization of the Concept of Identity and Identity Conflicts The Nation as a Subject of Scientific Studies Mediation Strategic Facilitation of the Mindanao Peace Process Target Groups Researchers and students of conflict management, political science, sociology Policy makers and negotiators in conflict management The Author Dr. Ariel Macaspac Hernandez is a political scientist and mediator and currently a researcher at the Chair of Energy Management at the University of Leipzig

Abstract: The editors bring two terms, narrative and innovation, together in an interdisciplinary and interactive way. Narratives are ubiquitous and hold the potential to indicate future changes in politics, economies and markets. As “stressors” and stabilizers in organizations, narratives and changes in the consensus narrative indicate the need for strategic change or organizational stasis and may be utilized as a source for early recognition in strategic management. The use of narratives in management, however, makes it necessary to adopt a new perspective. This volume offers a polyphonic forum for the development of an interpretive approach towards business administration, strategic management, and entrepreneurship, by introducing instruments of semiotics, linguistics, narratology, and others. This compilation, therefore, presents a comprehensive overview of scientific and industrial perspectives beyond the mainstream. Abstract: Simon Wolf describes how the growing awareness for the economic consequences of climate change and the economic opportunities of climate protection has led to changes in the rationality of governing climate change, from reducing emissions to building low-carbon economies. One crucial strategy for governments in orchestrating the transformation to cleaner economies is to enable low-carbon investment. The author therefore takes a critical look at how climate governance is reframed as an economic and investment challenge in recent years, and reveals some of the blind spots of focusing on the economic and investment opportunities related to climate protection. Contents · Theory: Power/Knowledge · Economic rationality in climate governance · Making investments an object of government · Governing investment for climate protection · Markets, investment and the state Target Groups · Researchers and students from the social sciences and environmental studies · Practicioners in the field of climate politics The Author Dr. Simon Wolf works as Deparment Head Economy and Finance at Heinrich Böll Foundation in Berlin

Abstract: Energy efficiency contributes to the main objectives of energy policy in the European Union: energy security, cost effectiveness and environmental benefits. However, the efficiency potential remains widely untapped. Will White Certificate Instruments, a new framework instrument to foster end-use energy efficiency, help to close the energy efficiency gap? The analysis compares the political process of choosing and designing White Certificate Instruments in Italy, France and Great Britain. Dagmar Sibyl Steuwer shows that the type of policy instrument as well as its image has an influence not only on agenda-setting but also on the policy instrument’s effectiveness due to interactions with existing energy efficiency discourses, regulatory traditions and the prevailing policy style. Abstract: Early childhood care and education has become a key issue in social science as well as in politics. In many countries, different actors increasingly use early childhood programs to tackle a variety of societal challenges. The studies collected in this book contribute theoretical and empirical dimensions to a body of research that has neglected a number of questions to date. They analyze (1) the effects of early childhood care and education on the development of children from different social backgrounds, (2) sociocultural disparities in the use of childcare services, (3) the history of childcare in France and the United States of America since the creation of the first formal daycare facilities, and (4) the interplay of desire for linguistic proficiency, acquisition of language, and educational processes in early childhood (this study is published in German). By examining different phenomena using various methodologies, these studies add pedagogical, sociological, and historical perspectives to the scholarly discourse on early childhood care and education. Abstract: Councillors are the essence of local representative democracy, linking ordinary citizens and decision-makers in municipal arenas. In cross-national perspective, and taking in countries from across Europe, this book analyses the recruitment patterns, career, party associations, role perceptions, and attitudes to democracy, representation, and participation of local councillors. Matters such as gender, parties, institutions, municipal reform, functions in governance networks, and councillor influence are considered using data collected in an international survey, covering some 12,000 members of the local political elite. Drawing on diverse and eclectic literature, the contributions in this volume comprise a comprehensive and revealing analysis of modern councillors. Abstract: Sara Nofri combines several research methods (multilingual bibliographic research, quantitative content analysis, semiotic text analysis, interviews to journalists) and a cross-cultural, interdisciplinary perspective for investigating environmental communication in the daily quality press of Germany, Italy, Sweden and UK. She provides an in-depth portrait of the features, the focus, the themes and stakeholders involved, individuates different "cultures of environment" and "cultures of communication", and provides insights and practical tools to analyze and then evaluate environmental communication. The methodological approach of this study can be readily transposed to studies investigating other contexts, cultures and media. Abstract: The end of the Cold War has prompted many donors of Official Development Assistance (ODA) to fundamentally realign their global aid and trade relations. Despite recent progress in untying ODA and a number of related efforts to enhance the overall efficiency of international cooperation with the poorest countries, it remains unexplained why some OECD states have liberalised their bilateral programmes to a considerable extent - whereas others have continued to use foreign aid as a means to promote domestic exports. Jan-Henrik Petermann widens the scope of previous macro-analyses of ‘system-driven’ reorientations in tying practices in the wake of 1989/90, inquiring into donors’ national parameters of policy-making at the strategic nexus between external trade and international development. Abstract: European countries work together in crisis management, conflict prevention and many other aspects of security and defence policy. Closer cooperation in this policy arena seems to be the only viable way forward to address contemporary security challenges. Yet, despite the repeated interaction, fundamental assumptions about security and defence remain remarkably distinct across European nations. This book offers a comparative analysis of the security and defence policies of all 27 EU member states and Turkey, drawing on the concept of ‘strategic culture’, in order to examine the chances and obstacles for closer security and defence cooperation across the continent. Along the lines of a consistent analytical framework, international experts provide case studies of the current security and defence policies in Europe as well as their historical and cultural roots. Abstract: Within the European and Asian context scientists from nine different countries are concerned with political and social interactional structures between schools as public institutions and the local political actors which influence the school environment. The contributions give answers to questions regarding the cooperation between school administrations and community, to civic education for sustainable development at the interface between school and community, to teachers as moderators for political and democratic educational processes and to models for successful cooperation between schools and local political actors.

Abstract: Global Governance describes on a normative level how companies can be responsible and sustainable actors in the international sphere. In times of globalization, failing financial systems and gridlocked political structures, these concepts gain critical importance. Maxim Baer revisits the discussion, leaves the traditional 'international relations' perspective behind and examines leadership strategies of top-executives in large companies that enable firms to be part of Global Governance structures. A second focus lies on a possible impact of national culture on business leaders and their respective attitude towards elements of Global Governance. A German-French comparison has been conducted

Abstract: Adventure-based programs have become prevailing in the schools in Hong Kong. Due to the little empirical examination to the frequent use of experiential education, Chung Kwan Ackie Cheung uses mixed methods to establish its first phenomenal picture, addressing the scale of the use of experiential education and the impact of it on adolescents’ development with regard to the globalizing phenomenon of Hong Kong. The findings show that experiential education, esp. adventure-based program, has been widely-spread and there is positive impact in the specified aspects self-concept, self-efficacy, learning climate and spiritual dimension of its adolescent learners

Abstract: Though battling virtual worlds in high fidelity started to spread from youth into mainstream culture decades ago the study of music in games is still a research desideratum of media studies and musicology. Particularly in German-speaking countries this issue has only been paid very little attention. This limited recognition is contradictory to a global game market worth 30 billion dollars, and as important for the production and distribution of music as other media sectors. Numbers of computer users have multiplied in recent years. Especially in the formative teenage years, games are just as i

Abstract: Oliver Ziegler raises the question of what role economic interests of the United States play in the regulatory decision making process of the European Union. Critics often assume that U.S. dominance in the world economy, fueled by a powerful business elite, has significantly affected EU regulations at the expense of environmental and consumer protection standards. The author falsifies this proposition. He shows, first, that the EU often adopts regulations against the explicit opposition of the U.S. thereby ignoring the principles of transatlantic regulatory cooperation. Second, he demonstrates that business interests in the EU are usually not homogenous and often come second to environmental and consumer concerns. In addition, the author shows the increasing role of the European Parliament in EU regulatory decison making

Abstract: With contributions by Andrea Fischer-Tahir, Matthias Naumann, Eren Düzgün, Benjamin Zachariah, Thilo Lang, Tim Leibert, Alexandru Banica, Marinela Istrate, Daniel Tudora, Anja Reichert-Schick, Sabine Beisswenger, Thomas Bürk, Dolarice Sátyro Maia, Arian Mahzouni, Antía Mato Bouzas.
Abstract: Peripheries emerge as a result of shifts in economic and political decision-making at various scales. Therefore peripheral spaces are not a “natural” phenomenon but an outcome of the intrinsic logic of uneven geographical development in capitalist societies. Discussing examples from Germany, Eastern Europe, Turkey, Iraqi Kurdistan, Pakistan, India and Brazil, the volume describes the social production of peripheries from different theoretical and methodological perspectives. In so doing, it argues in favour of a re-politicization of the recent debate on peripheralization.

Abstract: How can the salience of ethnicity in Rwandan and Burundian politics be overcome? How can this salience be approached analytically? And why, exactly, is it that it is potentially conflict-prone? This book gives answers to these questions on the basis of what Rwandan and Burundian interviewees expressed as taken for granted and real. In particular, it focuses on different political institutional models, and how they help to overcome an ethnic interpretation of political and social exclusion. Despite the diverging institutional approaches to dealing with ethnic cleavages, the qualitative analysis shows that political and social exclusion, in particular the distribution of power, are interpreted in ethnic terms in both countries. Focusing on notions taken for granted by Rwandan and Burundian interviewees, the book demonstrates, how deeply intertwined ethnicity and politics are in Rwanda and Burundi today.

Abstract: The collapse of communist systems in South East Europe resulted in a landscape to be newly arranged. Diverse forces compete to capture the popular energies released by the embrace of old and new identities. Deficits of modernization in a post communist nexus have deepened cultural asymmetries and challenge EU integration in new ways. Drives to rule of the "strong hand", feod-like patron-client relations, "self-orientalization" as result of dilettante "social engineering" and unrealistic cultural politics increase the entropy of transition. Plamen K. Georgiev discusses the most controversial issues of a possible accession of Turkey into EU and its impact on a number of collective identities as Bulgaria, Macedonia, Romania, Croatia, vulnerable to Islamic fundamentalism, but also new breeds of nationalisms. This comparative study prompts apt ideas for EU coordinated national politics, fostering its cultural homogeneity and integrity in a global world of rising risks and new responsibilities.

    Abstract: Matthias Pilz
Abstract: Across the globe, vocational education and training is characterised by a number of over-arching trends, including the increasing use of technology, the growing importance of information and communications systems, and changes to national demographics. At the interface between the education and training system and the world of work, VET faces the challenge of tackling these changes, of making a constructive contribution to solving the problems posed by the transition from education to employment, and of ensuring that the next generation has the skills it - and the economy - needs. This volume comprises thirty individual contributions that together add up to a comprehensive overview of the current situation in vocational education and training, its strengths and weaknesses, and its prospects. VET experts from Canada, the USA, India, China, Japan and Korea, as well as from a number of European countries, focus on their national context and how it fits in to the bigger picture. The contributions combine theoretical discussions from various strands of VET research with evidence from country case studies and examples from current practice. Dr. Matthias Pilz is Professor of Business Education at the University of Cologne and Director of the German Research Center for Comparative Vocational Education and Training (G.R.E.A.T).
