    Abstract: Ce volume aborde des phénomènes de mobilité spatiale rarement pris en considération dans les débats actuels en sciences sociales où la mobilité est considérée comme un «principe général de la modernité» (Bonß et al. 2004) et célébrée comme un nouveau paradigme. A l'exemple de l’espace Sahara-Sahel, les auteurs traitent ici de variantes « banales » de mobilité et de mouvement dans la mesure où elles représentent des formes élémentaires de recherche de subsistance et de revenu. Ces formes sont le contraire de ce que l’on peut assimiler à des stratégies de « libre choix » ou les expressions d’une individualité moderne. Une des particularités des articles présentés ici est d’analyser diverses formes de mobilité spatiale, tant régionales qu’à travers des exemples classiques de migration européenne, non seulement en fonction de leurs effets économiques sur l'individu et la collectivité d’origine mais aussi des implications locales et régionales qu’elles génèrent. L’objectif de cet ouvrage est ainsi d'attirer l'attention sur le fait que ces mouvements présentent néanmoins un potentiel inhérent de changement et de développement. Les textes ont été rédigés à partir des communications présentés à un atelier de travail interdisciplinaire financé par la Fondation allemande pour la Recherche (DFG), à Bamako en Février 2011. Des études empiriques sur l’espace Sahara-Sahel y ont été mises en lumière dans une perspective "vue de loin", qui compare les conditions politiques et administratives des mobilités en Afrique de l'Ouest. S’y ajoute une perspective « vue de près » qui suggère une conception de mobilité inspirée de celle des nomades sahélo-sahariens et non de celle des voyageurs occidentaux modernes

    Abstract: People today are living longer than ever before, while birth rates are dropping in the majority of OECD countries. In such demographics, public social expenditures require to be adequate and sustainable in the long term. Older workers play a crucial role in the labour market. Now that legal retirement ages are rising, older workers will work longer and employers will have to retain them.     Abstract: The second round of the OECD Survey on Environmental Policy for Individual Behaviour Change (EPIC) was implemented in 2011. A publication providing an overview of the survey data from over 12 000 households in eleven countries (Australia, Canada, Chile, France, Israel, Japan, Korea, the Netherlands, Spain, Sweden and Switzerland) is available.1 Follow-up econometric analyses were conducted in each of the thematic areas covered (energy, food, transport, waste and water), as well as on cross-domain comparisons in environmental attitudes and behaviours.2 This report presents a synthesis of main results from econometric analysis using the data from the 2011 EPIC survey, as well as policy implications.

    Abstract: This work investigates the early encounters of French philosophers and religious thinkers with the phenomenological philosophy of Edmund Husserl. Following an introductory chapter addressing context and methodology, Chapter 2 argues that Henri Bergson’s insights into lived duration and intuition and Maurice Blondel’s genetic description of action functioned as essential precursors to the French reception of phenomenology. Chapter 3 details the presentations of Husserl and his followers by three successive pairs of French academic philosophers: Léon Noël and Victor Delbos, Lev Shestov and Jean Hering, and Bernard Groethuysen and Georges Gurvitch. Chapter 4 then explores the appropriation of Bergsonian and Blondelian phenomenological insights by Catholic theologians Édouard Le Roy and Pierre Rousselot. Chapter 5 examines applications and critiques of phenomenology by French religious philosophers, including Jean Hering, Joseph Maréchal, and neo-Thomists like Jacques Maritain. A concluding chapter expounds the principal finding that philosophical and theological receptions of phenomenology in France prior to 1939 proceeded independently due to differences in how Bergson and Blondel were perceived by French philosophers and religious thinkers and their respective orientations to the Cartesian and Aristotelian/Thomist intellectual traditions

    Abstract: This book is the first systematic account of Pierre Charron’s influence among the major French philosophers in the period (1601-1662). It shows that Charron’s Wisdom was one of the main sources of inspiration of Pierre Gassendi’s first published book, the Exercitationes adversus aristoteleos. It sheds new light on La Mothe Le Vayer, who is usually viewed as a major free thinker. By showing that he was a follower of Charron, La Mothe emerges neither as a skeptical apologist nor as a disguised libertine, as combatting superstition but not as irreligious. The book shows the close presence of Charron in the preambles of Descartes’ philosophy and that the cogito is mainly based on the moral Academic self-assurance of Charron’s wise man. This interpretation reverses the standard view of Descartes’ relation to skepticism. Once this skepticism is recognized to be Charron’s Academic one, it is seen not as the target but as the source of the cogito. Pascal is the last major philosopher for whom Charron’s wisdom is crucially relevant. Montaigne and Descartes influenced, respectively, Pascal’s view of the Pyrrhonian skeptic and of the skeptical main arguments. The book shows that Charron’s Academic skeptical wise man is one of the main targets of his projected apology for Christianity, since he considered him as a threat and counter-example of the kind of Christian view of human beings he believed. By restoring the historical philosophical relevance of Charron in early modern philosophy and arguing for the relevance of Academic skepticism in the period, this book opens a new research program to early modern scholars and will be valuable for those interested in the history of philosophy, French literature and religion

    Abstract: Over the last three decades there has been a rapid expansion of intensive production of fresh fruit and vegetables in the Mediterranean regions of south and west Europe. Much of this depends on migrating workers for seasonal labour, including from Eastern Europe, North Africa and Latin America. This book is the first to address global agro-migration complexes across the region. It is argued that both intensive agricultural production and related working conditions are highly dynamic. Regional patterns have developed from small-scale family farming to become an industrialized part of the global agri-food system, which increasingly depends on seasonal labour. Simultaneously, consumer demand for year-round supply has caused relocations of the industry within Europe; areas of intensive greenhouse production have moved further south and even into North Africa. The authors investigate this Mediterranean agri-food system that transcends borders and is largely constituted by invisible seasonal work. By revealing the story of food commodities loaded with implications of private profit seeking, exploitation, exclusion and multiple insecurities, the book unmasks the hidden costs of fresh food provisioning. Three case study areas are considered in detail: the French region of Provence, a traditional centre of fresh fruit and vegetable cultivation; the Spanish Almeria region where intensive production has, accelerated dramatically since the 1970s; and Morocco where counter-seasonal production has recently been expanding. The book also includes commentaries that refer to complemetary insights on US-Mexico, Philippines-Canada and South Pacific mobilities.

    Abstract: This research examines the role of prosecutors within the United States and in Switzerland and is completed by an overview of the prosecution institutions in France and Germany. The research recognizes that despite seemingly very different legal traditions and structures, prosecutors in these systems are similar enough that each system might learn from the others. Others change tactical objectives with each new commander. Some countries defer to their commanders while others hold them to strict account.NATO in Afghanistan explores how government structures and party politics in NATO countries shape how battles are waged in the field. Drawing on more than 250 interviews with senior officials from around the world, David Auerswald and Stephen Saideman find that domestic constraints in presidential and single-party parliamentary systems--in countries such as the United States and Britain respectively--differ from those in countries with coalition governments, such as Germany and the Netherlands. As a result, different countries craft different guidelines for their forces overseas, most notably in the form of military caveats, the often-controversial limits placed on deployed troops.Providing critical insights into the realities of alliance and coalition warfare, NATO in Afghanistan also looks at non-NATO partners such as Australia, and assesses NATO's performance in the 2011 Libyan campaign to show how these domestic political dynamics are by no means unique to Afghanistan"--

    Abstract: Economic textbooks predict that taxes and emission trading systems are the cheapest way for societies to reduce emissions of CO2. This book shows that this is also the case in the real world. It estimates the costs to society of reducing CO2 emissions in 15 countries using a broad range of policy instruments in 5 of the sectors that generate most emissions: electricity generation, road transport, pulp & paper and cement, as well as households’ domestic energy use. It finds wide variations in the costs of abating each tonne of CO2 within and among countries, as well as in the sectors examined and across different types of policy instruments. Market-based approaches like taxes and trading systems consistently reduced CO2 at a lower cost than other instruments. Capital subsidies and feed-in tariffs were among the most expensive ways of reducing emissions.

    Abstract: This short paper analyses the decline of France’s trade balance over the past 15 years. While the loss in export market shares is comparable to that of the major OECD countries except Germany, it is one of the largest among the countries of the euro area. The determinants of this outcome seem to be general (rather than concentrated in the industrial sector) and related to overall supply-side weaknesses.

    Abstract: The economic situation of young people is unsatisfactory. Educational inequalities have been widening for over a decade, due to a sharp decline in the results of the most highly disadvantaged students. The unemployment rate for the 20-24 age bracket has not dropped below 16% for nearly 30 years. French youth are highly pessimistic about the future and express great distrust of institutions. The social safety net sits uneasily between autonomy and family solidarity and is unfair because young people who are unemployed and have no solid financial backing from their families find themselves in precarious situations. Positive discrimination in education policies should be given a real priority and education spending rationalised to draw more resources to primary schooling. The autonomy of universities should be increased, as should the financial independence of young people. The workings of the labour market, some features of which penalise new entrants, need to be reformed and youth employment services enhanced.     Abstract: This paper analyses the age structure of employment rates across OECD countries with a focus on France. The statistical contribution of each age group to total unemployment-rate differentials is also computed. An estimate of the sensitivity of age-specific unemployment rates to the economic cycle is provided for OECD countries. France is one of the OECD countries having the highest dispersion of employment rates across age groups. The “within” component of the 15-29 age group accounts for over half of France’s total unemployment rate differential with best-performing countries. Youth unemployment rate is especially sensitive to cyclical fluctuations in Spain, Belgium and France.

    Abstract: Taxes and cash transfers reduce income inequality more in France than elsewhere in the OECD, because of the large size of the flows involved. But the system is complex overall. Its effectiveness could be enhanced in many ways, for example so as to achieve the same amount of redistribution at lower cost. The French tax code should be simplified and changed less frequently. High statutory rates are coupled with a wide range of effective tax rates resulting from a multitude of tax expenditures. There is a need for base broadening combined with lower rates throughout the system, including VAT. The tax wedge on labour is high, except at the bottom of the wage distribution, which can reduce worker participation and job offers. Greater neutrality both across different capital asset classes but also within specific taxes, and shifting taxes from labour and capital inputs to environmental and property taxes would improve economic outcomes. Likewise, the system of social and family benefits should be simplified to enhance transparency and consistency. Eliminating schemes that let people leave the labour market early, abolishing the pension privileges of specific occupational groups and internalising the costs of survivors’ pension benefits would increase fairness while at the same time generating savings. Better labour-market performance would result from increasing job-search incentives and shortening the parental leave allowance.     Abstract: OECD’s PISA publications highlight the impact of economic, social and cultural status (ESCS) on students’ results within countries. The focus here is to investigate whether ESCS measures could contribute to differences in aggregate educational outcomes between countries. There is some evidence that, after controlling for education spending and the overall level of economic development, differences in ESCS might account for a substantial amount of France’s gap in average PISA scores with respect to best performing OECD countries, albeit by no means all of it.

    Abstract: Martin Brunner aims at solving the puzzle of why opposition parties or government backbenchers propose legislation even though the chance to influence policy outcomes in this manner is almost nil. He argues that instead of influencing policies directly most parliamentary bills serve different purposes: They are used in order to signal own policy positions and to show alternatives to government policies. Or they point at topics that rank high on the public agenda but low on the government agenda. They can also be a means for individual Members of Parliament to build up an independent personal profile.     Abstract: Im Zentrum dieses Werkes stehen die französischen Schulen im Libanon in der historischen Zeitepoche der wachsenden französischen Einflussnahme von 1909 bis 1943. Anhand der verschiedenen politischen Regime des Osmanischen Reiches und des französischen Völkerbundmandats über den Libanon wird die These untermauert, dass diese Schulen immer stärker zu Instrumenten kolonialer Machtausübung wurden.     Abstract: The book is part of the 5-volume series “German Social Policy”, a unique multidisciplinary approach to the history of German social policy written by the doyens of their respective disciplines. The volumes expound the contribution of the German tradition to the rise of social policy in the Western world in the 19th and 20th centuries. Germany pioneered modern social policy in the 19th century when Bismarck introduced social insurance. After the Second World War, Germany’s Social Market Economy became a model of social integration. The volumes cover the history of ideas (volume 1), the legal and political history before and after 1945 (volumes 2 and 3), the German Democratic Republic (1949-1990) and the impact of German reunification (1990) (volume 4). Volume 5 embeds the German case in a major comparative study of European welfare states, complemented by a study of the USA and the Soviet Union. The volumes also yield insights into general theoretical issues of social policy beyond the empirical case of Germany. Each volume has an introduction by the editor who summarizes the contribution made by the volumes and looks into the future of German social policy. In the burgeoning literature on welfare regimes and typologies, this comparative study offers a stimulating new perspective. Kaufmann, the doyen of the sociology of social policy in Germany, emphasizes norms, culture and history, in contrast to political economy approaches.     Abstract: The end of the Cold War has prompted many donors of Official Development Assistance (ODA) to fundamentally realign their global aid and trade relations. Despite recent progress in untying ODA and a number of related efforts to enhance the overall efficiency of international cooperation with the poorest countries, it remains unexplained why some OECD states have liberalised their bilateral programmes to a considerable extent - whereas others have continued to use foreign aid as a means to promote domestic exports.     Abstract: The more international law, taken as a global answer to global problems, intrudes into domestic legal systems, the more it takes on the role and function of domestic law. This raises a separation of powers question regarding law-making powers. In this book the author considers that specific issue.In contrast to other studies on domestic courts applying international law, the author’s constitutional orientation focusses on the presumptions concerning the distribution of state power. He collects and examines relevant decisions regarding treaties and customary international law from four leading legal systems, the US, the UK, France, and the Netherlands. Those decisions reveal that institutional and conceptual allegiances to constitutional structures render it difficult for courts to see their mandates and powers in terms other than exclusively national. What follows is a constitutional asymmetry between international law and national law generating an inevitable dualism which cannot necessarily be overcome by express constitutional provisions accommodating international law. The separation of powers thus frames the two principal horizons for any future, practicable attempts at integrating of the two legal orders. Either established concepts of constitutional law and constitutionalism will have to be revised, or what international law may do within a municipal legal system will have to be recalculated. This book offers new insight and new approaches in dealing with international law questions before domestic courts. It is an interesting work of reference and a basis for further debate on this topic among academics and practitioners in the fields of international and constitutional law.     Abstract: "Most incidents of urban unrest in recent decades - including the riots in France, Britain and other Western countries - have followed lethal interactions between the youth and the police. Usually these take place in disadvantaged neighborhoods composed of working-class families of immigrant origin or belonging to ethnic minorities. These tragic events have received a great deal of media coverage, but we know very little about the everyday activities of urban policing that lie behind them. Over the course of 15 months, at the time of the 2005 riots, Didier Fassin carried out an ethnographic study in one of the largest precincts in the Paris region, sharing the life of a police station and cruising with the patrols, in particular the dreaded anti-crime squads. Far from the imaginary worlds created by television series and action movies, he uncovers the ordinary aspects of law enforcement, characterized by inactivity and boredom, by eventless days and nights where minor infractions give rise to spectacular displays of force and where officers express doubts about the significance and value of their own jobs. Describing the invisible manifestations of violence and unrecognized forms of discrimination against minority youngsters, undocumented immigrants and Roma people, he analyses the conditions that make them possible and tolerable, including entrenched policies of segregation and stigmatization, economic marginalization and racial discrimination. Richly documented and compellingly told, this unique account of contemporary urban policing shows that, instead of enforcing the law, the police are engaged in the task of enforcing an unequal social order in the name of public security."--Publisher's description

    Abstract: This paper compares the lifetime costs of like internal combustion and battery electric vehicle pairs on the market in France and finds that relative costs of electric vehicles remain elevated for consumers and even more so for society under current conditions and typical use scenarios. It also suggests that in those cases where electric vehicles do already compare favourably to internal combustion engine powered cars, subsidies may be superfluous. In the future, a number of simultaneous changes in battery electric vehicles (BEV) and ICE technology, fiscal regimes and prevailing energy prices might reduce and even eradicate the consumer cost differential in favour of ICEs. Reducing the social cost differential between BEVs and ICEs seems more challenging under most scenarios and, when successful, raises the question of how much should society seek to subsidise BEVs in instances where there begins to be a business case for them.     Abstract: The reform programme called "General Review of Public Policies" (Révision Générale des Politiques Publiques, RGPP), implemented at central government level in France in 2007, is a novel approach for OECD countries by its mode of governance, directly and continuously involving the highest state officials in France. In this publication, the results of the reform programme of the RGPP are analysed in relation to the original objectives, but also in the new current, economic and budgetary context of France. Lessons are drawn in terms of budget savings, implementation of a culture of innovation and improvement of services to citizens. They will be important for all OECD countries in their efforts to improve governance and the performance of public administrations. They are also essential for local authorities, who also have to innovate in their practices in order to provide better services at a lower cost.

    Abstract: In most industrialised countries, it can be seen that urban mobility and car traffic have stagnated since the early 2000s. In France, the report on traffic conducted by the National Transport Accounts Commission shows a similar break in the trend, which was confirmed by household travel surveys (EMDs) in most major cities, including Lille, Lyon and Strasbourg, and later by the National Transport and Travel Survey (ENTD), which shows that the trend can be attributed primarily to people living in large urban areas and provides an overall view of mobility: trips have become less frequent (with unbroken workdays) and less exclusively taken by car (as more young adults adopt multimodal behaviours), and car ownership is decreasing in the centre of greater Paris, as, for that matter, in the centre of London. Does this levelling-off of traffic suggest that the saturation point is near (with a decoupling of traffic and income trends in the most densely populated areas or above a certain standard of living) or, rather, a cancelling out of opposite trends (continued growth in rural and suburban areas and decline amongst residents of the most densely populated areas)? Is this a structural phenomenon (population ageing, etc.) or a cyclical one linked to rising and volatile fuel prices and the recession? We shall explore these issues in the light of data collected in France, supplemented by selected data from other developed countries, and then move on to a comparison with a number of Mexican cities in order to consider the extent to which, and in what timeframe, these trends could spread southward to the emerging economies.

En France, le Bilan de la Circulation établi par la Commission des Comptes Transport de la Nation montre une rupture de tendance analogue qui a été confirmée par les Enquêtes Ménages Déplacements (EMD dans la plupart des grandes villes, notamment Lille, Lyon, Strasbourg, puis par l'Enquête Nationale Transport et Déplacements (ENTD) qui permet de l'imputer essentiellement aux habitants des grands pôles urbains et de la resituer dans une vision d'ensemble de la mobilité: les déplacements sont moins fréquents (journée continue) et moins exclusivement automobiles (comportements multi-modaux des jeunes adultes), la motorisation des ménages décroît au coeur de l'agglomération parisienne comme d'ailleurs de celle de Londres... Ce plafonnement de la circulation traduit-il l'approche de la saturation (découplage entre évolutions des trafics et des revenus dans les régions les plus denses ou au-delà d'un certain niveau de vie?) ou plutôt la superposition d'évolutions contraires (poursuite de la croissance chez les ruraux et péri-urbains vs. recul chez les habitants des zones les plus denses) ? S'agit-il d'un phénomène structurel (vieillissement de la population...) ou conjoncturel lié à l'augmentation et à la volatilité du prix des carburants, à la récession ? Nous examinerons ces questions à la lumière de données collectées en France, complétées par quelques données de pays développés pour ensuite les comparer à quelques villes mexicaines, afin d'envisager dans quelle mesure et à quel horizon ces tendances pourraient s'étendre dans les pays du Sud.

    Abstract: This report aims to help environmental and other competent authorities in OECD countries to promote green business practices among small and medium-sized enterprises (SMEs). It analyses different ways to establish environmental regulatory requirements for facilities with low environmental risk (most of which are SMEs). It also examines how to design and apply information and market-based tools to promote compliance with such requirements and adoption of cleaner technologies and good environmental management practices. The report suggests several ways to increase the effectiveness of these promotion tools with respect to the SME community. The report addresses the roles of environmental authorities, local governments, business organisations and financial institutions in the greening of small businesses. It reviews in detail the experience of France, Ireland, Korea, the Netherlands and the UK (England and Wales and Scotland) and draws on examples of several other countries.

    Abstract: How does copyright law take into account the interests of third parties, especially the general publics interest in the greatest possible dissemination of knowledge and culture? Twelve basic questions give copyright law experts from more than forty countries the opportunity to provide answers related to their national law on the following matters: categories of works and subject matter, eligibility conditions, duration, "users rights, the three-step test, misuse, differentiations between categories of right holders, TPM, and relations of copyright law to other legal areas such as fundamental rights, competition law, consumer protection law, media law etc. The standardized form of the reports makes it easy to see the impacts of copyright law in the industrialized countries as well as in emerging economies; in common-law and civil-law approaches; in countries of the Andean Community and of the European Union, as well as in countries that are not party to the WIPO Treaties. A detailed preliminary chapter provides an approachable overview of issues and results. This chapter also discusses the voice of academia, represented by the European Copyright Code of the "Wittem Group.

    Abstract: Tourism is a major part of the contemporary experience economy, in which food plays an important role. Food is a key part of all cultures, a major element of global intangible heritage and an increasingly important attraction for tourists.
