    Kurzfassung: This volume examines some of the major challenges and opportunities for Europe in the light of the intensifying US-China global strategic rivalry. In doing so, the book investigates European roles and behavior in the contemporary US-China-Europe triangular relationship. While the book's focus is on Europe, the contributors originate from, or are based in, the US and China, thus presenting a unique outside-in perspective to the analysis of European conduct in the areas of security, geo-politics, geo-economics, global governance, development, and climate change. Each area is investigated by one American and one Chinese scholar, respectively, presenting the different views held on Europe’s behavior and positioning in the US and China. In addition to providing critical assessments of Europe’s roles and performance as seen through the prism of their respective country, contributors also pose concrete policy recommendations for Europe. The book will appeal to students, scholars, and researchers of political science and international relations, as well as policy-makers interested in a better understanding of Europe's role in the US-China rivalry and its relationship to the two countries.

    Kurzfassung: This book provides new and established researchers with innovative methodologies and research strategies to explore European security integration from a different perspective, challenging traditional theoretical interpretations. It takes a step back from well-established theoretical approaches to the European Union’s (EU) Common Foreign and Security Policy (CFSP) and Common Security and Defence Policy (CSDP) to ask more fundamental questions about the core assumptions underpinning research on European security integration. It supports methodological innovations with an analysis of the most significant empirical problems of European security governance, including the war in Ukraine or the role of Russia in European security. In the last chapter, the author offers ideas for new pedagogical approaches to teaching European Studies. Kamil Zwolski is Associate Professor in International Politics at the University of Southampton, UK, and Jean Monnet Chair of European Security Governance. His research interests include the theory and practice of European security and its governance, Europe-Russia relations and the role of the EU/NATO in European security. His previous book, European Security in Integration Theory (2018), examines federalism and functionalism – two fundamentals, yet largely forgotten, theories of international integration, in the context of the war in Ukraine and contemporary European security order.

    Kurzfassung: Over a million Kurdish-Yezidi refugees are dispersed across European cities and towns. However, they are neither recognized as a distinct community of stateless immigrants nor as a distinct European ethnic or religious minority. They are frequently utilized as data sources without having a voice to address their challenges. This oral testimony project, moving beyond, but contributing to, conventional academic research, provides these communities with a space to tackle multiple questions in their own languages and with their own voices. The book seeks to answer what drives their departures from their home countries, how they escape, what shapes their lives in receiving cities, and finally, how homeland affairs influence their lives in new environments. By addressing all these themes, this book presents refugee-centric knowledge by and with refugees as objects and subjects of their narratives and transcends neoliberal humanitarian, state-centric, and colonial hegemonic epistemes that limit refugees' epistemic capabilities and viewpoints. Veysi Dag is a research fellow of the Minerva Foundation at the Department of International Relations at the Hebrew University of Jerusalem. He is also a research associate at SOAS, University of London. His research interests focus on studies of migration and diaspora, governance, social movements and transnationalism, comparative politics with a focus on refugee and migration policies in Europe, peacebuilding and conflict transformation, and regional policy analysis with a focus on Middle Eastern politics and the Kurdish-Turkish conflict.

    Kurzfassung: Some manufacturing activities are among the most difficult human activities to make climate neutral and they are typically regionally concentrated. Across Europe these regions are often socioeconomically relatively weak. Yet these sectors provide relatively well-paid jobs in many of these regions. Some of these regions may also have more difficult access to infrastructure to provide the hydrogen, carbon capture and storage and zero-emission freight, which can be important to some of these activities. Industrial transitions to climate neutrality therefore have regional development implications. Since regions differ in their socio-economic conditions, understanding these regional development implications will help policy makers prepare a just transition. This publication identifies manufacturing activities that are particularly difficult to decarbonise and the transformations they require. It shows how these activities are distributed across European regions, focusing on employment at emission-intensive production locations. It identifies conditions for getting access to needed infrastructure and how access conditions differ across regions. It investigates the socio-economic vulnerabilities of affected regions, their manufacturing businesses and workers. In some regions, workers and firms may be particularly vulnerable, for example, because of low-skill jobs, type of employment contract or low productivity.

    Kurzfassung: This book, a follow-up publication to the 2016 volume Foreign Fighters under International Law and Beyond, zooms in on the responses that the international community and individual States are implementing in response to (prospective and actual) returning foreign fighters (FFs) and their families, focusing on returnees from Syria and Iraq to European countries. As States and international organisations are still ‘learning by doing’, the role of the academic community is to help steer the process by bridging the divide between international standards and their implementation at the national level and between security concerns and human rights law. Furthermore, the academic community can and should assist in identifying ways forward that are both effective, sustainable and international law-compliant. Through analysis of a range of discourses, it focuses on the roles played by intellectuals in formulating, communicating, and contesting ideas about work and its ethical value. The book moves away from the idea of a singular Weberian work ethic as fundamental to modern notions of work and instead emphasises how different languages of work were harnessed for a variety of social, intellectual, religious, economic, political, and ideological objectives. Rather than a singular work ethic that left a decisive mark on the development of Western culture and economy, the volume stresses plurality. The essays draw on approaches from intellectual, social, and cultural history. They explore how, why, and in what contexts labour became an important and openly promoted value; who promoted or opposed hard work and for what reasons; and whether there was an early modern break with ancient and medieval discourses on work. These historicized visions of work ethics help enrich our understanding of present-day changing attitudes to work.     Kurzfassung: This book reveals the importance of personal letters in the history of European women between the year 1000 and the advent of the telephone. It explores the changing ways that women used correspondence for self-expression and political mobilization over this period, enabling them to navigate the myriad gendered restrictions that limited women s engagement in the world. Whether written from the medieval cloister, or the renaissance court, or the artisan s workshop, or the drawing room, letters crossed geographical and social distance and were mobile in ways that women themselves could not always be. Women wrote to govern, to argue, to plead, and to demand. They also wrote to express love and intimacy, and in so doing, to explain and to understand themselves. This book argues that the personal letter was a crucial place for European women s self-fashioning, and that exploring the history of their letters offers a profound insight into their subjectivity and agency over time

    Kurzfassung: In state formation research, princely houses have been a blind spot. The development of states has been discussed from many perspectives, like interstate competition, internal social conflicts, fiscal-military developments, etc., but at the centre of most European states, there was a princely house. These ruling houses have been overlooked in studies about state formation. What's more, when discussing such dynasties, the vertical chronological perspective (grandfather-father-son) is all dominating, for instance in the focus on dynastic continuity, dynastic culture and representation, and the like. This collection of essays highlights the horizontal perspective (ruler, all children, siblings, cousins), in asking how the members of a princely family acted as a power network. The quest is to develop an understanding how this family network interplayed with other factors in the state formation process. This volume brings together existing knowledge of the topic with the aim of exchanging insights and furthering knowledge

Diego Palacios Cerezales is a Senior Researcher at the Complutense University of Madrid in Spain. Previously, he was a Lecturer in European History at the University of Stirling, in the UK, and he has also held teaching and research positions at various Spanish and Portuguese universities. Diego’s research focuses on the transnational history of petitioning from the Age of Revolution to the third wave of democratisation (1789–1989), as well as on the history of policing in Spain and Portugal. He has written and edited several books, and published sixteen journal articles. Oriol Luján holds a lectureship at the Universitat Autònoma de Barcelona, in Spain. Prior to this, he held a postdoctoral position at the Complutense University of Madrid, as well as visiting positions at the European University Institute in Florence, and the Sorbonne in Paris. Oriol specialises in the cultural history of politics and parliamentary representation in nineteenth-century Spain. He has written several books, book chapters and journal articles. .

    Kurzfassung: This book deals with the economic impact of technological changes and the rise of passenger shipping on social relations on board and ashore in European shipping industries between c.1850 and 2000. The changes in motive power, communication techniques and positioning technologies and the rise of passenger shipping went together with the creation of new tasks and functions and the marginalization or disappearance of traditional jobs and skills. This book presents case-studies on changes in different maritime professions between the middle of the nineteenth century and the end of the twentieth century, covering the shipping industries of a variety of seafaring countries in Europe. The subjects include changes in maritime labour at large, changes in specific groups of deck, catering or engine room personnel, such as captains, cooks, catering personnel, engineers, or radio-operators. A number of chapters employ a prosopographical or micro-historical approach, while others apply a spatial perspective, analyze business records, materials from professional associations or distil information from large sets of quantitative data. This book will be of interest to academics and students of economic history, maritime and labour history. Karel Davids is Professor Emeritus of Economic and Social History at the Vrije Universiteit Amsterdam, the Netherlands. He has published and taught on economic and social history, maritime history, the history of technology and global history. Joost Schokkenbroek has been Executive Director of the Vancouver Maritime Museum since July 2017.     Kurzfassung: This book examines similarities and differences in 31 European governments’ responses to the COVID-19 pandemic. The COVID-19 pandemic hit Europe in early 2020. It spread across the continent during the Spring while anxious electorates were treated to news reports about health systems under duress and frustrated attempts by public procurement officials to obtain adequate supplies of medical and protective equipment. Over the next 15–18 months considered by this book, national responses exhibited both similarities and profound variations as the different endeavours to regulate social interactions constituted a stress test for political systems across Europe. Kennet Lynggaard is Associate Professor at the Department of Social Sciences and Business, Roskilde University, Denmark. Mads Dagnis Jensen is Associate Professor at the Department of International Economics, Government, and Business at Copenhagen Business School, Denmark.     Kurzfassung: Why does an entire society believe that there are witches who must be burned? What roles did the emerging 'state', the professions of clerics and jurists, and the public involved play in each case? And how could this project be finished? From a sociological point of view, the findings of recent international research on witches provide a model of a more general, highly ambivalent, 'pastoral' attitude, according to which a shepherd has to care for the welfare of his flock as well as for its erring sheep. The first main part describes the clerical initial situation, which developed the 'Dominican' demonological model of witchcraft on the basis of the still dominant magico-religious mentality in the 15th century. A model, according to the second part of the book, which then in the course of the 16th century in Western Europe increasingly fell into the hands of the not so innocent jurists. From there it developed into a legal witch persecution that realized the early European witch model from the village witch to the mass persecutions to the late child witches. The third part describes how witch persecutions slowly became less important towards the end of the 17th century as a general witchcraft 'politics' game in the transition from a confessional state to a (court) 'civil service' state. The author Prof. Dr. Stephan Quensel is a lawyer and criminologist. Until his retirement in 2002, he was a professor in the Department of Resocialization and Rehabilitation in the Sociology program at the University of Bremen. The translation was done with the help of artificial intelligence. A subsequent human revision was done primarily in terms of content.

    Kurzfassung: This book discusses the emerging threats to European stability in different borderland regions, from the Greater Middle East to the Eastern Mediterranean, the Balkans and the Black Sea. It highlights the specific geopolitical risks that could, left unchecked, have global repercussions. The book shows how recent events have exasperated underlying problems that have been slowly destabilizing each of these regions for years. It also looks at the geopolitical constraints and objectives of the countries within these regions to build a basis for understanding their current and future security challenges. While doing so, the book discusses the European borderlands in a non-traditional way, proposing a specific framework to study them, going beyond historical analysis and employing a heuristic process and in-depth socio-economic analysis to understand regional power relations and trends. It develops the key concepts of "core borderland" and "geopolitical node" to understand the future challenges that Europe in particular and Eurasia, in general, will face, discussing specific features shaping current affairs and identifying the main drivers - countries and specific regional elements - for the future stability of the borderlands. Across the chapters, contributors from different countries examine the data, press coverage, and provide professional observations on how policing, law enforcement, police powers and community relations were managed. They focus on how security and governmental actors often failed to align with the formal scripts that were specifically designed for crisis-management, resulting in the wavering application of professional discretion and coercive powers. Their different approaches were evident: in some regions police were less dominantly visible compared to other regions, where the police used a top-down visible and repressive stance vis-à-vis public alignment with COVID rules, including the imposition of lockdown and curfews. Some contributors draw on data from the COROPOL (Corona Policing) Monitor which collated data on crime, plural policing and public order in Europe and around the world during the early phases of the COVID crisis. Overall, this book seeks to provide comparative critical insights and commentary as well as a practical and operational understanding of security governance during the COVID-19 crisis and the lessons learned to improve future preparedness. Monica den Boer is Professor of Military Policing Operations at the Netherlands Defence Academy. Her primary research focus is on the evolution of military policing, as well as border policing, international policing, urban policing and the policing of organised crime and terrorism. She served as member of the Dutch national parliament from 2017 to 2020. Prior to this she worked in several academic and professional environments, including the Police Academy of the Netherlands and the VU University Amsterdam. Eric Bervoets is a police scientist and criminologist. He has been active as a researcher since 1997. After a master's degree in public administration at Rotterdam Erasmus University, the Netherlands, Bervoets obtained his PhD in 2006 with a dissertation on policing troubled neighbourhoods. In 2020, he was appointed Research Fellow at the Netherlands Defence Academy. Linda Hak obtained her BSc in Criminology at Erasmus University and a master’s degree in Legal Psychology at Maastricht University, the Netherlands. She served as a research intern at Bureau Bervoets and is employed as a detective assistant for the National Police of the Netherlands.

    Kurzfassung: "In the last 20 years, the related phenomena of honour-based violence and forced marriages have received increasing attention at the international and European level. Punitive responses towards this type of violence have been adopted, including ad hoc criminalisation and legislation containing direct references to the concepts of honour, culture and tradition. However, criminal law-based responses present several shortcomings and have often disregarded the specific needs that victims of such crimes might encounter. This book examines the possibility of using alternative programmes to address cases of honour-based violence and forced marriages. After reviewing previous existing literature, it presents new empirical data. Introducing a case-study from the United Kingdom, the book recalls the debate on Sharia Councils and the Muslim Arbitration Tribunal but examines instead other community-based, secular, programmes. By comparison, a study from Norway on the work of the National Mediation Agency and the so-called Cross-Cultural Transformative Mediation model is investigated as part of a larger multi-agency approach. Ultimately, in an attempt to reconcile pluralism and the rule of law, the book proposes effective ways to tackle honour crimes based on cooperation and individualisation of the proceedings, and capable of improving women's access to justice and reducing secondary victimisation.     Kurzfassung: Trucks account for one-fifth of transport sector emissions in Europe. To decarbonise, heavy-duty road freight must switch to zero-emission vehicles quickly. This report examines whether battery electric vehicles, electric road systems and hydrogen fuel cell vehicles could compete with diesel-driven vehicles. It looks at the total cost of ownership across nine different vehicle-size segments in Europe. The report gives six recommendations to accelerate the transition to zero-emission trucks, including the provision of necessary infrastructure.

    Kurzfassung: Growing up in socio-economic disadvantage has important and long-lasting effects on children’s lives. Children from disadvantaged households often fall behind in many areas of well-being and development, with effects that continue to limit their opportunities and outcomes – including their health and labour market outcomes – long after they reach adulthood. Drawing on Europe-wide survey data from 27 countries, this paper explores how childhood socio-economic disadvantage affects later adult labour market and health outcomes, and evaluates the country-level GDP-equivalent cost of childhood disadvantage due to lost employment, lost earnings, and lost health, as well as the costs of lost government revenue and benefit spending. Results point to large costs for societies from childhood socio-economic disadvantage, totalling on average the equivalent of 3.4% of GDP annually.

Based on detailed analysis of global data and market trends, this new IEA report cautions that the process of filling European gas storage sites in 2022 benefitted from key factors – including Russian pipeline flows during the summer and lower LNG imports by China – that may well not be repeated in 2023. This raises the risk of a supply-demand gap of as much as 30 billion cubic metres (bcm) during the key summer period for refilling gas storage in 2023.

Theoretically innovative and empirically rich, it is an important contribution to the study of both social memory and contemporary European politics." --Professor Duncan Bell, University of Cambridge, UK This book discusses a number of ways in which the dialogue about Europe’s past and future could be rendered more inclusive, such as the promotion of critical and sentimental education and the creation of virtual and actual social spaces in which citizens and organised identity groups can participate. The discussion about European memory is far from being a “merely” symbolic issue with no political consequences. Imagining Europe and its past in different ways will lead to different real political outcomes. For instance, thinking about European integration as an embodiment of the values of the Enlightenment (such as human rights, liberal democracy, and reason), as a guarantor of peace on the continent, as a guarantor of prosperity, or as a guarantor that massive human rights violations like genocide will “never again” be committed on its soil, all entail different political objectives. Similarly, conflicting understandings of European memory as either a thing or a social construct, as either one memory or a plurality of memories, as either the end point of deliberation or a dialogical process, represent not merely inconsequential cultural “froth on the tides of society,” but crucially important issues with real political consequences. The book is intended to contribute to this discussion about the common European approach to the past (and thus to the future). Mano Toth is Visiting Lecturer at the Central European University, Austria. He earned his PhD from the University of Cambridge, UK, and specialises in European memory politics. His work has been previously published in Millennium, the Journal of Common Market Studies, and Memory Studies.

    Kurzfassung: This two-volume book examines the most important global problem—the recovery of the social-economic crises due to the COVID-19 pandemic. This economic crisis has its own basis and differs from others by the lockdown of most businesses on the decision of authorities. The uncertainty of the future economic revival obliges scientists around the world to unite in search of effective solutions that will become the basis for prosperity and human wellbeing. The death of millions of people around the world, several waves of coronavirus, and a global pandemic have forced most states to seek extraordinary measures to save people and revive economic activity. The world economy experienced a global shock, probably never experienced before due to lockdowns. The disruptions and gaps in the value chains were primarily caused by the lockdowns of enterprises. The change in the essence of the economic crisis has raised the question of how to overcome it and revive economic activity. The crisis caused a sharp decline in incomes of the population around the world, which led to social upheavals. Post-COVID economic revival in a globalized world has become the most important problem of our time. This book offers contributions of authors from different countries and explores problem solving in the fields of public administration (Volume I, Part I), financial services (Volume I, Part II), different branches (Volume II, Part III) and the social sector (Volume II, Part IV). The second volume of the book is devoted problems in sectors of the economy, such as agriculture, tourism, aircraft, the automotive industry, electricity, culture, etc. The second part of the second volume examines trends in the revival in the social sector—medicine, pharmaceuticals, the labor market and social insurance.     Kurzfassung: The book is an edited collection of contributions by a distinguished international panel of academics on the main scientific, juridical, and economic aspects involved in the mitigation and adaptation processes imposed by climate change. Explicitly interdisciplinary, the book transversally cuts through different disciplines offering an outline of a phenomenon that is too often left to specific and sectorial insights. The volume is divided into four parts. The first part introduces the main concepts of the book: climate change and sustainability, wellbeing, and mitigation and adaptation. The second part presents the scientific understanding of climate change and explores some of the more pressing issues driving policy development, such as the melting of the glaciers and the impact on coastal areas. The third part discusses significant experiences in the environmental policies both in the European Union and in the United States of America. The last section explains possible approaches to climate change, by exploring the legal and economic aspects of both adversarial and more lenient approaches towards a more sustainable world. It faces four main issues in the economic and juridical context: consumer behaviors, climate litigations, environmental litigations and the alternative forms of dispute resolution on environmental matters, with particular regard to environmental mediation. Offering a new vision of sustainable policies, this volume will be of interest to researchers and students of environmental policy, resource economics, environmental law, sustainable development, and public administration, as well as practitioners and policy makers working in related areas.

    Kurzfassung: Since 2009 two courts have been shaping human rights of asylum seekers in Europe: the Court of Justice of the EU (CJEU) and the European Court of Human Rights (ECtHR). Side by side, the courts examined who is protected from refoulement, when and how asylum seekers can be detained and what remedies they should have access to. Did they seek convergence in their asylum case-law or paid no attention to each other’s jurisprudence? Did they establish a coherent standard of the asylum seekers’ protection in Europe? Judicial dialogue between the ECtHR and CJEU in the area of asylum is at the heart of this study.     Kurzfassung: Decolonizing Colonial Heritage explores how different agents practice the decolonization of European colonial heritage at European and extra-European locations. Assessing the impact of these practices, the book also explores what a new vision of Europe in the postcolonial present could look like. Including contributions from academics, artists and heritage practitioners, the volume explores decolonial heritage practices in politics, contemporary history, diplomacy, museum practice, the visual arts and self-generated memorial expressions in public spaces.     Kurzfassung: The European border regions perform a specific horizontal integration function. From the perspective of public administration theory, this publication lays the foundations for conceptualising the policy area of cross-border cooperation in Europe as a horizontal level of integration. To this end, the volume analyses the integration theory specifics of its genesis, the functional particularities of its governance with regard to the decentralised integration of different political–administrative, legal and cultural systems, as well as the patterns of emergent, transnational territorial institutionalism. Finally, administrative perspectives on the study of cross-border cooperation as a horizontal level of the European Administrative Area are also presented.

    Kurzfassung: From Austria to New Zealand, coalition governments often pave the road to foreign policy. In Western Europe, nearly 90 percent of postwar governments include two or more political parties. Israel, the Middle East's only consolidated democracy according to many, has never experienced single-party rule in its history. Even the United Kingdom, known for its long streak of single-party rule, now navigates multiparty cabinets. Coalitions are everywhere, but we still have little understanding of how they act in foreign affairs. History shows that coalitions can sometime engage in powerful international commitments such as participating in military operations, but at other times, they postpone their decisions, water down their policy positions, or promise to do less than they otherwise would. What explains these differences in behavior? Governing Abroad unpacks the little-known world of coalition governments to find out. Oktay argues that the specific constellation of parties in government explains why some coalitions can make more assertive foreign policy decisions than others. Building on the rich literature in political science on coalitions, legislatures, and voting behavior, the book weaves together sophisticated statistical analyses of foreign policy events across thirty European countries alongside in-depth case studies from Denmark, the Netherlands, and Finland. It brings political parties back into the study of foreign policy, demonstrating that the size of the coalition, the ideological proximity of the governing parties, and their relationship with the parliamentary opposition together influence the government's ability to act in the international arena. This book challenges our existing perceptions about the constraints and weaknesses of coalition governments. It sheds new light on the conditions that allow them to act decisively abroad.

    Kurzfassung: Based on economic theory, this book offers a novel approach to understanding the marital dynamic, explaining the substantive regulation of marriage and modeling legal outcomes at the conflict of laws level. On this ground the author proposes specific rules to regulate the party autonomy for the law governing the relationship, and to determine the applicable law in absence of a choice of law agreement for key aspects of the relationship: maintenance obligations, divorce, and property regime.The book is organized in two parts, preceded by an introductory section, where the results achieved by the harmonization of conflict rules promoted by the EU are examined critically. The first part puts forward economics as the approach to better comprehend the couple's expectations of marriage. It focuses on explaining the economic rationale behind marriage, underlining its contractual nature, and demonstrating that common legal remedies as well as several mandatory and default rules in modern marriage law indeed have an economic foundation. The second part is devoted entirely to the conflict of laws dimension of marriage. The book will therefore be of interest to scholars and lawmakers attempting to launch reforms anywhere or looking for a practical and novel application of economics in the analysis of the law.

    Kurzfassung: This book provides an up-­to-­date discussion of the effect of crises on European identities in the post-­Soviet states. In doing so, the book presents an original study on dynamics of European identities during four crises in Georgia and Ukraine. More specifically, it considers the comparative impact of two colour revolutions and wars involving Russia on European identity constructions in Georgian and Ukrainian public identity discourses, studied through national mass media. It compares outcomes of change and continuity during such “big bang” events in identity discourses and establishes scope conditions that allow or inhibit change. The major finding of the study is that the selected events can indeed instigate sudden shifts in European identity discourses but only when the elite power structure also changes in such hybrid regimes, as Ukraine and Georgia. These changes include shifts in elite groups and in the relative power they hold in the overall power structure. Salome Minesashvili is Lecturer in International Relations, Political Science and Post-Soviet Politics at the Freie Universität Berlin and ESCP Europe, Germany. She is also Research Analyst at the Tbilisi-based think tank, Georgian Institute of Politics (GIP). She has published articles and book chapters on the topics of foreign policy analysis, identity politics, soft power politics, EU–Eastern Neighbourhood relations and transformation processes in the former Soviet Union.

    Kurzfassung: The geopolitics of post-communist Europe are not only important for Ukraine itself, but ultimately also for the future of the continent as a whole. This concerns the interactions between Kyiv, on the one hand, and the capitals of East-Central Europe as well as the Southern Caucasus, on the other. Where does Kyiv currently stand geopolitically and how should it engage in the region between the Baltic, Adriatic, Black, and Caspian Seas? This volume examines which interests and motivations some select countries in East-Central Europe and the Caucasus have towards Ukraine and provides answers to the question which chances there are for new multilateral networks or structures. Such multilateralism around Ukraine could go beyond the already existing, yet geographically and functionally circumscribed Organization for Democracy and Economic Development (GUAM), the Visegrad Four, the Bucharest Nine Group, and the Three Seas Initiative. The volume also illustrates how the ever-present “elephant in the room”—Russia—shapes the international relations of the post-Soviet space. Researchers from several post-communist countries examine these issues from their specific points of view.

    Kurzfassung: The COVID-19 crisis has reiterated the importance of adult learning and career guidance services as many adults have lost their jobs and now require upskilling and reskilling opportunities in order to keep pace with the rapidly evolving world of work. Yet, in order to achieve its positive gains, adult training needs to be of high quality and ensure successful learning experiences for all participants. This report therefore aims at supporting public authorities to enhance quality in the field of non-formal adult learning. It provides an overview of quality assurance systems across Europe, highlighting their implementation features, governance structures and success factors. Based on this analysis, the report develops a Quality Assurance in Adult Learning Decision Tree to support the decision-making process of governments that are planning reforms of their quality assurance systems.

    Kurzfassung: "Carnival has been described as one of the foundational elements of European culture, bearing an emblematic and iconic status as the festive phenomenon par excellence. Its origins are partly obscure, but its stratified and complex history, rich symbolic diversity, and sundry social configurations make it an exceptional object of cultural analysis. The product of more than 12 years of research, this book is the first comparative historical anthropology of popular European Carnival in the English language, with a focus on its symbolic, religious, and political dimensions and transformations throughout the centuries. It builds on a variety of theories of social change and social structures, questioning existing assumptions about what folklore is and how cultural gaps and differences take shape and reproduce through ritual forms of collective action. It also challenges recent interpretations about the performative and political dimension of European festive culture, especially in its carnivalesque declension. While presenting and exploring the most important features and characteristics of European pre-modern Carnival and discussing its origins and developments, this thorough study offers fresh evidence and up-to-date analyses about its transversal and long-lasting significance in European societies"--
