By appealing differently to different political sensibilities, basic income has persisted in the political imagination for centuries. In this deeply erudite and original work, Anton Jäger and Daniel Zamora offer the first historical examination of basic income as a policy of convenience--and, critically, as an intellectual backstop for the shortcomings of capitalism. With modern origins in works of neoliberals like Friedrich Hayek, basic income was conceived as a form of market-friendly welfare state-a safety net around capitalism that wouldn't impinge on capitalism.     Abstract: Die beiden „Ölschocks" von 1973/74 und 1979/80 waren nicht nur zentrale wirtschaftliche Ereignisse, sondern übten entscheidenden Einfluss auf die zeitgenössischen Debatten um eine grundlegende Reform, wenn nicht gar Revolution, der Weltwirtschaftsordnung aus. Das vorliegende Buch untersucht die Ölkrisen erstmals nicht allein mit Blick auf die Industriestaaten der nördlichen Hemisphäre, sondern fragt gleichberechtigt nach ihren Folgen für die Staaten des Globalen Südens. Die Studie argumentiert, dass die Ölkrisen der OPEC die notwendigen Machtmittel in die Hand gaben, um die Forderung nach einer Neuen Weltwirtschaftsordnung 1974 erfolgreich auf einen Spitzenplatz der internationalen Agenda zu setzen. Gleichzeitig führte die Belastung der Ökonomien zahlreicher „Entwicklungsländer" durch die massiven Ölpreissteigerungen jedoch mittelfristig zum Auseinanderbrechen der Solidarität der Dritten Welt und damit zum faktischen Ende des Reformprogramms in den frühen 1980er Jahren. Auf der Basis von Quellen aus Archiven in Afrika, Amerika, Asien und Europa ergänzt das Buch die existierenden auf Europa zentrierten Studien zur Geschichte der Nord-Süd-Beziehungen, der Ölkrisen und der 1970er Jahre im Allgemeinen.

    Abstract: Social mobility is the hope of economic development and the mantra of a good society. There are disagreements about what constitutes social mobility, but there is broad agreement that people should have roughly equal chances of success regardless of their economic status at birth. Concerns about rising inequality have engendered a renewed interest in social mobility—especially in the developing world. However, efforts to construct the databases and meet the standards required for conventional analyses of social mobility are at a preliminary stage and need to be complemented by innovative, conceptual, and methodological advances. If forms of mobility have slowed in the West, then we might be entering an age of rigid stratification with defined boundaries between the always-haves and the never-haves—which does not augur well for social stability. Social mobility research is ongoing, with substantive findings in different disciplines—typically with researchers in isolation from each other. A key contribution of this book is the pulling together of the emerging streams of knowledge. Generating policy-relevant knowledge is a principal concern. Three basic questions frame the study of diverse aspects of social mobility in the book. How to assess the extent of social mobility in a given development context when the datasets by conventional measurement techniques are unavailable? How to identify drivers and inhibitors of social mobility in particular developing country contexts? How to acquire the knowledge required to design interventions to raise social mobility, either by increasing upward mobility or by lowering downward mobility?...

    Abstract: Recent years have seen unprecedented public scrutiny over the tax practices of Multinational Enterprise (MNE) groups. Tax policy and administration concerning international transactions, aggressive tax planning, and tax avoidance have become an issue of extensive national and international debate in developed and developing countries alike. Within this context, transfer pricing, historically a subject of limited specialist interest, has attained name recognition amongst a broader global audience that is concerned with equitable fiscal policy and sustainable development. Abusive transfer pricing practices are considered to pose major risk to the direct tax base of many countries and developing countries are particularly vulnerable because corporate tax tends to account for a larger share of their revenue. This handbook is part of the wider WBG engagement in supporting countries with Domestic Resource Mobilization (DRM) by protecting their tax base and aims to cover all relevant aspects that have to be considered when introducing or strengthening transfer pricing regimes. The handbook provides guidance on analytical steps that can be taken to understand a country's potential exposure to inappropriate transfer pricing (transfer mispricing) and outlines the main areas that require attention in the design and implementation of transfer pricing regimes. A discussion of relevant aspects of the legislative process, including the formulation of a transfer pricing policy, and the role and content of administrative guidance, is combined with the presentation of country examples on the practical application and implementation of the arm's length principle and on running an effective transfer pricing audit program. Recognizing the importance of transfer pricing regulation and administration for the business environment and investor confidence, this handbook aims to balance the general objective of protecting a country's tax base and raising additional revenue with investment climate considerations wherever appropriate

    Abstract: This book makes the bold attempt at proposing a new general theory of economic development founded on the fact-based perspective of economic behaviour. The main premise is that economic institutions and policies must embody 'economic discrimination' if there is to be any chance of real economic development. By economic discrimination, the author means 'treating differences differently' by selecting and supporting economic entities and behaviour that contribute positively to the economy. By presenting a general theory that goes beyond mainstream and ad hoc economic theories, Sung-Hee Jwa provides a new way to look at capitalism beyond the Marxian interpretation, explaining why some economies develop and others don't. The book identifies markets, government and corporations as the 'holy trinity of economic development', that is, the three most important institutions that must work together via economic discrimination to steer the economy towards real transformative progress. It also warns against the current trend of economic egalitarianism or 'not treating differences differently' because it destroys economic incentives and results in an array of economic problems including growth stagnation and worsening income distribution.     Abstract: This edited volume offers a multidisciplinary perspective on innovation challenges and innovative practices in the context of developing and transition countries. The contributions mostly embrace a national innovation system approach in an attempt to understand innovation processes and their implications at both macro and micro levels.     Abstract: An account of all the new and surprising evidence now available for the beginnings of the earliest civilizations that contradict the standard narrative. Why did humans abandon hunting and gathering for sedentary communities dependent on livestock and cereal grains, and governed by precursors of today's states? Most people believe that plant and animal domestication allowed humans, finally, to settle down and form agricultural villages, towns, and states, which made possible civilization, law, public order, and a presumably secure way of living. But archaeological and historical evidence challenges this narrative. The first agrarian states, says James C. Scott, were born of accumulations of domestications: first fire, then plants, livestock, subjects of the state, captives, and finally women in the patriarchal family-all of which can be viewed as a way of gaining control over reproduction. Scott explores why we avoided sedentism and plow agriculture, the advantages of mobile subsistence, the unforeseeable disease epidemics arising from crowding plants, animals, and grain, and why all early states are based on millets and cereal grains and unfree labor. He also discusses the "barbarians" who long evaded state control, as a way of understanding continuing tension between states and nonsubject peoples

    Abstract: "Imagined Futures offers a new explanation for the dynamics of modern capitalism and the restlessness of our economy, based on our temporal orientation. Building on a historical account of how competition and the credit system have forced actors to orient their decisions towards a future that is portrayed and perceived as offering both limitless opportunities and immeasurable risks, Beckert shows how the uncertainty inherent in the future pressures actors to form expectations of distinct outcomes and prevents them from calculating optimal decisions. But how do actors make decisions in a world that contains such fundamental uncertainty? Beckert argues that decisions in the economy are based on imaginaries of the future, which he calls fictional expectations, which allow us to act as if we know the future, providing the reassurance needed to embrace endeavors whose outcomes are unknowable. Beckert shows how these fictional expectations are the underlying force that propels the economy, from investments and the operation of the monetary system to innovations and the purchase of new consumer goods, and how economic crises ensue when these fictional expectations collapse.     Abstract: Some climate change is now inevitable and strategies to adapt to these changes are quickly developing. The question is particularly paramount for low-income countries, which are likely to be most affected. This timely and unique book takes an integrated look at the twin challenges of climate change and development. The book treats adaptation to climate change as an issue of climate-resilient development, rather than as a bespoke set of activities (flood defences, drought plans, and so on), combining climate and development challenges into a single strategy. It asks how the standard approaches to development need to change, and what socio-economic trends and urbanisation mean for the vulnerability of developing countries to climate risks. Combining conceptual thinking with practical policy prescriptions and experience the contributors argue that, to address these questions, climate risk has to be embedded fully into wider development strategies. When competition is weak or compromised, extra costs are imposed on consumers.     Abstract: This Handbook presents in-depth research conducted on a myriad of issues within the field of financial literacy.     Abstract: Beyond its terrible toll in human lives and suffering, the Ebola epidemic has inflicted a measurable economic impact on West Africa in terms of forgone output, higher fiscal deficits, rising prices, lower real household incomes, and greater poverty. This impact results partly from the health-care costs and forgone productivity associated with being infected, but it is driven principally by the efforts of the uninfected population to avoid exposure ('aversion behavior'). The Economic Impact of the 2014 Ebola Epidemic: Short- and Medium-Term Estimates for West Africa provides a mixed methods analysis of the economic impact, combining theory on the channels of economic impact of the epidemic, economic indicators across sectors in the affected countries, and models of how these economies interact with each other and with the broader world. The result is a quantification of the potential overall magnitude of the economic impact for Guinea, Liberia, and Sierra Leone, as well as for West Africa as a whole.     Abstract: The Sahara-Sahel has seen recurrent episodes of instability. However, the recent Libyan and Malian crises have intensified the level of violence. These episodes have restructured the geopolitical and geographical dynamics of the region. Cross-border or regional, these contemporary crises require new institutional responses. How can countries sharing this space - Algeria, Libya, Mali, Morocco, Mauritania, Niger, Chad and Tunisia and all related states such as Nigeria - stabilize and develop? Historically, the Sahara plays an intermediary role between North Africa and sub-Saharan Africa. Commercial and human exchanges are intense and based on social networks that now include trafficking. Understanding their structure, geographical and organizational mobility of criminal groups and migratory movements represents a strategic challenge. This book hopes to address this challenge and stimulate strategies for the Sahel of the European Union, the United Nations, the African Union or ECOWAS (Economic Community of the States of West Africa) in order to foster lasting peace. The Atlas is based on an analysis of mapped regional security issues and development objectives to open the necessary dialogue between regional and international organizations, governments, researchers and local stakeholders tracks.

    Abstract: This timely book makes a forceful argument that the analyses from behavioral economists are incomplete, the policies advocated by libertarian paternalists are misguided and unethical, and both actually reinforce the cognitive biases and dysfunctions that motivate 'nudges' in the first place. In a lighthearted manner, the author points out critical flaws in the way economists model decision-making, how behavioral economics failed to correct them, and how they led to the problems with libertarian paternalism and nudges. Sprinkled throughout with anecdotes, examples, and references to a wide range of scholarly literature, this new volume argues against the use of paternalistic nudges by the government and makes a positive case for individual choice and autonomy. This book is part of White's triptych on individualism and society, which includes The Illusion of Well-Being and The Decline of the Individual.
