Für Demokratien dagegen können Berichte privater IT-Unternehmen "Täter-Wissen" kommunizieren sowie Handlungsdruck infolge politischer Verantwortungszuweisungen reduzieren.

    Abstract: Why do certain parts of the state in Africa work so effectively despite operating in difficult governance contexts? How do 'pockets of bureaucratic effectiveness' emerge and become sustained over time? And what does this tell us about the prospects for state-building and development in Africa? Repeated economic and social crises have demanded that development thinkers and policy actors have had to engage with the critical role that states play in delivering development. Pockets of Effectiveness and the Politics of State-building and Development in Africa shows that politics is the driving factor that shapes how well state agencies perform their roles. It deploys a new conceptual framework – the power domains approach – to explore the shifting fortunes of key state agencies in five countries – Ghana, Kenya, Rwanda, Uganda, and Zambia – over the past three decades. Our original research reveals when, how and why political rulers decide to build effective state agencies and enable them to deliver certain forms of economic development – often through forming strategic coalitions with senior bureaucrats and with international support – and also when this support falters and gives way to a politics of survival. Comparative analysis identifies two potential trajectories towards state-building in Africa, each shaped by different configurations of social and political power. The book critiques the role that international development agencies have played in (mis)shaping the state in Africa and suggests a new strategic agenda for building the state capacities required to deliver sustained development at the current juncture. The book closes with critical commentaries from two leading scholars in the field, to help place our work in context and establish the next steps for research and strategy in this increasingly important area of development theory and practice

    Abstract: In state formation research, princely houses have been a blind spot. The development of states has been discussed from many perspectives, like interstate competition, internal social conflicts, fiscal-military developments, etc., but at the centre of most European states, there was a princely house. These ruling houses have been overlooked in studies about state formation. What's more, when discussing such dynasties, the vertical chronological perspective (grandfather-father-son) is all dominating, for instance in the focus on dynastic continuity, dynastic culture and representation, and the like. This collection of essays highlights the horizontal perspective (ruler, all children, siblings, cousins), in asking how the members of a princely family acted as a power network. Across the chapters, contributors from different countries examine the data, press coverage, and provide professional observations on how policing, law enforcement, police powers and community relations were managed. They focus on how security and governmental actors often failed to align with the formal scripts that were specifically designed for crisis-management, resulting in the wavering application of professional discretion and coercive powers. Their different approaches were evident: in some regions police were less dominantly visible compared to other regions, where the police used a top-down visible and repressive stance vis-à-vis public alignment with COVID rules, including the imposition of lockdown and curfews. Some contributors draw on data from the COROPOL (Corona Policing) Monitor which collated data on crime, plural policing and public order in Europe and around the world during the early phases of the COVID crisis. Overall, this book seeks to provide comparative critical insights and commentary as well as a practical and operational understanding of security governance during the COVID-19 crisis and the lessons learned to improve future preparedness. Monica den Boer is Professor of Military Policing Operations at the Netherlands Defence Academy. Her primary research focus is on the evolution of military policing, as well as border policing, international policing, urban policing and the policing of organised crime and terrorism. She served as member of the Dutch national parliament from 2017 to 2020. Prior to this she worked in several academic and professional environments, including the Police Academy of the Netherlands and the VU University Amsterdam. Eric Bervoets is a police scientist and criminologist. He has been active as a researcher since 1997. After a master's degree in public administration at Rotterdam Erasmus University, the Netherlands, Bervoets obtained his PhD in 2006 with a dissertation on policing troubled neighbourhoods. In 2020, he was appointed Research Fellow at the Netherlands Defence Academy. Linda Hak obtained her BSc in Criminology at Erasmus University and a master’s degree in Legal Psychology at Maastricht University, the Netherlands. She served as a research intern at Bureau Bervoets and is employed as a detective assistant for the National Police of the Netherlands.

    Abstract: Across Europe, people are deeply concerned about the state of democracy. This book shifts the attention away from ever-changing populist politicians that capture newspaper headlines to the centre-left and centre-right people's parties that used to buttress the democratic order over the past decades, but which are now in steep decline. Why does the crisis of these parties contribute so profoundly to today's crisis of democracy? And why were these parties so important for the stabilization and legitimation of democracy in the past century in the first place? By providing a long-term and transnational account of the history of democracy in modern Europe, the book reveals the striking parallels between the history of democracy and the history of the people's parties since 1918. The first part of the book shows how the failure to turn traditional working-class and confessional mass parties into people's parties played a vital role in the collapse of democracy in the 1920s and 1930s. It also explores the attractiveness of the people's party ideal centred on moderation, compromise and openness to pioneering politicians in the mid-century. The second part of the book then traces the practical application and breakthrough of this ideal in the decades after World War II and shows how this contributed to the stabilization and legitimation of democracy in the postwar decades. In the final part of the book, Corduwener turns to the slow decline of the people's parties since the mid-1970s. It explores how their failure to represent volatile and polarized societies was reflected in their aim to turn into 'open' and 'flexible' parties focused primarily on providing governmental efficiency - and how this eventually turned against them by alienating their members and voters. In so doing, Corduwener offers an original and timely study of twentieth century democracy that transcends traditional party groupings, divisions between eras, and national boundaries.

    Abstract: This book sheds light on the theory of political leadership, which is still an under-researched field of political science. It is related to the philosophical argument about determinism versus activism and helps to understand the basic conflict of the 21st century between liberal democracy and new authoritarianism. The book looks at Max Weber’s typology of political rule and his concept of the ethics of responsibility, which are key to the theory of leadership. The author shows that the unfinished contest between democracy and new authoritarianism in the 21st century confirms the importance of leadership in old and new democracies as well as in the neo-authoritarian regimes and calls for a new type of political leaders. Political scientists and political sociologists tend to concentrate on the analysis of social forces, often to the extent of ignoring the active role of leading individuals. Two main trends in 19th century philosophy (Hegelian determinism vs. Carlyle’s romanticism) can be reconciled by adopting which interpretation of history based on the concept of „alternative roads“, the choice between which makes political leadership crucial for understanding politics. Leaders play particularly important roles in times of crises. In the 20th century such crises were created by two world wars (with the crucial role of such leaders as Woodrow Wilson, Winston Churcill, Charles de Gaulle, but also Adolph Hitler und Joseph Stalin) and revolutions (with Wladimir Lenin and Mao Zedong as revolutionary leaders of totalitarian states). During the cold war emerged a new type of democratic leadership devoted to the solidarity of democratic states and to the European integration (Konrad Adenauer, Willy Brandt, Robert Schuman). The transition to democracy in the last quarter of the 20th century depended to a large degree on the quality of leaders as demonstrated both by successes and failures of post-dictatorial regimes (Mikhail Gorbachev and Boris Yeltsin in Russia, Lech Walesa and Wojciech Jaruzelski in Poland, Adolfo Suarez in Spain, Nelson Mandela in South Africa etc.).

    Abstract: "How do the worlds that state administrators manage become the feelings publics embody? In Administering Affect, Daniel White addresses this question by documenting the rise of a new national figure he calls "Pop-Culture Japan." Emerging in the wake of Japan's dramatic economic decline in the early 1990s, Pop-Culture Japan reflected the hopes of Japanese state bureaucrats and political elites seeking to recover their country's standing on the global stage. White argues that due to growing regional competitiveness and geopolitical tension in East Asia in recent decades, Japan's state bureaucrats increasingly targeted political anxiety as a national problem and built a new national image based on pop-culture branding as a remedy. Based on 16 months of ethnographic fieldwork among rarely accessible government bureaucrats, Administering Affect examines the fascinating connection between state administration and public sentiment. White analyzes various creative policy figures of Pop-Culture Japan, such as anime diplomats, "Cool Japan" branding campaigns, and the so-called "Ambassadors of Cute," in order to illustrate a powerful link between practices of managing national culture and the circulation of anxiety among Japanese publics. Invoking the term "administering affect" to illustrate how anxiety becomes a bureaucratic target, technique, and unintended consequence of promoting Japan's national popular culture, the book presents an ethnographic portrait of the at-times surprisingly emotional lives of Japan's state bureaucrats.     Abstract: Die vorliegende Arbeit analysiert die mögliche Funktions- und Wirkungsweise von Folter in politischen Systemen und geht vor dem Hintergrund des de facto Verbots der Folter im Völkerrecht der Frage nach, welchen Zweck die Folter im 21. Jahrhundert in Demokratien und Diktaturen eigentlich einnimmt. Die Autorin arbeitet die verschiedensten interdisziplinären Aspekte der Folter heraus. So wird die Gundlage für das theoretische Konstrukt eines Funktions- und Wirkungskataloges gebildet. Nach einem Überblick über die Folter im Laufe der Jahrhunderten und möglicher Sonderformen der Folter wird dieser Katalog anhand von sechs Länderbeispielen analysiert. Drei der Beispiele fallen dabei auf das demokratische Sprektrum der politischen Systeme wie die USA, Spanien und Israel. Die anderen drei nehmen Diktaturen des 21. Jahrhundert in den Fokus (China, Irak und Nigeria). Die Autorin Nach einem Studium der Politikwissenschaften an der Universität Regensburg und der Vanderbilt University promovierte Linda Wimmer am Institut für Politikwissenschaften am Lehrstuhl für Vergleichende Politikwissenschaften der Universität Regensburg. Ihre Forschungsschwerpunkte liegen in der Internationalen Politik mit einem Fokus auf den Auslandseinsätzen der Bundeswehr, Terrorismus, dem Afghanistankonflikt, Irakkrieg und Verstößen gegen die Menschenrechte, speziell der Thematik der Folter. Momentan ist die Autorin im Wissenschaftsmanagement im Präsidialstab für Strategie- und Exzellenzentwicklung der TU München tätig.

    Abstract: This book examines how the interplay between globalization and the assertion of local identities is reshaping the political landscape of Africa. While defending their values against external forces, people simultaneously - and paradoxically - use the interconnectivity of global networks to maximize their particular interests. Focusing on the relation between national identity and state formation, the authors explore the far-reaching consequences of these contradictory dynamics. Although Africa shares many common trends with other parts of the world, it also displays distinctive features. A region characterized by the increased mobility of people, goods and ideas challenges some conventional assumptions of statecraft and also highlights the advantages of federalism - not merely as a constitutional option, but as a pragmatic device for managing diversity and holding fragile states together. The book further explores emerging types of state formation in the same political space, as exemplified by the combination of elements of a kingdom, an independent state and a national power base in the province of KwaZulu-Natal and the careful crafting of an alternative state within a state by the Solidarity Movement in South Africa.

    Abstract: Nach einem jahrzehntelangen Bürgerkrieg erlangt die Republik Südsudan am 9. Juli 2011 ihre Unabhängigkeit. Doch trotz aller Bemühungen um einen friedlichen Staatsaufbau nimmt die erste Dekade der Eigenstaatlichkeit einen gewaltsamen Verlauf: Im Dezember 2013 schlittert der Südsudan in einen blutig geführten Bürgerkrieg, der sich nicht als einheitlicher Konflikt mit klar definierbaren Parteien, sondern zu einem Amalgam komplex verschachtelter Konfliktlandschaften entwickelt. In analytischen Vignetten, die verschiedene Regionen sowie die nationale und internationale Dimension des Bürgerkrieges untersuchen, gibt Jan Pospisil einen Einblick in die südsudanesische Konfliktrealität.

    Abstract: Der Zugang zu einem Asylverfahren in der EU ist ein umkämpftes soziales Gut. Die Studie zeichnet ein komplexes Bild von Ausschließungs- und Usurpationsstrategien im Feld der europäischen und speziell der italienischen und deutschen Asylverwaltung zwischen 2015 und 2018. (Supra-)nationale Verwaltungs- und Vollzugsorganisationen versuchen Flüchtende von dem Verwaltungsakt abzuhalten und entwickeln territoriale und administrative Exklusionsstrategien, um Fluchtmobilität und Asyl zu verwehren. Gleichzeitig erkämpfen Seenotrettungs- und Kirchenorganisationen den Zugang zum Asylverfahren, indem sie sich mit Flüchtenden solidarisieren und diesen eine Partizipation an öffentlichen Gütern und Rechten der Aufnahmegesellschaft ermöglichen. Für Flüchtende wird der formale Zugang zu und die temporäre Mitgliedschaft in einer Aufnahmegesellschaft in konfliktreichen und inter-organisationalen Entscheidungen ausgehandelt. Die formale Organisation wird zum Ort der Schließungskämpfe, indem sie als Schließungsakteur und zwischengesellschaftliches Schließungssystem formale Interaktionen zwischen Geflüchteten und Aufnahmegesellschaft ermöglicht oder verhindert. Die Synthese von schließungs- und organisationstheoretischen Perspektiven trägt dazu bei, dass gesellschaftliche Ordnungsbildung organisationssoziologisch erklärbar wird. Der Autor Max Oliver Schmidt ist wissenschaftlicher Mitarbeiter am Centre for Citizenship, Social Pluralism and Religious Diversity an der Universität Potsdam.

    Abstract: Mit der Gründung des ungarischen Staates vor 1.000 Jahren entstand im Karpatenbecken inmitten Europas eine besondere Formation aus Sprache, Sitten, Geschichte und Politik.     Abstract: Populisten wie Donald Trump, Viktor Orbán oder Jair Bolsonaro verändern die Weltpolitik und stellen etablierte institutionelle Verfahrensweisen in Frage. Der Sammelband betrachtet die Regierungsführung populistischer Akteure und gibt einen Einblick in politische Strategien und Folgen des Handelns von Populisten an der Macht. Die leitende Fragestellung ist, wie es Populismus mit der Demokratie hält: Wirkt er sich ausschließlich negativ auf die Qualität einer Demokratie aus oder gibt es auch Anzeichen einer positiven Wirkung von Populismus im Sinne eines Korrektivs vermeintlicher Fehlentwicklungen? Wann hört populistisches Regieren auf und wann fängt autokratisches Regieren an? Die Substanz von Populismus zeigt sich letztlich an der Macht. Der vorliegende Sammelband verfolgt das Ziel, sich dieser Demokratiefrage empirisch zu nähern. Neben quantitativ-vergleichenden Beiträgen zu Auswirkungen auf die Demokratiequalität und zu anti-muslimischen Einstellungen werden populistische Mechanismen und Praktiken in Ländern wie Indien, den USA, Venezuela, Argentinien, Brasilien, Österreich, Spanien, Polen, Ungarn, Bulgarien, Rumänien sowie Österreich analysiert.     Abstract: How does protest become criminalised? Applying an anthropological perspective to political and legal conflicts, Carolijn Terwindt urges us to critically question the underlying interests and logic of prosecuting protesters. The book draws upon ethnographic research in Chile, Spain, and the United States to trace prosecutorial narratives in three protracted contentious episodes in liberal democracies. Terwindt examines the conflict between Chilean landowners and the indigenous Mapuche people, the Spanish state and the Basque independence movement, and the United States' criminalisation of 'eco-terrorists.' Exploring how patterns and mechanisms of prosecutorial narrative emerge through distinct political, social and democratic contexts, Terwindt shines a light on how prosecutorial narratives in each episode changed significantly over time. Challenging the law and justice system and warning against relying on criminal law to deal with socio-political conflicts, Terwindt's observations have implications for a wide range of actors and constituencies, including social movement activists, scholars, and prosecutors.

    Abstract: Do elections turn people into democratic citizens? Elections have long been seen as a way to foster democracy, development and security in Africa, with many hoping that the secret ballot would transform states. Adopting a new approach that focusses on the moral economy of elections, Nic Cheeseman, Gabrielle Lynch and Justin Willis show how elections are shaped by competing visions of what it means to be a good leader, bureaucrat or citizen. Using a mixed-methods study of elections in Ghana, Kenya and Uganda, they explore moral claims made by officials, politicians, civil society, international observers and voters themselves. This radical new lens reveals that elections are the site of intense moral contestation, which helps to explain why there is such vigourous participation in processes that often seem flawed. Demonstrating the impact of these debates on six decades of electoral practice, they explain why the behaviour of those involved so frequently transgresses national law and international norms, as well as the ways in which such transgressions are evaluated and critiqued – so that despite the purported significance of 'vote-buying', the candidates that spend the most do not always win.

    Abstract: "The forms of liberal government that emerged after World War II are in the midst of a profound crisis. In I Am the People, Partha Chatterjee reconsiders the concept of popular sovereignty in order to explain today's dramatic outburst of movements claiming to speak for "the people." To uncover the roots of populism, Chatterjee traces the twentieth-century trajectory of the welfare state and neoliberal reforms. Mobilizing ideals of popular sovereignty and the emotional appeal of nationalism, anticolonial movements ushered in a world of nation-states while liberal democracies in Europe guaranteed social rights to their citizens. But as neoliberal techniques shrank the scope of government, politics gave way to technical administration by experts. Once the state could no longer claim an emotional bond with the people, the ruling bloc lost the consent of the governed. To fill the void, a proliferation of populist leaders have mobilized disaffected groups into a battle that they define as the authentic people against entrenched oligarchy. Once politics enters a spiral of competitive populism, Chatterjee cautions, there is no easy return to pristine liberalism. Only a counter-hegemonic social force that challenges global capital and facilitates the equal participation of all peoples in democratic governance can achieve significant transformation. Drawing on thinkers such as Antonio Gramsci, Michel Foucault, and Ernesto Laclau and with a particular focus on the history of populism in India, I Am the People is a sweeping, theoretically rich account of the origins of today's tempests

    Abstract: Die Effekte der Digitalisierung auf die Demokratie sind vielfältig. Three years on, the caliphate was destroyed, leaving its surviving fighters - many of whom were foreign recruits - to retreat and scatter across the globe. So what happens now? Is this the beginning of the end of IS? Or can it adapt and regroup after the physical fall of the caliphate? In this timely analysis, terrorism expert Colin P. Clarke takes stock of IS - its roots, its evolution, and its monumental setbacks - to assess the road ahead. The caliphate, he argues, was an anomaly. The future of the global jihadist movement will look very much like its past – with peripatetic and divided groups of militants dispersing to new battlefields, from North Africa to Southeast Asia, where they will join existing civil wars, establish safe havens and sanctuaries, and seek ways of conducting spectacular attacks in the West that inspire new followers. In this fragmented and atomized form, Clarke cautions, IS could become even more dangerous and challenging for counterterrorism forces, as its splinter groups threaten renewed and heightened violence across the globe.

    Abstract: In diesem Buch sind sieben Essays und Vorträge des weltweit beachteten kenianischen Autors (Jahrgang 1938) aus der Zeit vor 2009 über Dekolonisierung in Afrika versammelt, denen "der Ruf nach einer visionären, geeinten afrikanischen Führung zugrunde" liegt. Seit über sechzig Jahren schreibt Ngugi wa Thiong?o, der 2019 mit dem renommierten Erich-Maria-Remarque-Friedenspreis geehrt wurde, über die Geschichten, Herausforderungen und Zukunftssaussichten Afrikas, insbesondere seines Heimatlandes Kenia. Rezension (ekz): Der kenianische Autor (Jahrgang 1938) ist mit seinen Lebenserinnerungen "Träume in Zeiten des Krieges" (2010) und "Im Haus des Hüters" (2013) bei uns bekannt geworden und (war?) für den Literatur-Nobelpreis im Gespräch. In diesem Buch sind sieben Essays und Vorträge aus der Zeit vor 2009 versammelt, die grundsätzliche Themen behandeln wie die Verschleierungsfunktion des Wortes "Stamm", die Geschichte und gegenwärtige Bedeutung von Sklaverei, die afrikanischen Intellektuellen und ihr Verhältnis zur Sprachenvielfalt, zur Globalisierung und zu Massenvernichtungswaffen. Den Essays liegt "der Ruf nach einer visionären, geeinten afrikanischen Führung zugrunde", was nicht bedeutet, dass die Tatsache von 50 durchaus unterschiedlichen afrikanischen Staaten und die vielfach noch bestehenden Diktaturen übergangen würden. - Das Buch mag als Hintergrundmaterial für die innerafrikanische Kritik an der Art der Dekolonisation und auch an der westlichen "Entwicklungshilfe" genutzt werden und wäre dann eine gute Ergänzung zur westlichen Kritik etwa bei V. Seitz in "Afrika wird armregiert" (2018). (2)

    Abstract: Das Erstarken rechtspopulistischer Bewegungen führt zu einer Normverschiebung in europäischen Gesellschaften und erzeugt Spannungen, die sich in Polarisierung widerspiegeln. Es geht dabei weniger um Migration selbst als um die Prozesse, die stattfinden, wenn Migrant*innen und ihre Nachkommen ihre Rechte einfordern. Die Frage des Umgangs mit Migration wird so zur Chiffre für Anerkennung von Gleichheit in demokratischen Gesellschaften. Naika Foroutan zeigt, dass die Migrationsfrage zur neuen sozialen Frage geworden ist – an ihr werden Verteilungsgerechtigkeit und kulturelle Selbstbeschreibung ebenso wie die demokratische Verfasstheit verhandelt. »Wie hältst Du es mit der Migration?« steht für die Frage danach, was ausgehandelt werden muss, damit die plurale Demokratie zusammenhält.     Abstract: Die Studie bietet einen Überblick, ob in den rund 70 Ländern, die sich bisher zu dem Leitbild eines „offeneren Regierens“ bekannt haben, in den letzten zehn Jahren demokratische Fortschritte zu erkennen sind. Nach den Protagonisten dieses Ansatzes – wie OECD, Barack Obama und der Open Government Partnership (OGP) – soll eine größere Offenheit von Regierung und Verwaltung kein Selbstweck sein, sondern drei Ziele zu erreichen helfen: ein effektiveres Regieren, ein größeres Vertrauen der Regierten in die Regierenden und damit letztlich eine Stärkung der Demokratie. Wenn das gelingen sollte, dann wäre Open Government schon deshalb besonders interessant, weil derzeit wieder viel von einer „Krise der Demokratie“ die Rede ist. Der globale Überblick wird vertieft in fünf qualitativen Fallstudien, wie in Costa Rica, Neuseeland, Norwegen, Südafrika und Südkorea eine größere Offenheit beim Regieren und Verwalten interpretiert worden ist, und ergänzt durch eine Analyse der Motive, die Barack Obama veranlasst haben, mit der Open Government Partnership eine Plattform für Reformer aus aller Welt zu schaffen.     Abstract: In diesem Buch wird der Whole-Nation Bias, eine für die ländervergleichende Forschung hochrelevante Verzerrungsproblematik, erstmals einer empirischen Untersuchung sowie einer umfangreichen theoretischen Exploration unterzogen. Außerdem skizziert Felipe Böttcher das Zustandekommen, mögliche Erscheinungsformen sowie die Konsequenzen dieser Verzerrungsproblematik.     Abstract: Die vorliegende Studie untersucht, welche Rolle Massenmedien in der politischen Transformation im Irak nach 2003 gespielt haben. Dabei diskutiert Anja Wollenberg zunächst, ob und in welcher Weise politischer Wettbewerb, Partizipation, Kritik und Kontrolle von irakischen Rundfunkmedien ermöglicht und mobilisiert wurden. Die Untersuchung von klassisch-demokratischen Kernfunktionen wird erweitert um die Frage nach den spezifischen Merkmalen von Öffentlichkeit im Kontext von fragiler Staatlichkeit. Das Spannungsverhältnis zwischen Stabilisierung und Demokratisierung sowie die Überlagerung alter und neuer Verhaltensmuster in der journalistischen Praxis rücken damit in den Fokus der Untersuchung.     Abstract: This book investigates the long-term continuity of large-scale states and empires, and its effect on the Near East's social fabric, including the fundamental changes that occurred to major social institutions. Its geographical coverage spans, from east to west, modern-day Libya and Egypt to Central Asia, and from north to south, Anatolia to southern Arabia, incorporating modern-day Oman and Yemen. Its temporal coverage spans from the late eighth century BCE to the seventh century CE during the rise of Islam and collapse of the Sasanian Empire. The authors argue that the persistence of large states and empires starting in the eighth/seventh centuries BCE, which continued for many centuries, led to new socio-political structures and institutions emerging in the Near East. The primary processes that enabled this emergence were large-scale and long-distance movements, or population migrations. These patterns of social developments are analysed under different aspects: settlement patterns, urban structure, material culture, trade, governance, language spread and religion, all pointing at movement as the main catalyst for social change. This book's argument is framed within a larger theoretical framework termed as 'universalism', a theory that explains many of the social transformations that happened to societies in the Near East, starting from the Neo-Assyrian period and continuing for centuries. Among other influences, the effects of these transformations are today manifested in modern languages, concepts of government, universal religions and monetized and globalized economies
