    Abstract: The European Union (‘EU’) is promoting a suite of innovations in international economic regulation—among them, reforms for secure and sustainable investment, a comprehensive approach to the mutual recognition of professional qualifications, a viable carbon border adjustment mechanism, heightened intellectual property rights protection, the arm’s length principle in taxation, and an increased commitment to non-economic vales. Through a critical analysis of key regulations and policies, this volume explores the evolving architectures of international economic agreements in light of EU practice. A comprehensive analysis indicates that novelties are rooted in geoeconomic considerations, through which a fundamental shift is underway towards the adoption of comprehensive bilateral trade agreements. Whilst innovation has the potential to significantly harmonise cross-border regulatory frameworks, it can also trigger significant fractures, particularly when applied restrictively and asymmetrically. Arguably, the ‘Brussels effect’ will to a certain extent foster a progressive development of international economic regulation, while in some respects being constrained by the status quo of the international economic regime. This volume is part of the Jean Monnet project Third Country Engagement with EU Trade Policy led by the ANU Centre for European Studies at the Australian National University, and supported by the European Commission under the Erasmus+ actions. The project seeks to explore and improve understanding of the EU’s evolving trade policy and its implications for third countries, including Australia and countries in the Asia-Pacific region.

    Abstract: Across Europe, people are deeply concerned about the state of democracy. This book shifts the attention away from ever-changing populist politicians that capture newspaper headlines to the centre-left and centre-right people's parties that used to buttress the democratic order over the past decades, but which are now in steep decline. Why does the crisis of these parties contribute so profoundly to today's crisis of democracy? And why were these parties so important for the stabilization and legitimation of democracy in the past century in the first place? By providing a long-term and transnational account of the history of democracy in modern Europe, the book reveals the striking parallels between the history of democracy and the history of the people's parties since 1918. The first part of the book shows how the failure to turn traditional working-class and confessional mass parties into people's parties played a vital role in the collapse of democracy in the 1920s and 1930s. It also explores the attractiveness of the people's party ideal centred on moderation, compromise and openness to pioneering politicians in the mid-century. The second part of the book then traces the practical application and breakthrough of this ideal in the decades after World War II and shows how this contributed to the stabilization and legitimation of democracy in the postwar decades. In the final part of the book, Corduwener turns to the slow decline of the people's parties since the mid-1970s. It explores how their failure to represent volatile and polarized societies was reflected in their aim to turn into 'open' and 'flexible' parties focused primarily on providing governmental efficiency - and how this eventually turned against them by alienating their members and voters. In so doing, Corduwener offers an original and timely study of twentieth century democracy that transcends traditional party groupings, divisions between eras, and national boundaries.

    Abstract: This open access book is the product of three years of academic research that has been carried out in the EU-funded Jean Monnet Network on “Post-Truth Politics, Nationalism and the Delegitimation of European Integration” since 2019. Drawing on the multidisciplinary expertise of the network’s members, the book explores the impact of the phenomenon of post-truth politics on European integration and the European Union. It places particular emphasis on how post-truth politics has played out in the public sphere and asks what impact the phenomenon has had on public deliberation, but reflects also on its implications for democracy in a wider sense. This book is primarily written for audiences with an interest in politics and policy making, including academics, policy makers and civil-society actors.     Abstract: This book provides a pre-history of Russia's war on Ukraine and Europe’s relations to it, illuminating the deep roots of the EU’s neighbourhood crisis as well as the migration crises it created in the last decade. To do so, the book employs a new and innovative framework that allows for a comprehensive, yet nuanced analysis of borders and a more cogent interpretation of their socio-political consequences. Drawing on interdisciplinary scholarship the book analytically examines the key common elements of borderscapes and links them in related arrays to allow for nuanced evaluation of both their particular and cumulative effects, as well as interpretation of their overall consequences, particularly for issues of identities and orders. The book offers a significant conceptual and theoretical advance, providing a transferable conceptualization of borderscape to guide research, analysis, and interpretation. Drawing on the author’s experience in policy, practice and academia, it also makes a methodological contribution by pushing the boundaries of reflexivity in interpretive International Relations (IR) research. Analyzing three main sites in Central and Eastern Europe (CEE), the book challenges conventional critical wisdom on EU bordering in the Schengen zone, at its external frontiers, and in its Eastern neighborhood. In so doing, it sheds new light on the post-communist transitions as well as the contemporary politics of CEE. It also shows how European Union bordering and its relations to identities and orders created great benefits for many Europeans, but also hindered the lives of many others and became self-defeating. This book is a must-read for scholars, students, and policy-makers, interested in a better understanding of Critical Border Studies (CBS) in particular, and International Relations in general. Kerstin Zettl-Schabath vergleicht mithilfe eines umfassenden Datensatzes für die Jahre 2000-2019 die staatlichen Cyber-Proxy-Strategien von China, Russland, den USA und Israel. Dabei zeigen sich je nach politischem System deutliche Abweichungen: Autokratien nutzen Proxys als "Puffer" gegenüber Demokratien, um für ihre Taten nicht belangt zu werden. Für Demokratien dagegen können Berichte privater IT-Unternehmen "Täter-Wissen" kommunizieren sowie Handlungsdruck infolge politischer Verantwortungszuweisungen reduzieren.

    Abstract: While the ambitious objectives outlined in the EU’s Green Deal aim at making Europe the first climate-neutral continent by 2050, national implementation greatly varies depending on local geographies, history, culture, economics, and politics. This book analyses Member States’ and EU neighbours’ national efforts to combat climate change. It subsequently draws on these factors to highlight local challenges, tensions, and opportunities on the road towards climate neutrality. In the context of inter-country dependencies following Russia’s war against Ukraine, it addresses strategic questions regarding EU integration, the transformation of our economies, the reduction of energy dependencies, and public perception of the above. The book also makes concrete recommendations, in various policy areas, on how individual countries and the EU as a whole should deal with the climate crisis. The Editors Dr. Michael Kaeding holds a Jean Monnet Chair for European Integration and European Union Politics at the Institute of Political Science, University of Duisburg-Essen, Germany. He is a visiting fellow of the European Institute of Public Administration in Maastricht and member of the flying faculties of the College of Europe, Bruges, and the Turkish-German University in Istanbul. From 2016 to 2019 he was the chairman of the Trans European Policy Studies Association. Dr. Johannes Pollak is a Professor of International Relations and rector of Webster Vienna Private University, Austria. Prior to this position, he headed the Department of Political Science at the Institute for Advanced Studies in Vienna. In summer 2019, he was elected Chairperson of the Board of the Institute of European Politics in Berlin. Paul Schmidt is the Secretary General of the Austrian Society for European Politics, which promotes and supports the analysis of and communication on European affairs. Prior to that he has worked at the Oesterreichische Nationalbank, both in Vienna and at its office in Brussels at the Permanent Representation of Austria to the European Union.

    Abstract: After the break-up of the Soviet Union, the escalating rivalry between the EU and Russia in their shared neighbourhood created major economic, political and security challenges for the two states that border them: Belarus and Ukraine. Both countries were made integration offers by the EU and Russia. Their responses, and the consequences of these choices, were driven by a complex range of domestic and foreign policy factors. Drawing widely on extensive empirical research, Dr Leukavets shows how the EU’s and Russia’s rival integration projects challenged the leaders of Belarus and Ukraine to make major strategic choices while aiming to ensure the independence and sovereignty of their countries. The study sheds important light on the genesis of the 2020 Belarus crisis and the 2022 Russia-Ukraine war.

    Abstract: Far from displaying a uniform pattern, European integration varies significantly across policy areas and individual countries. Why do some policies, such as the Single Market, attract non-EU member states, while some member states choose to opt out of specific EU policies? Why are some policies deeply integrated, whereas others, such as defence, remain intergovernmental? In answering these questions, this innovative text provides a state-of-the-art introduction to the study of European integration. In this updated second edition, the authors introduce the most important theoretical approaches to European integration (intergovernmentalism, supranationalism, constructivism and postfunctionalism) and apply these to the trajectories of key EU policy areas – including the single market, monetary policy, foreign and security policy, and justice and home affairs. Arguing that no single theory offers a completely convincing explanation of integration and differentiation in the EU, the authors put forward a new analytical perspective for describing and explaining the institutions and policies of the EU and their development over time. Written by a team of prominent scholars in the field, this thought-provoking book provides a new synthesis of integration theory and an original way of thinking about what the EU is and how it works.     Abstract: Der Nahe Osten ist seit Ende des Zweiten Weltkriegs die Region in der Welt, welche am meisten von Kriegen und den daraus einhergehenden Folgen wie Instabilität, Terrorismus, Migration und Flucht betroffen ist. Als Beispiel dafür ist der seit dem Arabischen Frühling ausgebrochene Syrienkrieg zu nennen. Daran sind Kernstaaten anderer Kulturräume wie Russland, China und die USA neben anderen islamischen Ländern wie dem Iran und Saudi-Arabien beteiligt. Diese neue Kriegskonstellation führt neben dem Aufstieg des Islamischen Staates zu einer Fluchtbewegung nach Europa, die seit 2015 fortbesteht. Zugleich entsteht daraus eine Verstärkung des islamistischen Terrorismus. In seinem Aktionismus ist dieser nicht auf den regionalen Raum des Nahen Ostens beschränkt, sondern erweitert seine Kampfzone Richtung Europa. So geht Yousry Hammed den Fragen nach, ob der islamistische Terrorismus und die Flüchtlingswelle 2015/16 Ergebnis des Kampfes der Kulturen sind, welche Interdependenz zwischen Flucht und Migration aus dem Nahen Osten und der Bedrohung durch den islamistischen Terrorismus in Europa besteht sowie welche Herausforderungen sich für Deutschland nach der Flüchtlingsaufnahme ergeben. Der Autor Yousry Hammed studierte Germanistik und Islamwissenschaft an der Al-Azhar Universität in Kairo. An der Universität Vechta hat er seinen Master in Kulturwissenschaft absolviert und in Politikwissenschaft promoviert. Sein Fachgebiet ist Migration, Integration, politischer Islam und islamitischer Terrorismus.

    Abstract: Lateinamerika kennt zahlreiche Protestbewegungen seiner indigenen Bevölkerung. Einer der emblematischsten Fälle ist die soziale Bewegung gegen ein Prestige-Projekt der Morales-Regierung: den Bau einer Straße im Indigenen Territorium und Nationalpark Isiboro Sécure (TIPNIS) im bolivianischen Amazonasgebiet. Mit Blick auf die Perspektiven der heterogenen Protestakteur*innen rekonstruiert Maximilian Held diesen Widerstand in seinen komplexen Erscheinungsformen. Dabei stellt er heraus, wie Problematiken der geschwächten indigenen Selbstverwaltung, sozioökologische Bedrohungen, Defizite des neoextraktiven Entwicklungsmodells und mangelnde Rechtsumsetzung zusammenhängen.

    Abstract: The European border regions perform a specific horizontal integration function. From the perspective of public administration theory, this publication lays the foundations for conceptualising the policy area of cross-border cooperation in Europe as a horizontal level of integration. To this end, the volume analyses the integration theory specifics of its genesis, the functional particularities of its governance with regard to the decentralised integration of different political–administrative, legal and cultural systems, as well as the patterns of emergent, transnational territorial institutionalism. Finally, administrative perspectives on the study of cross-border cooperation as a horizontal level of the European Administrative Area are also presented.

    Abstract: Die vorliegende Arbeit analysiert die mögliche Funktions- und Wirkungsweise von Folter in politischen Systemen und geht vor dem Hintergrund des de facto Verbots der Folter im Völkerrecht der Frage nach, welchen Zweck die Folter im 21. Jahrhundert in Demokratien und Diktaturen eigentlich einnimmt. Die Autorin arbeitet die verschiedensten interdisziplinären Aspekte der Folter heraus. So wird die Gundlage für das theoretische Konstrukt eines Funktions- und Wirkungskataloges gebildet. Nach einem Überblick über die Folter im Laufe der Jahrhunderten und möglicher Sonderformen der Folter wird dieser Katalog anhand von sechs Länderbeispielen analysiert. Drei der Beispiele fallen dabei auf das demokratische Sprektrum der politischen Systeme wie die USA, Spanien und Israel. Die anderen drei nehmen Diktaturen des 21. Jahrhundert in den Fokus (China, Irak und Nigeria). Die Autorin Nach einem Studium der Politikwissenschaften an der Universität Regensburg und der Vanderbilt University promovierte Linda Wimmer am Institut für Politikwissenschaften am Lehrstuhl für Vergleichende Politikwissenschaften der Universität Regensburg. Ihre Forschungsschwerpunkte liegen in der Internationalen Politik mit einem Fokus auf den Auslandseinsätzen der Bundeswehr, Terrorismus, dem Afghanistankonflikt, Irakkrieg und Verstößen gegen die Menschenrechte, speziell der Thematik der Folter. Momentan ist die Autorin im Wissenschaftsmanagement im Präsidialstab für Strategie- und Exzellenzentwicklung der TU München tätig.

    Abstract: This book sheds light on the theory of political leadership, which is still an under-researched field of political science. It is related to the philosophical argument about determinism versus activism and helps to understand the basic conflict of the 21st century between liberal democracy and new authoritarianism. The book looks at Max Weber’s typology of political rule and his concept of the ethics of responsibility, which are key to the theory of leadership. The author shows that the unfinished contest between democracy and new authoritarianism in the 21st century confirms the importance of leadership in old and new democracies as well as in the neo-authoritarian regimes and calls for a new type of political leaders. Political scientists and political sociologists tend to concentrate on the analysis of social forces, often to the extent of ignoring the active role of leading individuals. Two main trends in 19th century philosophy (Hegelian determinism vs. Carlyle’s romanticism) can be reconciled by adopting which interpretation of history based on the concept of „alternative roads“, the choice between which makes political leadership crucial for understanding politics. Leaders play particularly important roles in times of crises. In the 20th century such crises were created by two world wars (with the crucial role of such leaders as Woodrow Wilson, Winston Churcill, Charles de Gaulle, but also Adolph Hitler und Joseph Stalin) and revolutions (with Wladimir Lenin and Mao Zedong as revolutionary leaders of totalitarian states). During the cold war emerged a new type of democratic leadership devoted to the solidarity of democratic states and to the European integration (Konrad Adenauer, Willy Brandt, Robert Schuman). The transition to democracy in the last quarter of the 20th century depended to a large degree on the quality of leaders as demonstrated both by successes and failures of post-dictatorial regimes (Mikhail Gorbachev and Boris Yeltsin in Russia, Lech Walesa and Wojciech Jaruzelski in Poland, Adolfo Suarez in Spain, Nelson Mandela in South Africa etc.).

    Abstract: Der Euromaidan, die Annexion der Krim und der Krieg im Donbas als Glieder einer komplexen Ereigniskette haben die internationale Gemeinschaft und insbesondere die Europäische Union beträchtlich herausgefordert. Auf der Suche nach einer Lösung des ukrainisch-russischen Konflikts zeigte die EU, dass sie politische Entscheidungen und Maßnahmen, ausgerichtet auf die Beilegung internationaler Konflikte, zwar verabschieden und umsetzen kann. Bei näherer Betrachtung jedoch ist sie aufgrund zahlreicher interner Einflussfaktoren nach wie vor kein starker außenpolitischer Akteur. Iuliia Barshadska analysiert ein aktuelles Beispiel der Problemfelder, mit denen sich die EU auseinandersetzen muss, um ihre Qualität als Akteur in Krisen- und Konfliktsituationen zu stärken sowie ihre außenpolitische Autonomie zu erhöhen. Die Studie leistet damit einen wichtigen Beitrag zur laufenden Diskussion über die Delegationsbeziehungen innerhalb der EU sowie ihre Handlungsfähigkeit im ukrainisch-russischen Konflikt und die Beilegung internationaler Konflikte im Allgemeinen. Barshadska hilft uns, die Komplexität des Konflikts in und um die Ukraine seit Beginn der Euromaidan-Revolution Ende 2013 besser zu verstehen – einschließlich politischer, wirtschaftlicher und kultureller Zusammenhänge sowie der Besonderheiten des Handelns der EU im Kontext hochsensibler außenpolitischer Themen.

    Abstract: "One of the most far-reaching transformations in our era is the wave of digital technologies rolling over-and upending-nearly every aspect of life. Work and leisure, family and friendship, community and citizenship-all transformed by now-ubiquitous digital tools and platforms. Digital Technology and Democratic Theory explores a particularly unsettling and rapidly evolving facet of our new digital lives: transformations that affect our lives as citizens and participants in democratic governments. To understand these transformations, scholars from multiple disciplines (computer science, philosophy, political science, economics, history, and media and communications/journalism) wrestle with the question of how digital technologies shape, reshape, and affect fundamental questions about democracy and democratic theory. The contributors consider what democratic theory-broadly defined as normative theorizing about the values and institutional design of democracy-can bring to the practice of digital technologies. From the connectivity and transmission of information that has inspired positive change through movements such as the Arab Spring and #MeToo to the nefarious spread of distrust and outright disruption in democratic processes, this volume broaches the most pressing technological changes and issues facing not just individual states, but democracy as a philosophy and institution"--

    Abstract: Dieses Open-Access-Buch blickt auf die Hintergründe der Politik der Freizügigkeit in Europa und diskutiert die Folgen. Die europäische Integration veränderte die Migrationsverhältnisse erheblich: Zwischen den EU-Mitgliedstaaten wurden unter dem Begriff der „Freizügigkeit“ Grenzübertritte sowie Arbeit und Niederlassung von Staatsangehörigen anderer Mitgliedsländer weitgehend erleichtert, Binnengrenzen verloren also an Bedeutung.Zugleich gewann die Frage des Umgangs mit einer gemeinsamen Außengrenze und der Migration von „Drittstaatsangehörigen“ an Gewicht.     Abstract: Der Zugang zu einem Asylverfahren in der EU ist ein umkämpftes soziales Gut. Die Studie zeichnet ein komplexes Bild von Ausschließungs- und Usurpationsstrategien im Feld der europäischen und speziell der italienischen und deutschen Asylverwaltung zwischen 2015 und 2018. (Supra-)nationale Verwaltungs- und Vollzugsorganisationen versuchen Flüchtende von dem Verwaltungsakt abzuhalten und entwickeln territoriale und administrative Exklusionsstrategien, um Fluchtmobilität und Asyl zu verwehren. Gleichzeitig erkämpfen Seenotrettungs- und Kirchenorganisationen den Zugang zum Asylverfahren, indem sie sich mit Flüchtenden solidarisieren und diesen eine Partizipation an öffentlichen Gütern und Rechten der Aufnahmegesellschaft ermöglichen. Für Flüchtende wird der formale Zugang zu und die temporäre Mitgliedschaft in einer Aufnahmegesellschaft in konfliktreichen und inter-organisationalen Entscheidungen ausgehandelt. Die formale Organisation wird zum Ort der Schließungskämpfe, indem sie als Schließungsakteur und zwischengesellschaftliches Schließungssystem formale Interaktionen zwischen Geflüchteten und Aufnahmegesellschaft ermöglicht oder verhindert. Die Synthese von schließungs- und organisationstheoretischen Perspektiven trägt dazu bei, dass gesellschaftliche Ordnungsbildung organisationssoziologisch erklärbar wird. Der Autor Max Oliver Schmidt ist wissenschaftlicher Mitarbeiter am Centre for Citizenship, Social Pluralism and Religious Diversity an der Universität Potsdam.

    Abstract: Populisten wie Donald Trump, Viktor Orbán oder Jair Bolsonaro verändern die Weltpolitik und stellen etablierte institutionelle Verfahrensweisen in Frage. Der Sammelband betrachtet die Regierungsführung populistischer Akteure und gibt einen Einblick in politische Strategien und Folgen des Handelns von Populisten an der Macht. Die leitende Fragestellung ist, wie es Populismus mit der Demokratie hält: Wirkt er sich ausschließlich negativ auf die Qualität einer Demokratie aus oder gibt es auch Anzeichen einer positiven Wirkung von Populismus im Sinne eines Korrektivs vermeintlicher Fehlentwicklungen? Wann hört populistisches Regieren auf und wann fängt autokratisches Regieren an? Die Substanz von Populismus zeigt sich letztlich an der Macht. Der vorliegende Sammelband verfolgt das Ziel, sich dieser Demokratiefrage empirisch zu nähern. Neben quantitativ-vergleichenden Beiträgen zu Auswirkungen auf die Demokratiequalität und zu anti-muslimischen Einstellungen werden populistische Mechanismen und Praktiken in Ländern wie Indien, den USA, Venezuela, Argentinien, Brasilien, Österreich, Spanien, Polen, Ungarn, Bulgarien, Rumänien sowie Österreich analysiert.     Abstract: The OECD and the Directorate-General for Environment, the European Commission department responsible for EU policy on the environment, joined forces to examine current and future water-related financing challenges faced by EU member states. These include investments needed to comply with EU regulation for water supply, wastewater collection and treatment, and flood protection. As part of the research, new data was produced on current levels of expenditure for water supply, sanitation and flood protection, as well as on projected needs. It supported a comparison across member states and substantiated tailored policy discussions in selected countries and at European level. This report captures the rationale for the research, the main quantitative outcomes and the policy issues and recommendations that derived from this two-year co-operation. Lessons from Europe outlined in this report can inspire similar research and policy discussions in other parts of the world.

    Abstract: How does protest become criminalised? Applying an anthropological perspective to political and legal conflicts, Carolijn Terwindt urges us to critically question the underlying interests and logic of prosecuting protesters. The book draws upon ethnographic research in Chile, Spain, and the United States to trace prosecutorial narratives in three protracted contentious episodes in liberal democracies. Terwindt examines the conflict between Chilean landowners and the indigenous Mapuche people, the Spanish state and the Basque independence movement, and the United States' criminalisation of 'eco-terrorists.' Exploring how patterns and mechanisms of prosecutorial narrative emerge through distinct political, social and democratic contexts, Terwindt shines a light on how prosecutorial narratives in each episode changed significantly over time. Challenging the law and justice system and warning against relying on criminal law to deal with socio-political conflicts, Terwindt's observations have implications for a wide range of actors and constituencies, including social movement activists, scholars, and prosecutors.

    Abstract: Die Effekte der Digitalisierung auf die Demokratie sind vielfältig. Die Einschätzungen der Debatte fächern sich von Gefahren für Demokratien bis hin zur basisdemokratischen Revolution auf, wobei die tatsächlichen und finalen Folgen derzeit kaum absehbar sind. Das Fazit beinhaltet daher die Antwort, dass wir uns noch in der Phase der Frühdigitalisierung befinden, in der lediglich Abschätzungen und eine Bestandsaufnahme möglich sind. Daher wird in dem vorliegenden Band insbesondere ein Gewicht auf die Theoriebildung gelegt, in der die Demokratietheorie einem Update unterzogen werden soll, um den Digitalen Wandel zu inkludieren. Zudem soll die Demokratietheorie dafür genutzt werden, um die stattfindende digitale Transformation zu erklären und zu verstehen.     Abstract: Für die moderne Nationalstaatlichkeit gilt so einfach wie scheinbar unveränderbar: Nationalstaaten haben Staatsgrenzen. In den letzten Jahrzehnten hat sich in der Europäischen Union allerdings ein Grenzregime herausgebildet, das den Fortbestand dieser exklusiven Verbindung grundsätzlich infrage stellt. Die doppelte Codierung der Grenzen steht im Zentrum dieser Entwicklung. Was bedeutet die doppelt codierte Grenze nun für den Nationalstaat und das Verständnis von nationaler Souveränität? Das Buch beantwortet diese Frage über die Untersuchung der Perspektive des Nationalstaates auf das europäische Grenzregime und integriert zentrale empirische Befunde in theoretische Analysen über die Dynamik zwischen Zentrum und Peripherie der Europäischen Union. Drawing on the example of the controversy about the EU constitution and the use of ‘EU constitution speak’ in commentaries published by Polish and French broadsheets, it reveals the transformation that constructions of political authority and association undergo when they are being transposed from the discourse field of multilateral negotiation to that of national news media. Through an original combination of the linguistic theory of discourse developed in Critical Discourse Analysis, Bourdieu’s field theory and notion of symbolic power, and political thought on polity-building, it develops a framework for the discourse study of legitimation and Europeanisation, which suggests itself for application beyond the case studies in the book.     Abstract: Der Fokus dieses Buches liegt auf der Rolle von Hauptstadtgestaltung und Architektur und deren Verhältnis zur politischen Ordnung, insbesondere der Demokratie.     Abstract: The Czech Republic, Poland, and Slovakia share similar experiences in the past, and a swift post-communist integration into the originally West European communities of democratic countries, as their “return to Europe.” Michal Vít explores how these three countries have been influenced by the new all-European environment for their independent national development. He introduces a research framework for the analysis of national identity focusing on parliamentary political parties represented at both the national and European levels. How did these parties cope with possible misfits of their understanding of national identity? How did these tensions interplay with their new transnational European political environment? Vít’s study finds that, after the accession of the Czech Republic, Poland, and Slovakia to the EU, there started a gradual decrease of identification of political parties with the European space. The extent of this estrangement was determined by these parties’ belonging or non-belonging to European political party families. The book provides a better understanding of current political developments in East-Central Europe and their consequences for these countries’ national and European politics.

Elections have long been seen as a way to foster democracy, development and security in Africa, with many hoping that the secret ballot would transform states. Adopting a new approach that focusses on the moral economy of elections, Nic Cheeseman, Gabrielle Lynch and Justin Willis show how elections are shaped by competing visions of what it means to be a good leader, bureaucrat or citizen. Using a mixed-methods study of elections in Ghana, Kenya and Uganda, they explore moral claims made by officials, politicians, civil society, international observers and voters themselves. This radical new lens reveals that elections are the site of intense moral contestation, which helps to explain why there is such vigourous participation in processes that often seem flawed. Demonstrating the impact of these debates on six decades of electoral practice, they explain why the behaviour of those involved so frequently transgresses national law and international norms, as well as the ways in which such transgressions are evaluated and critiqued – so that despite the purported significance of 'vote-buying', the candidates that spend the most do not always win.

    Abstract: Die mit 1990 gehegten Hoffnungen auf einen liberalen Frieden haben sich nicht erfüllt. Nicht nur, dass Krieg in Europa wieder zu einem Mittel der Außenpolitik geworden ist, scheint auch die Geopolitik wieder zurückgekehrt. Zudem sind die Konflikte im Nahen und Mittleren Osten nach wie vor ungelöst. Es fehlen Erfolg versprechende Strategien, dem Islamischen Staat zu begegnen oder den Krieg in Syrien zu befrieden. Auch stehen der bewaffnete Konflikt in der Ukraine, die eskalierenden militärischen Spannungen zwischen Russland und dem Westen sowie die Entfremdung zur Türkei für das Scheitern einer Strategie, Frieden in Europa durch Transformation nach westlichem Vorbild zu schaffen. Welche Sicherheitssysteme können angesichts dieser Situation greifen und sich als friedensfähig erweisen?     Abstract: Die vorliegende Studie untersucht, welche Rolle Massenmedien in der politischen Transformation im Irak nach 2003 gespielt haben.     Abstract: Die Studie bietet einen Überblick, ob in den rund 70 Ländern, die sich bisher zu dem Leitbild eines „offeneren Regierens“ bekannt haben, in den letzten zehn Jahren demokratische Fortschritte zu erkennen sind. Nach den Protagonisten dieses Ansatzes – wie OECD, Barack Obama und der Open Government Partnership (OGP) – soll eine größere Offenheit von Regierung und Verwaltung kein Selbstweck sein, sondern drei Ziele zu erreichen helfen: ein effektiveres Regieren, ein größeres Vertrauen der Regierten in die Regierenden und damit letztlich eine Stärkung der Demokratie.     Abstract: Europa befindet sich im dauerhaften Krisenmodus: Nationalismen, Brexit und scheinbar unüberbrückbare Differenzen in Fragen der Migration, der Reform der Eurozone und der Verbesserung seiner globalen Wettbewerbsfähigkeit gefährden den Zusammenhalt der Union. Gleichzeitig wächst der Druck von außen durch Russland und China, die Entwicklungen an der südlichen Peripherie und nicht zuletzt in den USA. Mit Trumps Wahl zerfällt nicht nur Deutschlands außenpolitisches Koordinatensystem, sondern die liberale internationale Ordnung wird insgesamt auf den Kopf gestellt. Vor diesem Hintergrund plädiert Stefan Fröhlich in diesem politischen Essay für eine Neubewertung der deutschen Rolle in Europa und der Welt: Deutschlands Außenpolitik ist besser als ihr Ruf.
