    Kurzfassung: "Seit etwa 150 Jahren gibt es die Religionsgemeinschaft Jehovas Zeugen in Europa. Ihr Weg in den einzelnen Ländern war auch davon abhängig, wie diese missionierende Gemeinschaft von der Mehrheit der Andersgläubigen, der Staatsmacht und den etablierten Kirchen behandelt wurde. Insofern ist die Geschichte von Jehovas Zeugen in Europa auch eine Geschichte über die gesellschaftliche Verfasstheit dieser Länder - deren Bereitschaft, religiöse Minderheiten zu akzeptieren und zu integrieren. Nicht nur in Diktaturen, sondern auch in manchen demokratischen Staaten erlebten Jehovas Zeugen Unterdrückung und Verfolgung, in anderen konnten sie sich relativ frei entfalten. Wie sich die unterschiedlichen Verhältnisse auf die Religionsgemeinschaft in der jeweiligen nationalen Gesellschaft auswirkten und welche Herausforderungen - zum Teil bis in die Gegenwart - Jehovas Zeugen zu bestehen hatten und noch haben, ist das Thema dieser auf drei Bände angelegten Studie."

Presenting various case studies, the volume unveils the intricate web of border dynamics and practices, including the nuanced interplay of border disputes within the Organization for Security and Cooperation in Europe (OSCE) member states. The contributions shed new light on how contested borders and liquid modes of governance have impacted the engagement of international organizations such as the European Union (EU), North Atlantic Treaty Organization (NATO), and OSCE in security crises and conflict prevention. Delving deeper, a special part dissects the ongoing Russia-Ukraine conflict and examines European and international responses. This oral testimony project, moving beyond, but contributing to, conventional academic research, provides these communities with a space to tackle multiple questions in their own languages and with their own voices. The book seeks to answer what drives their departures from their home countries, how they escape, what shapes their lives in receiving cities, and finally, how homeland affairs influence their lives in new environments. By addressing all these themes, this book presents refugee-centric knowledge by and with refugees as objects and subjects of their narratives and transcends neoliberal humanitarian, state-centric, and colonial hegemonic epistemes that limit refugees' epistemic capabilities and viewpoints. Veysi Dag is a research fellow of the Minerva Foundation at the Department of International Relations at the Hebrew University of Jerusalem. He is also a research associate at SOAS, University of London. His research interests focus on studies of migration and diaspora, governance, social movements and transnationalism, comparative politics with a focus on refugee and migration policies in Europe, peacebuilding and conflict transformation, and regional policy analysis with a focus on Middle Eastern politics and the Kurdish-Turkish conflict.

    Kurzfassung: This book is dedicated to the role of soft law in the enforcement of EU law vis-à-vis the Member States. Apart from the Treaty infringement procedure, there is an increasing number of procedures, mostly laid down in secondary law, by which the EU – often availing itself of soft law – aims at ensuring Member States’ compliance with EU law. These procedures are compared with each other, also with respect to their use of soft law, and their conformity with primary law is examined
    Kurzfassung: Diese Arbeit widmet sich der Rolle des soft law bei der Durchsetzung von Unionsrecht gegenüber den Mitgliedstaaten. Neben dem Vertragsverletzungsverfahren gibt es immer mehr, v.a. sekundärrechtlich geregelte Verfahren, mit denen die EU Rechtsdurchsetzung gegenüber den Mitgliedstaaten betreibt, oft auch mittels unverbindlicher Akte. Diese Verfahren werden, auch hinsichtlich der Verwendung von soft law, miteinander verglichen und auf ihre Primärrechtskonformität hin überprüft

    Kurzfassung: "Subjects and Sojourners explores how French colonial rule in Indochina extended Indochina's colonial society into France. Perhaps two hundred thousand Indochinese sojourned in France between conquest in the 1850s and decolonization a century later. They came from all parts of colonial society, from ruling monarchs to the most marginal laborers. In France, they studied, labored, fought, and lived in contexts that, although still within the empire, remained profoundly different from their places of origin. Their French sojourns were socially, culturally, and politically transformative. And when these sojourners returned to Indochina, virtually all parts of colonial society bore traces of their experiences abroad. Subjects and Sojourners shows, in short, that Indochina did not simply receive and refashion 'France' in the colony: they went and lived it for themselves"--
    Kurzfassung: During the era of French colonial rule in Indochina, as many as two hundred thousand Indochinese sojourned in France. Subjects and Sojourners is a vivid and comprehensive social, cultural, and political history of this diverse group, which ranged from ruling monarchs to the most marginal laborers. Drawing from a range of rich but underused archives, Charles Keith explores how French colonialism extended Indochina s colonial society into France, where Indochinese subjects studied, labored, fought, and lived in imperial spaces and contexts that were profoundly different from those they had left behind. Time in France transformed these sojourners, and when they returned to Indochina, they in turn transformed colonial society. Indochinese, in short, did not simply encounter France in the colony: they went and lived it for themselves

Anders ist dies in den benachbarten Gesellschaftswissenschaften, wo das gleichnamige Konzept der Erklärung insbesondere institutioneller Entwicklungsprozesse dient. Nico Schröter geht der Frage nach, ob und wie eine Rezeption dieses Konzepts auch für die Rechtswissenschaft erkenntnisversprechend ist. Dabei kann eine (informierte) Rezeption insbesondere dazu dienen, informelle Strukturbildungsprozesse im Recht besser zu verstehen. So bietet Pfadabhängigkeit eine plausible Erklärung für die relative Stabilität judikativer Entscheidungsstandards und rechtsdogmatischer Sätze sowie - in Ansätzen - auch dafür, inwieweit diese einem Wandel unterliegen. Die Rezeption des Pfadabhängigkeitskonzepts liefert daher eine Antwort auf bestehende Theoriedefizite bei der Erklärung rechtlicher Phänomene

    Kurzfassung: This brief maps the available data augmented by expert interviews on the impact of the Covid-19 measures on DV in eight European Member States during the first lock-down. The volume addresses an on-going situation, additionally complicated by renewed lockdown restrictions during autumn and early winter 2020. It assesses the assumptions of an imminent wave of domestic violence against reliable data from crime statistics, surveys, and various institutions responding to domestic violence. Collecting partner country reports from Austria, Finland, France, Germany, Hungary, Portugal, Scotland and Slovenia, it demonstrates the effects that lockdown measures starting March 2020 had on reported DV incidents. It considers the differences between each country with respect to policing, legal systems, social and cultural factors and highlights best practices to prevent conditions resulting from Covid-19 lockdown undermining victims’ security and frontline responders’ capacities to provide services and prevent domestic violence.

    Kurzfassung: This book examines similarities and differences in 31 European governments’ responses to the COVID-19 pandemic. The COVID-19 pandemic hit Europe in early 2020. It spread across the continent during the Spring while anxious electorates were treated to news reports about health systems under duress and frustrated attempts by public procurement officials to obtain adequate supplies of medical and protective equipment. Over the next 15–18 months considered by this book, national responses exhibited both similarities and profound variations as the different endeavours to regulate social interactions constituted a stress test for political systems across Europe.     Kurzfassung: This book explores the development of the gas industry within Latin Europe (France, Italy, Portugal, and Spain).     Kurzfassung: This book traces the development of U.S-led global nuclear non-proliferation diplomacy during the three decades since the Eisenhower’s “Atoms for Peace” in 1953. The U.S. non-proliferation efforts had diverse obstacles. It had to prevent nuclear states’ export of nuclear technology while dissuading non-nuclear states from developing nuclear weapons. In addition, building non-proliferation regime was not always its top foreign policy priority. To understand the complex process of non-proliferation, the book examines the relations among three different actors in the nuclear field: a global non-proliferation regime builder (U.S.), a potential nuclear proliferator (France) and a would-be nuclear state (Republic of Korea). In tracing how they developed nuclear strategies, conflicting and compromising with one another, the book pays special attention to how the transforming Cold War structure in the 1970s not only affected foreign policies of the involved countries but also complicated their relationship. The exploration ultimately highlights the multidimensional nature of international discussion on nuclear non-proliferation as the ROK’s nuclear development attempts, U.S. non-proliferation efforts, and the U.S.-France nuclear technology cooperation in the 1970s were all deeply connected. .

    Kurzfassung: This book deals with the economic impact of technological changes and the rise of passenger shipping on social relations on board and ashore in European shipping industries between c.1850 and 2000. The changes in motive power, communication techniques and positioning technologies and the rise of passenger shipping went together with the creation of new tasks and functions and the marginalization or disappearance of traditional jobs and skills. This book presents case-studies on changes in different maritime professions between the middle of the nineteenth century and the end of the twentieth century, covering the shipping industries of a variety of seafaring countries in Europe. The subjects include changes in maritime labour at large, changes in specific groups of deck, catering or engine room personnel, such as captains, cooks, catering personnel, engineers, or radio-operators. A number of chapters employ a prosopographical or micro-historical approach, while others apply a spatial perspective, analyze business records, materials from professional associations or distil information from large sets of quantitative data. This book will be of interest to academics and students of economic history, maritime and labour history. Karel Davids is Professor Emeritus of Economic and Social History at the Vrije Universiteit Amsterdam, the Netherlands. He has published and taught on economic and social history, maritime history, the history of technology and global history. Joost Schokkenbroek has been Executive Director of the Vancouver Maritime Museum since July 2017. Prior to this he was affiliated with The Kendall Whaling Museum in the USA (1988-1990) and Het Scheepvaartmuseum (The Dutch National Maritime Museum) in Amsterdam (1991-2017), where he worked as Chief Curator, in combination with a Professorship of Maritime History and Maritime Heritage at Vrije Universiteit in Amsterdam. .

    Kurzfassung: This book, a follow-up publication to the 2016 volume Foreign Fighters under International Law and Beyond, zooms in on the responses that the international community and individual States are implementing in response to (prospective and actual) returning foreign fighters (FFs) and their families, focusing on returnees from Syria and Iraq to European countries. As States and international organisations are still ‘learning by doing’, the role of the academic community is to help steer the process by bridging the divide between international standards and their implementation at the national level and between security concerns and human rights law. Furthermore, the academic community can and should assist in identifying ways forward that are both effective, sustainable and international law-compliant. Those are, ultimately, the goals that the present volume seeks to pursue. The observations, recommendations and warnings included in this book will be useful in future debates on (returning) FFs, both in the academic world and in the world of policy makers and practitioners, as well as to the public at large.     Kurzfassung: Das Buch beschäftigt sich mit dem Einfluss politischer Kulturen auf die Antiterrorpolitik in Frankreich, Belgien und Deutschland infolge islamistischer Terroranschläge im Zeitraum von 2015 bis 2017. Im Kern geht es um die Frage, weshalb sich in Frankreich außerordentliche Maßnahmen samt Ausrufen des Ausnahmezustandes initiieren und gegenüber den Menschen im Land legitimieren ließen, während politische Akteure in Belgien und Deutschland darauf verzichteten. Um die Frage zu beantworten, hat die Autorin Interviews mit politischen Entscheidungsträgern in den drei Ländern geführt sowie Exekutivdiskurse unterschiedlicher Genres ausgewertet: Beiträge im Parlament, Regierungserklärungen, öffentliche Ansprachen, Trauerbekundungen, Pressemitteilungen, Interviewbeiträge. Auf der Grundlage einer vergleichenden qualitativen Fallstudie verdeutlicht sie, dass sich politische Entscheidungsträger bei der Wahl und sprachlichen Legitimierung von Antiterrormaßnahmen nicht nur auf rein materielle oder rationalistische Abwägungen stützen (konnten), sondern ihnen kollektive Erinnerungen an Ausnahmezustände sowie unterschiedliche Verfassungskulturen eine Orientierungshilfe für angemessenes Verhalten gaben. Die Autorin Dr. Sophie Hegemann studierte innerhalb des deutsch-französischen Studiengangs Sozialwissenschaften (Universität Stuttgart)/Sciences Po (IEP Bordeaux). Während ihrer deutsch-französischen Promotion war sie wissenschaftliche Mitarbeiterin an der Universität Trier.

Across the chapters, contributors from different countries examine the data, press coverage, and provide professional observations on how policing, law enforcement, police powers and community relations were managed. They focus on how security and governmental actors often failed to align with the formal scripts that were specifically designed for crisis-management, resulting in the wavering application of professional discretion and coercive powers. Their different approaches were evident: in some regions police were less dominantly visible compared to other regions, where the police used a top-down visible and repressive stance vis-à-vis public alignment with COVID rules, including the imposition of lockdown and curfews. Some contributors draw on data from the COROPOL (Corona Policing) Monitor which collated data on crime, plural policing and public order in Europe and around the world during the early phases of the COVID crisis. Overall, this book seeks to provide comparative critical insights and commentary as well as a practical and operational understanding of security governance during the COVID-19 crisis and the lessons learned to improve future preparedness. Monica den Boer is Professor of Military Policing Operations at the Netherlands Defence Academy. Her primary research focus is on the evolution of military policing, as well as border policing, international policing, urban policing and the policing of organised crime and terrorism. She served as member of the Dutch national parliament from 2017 to 2020. Prior to this she worked in several academic and professional environments, including the Police Academy of the Netherlands and the VU University Amsterdam. Eric Bervoets is a police scientist and criminologist. He has been active as a researcher since 1997. After a master's degree in public administration at Rotterdam Erasmus University, the Netherlands, Bervoets obtained his PhD in 2006 with a dissertation on policing troubled neighbourhoods. In 2020, he was appointed Research Fellow at the Netherlands Defence Academy. Linda Hak obtained her BSc in Criminology at Erasmus University and a master’s degree in Legal Psychology at Maastricht University, the Netherlands. She served as a research intern at Bureau Bervoets and is employed as a detective assistant for the National Police of the Netherlands.

    Kurzfassung: This book discusses the emerging threats to European stability in different borderland regions, from the Greater Middle East to the Eastern Mediterranean, the Balkans and the Black Sea. It highlights the specific geopolitical risks that could, left unchecked, have global repercussions. The book shows how recent events have exasperated underlying problems that have been slowly destabilizing each of these regions for years. It also looks at the geopolitical constraints and objectives of the countries within these regions to build a basis for understanding their current and future security challenges. While doing so, the book discusses the European borderlands in a non-traditional way, proposing a specific framework to study them, going beyond historical analysis and employing a heuristic process and in-depth socio-economic analysis to understand regional power relations and trends. It develops the key concepts of "core borderland" and "geopolitical node" to understand the future challenges that Europe in particular and Eurasia, in general, will face, discussing specific features shaping current affairs and identifying the main drivers - countries and specific regional elements - for the future stability of the borderlands. This book will appeal to students and scholars of international relations, as well as policy-makers, practitioners, and international organizations interested in a better understanding of current and future challenges at Europe's borderlands and the security risks the European continent faces.

    Kurzfassung: Some manufacturing activities are among the most difficult human activities to make climate neutral and they are typically regionally concentrated. Across Europe these regions are often socioeconomically relatively weak. Yet these sectors provide relatively well-paid jobs in many of these regions. Some of these regions may also have more difficult access to infrastructure to provide the hydrogen, carbon capture and storage and zero-emission freight, which can be important to some of these activities. Industrial transitions to climate neutrality therefore have regional development implications. Since regions differ in their socio-economic conditions, understanding these regional development implications will help policy makers prepare a just transition. This publication identifies manufacturing activities that are particularly difficult to decarbonise and the transformations they require. It shows how these activities are distributed across European regions, focusing on employment at emission-intensive production locations. It identifies conditions for getting access to needed infrastructure and how access conditions differ across regions. It investigates the socio-economic vulnerabilities of affected regions, their manufacturing businesses and workers. In some regions, workers and firms may be particularly vulnerable, for example, because of low-skill jobs, type of employment contract or low productivity.

    Kurzfassung: "In the last 20 years, the related phenomena of honour-based violence and forced marriages have received increasing attention at the international and European level. Punitive responses towards this type of violence have been adopted, including ad hoc criminalisation and legislation containing direct references to the concepts of honour, culture and tradition. However, criminal law-based responses present several shortcomings and have often disregarded the specific needs that victims of such crimes might encounter. This book examines the possibility of using alternative programmes to address cases of honour-based violence and forced marriages. After reviewing previous existing literature, it presents new empirical data. Introducing a case-study from the United Kingdom, the book recalls the debate on Sharia Councils and the Muslim Arbitration Tribunal but examines instead other community-based, secular, programmes. By comparison, a study from Norway on the work of the National Mediation Agency and the so-called Cross-Cultural Transformative Mediation model is investigated as part of a larger multi-agency approach. Ultimately, in an attempt to reconcile pluralism and the rule of law, the book proposes effective ways to tackle honour crimes based on cooperation and individualisation of the proceedings, and capable of improving women's access to justice and reducing secondary victimisation. The book will be essential reading for researchers and academics in Law, Criminology, Sociology, and Anthropology and for policy-makers and practitioners working with honour-based violence cases"--
