    Abstract: Can informal actors such as NGOs mediate peace agreements? If so, how does it work and what are the consequences for international peace mediation? This book tackles these questions and more through looking at the role of nongovernmental (NGO) mediators in promoting “inclusive peace” to negotiating parties in Myanmar’s Nationwide Ceasefire Agreement (NCA) negotiations from 2011-2015. The author argues that NGO mediators, traditionally seen as part of civil society or as weak mediators with little power or leverage, have become established mediation actors alongside more formal actors and are redefining the mediation field through norm promotion. However, even if NGO mediators can promote norms, the book questions whether they should promote norms in the first place, as the NCA process shows how the promotion of inclusivity contributed to a more exclusive outcome of years of peace negotiations in Myanmar. The outcome of the NCA process presents a critical and cautionary tale of promoting a presumed universal norm into a given locale and expecting a certain outcome without understanding how an external norm interacts with existing normative frameworks. This is an open access book. Julia Palmiano Federer holds a PhD in Political Science from the University of Basel and a Master in International Affairs from The Graduate Institute of International and Development Studies in Geneva, Switzerland. Dr. Palmiano Federer is a Postdoctoral Fellow at the University of Ottawa and the Head of Research at the Ottawa Dialogue, an organisation that specializes in the resolution of armed conflicts around the world through Track Two diplomacy, a form of unofficial and informal dialogue between warring parties.     Abstract: Populism has lately experienced a meteoric rise to become one of the most widely used terms in academic and wider public discourses and a supposedly defining feature of both domestic and world politics. Situated at the intersection of International Relations (IR), Political Theory and Comparative Politics, this book makes a critical intervention into the burgeoning IR scholarship on populism and problematizes the often hyperbolic and sweeping usage of the term as a general descriptor for non-centrist politics of different persuasions. The book seeks to move into a different theoretical direction and broaden the empirical focus of existing IR research. Theoretically, it bridges the gap between theories of populism and IR by bringing the Laclauian, discursive approach and IR poststructuralism together in a theoretical framework. The proposed framework moves away from the search for the policy preferences and impact of populism, and instead conceptualizes foreign policy and world politics as potential sites for practicing populism, ranging from the articulation of societal grievances to the construction of populist identities such as ‘the people’. Empirically, the book takes IR scholarship beyond the predominant focus on the populist radical right and single-country and -region studies. Building on the discourse analysis of an original data set, it offers a comparative analysis of right-wing and left-wing populist discourses in different world regions as well as populist cross-border collaboration and identity construction.     Abstract: This edited book presents scientific results of the 1st ACIS International Symposium on Emotional Artificial Intelligence & Metaverse (EAIM) which was held on August 4-6, 2022, in Danang, Vietnam. The aim of this symposium was to bring together researchers and scientists, businessmen and entrepreneurs, teachers, engineers, computer users, and students to discuss the numerous fields of computer science and to share their experiences and exchange new ideas and information in a meaningful way. All aspects (theory, applications, and tools) of emotional artificial intelligence and metaverse, the practical challenges encountered along the way, and the solutions adopted to solve them are all explored here in the results of the articles featured in this book. The symposium organizers selected the best papers from those papers accepted for presentation at the symposium. The papers were chosen based on review scores submitted by members of the program committee and underwent further rigorous rounds of review. From this second round of review, 15 of the symposium’s most promising papers are then published in this Springer (SCI) book and not the symposium proceedings. We impatiently await the important contributions that we know these authors will bring to the field of emotional artificial intelligence and metaverse.

By critiquing the role of common top-down and bottom-up interventions, namely truth recovery and international criminal justice, the book argues that transitional justice acts as an extension of a deeply flawed peacebuilding process that has been so destructive in Palestine and has a deflating effect when it comes to advancing calls for meaningful decolonisation. A ‘radicalisation’ of transitional justice that takes place in settler-colonial contexts, one that prioritises conversations around meaningful decolonisation, is therefore required.     Abstract: This book addresses the multiple dimensions of the limited reach, or breakdown, of central authority in border regions of Arab states, and their implications for state sovereignty and modes of governance. These include the emergence of illicit networks of exchange, the rise of new nonstate actors in border regions, including paramilitary or jihadi groups, and the transformation of border areas into areas of regional conflict. Collectively, the essays in this volume address such processes, which have been observable in conflict-stricken countries such as Syria, Iraq, and Yemen, and in fragile political or economic contexts, like the ones in Lebanon, Tunisia, and Algeria, as well as in relatively stable Emirates such as Kuwait. The contributions also shed light on how border peripheries in the Arab world have impacted the center of political and economic power in their states. Maha Yahya is Director of the Malcolm H. Kerr Carnegie Middle East Center, Beirut, Lebanon, where her work focuses broadly on political violence and identity politics, pluralism, development and social justice, the challenges of citizenship, and the political and socio-economic implications of the migration/refugee crisis.

    Abstract: This book provides a pre-history of Russia's war on Ukraine and Europe’s relations to it, illuminating the deep roots of the EU’s neighbourhood crisis as well as the migration crises it created in the last decade. To do so, the book employs a new and innovative framework that allows for a comprehensive, yet nuanced analysis of borders and a more cogent interpretation of their socio-political consequences. Drawing on interdisciplinary scholarship the book analytically examines the key common elements of borderscapes and links them in related arrays to allow for nuanced evaluation of both their particular and cumulative effects, as well as interpretation of their overall consequences, particularly for issues of identities and orders. The book offers a significant conceptual and theoretical advance, providing a transferable conceptualization of borderscape to guide research, analysis, and interpretation. Drawing on the author’s experience in policy, practice and academia, it also makes a methodological contribution by pushing the boundaries of reflexivity in interpretive International Relations (IR) research. Analyzing three main sites in Central and Eastern Europe (CEE), the book challenges conventional critical wisdom on EU bordering in the Schengen zone, at its external frontiers, and in its Eastern neighborhood. In so doing, it sheds new light on the post-communist transitions as well as the contemporary politics of CEE.     Abstract: This book analyses how China has engaged in global IP governance and the implications of its engagement for global distributive justice. It investigates five cases on China’s IP engagement in geographical indications, the disclosure obligation, IP and standardisation, and its bilateral and multilateral IP engagement. It takes a regulation-oriented approach to examine substate and non-state actors involved in China’s global IP engagement, identifies principles that have guided or constrained its engagement, and discusses strategies actors have used in managing the principles. Its focus on engagement directs attention to processes instead of outcomes, which enables a more nuanced understanding of the role that China plays in global IP governance than the dichotomic categorisation of China either as a global IP rule-taker or rule-maker. This book identifies two groups of strategies that China has used in its global IP engagement: forum and agenda-related strategies and principle-related strategies. The first group concerns questions of where and how China has advanced its IP agenda, including multi-forum engagement, dissembling, and more cohesive responsive engagement. The second group consists of strategies to achieve a certain principle or manage contesting principles, including modelling and balancing. It shows that China’s deployment of engagement strategies makes its IP system similar to those of the EU and the US. Its balancing strategy has led to constructed inconsistency of its IP positions across forums. This book argues that China still has some way to go to influence global IP agenda-setting in a way matching its status as the second largest economy.     Abstract: The book develops a novel framework for the analysis of global crises. It differentiates crises on three dimensions: permanent, recurring and ephemeral crises. This conceptualization allows us to analyze global crises not only in their immediate environment, but makes it possible to understand them in the broader context of social instability. The approach revolves around the terminology of discursive dislocation which provides fundamental insights into diverse forms of social instability. A multidimensional conceptualization of dislocation is advanced which informs the differentiation of global crises. Furthermore, a methodological toolkit is developed and tailored to the theoretical framework, which makes it possible to utilize the book both theoretically and methodologically for the analysis of manifold forms of global crises. The book also provides a comprehensive analysis of the Covid-19 pandemic in the United States under Donald Trump. Making use of the aforementioned methodology, it presents a hands-on illustration of how the multidimensional framework can be utilized for practical analyses. The analysis reveals how the construction of the Covid-19 pandemic is embedded in the historically ingrained self-portrayal of the United States, and how crisis responses are invoked to serve particular socio-political purposes in retaining an established vision of the United States. By measuring the impact of local decisions on broader society, social welfare functions enable “socialized” decisions and thereby produce an emergent property that “global” balance and welfare emerge from “local” welfare-maximizing behaviors. Social welfare functions are originally used in economics to quantify income welfare, jointly considering average and inequality to arrive at better measures of welfare than average alone. Wishing the readers to find opportunities for their problems of interest, this book introduces research results of social welfare functions applied in five different engineering applications, defining welfare metrics pertaining to the characteristics of the application. The “energy welfare” in wireless sensor network measures richness of distributed sensors in energy. The “preparedness welfare” in emergency medical services quantifies the preparedness level of an entire service area by aggregating preparedness levels of individual zones.     Abstract: This book presents scientific results of the 23rd ACIS International Summer Virtual Conference on Software Engineering, Artificial Intelligence, Networking and Parallel/Distributed Computing (SNPD2022-Summer) which was held on July 4-6, 2022, at Kyoto City, Japan. The aim of this conference was to bring together researchers and scientists, businessmen and entrepreneurs, teachers, engineers, computer users, and students to discuss the numerous fields of computer science and to share their experiences and exchange new ideas and information in a meaningful way.     Abstract: This book is about methodological aspects of uncertainty propagation in data processing. Uncertainty propagation is an important problem: while computer algorithms efficiently process data related to many aspects of their lives, most of these algorithms implicitly assume that the numbers they process are exact. In reality, these numbers come from measurements, and measurements are never 100% exact. Because of this, it makes no sense to translate 61 kg into pounds and get the result—as computers do—with 13 digit accuracy. In many cases—e.g., in celestial mechanics—the state of a system can be described by a few numbers: the values of the corresponding physical quantities. In such cases, for each of these quantities, we know (at least) the upper bound on the measurement error. This bound is either provided by the manufacturer of the measuring instrument—or is estimated by the user who calibrates this instrument. However, in many other cases, the description of the system is more complex than a few numbers: we need a function to describe a physical field (e.g., electromagnetic field); we need a vector in Hilbert space to describe a quantum state; we need a pseudo-Riemannian space to describe the physical space-time, etc. To describe and process uncertainty in all such cases, this book proposes a general methodology—a methodology that includes intervals as a particular case. The book is recommended to students and researchers interested in challenging aspects of uncertainty analysis and to practitioners who need to handle uncertainty in such unusual situations.

In Statecraft and the Political Economy of Capitalism political economists Scott G. Nelson and Joel T. Shelton examine several key social and political dynamics of advanced capitalism for insights into the fate of equality, community and solidarity. In chapters addressing divergent problems and spanning several centuries, statecraft is presented as a conceptual lens through which the art and practice of public action is continually rearticulated in response to the shifting economic, social and political conditions of a given epoch. In its empirical parts, it focuses on archives drawn from the Finnish Ministry of Foreign Affairs and the Ministry of Education in order to explain Finland’s cultural diplomacy as the result of the country’s foreign policy orientations, interactions between domestic and foreign policy, and the expansion of state activities in the artistic, educational, and cultural sectors. Various reflections and reports on foreign cultural relations highlight the role of identity concerns, cultural relations, geopolitics and economic imperatives in the development of a specifically Finnish cultural diplomacy. Furthermore, the book focuses on specific aspects and events, considering for instance the organization and evolutions of Finland’s cultural relations with the USSR, the role of cultural treaties, academic exchanges and scientific cooperation, “cultural exports” and the marketization of culture, overlaps between cultural relations and high politics.     Abstract: This book advances North Atlantic Treaty Organization (henceforth, NATO) burden analysis through a decomposition of the political, financial, social, and defense burdens members take on for the institution. The overemphasis of committing a minimum of 2% of member state Gross Domestic Product (GDP) to defense spending, as a proxy indicator of alliance commitment does not properly reflect how commitments reduce risks should Article V be invoked through attack (i.e., 2% is a political & symbolic target adopted by Defense Ministers in 2006 at Riga). Considering defense burdens multi-dimensionally explains why some members overcontribute, as well as, why burden sharing negotiations cause friction among 30 diverse members with differing threats and risks. In creating a comprehensive institutional burden management model and focusing on risks to members, the book explores the weaknesses of major theories on the study and division of collective burdens and institutional assets. It argues that member risks and threats are essential to understanding how burdens are distributed across a set of overlapping institutions within NATO’s structure providing its central goods. The importance of the USA, as a defense underwriter for some, affects negotiations despite its absence from research empirically; new data permit testing the argument (Kavanaugh 2014). This book contributes conceptual innovation and theoretical analysis to advance student, researcher, and policymaker understanding of burden management, strategic bargaining, and defense cooperation. The contribution is a generalizable risk management model of IO burden sharing using NATO as the case for scientific study due to its prominence. Anessa L. Kimball is Director of the Center for International Security at the École supérieur D’études Internationales and Professor in the Department of Political Science at Université Laval, Québec City. Professor Kimball is also the Co-Director of Security for the Canadian Defence and Security Network, a SSHRC partnership network.

    Abstract: The book presents a unique study on the Artificial Intelligence (AI) readiness of public administrations focusing on the Maltese public administration as a case study. This was conducted following the launch of the Malta AI National Strategy in 2019. Since the Maltese public administration is the driving force behind the integration of AI solutions nationwide, the research is deemed necessary to understand whether the public workforce itself is ready to face the oncoming AI revolution. The researchers applied a mixed-methods approach to gain insight and a broader perspective of the status quo concerning AI adoption. Important considerations that stem from this study include the need for increased AI knowledge among public administrators since the majority of respondents reported a lack of awareness of AI technologies and their deployment. Understanding AI-related advantages must be accompanied by a robust instructional effort at all levels of education. It was unanimously agreed that the early inclusion of AI-related courses in the Maltese educational system will aid in developing a future AI-savvy workforce. Furthermore, upskilling and reskilling the public officers will facilitate knowledgeable human capital and proficiencies required to effectively integrate AI solutions within society. The study concludes by recommending several critical reforms within governments that will improve the AI-readiness factor of any Public Administration.

    Abstract: In this book, the author attempts to debunk some myths about Western exceptionalism and to evaluate critically the characteristics that make the West superior to the Rest.     Abstract: We are starting to enter a post-COVID-19 life. While this pandemic has made everyone’s life challenging, it also expedited the transition of our everyday lives into a new form, often called “The New Normal.” Although many people often use the terminology, perhaps we still do not have consensus about what it is and what it should be like. However, one thing that is clear namely that robotics and artificial intelligence technologies are playing a critical role in this transition phase of our everyday lives. We saw the emergence of last-mile delivery robots on the street, AI-embedded service robots in restaurants, uninhabited shops, non-face-to-face medical services, conferences and talks in metaverses, and AI-based online education programs. This book is an edition that aims at serving researchers and practitioners in related fields with a timely dissemination of the recent progress in the areas of robotics and artificial intelligence. This book is based on a collection of papers presented at the 10th International Conference on Robot Intelligence Technology and Applications (RiTA), held at Griffith University in the Gold Coast, Queensland, Australia.     Abstract: Will China–U.S. relations come back to the normal track? Does the confrontational approach work for China–US relations? This book argues that it is an unrealistic hope to bring China–US relations back to the so-called normal track because the great power competition will be a new normal of China–US relations and the USA will gain more from strategic competition than cooperation in the long run. This book shows that the strategy of “great power cooperation through competition” is more positive and constructive than the approaches of “peaceful coexist” and “maximum pressure.” This book does not intend to provide policy recommendations for governments to consider, but mainly to explain why the great power competition is inevitable and why it is necessary to continuously work with China in some areas through strategic competition. This book alarms the importance of understanding the nature of the Chinese Communist Party during the great power competition and aims to motivate both sides to revisit their foreign policy practice and come up with a better foreign policy strategy of handling China–US relations. Jinghao Zhou is Associate Professor of Asian Studies at Hobart and William Smith Colleges in New York, USA. His research focuses on Chinese ideology, politics, religions, and US–China relations.
