Kurzfassung: The challenge to manage the allocation of water efficiently and equably will become a dominant theme of the new millennium. At a time when the cost of obtaining fresh water is rising throughout the globe, Terence Lee analyses the means for establishing and operating effective water markets. He proposes the application of economic instruments and the transfer of water management administration to the private sector as a means to guarantee acceptable water quality in the future in both developed and developing countries. This treatment of water as an economic commodity implies a change in the traditional role of governments in water management. The themes explored in this book will be of interest to environmental and resource economists as well as practitioners and policymakers

Kurzfassung: This important book highlights the conflicts between economic growth and the conservation of nature in the context of sustainable development. It places particular emphasis on biological diversity and examines possible policies for resolving conflicts which arise from the contrasting goals of conserving the natural environment and economic growth. The book opens with an overview of the challenges of economics, nature conservation and sustainable development and goes on to discuss general principles and broad policies. Case studies from China and north-east India help illustrate important economic and social principles involved in nature conservation. General issues examined include: * the value of environmental and resource economics in planning sustainable development * the importance of biodiversity conservation for sustainable development and for the stability and sustainability of ecological systems * the impact of economic globalization and market systems on the conservation of nature * priorities for the financial support of protected areas * the extent to which ecotourism can be harnessed to reconcile economic utilisation of an area with nature conservation * the costs and benefits of conservation * financing the management of nature reserves This book will be essential reading for economists interested in the environment, ecology and development

Kurzfassung: The last two decades have seen a reshaping of the international economy together with a radical weakening in the conditions of the working class. New productive techniques and methods in the organization of labour have been implemented on a world-wide scale partly as a consequence of the financialization of capital. The geographical diffusion of market relations has continued and with it the dominance of capital in all realms of social reproduction. In charting this change, the book offers an alternative view of contemporary capitalism. It has been suggested that we are entering a new phase where the 'globalization' of economic activities is fully achieved, where 'post-Fordist' regulation has overcome the crisis of Keynesian capitalism, and where the dominant tendency is towards the 'end of work'. In contrast to this view, the authors of this book argue that current internationalization is not a structure, but a contradictory process and that new patterns in the division of labour while successful in increasing the pressure over workers have not been able to supersede Fordism entirely. They conclude that the slow growth of the economies, caused by neoliberal economic policies, is a crucial factor in explaining unemployment and the fragmentation of labour

Kurzfassung: Nicholas Georgescu-Roegen was described by Paul Samuelson as 'an economist's economist'. This book honors him by discussing his theories on a wide range of issues but particularly on environmental and energy economics. It is a dynamic tribute which extends his work to address the problems the human race will face in the 21st century. The book shows how Georgescu-Roegen constructed nothing less than an almost complete theoretical alternative to neoclassical economics. Although best-known for his later work as an environmentalist and his work on energy and material transformation, Georgescu-Roegen also made seminal contributions to the economic theory of utility and production and is considered to be one of the founders of modern mathematical economics. In this book an internationally acclaimed group of contributors including Joan Martinez-Alier, William H. Miernyk, Herman Daly and Cutler Cleveland present discussions on environmental and energy economics as well as mathematical economics, economic development and peasant economies, and bioeconomics. This book serves as an excellent all-inclusive introduction to the work of one of the great economists of the 20th century. This celebration of the contributions made by Georgescu-Roegen will be of interest to environmental and natural resource economists, as well as social and economic theorists. With a dedication by Wassily Leontief and a foreword by Paul Samuelson

Kurzfassung: This original book presents a new basis for environmental policymaking: environmental networks. This framework graphically simplifies the analysis of environmental problems and emphasizes the spatial nature of economic activity and pollution dispersion. The book first discusses the foundations of environmental economics before going on to apply the environmental network approach to different firm structures. The authors then extend the analysis to incorporate multiple products and pollutants, the presence of transaction costs, the availability of investment in production technologies, and the issue of noncompliance versus compliance. They also apply the network approach to pollution caused by transportation and assess the success of permits in limiting this. The authors then formulate integrated models, analyzing the use of permits and taxes in firms, producers, and consumers, as well as transportation and trade routes. This book will be of interest to students, researchers, practitioners, and policymakers in environmental and transport economics

Kurzfassung: Global Environmental Change and Agriculture offers a comprehensive perspective on the causes, consequences and possible policy solutions for climatic change as we move into the twenty-first century. It assesses the impact of potential future global climate change on agriculture and the need to sustain agricultural growth for economic development. The book begins by examining the role of international research institutions in overcoming environmental constraints on sustainable agricultural growth and economic development. The authors then discuss how agricultural research systems may be restructured to respond to global environmental problems such as climate change and loss of genetic diversity. The discussion then extends to consider environmental accounting and indexing, to illustrate how environmental quality can be included formally in measures of national income, social welfare and sustainability. The third part of the book focuses on the effects of and policy responses to climate change. Chapters examine the effect of climate change on production, trade, land use patterns and livelihoods. They consider impacts on the distribution of income between developed and developing countries and between different social classes within the developing world, where agriculture remains a major economic activity. Authors take on an economy-wide perspective to draw lessons for agricultural, trade, land use and tax policy. This book will be of special interest to agricultural, development and environmental economists as well as policy analysts in government and at international agencies confronting practical problems of environmental and economic assessment

Kurzfassung: Government policies to reduce environmental pollution and global warming are often criticized as damaging to the economy, particularly by reducing international competitiveness. This book addresses the issue by examining many of the policies concerned, and their effects on competitiveness. It demonstrates that well-designed, market-oriented environmental policies may be expected to improve both domestic and international competitiveness. The authors dismiss the fear that environmental policies will damage competitiveness by approaching the issue from four different perspectives: the economic analysis of competitiveness; a geo-economic approach to trade and foreign investment between Europe, NAFTA and Southeast Asia; studies of the effects of environmental policies on competitiveness; and the formal modelling of carbon taxation, international competitiveness and carbon leakage. The book also includes results from a global econometric model on the potential for carbon leakage, a detailed case study of German national policies, an examination of life cycle analysis and competitiveness, and an empirical study of green product development. This book will be of great interest to academics working in the field of environmental economics and researchers involved in environmental policy

Kurzfassung: Does free trade contribute to the deterioration of the environment? This important book offers a fresh look at the trade-environment debate from a political-economic perspective. It provides an extensive analysis of the environmental consequences of free trade, and examines how trade affects environmental regulation in this age of regional and global economic integration. The book begins by providing a useful review of the literature on the environment-trade link and the effects of trade on environmental regulation. It is demonstrated that environmental regulation may affect trade and investment patterns, and as a consequence the competitiveness of a country or region. Using the North American Free Trade Agreement as a case study, the author examines the political influence of environmentalists and industry sub-groups on pollution standards in the United States. Rolf Bommer also discusses the European experience, and reveals that the European Union may affect pollution regulation considerably and increase the chance of higher environmental standards. He concludes that free trade offers the opportunity to introduce tighter pollution regulation due to the political influence of interest groups on environmental policy making. Economic Integration and the Environment will be welcomed by environmental economists, those interested in international economics as well as policymakers and practitioners

Kurzfassung: This important new book presents the theoretical, econometric and applied foundations of the economics of innovation as well as offering a new approach to the measurement of technical change. The author, a leading expert in innovation economics and management, critically reviews current schools of thought and presents his own contribution to measurement techniques. Measurements of technical change have focused on the characteristics of price and quantity whilst useful theories and reliable indicators of the quality of innovation in new products have been sorely lacking. The author examines the theoretical foundations of the measurement of technical change and extends the analysis to consider the econometric and empirical perspective in the process of innovation. He outlines the key contributions to innovation research by reviewing the English-language literature and providing a very useful guide to the most important contributions in other languages. In the measurement of the quality of innovation, the techniques used in the author's contribution to new 'technometrics' are presented and explained in detail and are applied to the most important topical problems in innovation and management. This significant addition to the literature will be invaluable to graduates, scholars and managers working in the area of technical change, technology and innovation management

Kurzfassung: The transfer study, a technique used in cost-benefit analysis, is an increasingly important tool used by government agencies to assess environmental regulatory policy. This innovative book develops protocols for using the transfer method to approach environmental problems and introduces several significant conceptual and methodological advances that refine the transfer process. The transfer approach to quantitative policy analysis adapts information and data from existing studies and so provides an economical way to assess potential benefits and costs for projects. The book presents a detailed framework for examining the transfer of information, outlines the basic steps of the method, and discusses solutions to frequently encountered problems. It then illustrates the method with an extensive case study of environmental externalities from electricity generation. This case study provides the opportunity to discuss salient aspects of the transfer method in more detail, including conceptual principles, the quality of original studies, empirical difficulties and estimation techniques. It also demonstrates the use of state-of-the-art techniques such as meta analysis to synthesise and transfer information from multiple studies and assesses the reliability of the transfer estimates with repeated computer simulations, a technique known as Monte Carlo analysis. Environmental Policy Analysis with Limited Information will appeal to environmental policy analysts and managers as well as environmental economists

Kurzfassung: This book brings together some of the most important recent developments in the various aspects of environmental economics as well as providing an introduction to its theory and practice. Environmental valuation techniques, including exciting new approaches such as production function techniques, are outlined and applied to developed and developing countries, and to countries in transition from centrally planned to market based systems. The effectiveness of regulatory and market based policy instruments, including environmental taxation and tradeable permits, is analysed and applied to environmental problems such as the reduction of greenhouse gas emissions from transport and the conservation of biological diversity

Kurzfassung: The Economics of Environment and Development is a carefully edited selection of Edward Barbier's most influential papers on the role of environmental economics in economic development. This book begins with a brief overview and summary of the papers, placing each in its original context and in relation to the development of Barbier's ideas. The first section deals with the concept of sustainable development, in particular its practical implications for economic policy in developing countries, as well as the long run conditions under which an economy might trade-off environment and growth to achieve its development aims. The second section is concerned mainly with land degradation and tropical deforestation. Using case studies from Africa, Central America and Southeast Asia, the underlying causes of these problems are examined and innovative policies are prescribed to reverse environmental degradation in these areas. The third part of the book is dedicated to the economics of wetlands, wildlands and biodiversity conservation, and discusses the optimal use and management of a region's remaining wild or natural habitat areas. The final section of the book deals with trade and the environment and focuses on the linkages between sustainable resource management and the trade in ivory, timber and forest products, and the role of trade interventions as a means of encouraging a developing country to conserve more of a biological resource. This authoritative volume will be of great interest to academics, policymakers and students of environmental, ecological and development economics

Kurzfassung: Economy and Ecosystems in Change addresses ecological problems from an economic perspective, and provides policy suggestions for resource management and environmental sustainability based on integrated, multidisciplinary information, methods and applications. The book begins by introducing the different approaches and applications within ecological economics and clarifying new elements and fundamental principles. This initial discussion includes a comparison between ecological and environmental economics and the evaluation and function of ecosystems. The authors then examine the macroeconomy-ecosystem relationship with reference to national and global processes, focusing specifically on employment versus sustainability, trade, industrial transformation and rural development. In the third part there is an evaluation of whether ecosystems and economics can be treated independently; it is argued that the integration of these fields provides more complete insights and information for addressing the complex relationships between human activities and natural processes. Finally, the authors consider the institutional environment and policies affecting public ecosystems subject to economic uses. Using case study evidence, they conclude that public policy often supports an unsustainable use of resources. To counter this the authors propose policy and management options based on natural resource accounts, practical policy objectives and the precautionary principle. Economy and Ecosystems in Change will be of interest to ecological, environmental and resource economists and policymakers

Kurzfassung: At the end of the 20th century economists and policymakers face an unprecedented dual challenge: to avert ecological disaster and to end mass unemployment by accelerating and redirecting world economic growth. This major volume brings together contributions from environmental and technological economists. The first part discusses the ecological challenge to economists and policymakers and shows that both need a radical change in their approach. The second part discusses the institutional and legal changes which are necessary to address this challenge. The final part deals with the technological revolution, focusing on microelectronics and biotechnology, which is now transforming the world economy, and sets it in the context of long term fluctuations in economic growth and the relative stagnation since 1973. The protection of the environment, and economic growth with full employment are not necessarily opposed. On the contrary, as this volume demonstrates, what is required to return to full employment and more rapid growth is vigorous and concerted government action to give an 'eco-friendly' direction to technological and economic change

Kurzfassung: Economics of Ecological Resources presents new or recently published work on ecological economies, sustainability, poverty, resource degradation and decision-making under uncertainty. The book explores the allocation of resources in jointly determined ecological-economic systems. An introductory chapter examines the work of other major contributors to the field of ecological economics and introduces Professor Perrings's work and the material in this volume. The first of three parts is concerned with the dynamics of joint systems and with the implications for the control and conservation of ecological resources. The second part focuses on the conditioning effect of the economic environment on private decisions in low income resource-dependent economies. The final part considers the way that decision makers handle the uncertainty that is an integral feature of the evolution of the ecological-economic system. Economics of Ecological Resources will be of interest to academics, researchers and students of ecological and environmental economics

Kurzfassung: This book offers original economic analyses on the economy-environment relationship in Eastern and Central Europe. Drawing on the Hungarian experience, it provides empirical evidence on the reform of environmental policy which can be applicable to similar problems in other transition economies. The macroeconomic shocks of the transition process in Central and Eastern Europe have been exceptional in both their intensity and speed. The implications of this adjustment process are examined in relation to their effects on environmental policy, with special emphasis on the rethinking of standard environmental policy recommendations for transition economies. The authors focus on a variety of issues including the environmental concerns raised by the privatization process and to what extent the less rigorous environmental regulations in Hungary attract foreign direct investment. There is also a critical overview of the existing literature and an examination of the costs of reducing air pollution and the use of the contingent valuation method to measure the economic benefits of improving air quality in Hungary. In addition the authors assess the effects of industrial restructuring on emissions and analyse incentive-based policy measures including prospects for emission trading. Their conclusions challenge the common perception that energy pricing policy is the most important policy measure to induce structural changes in transition economies that are beneficial to the environment. Economics for Environmental Policy in Transition Economies will be of interest to policymakers, academics and postgraduates working in the fields of transition economics, environmental economics and environmental valuation

Kurzfassung: Frontiers in Ecological Economics presents some of Robert Costanza's most important work on understanding ecological and economic systems. A signal contribution of Costanza's work is that he transcends disciplinary boundaries by collaborating closely with other specialists and thereby constructs an integrated analysis of the interaction between humans and the rest of the natural world. The book is divided into four parts; part one discusses the creation of an ecological economics, the second part considers material and energy flows in ecological and economic systems, part three surveys dynamic ecological and economic systems modelling and analysis and the final part explores the role of institutions and incentives in environmental protection. Main themes and issues include: environmental sustainability, managing environmental systems, energy and economic valuation in environmental systems and a concern for both the necessity and limitations of modelling ecological economic systems. The book improves access to Robert Costanza's work which has made a fundamental contribution to the development of ecological economics

Kurzfassung: Economics is full of puzzles and paradoxes that often frustrate and challenge everyone, including economists. This engaging book includes fifty puzzles and focuses on three types of paradox. First, everyday observations that appear to belie common sense (such as, why do some supermarket items sell for more per ounce in larger sizes?). Secondly, those paradoxes which have perplexed economists in the past but have since been fairly resolved (such as, the diamond-water paradox). Finally, empirical or conceptual anomalies that remain unresolved and present a challenge to today's economists (such as the voting paradox). Fifty puzzles and paradoxes are analysed in a clear framework. Examples include: the fairness of market wages, the alleged gold absurdity, Giffin goods and the Irish potato famine, the paradox of thrift, the supposed perversity of Wall Street, the leisure paradox, why the best Washington apples are shipped out of state (the Alchian-Allen theorem), the question of whether teachers are underpaid, whether studying economics makes people immoral and whether war is good for the economy. This original and unusual book will have a wide appeal, ranging from the lay person with an interest in everyday economic puzzles, to the student and teacher wishing to develop their understanding of some of the paradoxes that have existed and continue to exist in economics. It will serve as an ideal source for teachers who want to challenge their students with unusual economic problems

Kurzfassung: Mark Blaug has with good reason been described as the most widely read economist of his generation. He has made important contributions to economic history, cultural economics, the history of economic thought, the methodology of economics and the economics of education. Not Only an Economist reflects the wide range of Professor Blaug's interests and includes new and recent work on Adam Smith, Hayek and Keynes and studies in methodology, as well as new contributions to the economics of education. These are supplemented by essays arguing the economic case for subsidies to the arts. The book concludes with a selection from the one hundred book reviews that he has written over the years

Kurzfassung: Contingent Valuation and Endangered Species provides a comprehensive and rigorous examination of the contingent valuation method as applied to the profound social problem of biodiversity conservation. The contingent valuation method allows the explicit identification and valuation of the non-use values of species in a way which has not been possible before. This new book offers a rigorous state-of-the-art evaluation of the theoretical and statistical issues central to the contingent valuation method as well as a hands-on account of the design, implementation and analysis of contingent valuation surveys of the benefits of species conservation. Contingent Valuation and Endangered Species includes a comprehensive account of efforts at endangered species protection in Australia and New Zealand as well as current developments in the United States. This comprehensive appraisal of the problems and economics of biodiversity conservation will be welcomed by researchers and practitioners as an explicit hands-on application of the contingent valuation method

Kurzfassung: Which level of government is most appropriate for environmental policy making in a confederal or federal system? How does the level of government at which policy is made and implemented affect the choice of policy instruments? This important new volume addresses these problems by comparing environmental policies and practices in the European Union and the United States. In Environmental Policy with Political and Economic Integration, a distinguished group of authors discusses how environmental policy in a federal or confederal system may differ both in theory and practice from that found in a unitary government system. After examining the framework for environmental policy in the EU and US, the authors present papers on their federal institutions, the economic forces affecting environmental governance, the choice of policy instruments, linkages between trade and environmental policy and environmental regulations within international trade negotiations. The final part brings together a series of case studies which sheds new light on the research questions formulated earlier in the book. Issues discussed include the regulation of agricultural pollution, global warming, ozone pollution and environmental security. In addition to its detailed discussion of environmental policy in the EU and the US, Environmental Policy with Political and Economic Integration will be essential reading for both scholars and policymakers concerned with designing and implementing regulations to protect the environment
