    Abstract: L'investissement direct étranger (IDE) fait partie intégrante d'un système économique international ouvert et efficace et constitue l'un des principaux catalyseurs du développement. Les avantages qu’il procure ne se manifestent cependant pas de manière automatique et se répartissent inégalement entre les pays, les secteurs et les collectivités locales. Les politiques nationales et le cadre international de l'investissement jouent un rôle déterminant pour attirer des IDE vers un plus grand nombre de pays en développement. C'est aux pays d'accueil qu'il incombe de mettre en place des conditions générales, transparentes et favorables à l'investissement et de renforcer les capacités humaines et institutionnelles nécessaires pour les exploiter. La plupart des flux d'IDE prenant leur origine dans les pays de l'OCDE, les pays développés peuvent contribuer à la réalisation de ce programme. Ils peuvent faciliter l'accès des pays en développement à la technologie et aux marchés internationaux, et assurer plus généralement la cohérence de leurs actions en faveur du développement ; ils peuvent encourager des pays non membres de l'OCDE à intégrer plus étroitement les cadres internationaux fondés sur des règles qui sont applicables à l'investissement ; ils peuvent promouvoir activement les Principes directeurs de l'OCDE à l'intention des entreprises multinationales ainsi que les autres éléments de la Déclaration de l'OCDE sur l'investissement international ; ils peuvent enfin partager avec les non-membres l'approche mise au point par l'OCDE pour renforcer, au moyen d'examens mutuels, les capacités en matière d'investissement. Cette publication offre un examen complet de l'impact de l'IDE sur le développement. Elle couvre de nombreux thèmes tels que croissance économique, transfert de technologie, capital humain, concurrence, gouvernement d’entreprise et environnement. Elle examine également les politiques nécessaires pour maximiser les bénéfices.

    Abstract: Voilà plus de quarante ans que l’OCDE s’emploie à promouvoir la libération progressive des opérations courantes et des mouvements de capitaux entre ses membres. Dès 1961, les pays de l’OCDE ont entrepris de lever les obstacles aux opérations en capital, en se fondant sur les dispositions et les procédures d’application prévues par un instrument multilatéral unique en son genre : le Code de la libération des mouvements de capitaux. Si la circulation sans entrave des capitaux est assurée depuis plus de dix ans dans la plupart des pays membres de l’OCDE (et même bien avant dans certains pays), les nouveaux venus que sont la Corée, le Mexique, la Pologne, la République tchèque, la Hongrie et la République slovaque n’ont que récemment atteint un niveau équivalent de libération. Ce bilan de l’expérience acquise par l’OCDE dans le domaine de la libération des mouvements de capitaux constitue un ouvrage de référence aussi actuel qu’utile pour les décideurs, les universitaires et les experts financiers. Actuel, parce que le débat sur les avantages et les coûts de la libéralisation financière externe dans les marchés émergents reste très vif. Utile, parce que l’expérience de l’OCDE démontre clairement les avantages de la libération des opérations en capital, la preuve en étant la réticence de ses membres à restreindre les flux de capitaux, même en période de turbulences financières.

Le développement de la concurrence et le succès de la libéralisation dépendent souvent des termes de l’accès et des conditions choisies, aussi les pouvoirs publics sont-ils soucieux de faire le bon choix. Préparé par le comité de la concurrence de l’OCDE, ce rapport traite du secteur des télécommunications et cherche à approfondir la compréhension de la réglementation de l’accès. Les problèmes d’accès ne sont pas des plus faciles pour les autorités de tutelle et les responsables de la politique de la concurrence : ils peuvent en effet être techniquement délicats et donner lieu à des polémiques retentissantes sur le plan pratique. En abordant la question sous ces deux angles, ce rapport cherche à aider les autorités de tutelle et les pouvoirs publics à tirer les leçons de l’expérience de l’OCDE pour obtenir des résultats efficients et compétitifs.

    Abstract: The method described in this Test Guideline is based on soil column chromatography in disturbed soil. Two types of experiments are performed to determine (i) the leaching potential of the test substance, and (ii) the leaching potential of transformation products in soils under controlled laboratory conditions. At least duplicate leaching columns are packed with untreated, air-dried and sieved soil (〈 2 mm) up to a height of approximately 30 cm. Afterwards they are saturated and equilibrated with an “artificial rain” solution and allowed to drain. Then the surface of each soil column is treated with the test substance (non-volatile in water and soil) and/or with aged residues of the test substance. Artificial rain is applied to the soil columns and the leachate is collected. After the leaching process the soil is removed from the columns and is sectioned into an appropriate number of segments depending on the information required from the study. A reference substance (atrazine or monuron) should be used in the leaching experiments. For each soil segment and leachate fraction, the amounts of test substance, transformation products, non-extractables and, if included, of the reference substance should be given in % of applied initial dose.

    Abstract: This Test Guideline describes an acute toxicity test to assess effects of chemicals towards daphnids (usually Daphnia magna Staus). Young daphnids, aged less than 24 hours at the start of the test, are exposed to the test substance at a range of concentrations (at least five concentrations) for a period of 48 hours. Immobilisation is recorded at 24 hours and 48 hours and compared with control values. The results are analysed in order to calculate the EC50 at 48h. Determination of the EC50 at 24h is optional. At least 20 animals, preferably divided into four groups of five animals each, should be used at each test concentration and for the controls. Der Ordnungsrahmen und das Regulierungssystem des Landes zeichnen sich durch besondere historisch gewachsene Stärken aus, nämlich klare, wohl durchdachte wettbewerbsrechtliche und wettbewerbspolitische Strukturen sowie ein solides Fundament von Regulierungsinstrumenten. Es ist mithin nicht weiter verwunderlich, dass die Regulierungsqualität in einem der Rechtsstaatlichkeit verpflichteten Land wie Deutschland mit seiner traditionell bewährten Verwaltung eines der zentralen Ziele ist. Regulierungsreformen, die auf diesen traditionellen Stärken aufbauen, können die Funktionsweise der Märkte verbessern helfen. Die Bundesregierung hat in jüngster Zeit ein breites Spektrum von Reformen, darunter die „Agenda 2010", mit dem Ziel eingeleitet, die Beschäftigung zu erhöhen, die öffentlichen Ausgaben zu reduzieren und die mit der raschen demographischen Alterung verbundenen Probleme zu meistern. Neben Arbeitsmarktreformen steht die Einführung von mehr Wettbewerb auf wichtigen Produktmärkten, so z.B. im Einzelhandel und im Handwerk, auf dem Programm. Bei der Öffnung der Infrastrukturmärkte müssen ebenfalls noch erhebliche Fortschritte erzielt werden. Der vorliegende Bericht plädiert für eine Anpassung des traditionellen Ordnungsrahmens an die neuen Gegebenheiten, damit die erforderlichen Umstellungen zügiger, zu möglichst geringen Kosten für die Volkswirtschaft sowie unter Einbeziehung aller wichtigen Akteure realisiert werden können. Eine bessere Aufklärung über Reformziele und -nutzen wird dazu beitragen, die Dynamik des Reformprozesses aufrechtzuerhalten und die Akzeptanz in der Bevölkerung zu sichern. Deutschland hat ebenso wie viele andere OECD-Länder eine umfassende Prüfung seiner Regulierungspolitik und -reformen durch die OECD beantragt. Der vorliegende Bericht gibt unter Berücksichtigung des makroökonomischen Kontextes einen Überblick über Erfolge und Herausforderungen der Regulierungsreform, namentlich in den Bereichen Regulierungsqualität, Wettbewerbspolitik und Marktöffnung. Das besondere Augenmerk gilt dabei den Fortschritten bei der Regulierung der Strom-, Gas-, Pharmazeutik- und Telekommunikationsmärkte.     Abstract: Les pouvoirs publics des pays développés ont recours depuis longtemps à des mesures visant de manière directe ou indirecte (par la biais de la fiscalité) à encourager l’ensemble de la population à se constituer un capital grâce à l’épargne, l’accession à la propriété immobilière, les fonds de pension, l’investissement dans la formation (capital humain) ou l’entreprise. Bien souvent, ces mesures ne bénéficient pas aux pauvres. En effet, l’action publique ne stimule pas l’épargne pour ces catégories, elle a même plutôt un effet dissuasif. Pourtant, ce livre montre que les pauvres ont envie d’épargner et qu'ils parviennent à mettre de côté des sommes modestes, parfois au prix de sacrifices beaucoup plus importants que ne l’imaginent les décideurs et les catégories favorisées. Élargir les politiques de constitution du patrimoine aux pauvres peut être un élément décisif dans la lutte contre la pauvreté et l’aliénation sociale et économique. En terme de bien-être social, ces politiques ont des effets que la garantie de ressources ne saurait à elle seule générer. Cette publication fournit le contexte indispensable à un débat fructueux sur les mérites et les inconvénients de la constitution de patrimoine chez les pauvres. Elle définit les notions fondamentales sur lesquelles reposent les dispositifs de constitution de patrimoine, ainsi que les avantages qu’y voient ses tenants du point de vue de la politique sociale. Enfin, cette publication décrit des programmes et des projets concrets.

Deux types d'essais sont exécutés pour déterminer (i) le potentiel de lixiviation de la substance d'essai, et (ii) le potentiel de lixiviation des produits de transformation dans les sols dans des conditions contrôlées en laboratoire. Au moins deux colonnes de lixiviation sont remplies de sol non traité, séché à l'air et tamisé (〈 2 mm) jusqu'à une hauteur d’environ 30 cm. Elles sont saturées et équilibrées avec une solution de «pluie artificielle » et on les laisse s’égoutter. La pluie artificielle est appliquée aux colonnes de sol et le lixiviat est recueilli. Après que la lixiviation, le sol est enlevé des colonnes et est fractionné en un nombre de segments dépendant des informations à tirer de l’étude. Une substance de référence (atrazine ou monuron) doit être employée dans les essais de lixiviation. Pour chaque fraction de sol et de lixiviat, les quantités de substance d'essai, de produits de transformation, de fractions non extractibles et, le cas échéant, de la substance de référence doivent être indiquées en pourcentage de dose initiale appliquée.

En general, la OCDE afirma que la economía mexicana se encuentra "bien posicionada para retomar el rumbo de crecimiento sólido y sostenible, aunque el momento y la fortaleza de la recuperación dependerán en gran medida de factores externos fuera del control de los diseñadores de políticas" y sugiere que "aun si las condiciones macroeconómicas se muestran desfavorables, las autoridades necesitan continuar esforzándose por lograr los objetivos anunciados en términos de inflación y presupuesto, si se desea conservar la confianza".     Abstract: This Test Guideline describes the HPLC method, which permits to determine the partition coefficient (n-octanol/water) (Pow).Reverse phase HPLC is performed on analytical columns packed with a solid phase containing long hydrocarbon chains chemically bound onto silica. The chemicals are retained in the column in proportion to their hydrocarbon-water partition coefficient, with hydrophilic chemicals eluted first and lipophilic chemicals last. The HPLC method covers log Pow in the range of 0 to 6, but it can be expanded to cover the log Pow range between 6 and 10 in exceptional cases. The HPLC operation mode is isocratic. The test substance is injected in the smallest detectable quantities in the column. The retention time is determined in duplicate. The partition coefficient of the test substance is obtained by interpolation of the calculated capacity factor on the calibration graph. For very low and very high partition coefficients extrapolation is necessary.

    Abstract: Im vorliegenden Bericht werden Ergebnisse der internationalen Schulleistungsstudie PISA analysiert, wobei der Schwerpunkt auf der Motivation, dem Vertrauen in die eigenen Fähigkeiten und der Anwendung verschiedener Lernstrategien liegt.Betrachtet werden vor allem solche Merkmale, die zusammengenommen die Wahrscheinlichkeit erhöhen, dass ein Schüler zu einem selbstsicheren und autonomen Lerner wird. Die Ergebnisse bestätigen, dass zwischen den Lernansätzen und den messbaren Lernergebnissen der Schülerinnen und Schüler ein enger Zusammenhang besteht. So erzielen z.B. Schülerinnen und Schüler, die ein ausgeprägtes Leseinteresse zeigen und vergleichsweise stärker auf ihre Fähigkeit zur Lösung ihnen selbst schwierig erscheinender Probleme vertrauen, tendenziell auch bessere Ergebnisse. In dem Bericht wird ferner nachgewiesen, dass ein besonders enger Zusammenhang zwischen der Tendenz der Schülerinnen und Schüler zur Selbstkontrolle des Lernprozesses durch bewusste Beobachtung ihrer Fortschritte bei der Realisierung persönlicher Ziele einerseits und ihrer Motivation und ihrem Selbstvertrauen andererseits besteht. Das legt den Schluss nahe, dass effektives Lernen nicht einfach als spezielle Fertigkeit gelehrt werden kann, sondern in erheblichem Maße von der Entwicklung einer positiven Einstellung abhängt.

    Abstract: OECD countries are attaching rising importance to lifelong learning and active employment policies as tools of economic growth and social equity. Effective information and guidance systems are essential to support the implementation of these policies, and all citizens need to develop the skills to self-manage their careers. Yet there are large gaps between these policy goals and the capacity of national career guidance systems. Based upon a review conducted in 14 OECD countries, this publication explores how these gaps might be narrowed. It advocates improved national co-ordination arrangements and greater attention to research and data collection to inform policy makers. It also promotes the development of improved and more specialised training programmes for practitioners and the creation of more specialised career guidance organisations for the delivery of services.

    Abstract: This Test Guideline describes a laboratory test method to assess abiotic hydrolytic transformations of chemicals in aquatic systems at pH values normally found in the environment (pH 4 – 9). This Guideline is designed as a tiered approach; each tier is triggered by the results of the previous tier.Sterile aqueous buffer solutions of different pH values (pH 4, 7 and 9) are treated with the non-labelled or labelled test substance (only one concentration, which should not exceed 0.01 M or half of the saturation concentration). They are incubated in the dark under controlled laboratory conditions (at constant temperatures). After appropriate time intervals, buffer solutions are analysed for the test substance and for hydrolysis products. The preliminary test should be carried out for 5 days at 50 ± 0.5°C and pH 4.0, 7.0 and 9.0. The second tier consists of the hydrolysis of unstable substances, and the third tier is the identification of hydrolysis products. The higher Tier tests should be conducted until 90 % hydrolysis of the test substance is observed or for 30 days whichever comes first.

    Abstract: This Test Guideline is designed to be used for assessing the effects of chemicals in soil on the reproductive output (and other sub-lethal end points) of the earthworm species Eisenia fetida or Eisenia andrei. Adult worms are exposed to a range of concentrations of the test substance either mixed into the soil or applied to the soil surface. The range of test concentrations is selected to encompass those likely to cause both sub-lethal and lethal effects over a period of eight weeks. The limit test corresponds to one dose level of 1000 mg/kg. This study includes the observation of unusual behaviour and morphology, the counting and weighing of the adult worms after the four primary weeks, the number of juveniles hatched at the end of the second 4-week period. The reproductive output of the worms exposed to the test substance is compared to that of the control(s) in order to determine the no observed effect concentration (NOEC) and/or ECx by using a regression model to estimate the concentration that would cause a x % reduction in reproductive output. The test concentrations should bracket the ECx so that the ECx then comes from interpolation rather than extrapolation.

    Abstract: Pour faire face au vieillissement rapide de la population, il est nécessaire de promouvoir de meilleures opportunités d'emploi pour les travailleurs âgés. On a déjà beaucoup fait état du besoin de réformer les régimes de pension de retraite et de préretraite. Pourtant, cela ne sera sans doute pas suffisant en soi pour relever significativement les taux d'emploi des plus âgés ni pour réduire le risque futur de pénurie de travailleurs. Les autorités publiques et les entreprises doivent sans tarder prendre des mesures pour adapter la fixation des salaires à une main-d'œuvre plus âgée, pour s'attaquer aux discriminations du fait de l'âge et pour améliorer les qualifications et les conditions de travail des travailleurs âgés. En outre, les travailleurs âgés devront changer d’attitude quant à la poursuite de leur activité et à l'acquisition de nouvelles compétences. On sait relativement peu de choses sur ce que les différents pays de l'OCDE sont en train de faire ou devraient faire dans ces domaines. Afin d'y remédier, l'OCDE a lancé une série de rapports dans une vingtaine de pays. Le rapport sur le Luxembourg est le cinquième de cette série, après ceux consacrés à la Suède, à la Belgique, à la Suisse et à l'Espagne. Chaque rapport national fait le tour des principales barrières qui restreignent l'emploi des travailleurs âgés et évalue la pertinence et l'efficacité des mesures existantes pour contrer ces barrières. Enfin, chaque ouvrage présente une série de recommandations sur les politiques que les autorités publiques et les partenaires sociaux devraient mener. Ce rapport, basé sur les actes d'un séminaire, est publié uniquement en français. Cependant, on trouvera dans ce volume la version anglaise du résumé et des principales recommandations.

    Abstract: This Test Guideline is designed to assess the effects of prolonged exposure of chemicals to the sediment-dwelling larvae of the freshwater dipteran Chironomus sp. First instar chironomid larvae are exposed to at least five concentrations of the test chemical in sediment-water systems. The test starts by placing first instar larvae into the test beakers containing the sediment-water system and subsequently spiking the test substance into the water. Chironomid emergence and development rate is measured at the end of the test. The maximum exposure duration is 28 days for C. riparius, C. yoshimatsui, and 65 days for C. tentans. Larval survival and weight may also be measured after 10 days if required (using additional replicates as appropriate). The study report should include the development time and the total number of fully emerged midges (sex and number are recorded daily), the observation of any abnormal behaviour, the number of visible pupae that have failed to emerge and any egg masses deposition. The data are analysed either by using a regression model in order to estimate the concentration that would cause x % reduction in emergence, larvae survival or growth, or by using statistical hypothesis testing to determine a NOEC/LOEC.

    Abstract: This Test method has been designed to provide information on absorption of a test substance, (ideally radiolabelled), applied to the surface of a skin sample separating the two chambers (a donor chamber and a receptor chamber) of a diffusion cell. Static and flow-through diffusion cells are both acceptable. Skin from human or animal sources can be used. Although viable skin is preferred, non-viable skin can also be used. The skin has been shown to have the capability to metabolise some chemicals during percutaneous absorption. In this case, metabolites of the test chemical may be analysed by appropriate methods. Normally more than one concentration of the test substance is used in typical formulations, spanning the realistic range of potential human exposures. The application should mimic human exposure, normally 1-5 mg/cm2 of skin for a solid and up to 10 µl/cm2 for liquids. The temperature must be constant because it affects the passive diffusion of chemicals. The absorption of a test substance during a given time period (normally 24h) is measured by analysis of the receptor fluid and the distribution of the test substance chemical in the test system and the absorption profile with time should be presented.

    Abstract: In recent years the euro area has shown less resilience to the negative and largely OECD-wide common shocks than the English-speaking countries, but most of the smaller euro area countries have fared better than the large ones. This paper reviews policy issues that are important in fostering a speedy adjustment to shocks. We argue that the small countries are well placed to adjust swiftly to asymmetric shocks, because they are well integrated with the rest of the area. An activist fiscal policy is not needed and also not powerful enough to smooth the cycle.     Abstract: This paper provides, for all OECD countries, an estimate of the net tax cost per currency unit of contribution to a tax-favoured retirement savings plan, using a present-value methodology. The latter takes into account the future flows of revenues foregone on accrued income and of revenues collected on benefit withdrawals corresponding to a unit contribution made in a given year. The net tax cost is first calculated for nine (five-year) age groups, which have different relative income levels and investment time horizons, and is then averaged across age groups. In order to take into consideration the relevant country-specific features of savings taxation, the paper also provides an overview of the tax treatment of private pension arrangements and alternative savings vehicles.     Abstract: This paper examines the relationship between the output gap and inflation in Japan by estimating Phillips curves and testing for changes since the advent of low inflation and/or the stabilisation of the rate of change of inflation. The work provides empirical support for the hypothesis of a change in the relationship between output and inflation in an environment of low inflation for Japan. In particular, there is evidence that the slope of the Phillips curve becomes flatter when the inflation rate is below ½ per cent (quarter-on-quarter, non-annualised) and also that there has been a break in the relationship between demand pressures and inflation in Japan since the beginning of the 1990s.     Abstract: Raising manufacturing productivity is of central importance to the developing world and an essential element of policy making. Overcoming Barriers to Competitiveness is about establishing the most reliable analysis of manufacturing productivity possible and helping policy makers set their priorities. The paper demonstrates that productivity rests on five elements of the economy: infrastructure, capital, trade, education and aggregate efficiency. These factors, when multiplied together, give a true picture of a country’s situation on the productivity “league table”. More than a simple comparison, this ranking system allows the identification of which elements in each particular national or regional case require most attention. This approach can be viewed as another way of addressing the so-called “competitiveness problem” of poor countries.     Abstract: This study presents an empirical analysis of the extent to which stronger intellectual property rights promote international technology transfer through licensing activities. The analysis focuses on licensing activities of U.S. multinationals as well as on international licensing alliances between firms in developing and developed nations. Both aggregate level data and firm level data are examined. The study provides general support for the proposition that the strengthening of intellectual property rights - as measured by selected indicators - has had a net positive effect on technology transfer via licensing during the 1990s. The general implication of this study for developing economies is that IPR reform should be one part of a general strategy for promoting economic development in combination with other complementary policy reforms. In particular, patent rights and effective enforcement can be instrumental in enabling firms in developing nations to access and exploit technologies and know-how through licensing agreements with parties in developed nations. Overall, the analysis presented here indicates that where developing countries have moved to address weaknesses in these areas in recent years, they have tended to experience enhanced access to technology through licensing.

    Abstract: This paper analyses two factors which may cause cyclically-adjusted budget balances to give a misleading picture of underlying fiscal trends. It first explores the implications of recent large asset-market related fluctuations in government revenues for the measurement of structural budget balances. And second, it reviews the impact of the increased recourse to stopgap “one-off” measures to control deficits. The results confirm that since the late 1990s revenues have been more buoyant than would have been warranted by the registered rate of nominal output growth and the impact of tax measures. The study suggests that from 1995 to 2000 the average contribution of “unwarranted” revenues to year-to-year changes in cyclically-adjusted budget positions ranged from negligible to around ½ per cent of GDP, the main countries affected being the United States, the United Kingdom, France and some Nordic countries.     Abstract: This study presents evidence on firm entry and exit, growth and survival derived with new data from Eurostat, covering nine European Union member countries. One contribution of the study is an analysis of the role of data quality for studies of firm demographics. Confronting results obtained with the Eurostat data with those of a previous OECD cross-country firm-level data project reveals that different size thresholds and difficulties in distinguishing genuine firm entry and exit from mergers & acquisitions, ownership changes or changes in legal form can have sizeable impacts on results. It describes the structure of health coverage and health sector reforms being implemented by the Slovak government. It provides a preliminary assessment of the possible impact of such reforms, with a focus on the health insurance system and the possible introduction of private health insurance (PHI). It assesses how private health insurance would impact upon the health system, particularly equity, efficiency incentives facing providers and insurers, and responsiveness. Sweden has strengthened competition legislation and deregulated a number of sectors, including electricity, telecommunications and parts of transport, over the past 10 to 15 years. This paper examines the current state of product market competition and proposes further measures. A stronger institutional framework would facilitate identification and elimination of anti-competitive behaviour, such as hard-core cartels.     Abstract: Donor agencies and policy makers tend to agree that increased access of women to education, health, credit, formal legal rights and employment opportunities, in conjunction with economic growth, will substantially improve the socio-economic role of women in developing countries. This paper challenges that view. It argues that these measures might not be sufficient if the institutional framework within a country constrains women from participating in economic activities. It finds that social institutions — laws, norms, traditions and codes of conduct — constitute the most important single factor determining women’s freedom of choice in economic activities. They have not only a direct impact on the economic role of women but also an indirect one through women’s access to resources like education and health care.     Abstract: Building on an earlier study of patterns on firm entry, exit growth and survival based on new data from Eurostat covering nine European Union member countries (Brandt, 2004), this paper takes a closer look at the role of policies and institutions for firm entry and survival and at the link between new firm creation and economic performance. The earlier study revealed that firm entry rates, i.e. the number of new firms in a market in relation to all active enterprises, were particularly high in Information and Communication (ICT) related industries in recent years. This lends some support to the idea present in some theories of economic growth that new firms are important for the development and implementation of new technologies.     Abstract: This study forms part of on-going OECD work on trade in services, in co-operation with UNCTAD, aimed at assisting WTO Members in managing request-offer negotiations under the GATS. The key objective is to help officials of WTO Members in both gaining a greater insight into the particular issues of importance in the legal services sector and how they might be approached in the negotiations. While only modest liberalisation of legal services trade was achieved during the Uruguay Round, the current negotiations offer the opportunity to achieve greater levels of liberalisation, which may lead to significant economic benefits to all countries. In addition, the peculiar characteristic of legal services is that the potential downsides stemming from liberalisation — both in terms of market failures to achieve social objectives and of the displacement of local suppliers — are likely to be less significant in these services.
