    Abstract: This collection of essays explores the complex relations between Christians and Muslims at the dawn of the modern age. It begins by examining two seminal works by Nicholas of Cusa: De pace fidei, a dialogue seeking peace among world religions written after the conquest of Constantinople in 1453, and Cribratio Alkorani (1460-61), an attempt to confirm Gospel truths through a critical reading of the Qur'an. After considering Nicholas, his sources, and his context, the book explores a wider range of late medieval texts on Christian-Muslim relations-not only Christian writings about Islam but also Muslim responses to Christianity. The book's focus is historical, but it can also contribute to efforts at increasing Muslim-Christian understanding today

    Abstract: Addressing the history of the production and reception of the great medieval poem, Piers Plowman, Lawrence Warner reveals the many ways in which scholars, editors and critics over the centuries created their own speculative narratives about the poem, which gradually came to be regarded as factually true. Warner begins by considering the possibility that Langland wrote a romance about a werewolf and bear-suited lovers, and he goes on to explore the methods of the poem's localization, and medieval readers' particular interest in its Latinity. Warner shows that the 'Protestant Piers' was a reaction against the poem's oral mode of transmission, reveals the extensive eighteenth-century textual scholarship on the poem by figures including the maligned Chaucer editor John Urry, and contextualizes its first modernization by a literary forger inspired by the 1790s Shakespeare controversies.     Abstract: It is now 50 years since E.P. Thompson published his classic, The Making of the English Working Class. The Making of an African Working Class follows Thompson in exploring the formation of working class identity among low-paid African workers. In arguing for a radical public anthropology of worker identity, the book seeks to analyse the cultural, legal, ideological and experiential dimensions of labour activism often neglected in other labour studies. Pnina Werbner shows that by fusing cosmopolitan and local popular cultural forms of protest, unionists have created a distinctive, vernacular way of being a worker in Botswana: one that does not deny workers' roots at home or in the countryside, while being cognisant of a wider world of cosmopolitan labour rights. The assertion of working class dignity, honour and respect, Pnina argues, is a powerful motivating force for manual workers. Against legal-sceptical approaches, The Making of an African Working Class argues that in challenging the government - their employer - in court, manual workers' protests and mobilisation are deeply embedded in ethics, social justice and the law.

    Abstract: Shipwrecked: Disaster and Transformation in Homer, Shakespeare, Defoe, and the Modern World presents the first comparative study of notable literary shipwrecks from the past four thousand years, focusing on Homer’s Odyssey, Shakespeare’s The Tempest, and Defoe’s Robinson Crusoe. James V. Morrison considers the historical context as well as the “triggers” (such as the 1609 Bermuda shipwreck) that inspired some of these works, and modern responses such as novels (Golding’s Lord of the Flies, Coetzee’s Foe, and Gordon’s First on Mars, a science fiction version of the Crusoe story), movies, television (Forbidden Planet, Cast Away, and Lost), and the poetry and plays of Caribbean poets Derek Walcott and Aimé Césaire. The recurrent treatment of shipwrecks in the creative arts demonstrates an enduring fascination with this archetypal scene: a shipwreck survivor confronting the elements. It is remarkable, for example, that the characters in the 2004 television show Lostshare so many features with those from Homer’s Odyssey and Shakespeare’s The Tempest. For survivors who are stranded on an island for some period of time, shipwrecks often present the possibility of a change in political and social status—as well as romance and even paradise. In each of the major shipwreck narratives examined, the poet or novelist links the castaways’ arrival on a new shore with the possibility of a new sort of life. Readers will come to appreciate the shift in attitude toward the opportunities offered by shipwreck: older texts such as the Odyssey reveals a trajectory of returning to the previous order. In spite of enticing new temptations, Odysseus—and some of the survivors in The Tempest—revert to their previous lives, rejecting what many might consider paradise. Odysseus is reestablished as king; Prospero travels back to Milan. In such situations, we may more properly speak of potential transformations. In contrast, many recent shipwreck narratives instead embrace the possibility of a new sort of existence. That even now the shipwreck theme continues to be treated, in multiple media, testifies to its long-lasting appeal to a very wide audience.

    Abstract: Congress enacted the Terrorism Risk Insurance Act (TRIA) in 2002, in response to terrorism insurance becoming unavailable or, when offered, extremely costly in the wake of the 9/11 attacks. The law provides a government reinsurance backstop in the case of a terrorist attack by providing mechanisms for avoiding an immediate drawdown of capital for insured losses or possibly covering the most extreme losses. Extended first in 2005 and again in 2007, TRIA is set to expire at the end of 2014, and Congress is again reconsidering the appropriate government role in terrorism insurance markets. This policy brief examines the potential national security implications of allowing TRIA to expire. Examining the history of terrorism in the United States since the passage of TRIA and reviewing counterterrorism studies, the authors find that terrorism remains a real national security threat, but one that is very difficult for insurers to model the risk of. They also find that terrorism risk insurance can contribute to making communities more resilient to terrorism events, so, to the extent that terrorism insurance is more available with TRIA than without it, renewing the legislation would contribute to improved national security

    Abstract: The level of automobility, defined as travel in personal vehicles, is often seen as a function of income: The higher a country's per capita income, the greater the amount of driving. However, levels of automobility vary quite substantially between countries even at similar levels of economic development. This suggests that countries follow different mobility paths. The research detailed in this report sought to answer three questions: What are the factors besides economic development that affect automobility? What is their influence on automobility? What will happen to automobility in developing countries if they progress along similar paths as developed countries? To answer these questions, the authors developed a methodology to identify these factors, model their impact on developed countries, and forecast automobility (as defined by per capita vehicle-kilometers traveled [VKT]) in four developing countries. This methodology draws on quantitative analysis of historical automobility development in four country case studies (the United States, Australia, Germany, and Japan) that represent very different levels of per capita automobility, in combination with data derived from an expert-based qualitative approach. The authors used the latter to assess how these experiences may affect the future of automobility in the BRIC countries: Brazil, Russia, India, and China. According to this analysis, automobility levels in the four BRIC countries will fall between those of the United States (which has the highest per capita VKT level of the four case studies) and Japan (which has the lowest). All satellites experience anomalies of some kind during their operational lifetime. They range in severity from temporary errors in noncritical subsystems to loss-of-contact and complete mission failure. There is a range of causes for these anomalies, and investigations by the satellite operator or manufacturer to determine the cause of a specific anomaly are sometimes conducted at significant expense. Maintaining an anomaly database is one way to build an empirical understanding of what situations are more or less likely to result in satellite anomalies, and help determine causal relationships. These databases can inform future design and orbital regimes, and can help determine measures to prolong the useful life of an on-orbit spacecraft experiencing problems. However, there is no centralized, up-to-date, detailed, and broadly available database of anomalies covering many different satellites. This report describes the nature and causes of satellite anomalies, and the potential benefits of a shared and centralized satellite anomaly database. Findings indicate that a shared satellite anomaly database would bring significant benefits to the commercial community, and the main obstacles are reluctance to share detailed information with the broader community, as well as a lack of dedicated resources available to any trusted third party to build and manage such a database. Trusted third parties and cryptographic methods such as secure multiparty computing or differential privacy are not complete solutions, but show potential to be further tailored to help resolve the issue of securely sharing anomaly data

The report's findings are derived from a mixed-method research design incorporating both quantitative and qualitative analysis. Simple statistical analyses are applied to a dataset of counterinsurgencies that have terminated since the end of the Cold War (72 in all), and more in-depth analyses are provided of two recent cases of U.S. partnerships with counterinsurgent regimes, in the Philippines and Pakistan. The quantitative analysis finds that the cases of small-footprint U.S. operations that are commonly touted as "success stories" all occurred in countries approximating a best-case scenario. Such a verdict is not meant to deny the importance of U.S. assistance; rather, it is meant to highlight that similar U.S. policies with less promising partner nations should not be expected to produce anywhere near the same levels of success. The majority of insurgencies have taken place in worst-case conditions, and in these environments, counterinsurgent regimes are typically unsuccessful in their efforts to end rebellion, and they often employ violence indiscriminately. The case studies of the Philippines and Pakistan largely reinforce the findings of the quantitative analysis. They also highlight the challenges the United States faces in attempting to influence partner regimes to fight counterinsurgencies in the manner that the United States would prefer. The study concludes with policy recommendations for managing troubled partnerships

    Abstract: Space debris, the man-made orbital junk that represents a collision risk to operational satellites, is a growing threat that will increasingly affect future space-related mission designs and operations. Since 2007, the number of orbiting debris objects has increased by over 40 percent as a result of the 2007 Chinese antisatellite weapon test and the Iridium/Cosmos collision in 2009. With this sudden increase in debris, there is a renewed interest in reducing future debris populations using political and technical means. The 2010 U.S. Space Policy makes several policy recommendations for addressing the space congestion problem. One of the policy's key suggestions instructs U.S. government agencies to promote the sharing of satellite positional data, as this can be used to predict (and avoid) potential collisions. This type of information is referred to as space situational awareness (SSA) data, and, traditionally, it has been treated as proprietary or sensitive by the organizations that keep track of it because it could be used to reveal potential satellite vulnerabilities. This document examines the feasibility of using modern cryptographic tools to improve SSA. Specifically, this document examines the applicability and feasibility of using cryptographically secure multiparty computation (MPC) protocols to securely compute the collision probability between two satellites. These calculations are known as conjunction analyses. MPC protocols currently exist in the cryptographic literature and would provide satellite operators with a means of computing conjunction analyses while maintaining the privacy of each operator's orbital information

Negotiations between the United States and the group that sheltered al-Qaeda would have been unthinkable 12 years ago, but the reality is that a negotiated settlement in Afghanistan is one of several possible end games under the current U.S. withdrawal plan. Negotiating an end to an insurgency can be a long and arduous process beset by false starts and continued violence, but a comprehensive review of historical cases that ended in settlement shows that these negotiations followed a similar path that can be generalized into a "master narrative." This research examines 13 historical cases of insurgencies that were resolved through negotiated settlement in which neither side (insurgents or counterinsurgents) unambiguously prevailed. Taken together, these cases reveal that the path to negotiated settlement generally proceeds in seven steps in a common sequence. Although this resulting master narrative does not necessarily conform precisely to every conflict brought to resolution through negotiation, it can serve as an important tool to guide the progress of a similar approach to resolving the conflict in Afghanistan as U.S. forces prepare to withdraw."--Provided by publisher

    Abstract: Many workforce-development needs, particularly those requiring baccalaureate degrees, remain unmet in some areas of Texas. Employers and students are calling for additional programs to develop workplace skills and to provide opportunities for career advancement. On May 22, 2013, the Texas Legislature approved a bill mandating a study on whether community college baccalaureate degree programs should be expanded in Texas. The Texas Higher Education Coordinating Board asked the RAND Corporation to partner with the Texas Higher Education Policy Initiative to conduct the study. This report summarizes a longer research report in which the authors assess unmet workforce-development needs in nursing and the applied sciences, assess the arguments for and against baccalaureate expansion, and recommend potential activities to support implementation of any new policies undertaken to expand community college baccalaureate programs. They find significant need for more baccalaureate nurses, although rapidly growing distance learning programs may be able to meet this need. The authors find varying needs for the four applied science occupations they examined: computer and information technology, management of fire sciences, management of production/operations technicians, and health information technology. While expanding community college baccalaureate degree programs could help meet unmet needs and increase degree attainment among students, there are concerns about costs, mission creep at community colleges, counterproductive competition between community colleges and universities, and a decline in the overall quality of a Texas baccalaureate. The authors discuss the inherent tradeoffs that policymakers face in this regard

    Abstract: In 2011, the Bill & Melinda Gates Foundation created the Project Mastery grant program to support competency-based education initiatives in large school systems that serve a high proportion of disadvantaged youth. Competency-based education meets students where they are academically, provides students with opportunities for choice, and awards credit for evidence of learning, not for the time students spend studying a subject. The Foundation asked RAND to evaluate these efforts in terms of implementation, students' experiences, and student performance. This report presents final results from that evaluation, offering an overview of competency-based education and the Project Mastery grant projects and describing the implementation of competency-based educational features under each project.     Abstract: Excavated in 2009, An Son, Long An Province, southern Vietnam has been dated to the second millennium BC, with evidence for neolithic occupation and burials. Very little is known about the neolithic period in southern Vietnam, and the routes and chronology for the appearance of cultivation, domestic animals, and ceramic and lithic technologies associated with sedentary settlements in mainland Southeast Asia are still debated. The ways in which the ceramic material culture at An Son conforms to the wider neolithic expression observed in Southeast Asia is investigated, and local and regional innovations are identified. The An Son ceramic assemblage is discussed in great detail to characterise the neolithic occupation, while considering the nature of craft production, manufacturing methods and the transference of traditions. Contextualising the neolithic in southern Vietnam is conducted through a comparative study of material culture between An Son and the sites of Bé̂n?ò, Bình Đa, Cù Lao Rùa, Cái Vạn, Cà̂u Sá̆t, Đa Kai, Đình Ông, Lộc Giang, Rạch Lá, Rạch Núi and Suó̂i Linh, all in southern Vietnam. Another analysis is presented to contextualise An Son in the wider neolithic landscape of mainland Southeast Asia, between An Son and Ban Non Wat, early Ban Lum Khao, early Ban Chiang, early Non Nok Tha, Khok Charoen, Tha Kae, Khok Phanom Di, Nong Nor (phase 1), Samrong Sen, Laang Spean, Krek, Bàu Tró, Mán Bạc and Xóm Rè̂n. The aspects of material culture at An Son that appear to have ancestral links are considered in this research as well as local interaction spheres

The evaluation finds that 12 of the 14 NIJ development awards resulted in fully functional tools for the law enforcement community. Collectively, the tools provided the law enforcement community with access to new and enhanced geospatial capabilities to improve crime analysis. From a holistic perspective of NIJ's tool-development efforts, the evaluation finds that NIJ can maximize benefits on future tool developments by addressing several apparent policy gaps and inconsistencies with respect to awardee requirements and oversight, including ensuring that policies assign NIJ or Department of Justice officials roles and responsibilities for the latter phases of software development, including integration and test, implementation, operations and maintenance, and disposition; developing tool-dissemination plans; establishing go-to sources for tool-deployment notifications; establishing a process and source of funding to address limitations in the initial version of the tool, such as a small post-tool-delivery modification fund; and taking the lead to address emerging interoperability and information-sharing issues. Acting on these recommendations will ensure that NIJ consistently maximizes benefits to the law enforcement community from its future tool development awards

From a holistic perspective of NIJ's tool-development efforts, the evaluation finds that NIJ can maximize benefits on future tool developments by addressing several apparent policy gaps and inconsistencies with respect to awardee requirements and oversight, including ensuring that policies assign NIJ or Department of Justice official roles and responsibilities for the latter phases of software development, including integration and test, implementation, operations and maintenance, and disposition; developing tool-dissemination plans; establishing go-to sources for tool-deployment notifications; establishing a process and source of funding to address limitations in the initial version of the tool, such as a small post-tool-delivery modification fund; and taking the lead to address emerging interoperability and information-sharing issues.     Abstract: The history of wars caused by misjudgments, from Napoleon's invasion of Russia to America's invasion of Iraq, reveals that leaders relied on cognitive models, or simplified representations of their worlds, that were seriously at odds with objective reality. Blinders, Blunders, and Wars analyzes eight historical examples of strategic blunders regarding war and peace and four examples of decisions that turned out well, and then applies those lessons to the current Sino-American case. Leaders' egos, intuitions, unwarranted self-confidence, and aversion to information that contradicted their views prevented them from correcting their models. Yet advisors and bureaucracies can be inadequate safeguards and can, out of fawning or fear, reinforce leaders' flawed thinking. War between China and the United States is more likely to occur by blunder than from rational premeditation. Yet flawed Chinese and American cognitive models of one another are creating strategic distrust, which could increase the danger of misjudgment by either or both, the likelihood of crises, and the possibility of war. Although these American and Chinese leaders have unprecedented access to information, there is no guarantee they will use it well when faced with choices concerning war and peace. They can learn from Blinders, Blunders, and Wars. As a general remedy, the authors recommend the establishment of a government body providing independent analysis and advice on war-and-peace decisions by critiquing information use, assumptions, assessments, reasoning, options, and plans. For the Sino-U.S. case, they offer a set of measures to bring the models each has of the other into line with objective reality

    Abstract: In 2009, the City of New Haven and New Haven Public Schools (NHPS) announced a sweeping K-12 educational reform, New Haven School Change. The district had three primary goals for School Change: (1) close the gap between the performance of NHPS students' and Connecticut students' averages on state tests, (2) cut the high school dropout rate in half, and (3) ensure that every graduating student has the academic ability and the financial resources to attend and succeed in college. Concurrent with School Change, the City of New Haven partnered with the Community Foundation for Greater New Haven, NHPS, and Yale University in 2010 to create New Haven Promise, a scholarship program that aims to improve the college-going culture in the city and postsecondary enrollment and graduation rates of NHPS graduates as a way to enhance the economic development of the city, attract more residents to New Haven, reduce crime and incarceration, and improve residents' quality of life. The 2010-2011 school year marked the first year of a staged implementation for both efforts. In June 2013, the New Haven Promise Board of Directors asked the RAND Corporation to conduct a study to document and describe baseline conditions and early progress of these programs. Researchers worked with state and district data and conducted interviews with Promise Scholars and parents to document early trends and possible areas for improvement. This report and its companion volume document the resulting study

    Abstract: In Mo(ve)ments of Resistance, Grinberg summarizes both his own work and that of other political economists, providing a coherent historical narrative covering the time from the beginning of Socialist Zionism (1904) to the Oslo Accords and the neoliberalization of the economy (1994-1996). The theoretical approach of the book combines eventful sociology, path dependency, and institutional political economy. Grinberg argues that historical political events have been shaped not only by political and economic forces but also by resistance struggles of marginal and weaker social groups: organized workers, Palestinians, and Mizrachi Jews. Major turning points in history, like the Separation War in 1948, the military occupation in 1967, and the Oslo peace process in 1993, are explained in the context of previous social and economic resistance struggles that affected the political outcomes

Die vorliegende Publikation ist der dritte Teil des funften Bandes der daraus hervorgegangenen komparatistischen Reihe, betitelt: Die bohmischen Lander in den Wiener Zeitschriften und Almanachen des Vormarz (1805-1848). Tschechische nationale Wiedergeburt - Kultur- und Landeskunde von Bohmen, Mahren und Schlesien - Kulturelle Beziehungen zu Wien. Nachdem Teil I (2011) die Bereiche Belletristik und Pressewesen und Teil II (2013) die Bereiche Sprachwissenschaften - Philosophie, Asthetik, Rhetorik - Geschichte - Bildungsinstitutionen erschlossen haben, wird in Teil III das Material zu den Kunsten (Musik - Bildende Kunste - Darstellende Kunste) systematisch erfasst. Einmal mehr wird ins Gedachtnis gerufen, dass bohmische Musiker europaweit auftraten, auch die Neue Welt und das Russische Reich bespielten, besonders aber auch an den Wiener Buhnen teils an massgeblicher Stelle als Komponisten, Solisten oder Kapellmeister wirkten. Berichte uber die bildenden Kunste in den bohmischen Landern vermitteln einen Einblick in das zeitgenossische Kunstgeschehen. Es ist ein uberwiegend transnationaler Trend auszumachen. Notizen uber neuerrichtete Denkmaler verweisen auf Bestrebungen, im offentlichen Raum die habsburgische Macht symbolisch zu festigen, aber auch dem Landespatriotismus sichtbare Zeichen zu setzen. Das Theaterleben betreffend ist zu erfahren, dass die Leserschaft der Wiener Blatter, allen voran der Theaterzeitung, daruber im Bilde war, was in Prag gespielt wurde. Man erfuhr, dass Auffuhrungen von tschechischen Stucken und musiktheatralischen Produktionen mit Libretti in tschechischer Ubersetzung nur in beschranktem Rahmen (Nachmittagsvorstellungen) moglich waren. Uber das Repertoire des sogenannten bohmischen Theaters wurde en detail Bericht erstattet. Der vorliegende Band erschliesst reichhaltige Quellen zur Theater-, Musik- und Kunstgeschichte der Biedermeierzeit und schlagt ein bedeutendes Kapitel der Pressegeschichte auf
    Abstract: Once more we are made aware of the fact that during the first half of the 19th century Bohemian musicians performed successfully outside their home country, in Europe as well as in the New World and in the Russian Empire, including careers in Vienna and we also learn that the readers of Viennese journals in the first place of the "Theaterzeitung" got firsthand information about the repertoire of the theatres in Prague and of theatres elsewhere. Reports and reviews about the life in the applied arts in the Bohemian lands being a rather lesser known chapter of art history allow us an insight in this field. The volume in question offers a reach source of information concerning the history of music, applied and performing arts in the Bohemian lands under Habsburg rule in the first half of the 19th century from the perspective of Viennese media

This volume is devoted solely to the reporting and interpretation of the Mesolithic remains. Three huts had been constructed on the Howick site, all on the same footprint, with no evidence to indicate a gap between these occupations, and the remains inside the hut were all consistent with its use as a habitation site. The lithic material from Howick is the most accurately dated assemblage from any British Mesolithic site and is a classic example of a narrow-blade industry. Typically for Britain these sites date from around 7500 cal BC but the Howick dates indicate an earlier start for this type of industry. The chipped stone assemblage from Howick is all made from locally occurring beach pebble flint which fits into the wider pattern of localised raw material acquisition by groups elsewhere in North-East England. A wide variety of tool types were found within the hut reflecting the diverse activities that appear to have taken place there. With such a wide range of resources on offer on a year-round basis, the site is interpreted as a base camp settlement that was used by the same group and their descendants over a period of several generations lasting for somewhere in the region of 200 years. The size of the hut indicates its use by a family-sized group. The Howick excavations have forced a rethink of the scale and nature of Mesolithic settlement in North-East England, as well as the relationship between this and other regions around the North Sea Basin. It is hoped that this work will help encourage further research into the Mesolithic of the region and its interactions with adjacent areas of upland, other North Sea Basin communities, as well as groups occupying the lands further

For remote sensing, the basic fundamentals are the properties of electromagnetic radiation and their interaction with matter. This radiation is received by sensors and platforms in an analogue or digital form, and is subject to image processing. In photogrammetry, the stereo concept is used for the location of information in 3D. With the advent of high-resolution satellite systems in stereo, the theory of analytical photogrammetry restituting 2D image information into 3D is of increasing importance, merging the remote sensing approach with that of photogrammetry. The result of the restitution is a direct input into geographic information systems in vector or raster form. The fundamentals of these are described in detail, with an emphasis on global, regional, and local applications.
