Esto se ha traducido en tres audaces decisiones: la creación del Consejo de Innovación para la Competitividad, encargado de proponer pautas para una estrategia nacional de innovación de largo plazo; la introducción de un impuesto específico a la actividad minera para aumentar los recursos públicos disponibles para implementar esta estrategia; y la creación de un incentivo tributario. Este informe evalúa la situación actual del sistema y políticas de innovación de Chile con el objetivo de identificar las áreas que requieren perfeccionamiento, para utilizar este aumento de la inversión pública de la manera más eficiente posible.

Les principaux objectifs sont i) de mesurer la vitesse de biodégradation primaire, ii) de mesurer la vitesse de minéralisation, iii) de suivre, s’il y a lieu, la formation et la disparition des principaux produits de transformation. Habituellement, une substance d’essai, marquée par un isotope (14C) sur un site approprié, est incubée avec un échantillon environnemental approprié. Des traitements biotiques et abiotiques sont préparés pour chaque substance et condition d’essai. Les quantités de substance parent et de produits de dégradation sont déterminées par des méthodes de séparation chromatographique et de détection radioanalytique.

    Abstract: The OECD has collectively underlined the importance of a high quality regulatory environment since the mid 1990s when the Council adopted the 1995 Recommendation on Improving the Quality of Government Regulation and its checklist as the first international standard on regulatory quality, and the 1997 Report on Regulatory Reform and its Principles of good regulation. Since 1997, the OECD has carried out a series of country reviews based on the Principles, which have documented progress in the reviewed countries. Twenty OECD countries have been reviewed. The reviews have been multidisciplinary, covering the broader economic context, competition policy, market openness, sectoral reforms and not least, the development of regulatory policies, institutions and tools to build up capacities for a high quality rule-making environment supportive of economic growth and specific policy goals. This work has been complemented by the specific research of the OECD secretariat and others on issues such as the link between product market reforms and economic performance. Ample material is now available to take stock of the progress made in OECD countries and to reflect on the continued relevance of the 1997 Principles.This report integrates more detailed papers prepared for the committees and working parties responsible for regulatory management, competition policy and trade, as well as relevant papers prepared for the Economic Policy Committee.

    Abstract: The method permits estimation of an LD50 with a confidence interval and the results allow a substance to be classified for acute toxicity according to the Globally Harmonised System of classification and labelling of chemicals. It is easiest to apply to materials that produce death within couple of days. This Test Guideline is intended for use with rodents (rat female preferably). There are a limit test and a main test. The limit test can be used efficiently to identify chemicals that are likely to have low toxicity. The test substance is administered generally in a single dose by gavage to animals fasted prior to dosing. Single animals are dosed in sequence usually at 48h intervals. The first animal is dosed a step below the best preliminary estimates of the LD50. The second animal receives a lower dose (if the first animal dies) or a higher dose (if the first animal survives). Animals are observed with a special attention given during the first 4 hours and daily thereafter, for a total of 14 days generally. Weights Animals should be determined at least weekly. All the animals should be subjected to gross necropsy. Globally the LD50 is calculated using the maximum likelihood method. Following this, it may be possible to compute interval estimates for the LD50; most narrow is the interval and better is LD50 estimation. Software to be used with TG 425, 432, 455. Click here.     Abstract: As the Polluter-Pays Principle is a fundamental principle of cost allocation, its analysis covers a substantial part of the vast field of environmental resource allocation. This report, originally published in 1975, presents a selection of relevant theoretical and practical analyses now that the Polluter-Pays Principle must be regarded as a mainstay of Member countries’ environmental policies.     Abstract: This Test Guideline describes how to plan and carry out processing studies, i.e. determine residue levels in primary processed commodities following pesticide application on raw agriculture commodities (RAC) under conditions likely to lead to maximum residues. It provides the distribution of residues (active ingredient, and/or metabolites, degradation products), and preferential accumulation in various processed products resulting from the processing of a commodity. Used RACs (of plant origin and animal origin) should contain field-treated quantifiable residues, at sufficient levels so that concentration/dilution factors for the various consumed products and non-consumed intermediates can be determined. Pesticides residues to be measured are determined by the residue definition based on studies on the nature of the residue in processing and/or in plant and livestock. For each field test site (at least two independent) the processing factor (Pf) is calculated as the ratio between the residue level in the processed commodity and in the RAC or the commodity to be processed. If a given commodity has two or more significantly different commercial procedures, two trials for each procedure are necessary. Spiked samples should be run concurrently with those from the processing study to ensure the method validity.

Cette seconde phase est terminée soit lorsque 10% de la concentration à l’état d’équilibre (ou la concentration mesurée au 28e jour) est atteint, soit après un maximum de 10 jours. Les changements de concentration de la substance d’essai à la surface et dans les vers de terre sont contrôlés au cours des deux phases. La constante de taux d’absorption (ks), la constante de taux d’élimination (ke) et le facteur cinétique de bioaccumulation (BAFK = ks/ ke) en sont déduits. Les substances testées peuvent être marquées radioactivement afin de déterminer si l’identification et la quantification des métabolites sont nécessaires. Pour les mesures cinétiques, il faut au minimum trois réplicats traités par échantillonnage pendant les phases d’absorption et d’élimination. Afin d’assurer la validité du test (mortalité cumulée des vers de terre 〈 20% du nombre initial), des tests de toxicité doivent être conduits à intervalles réguliers. De plus, le taux lipidique des vers de terre, la teneur en carbone organique total des sédiments et le niveau résiduel de substance d’essai dans les vers de terre à la fin de la phase d’élimination sont utiles pour l’interprétation des résultats.

    Abstract: La protection de l’environnement et la concurrence sur les marchés sont deux des domaines d’action les plus prioritaires. La table ronde organisée par le Comité de la concurrence en juin 2006 portait sur les restrictions à la concurrence que peuvent créer la protection de l’environnement. Les réglementations environnementales peuvent constituer un obstacle substantiel à l’entrée sur certains marchés, favoriser la prédation sur certains marchés et nuire à la concurrence et au bien-être sous de nombreuses formes. Toute évaluation des coûts et avantages d’une réglementation environnementale en vigueur ou à venir est incomplète sans une analyse des coûts générés par toute restriction à la concurrence qui peut en résulter. En revanche, il n’y a aucune preuve empirique sérieuse que les mesures environnementales aient un impact sur la compétitivité des entreprises et des pays. Idéalement, les politiques de l’environnement devraient être efficaces entre des politiques pareillement efficaces, celle qui est la moins restrictive devrait être choisie par défaut. Les législateurs doivent s’assurer que les avantages tirés de ces politiques restent supérieurs aux coûts, y compris aux coûts indirects liés aux effets sur les structures de marché. Avant toute chose, les politiques de l’environnement visent à protéger certains biens environnementaux pour lesquels s’exprime une demande spécifique et qui sont fondamentaux pour le bon fonctionnement du marché.

    Abstract: Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from the United States and Australia for the Peer Review meeting held on 26 June 2007. The review noted that the European Community as a donor disbursed over USD 10 billion in official development assistance in 2006, while the European Commission plays a potentially important “federating” role for the institutions of all 27 Member States of the European Union. The DAC commended both the role of the Commission in reshaping its development co-operation and the progress made since the 2002 Peer Review in delivering Community assistance. It welcomed a 2007 policy that seeks better division of labour among the Commission and the Member States and the 2005 European Consensus on Development which outlines a common policy framework for them. The DAC noted a number of challenges facing the European Community, including: ensuring that European Union policies take forward the development focus of the Consensus; implementing these policies effectively at the country level; and continuing to reform the institutions and to simplify the procedures.

Cette analyse repose sur un cadre conceptuel qui conduit le praticien à envisager le renforcement des capacités à trois niveaux interdépendants : celui de l’individu, celui de l’organisation et celui du contexte à mettre en place. Elle offre des pistes de réflexion sur ce que recouvre le renforcement des capacités, sur les raisons de son importance et, enfin et surtout, sur ce qui peut être fait pour le favoriser.

    Abstract: Cet examen contient les principales conclusions et recommandations du Comité d’aide au développement et le rapport du Secrétariat. Il a été préparé avec des examinateurs des États-Unis et l’Italie en vue de la réunion d’examen par les pairs du 31 mai 2006. L’examen a salué l’action déterminée que mène le Royaume-Uni pour concourir à la réalisation des Objectifs du millénaire pour le développement (OMD) et porter son aide au développement à 0.7 % du revenu national brut (RNB) d’ici 2013. Le CAD a reconnu l’efficacité et la spécificité du modèle de coopération pour le développement britannique, qui est ancré sur un socle législatif solide et s’articule autour d’un mandat clairement défini dans le cadre d’un programme cohérent conduit sous la direction d’un ministre auquel est attribué un siège au Cabinet. Le Comité a recensé plusieurs améliorations possibles, (par exemple en matière d’approche de travail avec les donneurs, d’identification de priorités pour la cohérence des politiques, d’engagement avec la société civile et de clarification institutionnelle concernant l’aide humanitaire) qui placeraient le Royaume-Uni en bonne position pour relever les défis que constituent l’accroissement du volume de l’aide, le fait d’opérer dans les environnements plus complexes qui prévalent dans les États fragiles et la nécessité d’établir la réalité des résultats obtenus au regard du développement.

    Abstract: The NEPAD founding statement of 2001 identified infrastructure as a key sectoral priority. It proposed a programme including increased investment both in maintenance and in new infrastructure, new regulatory frameworks, and the promotion of public-private partnerships. NEPAD subsequently developed a Short-Term Action Plan designed to accelerate progress in this sector, and a Medium-Long Term Strategic Framework. Successive meetings of AU Ministers have underlined the importance of infrastructure to economic growth.

    Abstract: Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from Belgium and Switzerland for the Peer Review Meeting on 10 October 2007. This peer review of Canada’s development co-operation programme highlights Canada’s renewed commitment to Africa; a promising approach toward fragile states, such as Haiti and Afghanistan; initiatives to make Canadian aid more effective, focusing on accountability and explaining results to the Canadian public and parliament; and strong commitment to good humanitarian donorship (GHD). Canada still faces some challenges, including: i) strengthening the mandate for development co-operation and for CIDA, while addressing some of the agency’s fundamental structural issues; ii) producing a policy for development co-operation which focuses on reducing poverty; iii) articulating an approach to policy coherence for development; iv) continuing to increase aid to meet Canada’s commitments made at Monterrey; v) focusing its aid on fewer partner countries in order to generate stronger impact and voice; and vi) galvanising the implementation of the Paris Declaration on Aid Effectiveness. These steps are needed if Canada’s performance is to match its ambition to become a leading player in the donor community.

It was prepared with examiners from Luxembourg and New Zealand for the Peer Review meeting on 22 November 2006. Among the main issues covered were: the welcome move on the part of the Greek government to strengthen its aid policies and development co-operation system and its humanitarian assistance to victims of the 2004 Indian Ocean tsunami; the significant funding to provide education and health services to large numbers of migrants from the neighbouring region, though these costs are not ODA eligible under the DAC reporting rules; the need to address urgently the challenge of implementing Greece’s political commitment to reach the 0.51% ODA/GNI target by 2010; the need to announce a clear strategy for Greece’s aid as the framework for the medium term programme in terms of country and sector priorities and allocation among aid channels, and to strengthen policy coherence for development as a government objective; the importance of reinforcing public and political support for Greek development co-operation; the need to pursue the consolidation of the development co-operation system and to develop new ways of programming and delivering aid.

Les principales recommandations concernent la nécessité de reconnaître expressément l’importance fondamentale de la lutte contre la pauvreté, d’adopter une position plus claire sur le rôle de la cohérence des politiques au service du développement, de poursuivre la délimitation des champs de compétences respectifs des instances militaires et des institutions oeuvrant dans le domaine du développement, et de prêter une plus grande attention aux objectifs d’efficacité de l’aide énoncés dans la Déclaration de Paris ainsi que l’utilité que pourrait revêtir l’élaboration conjointe par le Département d’État et l’USAID d’un plan stratégique global destiné à guider l’action humanitaire.

    Abstract: Le Comité de la concurrence (Groupe de travail no 2 sur la concurrence et la réglementation) a organisé en juin 2004 une table ronde sur la concurrence et la réglementation dans l’agriculture : les situations de monopsone et les groupements de vente. Les pratiques d’achat en monopsone et les activités communes de fixation des prix dans le secteur de l’agroalimentaire ont été étudiées avec une attention particulière, surtout sous l’angle de la réglementation et des améliorations que peuvent apporter une législation plus favorable à la concurrence. Les activités communes des producteurs peuvent avoir un certain nombre d’effets positifs comme le lancement d’une marque ou de produits alimentaires qui n’aurait pu être concevable autrement, l’incitation à un mode de production (la production biologique par exemple), ou encore la remise sur quantité grâce à des achats effectués en gros volume. Des difficultés peuvent apparaître lorsque se traduit par la fixation de prix ou d’exigences de qualité et que la concurrence de proches substituts est faible. Les activités communes de producteurs assimilables à une entente ont souvent été soutenues par les autorités, mais elles ne sont pas propres à atteindre les objectifs des pouvoirs publics puisqu’il en résulte souvent une hausse des prix à la consommation et également un renchérissement du foncier qui dépasse alors les revenus des agriculteurs. Les pratiques des achats en monopsone dans le secteur de l’agriculture ont également été examinées. Il peut alors y avoir manipulation des prix par les gros acheteurs. Les autorités de la concurrence jouent un rôle important en faisant en sorte que les agissements des acheteurs n’aboutissent pas à un pouvoir de marché, surtout lorsqu’on se trouve en présence d’un petit nombre de très gros acheteurs et que les vendeurs n’ont guère d’autre choix que d’écouler leurs produits sur un marché très concentré. Mais dans la mesure où les acheteurs souhaitent acquérir certaines productions spécifiques, par exemple certaines variétés de céréales, ils peuvent avoir de bonnes raisons commerciales de préférer une forme de production particulière, de sorte que les produits agricoles ne devraient pas être traités différemment des biens des autres secteurs, qui sont personnalisés en fonction de l’acquéreur.

The review welcomed the United Kingdom’s strong commitment to the Millennium Development Goals and to increase development aid to 0.7% of its Gross National Income by 2013. The Committee recognised the effectiveness of the United Kingdom’s distinctive development co-operation model, characterised by a strong legislative basis, clarity of mission and unified programme under a Cabinet Minister. It identified several opportunities (e.g. new tactics in working with donors, identifying policy coherence priorities, more strategic involvement of civil society, greater institutional clarity around humanitarian aid) to make improvements that would better place UK development co-operation to address the future challenges of scaling up aid volume, moving into more difficult operational environments in fragile states and clearly demonstrating development results.

    Abstract: As recognised in the DAC Principles for Good International Engagement in Fragile States and Situations, interconnected challenges of governance, economic performance, insecurity and poverty are acute in fragile states, requiring close collaboration among defense, diplomacy, development and beyond. Good international engagement in fragile states requires a complex and coherent range of approaches and instruments if lasting peace is to be secured. The study provides a synthesis of current whole-of-government approaches in seven donors’ administrations, identifying several challenges to a whole-of-government approach, including differences in mandates, approaches, resources and considerable transaction costs. Recommendations include the need for political commitment, the need to engage a wide range of actors, joint analysis, country-specific joint planning, and creating the right incentives structure and knowledge management systems for actors involved to adopt a comprehensive approach.

    Abstract: On trouvera dans le présent examen les principales conclusions et recommandations du Comité d’aide au développement (CAD) ainsi que le rapport établi par le Secrétariat. Il a été préparé en collaboration avec les examinateurs du Luxembourg et de la Nouvelle Zélande aux fins de la réunion d’examen par les pairs tenue le 22 novembre 2006. Parmi les principaux sujets traités figurent les suivants : les mesures prises par les autorités grecques pour renforcer les politiques d’aide et le système de coopération pour le développement ainsi que l’aide humanitaire apportée en 2004 aux victimes du tsunami dans l’Océan indien ; l’importance des fonds destinés à assurer des services d’éducation et de soins de santé à un grand nombre de migrants de la région, bien que ces coûts ne soient pas comptabilisables dans l’APD selon les règles de notification du CAD ; la nécessité de concrétiser d’urgence l’engagement pris au niveau politique d’atteindre l’objectif de 0.5 % du RNB affecté à l’APD d’ici à 2010 ; la nécessité de définir clairement une stratégie d’aide servant de cadre au programme à moyen terme pour ce qui est des pays et des secteurs prioritaires et de l’affectation des fonds entre les différents canaux de l’aide, et de faire de la cohérence des politiques au service du développement un objectif public fort ; la nécessité d’affermir le soutien de l’opinion publique et des responsables politiques au programme grec de coopération pour le développement ; et enfin la nécessité de continuer de consolider le système de coopération pour le développement et de trouver de nouvelles modalités de programmation et d’acheminement de l’aide.

    Abstract: Résumé. Cet examen contient les principales conclusions et recommandations du Comité d’aide au développement et le rapport du Secrétariat. Il a été préparé avec des examinateurs de la Belgique et de la Suisse en vue de la réunion d’examen par les pairs du 10 octobre 2007. Le présent examen du programme canadien de coopération pour le développement fait apparaître un regain d’attention du Canada pour l’Afrique, une démarche prometteuse à l’égard des États fragiles, notamment en Haïti et en Afghanistan, des initiatives visant à rehausser l’efficacité de l’aide par des mesures destinées, avant tout, à renforcer les obligations de compte et faire connaître les résultats des activités menées aux citoyens et au parlement canadiens, et un vigoureux attachement aux principes et bonnes pratiques pour l’action humanitaire (GHD). Quelques défis n’en demeurent pas moins, le Canada devant encore : i) consolider le mandat de la coopération pour le développement et de l’ACDI et, en parallèle, remédier à divers problèmes fondamentaux liés aux structures de l’Agence, ii) élaborer une stratégie de coopération pour le développement centrée sur la lutte contre la pauvreté, iii) mettre au point des dispositifs propres à garantir la cohérence des politiques au service du développement, iv) continuer d’accroître le volume de son aide afin d’honorer les engagements qu’il a souscrits à Monterrey, v) concentrer ses apports sur un nombre plus restreint de pays partenaires afin de renforcer l’impact de son aide et de donner plus de poids à ses avis, vi) accélérer la mise en oeuvre de la Déclaration de Paris sur l’efficacité de l’aide. Des mesures s’imposent dans tous ces domaines afin de mettre la performance du Canada à la hauteur de ses ambitions, à savoir devenir un acteur de premier plan au sein de la communauté des donneurs.

    Abstract: This report outlines an approach for developing guidance on evaluating conflict prevention and peacebuilding activities. First, the report specifies which types of work can be considered conflict prevention and peacebuilding activities, distinguishing between conflict sensitivity and conflict prevention and peacebuilding work. The challenges of evaluating in this field are discussed and recommendations are made on key concepts and important elements for the process, including conducting a conflict analysis; examining theories of change; understanding impacts; programming to support evaluation; and choosing evaluation methodologies and approaches. The report also looks at the applicability of existing DAC tools, and adapts the DAC Criteria for Evaluating Development Assistance to the conflict prevention and peacebuilding field. Finally, it outlines the next steps for the DAC Networks in developing guidance.

    Abstract: Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from the Netherlands and Greece for the Peer Review meeting on 8 June 2007. Among the main issues covered were: the significant funding for official development assistance (ODA) and the welcome decision on the part of the Danish Government to maintain its ODA at a minimum of 0.8% of gross national income; the solid legal grounding, resulting from the long-standing support for development assistance; the integrated, decentralised, development co-operation system, which facilitates effective aid delivery and provides flexibility for aligning and harmonising programmes; the positive emphasis on quality assurance; the need to pursue Denmark’s efforts in meeting the commitments of the Paris Declaration on Aid Effectiveness; the need to further develop and disseminate learning both within and outside Danida, especially in areas of high interest for the donor community, like mainstreaming crosscutting issues, capacity development and decentralisation; and the need to make further progress on aid untying.

    Abstract: The health sector has always been an important recipient of global attention and external assistance. Humanitarian concerns about the health of the world’s poor, along with fears about the spread of epidemics such as HIV/AIDS, have made health a central pillar of most development policies. Over the last 30 years attention has increased with the emergence of new health threats - such as HIV/AIDS and pandemic influenza - and with recognition that health is a key determinant of economic growth, labor force productivity and poverty reduction. At the same time, health is increasingly viewed as a human right, the fulfillment of which places obligations on both developed and developing countries. Health has also been at the forefront of the debate on what aid effectiveness means from a sectoral perspective. In the mid-1990s health policymakers designed and pioneered sector-wide approaches (SWAps), which aimed to foster ownership, improve donor harmonization and aid predictability, and align policy behind a health-reform program agreed between government and donors. As this paper illustrates, aid effectiveness is particularly challenging in health. As with other sectors, difficulties are the result of inefficiencies in the global aid architecture and of poor country policies; however, problems in health are exacerbated by the inherent complexities of the sector itself. The large number and diverse nature of development partners active in health, the large unmet needs, the dependency on multiple sectors to achieve health outcomes, the major roles of the private sector in both financing and delivery, and the long-term recurrent nature of most health needs have created challenges for countries, but have also stimulated innovative ideas on how to move forward. As a result, the health sector may be a good "tracer" sector for OECD/ DAC to monitor overall harmonization and alignment progress.

    Abstract: Cet examen contient les principales conclusions et recommandations du Comité d’aide au développement (CAD) ainsi que le rapport établi par le Secrétariat en liaison avec des examinateurs représentant le Japon et la Suède pour l’examen des Pays-Bas qui a eu lieu le 12 septembre 2006. Le Comité a salué l’attachement indéfectible manifesté par les Pays-Bas à la cohérence des politiques au service du développement et leur volonté persistante de maintenir à un niveau élevé leurs apports au titre de l’aide au développement. Il a constaté que les Pays-Bas portent une grande attention à la qualité de leur aide et recourent à des approches novatrices qui laissent aux pays bénéficiaires le premier rôle dans la conduite du processus de développement. Il a aussi formulé un certain nombre de recommandations (par exemple poursuivre l’effort de concentration géographique et sectorielle de l’aide, veiller à ce que les objectifs de dépenses ne nuisent pas au respect des principes d’efficacité de l’aide, mettre au point une stratégie plus cohérente pour guider leur action à l’appui du développement du secteur privé, élaborer des stratégies globales en matière d’efficacité de l’aide et de conditionnalité) visant à aider les Pays-Bas à pousser plus avant leur effort d’amélioration de l’efficacité de leur programme de coopération pour le développement.

    Abstract: This Test Guideline describes a method to estimate the developmental toxicity of a test chemical to the dung dwelling life stages of dung-dependent dipteran species. Two test species can be used. The test chemical is mixed with bovine faeces, to which either 10 eggs of Scathophaga stercoraria or 10 larvae of Musca autumnalis are added. The test will be terminated 5 days after emergence of the last adult in the control (〉 18 days for S. stercoraria, 〉13 days for M. autumnalis). Then the possible impacts of the test chemical on the following measurement endpoints are assessed under controlled conditions: sex and total number of emerged adult flies, retardation of emergence indicated by the developmental rate and morphological change. Depending on the experimental design, the No Observed Effect Concentration (NOEC) or the Effect concentration for x percent effect (ECx) can be determined. This Guideline can be used for water soluble or insoluble substances, but is not applicable to volatile substances. If the toxicity of the chemical is unknown, five nominal test concentrations should be conducted. A positive control should be tested periodically. The test is considered valid if in the controls hatching of larvae is superior or equal to 70% of the number of introduced eggs, emergence of adults is superior or equal to 70% and superior or equal to 50% of the respectively hatched and introduced larvae and if the emergence of adult flies starts after 18 +- 2 days (S. stercoraria) or after 13 +- 2 days(M. autumnalis).

    Abstract: This Test Guideline describes a method to assess the effects of chemical substances in soil on the reproductive output of the soil mite species Hypoaspis (Geolaelaps) aculeifer Canestrini (Acari: Laelapidae). It can be used for water soluble or insoluble substances, but not with volatile substances. Adult females of similar age are exposed to a range of concentrations of the test substance mixed into 20 g dry mass of artificial soil 28-35 days after the start of the egg laying period. Depending on the endpoint (ECx, NOEC or both), five to twelve concentrations should be tested. At least two to four replicates for each test concentrations and six to eight control replicates, of 10 animals each, are recommended. At 20¡ãC, the test lasts 14 days after introducing the females, which usually allows the control offspring to reach the deutonymph stage. The number of surviving females (mortality ¡Ü 20% for a valid test) and the number of juveniles per test vessel (at least 50 for a valid test) are determined. The fecundity of the mites exposed to the test substance is compared to that of controls in order to determine the ECx (e.g. EC10, EC50) or the No Observed Effect Concentration (NOEC). Any observed differences between the behaviour and the morphology of the mites in the control and the treated vessels should be recorded.

    Abstract: Encouraging Student Interest in Science and Technology Studies examines overall trends in higher education enrolments and the evolution of S&T compared with other disciplines. The results suggest that although absolute numbers of S&T students have been rising as access to higher levels of education expands in OECD economies, the relative share of S&T students among the overall student population has been falling, The report shows that encouraging interest in S&T studies requires action to tackle a host of issues inside and outside the education system, ranging from teacher training and curriculum design to improving the image of S&T careers. Numerous examples of national initiatives are used to complement the analyses to derive a set of practical recommendations.

El sector se beneficia de un clima macroeconómico estable y de un entorno comercial abierto, asimismo, las exportaciones han crecido rápidamente, en particular para productos de alto valor, tales como el vino y la fruta. La prioridad actual del Gobierno es ampliar la base de crecimiento de la agricultura integrando de manera exitosa a los pequeños agricultores del país en las estructuras comerciales. Este estudio mide el nivel y la magnitud del apoyo que se brinda a la agricultura chilena, y evalúa la eficacia de las medidas actuales en el logro de sus objetivos. El estudio revela que Chile ofrece mucho menos apoyo y protección a su sector agrícola en comparación con la mayoría de los países de la OCDE, a pesar de que los gastos del gobierno en el sector se han triplicado en términos reales durante los últimos diez años. Cerca de la mitad de ese gasto se debe a bienes públicos como infraestructura y riego, mientras que la otra mitad se compone principalmente de las medidas que buscan hacer más competitivos a los agricultores de Chile. Este reporte sugiere formas en las que se puede mejorar la eficacia de esas políticas, incluyendo la evaluación sistemática de la ejecución de las mismas, por medio de una coordinación más estrecha entre los organismos gubernamentales y con la elaboración de políticas para los pequeños agricultores y para los trabajadores agrícolas asalariados en un contexto amplio de la economía, para que las políticas agrícolas puedan centrarse en los agricultores potencialmente competitivos y se distingan de manera efectiva e otros desarrollos y políticas sociales.

    Abstract: In the short span of just a few decades, Luxembourg has moved from a steel-based economy to one more broadly based on financial services. But being nestled between three other countries, each with their own infrastructure and development issues presents challenges. This review examines the economic trends and disparities within the region, including under-exploited assets. It makes recommendations regarding planning, the urban-rural balance, housing and land policy, transport, and R&D and education.

    Abstract: In many OECD countries, tertiary education systems have experienced rapid growth over the last decade. With tertiary education increasingly seen as a fundamental pillar for economic growth, these systems must now address the pressures of a globalising economy and labour market. Within governance frameworks that encourage institutions, individually and collectively, to fulfil multiple missions, tertiary education systems must aim for the broad objectives of growth, full employment and social cohesion. In this context, the OECD launched a major review of tertiary education with the participation of 24 nations. The principal objective of the review is to assist countries in understanding how the organisation, management and delivery of tertiary education can help them achieve their economic and social goals. New Zealand is one of 14 countries which opted to host a Country Review, in which a team of external reviewers carried out an in-depth analysis of tertiary education policies. This report includes: an overview of New Zealand's tertiary education system; an account of trends and developments in tertiary education in New Zealand; an analysis of the strengths and challenges in tertiary education in New Zealand; and recommendations for future policy development. This review of tertiary education in New Zealand forms part of the OECD Thematic Review of Tertiary Education, a project conducted between 2004 and 2008.
