    Kurzfassung: This Test Guideline describes a method to assess the effects of chemical substances in soil on the reproductive output of the soil mite species Hypoaspis (Geolaelaps) aculeifer Canestrini (Acari: Laelapidae). It can be used for water soluble or insoluble substances, but not with volatile substances. Adult females of similar age are exposed to a range of concentrations of the test substance mixed into 20 g dry mass of artificial soil 28-35 days after the start of the egg laying period. Depending on the endpoint (ECx, NOEC or both), five to twelve concentrations should be tested. At least two to four replicates for each test concentrations and six to eight control replicates, of 10 animals each, are recommended. At 20¡ãC, the test lasts 14 days after introducing the females, which usually allows the control offspring to reach the deutonymph stage. The number of surviving females (mortality ¡Ü 20% for a valid test) and the number of juveniles per test vessel (at least 50 for a valid test) are determined. The fecundity of the mites exposed to the test substance is compared to that of controls in order to determine the ECx (e.g. EC10, EC50) or the No Observed Effect Concentration (NOEC). Any observed differences between the behaviour and the morphology of the mites in the control and the treated vessels should be recorded.

But every year of delay reduces this breathing space, while requiring ever more stringent measures to make a difference. Current financial turmoil is not a reason to delay.     Kurzfassung: This Test guideline describes studies on phototransformation in water to determine the potential effects of solar irradiation on chemicals in surface water, considering direct photolysis only. It is designed as a tiered approach. The Tier 1 is based on a theoretical screen. The rate of decline of a test chemical in a direct photolysis study is generally assumed to follow pseudo first-order kinetics. If the maximum possible losses is estimated to be superior or equal to 50% of the initial concentration over a 30-day period, an experimental study is proceeded in Tier 2. The direct photolysis rate constants for test chemicals in the laboratory is determined using preferably a filtered xenon arc lamp capable of simulating natural sunlight in the 290 to 800 nm, or sunlight irradiation, and extrapolated to natural water. If estimated losses are superior or equal to 20%, the transformation pathway and the identities, concentrations, and rate of formation and decline of major transformation products are identified. An optional task is the additional determination of the quantum yield for various types of water bodies, seasons, and latitudes of interest. The test chemical should be directly dissolved in the aqueous media saturated in air at a concentration which should not exceed half its solubility. For linear and non-linear regressions on the test chemical data in definitive or upper tier tests, the minimum number of samples collected should be 5 and 7 respectively. The exact number of samples and the timing of their collection is determined by a preliminary range-finding. Replicates (at least 2) of each experimental determination of kinetic parameters are recommended to determine variability and reduce uncertainty in their determination.

Il est recommandé de préparer au moins deux à quatre réplicats pour chaque concentration d’essai et six à huit réplicats pour le témoin, chaque réplicat comportant 10 animaux. A 20°C, le test dure 14 jours après l’exposition des femelles, ce qui permet à la progéniture témoin d’atteindre l’étape de deutonymphe. Le nombre de femelles survivantes (pour un test valide, mortalité ≤ 20%) et le nombre de jeunes acariens par récipient (pour un test valide, au moins 50) sont déterminés. La fécondité des acariens exposés à la substance d’essai est comparée à celle des femelles témoins afin de déterminer la ECx (p.ex. EC10, EC50) ou la concentration pour laquelle aucun effet n’est observé (NOEC). Toutes autres différences observées dans le comportement et la morphologie par rapport aux acariens témoins doivent être reportées.

Elle permet d’obtenir la distribution des résidus (ingrédients actifs et/ou métabolites ou produits de dégradation) et le mode d’accumulation préférentiel dans divers produits transformés dérivant de matières premières. Les matières premières agricoles brutes utilisées (d’origine végétale ou animale) devraient contenir des résidus provenant de champs traités, en quantité suffisante pour que les facteurs de concentration/dilution des produits consommés et des intermédiaires non consommés puissent être déterminés. La définition des résidus de pesticides à mesurer est déterminée dans des études sur la nature du résidu dans les produits traités et/ou dans les plantes et le bétail. Pour chaque site testé (au moins deux indépendants) le facteur de transformation (Pf) est calculé comme le rapport entre le niveau résiduel dans les produits transformés et celui dans les matières premières agricoles (ou autres) brutes. Si un produit a plusieurs modes de commercialisation sensiblement différents, deux essais par mode sont nécessaires. Pour garantir la validité du test, des échantillons témoins doivent être analysés simultanément.

Deux espèces peuvent être utilisées. La substance testée est mélangée à des matières fécales auxquelles on ajoute soit 10 œufs de Scathophaga stercoraria soit 10 larves de Musca autumnalis. Le test dure jusqu’à 5 jours après l’apparition du dernier adulte dans le témoin (〉 18 jours pour S. stercoraria, 〉13 jours pour M. autumnalis). Les effets éventuels de la substance d’essai sont évalués par les mesures suivantes : le sexe et le nombre total de mouches adultes, la vitesse de développement (indication d’un possible retard) et les changements morphologiques. Selon le schéma expérimental, la concentration sans effet observé (NOEC) ou la concentration pour x% d’effet (ECx) peut être déterminée. Cette Ligne directrice peut être utilisée pour des substances solubles ou pas dans l’eau, mais n’est pas applicable à des substances volatiles. Si la toxicité du produit chimique n’est pas connue, cinq concentrations nominales devraient être testées. Un contrôle positif devrait être effectué régulièrement. Le test est considéré valide, si dans le témoin l’éclosion des larves correspond à plus de 70% des œufs introduits, le nombre d’apparitions d’adultes est ≥ 70% et ≥ 50% des larves respectivement écloses et introduites et si l’apparition des mouches adultes débute après 18 ± 2 jours (S. stercoraria) ou après 13 ± 2 jours (M. autumnalis).

    Kurzfassung: This report presents three case studies to illustrate the relationship between environmental policy and technological innovation. The case studies cover abatement technologies for wastewater effluent from pulp production, abatement of motor vehicle emissions, and development of renewable energy technologies. On the basis of patent data, the nature, extent, and causes of innovation in each of these areas have been explored. While a particular focus has been placed on the role of environmental policy in bringing about the innovation documented, it is recognised that other factors play a key role in inducing innovation that has positive environmental implications.

    Kurzfassung: This report evaluates strategies to improve the efficiency with which environmental resources are used to meet human needs. Many firms in OECD countries have developed strategies that involve:- developing goals to reduce resource use and pollutant release while improving customer service;- working towards the goals through innovation in technology, practices, and ways of thinking; and- designing indicators to monitor progress.Similar approaches have been used outside business, for example by governments, communities and groups of households. Such strategies have achieved improvements in material and energy efficiency in the region of 10% to 40%. The full potential for improving eco-efficiency is much greater, but it is only likely to be achieved through coherent government policies for sustainable development. The report identifies policies that can encourage innovation by firms and communities, and provide an economy-wide framework of economic and regulatory incentives for the adoption of more sustainable patterns of production and consumption.

    Kurzfassung: This method provides information on health hazard likely to arise from exposure to test substance via oral administration. The method is based on the repeated oral administration of the substance of interest during one limited period (one dose level daily during 28 days). This Guideline is intended primarily for use with rodents (rat preferably). At least 10 animals (5 female and 5 male) should be used for each dose level. Three tests groups, at least, should be used. The test compound is administered by gavage or via the diet or drinking water. A limit test may be performed if no effects would be expected at a dose of 1000 mg/kg bw/d. The report of this study will include results from clinical and functional observations, body weight and food/water consumption measurements, hematology and clinical biochemistry; as well as gross necropsy and histopathology.

    Kurzfassung: This Test Guideline describes a method conducted as model studies to predict the degradation pathway of the active ingredient under hydrolytic conditions, to identify the degradation products, and to determine the relative amount of degradation products. Three representative hydrolysis conditions should be investigated. Radiolabelled active test substance are used to elucidate the possible degradation pathway and for quantitation of the extent of degradation. The use of tritium (3H) as a label is not permitted due to the possibility of hydrogen exchange with the water. The proposed value for the concentration of a water soluble active ingredient in the studies required here is 1.0 mg/L. Samples may be analysed directly by chromatography or may be extracted with a series of solvents or solvent mixtures with various polarities and other characteristics depending on the nature of the expected residues. The characterisation and identification of extractable residues is made. Ideally samples should be stored at/or below -18°C. The report should include the routes of degradation observed, the degradation pathway, the composition of total radioactive residues, the limit of quantification for radioactivity determination and chromatographic separation.

    Kurzfassung: The Uterotrophic Bioassay is an in vivo short-term screening test. It is based on the increase in uterine weight or uterotrophic response. The Uterotrophic Bioassay relies for its sensitivity on an animal test system in which the hypothalamic-pituitary-ovarian axis is not functional. Two oestrogen sensitive states in the female rodent meet this requirement: i) immature females after weaning and prior to puberty and ii) young adult females after ovariectomy with adequate time for uterine tissues to regress. The test substance is administered daily by oral gavage or subcutaneous injection. Each treated and control group should include at least 6 animals. Graduated test substance doses are administered to a minimum of two treatment groups of experimental animals using one dose level per group and an administration period of three consecutive days for immature method and a minimum administration period of three consecutive days for ovx-adult method. The animals are necropsied approximately 24 hours after the last dose. For oestrogen agonists, the mean uterine weight of the treated animal groups relative to the vehicle group is assessed for a statistically significant increase. A statistically significant increase in the mean uterine weight of a test group indicates a positive response in this bioassay. The report should include: the daily body weights, the daily record of status of animal, the wet and blotted uterine weight, the daily food consumption.

Cinq catégories pour des études de métabolisme de plantes cultivées peuvent être considérées : légumes-racines, plantes à feuilles, fruits, plantes protéagineuses et oléagineuses, et céréales. La substance active est appliquée sur les feuilles, le sol ou les graines, ou des traitements après récolte. Elle doit être marquée pour permettre la quantification ; le radio-isotope préféré est 14C ; 32P, 35S peuvent être employés. L'étude est réalisée en utilisant un sol de limon sableux traité avec la substance d'essai radiomarquée. L'étude peut être réalisée dans une serre ou dans une parcelle ou une chambre de culture.     Kurzfassung: Une étude de neurotoxicité pour le développement fournit des informations sur les effets de l'exposition répétée à une substance pendant le développement dans l'utérus, et la phase post-natale précoce. La substance d'essai est administrée quotidiennement, généralement oralement, aux femelles gestantes (les rates sont préférées) dès l'implantation (JG 6), pendant toute lactation (JAN 21). Au moins trois niveaux de dose et un groupe témoin parallèle devraient être employés et un total de 20 portées est recommandé à chaque niveau de dose. Les mères sont examinées pour évaluer des effets sur les femelles gestantes et allaitantes et peuvent également fournir des informations comparatives. La progéniture est choisie de façon aléatoire dans les portées pour l'évaluation de la neurotoxicité. Toutes les mères et toute la progéniture sont observés au moins une fois quotidiennement en ce qui concerne leur état de santé, y compris la morbidité et la mortalité. L'évaluation comprend des observations pour détecter des anomalies neurologiques et comportementales, l'évaluation du poids du cerveau et la neuropathologie pendant le développement postnatal et l'âge adulte. Le rapport inclut le poids corporel, la consommation de nourriture/ d'eau, les observations cliniques détaillées, les résultats d'autopsie, une description détaillée de tous les comportements, le nombre d'animaux au début et à la fin de l'étude, et les données, relatives à la réponse toxique, par sexe et niveau de dose.

    Kurzfassung: Cette Ligne directrice a pour objectif d’examiner les émissions issues du bois et des produits en bois sans revêtement qui sont en contact avec de l'eau douce ou de l'eau de mer. Des spécimens d'essai de bois traités par un produit de préservation sont immergés dans l'eau. Les espèces de bois recommandées sont Pinus sylvestris L. (pin sylvestre), Pinus resinosa Ait. (pin rouge d’Amérique), ou Pinus spp (pin du sud). Il est recommandé d’utiliser des échantillons de bois d'essai par groupe de cinq, de taille conforme à la norme EN 113. Le contrôle avec les échantillons de bois non traités permet la détermination des concentrations de fond des produits émis par le bois, autres que le produit de préservation utilisé. Les groupes d’échantillon expérimentaux de bois utilisés pour l’essai sont au nombre d’au moins cinq : trois groupes de spécimens sont traités avec le produit de préservation, un groupe de spécimens est non traité et un groupe sert à l'estimation de la teneur en eau après séchage à l’étuve des spécimens d'essai avant traitement. L'eau (milieu d’émission) est recueillie et analysée chimiquement à différents moments au cours de la période d'exposition suffisante pour effectuer des calculs statistiques (6 heures, 1 jour, 2 jours, 4 jours, 8 jours, 15 jours, 22 jours, 29 jours). Les essais avec les échantillons non traités peuvent être interrompus s'il n'y a aucune concentration de fond détectée sur les trois premiers résultats.

    Kurzfassung: Regional Trade Agreements (RTAs) have increased significantly in number over the past few years. The number of RTAs which include environmental provisions is also increasing. However, these provisions, and the experience related to their negotiation and implementation, have not been examined in depth yet. This study contributes to filling this gap. It provides an overview of approaches to environmental issues in RTAs and summarises country experiences in their negotiation and practical application. Regional and bilateral trade arrangements are surveyed, including customs unions and free trade agreements. The study is based on the analysis of RTA texts, and on literature examining their actual implementation, as well as on first-hand comments and input from experts from both OECD and non-OECD countries.

    Kurzfassung: Competitive tendering provides a way to introduce competition to railways whilst preserving an integrated network of services. It has been used for freight railways in some countries but is particularly attractive for passenger networks when subsidised services make competition between trains serving the same routes difficult or impossible to organise. This report examines experience to date from around the world in competitively tendering rail services. It seeks to draw lessons for effective design of concessions and regulation from both the successful and less successful cases examined. The work is based on detailed examinations by leading experts of the experience of passenger rail concessions in the United Kingdom, Australia, Germany, Sweden and the Netherlands. It also draws on examples of freight rail concessions in Latin America.

    Kurzfassung: This report assesses the implications of climate change on winter tourism and natural hazards management in the European Alps, with a particular focus on how these activities can adapt to climate change. The report presents the first systematic cross-country analysis of the effects of climate change on snow-reliability in the European Alps. It also examines the implications of climate change for a range of natural hazards prevalent in the Alps, with a particular focus on frameworks and financial mechanisms to manage natural hazards in three countries: France, Switzerland and Austria. Technological and behavioural adaptation measures, together with institutional structures and risk transfer mechanisms, are also reviewed.

    Kurzfassung: Cette Ligne directrice est conçue pour évaluer les effets de l'exposition prolongée aux substances chimiques associées au sédiment sur la reproduction et la biomasse de l'oligochete endobenthique Lumbriculus variegatus (Müller). La méthode est décrite pour des conditions d'essai statiques. Des vers dans un état physiologique semblable sont exposés à une substance à une série de concentrations appliquées à la phase sédiment d'un système sédiment-eau (sédiment artificiel amendé avec une source de nourriture et de l'eau reconstituée). Les récipients expérimentaux sans substance d'essai servent de contrôle. Les animaux d'essai sont exposés aux systèmes sédiment-eau pendant une période de 28 jours. Les effets analysés dans ce type d'étude sont la concentration produisant un effet dans x% de la population (CEx) pour la reproduction et la biomasse. En outre la concentration sans effet observé (CSEO), ou la concentration minimale avec effet observé (CMEO) peuvent être calculées. Le but de l'étude, CEx ou le calcul de la CSEO, déterminera le modèle d'essai. Au moins cinq concentrations et trois réplicats au minimum pour la CEx, ou quatre répliques pour la CSEO/CMEO, devraient être utilisés pour chaque concentration. L'essai est effectué avec au moins 10 vers pour chaque réplicat. Le rapport inclut le nombre total et poids sec de vers, les observations de comportement anormal, de mortalité, les caractéristiques de l'eau dans les récipients d'essai et de la teneur organique totale.

Des substances actives radiomarquées sont employées pour élucider la voie de dégradation possible et pour quantifier de l'ampleur de la dégradation. L'utilisation du tritium (3H) comme marqueur n'est pas autorisée à cause de la possibilité d'échange d'hydrogène avec l'eau. La valeur proposée pour la concentration d'un ingrédient actif hydrosoluble, dans les études à réaliser, est de 1.0 mg/l. Les échantillons peuvent être analysés directement par la chromatographie ou être extraits par une série de solvants ou de mélanges de solvants dont les polarités et autres caractéristiques dépendent de la nature des résidus attendus. Les résidus extractibles sont caractérisés et identifiés. Dans le meilleur des cas les échantillons sont stockés à/au-dessous de -18°C. Le rapport inclut les voies de dégradation observées, la composition des résidus radioactifs totaux, la limite de la quantification pour la détermination de radioactivité et la séparation chromatographique.

Trois plantes représentatives sont examinées pour déterminer les niveaux d’absorption des résidus : ce sont des légumes-racines et tubercules, légumes à feuilles, et petits grains. L'essai emploie trois intervalles de rotation. Les cultures alternées devraient être plantées après un délai de rotation minimal prévisible dans le cadre de la pratique agricole : 7-30 jours, et 270 à 365 jours pour une rotation des cultures l’année suivante. Les études en conditions limitées sur le terrain sont conduites dans deux régions géographiques différentes. Le pesticide est appliqué sur la culture primaire ou le sol nu par le procédé spécifié sur l’étiquette du pesticide, ou l’étiquette proposée, à la dose maximale et au nombre maximal d’applications indiqués. Des résidus doivent être analysés dans les 30 jours suivant la récolte et doivent être stockés congelés avant l'analyse.

    Kurzfassung: Le bio-essai utérotrophique est un essai in vivo de dépistage à court terme. Il est basé sur l'augmentation du poids utérin ou de la réponse utérotrophique. La sensibilité de l’essai repose sur un système d'essai sur animaux, dans lequel l'axe hypothalamo-pituito-ovarien n'est pas fonctionnel. Deux états sensibles aux oestrogènes chez le rongeur femelle répondent à cette exigence : i) femelles immatures après sevrage et avant la puberté et ii) jeunes femelles adultes ovariectomisées, passé le délai nécessaire à la régression des tissus utérins. La substance d'essai est administrée quotidiennement par gavage ou injection sous-cutanée. Chacun des groupes traités et de contrôle devraient inclure au moins 6 animaux. Des doses graduées de substance d'essai sont administrées au minimum à deux groupes de traitement d'animaux de laboratoire utilisant un niveau de dose par groupe. La période d'administration est de trois jours consécutifs pour la méthode sur femelles immatures et d’au moins trois jours consécutifs dans la méthode sur femelles adultes ovariectomisées. Les animaux sont autopsiés approximativement 24 heures après la dernière dose. Pour des agonistes d'oestrogène, on mesure le rapport entre le poids utérin moyen des animaux des groupes d’essai et celui des animaux du groupe témoin qui a reçu le véhicule pour déterminer s’il existe une augmentation statistiquement significative. Une augmentation statistiquement significative du poids utérin moyen d'un groupe d'essai indique une réponse positive à ce bio-essai. Le rapport inclut les poids corporels quotidiens, le relevé quotidien de l’état de l'animal, le poids utérin humide et épongé, et la consommation de nourriture quotidienne.

    Kurzfassung: The aim of these studies is to demonstrate the time period for which stability has been shown in representative commodities from crops. Freezer storage stability studies should include sufficient starting material and should have a sufficiently high concentration of residue to allow for any observed decline during storage to be quantified. Samples could either be from crops (or animals) that have been treated with pesticides in the field, or from the spiking of control commodities with known amounts of each component of the residue definitions. Freshly spiked control samples of the stored commodities should be analysed at each of the time points when aged/stored commodities are removed from frozen storage for analysis. The control samples used for procedural recovery determinations will be the same commodity. At least two sampling intervals (time zero and other) should be used; the sampling interval depends on the stability of the residues. Duplicate samples of every commodity at each time point for all components of the residue definitions need to be analysed. The report should include the residue results and the statistical treatments.

    Kurzfassung: This Test Guideline is intended for testing the emissions from wood and wooden commodities that are not covered and are in contact with fresh water or seawater. Preservative treated wood test specimens are immersed in water. The recommended wood species are Pinus sylvestris L. (Scots pine), Pinus resinosa Ait. (red pine), or Pinus spp (Southern pine). Wood test specimens are recommended to be sets of five according to EN 113 size blocks. Control with untreated wood specimens allows for the determination of background levels for emissates from wood other than the preservative used. The number of sets of wood test specimens used for analysing is at least five: three sets of specimens are treated with preservative, one set of specimens is untreated and one set of specimens for the estimation of the oven dry moisture content of the test specimens before treatment. The water (emissate) is collected and chemically analyzed multiple times over the exposure period sufficient to perform statistical calculations (6 hours, 1 day, 2 days, 4 days, 8 days, 15 days, 22 days, 29 days). Tests with untreated samples can be discontinued if there is no background detected in the first three data points.

Dies soll erreicht werden durch: die Unterstützung der einzelnen Länder bei der Bewertung der erzielten Fortschritte; die Förderung des Dialogs zwischen den Mitgliedstaaten über ihre Politiken durch ein Peer-Review-Verfahren und die Aufforderung an die Regierungen der Mitgliedstaaten, ihre Bemühungen um eine verbesserte Berichterstattung über ihre Tätigkeiten gegenüber der Öffentlichkeit, in den Entwicklungsländern und anderswo zu verstärken. Inwiefern wurden die nationalen Zielsetzungen erreicht? In welchem Umfang wurden die internationalen Verpflichtungen eingehalten? Diesen Fragen wird im Rahmen der Umweltperformance-Prüfung nachgegangen. Ziele und Verpflichtungen können allgemeiner oder spezifischer Natur oder gar quantifiziert sein. Darüber hinaus wird die Umweltperformance vor dem Hintergrund des Zustands der Umwelt im betreffenden Land, seiner natürlichen Ressourcen, seines wirtschaftlichen Umfeldes und seiner demografischen Entwicklung betrachtet.

La Declaración de París sobre la Efectividad de la Ayuda al Desarrollo, acordada y suscrita por más de 100 donantes y países en desarrollo en marzo de 2005, compromete conjuntamente a los donantes y los países socios a "desarrollar y aplicar enfoques comunes para la evaluación estratégica ambiental a nivel de sector y nación". Esta Guía explica los beneficios de usar la Evaluación Ambiental Estratégica en la cooperación para el desarrollo, y presenta los pasos clave para su aplicación, basándose en experiencias recientes. Adopted in 1981, the Guidelines have become the recognised reference tool for professionals working on the testing of chemicals and the assessment of their potential hazards.

    Kurzfassung: The Baltic Sea Region is rapidly becoming one of the world’s more competitive regions. The region is capitalising on its strengths and making the most of its diversity to stimulate innovation, build a strong pool of skilled labour and foster entrepreneurship. A deep spirit of co-operation and integration has led the Baltic Sea countries to set up ambitious governance frameworks to pursue economic development objectives jointly from Oslo to St. Petersburg. Yet major challenges at the local level lie ahead for the Eastern shores of the Baltic, where economic transition still needs to be accompanied by more innovative strategic planning, new forms of governance and dynamic civic entrepreneurship. Policies will need to be made more adaptable and capacities will need to be strengthened if prosperity and living standards are to increase on the Baltic Rim. Fortunately, the Baltic Sea Region includes some of the world’s most innovative countries. From Denmark to Finland, the Region possesses a breadth of experience in facilitating policy co-ordination, adjusting policy to local conditions and involving business and civil society in shaping policy measures. There is a great deal that other countries can learn from this experience in setting up partnerships, regional strategic frameworks and other forms of governance. The learning process has already started, with the Baltic Rim becoming a unique laboratory for governance. This book analyses the new governance developments in the Baltic States and Northwest Russia and provides suggestions on how to speed up this progress. It is essential reading for all stakeholders in the Baltic Sea Region and for those elsewhere wishing to apply emerging lessons to their region of the world.

Ces diverses approches doivent être mises en œuvre en tenant tout particulièrement compte des situations et des spécificités propres à chaque pays. En effet, des instruments bien adaptés à un pays peuvent ne pas convenir à d’autres.

    Kurzfassung: This Test Guideline describes a method to determine the amount of pesticide residues which may be accumulated into rotational crops via soil uptake following realistic agricultural practices. These data may be used to establish crop rotation restrictions, for dietary risk assessment and to determine whether maximum residue limits will be needed in rotational crops. Three representative crops should be tested to determine the uptake of residues: these are root and tuber vegetables; leafy vegetables; and small grains. The test uses three rotational intervals. The rotated crops should be planted after the minimum rotational interval that could be expected as part of agricultural practice: 7-30 days, and 270-365 days for crops rotated the following year. The limited field trials should be conducted at two diverse geographical regions. The pesticide should be applied to primary crop or bare soil by the method specified on the pesticide label or proposed label at the maximum label rate and the maximum number of applications. Residues should be analyzed within 30 days of harvesting (and should be stored frozen prior to analysis).

    Kurzfassung: A developmental neurotoxicity study will provide information on the effects of repeated exposure to a substance during in utero and early postnatal development. The test substance is administered daily, generally orally, to mated females (rats are preferred) from the time of implantation (GD 6) throughout lactation (PND 21). At least three dose levels and a concurrent control should be used and a total of 20 litters are recommended at each dose level. Dams are tested to assess effects in pregnant and lactating females and may also provide comparative information. Offspring are randomly selected from within litters for neurotoxicity evaluation. All dams and all offspring should be carefully observed at least once daily with respect to their health condition, including morbidity and mortality. The evaluation consists of observations to detect gross neurologic and behavioural abnormalities, and the evaluation of brain weights and neuropathology during postnatal development and adulthood. The report should include the body weight, the food/water consumption; the detailed clinical observations, the necropsy findings, a detailed description of all behavioural, the number of animals at the start and at the end of the study and the toxic response data by sex and dose level.

    Kurzfassung: This Test Guideline is designed to assess the effects of prolonged exposure to sediment-associated chemicals on the reproduction and the biomass of the endobenthic oligochaete Lumbriculus variegatus (Müller). The method is described for static test conditions. Worms of similar physiological state are exposed to a series of toxicant concentrations applied to the sediment phase of a sediment-water system (artificial sediment amended with a food source and reconstituted water). Test vessels without the test substance serve as controls. The test animals are exposed to the sediment-water systems for a period of 28 days. The endpoints of this type of study are the ECx for reproduction and biomass. In addition the No Observed Effect Concentration (NOEC), and the Lowest Observed Effect Concentration (LOEC) may be calculated. The purpose of the study, ECx or NOEC derivation, will determine the test design. At least five concentrations and a minimum of three replicates for ECx, or four replicates for NOEC/LOEC, for each concentration should be tested. The test is conducted with at least 10 worms for each replicate. The report should include the total number and the dry weight of the worms, the observations of abnormal behaviour, of mortalities, the water characteristics within the test vessels and the total organic content.

The provide an estimate of total radioactive residues in the various raw agricultural commodities (RACs); identify the major components of the terminal residue in the various RACs; elucidate the degradation pathway of the active ingredient in rotated crops; provide data to determine appropriate rotational intervals and/or rotational crop restrictions based on residue uptake levels; provide information for determining if limited field trials for rotational crops should be performed. The active ingredient should be labelled, to allow for quantification; the preferred radioisotope is 14C, although 32P, 35S can be used. The study should be performed using a sandy loam soil treated with the radiolabelled test substance. The study may be performed either in a greenhouse or in an outdoor plot or container or a combination of the two. Three appropriate rotational intervals should be used (7-30 days for rotated crops, 60-270 days to reflect a typical rotation after harvest of the primary crop and 270-365 days for crops rotated the following year). Three Rotational crops should be used and be representative of each of the following crop groupings: root and tuber vegetable; small grain; and leafy vegetable.

    Kurzfassung: Les études sur le métabolisme chez les animaux d’élevage sont employées pour déterminer qualitativement et quantitativement le métabolisme et/ou la dégradation de la substance active résultant de l'utilisation de pesticide dans les aliments, de l'application directe au bétail, ou du traitement des locaux. Les études fournissent une évaluation des résidus totaux dans les produits comestibles issus du bétail, aussi bien que les excrétions, identifient les composants principaux du résidu final dans les tissus comestibles, élucident une voie métabolique pour le pesticide chez les ruminants et les volailles et fournissent les preuves q’un résidu est liposoluble ou non. Les études doivent être entreprises à l’aide d’un composé d'essai radiomarqué. Le radio-isotope préféré est 14C, de même 32P, 35S peuvent être utilisés. L’étude chez le ruminant (chèvres en lactation) peut être effectuée sur un animal par expériences. Pour la volaille (poules pondeuses), l'utilisation de dix oiseaux par expériences (ou dose) est recommandée. Le dosage minimum utilisé dans des études orales de métabolisme chez les animaux d’élevage doit correspondre au niveau d'exposition prévu par l'alimentation avec des récoltes traitées contenant les quantités de résidus les plus élevées observées. Le traitement doit être administré oralement (par l'intermédiaire d'un lance-capsule, d'une capsule ou par gavage) ou par application cutanée. L'étude inclut les excrétions, la collecte du lait et des oeufs (deux fois par jour), la collecte des tissus (muscle, foie, …).

    Kurzfassung: Les études sur les résidus dans le bétail sont conduites afin de mesurer les concentrations de résidus dans la viande, le lait, des œufs et des sous-produits carnées comestibles après utilisation d'un produit pesticide. Les situations auxquelles de telles études s'appliquent comprennent l'application d'un pesticide à des produits agricoles bruts (PAB) et leur ingestion par le bétail, les pesticides directement appliqués sur le bétail, et les pesticides employés dans les locaux d’élevage. Les principaux objectifs de l’étude sur les résidus dans les animaux d’élevage sont : d’établir une base pour la fixation des limites maximales de résidus (LMR) et de réaliser des évaluations des risques par ingestion alimentaire pour la sécurité du consommateur. Des études alimentaires séparées sont entreprises pour un ruminant (vaches laitières en lactation) et une volaille (poules pondeuse). Les substances d'essai sont appliquées quotidiennement (pendant au moins 28 jours) de préférence sous forme de capsule. L’étude sur les résidus dans les animaux d’élevage comporte normalement 3 concentrations différentes, 1X, 3X et 10X. Trois animaux par groupe de dose (et un pour le contrôle) sont employés pour des ruminants. Pour des poules, 9-10 animaux par groupe de dose (et 3 à 4 animaux pour le contrôle par étude) sont employés. Le rapport d’étude inclut la consommation quotidienne de nourriture, le poids, la production de lait ou d'oeufs et l’analyse (après et avant le dosage), des observations détaillées (les problèmes de santé…) et les analyses de tissus.

De plus elles fournissent les données pour déterminer des intervalles de rotation appropriés et/ou des restrictions qu'il faut imposer aux cultures alternées en se fondant sur les niveaux d’absorption des résidus et fournissent les informations permettant de déterminer s'il faut procéder à des essais en conditions limitées sur le terrain pour les cultures en rotation. La substance active doit être marquée, pour permettre la quantification ; le radio-isotope préféré est 14C ; 32P, 35S peuvent être utilisés. L'étude doit être réalisée en utilisant un sol de limon sableux traité avec la substance d'essai radiomarquée. L'étude peut être réalisée dans une serre ou dans une parcelle ou une chambre de culture. Trois intervalles de rotation appropriés doivent être employés (7-30 jours pour les récoltes alternées, 60-270 jours pour refléter une rotation typique après la moisson de la récolte primaire et 270-365 jours pour des récoltes en rotation de l'année suivante). Trois plantes de culture en rotation doivent être employées et être représentatives de chacun des groupements suivants de culture : légumes-racines et tubercules ; petits grains ; et légume à feuilles.

    Kurzfassung: The residues in Livestock studies are conducted in order to quantify levels of residues in meat, milk, eggs and edible meat by-products following the use of a pesticide product. The situations to which such studies apply include application of a pesticide to raw agricultural commodities (RACs), and the feeding by livestock; pesticides that may be directly applied to livestock; and pesticides that are used in livestock premises. The primary purposes of the Residues in Livestock study are to provide: the basis for establishing maximum residue limits (MRLs) and for conducting dietary intake assessments for consumer safety. Separate feeding studies should be conducted for a ruminant (lactating dairy cows) and poultry (egg-laying hens). The test substance(s) should be applied daily (during at least 28 days) preferably by capsule. A Residues in Livestock study will normally comprise 3 different dose levels, 1X, 3X and 10X. Three animals per dose group (and one for the control) should be used for ruminants. For hens 9-10 animals per dose group (and 3 to 4 animal for control per study) should be used. The study report should include: daily feed consumption, bodyweights measurement, milk or egg production and analyse (after and before dosing), detailed observations (health problems…) and tissues analyse.

    Kurzfassung: Studies of Metabolism in Crops are used to elucidate the degradation pathway of the active ingredient and require the identification of the metabolism and/or degradation products when a pesticide is applied to a crop directly or indirectly. A Metabolism in Crops study should be submitted for each type of crop group. Five categories for crop metabolism studies can be considered: root vegetables, leafy crops, fruits, pulses and oilseeds, and cereals. The active ingredient should be administered such as foliar, soil/seed, or post-harvest treatments to reflect its intended use pattern. It should be labelled, to allow for quantification; the preferred radioisotope is 14C, although 32P, 35S can be used. The study should be performed using a sandy loam soil treated with the radiolabelled test substance. It may be performed either in a greenhouse or in an outdoor test plot or plant growth chambers. The maximum application rate (the proposed Good Agriculture Practice (GAP) application rate) should be utilized. Samples of all raw agricultural commodities are collected for characterization and/or identification of residues and determination of the total radioactive residue.

The studies should be conducted using radiolabelled test compound. A stable position of labelling is chosen and the preferred radioisotope is 14C, although 32P, 35S can be used. A ruminant (lactating goats) study can be carried out on a single animal per experiments. For poultry (laying hens), the use of ten birds per experiments (or dose) is recommended. The minimum dosage used in livestock oral metabolism studies should approximate the level of exposure expected from the feeding of treated crops with the highest observed residues. Treatment should be administered orally (via a balling gun, capsule or gavage) or by dermal application. The study includes: the excreta, milk and eggs collect (twice daily), and tissues collect (muscle, liver…).

    Kurzfassung: This Test Guideline describes a method, which can provide information that is useful in predicting the likely effect of a test substance on gas production in anaerobic digesters. Aliquots of a mixture of anaerobically digesting sludge (20 g/L to 40 g/L total solids) and a degradable substrate solution are incubated alone and simultaneously with a range of concentrations of the test substance in sealed vessels for up to 3 days. At least triplicate sets of bottles for each of a range of concentrations are used. This study includes measurement of pressure (indication about the amount of gas) and pH. The percentage inhibition of gas production brought about by the various concentrations of the test substance is calculated from the amounts produced in the respective test and control bottles (with 3,5-dichlorophenol). The EC50 and other effective concentrations are calculated from plots of percentage inhibition against the concentration of the test chemicals or, more usually, its logarithm.

    Kurzfassung: Infrastructure systems play a vital role in economic and social development. Demand for infrastructure is set to continue to expand significantly in the decades ahead, driven by major factors of change such as global economic growth, technological progress, climate change, urbanisation and growing congestion. However, challenges abound: many parts of infrastructure systems in OECD countries are ageing rapidly, public finances are becoming increasingly tight and infrastructure financing is becoming more complex. This book assesses the future viability of current "business models" in five infrastructure sectors: electricity, water, rail freight, urban mass transit and road transport. It proposes policy recommendations that aim to enhance capacity to meet future infrastructure needs, including measures that could be taken by governments both collectively and individually to create more favourable institutional, policy and regulatory frameworks.

    Kurzfassung: Today the battle for talent is as important as the battle for capital. In the knowledge economy, skilled migrants can offer a significant comparative advantage to local economies. Unskilled migrants are also in demand, particularly where demographic change reduces the self-sufficiency of local labour markets. Yet for the potential advantages of migration to be harnessed, it is crucial that immigration be accompanied by integration, or effective mechanisms for ensuring that immigrants are incorporated into labour markets, the economy and society. Paradoxically, at the same time that migration is increasing in global importance, there is worrying evidence that integration results do not seem to be as favourable as they were in the past.

But they often introduce unintended consequences, such as budget deficits, pollution, unemployment and trade distortions.     Kurzfassung: This Test Guideline is for an in vitro membrane barrier test method that can be used to identify corrosive substances. The test method utilizes an artificial membrane designed to respond to corrosive substances in a manner similar to animal skin in situ. The in vitro membrane barrier test method may be used to test solids, liquids (aqueous substances with a pH in the range of 4.5 to 8.5 often do not qualify for testing) and emulsions. The test described in this Test Guideline allows the identification of corrosive chemical substances and mixtures and allows the subcategorisation of corrosive substances as permitted in the GHS. This classification is based on the substance penetration time through the membrane barrier. The test system is composed of two components, a synthetic macromolecular bio-barrier and a Chemical Detection System (which one detect the test substance). An appropriate number of replicates is prepared for each test substance and its corresponding controls. The times of applying the test substance to the membrane barrier are recorded and staggered. The time (in minutes) elapsed between application of the test substance to the membrane barrier and barrier penetration is used to predict the corrosivity of the test substance.

    Kurzfassung: This Test Guideline is designed to assess effects on seedling emergence and early growth of higher plants following exposure to the test substance applied to the soil surface or into the soil. Seeds are placed in contact with soil treated with the test substance and evaluated for effects following usually 14 to 21 days after 50 % emergence of the seedlings in the control group. Endpoints measured are visual assessment of seedling emergence, biomass measurements, shoot height, and the visible detrimental effects on different parts of the plant. The test can be conducted in order to determine the dose-response curve, or at a single concentration/rate as a limit test, according to the aim of the study. An appropriate statistical analysis is used to obtain effective concentration ECx or effective application rate ERx for the most sensitive parameter(s) of interest. Also, the no observed effect concentration (NOEC) and lowest observed effect concentration (LOEC) can be calculated in this test.

    Kurzfassung: Cette Ligne directrice est une méthode de dépistage pour l'évaluation de la biodégradabilité facile de substance chimique. La substance d'essai, normalement à 20 mg C/L, représentant la seule source de carbone et d’énergie, est incubée (pendant 28 jours normalement) dans des bouteilles scellées, en aérobiose, contenant un milieu tampon composé de sels minéraux, dans lequel a été ensemencée une population mixte de micro-organismes. Afin de vérifier la procédure d'essais, une substance de référence (éthylèneglycol, benzoate de sodium ou aniline et 1-octanol), à la biodégradabilité connue, doit être testée en parallèle. On recommande d’analyser trois réplicats de flacon après un nombre suffisant d'intervalles de temps. De même, au moins cinq flacons (les flacons d'essai, les flacons témoins blanc, et les flacons avec la substance de référence) sont analysés à la fin de l'essai, afin de calculer les intervalles de confiance à 95% pour le pourcentage moyen de biodégradation. L'évolution de CO2 dégagé par la biodégradation aérobie finale de la substance d'essai est déterminée en mesurant l’excèdent de carbone inorganique (CI) produit dans les flacons d'essai par rapport à celui produit dans les flacons témoins blanc ne contenant que le milieu ensemencé. Le degré de biodégradation est exprimé en pourcentage de la production maximale théorique de CI (ThCI), basé sur la quantité de substance d'essai ajoutée au départ. Une biodégradation 〉60% de la ThCI, dans l’intervalle de 10 jours au cours de cet essai, démontre que la substance d'essai est facilement biodégradable en aérobiose.
