    Kurzfassung: Nuclear energy is an important source of low-carbon electricity and thus plays a significant role in avoiding carbon emissions. It has the potential to decarbonise the global energy sector even further by also providing heat for industrial applications and residential heating, which both continue to run mainly on fossil fuels. More than 65 nuclear reactors around the world (about 15% of the total) with decades of experience demonstrate on a daily basis the feasibility of providing non-electric applications of nuclear energy such as district heating, desalination or other forms of process heat. In order to further reduce carbon emissions, the share of nuclear reactors used for cogeneration needs to be expanded. However, until recently the economic competitiveness of thermal energy produced by nuclear power plants has been a challenge. Not accounting for climate change impacts, heat produced by gas- or coal-fired power plants has frequently been cheaper. Yet, as fossil fuel prices rise and carbon costs are increasingly accounted for, the economics of nuclear cogeneration begin to look more favourable. A good understanding of the technical realities and economics of nuclear cogeneration, including its implications for electricity and energy systems, is essential to take advantage of this changed environment. This NEA report provides a thorough overview of nuclear cogeneration, with a view to helping energy decisionmakers and interested experts in assessing the costs and benefits of having nuclear energy provide both low-carbon electricity and low-carbon heat.

    Kurzfassung: Hydrogen is expected to play important roles in decarbonised energy systems, as an energy source for otherwise hard-to-electrify sectors as well as a storage vector to enhance power system flexibility. However, hydrogen is not a primary energy resource and has to be produced using different chemical processes. Water electrolysis, which uses electricity to split water molecules to extract hydrogen, is expected to become a leading solution in this context. Electrolysis will, however, only be a feasible solution if the electricity used as feedstock comes from low-carbon sources. A significant number of countries are therefore considering a role for nuclear energy in their hydrogen strategies. This report provides an assessment of the costs and competitiveness of nuclear-produced hydrogen across the hydrogen value chain and explores the impacts of hydrogen production on the overall costs of integrated electricity and energy systems. It shows, in particular, that nuclear energy can be a competitive source to produce and deliver low-carbon hydrogen for centralised industrial demand. The large scale and dispatchability of nuclear power can also improve the cost-efficiency of hydrogen transport and storage infrastructures, and reduce the overall costs of the energy system.

    Kurzfassung: Energy markets will be significantly different in the future. The electricity generation system is becoming more diverse with the development of energy-related technologies including renewable energy sources, storage technologies and demand-side management. Beyond the electricity sector, various low-carbon energy technologies are being developed to respond to the need to decarbonise hard-to-abate sectors such as heavy industry and long-distance transportation. In this report the NEA investigates the changing needs of energy markets and the potential role of nuclear technologies as low-carbon energy sources. Focusing on the technical characteristics of advanced nuclear reactor systems, including Generation III/III+ reactors, small modular reactors and Generation IV reactors, it explores the ways these advanced nuclear technologies could address the future energy market needs. The conclusion is that advanced nuclear reactor systems, while complying with the flexibility requirements of the electricity grid and supporting system reliability, have a large potential as alternative low-carbon energy sources for residential and industrial heat supply and hydrogen production.

    Kurzfassung: This report highlights the potential role of nuclear in contributing to the circular carbon economy as a low-carbon source of electricity, but also as a source of heat and system integration services. It further highlights the essential role played by the existing nuclear reactor fleet in supporting the resilience of the electricity system through the COVID-19 crisis, and the significant role that the nuclear sector can play in post-COVID-19 recovery efforts. As with all low-carbon technologies, a number of enabling policies are needed for nuclear power to play its full role in the circular carbon economy. They are outlined in the last section of this report. Building on these conclusions, G20 countries could take specific action in a number of areas, both individually and collectively.

    Kurzfassung: This report addresses the increasingly important interactions of variable renewables and dispatchable energy technologies, such as nuclear power, in terms of their effects on electricity systems. These effects add costs to the production of electricity, which are not usually transparent. The report recommends that decision-makers should take into account such system costs and internalise them according to a “generator pays” principle, which is currently not the case. Analysing data from six OECD/NEA countries, the study finds that including the system costs of variable renewables at the level of the electricity grid increases the total costs of electricity supply by up to one-third, depending on technology, country and penetration levels. In addition, it concludes that, unless the current market subsidies for renewables are altered, dispatchable technologies will increasingly not be replaced as they reach their end of life and consequently security of supply will suffer. This implies that significant changes in management and cost allocation will be needed to generate the flexibility required for an economically viable coexistence of nuclear energy and renewables in increasingly decarbonised electricity systems.

    Kurzfassung: A key challenge in the development of safety cases for the deep geological disposal of radioactive waste is handling the long time frame over which the radioactive waste remains hazardous. The intrinsic hazard of the waste decreases with time, but some hazard remains for extremely long periods. This report reviews the current status and ongoing discussions of this issue, addressing such issues as ethical principles, the evolution of the hazard over time, uncertainties in the evolution of the disposal system (and how these uncertainties themselves evolve), the stability and predictability of the geological environment, repository planning and implementation including regulatory requirements, siting decisions, repository design, the development and presentation of safety cases and the planning of pre- and post-closure institutional controls such as monitoring requirements.

    Kurzfassung: Le renouveau d'intérêt pour l'énergie nucléaire résultant des préoccupations causées par le changement climatique global et la sécurité d'approvisionnement, qui est susceptible d'entraîner une croissance notable de la production d'électricité nucléaire, rend plus attractifs les réacteurs à neutrons rapides fonctionnant en cycle fermé. La transition entre le parc actuel de réacteurs à neutrons thermiques et des systèmes à neutrons rapides demandera plusieurs décennies et d'importants efforts de RD-D. Cet ouvrage identifie et analyse les questions stratégiques et politiques clés posées par une telle transition et vise à assister les décideurs dans le choix des meilleures approches pour mettre en œuvre des scénarios de transition.

This conference proceedings presents discussions focused on diversity in regulatory processes; the basis and tools for assuring long-term protection; ethical responsibilities of one generation to later generations and how these can be discharged; and adapting regulatory processes to the long time frames involved in implementing geological disposal. There has been much consolidation and retrenchment in the nuclear industry since the 1980s, with the emergence of some large global nuclear companies. Electricity market liberalisation in many OECD countries has meanwhile placed nuclear plant operators under increased competitive pressure.These structural changes in both the producer and consumer sides of the nuclear industry have had implications for the level of competition in the nuclear engineering and fuel cycle markets. With renewed expansion of nuclear power now anticipated, this study examines competition in the major nuclear industry sectors at present, and how this may change with a significant upturn in demand.

These proceedings include the main findings and presented papers from the third NEA-EC workshop on engineered barrier systems, which focused on the role of EBS modelling in the safety case for deep disposal. The workshop examined the modelling tools currently available and identified complex areas of assessment in which further dialogue is needed.

Both this seminar and wider experience show that this is not the case. Local factors and national political positions have a significant input and often result in widely differing strategy approaches to broadly similar decommissioning projects. All facility owners represented at the seminar were able to demonstrate a rational process for strategy selection and compelling arguments for the choices made.     Kurzfassung: Performance assessment of repository concepts for the geological disposal of long-lived radioactive waste relies on the availability of thermodynamic data for many radionuclides and other elements under a wide range of physico-chemical conditions. For the past ten years, the OECD Nuclear Energy Agency (NEA) has been co-ordinating a multinational effort to produce a database of selected thermochemical values that would satisfy the requirements of the various national programmes in Member countries. This project is known as the NEA Thermochemical Database (TDB) Project. This publication contains the full papers and summary discussion records of a workshop attended by scientists active in the field of chemical thermodynamics and experts in repository performance assessment who use the thermochemical databases for their evaluations. During the workshop, participants discussed current experimental and theoretical standpoints, new data requirements and the peculiarities of their application in performance assessment.

    Kurzfassung: In underground repositories for radioactive waste, significant quantities of gases may be generated as a result of several processes. The potential impact of gas generation, accumulation and migration on the performances of the various barriers and, ultimately, on the long-term safety of a repository, should therefore be assessed in the development of safety cases for underground repositories. It was in this context that the EC and the NEA organised a workshop on "Gas Generation, Accumulation and Migration in Underground Repository Systems for Radioactive Waste: Safety-relevant Issues" in Reims, France on 26-28 June 2000. This book includes the texts of the invited presentations, the reports of the deliberations held in the five working groups, as well as the main conclusions of the workshop.

    Kurzfassung: A general consensus has been reached among technical experts that high-level radioactive waste can safely be disposed of in deep geological repositories. Safety studies are carried out to evaluate the overall capacity of a particular disposal site to confine waste and minimise radioactive releases. Since the principal way in which radioactive elements might eventually reach the biosphere is by transport of dissolved radionuclides in groundwater, the safety study calculations must be able to estimate their rate of transfer through each of the barriers surrounding the repository. It is well known that, for many radioelements, sorption reactions can lead to a reduction of the amount of radionuclides present in the solution phase. How best to take radionuclide sorption reactions into account in repository performance assessment models is the subject of this book.

    Kurzfassung: Low-level radioactive waste (LLW) arises in the normal operation of nuclear power plants and fuel cycle facilities, as well as from the use of radioactive isotopes in medicine, industry and agriculture. This report sets out the costs of operating disposal sites for LLW in OECD countries, as well as the factors that may affect the costs of sites being developed. This publication will be of special interest to experts in the field of radioactive waste management and economics of the nuclear fuel cycle.
