Abstract: Nuclear energy is an important source of low-carbon electricity and thus plays a significant role in avoiding carbon emissions. It has the potential to decarbonise the global energy sector even further by also providing heat for industrial applications and residential heating, which both continue to run mainly on fossil fuels. More than 65 nuclear reactors around the world (about 15% of the total) with decades of experience demonstrate on a daily basis the feasibility of providing non-electric applications of nuclear energy such as district heating, desalination or other forms of process heat. In order to further reduce carbon emissions, the share of nuclear reactors used for cogeneration needs to be expanded. However, until recently the economic competitiveness of thermal energy produced by nuclear power plants has been a challenge. Not accounting for climate change impacts, heat produced by gas- or coal-fired power plants has frequently been cheaper. Yet, as fossil fuel prices rise and carbon costs are increasingly accounted for, the economics of nuclear cogeneration begin to look more favourable. A good understanding of the technical realities and economics of nuclear cogeneration, including its implications for electricity and energy systems, is essential to take advantage of this changed environment. This NEA report provides a thorough overview of nuclear cogeneration, with a view to helping energy decisionmakers and interested experts in assessing the costs and benefits of having nuclear energy provide both low-carbon electricity and low-carbon heat.

Abstract: Hydrogen is expected to play important roles in decarbonised energy systems, as an energy source for otherwise hard-to-electrify sectors as well as a storage vector to enhance power system flexibility. However, hydrogen is not a primary energy resource and has to be produced using different chemical processes. Water electrolysis, which uses electricity to split water molecules to extract hydrogen, is expected to become a leading solution in this context. Electrolysis will, however, only be a feasible solution if the electricity used as feedstock comes from low-carbon sources. A significant number of countries are therefore considering a role for nuclear energy in their hydrogen strategies. This report provides an assessment of the costs and competitiveness of nuclear-produced hydrogen across the hydrogen value chain and explores the impacts of hydrogen production on the overall costs of integrated electricity and energy systems. It shows, in particular, that nuclear energy can be a competitive source to produce and deliver low-carbon hydrogen for centralised industrial demand. The large scale and dispatchability of nuclear power can also improve the cost-efficiency of hydrogen transport and storage infrastructures, and reduce the overall costs of the energy system.

Abstract: Energy markets will be significantly different in the future. The electricity generation system is becoming more diverse with the development of energy-related technologies including renewable energy sources, storage technologies and demand-side management. Beyond the electricity sector, various low-carbon energy technologies are being developed to respond to the need to decarbonise hard-to-abate sectors such as heavy industry and long-distance transportation. In this report the NEA investigates the changing needs of energy markets and the potential role of nuclear technologies as low-carbon energy sources. Focusing on the technical characteristics of advanced nuclear reactor systems, including Generation III/III+ reactors, small modular reactors and Generation IV reactors, it explores the ways these advanced nuclear technologies could address the future energy market needs. The conclusion is that advanced nuclear reactor systems, while complying with the flexibility requirements of the electricity grid and supporting system reliability, have a large potential as alternative low-carbon energy sources for residential and industrial heat supply and hydrogen production.

Abstract: This report highlights the potential role of nuclear in contributing to the circular carbon economy as a low-carbon source of electricity, but also as a source of heat and system integration services. It further highlights the essential role played by the existing nuclear reactor fleet in supporting the resilience of the electricity system through the COVID-19 crisis, and the significant role that the nuclear sector can play in post-COVID-19 recovery efforts. As with all low-carbon technologies, a number of enabling policies are needed for nuclear power to play its full role in the circular carbon economy. They are outlined in the last section of this report. Building on these conclusions, G20 countries could take specific action in a number of areas, both individually and collectively.

Abstract: This report addresses the increasingly important interactions of variable renewables and dispatchable energy technologies, such as nuclear power, in terms of their effects on electricity systems. These effects add costs to the production of electricity, which are not usually transparent. The report recommends that decision-makers should take into account such system costs and internalise them according to a “generator pays” principle, which is currently not the case. Analysing data from six OECD/NEA countries, the study finds that including the system costs of variable renewables at the level of the electricity grid increases the total costs of electricity supply by up to one-third, depending on technology, country and penetration levels. In addition, it concludes that, unless the current market subsidies for renewables are altered, dispatchable technologies will increasingly not be replaced as they reach their end of life and consequently security of supply will suffer. This implies that significant changes in management and cost allocation will be needed to generate the flexibility required for an economically viable coexistence of nuclear energy and renewables in increasingly decarbonised electricity systems.

Abstract: The renewed interest in nuclear energy triggered by concerns about global climate change and security of supply could lead to substantial growth in nuclear electricity generation and expanded interest in fast neutron reactors with closed fuel cycles. Moving from the current fleet of thermal neutron reactors to fast neutron systems will require many decades and extensive RD&D efforts. This book identifies and analyzes key strategic and policy issues raised by such a transition, and provides guidance to decision makers on the best approaches for implementing transition scenarios.--Publisher's description

Abstract: Regulating the long-term safety of geological disposal of radioactive waste is a key part of making progress on the radioactive waste management issue. A survey of member countries has shown that differences exist both in the protection criteria being applied and in the methods for demonstrating compliance, reflecting historical and cultural differences between countries which in turn result in a diversity of decision-making approaches and frameworks. This conference proceedings presents discussions focused on diversity in regulatory processes; the basis and tools for assuring long-term protection; ethical responsibilities of one generation to later generations and how these can be discharged; and adapting regulatory processes to the long time frames involved in implementing geological disposal. These proceedings include a summary of the viewpoints expressed as well as the 22 papers presented at the workshop.

Abstract: Nuclear power plants require a wide variety of specialised equipment, materials and services for their construction, operation and fuelling. There has been much consolidation and retrenchment in the nuclear industry since the 1980s, with the emergence of some large global nuclear companies. Electricity market liberalisation in many OECD countries has meanwhile placed nuclear plant operators under increased competitive pressure. These structural changes in both the producer and consumer sides of the nuclear industry have had implications for the level of competition in the nuclear engineering and fuel cycle markets. With renewed expansion of nuclear power now anticipated, this study examines competition in the major nuclear industry sectors at present, and how this may change with a significant upturn in demand.

Abstract: In the deep disposal of radioactive waste, the presence of several barriers serving complementary safety functions enhances confidence that the waste will be isolated and contained to protect human health and the environment. The barriers include the natural geological barrier and the engineered barrier system (EBS). The EBS itself may comprise a variety of sub-systems or components, such as the waste form, container, buffer, backfill, seals and plugs. These proceedings include the main findings and presented papers from the third NEA-EC workshop on engineered barrier systems, which focused on the role of EBS modelling in the safety case for deep disposal. The workshop examined the modelling tools currently available and identified complex areas of assessment in which further dialogue is needed.

Abstract: This study analyses a range of advanced nuclear fuel cycle options from the perspective of their effect on radioactive waste management policies. It presents various fuel cycle options which illustrate differences between alternative technologies, but does not purport to cover all foreseeable future fuel cycles. The analysis extends the work carried out in previous studies, assesses the fuel cycles as a whole, including all radioactive waste generated at each step of the cycles, and covers high-level waste repository performance for the different fuel cycles considered.

Abstract: Hydrogen has the potential to play an important role as a sustainable and environmentally acceptable source of energy in the 21st century. Present methods for producing hydrogen are mainly based on the reforming of fossil fuels with subsequent release of greenhouse gases. To avoid producing greenhouse gases, the possibility to use heat and surplus electricity from nuclear power plants to produce hydrogen by water cracking is being investigated. This report presents the state of the art in the nuclear production of hydrogen and describes the scientific and technical challenges associated with it.

Abstract: As modern nuclear power programmes mature and large, commercial nuclear power plants and fuel cycle facilities approach the end of their useful life by reason of age, economics or change of policy on the use of nuclear power, new challenges associated with decommissioning and dismantling come to the fore. Politicians and the public may expect there to be a “right answer” to the choice of strategy for a particular type of facility, or even all facilities. Both this seminar and wider experience show that this is not the case. Local factors and national political positions have a significant input and often result in widely differing strategy approaches to broadly similar decommissioning projects. All facility owners represented at the seminar were able to demonstrate a rational process for strategy selection and compelling arguments for the choices made. In addition to the papers that were presented, these proceedings include a summary of the discussions that took place.

Abstract: During irradiation, nuclear fuel changes volume, primarily through swelling. This swelling is caused by the fission products and in particular by the volatile ones such as krypton and xenon, called fission gas. Fission gas behaviour needs to be reliably predicted in order to make better use of nuclear fuel, a factor which can help to achieve the economic competitiveness required by today's markets. These proceedings communicate the results of an international seminar which reviewed recent progress in the field of fission gas behaviour in light water reactor fuel and sought to improve the models used in computer codes predicting fission gas release. State-of-the-art knowledge is presented for both uranium-oxide and mixed-oxide fuels loaded in water reactors.

Abstract: This book presents the proceedings of a workshop entitled the "Handling of Timescales in Assessing Post-Closure Safety" of deep geological repositories for radioactive waste organised in Paris on 16-18 April 2002 and hosted by the French Institute for Radiological Protection and Nuclear Safety (IRSN). The main objective of the workshop was to identify and discuss approaches related to, and work done on, the timescales issue within national radioactive waste management programmes in the context of assessing post-closure safety. The timescales in question depend upon the half-lives and levels of activity of the radionuclides considered for disposal. These proceedings include the presentations made at the workshop as well as a summary of the discussions held.

Abstract: Performance assessment of repository concepts for the geological disposal of long-lived radioactive waste relies on the availability of thermodynamic data for many radionuclides and other elements under a wide range of physico-chemical conditions. For the past ten years, the OECD Nuclear Energy Agency (NEA) has been co-ordinating a multinational effort to produce a database of selected thermochemical values that would satisfy the requirements of the various national programmes in Member countries. This project is known as the NEA Thermochemical Database (TDB) Project. This publication contains the full papers and summary discussion records of a workshop attended by scientists active in the field of chemical thermodynamics and experts in repository performance assessment who use the thermochemical databases for their evaluations. During the workshop, participants discussed current experimental and theoretical standpoints, new data requirements and the peculiarities of their application in performance assessment.

Abstract: Hydrogen has the potential to play an important role as a sustainable and environmentally acceptable energy source in the 21st century. However, hydrogen does not exist as a gas on earth and thus has to be produced from, for example, water or natural gas by different separation techniques. One way to do so would be to use nuclear-produced energy or heat in this separation process. The present publication gives an overview of the advancements in the scientific and technological fields related to the nuclear production of hydrogen.

Abstract: In underground repositories for radioactive waste, significant quantities of gases may be generated as a result of several processes. The potential impact of gas generation, accumulation and migration on the performances of the various barriers and, ultimately, on the long-term safety of a repository, should therefore be assessed in the development of safety cases for underground repositories. It was in this context that the EC and the NEA organised a workshop on "Gas Generation, Accumulation and Migration in Underground Repository Systems for Radioactive Waste: Safety-relevant Issues" in Reims, France on 26-28 June 2000. This book includes the texts of the invited presentations, the reports of the deliberations held in the five working groups, as well as the main conclusions of the workshop.

Abstract: The industrial treatment of spent nuclear fuel is presently performed using different wet chemical processes. Alternative dry processes, using pyrochemical methods, have received some attention due to their potential advantages in terms of plant design and criticality safety, as well as radiation dose. Recent progress in the transmutation of long-lived fission products and minor actinides has brought renewed interest in pyrochemical methods, as effective transmutation will be based on multi-recycling of the fuel with very high burn-up and short cooling times, conditions under which pyrochemical methods offer various advantages over wet processes. Studies of pyrochemical processes have so far been carried out at laboratory level. Considerable R&D work is still required in order to upgrade these processes to the current level of industrial aqueous processing.

Abstract: Over the last 50 years particle accelerators have evolved from simple devices to powerful machines, and will continue to have an important impact on research, technology and lifestyle. Today, they cover a wide range of applications, from television and computer displays in households to investigating the origin and structure of matter. It has become common practice to use particle accelerators for material science and medical applications. In recent years, requirements from new technological and research applications have emerged, giving rise to new radiation shielding aspects and problems. These workshop proceedings review recent progress in radiation shielding of accelerator facilities, evaluating advancements and discussing further developments needed with respect to international co-operation in this field.

Abstract: Energy and nuclear policy makers face many challenges as they evaluate options to ensure an adequate supply of electricity while pursuing environmental, economic and energy security goals. Many analysts suggest that nuclear’s share of global energy supply could decrease in coming decades. If energy markets and national energy policies continue along "business as usual" lines, what are the issues that arise? What are the consequences for the long-term availability of nuclear technology and expertise? This book identifies the issues in a series of papers presented at a recent meeting jointly organised by the International Energy Agency and the OECD Nuclear Energy Agency. Senior energy policy makers and industry executives from OECD Member countries contributed these analyses. They offer a realistic assessment of nuclear’s potential contribution, and the major challenges awaiting nuclear energy and energy supply in general. For those seeking a review of the current issues facing nuclear power within the broad context of energy policy, this is an essential report.

Abstract: Proper heat removal from the fuel is essential for the safe operation of nuclear reactors used for electricity production. As nuclear fuel is burnt it undergoes important changes, including a degradation of its thermal conductivity. This important phenomenon needs to be reliably predicted in order to make better use of the fuel, a factor which can help to achieve the economic competitiveness required by today's markets. This report communicates the results of an international seminar which reviewed recent progress in the field of nuclear fuel thermal conductivity and sought to improve the models used in computer codes predicting thermal performance. State-of-the-art knowledge is presented for both uranium-oxide and mixed-oxide fuels loaded in water reactors.

Abstract: Following recent disarmament agreements, the Russian Federation and the USA have declared part of their stockpiles of weapons-grade plutonium as a surplus to their national defense needs. This material needs to be disposed of, and one of the suggested means of doing so is burning it in existing reactors and transforming the material into spent fuel. The experience in these two countries with mixed oxide fuel (MOX) is either dated or scarce. Several European countries and Japan, however, have acquired much experience in using MOX fuel in reactors which was shared at this important workshop. This publication presents the workshop results which reviewed existing technical information from the civil nuclear power programmes that are beneficial to weapons-grade plutonium disposition. It also proposes concrete actions that could help expedite this process in the near future.
