    Abstract: Georgia has an impressive record of reforms and is on a steady track of poverty reduction, butensuring that of its all citizens can equally benefit from and contribute to its development remains a challenge. This study focuses on one particular aspect of Georgia's path to inclusive growth: social inclusion. It uses the concepts of social inclusion and exclusion to help understand why some members of society may be consistently left behind from the development process, and to provide insights into policies that can have a transformational impact on the situation of systematically disadvantaged groups and individuals. Social exclusion implies that certain members of society, due to their social or cultural identity, may face complex barriers and, due to them, have persistently lower outcomes e.g., access to quality education, health, employment, and income relative to the rest of society, thus not achieving their full potential

    Abstract: Technology is one of the main drivers of productivity and economic growth. Developing countries have traditionally had difficulties in both developing technology and absorbing foreign technology. Seventy to eighty percent of the productivity gap between developed and developing countries is estimated to result from the lag in the adoption of technologies in these countries. Tech start-ups are an effective a mechanism to both create local technology and absorb foreign technology. In recent years, there has been a surge in tech start-ups across the world. Fueled by global technology-led cost reductions and increased access to resources, tech entrepreneurs have emerged in both develop and developing countries. However, there is little understanding of how these tech entrepreneurs form ecosystems, their internal dynamics, how they work, what makes them grow and achieve sustainability, how they connect with the local economy to drive productivity and employment, and why some ecosystems are more effective than others The objective of this report is to provide a better understanding of the status of Dar Es Salaam's start-up ecosystem and provide policy recommendations for policy makers and other stakeholders who are interested in supporting the growth and sustainability of the ecosystem

    Abstract: This is a background paper to the Pacific Possible report. Technological progress has given rise to increased interest in deep sea minerals. This report takes stock of existing policy, legal and fiscal arrangements supporting DSM decision making and the regulatory and institutional capacities necessary to assure positive outcomes. As such, the report summarizes the knowns and unknowns characterizing the current state of DSM, frames the need to apply the precautionary approach given information uncertainty, and identifies professional and institutional capacity building needs. Given the significant uncertainties and weak institutional capacity in the countries of the Region, the report recommends the precautionary approach to DSM, which among others includes the option of no development if the risks are found to be larger than the benefits. It also recommends that regional regulatory collaboration takes place in a way that is respectful of sovereignty considerations

A recovery in industrial activity has coincided with a pickup in global trade, after two years of marked weakness. Growth in South Asia remains strong, with regional output projected to grow by 6.8 percent in 2017 and an average of 7.2 percent in 2018-19. Economic activity in Nepal, which rebounded strongly in FY2017, reaching 7.5 percent (year-over-year [y/y]) following two challenging years, has again been impacted by severe flood affecting more than one-third of the country. High inflation in the last two years induced by disruptions moderated sharply by early 2017 and further slowed, reaching decade-low inflation by the end of FY2017, due to moderating inflation in India

    Abstract: The 10th economic update comes at an important juncture for Rwanda. The country has entered the third decade of uninterrupted economic growth and social progress. Rwanda's global income ranking improved from the seventh poorest in 2000 to the 20th in 2015, on the back of Rwanda's strong commitment to good governance, the principles of market economy and openness. The growth, however, has been slowing down recently and is expected to remain subdued in 2017. Going forward, achieving Rwanda's ambition of attaining middle-income status requires sustaining the average growth rate of the past two decades in the years to come. The vision 2050, and the new EDPRS, currently under preparation will provide the roadmap for adapting the economy to the evolving regional and global context and maintaining a growth rate that delivers poverty reduction and prosperity. In addition to presenting recent macroeconomic developments, this update also discusses the longer-term patterns of productivity and structural transformation and derives some broad lessons for growth strategy. The Rwanda Economic Update (REU) reports on and synthesizes recent economic developments, and places them in a medium term, regional, and global context. It analyses the implications of these developments and policies for the outlook of the economy. These reports attempt to make an analytical contribution to the implementation of Rwanda's national development strategy. Each edition includes a special feature on a selected topic. The report is intended for a wide audience, including policy makers, business leaders, other market participants, the community of analysts engaged in Rwanda's economy, and civil society

    Abstract: As a result of a number of internal and external shocks, Uganda's economy is currently growing at the lowest rate recorded over the past two decades. Therefore, current policy is focused on the management of these impacts so that they do not exacerbate macroeconomic instability and on measures to stimulate the economy to increase growth. The Government's investment push is intended to address binding constraints on growth, with the most significant of these constraints being Uganda's huge infrastructure deficit. The first part of this Ninth Uganda Economic Update presents an assessment of the current state of the economy, while the second part addresses a specific theme related to Uganda's development challenges and the manner in which these may be addressed. This focusses on how the management of Public-Private Partnerships (PPPs) can support Uganda's investment push by facilitating access to private sector financing, by managing the risks intrinsic in these arrangements, and by maximizing the economic and social value of these partnerships. This can only be achieved if the government is committed to building the appropriate set of frameworks to create a conducive environment for private investments and to adopting robust project identification, screening, procurement and contract management processes

    Abstract: This report studies coding bootcamps. A new kind of rapid skills training program for the digital age. Coding bootcamps are typically short-term (three to six months), intensive and applied training courses provided by a third party that crowdsources the demand for low-skills tech talent. Coding bootcamps aim at low-entry level tech employability (for example, junior developer), providing a new tool for entry into the new world of digital jobs. This report studies the characteristics, methodologies, business models and impact of five coding bootcamps operating directly or through partners in developing countries. High employability and employment rates in low-entry tech positions (for example, junior developer, freelancer, and so on) reported by coding bootcamps suggest an untapped potential of this form of rapid tech skills training. From the case studies, there are two factors that seem to exert a major influence over employment outcomes: 1. selection criteria, and 2. extent of links with the local tech ecosystem. However, there is also criticism around bootcamp programs, which have been grounded in three key arguments: quality of programming skills, employability, and "short termism." Early evidence, which is based on a limited number of sources and mostly based on the data from bootcamp providers themselves, calls for additional, more representative, and holistic research

    Abstract: Despite bold efforts to consolidate public finances, Ukraine's growth potential remains undermined by a large public sector, high public debt levels and inefficient provision of critical public services. The Ukraine government faces new public spending pressures which, if realized, would reverse recent fiscal consolidation gains. In this context, the objective of this Public Finance Review (PFR) is to inform the government of Ukraine about fiscal reform options to restore sustainability of public finances while improving critical public services and improving medium-term growth prospects. The PFR offers reform options for a gradual and sustainable fiscal deficit reduction and mitigation of risks to debt sustainability through broadening the tax base, improved tax administration, and more efficient public spending. Chapter 1 provides an overview of Ukraine's fiscal situation and key pressures to fiscal sustainability. Chapter 2 focuses on options to broaden the tax base and improve tax administration following the recent tax reform measures. Although Ukraine already collects a high share of Gross domestic product as taxes, it can improve tax compliance, broaden the tax base, and reduce the tax burden. Improving tax administration and broadening the tax base are critical to improve fiscal sustainability in the short term and to create a foundation for sustainable economic growth in the medium term. Chapter 3 focuses on options to improve the fiscal sustainability of the pensions system, which is the largest public finance expenditure item and a source of fiscal vulnerability on the expenditure side. Chapters 4, 5, 6 and 7 look at opportunities for delivering public services, specifically, education, health, social assistance and decentralization, that are more efficient, equitable and higher quality. Reforms in these areas are anchors of Ukraine's long-term fiscal sustainability and core elements of the strategy to reduce the fiscal deficit. Analyses of expenditures in this review are structured according to functions rather than economic categories

    Abstract: This education report is a compliment to the 2017 World Bank led Armenia Systematic Country Diagnostic (SCD), which focuses on how to improve shared prosperity and reduce poverty in Armenia. This report collates information from recent education studies addressing issues with skills development and gender and spatial differences in educational level and quality. Concurrently, this study will try to link key macroeconomic and demographic issues to issues related to the education sector. Thus, this study will provide an overview of the external and internal issues related to improving education and be central with regards to the direction set out in the SCD linking these to poverty and shared prosperity. This study is organized into four main sections intended to provide a comprehensive analysis of Armenia's education landscape. It will begin with an overview of Armenia's current social and economic context and the factors that have contributed to it. Next, it will dive deeper into the relationship between education and the economy and unique spatial aspects associated with income and education inequalities. It will then assess the key challenges within the education system that are contributing to Armenia's current state of affairs. Finally, the study will present policy recommendations based on the information analyzed. In doing so, the aim will be to equip the Republic of Armenia with a strong set of evidence-based education policies and strategies that will promote broad-based prosperity and poverty reduction and move Armenia forward in the next stage of development

    Abstract: Montenegro is currently in the process of modernizing and restructuring its public procurement system, not only with a view to bringing its procurement system in line with international best practices and complete its accession requirements to enter the EU, but also to constructing more efficient and competitive public procurement, that will enable optimization of results. In order to guarantee that significant improvements are built into the procurement system, the Government of Montenegro has taken several steps to tackle its shortcomings, namely by devising strategies for the development of the procurement system along with action plans that establish specific measures and goals and respective timeframes for completion and tracking the implementation of such measures. The assessments conducted by external entities to the Government of Montenegro have shown that such strategies have been productive in addressing issues in the public procurement system of Montenegro and showcase a steady evolution towards better procurement practices. The analyses introduced by this methodology will most definitely concentrate on performance compliance indicators. These will allow for a more quantitative-based approach to monitoring of the public procurement practices in Montenegro, introducing a less formal concept of monitoring, which is currently restricted to legal and regulatory compliance and emphasizes formal and administrative aspects of procurement. Analyzing and improving the system of procurement is entirely dependent on data available and the analysis of the data for gathering business intelligence and increase productivity of all entities in the system. To this end, guidelines and key performance indicators (KPIs) on how to improve the monitoring, auditing and reporting mechanisms will be introduced. This analysis will also include the benchmarking of the 2015 annual report by the PPA, where monitoring will be assessed in terms of compliance with proposed targets and changes verified up to this point

    Abstract: A broad-based recovery in global economic activity has been taking hold since late 2016. Industrial production has picked up and global trade accelerated after two years of pronounced weakness. A gradual recovery in commodity prices diminished growth constraints among commodity exporters, including major emerging economies. Despite heightened policy uncertainty, growth in major advanced economies, including the United States, the European Union, and Japan, has strengthened, reflecting buoyant domestic demand and rising exports. Growth in developing East Asia and Pacific (EAP) continues to be resilient as already robust domestic demand was supported by a pickup in external demand and a gradual recovery in commodity prices. After a large surplus in 2016, Vietnam's external current account balance started to decline in early 2017. Robust growth in exports, tourism receipts, and private remittances led to a current account surplus of about 4 percent of GDP in 2016, marking the sixth consecutive year of a widening current account surplus. The financial account also saw large net inflows of foreign direct investment (FDI) and long-term loans, allowing the State Bank of Vietnam to gradually rebuild foreign reserves. The current account surplus started to decline in early 2017 due to a recovery in import growth. Bolstered by a strong external position, the nominal exchange rate has been relatively stable but the real exchange rate continues to appreciate. The reference rate was devalued modestly by 1.23 percent in 2016 and around 1.3 percent year-to-date in 2017. Meanwhile, the real effective exchange rate continued to appreciate by about 5 percent in 2016 and 24 percent since 2010. Real exchange rate appreciation is driven by a large external surplus of the FDI sector, but is a concern for Vietnam's domestic private enterprises, which continue to face significant external imbalance and competitiveness challenges. This special focus issue is part of two-part series on fiscal reforms. While this installment of the taking stock special topic is focused on specific revenue and debt management options to underpin more sustainable and efficient fiscal management, the December issue will focus on expenditure restructuring

    Abstract: The sector of small and medium-sized enterprises (hereinafter SMEs) represent an increasingly important segment of Montenegrin economy and have been key drivers of its economic growth and employment for the past several years. With foreign direct investment, this sector could be an important lever of economic development and the main creator of new jobs in the future. In order to survive and develop in the market, these enterprises have to constantly build new competitive benefits. The same can be built within the enterprises themselves through their strengthening and development, but also through mutual cooperation and linking. Because SMEs have an important role in the economic development of each country, it is necessary to encourage and facilitate their participation in public procurement procedures. Taking into account the fact that procurements merge at all levels (national and local), special attention should be paid to get SMEs more closely involved in the procurement procedures with contracting authorities, subject to the application of the LPP. Montenegro has recognized in its agenda through the strategy for the development of the public procurement system for the period 2016-2020 the necessity of active relationship between the state and local self-government on the development and encouragement of SMEs. Based on research carried out in direct communication with the representatives of these entities and their associations, with the aim to assess the readiness of SMEs to adapt to future activities in the field of public procurement, it is evident that they are planning new investments and expansion of business. They are ready to invest in human resources, technical, technological and other facilities necessary for successful business, in order to be competitive in the market. To that end, they expect more support from the state of Montenegro and the local community. In accordance with the orientation and expectations of SMEs this guide is intended to encourage the participation of SMEs at all levels in the area of public procurement

    Abstract: The World Bank is re-engaging in the education sector in Burundi at a time when the country has launched a major reform of its school education system, including the lengthening of the compulsory basic education cycle to 9 years in line with the Sustainable Development Goals. Due to the withdrawal of many donors from the education sector, after the events of 2015, as well as the general fiscal and economic contraction, the gains achieved in the last decade, especially in primary education, might be rapidly eroded. Consequently, a stock-taking exercise was undertaken by the Bank, focusing on four areas identified at the time of the concept note review. This summary report is based on the four pieces of analytical work and is intended to help the World Bank engage with all stakeholders in order to consolidate the recent gains and move the reform forward. In the next fiscal year, the findings from these studies will be used to engage in a broader dialogue and consensus building with the key stakeholders

    Abstract: The groundnut value chain is of major economic, social and political importance in Senegal. Most rural households grow the crop, and its transport, storage or processing is a key source of nonfarm employment in both formal and informal enterprises. Senegal's groundnut sector was originally developed by colonial authorities, using a monopoly over exports to control the domestic market. For groundnuts in Senegal, the French-owned oil processor was nationalized to form SONACOS in 1975, which proved increasingly costly to operate and was eventually privatized in 2005 to form SUNEOR in 2007. That too has suffered increasing losses and in January 2010 the government finally ended the monopoly system, allowing farmers to sell to competing firms for either direct export or processing. Despite turmoil in the groundnut processing sector, groundnut production itself remains a mainstay of the rural economy. This report builds on a number of previous studies to inform ongoing changes in the sector. Most notably, we build on the diagnostic analysis of the groundnut value chain that was conducted in 2014 (World Bank 2015) and addressed a set of key reform proposals. The focus of this report is detailed in its Terms of Reference (Annex 4)

    Abstract: This report adds value because its inclusive approach of engaging with a broad-based group of stakeholders at the time of both analysis and engagement has served a means of building support for needed reforms. The goal was to generate ownership among Mindanawons through consultations which were guided by mostly local technical experts. For the analysis, the World Bank partnered with leading universities, think tanks, experts, and nongovernmental organizations (NGOs). Some 90 percent of the extended team came from within Mindanao, and they contributed more than 40 background papers. The study's inclusive approach was to listen intently to government, business, labor, civil society, and vulnerable groups who are often left out in the engagement process, such as indigenous people, Moro women, out-of-school youth, combatants, and internally displaced people. From January 2015 to June 2016, some 1,500 stakeholders were consulted. Finally, 10 eminent individuals with government, business, labor, and civil society experience provided strategic advice to the report team. Finally, building on the dialogue with the Philippine government and stakeholders in Mindanao, this report proposes a strategy for regional development in Mindanao. The three main components are to (1) raise agricultural productivity and improve farm-to-market connectivity; (2) boost human development; and (3) address drivers of conflict and fragility and strengthen institutions in ARMM and conflict-affected areas. The World Bank engagement for Mindanao will be based on this strategy. Policy recommendations are made in four separate categories: (1) increasing agricultural productivity by improving extension and irrigation services, along with price reforms to realize Mindanao's agriculture potential; (2) building up logistics and transport connectivity by improving road networks and the efficiency of shipping services to reduce trade costs; (3) improving the supply of reliable power and the speed, affordability ,and quality of information and communications technology (ICT) services by fostering competition; and (4) supporting private investment by addressing the growing skills gap, the high regulatory burden for businesses, and by improving financial inclusion and the governance of land. A separate section considers economic policy measures to support the resolution of Mindanao's longstanding violent conflicts

    Abstract: Afghanistan possesses a rich horticultural history, with a number of unique products, such as dried fruit, that are still renowned in various parts of the world. The period of conflict that has plagued Afghanistan for the past 40 years has, however, severely disrupted supply chains and markets for horticultural products and, in particular, hindered the ability of traders and producers to export products to high-value markets. The following sections provide an overview of the horticultural sector in Afghanistan and its various components. Section 1.1 describes the history and economic importance of horticulture in Afghanistan; section 1.2 describes the endowments and infrastructure that support the production and trade of horticultural crops in Afghanistan; section 1.3 presents an overview of the nature of horticultural inputs in Afghanistan and details methods for producing horticultural crops; section 1.4 describes the structure of post-harvest activities; section 1.5 reviews the processing and marketing of horticultural products in Afghanistan; section 1.6 presents and overview of the recent performance of the horticulture sector in Afghanistan; and section 1.7 describes recent and current policies and programs focusing on the horticulture sector in Afghanistan. The report is organized as follows: chapter one summarizes the recent literature on the horticulture sector; chapter two presents the results of the Survey undertaken for this report; and chapter three lists recommendations and next steps

    Abstract: The Democratic Republic of Congo (DRC) is among the five poorest countries in the world, whether measured by poverty rate or number of poor. Political instability and rapid demographic growth "the second highest in Africa" have driven an increase in the total number of poor that puts extreme pressure on the country's derelict infrastructure. Access to improved water, sanitation, and hygiene (WASH) services is low, with particularly dramatic shortfalls among the poorest and rural dwellers, but a pervasive lack of truly safe services even among wealthier and urban households. Water contamination is common even among households with access to piped water in major urban areas, and nearly universal in the rural areas surveyed by this diagnostic. This contamination is making WASH a key contributing factor to a silent emergency that is placing DRC's poor and rapidly growing population at risk of permanent disconnect: widespread malnutrition. Malnutrition is especially common among DRC's children (43 percent in 2014) and has been shown to have irreversible negative effects on physical and cognitive development. This diagnostic analyses these trends and links them to institutional weaknesses in the WASH sector, in particular institutional fragmentation, weak capacity, and a bias toward specific institutions and services. Opportunities for improvement are analyzed and condensed into six clear messages that provide guidance on the way forward for the WASH sector in the DRC

    Abstract: Agriculture sector growth in Myanmar averaged 2.5 percent during 2009/10-2016/17. This compares to only half of the growth rate in neighboring China and Thailand at the same stage of their economic development and less than one-third of nonagricultural growth in Myanmar. This low agricultural growth is one of the main reasons for slow poverty reduction, high malnutrition, and job insecurity in many parts of Myanmar, given the sector's continued significance in gross domestic product (GDP) (29 percent), the labor force (50 percent), and exports (30 percent). This first-ever Agricultural Public Expenditure Review is an important step to deepen the policy dialogue on improving the impact of public services on agricultural growth and other developmental objectives.     Abstract: Ghana has experienced an extended period of robust growth since the early 2000s, supported by a favorable external environment and large investment inflows, particularly in the extractive industries. In 2011, as the start of oil production drove a surge in per capita income, Ghana graduated from low-income to lower-middle-income status. Despite the key role of the extractive industries, recent growth has been relatively inclusive, and Ghana achieved its Millennium Development Goal of halving the poverty rate by 2015. However, macroeconomic conditions have deteriorated since 2012, giving rise to substantial domestic and external imbalances.     Abstract: The quest for an alternative development model that underlies Moldova's National Development Strategy (NDS), Moldova 2020, is a recognition that the two main drivers of economic growth and poverty reduction since the early 2000s are no longer sustainable. Growth was powered largely by consumption, and poverty reduction mainly by remittances and pensions. Since neither are expected to continue, future growth and poverty reduction will need to be driven increasingly by private sector-led job creation. Moreover, given the country's vulnerability to changes in external demand and weather shocks, due to its small size, open economy, and reliance on agriculture, Moldova's future development path will also need to include measures to renew and protect its human, physical, and social capital stock. Against this background, the main purpose of the FY18-21 Country Partnership Framework (CPF) is to support Moldova's transition towards a new, more sustainable and inclusive development and growth model. It is grounded in the NDS, takes into account outcomes of the FY14-17 Country Partnership Strategy (CPS), and incorporates the three topmost priorities of the recent Systematic Country Diagnostic (SCD), namely: (a) strengthening the rule of law and accountability in economic institutions; (b) improving inclusive access to and the efficiency and quality of public services; and (c) enhancing the quality and relevance of education and training for job-relevant skills. These three priorities define and inform the CPF's three focus areas: economic governance, service governance, and skills development, which are supplemented by climate change, a World Bank Group corporate priority, as a cross-cutting theme. The CPF incorporates key lessons learned during the last CPS, that political instability and governance challenges slow the pace of reform and that frequent personnel changes affect portfolio performance. Further, it assumes that the economic, political, and social stability experienced since January 2016 will continue at least until parliamentary elections in November 2018. Given that Moldova's post-election political orientation, policy environment, and stability are uncertain, only the first half of the CPF (FY18-19) is programmed. Activities for the second half (FY20-21) will be defined during the FY19 Performance and Learning Review (PLR)

    Abstract: Ethiopia has achieved substantial progress in economic, social, and human development over the past decade. The country partnership framework (CPF) draws on the findings of the World Bank Group (WBG's) 2016 systematic country diagnostic (SCD) for Ethiopia, which identified eight binding constraints to ending extreme poverty and boosting shared prosperity, along with two overarching challenges: the need for a sustainable financing model for growth, and inadequate feedback mechanisms to facilitate citizen engagement and government account- ability. This CPF succeeds the Ethiopia FY13-FY16 country partnership strategy (CPS), which was discussed at the Board on August 29, 2012. It also reflects lessons learned and resulting suggestions from the CPS completion and learning review (CLR), which is presented in this report. Following a decade of strong economic growth in Ethiopia, the CPF addresses the challenges of forging a growth path that is more broadly inclusive and sustainable. The CPF program will focus on: (i) promoting structural and economic transformation through increased productivity; (ii) building resilience and inclusiveness (including gender equality); and (iii) supporting institutional accountability and confronting corruption. This CPF adopts a spatial lens through which this five-year program will seek to deliver bold results and to tackle two of the greatest spatial challenges to Ethiopia's quest to achieve lower middle-income status by 2025

The Afghanistan Development Update is intended for a wide audience, including policy makers, the donor community, the private sector, the community of analysts and professionals engaged in monitoring the economy and Afghanistan's citizens at large. In this issue of the Update, the Focus Section discusses how economic stimulus can be provided in Afghanistan's resource-constrained environment. In the context of the economic slowdown, Afghanistan faces the difficult dilemma of balancing measures to stimulate the economy while at the same time avoiding a further weakening of its fiscal position. The fiscal space is already extremely limited, with no room to increase public expenditure or to lower taxes. Thus, the Government must implement initiatives to maximize the growth impact of fiscal expenditure. First, policies to encourage government spending on non-tradable goods from local suppliers will ensure that demand taps domestic production, rather than imports. Second, policies to improve absorptive capacity will increase the quality, speed of execution and value for money of public investments. Third, policies to promote contestable markets in banking and construction will stimulate the entry of small and medium-sized firms in both sectors. Fourth, polices to increase fiscal space should include measures to improve revenue mobilization and to use existing resources more effectively, which will release additional resources

    Abstract: The Seychelles Systematic Country Diagnostic (SCD) aims to identify the most pressing constraints to inclusive, sustained growth in Seychelles, based on a comprehensive search for, and analysis of, evidence. The SCD is presented using a slide deck which lays out the analysis and results. This document provides a brief overview of the approach taken, and sets the stage for the SCD. It also provides additional information: six selected supplementary topical notes, and annexes (data diagnostic, summary of consultations, and sources). The framework adopted by the SCD takes as its starting point that Seychelles is a successful, high-income, small island state. The country now seeks to secure the sustainability of its development progress to date, to accelerate this progress, and to address a high level of public concern being reflected in political discourse over disparities in incomes and opportunities. The SCD examines Seychelles' economic growth characteristics, the characteristics of poverty and income distribution (inclusion), and the risks to environmental, social and macroeconomic sustainability. The approach is systematic in that it attempts to be as comprehensive as possible, within the constraints of the available data, by harnessing the existing evidence and conducting new analysis where feasible, informed by consultations. Finally, the SCD sorts the 13 constraints identified into five top priorities, five additional priorities, and a further three areas which should be considered for priority action, subject to confirmation from additional analysis ('likely priorities'). This prioritization was based on an assessment of how important each constraint was, directly, to meeting the relevant challenge, indirectly, through its potential impact in helping to loosen other constraints (complementarity), the strength of the evidence base on the importance of the constraint, and, finally, the attainability of addressing the constraint (reflecting factors such as cost, technical difficulty and timeframe)

    Abstract: Palestinian local governments represent a key pillar of the future Palestinian state. Predating the Palestinian Authority, many have long and proud histories, including some of the oldest inhabited cities in the world. With increasing political and geographical fragmentation over the last two decades, Local Government Units (LGUs) have become of paramount importance regarding the provision of services to the local population, particularly in areas where the relatively young central government is politically, geographically, and fiscally constrained. Some existing LGUs were created as early as the second half of the 19th century, and over the decades, they have performed under the complexities of disparate political and legal regimes. As the lowest level of governance, Palestinian local authorities fulfill a critical role, not only as a key public service provider but also as the government tier closest to citizens, with elected councils critical for representation and accountability to citizens. The most recent local elections were on May 13, 3017, and in October 2012, only in the West Bank; following the most recent local elections in both the West Bank and Gaza in 2006. Strengthening LGUs and enabling them to perform as fully functional local governments accountable to citizens are key priorities for the Palestinian Authority

The Reports on the Observance of Standards and Codes (ROSC) are a joint World Bank and International Monetary Fund (IMF) initiative that helps member countries strengthen their financial systems by improving compliance with internationally recognized standards and codes. The ROSC was developed in the wake of the financial crisis of the late 1990s as part of a series of measures to strengthen the international financial architecture.     Abstract: River and basin management covers various factors, including disaster management, river water use, and conservation of the river environment. Any of these factors involves a number of intricately intertwined stakeholders who may have different needs. Over time, efforts to manage water-related disasters in Japan have led to the concept of integrated river basin management and to a mechanism allowing central management of river basins by river management authorities. These attempts to promote more advanced integrated management of river basins have provided the foundation of social and economic development in Japan today. The collected hydrological data and forecast information are used by river management authorities themselves and also delivered to municipalities, fire and police authorities, and the Self-Defense Forces in an effort to prevent disasters from occurring, assist residents in evacuating safely, and provide emergency response quickly. At present, hydrological information is used for operating and managing structures such as dams and water gates, monitoring unusual events during floods, and forecasting inundation. This is widely shared by local governments, which make decisions on evacuation orders and advisories; organizations that support disaster management efforts of local governments; government headquarters for disaster control, which are activated in case of large-scale disasters; organizations that operate lifeline utilities (e.g., electric power, gas) and traffic infrastructure (e.g., expressway, railway); and mass media

    Abstract: Large-scale natural disasters are a frequent and common occurrence in Japan. Over the years, Japan has evolved its disaster management system to address all phases of a disaster: from disaster prevention, mitigation, and preparedness, to emergency response, recovery, and rehabilitation. This report consists of four parts: Introduction (Chapter 1, 2, 3), Simulation drills (Chapter 4, 5, 6, 7), Community based activities for disaster awareness and risk communication (Chapter 8, 9), and Conclusion (Chapter 10). The introduction (Chapter 1) starts with an overview of the institutional and legislative frameworks for Disaster Management in Japan (Chapter 2), followed by an overview of disaster simulation drills in Japan, particularly focusing on the Comprehensive Disaster Management Drill Framework, which is an overarching framework for both national and local governments (Chapter 3). The following four chapters present examples of simulation drills organized at the national and regional level, including the National Scope (Chapter 4), and overviews of three prefectures: Hyogo (Chapter 5), Shizuoka (Chapter 6) and Tokyo (Chapter 7). The next part of the report introduces a number of community level activities aimed at increasing residents' disaster awareness and preparedness. These activities are led by various actors, including: a school, an NGO or CSO, and a learning center (Chapter 8). Risk communication activities in Kobe city are introduced (Chapter 9).     Abstract: FYR Macedonia has experienced a decline in poverty in the post global financial crisis period (2009-2013) in spite of a weak macroeconomic performance. In contrast to the pre-crisis period when growth was robust but poverty stagnant, poverty indicators indicate an improvement on the living conditions of the bottom of the distribution. Employment gains were the main reason for the increase in welfare among the less well-off, while other income sources like pensions, social assistance or remittances have played a limited role. Labor income at the bottom of the distribution continues to be very low, however, and the sustainability of the employment gains is uncertain as the public sector played an important role for employment expansion in the period. Still, FYR Macedonia faces many challenges looking forward. Despite the recent improvements, poverty and inequality is still high when compared with other countries with similar levels of GDP per capita in the region. Income-generation opportunities for the poor are limited as the poor have very weak labor market attachment, their employment quality is lower than for the rest and are more likely to be employed in low productivity sectors. Inclusive growth seem also to be challenged by the differences in access to high wage jobs for women and the youth. Demographics seem important looking forward, since they will shape future labor markets performance

This report highlights some challenges to the research and academic fraternity in understanding climatic impacts on road networks better, developing more resilient technologies and, most importantly, developing a better understanding to quantify the impact or benefits of climate adaptation strategies. The main conclusion of this report is that asset management, when undertaken according to best practice, is already one of the most significant climate adaptation strategies. With minor adaption to existing asset management processes and techniques, a far greater return may be gained from investment to allow for changing demands on road infrastructure, both from a changing climate and from an ever-changing population.     Abstract: This study assesses the main spillover effects of the Libyan crisis on the Tunisian economy and estimates the crisis' overall social welfare and fiscal impacts on Tunisia. The authors consider four main effects on Tunisia: (i) the increased presence of Libyans in Tunisia (both short- and long-term), and the return of Tunisian workers from Libya; (ii) the level and dynamics of illicit informal trade and informal cash flows between the two countries; (iii) the deterioration of civil security in the region and its effects on private investment and tourism; and (iv) the increase in the Tunisian government's security spending. The chapter is organized as follows. Section one describes the objectives of the investigation and methodology. Section two estimates the number of Libyans living in Tunisia (temporary and permanent) and their demographic characteristics. Section three analyzes the living conditions of Libyan households in Tunisia and provides an estimate of their poverty level. Section four analyzes the shocks to Libyan households, and those households' adaptations and resilience in response to shocks. Section five discusses the migratory decisions of Libyan households, in particular their preference to either return to Libya or remain permanently in Tunisia

    Abstract: Sustaining in recent years expenditure on early childhood education (ECE) at over a fifth of its education budget, Mongolia is a relatively high spender on pre-primary education. This report examines structural and process aspects of quality in Mongolian kindergartens, along with early development outcomes among children enrolled in these kindergartens, to assess the effectiveness and equity of the country's public investments in ECE. The analysis shows that while the last decade saw tremendous progress in improving access to preschool overall, the most disadvantaged and vulnerable are still excluded from the system. Further, an assessment of child development outcomes shows that even after significant exposure to formal preschool services in the public sector, socioeconomic gaps in outcomes remain large. At the same time, potential areas where relatively low-cost investments could reap significant gains remain unexploited. Key among these is use of home- or community-based ECE interventions that could improve school preparedness among children in rural areas not enrolled in preschools. Another is the potential for an expanded role for the private sector in urban areas

    Abstract: The global commitment to bring universal access to safely managed water supply and sanitation by 2030 set by the Sustainable Development Goals (SDGs) poses an unprecedented challenge. Strong political leadership will be required to bring about sector-wide changes in governance and building technical and administrative capacity at scale. This will pave the way for building, operating, and maintaining cost-effective infrastructure to supply improved and sustained services. The current model of sector finance is insufficient for reaching thee goals. Four interlinked priority actions should be taken to tackle this challenge: (1) make more efficient use of existing resources; (2) use public funds in a more targeted manner; (3) attract domestic commercial finance; and (4) focus on de-risking the sector. Through these steps, countries will be able to leverage each dollar of public funds to crowd in commercial finance, which will have significant and long-term benefits for the sector. Countries should aim to slowly and incrementally introduce commercial finance to the sector, and can ease the transition through a range of available tools

    Abstract: The objective of this paper is to develop an approach for integrating a gender dimension into Agricultural Sector Risk Assessments (ASRAs). The focus is on the approach because both agricultural risk and gender issues are contextual, thus the outcomes of a gender-based risk assessment are highly dependent on the social, cultural, geo-graphic, and economic contexts of the setting in which the assessment is applied. The organization of the paper reflects the challenges of incorporating a gender dimension into ASRAs. The conceptual framework and step-by-step illustrations presented herein are based on lessons learned by the World Bank and other institutions in assisting developing economies in conducting sector and key commodity supply chain risk assessments (World Bank 2015a). The paper also relies on recent work by international institutions and academic research that offer insights into the complexities of gender issues in relation to agricultural shocks. These experiences inform this paper's case for a gender-based approach to Agriculture Risk Management (ARM) and help to illustrate a practical, stepwise approach for conducting gender-based ASRAs. This paper is arranged as follows: Chapter 2 offers a summary of the conceptual framework for risk management, including addressing why a gendered approach to ASRAs is essential; Chapter 3 shows the available evidence that agricultural risk has a gender-differentiated impact on farming households and that farming households adopt a gender-differentiated response to risk; Chapter 4 describes a step-by-step operational approach for doing so, and includes guidance for formulating gender-smart policies and strategies for strengthening agricultural systems' resilience; and Chapter 5 presents a summary of findings and concluding remarks

    Abstract: In late 2013, the Ministry of Finance (MoF) of the Federal Government of Somalia (FGS) requested that the World Bank and UNSOM jointly conduct a public expenditure review of the security and justice sectors (SJPER). An SJPER is a tool to assist policy and operational decision-making, analyze tradeoffs, and provide options on critical financially-related issues in defense, as well as criminal justice and policing. Three years later, Somalia is undergoing yet another political transition with the election of a new parliament and ultimately a new president. These steps will augur in a new government in 2017 that will be charged with finalizing some of the key issues around the constitution, including the relationship between the federal state and its federal members, as well as leading the country to democratic elections in 2020. Security and justice issues are hinged to many of these overarching political questions; these are two fundamental 'public goods' that are central to the (re)building of the Somali state and the transition from war to peace. In this context, the SJPER is a technical tool to assist the FGS, the federal members, and their international partners in placing these critical security and justice policy questions within a public finance perspective. As a tool, rather than a one-off report, it should be used by the authorities and partners going forward in terms of testing the critical policy questions against the key dimensions studied here, including affordability, efficiency and effectiveness and accountability

The TN sets forth macroprudential approaches and other components of a sound strategy for NPL reduction, including improvements to loan loss provisioning, income recognition on NPLs, loan write-downs, early warning systems, collateral valuation, risk information for investors, and the NPL market. The NPL management process involves many stakeholders, and their mutual cooperation is important for success. The Bulgarian National Bank (BNB), in its capacity as bank supervisor and regulator and as macroprudential authority for banks, will be in the lead position on the implementation of key aspects of the NPL reduction strategy that can achieve progress in the near term. Broader policies to enhance NPL resolution entail other stakeholders, including the Ministry of Justice (MoJ) that would need to engage in the areas of insolvency and collateral enforcement regimes

    Abstract: The main body of the report is organized in two chapters with three supporting annexes. Chapter one focuses on recent economic developments in the real, fiscal and banking sectors, while providing a near term outlook that highlights critical challenges facing the Palestinian economy. Chapter two provides input on a new vision for growth and job creation, with quantification of the potential gains. It contains critical messages for the GoI, the PA and the international donors on steps to create an environment conducive to the needed private sector investment. Annex one assesses the status of the World Bank recommendations to the AHLC meeting over the years, many of which relate to the constraints identified in chapter two. While there are developments, overall progress from the GoI and the PA has been minimal. Annex two provides an update on the disbursement of pledges made at the Cairo conference in October 2014 on reconstructing Gaza. Donor support by mid-July 2017, at 53 percent of Cairo conference pledges, had barely changed from the December 2016 position, and there are limited prospects of further contributions. Most of the gap can be attributed to the larger pledgers at the conference. Finally, annex three provides some methodological notes on the specifications of the CGE model and assumptions used to quantify the external and internal constraints

The building regulatory capacity assessment provides an important contribution to help cities and project managers working with development agencies to implement this last priority by offering a new resource to assess building and land use regulatory systems, and facilitate the collection of critical information about the building regulatory framework in any given city or country. The building regulatory capacity assessment is comprised of the level 1 - initial screening, designed for government officials and project managers undertaking rapid preliminary assessments. It provides an opportunity to initiate conversations with clients and relevant parties on strategies for achieving relevant development objectives. Level 1 is complemented by a level 2 - detailed exploration, which provides a set of guidelines for team members and contractors who are tasked with gathering and analyzing data and information about the building regulatory capacity of the target country, region, or municipality. Overall, the assessment identifies critical gaps, it provides the necessary information to develop a baseline for formulating technical assistance to clients, as well as drawing findings that can be used to determine areas for improvement and investment. As part of the building regulation for resilience program supported by the global facility for disaster reduction and recovery, the authors hope that this assessment tool will offer an effective resource for interventions within a wide range of urban development initiatives in cities of low and middle-income countries

    Abstract: Lesbian, gay, bisexual, transgender, and intersex (LGBTI) people throughout the world have led global efforts to raise awareness of their experience of ongoing discrimination, exclusion, and violence. Despite some gains that have made information more available, huge gaps in research and data on LGBTI experiences persist in every country, blocking progress toward inclusion and the realization of human rights for all. Clearly, significant donor investment in strategic research on LGBTI inclusion is needed, to provide a reliable evidence base that can inform policies, legislation, programs, and investments to advance the human rights and inclusion of LGBTI people in national and global efforts. This paper highlights for discussion the critical research and knowledge gaps with regard to human rights and inclusion for LGBTI people that require investments to ensure that they are part of the human rights and development agendas. In light of these significant gaps, the paper outlines a number of high-priority research needs that have been identified as a result of wide-ranging consultations with civil society organizations, governments, research institutions, human rights and development agencies, and researchers. Finally, the paper presents a set of proposed strategic investments to focus on those high-priority topics. These investments would also build an LGBTI research infrastructure to produce and share knowledge about LGBTI people and issues

    Abstract: This report summarizes the findings of an allocative efficiency analysis on the Kyrgyz Republic`s national HIV epidemic and response conducted in 2014-15. The report addresses core questions for resource allocation such 'How can HIV funding be optimally allocated to the combination of HIV response interventions that will yield the highest impact?' or 'What level of investment is required to achieve national targets, if we allocate resources optimally?'. The report describes epidemiological and HIV financing trends as well as identifies sub-populations, which are most affected by the epidemic. Based on this information, the optimized mix of interventions for minimizing new HIV infections and deaths is identified using mathematical modelling techniques. Required investments into programs for key populations and antiretroviral treatment are established and translated into policy recommendations. The Kyrgyz Republic's HIV epidemic is transitioning from an early concentrated epidemic among people who inject drugs (PWID) into an advanced concentrated HIV epidemic with continued transmission among PWID, but an increasing share of sexual transmission to female partners of PWID and among men who have sex with men (MSM). The Optima model projected that, with current spending, the estimated 1,000 annual new infections in 2014 will increase to 1,100, and estimated deaths from 400 in 2014 to 600 deaths per year on average, over 2015-20

    Abstract: The Sri Lanka development update report talks about the recent economic developments in Sri Lanka for the year 2015-2016. With no exception, Sri Lanka also faced the challenges of a trying global environment in 2015. Uncertainties in an election year that saw a major political transition contributed to elevate the risks stemming from global context. The accommodative policy choices supported economic growth. Authorities took policy measures aimed at stability, beginning 2016. The fiscal deficit rose sharply in 2015 due to increased expenditures in salary hikes and subsidies, one-off charges, reduced consumption taxes and increased interest costs on resultant deficit financing. A new IMF program is providing a solid platform for macro fiscal stability. World Bank supports the government's reform agenda, to eliminate obstacles to private sector competitiveness, enhance transparency and public sector management and improve fiscal sustainability. The government has undertaken to implement a medium-term reform agenda that aims to improve competitiveness, governance and public financial management that would bring in long-term benefits. These developments have contributed to an improved outlook. Growth is expected to remain unchanged in 2016 and grow marginally over 5.0 percent beyond, driven by private consumption and postponed FDI in 2015. The special focus section discusses the Systematic Country Diagnostic (SCD) for Sri Lanka, launched by the World Bank in February 2016. The SCD is an objective, evidence-based, candid assessment of the main challenges facing the country, without limitation to the areas where the WBG is currently engaged

    Abstract: This Indonesia Economic Quarterly (IEQ) report discusses about the private investment which is essential for the economic growth of Indonesia. Indonesia needs to adjust to a global economy marked by slower growth, low commodity prices, and weaker trade and capital flows. In the short term, fiscal stimulus will help, but higher private investment is required for a firm recovery. Part C.1 of this edition further explores the issue of logistics sector reform. As Indonesia's economy expanded rapidly since 2000, its freight logistics system has struggled to keep up. Indonesia's transition to a more sustainable energy path can be supported by aligning pricing, regulations, and investment policies. The ultimate objective of the reform agenda is to reverse the recent trend of slower poverty reduction and rising inequality. Indonesians think reducing inequality is an urgent government priority.     Abstract: Disasters resulting from natural hazards represent an important challenge for Colombia's fiscal sustainability and stability. Colombia's rate of economic growth is increasing the base of assets exposed to disaster risks, which may lead to significant increases in losses, particularly if investments in new assets are not accompanied by plans for mitigating disaster risk. The Government of Colombia (GoC) recognizes the importance of mitigating these events and has taken several steps to mainstream disaster risk management into its policy and programs, as evinced by the National Development Plan 2014-2018, all for a new country. This document presents the priority policy objectives that have been established to assess, reduce, and manage fiscal risk due to natural disasters. It also describes the Ministry of Finance and Public Credit (MHCP's) efforts to progress its policy objectives in the long term. These policy objectives represent the MHCP's ex ante policy framework regarding management of financial and fiscal disaster risk. The MHCP identifies three priority policy objectives in order to strengthen management of the government's contingent liabilities and thus support the goal of achieving macroeconomic stability and fiscal balance. The policy objectives are: (i) identification and understanding of fiscal risk due to disasters; (ii) financial management of natural disaster risk, including the implementation of innovative financial instruments; and (iii) catastrophe risk insurance for public assets

    Abstract: The Lebanon Economic Monitor provides an update on key economic developments and policies overthe past six months. It also presents findings from recent World Bank work on Lebanon. It places them in a longer-term and global context, and assesses the implications of these developments and other changes in policy on the outlook for Lebanon. Its coverage ranges from the macro-economy tofinancial markets to indicators of human welfare and development. As the political stalemate continues, policy-making bodies of the country are mostly inoperative. This is manifested by a presidential vacancy for two and a half years, a parliament that seldom convenes and a cabinet that hardly finds a consensus to take decisions. Amid fiscal policy paralysis, monetary policy under the proactive Banque du Liban (BdL) continues to actively manage economic and financial challenges facing the country. Economic activity in 2016 is marginally picking up, thanks to the construction and travel sectors in the context of benign security conditions. Real GDP growth is estimated to have reached 1.3 percent in 2015 and is projected to accelerate slightly to 1.8 percent, in 2016, partly on account of a moderate first half of 2016

    Abstract: This edition of Indonesia Economic Quarterly (IEQ) reports on the key developments over the past three months in Indonesia's economy, and provides a more in-depth examination of selected economic and policy issues, and analysis of Indonesia's medium-term development challenges. Global growth was sluggish in the first half of the year, driven by weaker than expected growth in advanced economies. In addition, China's growth eased as expected as the economy continues to rebalance from investment- to consumption led growth, and as excess industrial capacity is reduced. However, import demand from China was weaker than expected. On the upside, the global financial market volatility leading up to and in the aftermath of the Brexit referendum in June has moderated significantly. Lower volatility in financial markets has contributed to the Rupiah's stabilization against the US Dollar (in line with most other emerging market currencies). Indonesia's growth remained resilient in Second Quarter (Q2), partly supported by government expenditure, and is forecast to pick-up gradually on the back of stronger private investment supported by investment climate reforms and credible fiscal policy. This resilience stands in contrast to the performance of several other emerging market commodity exporters

    Abstract: This report summarizes the findings of an allocative efficiency analysis on Belarus` national HIV epidemic and response conducted in 2014-15. The report addresses core questions for resource allocation such "How can HIV funding be optimally allocated to the combination of HIV response interventions that will yield the highest impact?" or "What level of investment is required to achieve national targets, if we allocate resources optimally?". The report describes epidemiological and HIV financing trends as well as identifies sub-populations, which are most affected by the epidemic. Based on this information, the optimized mix of interventions for minimizing new HIV infections and deaths is identified using mathematical modelling techniques. Belarus could increase the impact of its HIV program by reallocating funds to high-impact programs. It could enhance this impact by increasing the total funding available to the HIV response so that high-impact programs could be scaled up further.     Abstract: The labor force in Liberia is quite young. Youth aged 15 to 34 constitute over a third of thepopulation in Liberia and are somewhat concentrated in urban areas, according to the 2008census. These youth represent both a demographic dividend and a concern. The educational attainment of Liberian youth is steadily improving but remains low on average.Youth recognize that their lack of skills and experience are impediments to employment.The objective of this report is to assess youth skills development in Liberia.Given the composition of Liberia's economy and the concentration of the labor force outside formal employment, this report has a particular focus on skill development in vocational trades and the informal sector. This report comprises three analyses. Section Two constructs a profile of Liberian youth from existing administrative data are studied to enable a more detailed understanding of the current skill levels among working youth. Section Three first assesses skills development providers based on new survey data summarizes the results of original analysis carried out on data collected on a sample of 139 skill providers' training offerings, capacity, target beneficiaries, and other criteria. Next section three goes on to present young trainees' perceptions of skills development opportunities and limits, based on 354 interviews with recent trainees. This report contributes to the Government of Liberia's Agenda for Transformation (AfT) and the World Bank's Country Partnership Strategy (CPS) 2013-2017. Both recognize that inadequate skills and vulnerable employment are key constrictions on rapid, inclusive and sustainable growth.This report provides practical recommendations that align with pillars of the National Technical and Vocational Education and Training (TVET) Policy 2015-2020. This report makes recommendations specific to three pillars: promoting productivity in the agricultural sector through TVET, promoting productivity in the informal sector through TVET, and financing TVET

    Abstract: The Philippines has emerged as one of the most dynamic economies in the East Asia region. Despite a challenging global economic environment, the Philippine economy has grown at a rapid pace over the past five years, supported by sound macroeconomic fundamentals and a highly competitive workforce. Strong capital investment and robust domestic demand have helped secure the Philippines' position as the leading growth performer among major economies in East Asia and the Pacific. Public spending rose by more than 10 percent during the first half of 2016, as the government continued to implement its ambitious investment program. Services and industry remained the primary engines of growth, while the lingering effects of El Nino further diminished agricultural output and a weaker-than-expected global recovery continued to hinder the export sector. Nevertheless, the GDP growth rate rose from 5.5 percent in the first half of 2015 to 6.9 percent in the first half of 2016, enabling the Philippines to outperform regional peers such as China, Indonesia, Malaysia, Thailand, and Vietnam

    Abstract: In many developing countries, governments have invested substantial resources in the provision of basic services such as healthcare and education. These investments frequently yield minimal improvements in student learning and health outcomes, however. Promoting adequate provider effort necessitates accountability, including effective within-facility accountability is the focus of this report. Within the accountability framework, the role of supervisors in the facilities where service provision occurs has thus far been underemphasized. This report contributes to addressing this underemphasis, specifically focusing on the linkages between within-facility accountability and provider effort in the health and education sectors in Jordan. In the case of healthcare, a study was developed to generate novel insights from an original survey instrument. Notably, this is the first nationally representative study in Jordan to measure within-facility accountability and provider effort in primary health care facilities, and the first study in the Middle East and North Africa (MENA) region to investigate these linkages. The study relies on a nationally representative sample of 122 primary healthcare facilities where data are collected through patient exit interviews, and surveys administered to chief medical officers (CMO), doctors, and nurses who work at the centers, and where available, a representative of the community health committee. In the case of education, an empirical analysis was conducted, relying on existing data collected through principal, teacher, and student surveys, third-party classroom observations and school inventories, and math and reading student assessments from a nationally representative sample of 156 schools. The latter was complemented by a comparative case study of six Jordanian schools using statistical matching and a process-tracing procedure

    Abstract: The Zambia Mining Investment and Governance Review (MInGov) collects and shares information on mining sector governance, its attractiveness to investors and how its activities affect national development. It reviews sector performance from the perspective of three main stakeholder groups- government, investors in the mining value chain and civil society - and identifies gaps between declared and actual government policy and practice. The review's key findings are: Performance across the value chain is strongest in topics most closely associated with mining and which are related to the content of laws and regulations, though implementation of these is wanting in some instances; Sector development is constrained by a number of bottlenecks; According to investors, a number of areas are constraining mining investment and returns; The three key stakeholder groups agree on a number of topics they believe are particularly important to strengthen sector governance, investment and development impact; Civil society believes there is a number of weaknesses sector governance, including the poor handling of environment and social impacts of mining; problems with human rights associated with the sector; ineffective development planning as it relates to mining; issues concerning land access, compensation and resettlement; and the absence of revenue sharing between national and local government.MInGov's methodology focuses on the status of governance and investment conditions in the mining sector from the perspective of stakeholders, and as reported in primary and secondary sources.     Abstract: The Federated States of Micronesia (FSM) has a very narrow production base, with subsistence agriculture and fisheries and the public sectors dominating the economy, both with regard to employment and value added. The contribution of institutional sectors to growth suggests that private enterprises relied on the public sector for growth opportunities and households tended to fall back to subsistence when growth slows. Growth accelerations and decelerations were largely influenced by the implementation of the U.S. funded airport upgrade project and Compact grants although over the long run, the net effect of public investment on growth has been small. Economic growth and international competitiveness are severely constrained by the country's small size, remoteness, geographic isolation and dispersion, and thin institutional and human capacity. This Public Expenditure Review (PER) is aimed at filling a knowledge gap to support the Government of FSM (GoFSM) in improving the design of public expenditure policies to address these key challenges. The main recommendations of this PER to support the GoFSM in addressing the aforementioned challenges are centered on how to (a) improve public expenditure management to support macroeconomic stability and growth, and (b) improve public expenditure management to support efficient, effective, and equitable service delivery. The PER is composed of a concise set of chapters analyzing macroeconomic and fiscal trends, intergovernmental relationships, public investment management (PIM) issues, and the two largest expenditure sectors: education and health.     Abstract: The decline in international oil prices over the past two years has resulted into an economic crisis in the Republic of Congo that could forestall the transformation efforts to move the country towards higher middle income status. A key strategy that government has pursued in recent years has been to adjust the fiscal policy to provide more resources for capital development in line with the National Development Plans. This strategy is expected to be continued into the medium term in order to address the binding constraints on growth, most notably the country's huge infrastructure deficit. However, the intention to increase the level of capital investment has neither been matched by similar ones to raise investments in human capital development nor with effort to make public spending more efficient and effective. This third Edition of the Congo Economic Update discusses the importance of undertaking fiscal adjustments to accommodate the new reality of lower oil revenues and to shift into a more balanced and inclusive development strategy. This edition argues that the current fiscal crisis in Congo resulting from the decline in global oil prices will make it difficult for the country to sustain fast growth unless the country adopts more prudent fiscal management and a balanced approach that builds both physical capital and achieves significant improvements to human capital. Therefore, a deliberate effort has to be made to ensure that the fiscal adjustments do not result in major decreases to the level of expenditure on health and education. In addition, the government must implement measures to improve the level of efficiency and effectiveness of spending in these sectors

    Abstract: The aim of this note is to present and analyze subnational fiscal trends in Russia in the context of overall slowing economic growth and falling oil prices over the last few years. In particular, in 2015, GDP fell by 3.7 percent. Despite efforts to cut expenditures, the federal deficit increased to 2.4 percent of GDP. Subnational governments were also affected by the economic slowdown. Aggregate subnational revenues declined, in real terms, by 6 percent between 2014 and 2015. Revenues from taxes (including shares of federal taxes) fell by 4 percent while federal transfers fell by 13 percent. Nevertheless, the aggregate fiscal performance of subnational governments actually improved over this period. The nadir of subnational government finances occurred in 2013, when the consolidated subnational deficit reached 0.9 percent of GDP. Since then, it has shrunk. In 2015, the deficit was equal to only 0.2 percent of GDP. This was largely achieved by drastic cuts in spending. Spending in the social and infrastructure sectors both fell by 9 percent in real terms between 2014 and 2015. This note examines the fiscal prospects of subnational governments in Russia, focusing particularly on the nature of these spending cuts and whether they are sustainable over the medium term

    Abstract: To become an upper-middle income country by 2035, as targeted in its Vision 2035 document, Cameroon will have to increase productivity and unleash the potential of its private sector. Specifically, Cameroon's real GDP must grow by around 8 percent and 5.7 percent in per capita terms over 2015-2035, which in turn will require the investment share of GDP to increase from around 20 percent of GDP in 2015 to 30 percent of GDP in 2035 and productivity growth to reach 2 percent over the same period, from its average rate of zero growth over the past decade. These are daunting yet doable challenges. To make it happen the public sector would need to reinvent itself and change its nature: reduce distortion, promote innovation and increase allocative efficiency; and more competitive markets would be needed to promote productivity gains. Based on the rigorous analysis of the Cameroonian economy using five main sources of data,1 the report will address the following topics: Chapter 1 analyzes constraints to growth, Chapter 2 explores constraints to enhance competitiveness, Chapter 3 examines the role played by the Cameroonian state on these constraints, and Chapter 4 derives from these analyses a set of actionable policy recommendations.     Abstract: The city of eThekwini or Durban has undergone a period of rapid urbanization that has contributed to the degradation of the city's natural environment. Climate change is placing further strains on the city's ability to manage the urban environment. The urban environmental profile of eThekwini has been prepared as the first component of the assignment promoting green urban development in Africa: enhancing the relationship between urbanization, environmental assets and ecosystem services, a project being conducted under the leadership of the World Bank. An overall objective of this project is to link the study of urban environmental issues with the advancement of more sustainable urban growth. The profile summarizes the existing quality of the terrestrial and other aquatic environmental assets, identifies the key drivers that are the cause of their vulnerability, and describes the key institutional challenges and constraining factors that limit the city's ability to address environmental management challenges. Identification of the key environmental assets and key drivers of environmental degradation within the city required a more comprehensive review of reports on urban planning and infrastructure services. The urban environmental profile is organized as follows: section one gives introduction. Section two, eThekwini context, sets the background, and context of the study of Durban, providing an overview of the impacts of urbanization and climate change and drawing the link to the urban environment. Section three, quality of the environmental assets of eThekwini describes the state of the key environmental assets of eThekwini: the terrestrial assets, aquatic assets, coastal assets, and the air, and attempts to infer the associated historic and current trends. Section four, drivers of environmental vulnerability and degradation describes the key issues that are driving degradation, the impacts caused, and the reason for these challenges. Section five, institutional issues and challenges describes the key factors that constrain the eThekwini's ability to effectively address environmental management challenges.     Abstract: The Government of Sierra Leone (GOSL) has developed an ambitious plan in 2014 to reform civil registration in the country and to establish a national identity register. About 5 percent of people in Sierra Leone are registered in a national identity registry, managed by the National Registration Secretariat (NRS). The development of digital identity in Sierra Leone can help the country's economic and social development. The use of an official identity can improve the efficiency and reduce the cost of collecting taxes, conducting census, issuing passports, delivering pensions, managing elections, controlling borders, delivering financial services, and running effective safety net programs. This report provides a rapid diagnosis of the potential and readiness of digital identity in Sierra Leone, and is funded by the Korean Trust Fund (KTF) and the Ebola multi-donor trust fund (MDTF). The report is based on consultations held with the GOSL and with stakeholders in the identity ecosystem of Sierra Leone. The report provides a preliminary review of the enabling environment and the functional identity programs in Sierra Leone, along with a discussion of possible next steps

    Abstract: Matching grants (MGs) have been implemented by the World Bank for over two decades. They remain a very popular instrument for private sector development interventions, despite often challenging implementation and insufficient evidence of impact. The objective of this study is to synthesize the current knowledge on MGs and to review the experience with this instrument, as designed and implemented by the World Bank from the early 1990s to the present. In doing so, we hope to equip teams in charge of ongoing and planned MG operations with a better understanding of the instrument and to help them choose the design and implementation arrangements that are best fitted to their objectives. The authors look at both the 'why' and the 'how' of MG programs, focusing on those aiming to foster private sector development and small and medium enterprises (SMEs) competitiveness primarily through the use of business development services (BDS). The authors also look at how success is defined and question the way the outcome of MG programs is often assessed. While 75 percent of projects in the sample were deemed to have some degree of success, the definition of success rarely reflects a measurement of broad and sustainable economic benefits that will justify the subsidization of private enterprises with public funds. We argue that this is linked to a common weakness in identifying a sound economic rationale, such as a specific market failure to be solved, and in subsequently not focusing the design and measurement of the MG on the fund's additionality beyond the private benefit of recipients. The authors conclude that a robust definition of the economic rationale is a critical prerequisite for the use of MG programs and should include, among others, an identification of a specific market failure, consideration of alternative instruments, cost-benefit analysis, assessment of the potential for additionality and spillovers, and a realistic exit strategy. The authors recommend an equally robust monitoring and evaluation (M&E) system tied directly to the economic rationale, which is essential for real-time assessment of impact, potential course correction, and learning, and could be utilized to gauge additionality and sustainability. Increased attention to these elements could help teams make the most of this potentially powerful instrument for private sector development and competitiveness

    Abstract: This report presents employment in Nigeria from a worker perspective as well as from a firm perspective. Using recent household data, the report complements the report more, and more productive, jobs for Nigeria: a profile of work and workers' (World Bank 2015) and provides an overview of employment opportunities in Nigeria from a labor force perspective. This report also intends to investigate the job agenda from a firm perspective and represents a first attempt to better understand the drivers of economic diversification, firm growth, and employment in Nigeria. The report draws on two different data sources: the General Household Survey (GHS) and the Enterprise Survey. The GHS provides data on the contribution of wage work to the Nigerian economy and its share of total employment. The GHS module on non-farm household enterprise provides information on the dynamics of micro and small enterprises, as well as the constraints they face. The Enterprise Survey, conducted in Nigeria from April 2014 to February 2015, was used to analyze the dynamics and constraints of the formal sector in Nigeria. The survey sample, which was limited to formally established companies with five or more employees, was composed of firms across nineteen states engaged in manufacturing, construction, or retail and wholesale trade. The results are presented in four regional groups: Lagos; Kano and Kaduna states; other southern states (Abia, Abuja, Anambra, Cross River, Enugu, Ogun, and Oyo); and other northern states (Gombe, Jigawa, Katsina, Kebbi, Kwara, Nasarawa, Niger, Sokoto, and Zamfara).     Abstract: This Mozambique economic update brief for 2016 includes a section on recent economic developments and a discussion of Mozambique's economic outlook, followed by focus section(s) analyzing issues of particular importance.This has been a testing year for Mozambique. An ongoing downturn, brought about by low commodity prices, drought and conflict, was compounded by the fallout from the discovery of hidden debts in April 2016. The level of debt took an explosive path with the addition of the previously undisclosed loans, making Mozambique one of the countries in Africa with the highest debt to GDP ratios. The rate at which the Mozambican currency depreciated outpaced that of most other African commodity exporters, including Nigeria and Angola, where economic pressures have also been acute. Foreign direct investment (FDI), and exports, are projected to fall by 17 and 8 percent respectively in 2016. Clearly, Mozambique's macroeconomic stability has been shaken-up. The agenda for restoring economic stability and confidence will stretch into 2017 and possibly beyond. Key items on the agenda include setting a medium term framework for restoring fiscal sustainability, anchored in a target for reducing debt and a credible fiscal adjustment program. Enhanced financial sector surveillance and the strengthening of crisis management instruments is also a priority, particularly if further monetary tightening is in the pipeline in the near term. Moreover, the current economic circumstances highlight the need to manage fiscal risks and contingent liabilities better. In this regard, reforms to develop effective oversight over state-owned enterprises and other public entities are urgent, along with reforms to overhaul the framework for managing guarantees

    Abstract: Over recent decades, Vietnam's agricultural sector has made enormous progress, realizing major gains in productivity and output and contributing to national goals related to food security, poverty reduction, social stability, and trade. Nevertheless, there are growing concerns related to the quality and sustainability of Vietnam's agricultural growth and related patterns of development. A comparatively low quality of growth is manifested by low smallholder farmer profitability, considerable under-employment among agricultural workers, mixed or uncertain product quality and food safety, low value addition, and limited technological or institutionalinnovation. Some agricultural growth has come at the expense of the environment in the forms of deforestation, biodiversity loss, land degradation, water pollution, and greenhouse gas emissions. In most locations, agricultural growth has involved an increase in cropping areas or intensities and ever higher uses of inputs and natural resources. Hence, more output has come from more and more inputs and increasing environmental costs. Vietnamese agriculture now sits at a turning point. The sector now faces growing domestic competition-from cities, industry, and services-for labor, land and water. Rising labor costs are beginning to inhibit the sector's ability to compete internationally as a low cost producer of bulk undifferentiated commodities. The country's ruralyouth have rising aspirations for living standards. Vietnam's expanding consumer class and trade partners are expecting higher standards, both for products and production practices. Going forward, Vietnam's agriculture will need to generate more from less'. That is, it will need to generate more economic value-and farmer and consumer welfare-using less natural and human resources and without degrading the environment. It will need to rebrand itself and increasingly compete on the bases of innovation, reliable supply, predictable quality, and assured food safety and environmental protection

The second area of relevance encompasses quasi-fiscal risks and contingent liabilities of the energy sector. The third area pertains to selected subsidies, which are budgeted to rise exponentially in 2016.     Abstract: This report presents the findings of the Service Delivery Indicators in the education sector in Togo in 2013. Survey implementation was preceded by extensive consultation with Government and key stakeholders on survey design, sampling, and adaptation of survey instruments. Pre-testing of the survey instruments, training of field staff, and field-work took place in 2013. Information was collected from 200 primary schools, 1,141 teachers, and 1,938 grade four pupils in Togo. The results provide a representative snapshot of the quality of service delivery and the physical environment within which services are delivered in public primary schools. The survey provides information on three levels of service delivery: measures of: (i) teacher effort; (ii) teacher knowledge and ability; and (iii) the availability of key inputs, such as textbooks, basic teaching equipment, and infrastructure (such as sanitation, quality of lighting etc.). The results indicate an adequate number of teachers to serve the population's needs, but they lack the necessary skills and inputs. Absence rate is a factor, although relatively lower than in other countries, except during teacher strikes. The reliance on volunteer teachers also creates challenges as only the present discounted value of future earnings can be considered a source of motivation for them.1 Efforts are needed in all major dimensions surveyed (competence, absence rate, inputs), although recent textbook provision efforts appear to have already made an impact

    Abstract: In 2015, Indonesia stands as an increasingly divided country, unequal in many ways. There is a growing income divide between the richest 10 percent and the rest of the population, and this gap is driven by many other types of inequality in Indonesia.People are divided into haves and have-nots from before birth. Some children are born healthy and grow up well in their early years; many do not. Some children go to school and receive a quality education; many do not. In today's modern and dynamic economy; most do not and are trapped in low-productivity and low-wage jobs. Some families have access to formal safety nets that can protect them from the many shocks that occur in life; many do not. And a fortunate few Indonesians have access to financial and physical assets (such as land and property) that increase their wealth over time. This wealth is passed down from generation to generation, both in the form of money and physical assets, and through greater access to better health and education. As a result, inequalities are being compounded and deepened over time. This report asks why inequality is increasing, why it matters, and what can be done. The first section examines the trend in inequality, which is already relatively high in Indonesia and rising more rapidly than in many neighboring countries. The second section seeks to understand what is driving rising inequality in Indonesia. The final section looks at what can be done to prevent the country from becoming even more divided. This section suggests ways to avoid an Indonesia in which relatively few people are healthy, happy and prosperous, and many more can only aspire to a better life but are unable to attain it

The legal and policy framework for decentralization is yet to be followed through with efficient implementation. The Government of Iraq and the World Bank will like to assess the current status of decentralization and its implications for improving service delivery at the Governorate level. The objective of the assessment is to take stock of the current state of decentralization in Iraq with a view to identifying factors that contribute to weak service delivery performance at the governorate level. The assessment will also make recommendations for policy and process reforms that are deemed necessary to moving forward the decentralization process, thereby helping to improve service delivery performance by the Governorates. The assessment was carried out through a combination of desk reviews and field level consultations. This assessment provides a snapshot of the current status of the decentralization process. It identifies policy and process reform measures that are necessary to strengthen service delivery by the 15 Governorates of Iraq.     Abstract: Ukraine is currently classified as a lower-middle income country in 2014. The country experienced a sustained economic growth since the early 2000's, being associated with a fast reduction in poverty. However, the global financial and economic crisis hit the economy of Ukraine, generating one of the largest economic setbacks in Eastern Europe. To address these issues, this paper is focused at three dimensions of gender disparities in Ukraine: i) agency as ability to make decisions and take opportunities; ii) endowments, including education, health and demography; and iii) economic opportunities realized through access to the labour market and earnings. The paper is structured as follows. Chapter one is devoted to agency, shaping the process of using endowments by women in men, including legislation and institutional environment, political participation and decision-making, gender stereotypes in public attitudes, and subjective well-being. In Chapter two we examine the gender gaps in endowments across men and women, captured by enrolment to various education levels and preferred fields of study. This Chapter is also focused at the current demographic trends and their gender implications, as well as at the gender disparities in health, with a particular emphasis on communicable diseases and reproductive health. Chapter three examines the gender gaps in labour force participation and patterns of employment, including vulnerable and informal employment, gender-based segregation and labour migrations. The gap in earnings is analyzed in details by background characteristics of employment. The problem of poverty and vulnerability is outlined in gender dimension in this Chapter as well. Finally, the gender inequality in opportunities of career advancement is discussed in Chapter three, as well as disparities in financial inclusion and access to entrepreneurship in Ukraine. In Chapter four, we present some basic conclusions and policy recommendations of the revealed gender gaps

The intention of this handbook is to provide: practical guidance and hands-on instruments that empower local stakeholders to actively and effectively shape the local social inclusion landscape within the overall guiding framework of the local equal opportunity programs. The handbook therefore focuses on the challenges and opportunities of those local governments and related stakeholders that have the relevant primary care capacities and apparatus. The handbook is accompanied by a comprehensive set of illustrative local social inclusion case studies from all over Hungary. The case studies are intended to increase stakeholders' awareness, facilitate knowledge transfer, and peer learning.     Abstract: This study analyzes labor market performance in the Philippines from the perspective of workers' welfare. It argues that pervasive in-work poverty is the main challenge facing labor policy. Poverty is primarily due to low earning capacity of the poor and to their limited access to regular and productive jobs. Behind these are the two interrelated root causes of in-work poverty - low education of the poor, and the scarcity of productive job opportunities. The labor market is segmented into good and bad jobs, with the poor working in the latter. They hold jobs that are informal, temporary or casual, and low-paid. Widespread informality means that the poor neither benefit from the minimum wage policy nor from employment protection legislation. They do not benefit from wage growth either, because their bargaining power is weak. Good jobs are so few, especially in rural areas, that even better educated workers are often forced to take unskilled jobs and work as low-paid laborers. The reduction of in-work poverty hinges on removing constraints to gainful employment in both supply side (better education and skills) and demand side (better jobs). It is critical that the young poor have improved access to quality education, and be equipped with skills required in the modern sector of the economy. But in parallel, better jobs need to be created, which can be attained from the growth of the formal and higher value added sector of the economy. The process of structural transformation should be supported by effective labor policy. Labor regulations need to be made simpler and more flexible to facilitate the reallocation of labor from less to more productive activities, and from informal to formal sector. Targeted training programs have the potential to address the problem of low skills among the poor workers, especially the young ones. Such programs should be developed on a pilot basis and expanded if proven to be cost-effective

    Abstract: Limited state capacity to carry out core government and service delivery functions poses a major constraint in post conflict countries, especially those with low income levels. With regard to scope, the research carried out for this note primarily focuses on developing a detailed understanding of how civil service institutes are established and function, and to reflect on available information about their impact. This note synthesizes the findings from case studies covering three countries and four public service training institutes: Rwanda (Rwanda Management Institute (RMI)); Uganda (Civil Service College Uganda (CSCU)); and Liberia (Liberia Institute of Public Administration (LIPA) and the Financial Management Training Program (FMTP)). The general policy rationale for establishing institutes of public service has been to improve national public sector capacity; while a key choice involves investing in longer and more in-depth or shorter-term training. To deliver training, a mix of some permanent staff with consultants recruited from the public sectors has worked well

    Abstract: The objective of the Country Environmental Analysis (CEA) is to assess the adequacy and performance of the policy, legal, and institutional framework for environmental management in Ukraine, in light of the decentralization process of environmental governance and wider reform objectives, and to provide recommendations to government to address the key gaps identified. Ukraine is the second largest country in Europe and has a population of 43 million, the majority of whom live in urban areas. It is a lower middle income country, with the services, industry and agriculture sectors being main contributors to the country's Gross Domestic Product (GDP). Ukraine faces a number of environmental challenges, as identified in its National Environmental Strategy 2020 (NES). Key among these are: air pollution; quality of water resources and land degradation; solid waste management; biodiversity loss; human health issues associated with environmental risk factors; in addition to climate change. The scope of Ukrainian environmental legislation is quite broad and comprehensive (more than 300 legal acts) and covers most areas of environmental protection and natural resources management. However, the environmental legislation faces a number of weaknesses:The environmental legislation is largely declaratory in nature and does not have all the essential enforcement mechanisms for the implementation of legal acts and international agreements; Many of the acts are not coordinated with each other; and Legislation undergoes limited analysis of its impact-for example, no in-depth analysis such as Regulatory Impact Analysis is conducted for proposed pieces of legislation

    Abstract: This report summarizes the results, lessons and recommendations to the Government of Lao PDR from two Technical Assistance projects (TA) "Supporting Demand Creation for Sanitation through Community Led Total Sanitation" and "Sanitation Marketing in Lao PDR" carried out by the World Bank's Water and Sanitation Program between October 2012 and December 2015. The development objective of the TAs was to increase improved sanitation and hygiene practices and change community behavior to achieve Open Defecation Free (ODF) status at the village level. This report documents the results and lessons learned from the TA program that includes experiences both from government-led rural sanitation service delivery within two provinces in Southern Lao PDR (Champasak and Sekong) , as well as from national-level engagement to strengthen systems, tools and capacity building approaches for scaling-up rural sanitation service delivery. The report makes recommendations to government on how - with the support of development partners - the effectiveness and scale of rural sanitation services can be increased to achieve sustainable sanitation outcomes for the rural population of Lao PDR. It also proposes recommendations for the engagement of the World Bank Water Practice in the sector in support of rural sanitation service delivery, aligned with lending operations,notably the Poverty Reduction Fund (PRF3) and the Health Governance and Nutrition Development Project (HGNDP). In addition a number of important learnings at implementation level are highlighted, so that operational processes can be improved to make last-mile delivery more effective and efficient
