    Abstract: Strengthening the performance and economic contribution of micro, small and medium-sized enterprises (MSMEs) and start-ups is central to Abu Dhabi’s goal of creating a more diversified and competitive economy. This report provides an assessment of policies, programmes and regulations relating to MSME and start-up development in Abu Dhabi. The assessment is structured around six thematic areas: i) access to finance, ii) the availability of skills and capabilities, iii) access to markets, iv) the business environment, v) innovation and digitalisation, and vi) future opportunities for MSME and start-up development. For each thematic area, an analysis of existing issues, challenges and policy approaches is provided, in addition to policy recommendations and relevant examples of international policy practices. The report was prepared by the OECD Secretariat and external experts based on information gathered by the OECD in Abu Dhabi in the form of written documentation, questionnaire responses, stakeholder interviews and roundtable meetings as well as desk research on policy practices in other countries.

    Abstract: This paper examines the experiences of self-employed online freelancers working on digital labour platforms during the COVID-19 pandemic. It is based on interviews with freelancers and platform managers and experts in Belgium, France, Italy, the Netherlands and Poland. Their experiences during COVID-19 reveal issues of asymmetric power vis-à-vis platforms. Notably, they reported lack of transparency and certainty in their contracts with platforms, lack of power in negotiating with clients, and limited ability to engage with clients on other platforms. In addition, they often experienced difficulties in accessing government temporary supports for businesses during the pandemic. The paper puts forward policy recommendations to address these issues.

    Abstract: Il presente rapporto fornisce una valutazione indipendente e approfondita dell’impatto economico e sociale del quadro d’intervento italiano per le imprese startup innovative, noto anche come “Startup Act”, introdotto inizialmente dal Decreto-legge 179 del 2012. La policy mira a creare un ambiente più favorevole alle piccole startup innovative attraverso una serie di strumenti complementari, tra cui figurano una modalità di costituzione rapida e gratuita, una procedura di fallimento semplificata, incentivi fiscali per gli investimenti in equity e un sistema pubblico di garanzia per l’accesso al credito bancario. Sebbene il rapporto si concentri unicamente sull’Italia, lo “Startup Act” può essere considerato come un “laboratorio” di grande utilità per l’elaborazione di policy a sostegno dell’imprenditorialità innovativa in tutti i Paesi membri dell’OCSE. La valutazione sottolinea che l’impatto dello “Startup Act” sulle imprese beneficiarie è stato complessivamente positivo, ma che sono necessarie azioni complementari in altre aree di policy per realizzare appieno il potenziale delle startup innovative italiane.

    Abstract: Increased robot use, fuelled by price declines and the increased dexterity of these machines, is expected to affect existing/future production technologies and the organisation of production within GVCs. In order to safeguard their competitiveness in an increasingly digitalised global economy, governments across OECD and emerging economies are implementing a range of policy measures/programmes to support the investment in and use of robotics. This paper assesses the extent to which robotics impact the organisation of production through offshoring and backshoring. The results indicate that the use of industrial robots in developed economies appears to be slowing the offshoring rates, although it is not yet prompting firms to bring jobs back home. However, the effect is very recent, especially in labour-intensive sectors, and not yet apparent in developing countries. The findings suggest the rate of global value chain expansion may be slower than in the past.

    Abstract: This note describes a procedure to match companies and individuals listed in Crunchbase, a new database on innovative start-ups and companies, with patent applicants and inventors reported in PATSTAT, the worldwide intellectual property database maintained by the European Patent Office. Given that neither administrative nor other unique identifiers are available in either of the two databases, the matching is based on a “fuzzy” procedure that exploits the available overlapping information across the two databases. A general overview of the resulting database completes the note.

    Abstract: This note describes a new database on innovative start-ups and companies, called Crunchbase, with a focus on its potential for economic and managerial research. Crunchbase is rapidly being discovered by scholars from different fields. It has notably already informed studies on specific sectors as well as studies of networks in the start-up ecosystem. This note first describes the contents of Crunchbase and then reviews academic research that has used it. We further suggest that many more valuable avenues for economic and managerial research can be opened through the combination of Crunchbase with selected supplementary data sources and provide two such examples.

Policy makers can take action to increase the chances of survival for these businesses, including providing training to boost business management skills, providing coaching and mentoring, facilitating access to finance and provide business development services.

    Abstract: Disability impacts a large number of people – approximately 16 % of the working age population in the EU is afflicted with a long-standing health problem or disability (European Commission, 2007). And this number will grow as the population ages in industrialised countries due to the associated increased susceptibility to mental and physical disorders (Lutz et al., 2011; Pascarelli et al., 2001). Disabilities are extremely diverse and are not a fixed characteristic of individuals. Many disabilities are invisible to the eye yet popular stereotypes of disabled people as permanent wheelchair users or as blind from birth persist.

    Abstract: Differences in the dynamisms of economies are persistent. Notwithstanding the growing body of evidence documenting these large cross-country differences, our understanding of what drives them is still rather limited. This paper seeks to help close this gap. Using unique data for ten countries the analysis sheds light on the factors that shape the distribution of firm growth and on what role policies play in driving cross-country differences. The paper provides new evidence on the link of labour market regulation, bankruptcy legislation, financial market development and R&D support policies with growth dynamics. The study goes beyond looking at differences in average growth rates as it analyses changes in the whole distribution of firms.

    Abstract: The population and labour force in the European Union are ageing. The proportion of the population in the EU-27 who are aged 55 and over rose from 25 % in 1990 to 30 % in 2010, and is estimated to reach 37 % by 2030 (Eurostat, 2012). Consequently, the workforce is also getting older – the proportion of the labour force between 55 and 69 years old increased 26.5 % between 1987 and 2010.

    Abstract: Youth unemployment is one of the principal social and economic challenges of this decade in Europe and around the world. Long spells of unemployment can have serious long-term effects for individuals, such as reduced earnings and social exclusion. It is estimated that one year of unemployment during youth can reduce annual earnings at age 42 by up to 21 % (Gregg and Tominey, 2005) and that an extra three months of unemployment prior to the age of 23 results in an extra two months of unemployment, on average, between the ages of 28 and 33 (Gregg, 2001). Prolonged unemployment magnifies these problems and increases the chances that they are passed on to their children. In addition to these pronounced individual costs, the unemployed represent a significant stock of unused economic resources that lowers output and the potential for economic growth.
