    Abstract: The world’s nuclear power reactors are ageing, with the majority approaching the end of their planned operational lifetimes in the coming years. The adequacy of funding for decommissioning and radioactive waste management (RMW) thus increasingly commands the attention of decision-makers. This report by the OECD Nuclear Energy Agency (NEA) combines a solid conceptual framework with the insights from twelve case studies of NEA member countries to propose a new approach to the adequacy of funding that is both robust and flexible. Current funding systems in NEA countries are overall adequate. The challenges ahead however are formidable: decommissioning and RWM are moving from design to implementation, returns on assets are low and societal preferences can evolve. The very long-term nature of the solutions, in particular for radioactive waste disposal, is also not easily compatible with the economic lifetimes of the original liability holders. This requires that all elements of the system – accrued funds, expected future returns, the lifetimes of nuclear power plants, the expected costs of politically sustainable technical solutions and the liabilities for residual risks – are reviewed and realigned at regular intervals. Complementing existing approaches with such a circular approach will strengthen funding arrangements and ensure their adequacy for decades to come.

    Abstract: Many countries have recognised that greater use of nuclear power could play a valuable role in reducing carbon dioxide emissions. However, given the high capital cost and complexity of nuclear power plants, financing their construction often remains a challenge. This is especially true where such financing is left to the private sector in the context of competitive electricity markets. This study examines the financial risks involved in investing in a new nuclear power plant, how these can be mitigated, and how projects can be structured so that residual risks are taken by those best able to manage them. Given that expansion of nuclear power programmes will require strong and sustained government support, the study highlights the role of governments in facilitating and encouraging investment in new nuclear generating capacity.

    Abstract: This book discusses the impact of taxation on economic growth, employment, investment, consumption and the environment. The public finance literature commonly distinguishes between three major functions of taxation: the traditional function of raising revenue to finance government expenditure; the distributional function as an instrument to alter the distribution of income and wealth amongst households; and the regulatory function that uses taxation at the benefit of stabilization and other economic policies. Especially after the Second World War, OECD countries have increasingly used taxation to achieve a variety of economic and social objectives. Today many governments use the tax system to stimulate economic growth and employment. Fiscal measures also play a role in creating a favourable climate for business investment and to promote a long-term sustainable environmental policy. Currently, in the debate on global warming, the use of tax instruments to tackle climate change is on the top of the international agenda. The authors aim to provide the reader with the necessary empirical information, while at the same time presenting an overview of the latest theory and best practices. In doing so, many relevant policy issues are touched upon. Based on theoretical and empirical studies and practical experiences in OECD countries, the book establishes guidelines for effective tax policy. The book offers tools for tax design in a globalising economy and the world of the internet with increasing tax competition and a growing battle for companies and brains between countries. The book also presents a 'carrot and stick' model to promote clean technologies, reduce pollution and combat climate change. The message from the authors is straightforward: broad, low, simple, and a shift from income to consumption taxation. These principles are illustrated in a concept proposal for a so-called Second Life Tax system

    Abstract: These workshop proceedings assess the third party liability and compensation mechanisms that would be implemented by participating countries in the event of a nuclear accident taking place within or near their borders. To do so, two fictitious accident scenarios were developed: one involving a fire in a nuclear installation located in the Slovak Republic and resulting in the release of significant amounts of radioactive materials off-site, and the other a fire on board a ship transporting enriched uranium hexafluoride along the Danube River. The first scenario was designed to involve the greatest possible number of countries, with the second being restricted to countries with a geographical proximity to the Danube. These proceedings contain the papers presented at the workshop, as well as reports on the discussion sessions held.

    Abstract: The book begins with a penetrating analysis of the main features of today's capitalism and in particular the conflict between shareholders and managers. It moves on to focus on the consequences of globalization in the decision-making processes of large corporations and represents an important step in the development of a theory of fraud and corruption within corporations.     Abstract: Hydrogen has the potential to play an important role as a sustainable and environmentally acceptable source of energy in the 21st century. Present methods for producing hydrogen are mainly based on the reforming of fossil fuels with subsequent release of greenhouse gases. To avoid producing greenhouse gases, the possibility to use heat and surplus electricity from nuclear power plants to produce hydrogen by water cracking is being investigated. This report presents the state of the art in the nuclear production of hydrogen and describes the scientific and technical challenges associated with it.

    Abstract: Hydrogen has the potential to play an important role as a sustainable and environmentally acceptable energy source in the 21st century. However, hydrogen does not exist as a gas on earth and thus has to be produced from, for example, water or natural gas by different separation techniques. One way to do so would be to use nuclear-produced energy or heat in this separation process. The present publication gives an overview of the advancements in the scientific and technological fields related to the nuclear production of hydrogen.

    Abstract: One of the challenges facing the continued availability of nuclear energy is that of ensuring the safe, environmentally acceptable and economic management of the waste generated during its production. There is a broad scientific and technical consensus that disposal of high-level, long-lived radioactive waste in deep geologic formations is an appropriate and safe means of isolating it from the biosphere for very long time scales. There have, however, been setbacks in the disposal programmes in many countries, primarily due to the failure of the waste management community to win sufficient public and political support. This report, which is based on recent work of the OECD Nuclear Energy Agency (NEA), reviews the progress to date in this field and the further steps that may be required to implement geologic disposal, taking into account both the technical and regulatory requirements, and the need to achieve an appropriate level of societal acceptance.This book should be of interest to government and industry decision makers, academics and all those eager to better understand what is at stake in this widely debated subject and the prospects that emerge.

    Abstract: Major nuclear regulatory challenges will arise from government policies to liberalise energy sectors. In a context of growing competition and market deregulation, it is becoming increasingly important to reconcile commercial interests with safety requirements. For nuclear regulatory bodies, the first challenge will be to ensure that economic pressures do not erode nuclear safety. In their strive to maintain nuclear safety culture, regulatory bodies will also need to adapt to an increasingly market-oriented environment and new working relationships with operators. This report identifies the challenges that regulators are likely to be confronted with over the next ten years.
