    Abstract: The education system has reacted slowly to changes in labour market needs, leading to an increasing number of school leavers without sufficient qualification. In addition, declining PISA scores and a rising share of low achievers are raising concerns about the quality of the future labour force. These factors play a role in the stalled income convergence process. Indeed, practices such as early tracking, streaming and low transferability between academic tracks hamper employability, human capital accumulation and social mobility. In the vocational education and training system, resources continue to be allocated on a historical basis. A more endogenous adjustment of the system to better align students’ qualifications with labour market needs requires active participation of social partners, students and education institutions. The rapid expansion of tertiary education without a corresponding increase in resources has led to fears about declining quality. Quality in tertiary education can be fostered by modifying the accreditation system, introducing student fees, strengthening the links with the private sector and foreign research networks and publicising information on labour market outcomes by field of study and higher education institution. Measures to better balance family and work lives can improve career options for women and therefore reduce the current tensions between having children and full time labour market participation of younger women. This could also ease the coming labour shortages associated with population ageing.     Abstract: The Czech labour market has undergone significant changes as a consequence of economic restructuring. This paper analyses these changes, highlighting both the impact of the recent economic crisis and some of the longer-run determinants of the Czech labour market. The higher share of tertiary education graduates has increased the supply of skills. Simultaneously, the development of services and the integration into global value chains have changed the composition of employment, away from construction and agriculture, and with significant shifts within the manufacturing sector. Although at an aggregate level the labour market performs well, a deeper analysis reveals several weaknesses. In particular, long-term and youth unemployment are persistent and especially affect the lower-skilled. Skill and occupational mismatches of vocational education graduates show that the education system fails to provide the qualifications required by the labour market. At the same time, regional differences in labour market performance have grown. Raising the low employment rate of women with young children would mitigate labour force ageing and prevent skill deterioration of a highly educated labour force. Over time, the labour market has been responding faster to output shocks and output growth consistent with constant unemployment has dropped significantly. Young people are more vulnerable to fluctuations in economic output than the rest of the labour force. The volume of labour market flows increased substantially during the recent years, both for short- and long-term unemployment.

    Abstract: This report addresses the lack of data on pathways followed by young adults with disabilities beyond secondary education in most OECD countries. It describes the activity undertaken by a sample of Czech, Danish, Dutch, French and Norwegian young adults with disabilities and its evolution, as well as looking into the factors that have facilitated or hindered high-quality transition processes to tertiary education and employment. Do upper secondary schools enable students with special educational needs to move successfully to tertiary education and employment? Are young adults with disabilities supported appropriately when leaving upper secondary schools? Do universities’ and colleges’ admission and support strategies foster transition to and success within tertiary education? The report shows that young adults with disabilities who left upper secondary education in 2007 have mostly accessed tertiary education, while those leaving tertiary education the same year have mainly entered the labour market. It also reveals that due to low-quality support at upper secondary level and the relative absence of transition issues in upper secondary schools’ policies and strategies, transition to tertiary education and to employment is closely linked with parental support and involvement, and young adults with disabilities coming from a low socio-economic background have less transition opportunities than those coming from a high socio-economic background. It demonstrates that young adults with disabilities who moved on to tertiary education consider they have gained the same opportunities as their non-disabled peers, as well as self-confidence and better inclusion opportunities. This report also shows that persistent inactivity beyond secondary education has a strong disaffiliation effect. It restricts individuals’ participation opportunities and deprives individuals from social and economic independence as well as from personal well-being.

    Abstract: Ce rapport pallie le manque de données relatives aux parcours des jeunes adultes handicapés à l’issue de l’enseignement secondaire dans la plupart des pays de l’OCDE. Il décrit les activités menées par un échantillon de jeunes adultes handicapés danois, français, néerlandais, norvégiens et tchèques, ainsi que leur évolution, et appréhende les facteurs qui facilitent ou entravent les processus de transition de haute qualité vers l’enseignement tertiaire et vers l’emploi. Les lycées confèrent-ils aux élèves à besoins éducatifs particuliers les capacités nécessaires pour accéder à l’enseignement tertiaire et à l’emploi ? Les jeunes adultes handicapés sont-ils soutenus adéquatement en quittant le lycée ? Les stratégies d’admission et de soutien des universités facilitent-elles l’accès à et la réussite dans l’enseignement tertiaire ? Ce rapport montre que les jeunes adultes handicapés qui ont quitté le lycée en 2007 ont majoritairement accédé à l’enseignement tertiaire alors que ceux qui ont quitté l’enseignement tertiaire la même année ont essentiellement accédé à l’emploi. Il révèle aussi que le manque de qualité des soutiens au lycée ainsi que la relative absence de stratégie en matière de transition subordonnent les possibilités de transition à l’implication parentale et les jeunes adultes handicapés provenant de milieux défavorisés ont de moindres chances de transition que ceux venant de milieux aisés. Il démontre que les jeunes adultes handicapés qui ont accédé à l’enseignement tertiaire tendent à se sentir inclus dans la communauté ainsi qu’à estimer que l’accès à l’enseignement tertiaire les place à égalité de chances avec les autres et renforce leur confiance en eux et, ce faisant, leurs possibilités d’inclusion. Ce rapport montre également que l’inactivité persistante à l’issue du lycée a un effet désaffiliateur marqué. Elle restreint les possibilités de participation, prive les individus de toute indépendance sociale et économique et les interroge dans leur bien-être.

    Abstract: This paper looks at ways of ensuring Czech regions and municipalities are fully motivated to make efficiency improvements in public service provision and so help achieve countrywide fiscal sustainability. The very large number of small municipalities in the Czech Republic means that scale economies are difficult to exploit and the policy options for overcoming this problem are discussed. In the financing system there are issues of transparency and the balance between autonomy for the regions and municipalities and central-government power to direct resources. In terms of accountability, questions of oversight and transparency arise in the public-procurement system and benchmarking in cost and output in public services is not yet widely used.     Abstract: The Czech Republic faces one of the largest demographic challenges in the OECD area and making sure the public pension system is able to cope with rapid population ageing is important for long-term fiscal stability and social welfare. This paper assesses five proposals for pension reform made in late 2005 with a view to helping progress towards a final decision on reform. The proposals cover a wide range of options: only parametric change of the current pay-as-you-go (PAYG) system, systems combining a PAYG pension with a second-pillar (defined-contribution), a flat-rate pension and a system of notional accounts. The analysis uses OECD simulation models to compare the proposals in terms of fiscal sustainability, safety nets, early retirement incentives, diversification into private provision, simplicity and the pensions-earnings link.
