Abstract: To determine if needed results have been achieved, results are often measured and assessed against a predefined set of standards. In instructional design-speak, these standards are commonly known as learning objectives, which should be based on what learners actually need to be able to do. This issue of Infoline will help you design and evaluate learning objectives, assessments, and instruction to ensure that they are congruent and needed results are achieved.

Abstract: Every organization is in danger of losing employee knowledge. Generally, knowledge is at risk for two reasons: It is not adequately documented nor has it been transferred to potential successors. Managing organizational knowledge is the art and science of capturing and transferring valuable information before it walks out the door. The goal of this process is to preserve knowledge assets, minimize risk and the expense of lost knowledge, increase the speed to competence of new employees, and create a knowledge and skills repository. This Infoline introduces a four-step knowledge management process and explains how to identify critical knowledge; pick methods for documenting and capturing knowledge, capture skills and knowledge, as well as transfer the knowledge.

Abstract: Direct service workers (DSWs) provide personal care or nonmedical services to individuals who need assistance with activities of daily living. Direct service work is very physically and emotionally demanding, and pay for DSWs is too low to attract a stable and sufficiently trained pool of workers that is adequate for the needs of the vulnerable individuals who require their assistance. To help address this issue, in 2003-2004 the Centers for Medicare and Medicaid Services (CMS) awarded ten grants under the Demonstration to Improve the Direct Service Community Workforce; these grants funded initiatives to improve the recruitment and retention among DSWs. Funded initiatives included such efforts as increasing access to health care, training, mentoring, recognition, worker registries, and marketing campaigns. In 2005, CMS funded a national evaluation, by a consortium led by the RAND Corporation, to study the implementation and outcomes of the ten funded initiatives. As part of this evaluation, researchers reviewed grantees' records, interviewed project stakeholders, conducted site visits, and surveyed direct service agencies, DSWs, and consumers. In this volume, the authors present their findings on the implementation and outcomes from the ten grantees

Abstract: "Over the years, there have been numerous efforts to locate the roots of the Islamic Republic's intentions and motivations in the distinctiveness of its political culture and history. A rich and ancient nation, Iran has always beguiled outsiders. This complexity, combined with America's lack of access to Iran since 1979, has produced a peculiar view of the Islamic Republic, a view defined by mystique and a superficial reading that places too much emphasis on Iran's 'abnormal' and 'exceptional' characteristics. This document is a short, accessible guide intended to help U.S. policymakers understand the Islamic Republic. It offers a set of short analytic observations about the processes, institutions, networks, and actors that define Iran's politics, strategy, economic policy, and diplomacy. From these, it sets out an argument for appreciating the challenges and fundamentals of negotiating with Iran."--Summary, p. ix

Abstract: "To address its security challenges, the United States needs the active support of its allies. This means, in particular, ensuring that the states of the North Atlantic Treaty Organization (NATO) remain able and willing to make a contribution to resolving their common security problems wherever possible. The revision of NATO's strategic concept offers an excellent opportunity to further this aim. It is a chance to build consensus about the future and thereby steer the alliance in a direction that will help keep it relevant. This paper examines five possible directions--refocus on Europe, new focus on the greater Middle East, focus on fragile states, focus on nonstate threats, and a global alliance of liberal democracies--the alliance might adopt, assessing them against certain key political and military criteria. It offers those involved in the rewrite both a range of potential options and a preliminary assessment of the feasibility and potential implications of each. The purpose is to encourage debate around the major, concrete problems that member states face."--RAND web site

Abstract: "The difficult and continually evolving operations in Iraq and Afghanistan show the complexities of what is now termed irregular warfare and highlight the need for new approaches to the security challenges with which the United States is now contending and will likely confront in the future. The research reported in this monograph focused on answering a rather straightforward, but thus far largely unanswered, question: What can the U.S. military learn from other militaries about how better to prepare for full-spectrum operations and deployments? To this end, RAND was asked by the OSD for Personnel and Readiness to examine the militaries of China, France, the UK, India, and Israel."--Page xiii

Abstract: Exposure to community and interpersonal violence is a public health crisis that adversely affects many children in American communities. After witnessing or experiencing trauma, many children experience symptoms of Post-Traumatic Stress Disorder and depression, behavioral problems, substance abuse, and poor school performance. The Support for Students Exposed to Trauma (SSET) program is a series of ten lessons whose structured approach aims to reduce distress resulting from exposure to trauma. Designed to be implemented by teachers or school counselors in groups of 8-10 middle school students, the program includes a wide variety of skill-building techniques geared toward changing maladaptive thoughts and promoting positive behaviors. It is also intended to increase levels of peer and parent support for affected students. Designed for SSET group leaders, the Group Leader Training Manual introduces the SSET concept and provides detailed information on selecting student participants, scheduling lessons, assuring confidentiality, coordinating with clinical backup, managing difficult situations and issues, and conducting group meetings. The Lesson Plans section supplies group leader preparation information and in-depth plans for each lesson, including agendas, example scenarios, suggestions for troubleshooting specific problems, homework assignment instructions, and cross-references to other program documentation. Take-home worksheets, letters to parents, forms, and other program materials are supplied in the section entitled Lesson Worksheets and Materials

Abstract: Introduction -- Oil markets and U.S. national security -- Oil as a foreign policy instrument -- Oil revenues, rogue states, and terrorist groups -- Incremental costs for U.S. forces to secure the supply and transit of oil from the Persian Gulf -- Policy options to address U.S. national security concerns linked to imported oil
Abstract: In 2007, on a net basis, the United States imported 58 percent of the oil it consumed. This book critically evaluates commonly suggested links between these oil imports and U.S. national security. The major risk to the United States posed by reliance on oil is the economic costs of a major disruption in global oil supplies. On the other hand, the study found no evidence that oil exporters have been able to use embargoes or threats of embargoes to achieve key political and foreign policy goals. Oil revenues are irrelevant for terrorist groups' ability to launch attacks. The study also assesses the economic, political, and military costs and benefits of potential policies to alleviate challenges to U.S. national security linked to imported oil. Of these measures, the adoption of the following energy policies by the U.S. government would most effectively reduce the costs to U.S. national security of importing oil: (1) Support well-functioning oil markets and refrain from imposing price controls or rationing during times of severe disruptions in supply. (2) Initiate a high-level review of prohibitions on exploring and developing new oil fields in restricted areas in order to provide policymakers and stakeholders with up-to-date and unbiased information on both economic benefits and environmental risks from relaxing those restrictions. (3) Ensure that licensing and permitting procedures and environmental standards for developing and producing oil and oil substitutes are clear, efficient, balanced in addressing both costs and benefits, and transparent. (4) Impose an excise tax on oil to increase fuel economy and soften growth in demand for oil. (5) Provide more U.S. government funding for research on improving the efficiency with which the U.S. economy uses oil and competing forms of energy.--Publisher description

Abstract: The often tense relationship between Saudi Arabia and Iran has been at the center of many of the major political shifts that have occurred in the Middle East since the fall of Saddam Hussein in 2003. This volume documents a study of how relations between the two powers have unfolded in the Persian Gulf, Iraq, Lebanon, and Palestine from 2003 through January 2009. Wehrey et al. detail the complex and multidimensional relationship between Saudi Arabia and Iran and its implications for regional stability and U.S. interests. In doing so, the authors challenge conventional thinking about Saudi-Iranian relations, arguing, for example, that Sunni-Shi'a distinctions are not the key driver in dealings between the two nations, that the two states have a tendency to engage on areas of common interest, and that the notion of a watertight bloc of Gulf Arab states opposing Iran is increasingly unrealistic. The study concludes with U.S. policy recommendations for leveraging the Saudi-Iranian relationship, particularly in the context of a U.S. drawdown in Iraq, the Palestinian-Israeli conflict, and the Iranian nuclear issue

Abstract: The trainer's role in a virtual classroom requires additional knowledge and skills. The online trainer uses different tools, such as web collaboration software, to interact with participants. The participants are virtual-separated in different locations-which also requires a new training mind-set. Sometimes there is no live communication at all, with participants reading and responding to information on a designated website. Coordinat-ing these components demands specific skills from the online trainer. This Infoline will make delivering online training simple. With today's e-learning tools, you don't even have to be tech-savvy; many of the tools are intuitive and just re-quire a little practice. You'll be able to: define types of online training, transition your training skills to an online envi-ronment, and engage participants using a variety of methods. The Online Trainer's Checklist Job Aid at the back of this issue will make online training a snap.

Abstract: Brain-based or brain-compatible learning theory focuses on creating a learning program in which attainment, retention, recollection, and use of information is maximized through actively stimulating and engaging the brains of learners. Successful application of brain-based learning precepts requires that anyone involved in the learning process, including program designers, managers, trainers, and learners, have a basic understanding of how the brain functions, processes, stores, and recalls information. This Infoline will help trainers and learning professionals identify personal strengths and areas for improvement related to the theory concepts and modify their approach to learning accordingly.

Abstract: The world's two most populous countries, China and India, are undergoing dramatic demographic, societal, and economic transformations. However, the health status of residents of China and India still lags behind relative to other populations, and the health gains in each country have been uneven across subpopulations. Although they have achieved substantial advances in life expectancy and disease prevention since the middle of the 20th century, the Chinese and Indian health systems provide little protection against financial risk, and patient satisfaction is a lower priority than it should be. This paper compares the health systems of China and India to determine what approaches to improving health in these two countries do and do not work. In particular, the authors compare the health systems in China and India along three dimensions: policy levers, intermediate outcomes, and ultimate ends. The authors conclude that both countries must (1) restructure health care financing to reduce the burden of out-of-pocket medical care costs on individual patients; (2) increase access to care, especially in rural areas; (3) reduce dependence on fee-for-service contracts that promote overutilization of medical care; (4) build capacity for addressing and monitoring emerging diseases; and (5) match hospital capabilities with local needs

Abstract: In September 2002, AHRQ entered into a four-year contract with the RAND Corporation to serve as the patient safety evaluation center for its patient safety initiative. The evaluation center is responsible for performing a longitudinal evaluation of the full scope of AHRQ's patient safety activities and for providing regular feedback to support the continuing improvement of this initiative over the four-year project period. This is the fourth and final evaluation report prepared by RAND. It presents new results for the period from October 2005 through September 2006, synthesizes the full evaluation findings over the four-year evaluation period, and discusses how AHRQ activities could be strengthened as the initiative moves forward. It also describes how AHRQ's strategy and activities developed over time, the new knowledge generated by funded projects, and the contributions of various components of the initiative to patient safety. Finally, it presents updated baseline data on selected outcome measures and discusses options for ongoing monitoring of effects on both practices and outcomes

Abstract: This study tracks the establishment of a single hospital-based integrative medicine center. Although some factors clearly worked in favor of the center, the hospital had few models to guide it and no experience in creating such a clinic. Thus, it made many decisions in the areas of administration, finance, and legal issues that created barriers to the center's success, and the center was ultimately closed

Abstract: The volume of freight transported in the United States is expected to double in the next 30 years. An increased use of rail freight could allow the supply chain to accommodate these increased volumes while minimizing highway congestion and improving energy efficiency in the transportation sector. Shippers and policymakers are concerned that the existing infrastructure--much diminished after decades of track abandonment--lacks sufficient capacity to accommodate the increased demand for rail freight. This report draws from publicly available data on the U.S. railroad industry to provide observations about rail infrastructure capacity and performance in freight transportation. Railroads have improved their productivity in the past three decades, mitigating immediate concerns about capacity, but concerns about future capacity constraints appear to be justified. Insufficient data exist to determine whether rail performance is now stable, significantly declining, or improving. The railroad system is privately owned and operated, but there is a public role for easing rail capacity constraints because private decisions about transportation investment and freight shipping have public consequences for safety and the environment. A better understanding of the public and private cost trade-offs between shipping freight by truck and by rail is needed. Improvements to data quality and freight-modeling tools will improve the ability for policymakers to better target public investment in the rail freight transportation system

Abstract: Since October 2001, approximately 1.64 million U.S. troops have been deployed for Operations Enduring Freedom and Iraqi Freedom (OEF/OIF) in Afghanistan and Iraq. Early evidence suggests that the psychological toll of these deployments -- many involving prolonged exposure to combat-related stress over multiple rotations -- may be disproportionately high compared with the physical injuries of combat. In the face of mounting public concern over post-deployment health care issues confronting OEF/OIF veterans, several task forces, independent review groups, and a Presidential Commission have been convened to examine the care of the war wounded and make recommendations. Concerns have been most recently centered on two combat-related injuries in particular: post-traumatic stress disorder and traumatic brain injury. With the increasing incidence of suicide and suicide attempts among returning veterans, concern about depression is also on the rise. The study discussed in this monograph focuses on post-traumatic stress disorder, major depression, and traumatic brain injury, not only because of current high-level policy interest but also because, unlike the physical wounds of war, these conditions are often invisible to the eye, remaining invisible to other servicemembers, family members, and society in general. All three conditions affect mood, thoughts, and behavior; yet these wounds often go unrecognized and unacknowledged. The effect of traumatic brain injury is still poorly understood, leaving a large gap in knowledge related to how extensive the problem is or how to address it. RAND conducted a comprehensive study of the post-deployment health-related needs associated with these three conditions among OEF/OIF veterans, the health care system in place to meet those needs, gaps in the care system, and the costs associated with these conditions and with providing quality health care to all those in need. This monograph presents the results of our study, which should be of interest to mental health treatment providers; health policymakers, particularly those charged with caring for our nation's veterans; and U.S. service men and women, their families, and the concerned public. All the research products from this study are available at http://veterans.rand.org. Data collection for this study began in April 2007and concluded in January 2008. Abstract: "Congress is in the process of reauthorizing the Small Business Innovation Research (SBIR) program, which expires in 2008. One issue being considered in the reauthorization is whether to allow partial use of SBIR set-asides for SBIR program administration costs and, if so, at what levels. Currently, the use of SBIR funds to administer the SBIR program is prohibited, and SBIR administration must be funded from other sources. The authors estimate that the U.S. Department of Defense (DoD) spends, on average, an additional 6 percent on top of the SBIR set-asides to administer its SBIR program. That percentage is higher than that for government programs that predominantly award grants (rather than contracts), at or lower than levels for other government R & D programs, and lower than the total compensation levels for venture-capital organizations. Further analysis is required to understand the benefits of alternative levels of administrative investments for the DoD SBIR program."--Page ix

Abstract: The United States participated in several interventions and state-building efforts during the 1990s, and the rationale for U.S. engagement in such efforts received a new urgency after the 9/11 attacks. However, recent U.S. experiences in Afghanistan and in Iraq, especially, have shown that engaging in stability and reconstruction operations is a difficult and lengthy process that requires appropriate resources. Most of all, to have a chance of succeeding, such operations require a realistic understanding of the capabilities needed for them. The authors present the results of research on the U.S. civilian personnel and staffing programs for stability and reconstruction operations undertaken in other countries under U.S. leadership or with the participation of the United States. The study uses the Office of Personnel Management's Human Capital Assessment and Accountability Framework to assess the personnel requirements for such operations. The Framework advocates strategic alignment, workforce planning and development, leadership and knowledge management, results-oriented performance culture, talent management, and accountability. The authors also present recommendations that the U.S. government should consider undertaking to deal with the types of problems that the United States has encountered in post-2003 Iraq. The research draws on the rapidly growing body of literature dealing with reconstruction and stability missions, interviews with U.S. and British civilian personnel deployed to Iraq, and the authors' own experiences in Iraq as U.S. civilians involved with the Coalition Provisional Authority (CPA). The study should be of interest to policymakers dealing with stability and reconstruction operations

Abstract: This monograph presents the results of a short-term review of 27 publicly available manpower studies to discover methods that other organizations could use to make "fiscally informed" manpower decisions. The studies varied widely in their definition of cost-effectiveness. Methods included cutting the workforce, trading one workforce for another, reinvesting fixed manpower in higher-valued functions, trading end-strength for experience, and making short-term technology investments to reduce manpower in the long term. The authors conclude that the method used to determine manpower requirements may not be as important as other attributes of the studies, such as the direct involvement of a senior decisionmaker; stating specific goals as part of the study charter; a holistic view of the organization being studied; publicly available and auditable results; and a clear set of measurement criteria upon which to make decisions

Abstract: Both high import payments for petroleum motor fuels and concerns regarding emissions of carbon dioxide (CO2) are motivating interest in possible fuel substitutes. Petroleum products derived from conventional crude oil constitute more than 50 percent of end-use energy deliveries in the United States and more than 95 percent of all energy used in the U.S. transportation sector. Almost 60 percent of liquid fuels are imported. Emissions from the consumption of petroleum account for 44 percent of the nation's CO2 emissions, with approximately 33 percent of national CO2 emissions resulting from transportation-fuel use. In this report, RAND researchers assess the potential future production levels, production costs, greenhouse gases, and other environmental implications of synthetic crude oil extracted from oil sands and fuels produced via coal liquefaction relative to conventional petroleum-based transportation fuels. The findings indicate the potential cost-competitiveness of these alternative fuels and the potential trade-offs that their deployment requires between economic and environmental considerations

Concerns have been most recently centered on two combat-related injuries in particular: post-traumatic stress disorder and traumatic brain injury. With the increasing concern about the incidence of suicide and suicide attempts among returning veterans, concern about depression is also on the rise. All three conditions affect mood, thoughts, and behavior; yet, these wounds often go unrecognized and unacknowledged. The effect of traumatic brain injury is still poorly understood, leaving a large gap in knowledge related to how extensive the problem is or how to address it. This monograph summarizes key findings and recommendations from a larger RAND document entitled Invisible Wounds of War: Psychological and Cognitive Injuries, Their Consequences, and Services to Assist Recovery (Tanielian and Jaycox [Eds.], Santa Monica, Calif.: MG-720-CCF, 2008), a comprehensive study RAND conducted of the post-deployment health-related needs associated with the three conditions among OEF/OIF veterans; the health care system in place to meet those needs; gaps in the care system; and the costs of filling those gaps and providing quality health care to all those in need. Readers desiring more details are referred to that document. Both monographs should be of interest to mental health treatment providers; health policymakers, particularly those charged with caring for our nation's veterans; and U.S. service men and women, their families, and the concerned public. All the research products from this study are available at http://veterans.rand.org

Abstract: While it may seem like the four-level evaluation model has been around forever, this now-standard method of evaluation wasn't introduced until 1959 in a series of four articles published in ASTD's Training and Development Journal. Despite the current popularity of this model, many new and seasoned practitioners still question how to use the four levels: What are the four levels? What resources are necessary, and do I have them available? Which programs should be evaluated, and at which level? This Infoline takes the classic Kirkpatrick model and synthesizes it for the busy trainer.

Abstract: Talent retention is one of the biggest challenges not new; neither are the reasons-dissatisfaction or unhappiness with their job or boss, new opportunities, and changing career. What's new is the intersection of these common reasons for leaving one employer for another and the phenomenon of a shrinking replacement pool of qualified workers. This Infoline provides you with an in-depth look at the talent retention problem and provides the information necessary to address your organization's need for establishing a retention strategy that provides both new workers and retiring baby boomers with solid reasons to stay. You will learn how to align your organization, career development strategies, and effective practices for success.

Abstract: Underage drinking is a significant problem in the United States: Alcohol is the primary contributor to the leading causes of death among adolescents. As a result, communitywide strategies to prevent underage drinking are more important than ever. Such strategies depend on the involvement and education of adolescents, parents, law enforcement officials, merchants, and other stakeholders. This guide is designed to take communities through the process of planning, implementing, and evaluating strategies to prevent underage drinking and youth access to alcohol. The guide is structured according to the Substance Abuse and Mental Health Services Administration's (SAMHSA's) Strategic Prevention Framework, a five-step prevention approach. Within the five steps, the guide adopts the Getting To Outcomes model of empowerment evaluation, results-based accountability, and continuous quality improvement. The result is a comprehensive, step-by-step manual for developing, implementing, and evaluating a high-quality communitywide plan to prevent underage drinking and its related consequences. Recommendations include the development of educational strategies for parents, adolescents, and alcohol merchants; attracting the involvement of civic leaders; working to reform legislation governing underage access to alcohol; and training law enforcement officials to be vigilant but safe in their efforts to police underage drinking in the community

Abstract: The leadership of Qatar has a social and political vision that calls for improving the outcomes of the Qatari K-12 education system. With this vision in mind, the leadership asked RAND to examine Qatar's K-12 education system, to recommend options for building a world-class system, and, subsequently, to develop the chosen option and support its implementation. The option that was selected includes internationally benchmarked curriculum standards, national testing based on those standards, independent government-funded schools, and parental choice among schools using annual school report cards. This executive summary provides an overview of Phase I (2001-2004) of the Qatari education reform initiative, Education for a New Era, based on RAND's experiences as part of this ambitious effort involving Qataris and Qatari organizations, and international consultants and contractors. An Arabic translation is included

Abstract: Over the past few decades, military installations have experienced diminishing open space near their borders from suburban sprawl and other developments. Such encroachment pressures limit the ability to conduct mission-essential testing and training. Such development can also destroy or displace native plant and animal species, the result being that military installations become islands of refuge for threatened and endangered species, which can also restrict an installation's operations. In 2003, DoD created the Readiness and Environmental Protection Initiative (REPI) to help address such encroachment pressures. The REPI program helps installations implement compatible land use partnering projects with state and local governments and non-governmental organizations to protect non-military land, which helps relieve installation encroachment pressures. In this monograph, RAND researchers assessed the effectiveness of the REPI projects. The authors also identify the main causes of encroachment; detail the benefits, both to the military and local communities, of buffering areas near installations with REPI projects; and provide recommendations for how to improve REPI's effectiveness

Abstract: Terrorist groups -- both inside and outside the al Qaeda network -- sometimes form mutually beneficial partnerships to exchange "best practices." These exchanges provide terrorist groups with the opportunity to innovate (i.e., increase their skills and expand their reach). Understanding how terrorist groups exchange technology and knowledge, therefore, is essential to ongoing and future counterterrorism strategies. This study examines how 11 terrorist groups in three areas (Mindanao, the West Bank and Gaza Strip, and southwest Colombia) have attempted to exchange technologies and knowledge in an effort to reveal some of their vulnerabilities. The analysis provides the Department of Homeland Security and other national security policymakers with insight into the innovation process and suggests ways that government policies can create barriers to terrorists' adoption of new technologies

Abstract: Listening may be one of the most under-rated skills in the world of business. Most people assume they already know how to listen because the mechanics seem so simple: One individual speaks, and another individual hears and responds. But listening is far more complex than simply hearing. It involves hearing, seeing, comprehending, and interpreting communication. Effective listening requires applying good listening skills. To help you achieve greater productivity, excellence, solid relationships, collaboration, sharing, and innovation, this Infoline provides: a solid understanding of the basic principles of effective listening; techniques, advice, and development activities to improve listening, such as self-coaching, a four-step listening model; and 25 tips to be a better listener. Discover new listening skills that will dramatically improve your leadership skills, including an overview of the listening habits of effective leaders.

Abstract: Managers are crucial to the success of organizations because they make executive-level strategies happen. Despite the importance of management and management development, they often receive less attention than leadership development, leaving managers alone and lacking skills in management techniques. To avoid the excesses of the micromanager whose employees feel second-guessed all the time and the passive, acquiescent manager whose employees struggle and whose goals go unachieved, this Infoline provides a self-development guide.

Abstract: Proposing any performance or training solutions requires rigorous analysis based on data, not speculation. Conducting a front-end analysis-a process for determining why a perceived performance gap exists and how to close the gap-enables workplace learning and performance professionals to find successful solutions. This Infoline describes how to carry out the two distinct analysis processes that go into a front-end analysis: a gap (or performance) analysis and root cause analysis. The first process determines if a performance problem exists. The second process identifies the true root cause of the issue. Helpful sidebars explain the analysis sequence, when to conduct a gap analysis, how to define performance gaps without bias, and factors that influence performance. In addition, the job aid provides a checklist of questions for a training needs analysis.

Abstract: Organizational culture is a concept that most managers don't spend a lot of time thinking about. What they do think about are questions such as: 1. Why are we so slow at bringing new products to market? 2. How can we get people to stop working in silos and become more collaborative? 3. How can we build customer loyalty? Given these and many other practical problems, culture can seem esoteric. Yet culture is an underlying issue in these and other problems managers deal with every day. This Infoline presents a roadmap for culture change from the first and critical steps of getting leaders prepared and on board, providing a realistic view of change, and communicating to the final stage in which an organization's employees live the new culture. Along the way you will also learn some creative ways to communicate about the change and how to identify action plans and projects that will support culture change.

Abstract: The Patient Safety Improvement Corps (PSIC), part of the Agency for Healthcare Research and Quality's (AHRQ's) patient safety initiative, is a program of three one-week sessions (didactic lessons, homework, and a team project) operated collaboratively by the AHRQ and the Veterans' Affairs (VA) National Center for Patient Safety (NCPS). Its purpose is to improve patient safety in the nation by increasing the number and capacity of health care professionals with patient safety knowledge and skills, achieved through training teams from all 50 U.S. states over three years. This report presents findings from RAND's evaluation of the first two years of the PSIC. Data were collected through in-person, group interviews with trainees at the final training session in May 2004 and May 2005, and through individual telephone interviews with the first-year trainees one year later. Overall, reported experiences were positive. Participants valued the broad perspective gained, and the tools and skills they learned and continue to use. They appreciated and continued to draw upon the technical aspects, the hands-on exercises, the knowledge gained through team projects, and the reference materials. Additionally, they value the networking opportunities, and they have made efforts to spread their knowledge. Significantly, there are strong indications that the program has contributed to actions in the field to improve patient safety. Key barriers challenging trainees' program participation and ability to make changes at their home organizations included lack of resources and cultural obstacles (such as blaming individuals for system problems). A need for continued training and programs to train larger, more-diverse teams was also noted. The findings suggest that the PSIC is making important contributions toward building a national infrastructure to support implementation of effective patient safety practices

Abstract: A number of important steps have been taken in recent years to improve the planning and management of Army International Activities (AIA). Still, a need remains, and is widely recognized, for a high-level assessment mechanism to allocate AIA resources more efficiently, execute AIA programs more effectively, and highlight the contributions of AIA to the National Military Strategy, the DoD Security Cooperation Guidance, and The Army Plan. This report presents a framework for assessing the value of the Army's non-combat interactions with other militaries. It provides an overview of AIA programs and establishes their connection to the U.S. government's current strategy for security cooperation. It also provides a matrix of eight AIA "ends," derived from top-level national and Army guidance, and eight AIA "ways," which summarize the various capabilities inherent in AIA programs. Next, the report presents a method for linking AIA "ends" and "ways" that involves a theoretical rationale for security cooperation, selection criteria for AIA "output" and "outcome" indicators, and related measures of performance and effectiveness. The report also describes the new online AIA Knowledge Sharing System (AIAKSS) that is being used to solicit programmatic and assessment data from AIA officials in the Army's Major Commands. In addition, the report includes the results of three test cases-involving the Army Medical Department, the National Guard Bureau, and U.S. Army South-that helped to identify potential problems in evaluating AIA and to suggest improvements in the proposed AIA assessment mechanism. Finally, the report contains an extensive list of "output" and "outcome" indicators that have been reviewed by AIA officials throughout the Army

Abstract: The one-third cut in active-duty manpower at the end of the Cold War, from 2.1 million to 1.4 million in uniform, combined with a shift in the national security environment, has today resulted in the need for longer and repeated deployments, especially for the Army and the Marine Corps, and these deployments have posed challenges for active-duty service members and for their families. The authors undertook the preparation of this monograph with the objective of offering insights into the challenges faced by active-duty service members deployed to Iraq and Afghanistan, the resiliency they and their families have shown in coping with these challenges, and the adequacy of defense manpower policy in assisting members and families. The monograph draws on the perspectives of economics, sociology, and psychology; provides a formal model of deployment and retention; reviews published work; reports on the results of focus groups conducted in each of the services; and presents findings from an analysis of survey data. The focus groups and survey data relate to the period from 2003 to early 2004. Family separation, long work hours both during and preceding deployments, and uncertainty surrounding deployments were some of the more significant stresses associated with deployments that were reported in focus groups. Furthermore, according to focus-group and survey data, even personnel who did not deploy experienced work stress as a result of long hours supporting deployments. The authors use these findings to suggest ways to improve quality of life for deployed and nondeployed personnel and their families, including improved communication home, more effectively structured deployment pays, and, when possible, greater certainty in the timing and length of the deployment cycle. The findings also underscore the importance of individual and unit preparation prior to deployment and the role of unit cohesion during deployment. The monograph may be of interest to the military services, the Office of the Secretary of Defense, individual service members and their families, members of Congress and their staff, and the media. It may also interest foreign militaries that have converted to a volunteer system and that want to be informed about the personnel strains caused by a high operating tempo

Abstract: Improving the ability to respond to bioterrorism and other emergencies is an important challenge facing the U.S. public health system. Despite having a knowledgeable workforce, practice and experience, capacity, and partnerships with other responders in the community, the system₂s ability to respond may depend largely on its structure. This study examines a key question: Are state and local public health agencies related to one another in a way that facilitates emergency response? Specific objectives of this study are to explain the factors influencing the particular ways in which state and local public health systems are organized, how the various types of relationships that exist between state and local public health departments have been arrived at, and, most important, the consequences of such structures and relationships for emergency preparedness. We also examine alternative structures from several different types of service industries (public education, banking, the welfare system, and port authorities). Finally, we recommend concrete strategies to improve public health preparedness. This report will be of interest to policymakers and to public health professionals at the state and local levels who are involved in bioterrorism response and emergency preparedness, as well as to other agencies involved in emergency response

Abstract: In November 2005, New Orleans city leaders asked RAND to estimate the repopulation of the city in the aftermath of Hurricane Katrina. The Bring New Orleans Back Commission needed estimates of the city₂s population in the immediate future (the next three to six months) and the near-term future (the next one to three years) to guide the redevelopment planning process. The study was completed in early January 2006. A conceptual framework based on the costs and benefits of migration and on the role of social networks and physical constraints guided the estimates. Housing habitability was determined to be the key driver of the future population of New Orleans. RAND developed an approach to estimating future population for four points in time based on estimates of housing habitability, which were, in turn, determined by floodwater depth and the pace of housing reconstruction, as well as an estimate of the pre-Katrina population by the condition of its housing after Katrina. An important role for policymakers in shaping the repopulation process in New Orleans will be to minimize the uncertainty faced by residents and businesses by speeding up the reconstruction process

Abstract: Knowing how to motivate employees is critical for an organization's ability to get results. When employees are not motivated properly, their productivity drops and key milestones and deadlines are missed. Motivation determines the direction of an employee's behavior (that is, what the employee chooses to do), the level of effort an employee puts into his or her work, and the level of persistence that an employee has when faced with obstacles. This Infoline will help managers and trainers who train managers to understand and master this important piece of the organizational productivity puzzle. To start, readers will get brief introductions to foundational motivation theories, including Maslow's Hierarchy of Needs, Herzberg's Motivation-Hygiene Theory, McLelland's Theory, Theory X and Theory Y, and many more. Building on these theories, the Infoline then provides the reader with ways to integrate motivation into the workplace, strategies for rewarding employees, and ways to avoid common manager mistakes. Sidebars offer tips to apply Theory Y management, avoid the perception of inequity, reinforce positive behaviors, and reward employees.

Abstract: The news is full of stories about ethical lapses. Almost daily you read about organizations where people fail to behave ethically and the consequences of that failure: bad press, loss of market value, lawsuits, jail time, and even bankruptcy. But fostering ethics in organizations has more benefits than just avoiding negative consequences; one of these is increased job satisfaction. Professionals in the human resource arena are often regarded as the seat of ethical expertise in an organization, but they may not always be equipped to handle ethical issues. That is where this Infoline comes in. It provides a model for understanding ethics, ways to raise awareness of ethics in organizations, and a case study to get the discussion started.

Abstract: Sometimes, something as simple as a laminated card with short, to-the-point instructions can do more to help an employee complete a task with high assurance of accuracy than hours or days of training. Such job aids are a quick, easy, and often inexpensive way to improve performance fast. Job aids reduce the amount of information that an employee needs to remember for tasks that are infrequently performed or for tasks that must be accomplished to an exact standard every time. Job aids take many forms, including decision trees, checklists, step-by-step instructions, flowcharts and graphic maps, look-up tables, worksheets and forms, and even reference sources, such as training manuals. This Infoline will enable the reader to determine when to use a job aid; select the type of job aid to use; select the right medium; and design, implement, and evaluate the job aid. Sidebars provide examples of different types of job aids, while the job aids included in the issue will help the reader to carry out a needs analysis for a job aid and check off a list of development tasks. Learn to use and create job aids and improve performance fast!

Abstract: Meetings are a precious resource: an expensive waste of peoples time if run poorly and amazingly valuable and productive if run well. Yet many people and organizations hold meeting after meeting without knowing how to do so effectively or even what they want to accomplish. Harnessing a groups creativity and energy and directing it toward solving problems, generating new ideas, and moving big ideas forward requires skills and processes. This Infoline offers a simple, three-step process that will enable any meeting leader to stop wasting time and make meetings work. As in so many other areas, preparation is the first critical step toward meeting success. Preparation includes determining if you really need to meet, identifying the people who need to be there, preparing an agenda, and more. The second step covers the meeting process itself from moments before the meeting to the wrap-up. Youll learn how to run meeting activities, communicate effectively, keep the meeting on track, and use conflict productively. The finaloften overlookedstep is the follow-up, which includes distributing notes, holding up meeting commitments, and planning to make improvements based on meeting evaluations. Turn your dull-as-dishwater, unproductive meetings into exciting opportunities to make big things happen!

As the author notes in Chapter 1, this book is designed for trainers with some battle "scars" who get calls "asking for the impossible to be delivered the next day" without budget or staff to accomplish this feat. This fast-paced, entertaining book presents real-life situations in dialogue format to allow you to listen in on conversations between an executive or client requesting training or some other performance intervention and the training professional interpreting and acting on the request. Not only does this book offer advice on finding the right solution, but it offers step-by-step guidance as it walks the reader through the building and implementing of an effective solution. Use this book to build your skills as a trainer or performance improvement specialist, or to implement and adapt the detailed interventions to solve your most pressing training and performance need. The book includes a CD-ROM with all accompanying handouts, assessments, and tools to help you triage your next training emergency. Note: CD-ROM is not available.
