    Abstract: Japan has achieved a comparatively high level of well-being: skill levels are high, unemployment is low and life expectancy at birth is the highest in the OECD. Since its launch in 2013, Abenomics has had a positive effect on the economy, and per capita output growth has picked up. However, to achieve inclusive growth and greater well-being, Japan needs to address important challenges to foster fiscal sustainability, narrow the productivity gap with leading OECD countries and manage the demographic transition. A new fiscal plan going beyond achieving a primary surplus should lay out concrete measures to raise revenues and control spending. As Japan’s population ages, using all available talent in the labour market and achieving gender equality are key to overcome labour shortages. Boosting productivity, which has been stagnant, will require increasing returns from R&D, capitalising on the digital economy, fostering the dynamism of SMEs, and reducing barriers to foreign direct investment and trade to promote greater integration into global value chains. Japan’s education system is one of the top performers in the OECD, but there is scope to further invest in teachers and schools. Finally, further action to foster green growth and environmental quality as well as effectively leveraging upcoming international sports events, such as the Rugby World Cup 2019 and the Olympic and Paralympic Games 2020, would also boost local development and inclusive growth. The complementarity of reforms needed to achieve inclusive and sustainable growth in in an aging society makes a compelling case for a comprehensive approach.

    Abstract: The higher education system in Norway generally produces graduates with good skills and labour market outcomes. This success can be largely attributed to Norway’s robust and inclusive labour market and recent higher education reforms to improve quality. However, some Norwegian students have poor labour market outcomes and past success is no guarantee of future success, especially as the Norwegian economy upskills and diversifies. This report provides advice and recommendations to improve the labour market relevance and the outcomes of higher education in Norway. The analysis finds that there is an opportunity to expand work-based learning opportunities, improve career guidance, and do a better job of using innovative learning and teaching practices to improve labour market relevance across the system. The report concludes that Norwegian policy makers have a larger role to play in steering the system. Policy makers can set the conditions for greater labour market relevance by strengthening the mechanism for collaboration between higher education institutions and employers, ensuring better coordination and use of labour market information, and redoubling efforts to support quality learning and teaching. This report was developed as part of the OECD Enhancing Higher Education System Performance project.

This report discusses how eight cities and counties in Norway and Sweden - along the coast joining up Oslo, Gothenburg and Malmö - have decided to work closer together as the megaregion of “Western Scandinavia”. With a total population of about 5 million inhabitants, this cross-border territory shows good potential to draw on its growing economic and cultural interlinkages, as well as its long history of institutional collaboration, to build a stronger, more sustainable and more inclusive megaregion. The report encourages local authorities to identify a common vision for their shared future development and to take concrete action towards implementing it. It also calls for national governments to tackle the challenges of cross-border transport planning to facilitate greener mobility and more inclusive labour markets.

    Abstract: This report examines how public stockholding policies related to rice in Asia can influence domestic and international markets. Following a review of the working of rice public stockholding programmes in eight Asian countries (Bangladesh, China, India, Indonesia, Japan, Korea, the Philippines and Thailand), the report examines the impacts of these programmes over the medium term (2018-2030) and analyses how these impacts would change should the selected countries collectively set their public stocks to either a low or high level. Results show that the strongest impacts would occur during the three-year transition period when countries adjust their public stocks to the new levels, but that there would also be structural impacts over the medium term, although at a lower intensity, on procurement, domestic and international prices, availability, private stock levels, and public expenditure. In the event of a global production shock, the model projects that the immediate impact on prices and availability would be less severe under the high public stock scenario, but that recovery would be faster and public expenditure lower when countries hold smaller public stocks.

Zawarto w nim zalecenia dotyczące sposobu zwiększania wydajności rolnictwa, wspierania dywersyfikacji gospodarczej, zacieśniania współpracy między gminami oraz pogłębiania decentralizacji i usprawniania wielopoziomowego zarządzania.

Um sich diesen Herausforderungen zu stellen, muss die neue deutsche Regierung nicht nur Wachstum, sondern auch Nachhaltigkeit der Wirtschaft fördern und gleichzeitig sicherstellen, dass alle von der florierenden Wirtschaft in Deutschland profitieren und kein Teil der Bevölkerung zurückgelassen wird. Dafür ist ein robustes Wachstum des Bruttoinlandprodukts wesentlich. Dies setzt jedoch eine bessere Innovationspolitik, den Einsatz der modernsten Technologien in Unternehmen, weitere Investitionen in Infrastruktur und Informations- und Kommunikationstechnologie sowie den Aufbau von Kompetenzen voraus. Auch die Arbeits- und Sozialpolitik ist so zu gestalten, dass sie einen reibungslosen digitalen Wandel ermöglicht. Zudem sollten öffentliche Investitionen erhöht werden, vor allem für die Entwicklung der Vorschul- und Primarstufe sowie der Verkehrsinfrastruktur. Ebenfalls erforderlich sind Maßnahmen zur Verringerung des Ungleichgewichts auf dem Wohnungsmarkt und eine bessere Anbindung der ländlichen Gebiete an die dynamischen urbanen Zentren. Schließlich sollte die deutsche Regierung eine Beschäftigungs-, Bildungs- und Steuerpolitik verabschieden, die allen – auch Frauen, jungen Menschen und älteren Arbeitnehmern – den Zugang zu anspruchsvollen Stellen erlaubt und die Klimaziele des Landes umsetzt.

    Abstract: The nuclear energy sector employs a considerable workforce around the world, and with nuclear power projected to grow in countries with increasing electricity demand, corresponding jobs in the nuclear power sector will also grow. Using the most available macroeconomic model to determine total employment – the “input/output” model – the Nuclear Energy Agency and International Atomic Energy Agency collaborated to measure direct, indirect and induced employment from the nuclear power sector in a national economy. The results indicate that direct employment during site preparation and construction of a single unit 1 000 megawatt-electric advanced light water reactor at any point in time for 10 years is approximately 1 200 professional and construction staff, or about 12 000 labour years. For 50 years of operation, approximately 600 administrative, operation and maintenance, and permanently contracted staff are employed annually, or about 30 000 labour years. For up to 10 years of decommissioning, about 500 people are employed annually, or around 5 000 labour years. Finally, over an approximate period of 40 years, close to 80 employees are managing nuclear waste, totalling around 3 000 labour years. A total of about 50 000 direct labour-years per gigawatt. Direct expenditures on these employees and equipment generate approximately the same number of indirect employment, or about 50 000 labour years; and direct and indirect expenditures generate about the same number of induced employment, or 100 000 labour years. Total employment in the nuclear power sector of a given national economy is therefore roughly 200 000 labour years over the life cycle of a gigawatt of nuclear generating capacity.

    Abstract: Historically low productivity gains and record high inequality are major challenges for policy makers around the world. Both concerns have been exacerbated by the global financial crisis but took roots well before and reflect fundamental challenges with the way our economies function. This report proposes a new comprehensive approach to promote better productivity performance and reduce inequalities. It not only gathers the most recent empirical evidence on the main factors behind slowing productivity gains and rising or persisting inequalities but also suggests possible common foundations and linkages between these two trends. It stresses the risk of a vicious cycle setting in, where individuals with fewer skills and poorer access to opportunities are confined to unproductive and often precarious jobs. This reduces aggregate productivity and widens inequality. The report focuses on how to expand the productive assets of an economy by investing in the skills of its people and providing an environment where all firms have a fair chance to succeed, including in lagging regions. It draws preliminary conclusions on the type of policy packages that are needed and on their implications for policy making. It also sets an agenda for future research to deepen empirical evidence and make concrete country-specific policy recommendations.

    Abstract: Años consecutivos de déficits primarios han conducido a una creciente deuda pública de casi el 50% del PIB, uno de los aumentos más rápidos en América Latina en la última década, y los intentos del gobierno para restablecer la salud fiscal se han visto socavados por la paralización en la Asamblea Legislativa. Aunque para contener el gasto se han promulgado reformas menores, los esfuerzos para frenar la evasión fiscal y aumentar la eficiencia de la administración tributaria son dignos de admiración. Sin embargo, no se ha logrado que los aumentos en los ingresos fiscales igualen los aumentos del gasto obligatorio y como resultado, las calificaciones soberanas de riesgo país han disminuido por debajo del nivel de inversión, y las perspectivas negativas de la deuda de Costa Rica indican que los costos del financiamiento aumentarán. Ante este escenario, el riesgo de una crisis fiscal va en aumento, a medida que las condiciones financieras mundiales también se tornan menos favorables y la estructura de la deuda se ha reorientado hacia una mayor dependencia de las tasas flotantes y los bonos denominados en dólares. La promulgación de un programa de consolidación fiscal de 3 años del 1% del PIB cada año permitirá estabilizar la deuda en los niveles actuales para el año 2032. El actual proyecto de Ley de Fortalecimiento de las Finanzas Públicas propone un paquete integral de reforma fiscal, con medidas tanto en los ingresos como en los gastos, así como una regla fiscal, que debe complementarse con medidas adicionales para contener la asignación obligatoria de ingresos con fines específicos. Una reducción de la fragmentación excesiva de las instituciones del sector público permitiría que el Ministerio de Hacienda recupere el control del presupuesto. También existe un margen para reducir el gasto en remuneraciones de los trabajadores del sector público, uno de los rubros de gasto que ha crecido con mayor rapidez y una fuente de desigualdad de ingresos. Se recomienda fortalecer la regla fiscal propuesta, con la adopción de un marco de gastos multianual y la instauración un consejo fiscal, así como modernizar la gestión de la deuda mejorando la comunicación con los mercados y reduciendo el número de valores de referencia. Con el tiempo, la mejora de la eficiencia y la calidad del gasto social, así como la modificación de la estructura impositiva para que no dependa de las contribuciones a la seguridad social, y la ampliación de la base impositiva, permitirían que la política fiscal contribuya de manera más significativa al crecimiento y a la equidad.

    Abstract: This book explores recent developments in environmental cost-benefit analysis (CBA). This is defined as the application of CBA to projects or policies that have the deliberate aim of environmental improvement or are actions that affect, in some way, the natural environment as an indirect consequence. It builds on the previous OECD book by David Pearce et al. (2006), which took as its starting point that a number of developments in CBA, taken together, altered the way in which many economists would argue CBA should be carried out and that this was particularly so in the context of policies and projects with significant environmental impacts. It is a primary objective of the current book not only to assess more recent advances in CBA theory but also to identify how specific developments illustrate key thematic narratives with implications for practical use of environmental CBA in policy formulation and appraisal of investment projects. Perhaps the most significant development is the contribution of climate economics in its response to the challenge of appraising policy actions to mitigate (or adapt to) climate change. Work in this area has increased the focus on how to value costs and benefits that occur far into the future, particularly by showing how conventional procedures for establishing the social discount rate become highly problematic in this intergenerational context and what new approaches might be needed. The contribution of climate economics has also entailed thinking further about uncertainty in CBA, especially where uncertain outcomes might be associated with large (and adverse) impacts.

In addition, the report offers a critical assessment of the causes and consequences of urban sprawl and discusses policy options to steer urban development to more environmentally sustainable forms.

    Abstract: Over the past two decades, most Latin American and Caribbean (LAC) countries have experienced robust economic growth and been able to make significant reductions in poverty and income inequality. However, growth in the region was not strong enough to ensure convergence towards levels of per capita income observed in advanced OECD economies. An important part of this underperformance can be explained by weak productivity growth. Should this weakness persist, it will be very difficult for LAC countries to achieve better lives for the majority of families. The present publication portrays the situation of LAC countries and discusses best-practice policies. Participation in global value chains is encouraged to enable knowledge spillovers and a process of learning by doing. More regional trade integration would help this process, as Latin America ranks very low and remains a sizeable outlier. The diffusion of knowledge and technology would be facilitated by making it easier to do business, notably allowing new entrants that are facing high barriers to operate and grow. Improved access to education is important to meet the demand for skills, and to boost innovation and research and development, which is particularly true in a context of fast technological change.

    Abstract: Metrics matter for policy and policy matters for well-being. In this report, the co-chairs of the OECD-hosted High Level Expert Group on the Measurement of Economic Performance and Social Progress, Joseph E. Stiglitz, Jean-Paul Fitoussi and Martine Durand, show how over-reliance on GDP as the yardstick of economic performance misled policy makers who did not see the 2008 crisis coming. When the crisis did hit, concentrating on the wrong indicators meant that governments made inadequate policy choices, with severe and long-lasting consequences for many people. While GDP is the most well-known, and most powerful economic indicator, it can’t tell us everything we need to know about the health of countries and societies. In fact, it can’t even tell us everything we need to know about economic performance. We need to develop dashboards of indicators that reveal who is benefitting from growth, whether that growth is environmentally sustainable, how people feel about their lives, what factors contribute to an individual’s or a country’s success. This book looks at progress made over the past 10 years in collecting well-being data, and in using them to inform policies. An accompanying volume, For Good Measure: Advancing Research on Well-being Metrics Beyond GDP, presents the latest findings from leading economists and statisticians on selected issues within the broader agenda on defining and measuring well-being.

Les principales difficultés consistent à inciter les professionnels de la santé à adopter un comportement efficient, à enrayer la hausse des dépenses pharmaceutiques, à renforcer le rôle des assureurs en tant qu’agents acheteurs et à assurer la maîtrise des coûts. Une information de bonne qualité et des mécanismes de financement appropriés renforceraient les incitations à l’efficience. Les différences de couverture selon les maladies et les groupes sociaux montrent la nécessité de prêter davantage attention à la coordination entre l’assurance maladie obligatoire et l’assurance complémentaire. Les réformes en cours visant à améliorer la coordination entre les professionnels de santé et à renforcer le rôle de la prévention vont dans le bon sens. Cependant, le développement de mécanismes de rémunération à la capitation qui permettent d’avoir moins d’incitations à multiplier les actes et d’encourager les professionnels de santé à s’occuper plus longtemps des patients, tout comme les paiements en fonction des résultats dans les soins primaires doivent être renforcés afin de faire face à la prévalence croissante des maladies chroniques et de réduire la demande induite par l’offre et les disparités sociales en terme d’accès aux soins.

The OECD has developed a Framework for Policy Action on Inclusive Growth to help governments to improve the prospects of those currently being left behind. Using a dashboard of indicators, the framework presents key policy recommendations to sustain and more equitably share the gains of economic growth by investing in people and places that have been left behind, supporting business dynamism and inclusive labour markets, and building efficient and responsive governments.

Se debería continuar con las políticas para reducir la informalidad del mercado laboral, incluyendo mayor verificación del cumplimiento del pago de contribuciones a la seguridad social y un traslado gradual a un menor número de salarios mínimos. Eliminar exenciones injustificadas al régimen de competencia impulsaría el crecimiento de la productividad. Los desbalances fiscales siguen siendo la principal amenaza para el crecimiento y los estándares de vida en el mediano plazo. Se necesita un conjunto exhaustivo de reformas fiscales para detener el rápido aumento de la razón de deuda a PIB, incluyendo medidas para aumentar los ingresos tributarios y recortar el gasto, fortalecer el marco presupuestario con una nueva regla fiscal que sea operacional, y restringir los destinos específicos. L’État cible un large éventail de politiques sur ces quartiers afin d’améliorer les résultats scolaires, l’emploi et l’activité économique. Les politiques de rénovation urbaine et du logement social ont un objectif explicite de promotion de la mixité sociale, souvent considérée comme un instrument de lutte contre les ghettos. Les investissements ciblés dans les infrastructures de transport et de logement ainsi que dans l’éducation et la formation jouent un rôle déterminant dans l’amélioration des perspectives économiques et du bien-être des habitants des quartiers défavorisés. À l’inverse, les zones franches urbaines (ZFU) offrant des allègements d’impôts aux entreprises qui s’y installent obtiennent des résultats en demi-teinte. La mixité sociale est difficile à mettre en oeuvre et il est loin d’être évident qu’elle permette, à elle seule, d’améliorer les conditions de vie des populations pauvres. Il est aussi crucial d’améliorer la coordination entre les politiques sociale, de la ville et de la justice, en privilégiant les peines alternatives et l’accompagnement des anciens détenus dans leur réinsertion afin de briser le cercle vicieux du handicap social et de la criminalité.

Sin embargo, persisten grandes brechas en cuanto al PIB per cápita y a la productividad, y no todas las personas se han beneficiado de este crecimiento. La desigualdad ha aumentado y las condiciones del mercado laboral son fuente de preocupación. En Costa Rica existe una menor proporción de la población de trabajadores empleados de la que existe en casi todos los países de la OCDE, el desempleo continúa estando muy por encima del nivel que tenía durante la crisis financiera mundial, la participación en el mercado laboral ha disminuido y la proporción de empleos informales es alta. Reconociendo estos desafíos, se ha acelerado recientemente el impulso a la reforma estructural, incluyendo reformas de políticas en curso o planificadas en varias áreas que presentan oportunidades de beneficio para todas las personas, fomentando tanto la productividad como la inclusión. Estos incluyen esfuerzos para combatir la informalidad del mercado laboral, simplificar la estructura del salario mínimo, aumentar la competencia y reducir las cargas reglamentarias. Además de reformas adicionales en estas áreas prioritarias, también es necesario hacer mejoras en la política estructural para mejorar los resultados y reducir las desigualdades en la educación, y abordar brechas importantes en la infraestructura del transporte.

    Abstract: In OECD countries, fiscal reports are increasingly sophisticated, highlighting governments’ commitment to fiscal transparency and accountability towards parliaments and citizens. However, users regularly express concerns with these documents, revealing a fundamental “paradox” with government fiscal reporting: desire for detail and sophistication may come at the expense of clarity.     Abstract: Peru has made substantial progress towards achieving UHC. Increases in access to healthcare and financial protection had a positive impact in health outcomes. Despite this progress, major efforts are needed to reduce fragmentation and increase efficiency in the health system as a whole. Creating formal coordination mechanisms and improving capacity at the subnational level are key elements to ensure that any additional resource spent has a great positive impact in Peru’s health care system. The well-developed and highly institutionalised PPR methodology in Peru can inspire other countries in the LAC region. However, other budgetary practices could be better aligned with OECD recommendations of good budgetary governance. In particular, making the approved budget closer to what is expected to be executed would greatly increase the usefulness of the budget, showing how resources are prioritised and how annual policy objectives are to be achieved.     Abstract: In the seventeenth and eighteenth centuries, historians of England pioneered a series of new approaches to the history of economic policy. Commerce, finance and statecraft charts the development of these forms of writing and explores the role they played in the period's economic, political and historiographical thought. Through doing so, the book makes a significant intervention in the study of historiography, and provides an original account of early-modern and Enlightenment history. A broad selection of historical writing is discussed, ranging from the work of Francis Bacon and William Camden in the Jacobean era, through a series of accounts shaped by the English Civil War and the party-political conflicts that followed it, to the eighteenth-century's major account of British history: David Hume's History of England. Particular attention is paid to the historiographical context in which historians worked and the various ways they copied, adapted and contested one another's narratives. Such an approach enables the study to demonstrate that historical writing was the site of a wide-ranging, politically charged debate concerning the relationship that existed - and should have existed - between government and commerce at various moments in England's past

Это требует совершенствования водной политики и ее инструментов: экономических, административных, информационных и других. Рекомендации данного отчета направлены на достижение этой цели. Они включают: введение платы за забор поливной воды (за воду, как природный ресурс); усиление господдержки водного сектора; и улучшение экономических инструментов управления рисками негативного воздействия вод (в т.ч. с использованием таких инструментов, как обязательное страхование и дифференциация ставок земельного налога в зонах высокого риска затопления).     Abstract: This paper investigates why central governments in some countries (especially the UK and Austria) have moved from a cash budgeting system to accrual budgeting, while others (particularly Belgium and Portugal) continue to use cash budgeting, given that both groups of countries share that their financial reporting system have become accruals-based. Our research shows that the two countries opting for a complete change to accruals emphasise the importance of consistency of the entire accounting system and the imperative to inform also about resource consumption in the budget. In sharp contrast, the two countries deciding for a partial change and for staying with cash budgeting argue that a clear and unambiguous view at cash spending is authoritative for their budgeting concept and that political decision makers would not accept an accrualbased budget. The change process in all four countries was influenced by several contextual factors, such as cash-accounting legacies and previous NPM-reforms. We conclude that stakeholders in government show more reluctance when deciding on a budgeting concept than about a financial reporting change which is perceived as less essential. We also conclude that the less ambitious reform mode (cash-based budgeting with accrual financial reporting) takes more implementation time than the more ambitious reform mode (accruals for budgeting and reporting).     Abstract: Public Financial Management (PFM) reform is a central fiscal policy feature. However, previous studies and reforms in developing countries have been mixed, with literature mainly taking two broad approaches: Descriptive studies seeking to explain the types of reforms undertaken, modelled along governments' establishment of new institutions; enactment of fiscal legislation; budgeting and accounting processes re-engineering; and adoption of information technology. The second approach by researchers has been along comparative assessments, limited to cross-country comparisons of PFM performance ratings. This research assumed an impact based qualitative content analysis to establish the necessary PFM reform policy factors that supports country PFM reforms that could contribute towards budget income in Kenya and Rwanda. We find that Political will and government stance on corruption: unique country context and clarity on reform areas; including the adoption of the measurable results framework are critical. Others such as Reforms visibility; Processes and institutionalisation of reforms; as well as Performance standards, rewards and sanctions were all necessary policy factors for PFM reforms to potentially contribute towards budget impact as evidenced in our case for Rwanda.     Abstract: This article describes the changes that have taken place in the work of the Budget Office of the central government as a consequence of the transition from the traditional budget process, often referred to as “incremental budgeting”, to top-down budgeting. This transition has taken place in most OECD countries in the course of the last three decades and has generally led to the end of the century-old trend of growth of the public sector relative to GDP. As a consequence of this transition the role of the budget office has shifted from operational expenditure control to supervision on the maintenance of the medium term expenditure framework. In general this has led to a more co-operative relationship between the Budget Office and the financial divisions of the line ministries. This article is based on case studies in three countries, namely the United Kingdom, the Netherlands and Slovenia and highlights the differences in their budgeting procedures and the extent to which the transition to top-down budgeting has been implemented.

    Abstract: After three decades of public financial management reforms, around three quarters of OECD countries are using accrual accounting with some adopting accrual budgeting as well (OECD Accruals 2016 Survey). This is however a sensitive time: questions are increasingly being raised on the cost and usefulness of accrual reforms, whose impacts on public management and performance are not obvious to many stakeholders. Against this background, this study brings together the experience of eleven countries that have introduced accrual accounting and/or accrual budgeting into their public sector. It aims at summarizing initial objectives of accrual reforms, countries’ own assessment of how well these objectives have been achieved and propose recommendations on how finance ministries should go about achieving maximum outcomes from their transition to accrual accounting.     Abstract: Over the past decades, leaders and citizens in many countries have lamented the lack of transparency in government and declining citizens’trust in government. South Korea is not an exception. In order to restore trust in government, the Korean government has made considerable efforts to adopt and promote various citizen participation programmes at all levels of government in an effort to ensure accountability, improve transparency and trust in government. This article first discusses the importance of citizen participation as a means of improving transparency and trust in government. It then introduces offline and online citizen participation programmes run by central agencies and local governments and highlight how those citizen participation programmes have evolved. As one specific form of citizen participation practice, this article focuses on the practice of Participatory Budgeting (PB) as an effort to enhance transparency and citizens’trust in government by opening its processes and disclosing budgeting information to the public. Most especially, this article reveals the results of a PB survey of local governments in Korea and discusses why and how PB has been adopted, implemented, and designed to improve budget-related governance structure, policy-making processes, and outputs such as efficiency, accountability, transparency, and trust in government. Lastly, this article discusses policy implications for enhancing public trust in government through PB.

    Abstract: There is a growing tendency, among central budget-makers and commentators, to argue budgets should be made for the long-term, rather than the traditional annual budget. This tendency is especially strong in the United States, where it has become virtually a conventional wisdom. This article explains, first, why that approach fits very poorly with most of the goals of budgeting. It then evaluates U.S. experience with approximations of long-term budgeting of three types: i) medium-term limits on discretionary spending, ii) the Social Security programme, and the iii) Medicare programme. That experience illustrates the reasons why long-term budgeting would not be a positive reform. They include the fantastical nature of many long-term forecasts, strong incentives for both deception and self-deception about the effects of planned budget totals, and ignoring the basic task of budgeting, which is to reconcile preferences about policy details to preferences about budget totals in a way that considers each.

    Abstract: This article examines how the European Union has addressed the dramatic influx of refugees through programmes funded by the EU budget. This migratory surge has placed significant and unexpected fiscal demands on the EU’s current multi-year budgetary framework. As a result, the EU has been forced to employ a variety of budgetary procedures and new fiscal instruments to give it the fiscal flexibility it needs to fund programmes administered inside and outside the EU. Some of these very new fiscal instruments add an additional layer of complexity to the current funding architecture, and it is too early to determine how well these spending practices stand up to Parliamentarian oversight, monitoring, auditing, and regular reporting.

    Abstract: The aim of this paper is to propose a first theoretical framework for medium term spending reviews that determines the main factors affecting the use of these spending reviews and their impact, at a time of widespread recession. As result, it identifies four dimensions (political, social, organisational and operational) and one dynamic element (time) that influence the performance of spending reviews and should be considered in approaching this tool. Finally this paper introduces some theoretical and policy considerations, concerning both how to effectively address the five elements that influence the spending review and how a government should design this tool.     Abstract: Despite being one of the newest countries in the world today, Timor-Leste has made great progress in building its institutions and economic capacity.With international support, Timor-Leste aims to improve its public financial management systems according to global benchmarks. Grounded upon the principles of the OECD’s Recommendation on Budgetary Governance and building on existing diagnostic and analytical materials this review performs a fresh assessment of the country’s current financial management systems and outlines a practical “roadmap” for progress in key areas of budgeting and planning over coming years.

    Abstract: South Africa has made substantial progress in developing its health care system since 1994. Universal access is a fundamental principle of the Constitution and health sector policies, and health outcomes have improved on aggregate. However, health inequities remain an important challenge today. Focusing on public financial management and the budgeting process for health, South Africa has a clear, well-structured and transparent process to budget formulation from national to provincial governments. But this transparency does not fully transmit on allocation decisions to health from provincial treasuries. In terms of budget execution, up-to-date data reporting systems, strict enforcement of fiscal rules, and well-developed monitoring processes are good budgetary practices. However, despite good aggregate spending levels, there is great disparity in the way provinces execute their budget. Finally, South Africa has well-established monitoring processes. However, the link between performance indicators and the budget process remains limited and could be strengthened.

    Abstract: The Philippines has placed a strong emphasis on achieving Universal Health Coverage. In recent years, earmarked funds from new alcohol and tobacco taxes have substantially increased government funds available for health. This additional funding offers great potential to improve access and health outcomes, as long as the money is well spent. An important pre-requisite for effective spending is a strong budgetary process for health. In terms of budget formulation and planning, the Philippines government has – at the national level – introduced a comprehensive package of public financial management reforms that apply across all sectors.

    Abstract: Over the past decade Austria has undertaken a carefully-considered and ambitious series of modern budgeting reforms. Evaluation of the budget reforms was purposely built into the reform process. The budget law provides for an external evaluation no later than 2017. To meet these obligations, Austria’s Federal Ministry of Finance (Bundesministerium für Finanzen, BMF) set in place a comprehensive evaluation process in three parts during 2017. A first review conducted by the IMF focused on fiscal transparency. This second review, carried out by the OECD, covers budgetary management, performance budgeting and related issues. A third review by the Alpen- Adria University is focused on the financial management and reporting system including accrual accounting; as well as preparation of a synthesis report drawing upon the three stand-alone studies. The external evaluation exercises come after an internal evaluation conducted by the BMF which has considered several of these topics; some reforms have already been implemented, or are now underway, on foot of that internal review.
