    Abstract: This book analyzes Russian and Chinese revisionism in the face of US and Western post-Cold War liberal international order building and asks why both powers have turned revisionist in the late 2000s. The study develops a neoclassical realist model of international order building and contestation and posits to view revisionism as a strategic choice. States go revisionist if the status quo international order threatens their vital security needs (broadly defined not only as territorial security, but also political, economic, normative and ontological) and if they have the means to challenge the undesirable status quo. Russia and China were both unhappy with the post-Cold War international order of American designs, but had to opt for accommodation in the 1990s and early 2000s (“strategic accommodation” in the Chinese case, “resentful accommodation” in the Russian case), before revisionism became even more of a necessity and a real policy option from the late 2000s onward (“constructive revisionism” in the Chinese case, “destructive revisionism” in the Russian case). The author calls for a policy of neo-containment to counter Moscow’s and Beijing’s efforts to game and erode the international order. Gerlinde Groitl is Associate Professor of International Politics and Transatlantic Relations at the University of Regensburg, Germany.

    Abstract: This book explores the Arctic as a rapidly evolving phenomenon in international affairs of a rising number of stakeholders. For decades, Arctic studies used to be an affair of a relatively narrow group of experts from northern countries. This time is over due to a new Chinese Arctic policy, as well as growing regional interests from South Korea, Singapore, India and Japan. Contributors reflect on new roles for the Arctic region: both as a playground for the old school nation state competition and even confrontation, and a new source for international cooperation in energy, logistics and natural sciences. Climate change, political tensions and economic competition make Arctic a hotter venue of international relations. This new Arctic fever, studied through a comparative analysis of different regional agendas, especially with a focus on the US–China–Russia triangle, represents the main subject of our book, which will be of interest to scholars of geopolitics, of climate change, and of 21st century energy economics. Anastasia Likhacheva works as a Dean at the Faculty of World Economy and International Affairs at the Higher School of Economics (HSE) in Moscow, Russia. Her key area of expertise includes geo-economics with a particular focus on sanctions, Eurasian integration and Russian foreign policy in Greater Eurasia. She regularly prepares policy briefs for senior Russian public authorities and has been a member of expert working groups of the Ministry of Economic Development and the Ministry for the Development of the Russian Far East since 2014. She also co-leads the ThinkArctic Project within the Program of Russian Chairmanship in the Arctic Councli 2021-2023.

China's seemingly effective containment of the first stage of the epidemic, in glaring contrast with the uncontrolled spread in Europe and the United States, was heralded as a testament to the Chinese Communist Party's unparalleled command over the biomedical sciences, population, and economy. Conversely, much academic and public debate about the origins of the virus focuses on the supposedly "backwards" cultural practice of consuming wild animals and the perceived problem of authoritarianism suppressing information about the outbreak until it was too late. The Origins of COVID-19, by Li Zhang, shifts debate away from narrow cultural, political, or biomedical frameworks, emphasizing that we must understand the origins of emerging diseases with pandemic potential (such as SARS and COVID-19) in the more complex and structural entanglements of state-making, science and technology, and global capitalism. She argues that both narratives, that of China's victory and the racist depictions of its culpability, do not address-and even aggravate-these larger forces that degrade the environment and increase the human-wildlife interface through which novel pathogens spill over into humans and may rapidly expand into global pandemics."

    Abstract: "Among the biggest challenges facing leaders of the newly established People's Republic of China (PRC) was how much they did not know. In 1949, at the end of a long sequence of wars, the government of one of the largest states in the world committed to fundamentally re-engineering its society and economy via socialist planning while having almost no hard, reliable statistical data about their own country. This book is a history of attempts made to resolve this "crisis in counting." Drawing on a wealth of official, institutional, and private sources culled from China, India, and the United States, the author explores the choices made and the effects they engendered through a series of vivid encounters with political leaders, professional statisticians, academics, ordinary statistical workers, and even literary figures. Early reliance on Soviet-inspired methods of enumeration became increasingly untenable in China by the middle of the 1950s. A series of unprecedented and unexpected exchanges with Indian statisticians followed, as the Chinese sought to learn about the then exciting new technology of random sampling. These developments were, in turn, overtaken by the tumult of the Great Leap Forward (1958-1961), when both probabilistic and exhaustive methods were rejected and statistics was refashioned into an essentially ethnographic enterprise. The author argues that this history, usually narrowly described as a universal, if European history, cannot be understood without acknowledging Soviet and Indian influences which not only revises existing models of Cold War science but also globalizes the wider developments in the history of statistics and data.     Abstract: "China's rise to power has become one of the most discussed questions in both International Relations Theory (IRT) and Foreign Policy circles. Although power has been a core concept of IRT for a long time, the faces and mechanisms of power as it relates to Chinese foreign policy making has reinvigorated and changed the contours of that debate. With the rise of China and other powers across the global political arena comes a new visibility for different kinds of encounters between states, particularly between China and other Global South states. These encounters are made more visible to IR scholars now because of the increasing influence and impact that rising powers are making in the international system. This book shows foreign policy encounters between rising powers and Global South states do not necessarily exhibit the same logics, behaviors, or investment strategies of Euro-American hegemons. Instead, they have distinctive features that require new theoretical frameworks for their analysis. Shaping the Future of Power probes the type of power mechanisms that build, diffuse, and project China's power in Africa. It is necessary to take into account the processes of knowledge production, social capital formation, and skills transfers in Chinese foreign policy toward African states to fully understand China's power building mechanisms. These elements are crucial for the relational power framework to capture both the material aspects and ideational people-centered aspects to power. By examining China's investments in human resource development programs for Africa, the book examines a vital, yet undertheorized, aspect of China's foreign policy making"--

    Abstract: Drawing on Indigenous peoples' struggles against settler colonialism, Theft Is Property! reconstructs the concept of dispossession as a means of explaining how shifting configurations of law, property, race, and rights have functioned as modes of governance, both historically and in the present. Through close analysis of arguments by Indigenous scholars and activists from the nineteenth century to the present, Robert Nichols argues that dispossession has come to name a unique recursive process whereby systematic theft is the mechanism by which property relations are generated. In so doing, Nichols also brings long-standing debates in anarchist, Black radical, feminist, Marxist, and postcolonial thought into direct conversation with the frequently overlooked intellectual contributions of Indigenous peoples.

    Abstract: "Since the very beginning, Confucianism has been troubled by a serious gap between its political ideals and the reality of societal circumstances. Contemporary Confucians must develop a viable method of governance that can retain the spirit of the Confucian ideal while tackling problems arising from nonideal modern situations. The best way to meet this challenge, Joseph Chan argues, is to adopt liberal democratic institutions that are shaped by the Confucian conception of the good rather than the liberal conception of the right.Confucian Perfectionism examines and reconstructs both Confucian political thought and liberal democratic institutions, blending them to form a new Confucian political philosophy. Chan decouples liberal democratic institutions from their popular liberal philosophical foundations in fundamental moral rights, such as popular sovereignty, political equality, and individual sovereignty. Instead, he grounds them on Confucian principles and redefines their roles and functions, thus mixing Confucianism with liberal democratic institutions in a way that strengthens both.     Abstract: This book is designed to introduce law students, legal actors and human rights activists, particularly participants in human rights dialogues with China, to the process and reality of a newly confident China’s participation in the international human rights system, albeit with inherent challenges. From an international and comparative perspective, one of the key findings of the author's research is that progress towards human rights depends more on judges than on legislators. Chinese legislators have enacted a series of reforms in order to better protect human rights. Unfortunately, these reforms have not led to greater adherence to China’s international human rights obligations in practice. The reforms failed because they have generally been misunderstood by Chinese judges, who often have a limited understanding of international human rights norms. Specifically, this book will examine how judicial misunderstandings have blocked reforms in one specific area, the use of severe punishments, based on international human rights theory and case studies and data analyses. This examination has several purposes. The first is to suggest that China ratify the ICCPR as the next step for its substantive progress in human rights and as a good preparation for its re-applying to be a member of the UN Human Right Council in the future. The second is to explain how judges could be better educated in international human rights norms so as to greatly reduce the use of severe punishments and better comply with China's human rights obligations. The third is to demonstrate how the international community could better engage with China in a manner that is more conducive to human rights improvements. The author's ultimate goal is to enhance dialogue on human rights in China between judges and the Chinese government, between Chinese judges and their foreign counterparts and between China's government and the international community. Another significant aim of this book is to clarify the controversial question of what obligations China should undertake before its ratification of the ICCPR and to re-examine trends in its developing human rights policy after standing down from the Council in late 2012. The tortuous progress of China’s criminal law and criminal justice reforms has confirmed that Chinese judges need further instruction on how to apply severe punishments in a manner consistent with international standards.     Abstract: "The purpose of this book is to provide an historical examination of China's activities in Africa, an important yet overlooked aspect of the broader subject of China in Africa today. There is a tendency of observers of China in Africa to always look forward; however, there is a need to look backward. Modern China's historical presence in Africa must be scrutinized in order to understand the context of its current and future actions on the continent. As the book will illustrate, China in the past meddled in the affairs of Africa, in places like Algeria, Ghana, and Tanzania. It did so for self-interest, for the benefit of the Communist Party of China, specifically its leaders' strategic objective, which was to demonstrate influence in the world, that is, power in international politics. Though its material resources were scant in the 1950s, 1960s, and 1970s, China nevertheless used them, in addition to devoting time and attention to Africa. It was a Meddling Dragon. China was not required to devote time, attention, and resources to Africa. But it did, in Algeria, Ghana, and Tanzania, especially. China skillfully used its limited diplomatic, intelligence, and economic means to gain traction on the continent. It sought influence through a combination of means - through shaping perceptions, developing personal relationships, and providing tangible assistance. There was a rhyme and reason to China's early approach to the continent. And that rhyme and reason remains much the same today. Viewed in the broader historical and strategic contexts, China's current presence in Africa demonstrates continuity with the past rather than a renewed focus. This book contributes vitally to the discourse on Sino-African history and adds to the contemporary strategic understanding and debate about China in Africa. The Chinese arrived on the African continent without fanfare, yet maintained an active and influential presence, a presence which ultimately was more pragmatic than revolutionary. Though often couched in ideological rhetoric, China's behavior in Africa in the 1950s, 1960s, and 1970s demonstrated goals and actions of an aspiring great power in the world. Contemporary China receives much more attention in Africa, as it does everywhere else around the world. Nevertheless, it is crucial to understand the nature and character of China's historical actions on the African continent in order to properly grasp its future policies.     Abstract: "Ever since China and Vietnam resumed diplomatic contacts and reopened the border in 1991, the borderland region has come been part of the vibrant growing economies of both countries and drawn many from the interior provinces to the borderland for new economic adventures. This book examines Chinese-Vietnamese relationships at the borderland through every day cross-border interactions in trade and tourism activities. It looks into the historical underlining of bilateral relations of the two countries which often shape people's perceptions of the 'other' and interpretation of intentions of acts in their daily interactions. Albeit Chinese and Vietnamese have lived side by side for centuries, their interactions in the space of trade and modern tourism activities in post-war and post-reform China and Vietnam are something novel to both people. The book provides a 'bottom-up' approach to examine localized experiences of inter-state relations. It illustrates the changes the vibrant economic process has brought to the borderland communities, and how the newly revived contacts and interactions have provided a contested space for testing Vietnamese-Chinese interactions and demonstrating trans-border cultural politics.
