    Abstract: This paper studies the association between occupational licensing and job hire and job separation rates along with earnings of job stayers and job-to-job movers. In contrast to previous studies, it attempts to provide macro-level estimates by relying on a novel Job-to-Job Flows database from the U.S. Census Bureau, covering the near universe of job transitions. The empirical analysis exploits variation in licensing regulation across states and industries and constructs indicators for both the share of employment subject to licensing (the extensive margin) and the strictness of regulation (the intensive margin). Results show that more extensive and stricter licensing are both associated with lower job mobility. This holds for job-to-job mobility as well as for transitions in and out of nonemployment. The strictness indicator points to lower job-to-job mobility from entry restrictions and renewal requirements to licensing, while education and training requirements may increase job-to-job mobility. The analysis also finds a negative association between licensing restrictions for people with a criminal record and job hire from nonemployment. Further analysis shows that interstate job-to-job mobility tends to be lower towards states with more extensive and stricter licensing regulation. The results from the analysis of earnings are generally mixed and mostly insignificant. However, there is some evidence of lower earnings gains from job-to-job moves to states with more licensing within the same industry, which may reflect lower productivity growth because of weaker reallocation of labour resources and reduced competition.

    Abstract: We examine the relationship between lax monetary policy, access to high-yield bond markets and productivity in the US between 2008 and 2016. Using monetary policy surprises, obtained from changes in interest rates futures in narrow windows around FOMC announcements, we isolate the increased access to high-yield bond markets relative to investment-grade bond markets that is due to unconventional monetary policy (UMP). We find that through the risk-taking channel, UMP has increased investors’ appetite for high-yield US corporate bonds, thereby increasing access to high-yield bond markets for firms with a higher risk profile. Since the relationship between credit ratings and firm-level productivity is U-shaped, the aggregate effect on productivity is a priori unclear. Turning to the real economy, we thus analyse whether this additional access to finance had an effect on aggregate productivity by altering the reallocation of resources across firms. Our results show that unconventional monetary policy induced less investment in tangible capital by high-productive firms. However, before drawing conclusions on the net effects of UMP on aggregate productivity, we discuss a number of issues that this paper could not deal with due to data limitations, including prominently whether this apparent misallocation may have been offset by a shift in the composition of investments towards more intangible investment.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: "The 'War on Terror', which the US launched after the 9/11 attacks, profoundly challenged the rule of law during the 16 years of the Bush and Obama administrations. In the companion volume, 'Law's Wars', I defined the rule of law, explained its importance, and charted its fate across five contested terrains : Abu Ghraib, Guantánamo Bay, interrogation and torture, electronic surveillance, and battlefield law of war crimes. I focused on the roles of two state institutions (executive and legislature) and civil society (media, lawyers, and NGOs) in defending the rule of law. Because the judiciary claims to be independent and apolitical, it is seen as the ultimate bulwark of the rule of law. The present volume, therefore, deals exclusively with judicial proceedings. Chapter One draws on history, primarily US and especially in moments of crisis, to derive research questions about when and how courts successfully defend the rule of law. The book then discusses six legal processes : criminal prosecutions of accused terrorists; courts martial of military service members for law of war violations; military commissions for Guantánamo prisoners, especially the so-called High Value Detainees; habeas corpus petitions by Guantánamo detainees (and a few others); civil damage actions by (and compensation schemes for) victims of both the "War on Terror" and terrorism; and civil liberties violations and responses to Islamophobia. The concluding chapter compares the fate of the rule of law across these six domains, as well as with the contested terrains examined in 'Law's Wars'. Although the two volumes address some of the same issues, they contain almost no overlap and can be read separately"--

    Abstract: This edition of the Reader’s Companion accompanies Skills Matter: Additional Results from the Survey of Adult Skills that reports the results from the 39 countries and regions that participated in the 3 rounds of data collection in the first cycle of PIAAC, with a particular focus on the 6 countries that participated in the third round of the study (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States).     Abstract: In the wake of the technological revolution that began in the last decades of the 20th century, labour-market demand for information-processing and other high-level cognitive and interpersonal skills have been growing substantially. Based on the results from the 33 countries and regions that participated in the 1st and 2nd round of the Survey of Adult Skills in 2011-12 and in 2014-15, this report describes adults’ proficiency in three information-processing skills, and examines how proficiency is related to labour-market and social outcomes. It also places special emphasis on the results from the 3rd and final round of the first cycle of PIAAC in 2017-18, which included 6 countries (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States). The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some of these key skills in society and how they are used at work and at home.     Abstract: Physical inactivity and sedentary behaviours have been rising throughout the OECD in recent decades. Lack of physical activity and excessive sedentary behaviour are well-known risk factors for non-communicable diseases, such as heart diseases, stroke, diabetes, and osteoporosis. As such, reducing physical inactivity and sedentary behaviours and increasing daily physical activity has become a crucial public health issue. Using nationally representative time use surveys, this paper presents the trends in physical activity (PA) and sedentary behaviours over time, in Canada, France, Germany and the United States. A particular focus of this analysis is placed on sport activities. Men and women spend between 80 and 105 minutes daily in physical activities, with women spending more time in domestic physical activity, and men more time in sports. Participation in sport activities has been increasing over time, but no global trend for time spent in sports is visible; additionally, women are consistently less likely than men to report engagement in sport activities. Meanwhile, participation in active travel has been decreasing, displaying no overall trend for duration either. Education-based inequalities for sports participation are higher in men than in women, while income-based inequalities for sports are higher in women than in men. Men and women with a low level of income are more likely to report active travel in all countries. Additional MET (metabolic equivalent) hours spent in sports and non-sports leisure PA, domestic PA, and active travel are all associated with an increase in total PA, while work-related PA as well as other activities are associated with a decrease in total PA. At the individual level, an increase in time spent in all previously mentioned activities is associated with a decrease in total time spent in sedentary behaviours.

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by the United States, which is accompanied by a document addressing the implementation of best practices which can be accessed on the OECD website.

    Abstract: "The Prison of Democracy uses a prison designed as a replica of the US capitol building as a prism for understanding the relationship between prisons and democracy. As an historical and archival study of the federal prison system, this book examines the history of the racial carceral state and suggests that mass incarceration is more than a moment in time--it is a theory of the state that assigns civil death to the body. In a state that has always been carceral, the logic of mass incarceration has emerged over time as part of the foundation of "democratic" governance. Because of the idea that the carceral state was weak in the years before the development of the Bureau of Prisons in 1929, this book examines the early history of the federal prison system. It begins in the gothic institutions of the states, where federal prisoners were housed for nearly a century and where civil death was signified in the text of the building. It also locates the idea of Leavenworth at the intersections of Indian Territory and Bleeding Kansas, two regional formations rooted in settler colonialism and slavery that were part of the federal carceral apparatus that preceded Leavenworth. The book also finds the idea of Leavenworth in the racialization of the penitentiary in the border states, and in the mass incarceration of political prisoners in the twentieth century.     Abstract: "This boldly original book traces the evolution of documentary film and photography as they migrated onto digital platforms during the first decades of the twenty-first century. Kris Fallon brings together the emergence of several key media forms--social networking and crowdsourcing, video games and virtual environments, big data and data visualization--and demonstrates the formative influence of political conflict and the documentary film tradition on their evolution and cultural integration. Fallon argues that the ideological rifts of the period inspired the adoption and adaptation of newly available technologies toward social mobilization and political action, a role played for much of the last century by independent documentary film. By focusing on particular moments of political rupture where prior forms of representation and persuasion were discarded or discredited, Fallon asserts that "truth" now lies in a new set of media forms and discursive practices, standards that implicitly shape the documentation of everything from widespread cultural spectacles like wars and presidential elections to more invisible or isolated phenomena like the Abu Ghraib torture scandal or the "fake news" debates of 2016.     Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: The historical experiences of workers organizing in Europe and the United States figure among many other forms of workers' resistance resulting from the variety of labour relations in the global past. They cannot and will not be uniformly duplicated or copied from their present form in the global transformations of labour and workers' movements that we are witnessing today. Nevertheless, in the twentieth century trade unionism as a form of collective agency among workers became a global phenomenon, be it in very different national and political contexts. With growing numbers of workers being exposed to wage labour and therefore to labour markets, the cases of workers organizing in the original heartlands of trade unionism in Europe and the United States can provide a historical background for future prospects and transformations. Based on comparisons of long-term developments and focusing on transnational connections, this book shows that historically there have been many varieties of trade unionism, emerging independently or crucially transforming older ones, and that these varieties and transformations can be explained by specific and changing labour regimes. The case studies all start from Dutch examples, or incorporate a Dutch element, but the comparative and transnational approach connects these histories to general developments in Europe and United States from the eighteenth century to the twenty-first

    Abstract: After roughly 15 years of merger control application in the Federal Republic of Germany a reassessment of the significance of this instrument of antitrust policy seems necessary. This is particularly so in view of the reorientation of merger control policy in the United States which has been - in its original version - the model for the German merger control system. Concerning merger control, the reorientation is characterized by the notion that the structure-conduct-performance paradigm which has dominated U.S. antitrust for a quarter of a century is imprecise or even incorrect and «that bigness in business does not necessarily mean badness.» This makes the fundamental question arise of whether the German merger control system is still up to date in terms of the underlying market theory and of whether the German Act Against Restraints of Competition needs a reorientation towards aspects of market conduct and performance instead of market structure by means of a Fifth Amendment

    Abstract: "In the age of digital communications, it can be difficult to imagine a time when the meaning and imagery of stamps was politically volatile. While millions of Americans collected stamps from the 1880s to the 1940s, Stamping American Memory is the first scholarly examination of stamp collecting culture and how stamps enabled citizens to engage their federal government in conversations about national life in early-twentieth-century America. By examining the civic conversations that emerged around stamp subjects and imagery, this work brings to light the role that these under- examined historical artifacts have played in carrying political messages. Sheila A. Brennan crafts a fresh synthesis that explores how the US postal service shaped Americans' concepts of national belonging, citizenship, and race through its commemorative stamp program. Designed to be saved as souvenirs, commemoratives circulated widely and stood as miniature memorials to carefully selected snapshots from the American past that also served the political needs of small interest groups.     Abstract: In 2001, goodwill amortization in the US was eliminated in favor of an impairment-only approach, which, according to critics, gives managers vast discretion and opportunities for earnings management. Prior research suggests that discretionary asset write-offs are associated with economic factors and managers' financial reporting objectives. Based on a systematic literature review, this study investigates for a comprehensive sample of US firms the determinants of goodwill write-off behavior. Regression analysis shows that write-off behavior is significantly explained by firms' economic properties. Only in large, high-profile firms, incentives appear to be significant determinants. These findings suggest that the impairment-only approach does capture goodwill impairment at least to some extent

    Abstract: "Combat drones are transforming attitudes about the use of military force. Military casualties and the costs of conflict sap public support for war and for political and military leaders. Combat drones offer an unprecedented ability to reduce these costs by increasing accuracy, reducing the risks to civilians, and protecting military personnel from harm. These advantages should make drone strikes more popular than operations involving ground troops. Yet many critics believe drone warfare will make political leaders too willing to authorize wars, weakening constraints on the use of force. Because combat drones are relatively new, these arguments have been based on anecdotes, a handful of public opinion polls, or theoretical speculation. Drones and Support for the Use of Force uses experimental research to analyze the effects of combat drones on Americans' support for the use of force. The authors' findings-that drones have had important but nuanced effects on support for the use of force-have implications for democratic control of military action and civil-military relations and provide insight into how the proliferation of military technologies influences foreign policy."--Provided by publisher

    Abstract: The last decade has seen a sustained surge of interest in measures of subjective well-being on the part of economists and other social scientists. The vast majority of the academic literature on subjective well-being focuses on measures of life evaluation, as does most discussion of how measures of subjective well-being can be applied to policy. However, measures of life evaluation have well-known limitations, and other measures of subjective well-being, including experienced well-being (i.e. people’s time use and emotional state over time), can be an important complement to measures of life evaluation. As of 2016, however, few countries have included experienced well-being in their official time use surveys, and there is relatively little understanding of how different methodological approaches to measuring experienced well-being affect the results obtained. This paper presents results using data from the US and the French time use surveys, showing that the different approaches adopted by these two countries have quite different implications for the data collected. Results highlight the sensitivity of experienced well-being measures – particularly the U-index – to the choice of affective states included, and shed light on the differing results found in the literature on how unemployment impacts upon experienced well-being.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: Main changes to US farm programmes under the 2014 Farm Bill aim to strengthen instruments for risk management, both in commodity and in crop insurance programmes. In addition, the 2014 Farm Bill consolidated voluntary conservation programmes supporting agricultural land preservation and the adoption of environmentally friendly production practices. In the literature reviewed, analysts generally acknowledge the reinforced capacity of farm programmes to reduce farm revenue losses and the diversity of options offered to farmers to manage risk. They also discuss farmers' choices of participation in programmes and coverage level in terms of optimisation of their benefits. They also outline the scope for higher budget costs if prices keep falling, but note that some provisions limit the increase. Regarding the impact of programmes on land and markets, the consensus is that by design, the two new crop commodity programmes do not influence current planting decisions, but they could generate small wealth and risk effects. Similarly the new dairy programme could affect the decisions of risk adverse farmers. Support to crop insurance on the other hand is based on current parameters, and unlimited, thus it is expected to encourage higher input use to maximise profit, in addition to the wealth and risk effects. Empirical analyses find very small effects of crop insurance subsidies on total land use, but some suggest a non-negligible impact on crop rotation, and variable input use. Overall, the literature finds that conservation payments seem to have had a positive impact on the environment. In particular, they have encouraged farmers to adopt more environmentally-friendly practices and address a broader set of environmental objectives. Some experts note, however, that some programmes may not necessarily bring additional benefits. Experts consider that cross-compliance mechanisms have partly contributed to reduce soil erosion by encouraging farmers to use less erosive cropping practices (e.g. conservation tillage, conservation crop rotations) and to retire particularly erodible land.

    Abstract: This dataset covers both social security reserve funds and sovereign pension reserve funds, the two main categories of public pension reserve funds. Social security reserve funds are set up as part of the overall social security system. They are funded chiefly by surpluses from employee and/or employer contributions over current payouts and, in some cases, by top-up contributions from the government through fiscal transfers and other sources. Sovereign pension reserve funds are funds established by governments (independently of social security systems), who finance them directly through fiscal transfers. This table provided statistics on total asset, asset allocation, nominal net investment return, operating expenses and derivatives. Data are expressed in various measures such as stock and flow data for asset classes are available in national currency million, nominal net investment returns are provided in percent,operating costs are expressed as a percent of total assets under management. The value of derivatives held is available in thousands of national currency.

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by the United States, which is accompanied by a document addressing the implementation of best practices.

From Shtetl to Stardom: Jews and Hollywood takes an exciting and innovative approach to this rich and complex material. Exploring the subject from a scholarly perspective as well as up close and personal, the book combines historical and theoretical analysis by leading academics in the field with inside information from prominent entertainment professionals.
