    Abstract: Developing countries are facing mounting pressures to incorporate environmental concerns into their policy reform agendas. This paper finds that common environmental policies, such as levying taxes to reduce the excessive exploitation of natural assets, can be self-defeating when (i) institutions are weak and (ii) the general equilibrium effects of such policy actions are overlooked. This seemingly paradoxical result is driven by fundamental mechanisms in structural transformation frameworks, without the need for strong assumptions. It also carries a clear policy implication: environmental policies should be considered within a country's broader development context, rather than in isolation

    Abstract: The Azerbaijan Country Climate and Development Report assesses how the country can reduce its vulnerability to climate shocks and the risks emerging from the global low-carbon transition while protecting the living standards of its people and reaping opportunities of a new climate economy. It argues that regardless of the pace of global mitigation efforts, decarbonization is in Azerbaijan's economic self-interest. The rollout of national ID programs, unique business entity identifiers, and national address registers have created the potential for integrating data from disparate databases. However, the vast new technical possibilities have been accompanied by intense competition in the information space.     Abstract: Tournament competition is viewed as motivating bureaucrats in promoting growth. This paper examines how this incentive leads to economic performance manipulation. Using data from Chinese cities, the analysis shows that performance exaggeration increases over the course of the first term of the top bureaucrat, peaking in the last year of his or her term. Winning a tournament competition is behind this performance manipulation: political rivals reinforce each other in exaggerating performance, and political competition intensifies the tendency for manipulation. Performance exaggeration leads to higher chances of promotion, but the ratchet effect (that is, better performance today leading to a higher target tomorrow) and the potential to blame predecessors induce restraint. A good local institutional environment also restrains performance manipulation

    Abstract: This dataset contains bilateral commitment data on aid in support of environment sustainability and aid to biodiversity, climate change mitigation, climate change adaptation and desertification from the Development Assistance Committee (DAC) Creditor Reporting System (CRS) database. In addition to bilateral flows, since 2013 the DAC also collects data on climate components from the main Multilateral Development Banks and Rio-marked data for the Global Environment Facility (GEF) and the Adaptation Fund. Bilateral flows In their reporting to the DAC CRS, donors are requested to indicate for each activity whether or not it targets environment and the Rio Conventions (biodiversity, climate change mitigation, climate change adaptation and desertification). A scoring system of three values is used, in which aid activities are "marked" as targeting environment as the "principal objective" or a "significant objective", or as not targeting the objective. The environment marker identifies activities that are "intended to produce an improvement in the physical and/or biological environment of the recipient country, area or target group concerned" or "include specific action to integrate environmental concerns with a range of development objectives through institution building and/or capacity development". A large majority of activities targeting the objectives of the Rio Conventions fall under the DAC definition of "aid to environment". The Rio markers permit their specific identification. Watch out for double-counting! The same activity can be marked for several objectives, e.g. climate change mitigation and biodiversity. These overlaps reflect that the three Rio Conventions are interlinked and mutually reinforcing. However, care needs to be taken not to double-count the amounts when compiling the total for aid in support of more than one Convention: biodiversity-, climate change- and desertification-related aid should not be added up as this can result in double or triple-counting.

    Abstract: This dataset contains bilateral commitment data on aid in support of environment sustainability and aid to biodiversity, climate change mitigation, climate change adaptation and desertification from the Development Assistance Committee (DAC) Creditor Reporting System (CRS) database. In addition to bilateral flows, since 2013 the DAC also collects data on climate components from the main Multilateral Development Banks and Rio-marked data for the Global Environment Facility (GEF) and the Adaptation Fund. Bilateral flows In their reporting to the DAC CRS, donors are requested to indicate for each activity whether or not it targets environment and the Rio Conventions (biodiversity, climate change mitigation, climate change adaptation and desertification). A scoring system of three values is used, in which aid activities are "marked" as targeting environment as the "principal objective" or a "significant objective", or as not targeting the objective. The environment marker identifies activities that are "intended to produce an improvement in the physical and/or biological environment of the recipient country, area or target group concerned" or "include specific action to integrate environmental concerns with a range of development objectives through institution building and/or capacity development". A large majority of activities targeting the objectives of the Rio Conventions fall under the DAC definition of "aid to environment". The Rio markers permit their specific identification. Watch out for double-counting! The same activity can be marked for several objectives, e.g. climate change mitigation and biodiversity. These overlaps reflect that the three Rio Conventions are interlinked and mutually reinforcing. However, care needs to be taken not to double-count the amounts when compiling the total for aid in support of more than one Convention: biodiversity-, climate change- and desertification-related aid should not be added up as this can result in double or triple-counting.

    Abstract: The OECD-DAC Survey on forward spending plans is the only regular process that brings together most bilateral and multilateral aid spending plans up to 3 years ahead at the global level. The Survey traces country programmable aid (CPA), a core subset of gross bilateral overseas development aid (ODA) and multilateral outflows essential for the support of development goals. Only the donors that have agreed to make their forward spending plans publicly available are included in the dataset. These figures represent donors' future plans of CPA as reported to the OECD-DAC Surveys on donors' forward spending plans. They are donors’ current indicative planning figures, and do not represent firm commitments, but rather donors’ best estimates of future aid efforts. The figures can include both future spending of already committed, on-going aid projects and programmes, as well as estimates of future total country budget envelopes over the next three years. The total figures presented for each donor should therefore be taken as indicative and not misconstrued as obligations of any sort.

    Abstract: This paper models an entrepreneur's choice between investing in a safe activity or experimenting with a new risky one, and how much to invest in the "entrepreneurial capital" that would permit more effective use of the arriving information on the latter- how much to learn how to learn. Optimal investment in entrepreneurial capital depends the expected return on the risky activity. It can lead to three learning regimes, two of which can generate a development trap where firms and countries are unable to assess the potential of newly arriving technologies and hence grow more slowly. The first arises purely because it is too expensive to learn to learn, the second because the returns to the new activity are so high that they obviate the need to distinguish between activities and hence invest in entrepreneurial capital. The paper draws on historical evidence to show how the model offers insights into three understudied features of the industrialization process in the Western Hemisphere at the beginning of the 20th century: the disproportionate influence of immigrant/foreign entrepreneurs in driving industrialization in Latin America; the emergence of selective exceptions to this pattern, as well as episodes of entrepreneurial retrogression; and the differing effects of similar economic structures across countries that suggest the possibility of a learning-displacing resource curse. The model can simulate the respective decline and boom in the Chilean and US copper industries at the turn of the century, arising either from initially high relative returns or low initial endowments of entrepreneurial capital in the latter

    Abstract: An oft-cited strategy to advance economic development is to further integrate developing countries into global trade, particularly through global value chains, bolstered by the expansion of female-intensive industries to bring more women into the formal labor force. As a result, a frequent debate centers on whether the apparel industry--the most female-intensive and globally engaged manufacturing industry--can be a key player in this strategy. In recent decades, the apparel industry has shifted production to low-wage developing countries, increasing the demand for women, closing male-female wage gaps, and bringing women into the formal labor force from agriculture and informal work. But is an apparel-led export strategy sufficient to induce a broader transition from jobs women do to survive to careers promising stable employment and a sense of identity? 'From Jobs to Careers' answers this question by focusing on seven countries where apparel plays a vital role in their export baskets--Bangladesh, Cambodia, the Arab Republic of Egypt, Pakistan, Sri Lanka, Turkey, and Vietnam. It finds that the apparel industry indeed can serve as a launching pad to bring more women into the labor market. For this approach to work, however, complementary policies must tackle the barriers that hinder women's pursuit of long-term workforce participation and better-paid occupations. Key policy recommendations include increasing the participation of female production workers in export-oriented apparel manufacturing and associated industries, upgrading within manufacturing-related industries, boosting access to education, and breaking glass ceilings. The report also seeks to shift the paradigm of how we think of women in the labor force by stressing the importance of their transition from jobs to careers--the so-called 'quiet revolution.'
