    Abstract: People in danger have received protection in communities beyond their own from the earliest times of recorded history. The causes - war, conflict, persecution, natural disasters and climate change - are as familiar to readers of the news as to students of the past. It is 70 years since nations in the wake of world war drew up the landmark 1951 Refugee Convention. To mark this milestone, The State of the World's Forcibly Displaced traces the historic path that led to that definitive moment. It shows how history was made, by taking the centuries-old ideals of safety and solutions for refugees, to global practice. The book maps the progress encountered on the journey started by the Convention, during which the principle of international protection has reached a much broader group of people than the founders could have envisaged in the 1950s. It examines international responses to forced displacement within borders as well as beyond them, and the protection principles that apply to both. It reviews where they have been used with consistency and success, and where they have not. At times, the strength and resolve of the international community seems strong, yet solutions and meaningful solidarity are often elusive. Understanding why - at this important anniversary - is all the more crucial as the world faces unprecedented forced flight. Most is experienced in in low and middle income countries, and persists for generations. Everywhere, an effective response depends on the commitment to international cooperation set down by the Convention: a vision often compromised by efforts to minimise responsibilities. There is growing recognition that doing better is global imperative. Humanitarian and development action has the potential to be transformational, especially when grounded in the local context. The State of the World's Forcibly Displaced examines how and where investment in education, health and economic inclusion has improved lives and opportunities both for forcibly displaced persons and their hosts. In 2018, the international community reached a Global Compact on Refugees for more equitable and substantiable responses. It is receiving deeper support. The State of the World's Forcibly Displaced looks at whether that is enough for what could - and should - help define the next 70 years

Paramilitaries are generally depicted as irregular armed organizations that carry out acts of violence against civilians on behalf of a state. In doing so, they undermine the state's monopoly of legitimate violence, while at the same time creating a breeding ground for criminal activities. Why do governments with functioning police forces and armies use paramilitary groups? This book tackles this question through the prism of the interpenetration of paramilitaries and the state. The book interprets paramilitarism as the ability of the state to successfully outsource mass political violence against civilians that transforms and traumatizes societies. It analyzes how paramilitarism can be understood in a global context, and how paramilitarism is connected to transformations of warfare and state-society relations.     Abstract: Anthropological theory can radically transform our understanding of human experience and offer theologians an introduction to the interdisciplinary nature between anthropology and Christianity. Both sociocultural anthropology and theology have made fundamental contributions to our understanding of human experience and the place of humanity in the world. But can these two disciplines, despite the radical differences that separate them, work together to transform their thinking on these topics? Robbins argues that they can. To make this point, he draws on key theological discussions of atonement, eschatology, interruption, passivity, and judgement to rethink important anthropological debates about such topics as ethical life, radical change, the ways people live in time, agency, gift giving, and the nature of humanity. The result is both a major reconsideration of important aspects of anthropological theory through theological categories and a series of careful readings of influential theologians such as Moltmann, Pannenberg, Jungel, and Dalferth informed by rich ethnographic accounts of the lives of Christians from around the world. In conclusion, Robbins draws on contemporary discussions of secularism to interrogate the secular foundations of anthropology and suggests that the differences between anthropology and theology surrounding this topic can provide a foundation for transformative dialogue between them, rather than being an obstacle to it. Written as a work of interdisciplinary anthropological theorizing, this book also offers theologians an introduction to some of the most important ground covered by burgeoning field of the anthropology of Christianity while guiding anthropologists into core areas of theological discussion

    Abstract: Can open society survive? Is Europe disintegrating? How to overcome the economic crisis? Will Europeans feel secure again. Counter Revolution is a bold attempt to make sense of the extraordinary events taking place in Europe today. It examines the counter-revolution developing in Europe, exploring its roots and implications. The book takes the form of a series of heartfelt letters to the late European guru Ralf Dahrendorf. Several months after the fall of the Berlin Wall, Dahrendorf wrote a book fashioned on Edmund Burke's Reflections on the Revolution in France. Like Burke, he chose to put his analysis in the form of a letter, reflecting on the implications of the turbulent period around 1989. Thirty years' later, and faced with an equally turbulent period, Jan Zielonka asks: what next? This is not a book on populism, however: it is a book about liberalism. Populism has become a favourite topic within liberal circles and few have exposed populist deceptions and dangers better than liberal writers. Yet, liberals have shown themselves better at finger-pointing than at self-reflection. This book addresses the imbalance; it is a self-critical book by a life-time liberal. Counter-Revolution suggests that Europe and its liberal project need to be reinvented and recreated. There is no simple way back. Emmanuel Macron and Angela Merkel will not produce wonders. Europe failed to adjust to enormous geopolitical, economic, and technological changes that swept the continent over the past three decades. European models of democracy, capitalism, and integration are not in sync with new complex networks of cities, bankers, terrorists, or migrants. Liberal values that made Europe thrive for many decades have been betrayed. The escalation of emotions, myths, and ordinary lies left little space for reason, deliberation, and conciliation. This book examines these different aspects, proposing a way out of the labyrinth.

    Abstract: Why is the Horn such a distinctive part of Africa? This book, by one of the foremost scholars of the region, traces this question through its exceptional history and also probes the wildly divergent fates of the Horn's contemporary nation-states, despite the striking regional particularity inherited from the colonial past. Christopher Clapham explores how the Horn's peculiar topography gave rise to the Ethiopian empire, the sole African state not only to survive European colonialism, but also to participate in a colonial enterprise of its own. Its impact on its neighbours, present-day Djibouti, Eritrea, Somalia and Somaliland, created a region very different from that of post-colonial Africa. This dynamic has become all the more distinct since 1991, when Eritrea and Somaliland emerged from the break-up of both Ethiopia and Somalia. Yet this evolution has produced highly varied outcomes in the region's constituent countries, from state collapse (and deeply flawed reconstruction) in Somalia, through militarised isolation in Eritrea, to a still fragile 'developmental state' in Ethiopia. The tensions implicit in the process of state formation now drive the relationships between the once historically close nations of the Horn

The volume asks three questions: Is solidarity really necessary for successful modern societies? Is diversity really a threat to solidarity? And what types of political communities, political agents, and political institutions and policies help sustain solidarity in contexts of diversity? To answer these questions, the volume brings together leading scholars in both normative political theory and empirical social science. Drawing on in-depth case studies, historical and comparative research, and quantitative cross-national studies, the research suggests that solidarity does not emerge spontaneously or naturally from economic and social processes but is inherently built or eroded though political action. The politics that builds inclusive solidarity may be conflicting in the first instance, but the resulting solidarity is sustained over time when it becomes incorporated into collective (typically national) identities and narratives, when it is reinforced on a recurring basis by political agents, and - most importantly - when it becomes embedded in political institutions and policy regimes. While some of the traditional political sources of solidarity are being challenged or weakened in an era of increased globalization and mobility, the authors explore the potential for new political narratives, coalitions, and policy regimes to sustain inclusive solidarity.--

    Abstract: Emotional Cities' offers an innovative account of the history of cities in the second half of the nineteenth century. Analyzing debates about emotions and urban change, it questions the assumed dissimilarity of the history of European and Middle Eastern cities during this period. The author shows that between 1860 and 1910, contemporaries in both Berlin and Cairo began to negotiate the transformation of the urban realm in terms of emotions. Looking at the ways in which a variety of urban dwellers, from psychologists to bar maids, framed recent changes in terms of their effect on love, honor, or disgust, the book reveals striking parallels between the histories of the two cities. By combining urban history and the history of emotions, Prestel proposes a new perspective on the emergence of different, yet comparable cities at the end of the nineteenth century.

    Abstract: Since its publication in 1993, John Rawls's Political Liberalism has been central to debates concerning political legitimacy, democratic theory, toleration, and multiculturalism in contemporary political theory. Yet, despite the immense body of literature which has been produced since Rawls's work was published, very little has been said or written regarding the place of political parties and partisanship within political liberalism. This book aims to fill this gap in the literature. Its central argument is that political liberalism needs and nourishes political parties, and that political parties are therefore not hostile but vital to it. First, partisanship generates its own distinctive kind of political obligations, additional to any political obligations people may have qua ordinary citizens. Second, contrary to what many critics argue, and despite its admittedly restrictive features, Rawls's conception of public reason allows significant scope for partisan advocacy and partisan pluralism, and in fact the very normative demands of partisanship are in sympathy with those of public reason. Third, parties contribute to the overlapping consensus that for Rawls guarantees stability in diverse societies. Fourth, political liberalism nourishes political parties, by leaving many issues, including religious and socio-economic ones, open to democratic contestation. In summary, parties contribute both to the legitimacy and to the stability of political liberalism

And what consequences do these differences have for the access that interest groups can gain to decision-makers and the influence that they can exert on policy outcomes? Building on an unprecedented amount of empirical evidence on lobbying in Europe, this book puts forward a distinction between lobbying insiders and lobbying outsiders. Lobbying insiders, most prominently business interests, try to establish direct contacts with decision-makers, enjoy good access to executive institutions, and manage to shape policy outcomes when mobilizing the public on an issue is difficult. Lobbying outsiders, in particular citizen groups such as consumer, environmental or health non-governmental organizations, put greater emphasis on mobilizing the public or changing public attitudes, find it easier to gain access to legislative decision-makers, and have the greatest impact on outcomes on issues that are amenable to an outside lobbying campaign. The book shows that a single argument, building on group types as the main variable, can explain variation across interest groups in their choice of strategy, their access to decision-makers, and the conditions under which they can exert influence

    Abstract: "The powerful potential of digital media to engage citizens in political actions has now crossed our news screens many times. But scholarly focus has tended to be on "networked," anti-institutional forms of collective action, to the neglect of advocacy and service organizations. This book investigates the changing fortunes of the citizen-civil society relationship by exploring how social changes and innovations in communication technology are transforming the information expectations and preferences of many citizens, especially young citizens. In doing so, it is the first work to bring together theories of civic identity change with research on civic organizations. Specifically, it argues that a shift in "information styles" may help to explain the disjuncture felt by many young people when it comes to institutional participation and politics. The book theorizes two paradigms of information style: a dutiful style, which was rooted in the society, communication system and citizen norms of the modern era, and an actualizing style, which constitutes the set of information practices and expectations of the young citizens of late modernity for whom interactive digital media are the norm. Hypothesizing that civil society institutions have difficulty adapting to the norms and practices of the actualizing information style, two empirical studies apply the dutiful/actualizing framework to innovative content analyses of organizations' online communications-on their websites, and through Facebook. Results demonstrate that with intriguing exceptions, most major civil society organizations use digital media more in line with dutiful information norms than actualizing ones: they tend to broadcast strategic messages to an audience of receivers, rather than encouraging participation or exchange among an active set of participants. The book concludes with a discussion of the tensions inherent in bureaucratic organizations trying to adapt to an actualizing information style, and recommendations for how they may more successfully do so"--

    Abstract: "In the mid-nineteenth century, the American missionary James Butler predicted that Christian conversion and British law together would eradicate Indian ascetics. His disgust for Hindu holy men (sadhus), whom he called "saints," "yogis," and "filthy fakirs," was largely shared by orientalist scholars and British officials, who likewise imagined these religious elites to be a leading symptom of India's degeneration. Yet within some thirty years of Butler's writing, modern Indian ascetics such as the neo-Vedantin Hindu Swami Rama Tirtha (1873-1906) and, paradoxically, the Protestant Christian convert Sadhu Sundar Singh (1889-1929) achieved international fame as embodiments of the spiritual superiority of the East over the West. Timothy S. Dobe's fine-grained account of the lives of Sundar Singh and Rama Tirtha offers a window on the surprising reversals and potentials of Indian ascetic "sainthood" in the colonial contact zone. His study develops a new model of Indian holy men that is historicized, religiously pluralistic, and located within the tensions and intersections of ascetic practice and modernity.     Abstract: The European Union (EU) Commission champions a 'migrant-centred' approach to border security and 'irregular' migration management: it claims not only to observe human rights, but also to use surveillance to enhance the humanitarian protection of 'endangered' lives on land and at sea. Yet research presented by Non-Governmental Organizations and 'irregular' migrants' own testimonies reveal systemic border violence, dehumanization in spaces of detention, and exposure to death via abandonment in hostile environments. This book turns to conceptual resources found in biopolitical theory in order to move diagnoses of Europe's border crisis beyond that of a 'gap' between the policy 'rhetoric' of humanitarianism and the 'reality' of 'irregular' migrants' embodied experiences. It argues that both 'positive' and 'negative' dimensions of EU border security are symptomatic of tensions within biopolitical techniques of government and what Roberto Esposito refers to as the paradigm of immunization. While bordering practices are designed to play a defensive role they contain the potential for excessive and often lethal security mechanisms that end up threatening the very values and lives they purport to protect. Each chapter draws on a different biopolitical key to identify and interrogate diverse technologies of power at a range of border sites. Must border security always result in dehumanization and death? Are humanitarian discourses sufficient for critiquing contemporary forms of border violence? Is a more affirmative approach to border politics possible? 'Europe's border crisis' addresses these pressing questions and advances new research agendas for critical border and migration studies beyond existing debates about 'control' versus 'escape'

But what entitles a state, or the people it represents, to assume monopoly control over a particular piece of the Earth's surface? Why are they allowed to prevent others from entering? What if two or more states, or two or more groups of people, claim the same piece of land? Political philosophy, which has had a great deal to say about the relationship between state and citizen, has largely ignored these questions about territory. This book provides answers. It justifies the idea of territory itself in terms of the moral value of political self-determination; it also justifies, within limits, those elements that we normally associate with territorial rights: rights of jurisdiction, rights over resources, right to control borders and so on.     Abstract: Us and Them? explores the distinction between migrant and citizen through using the concept of 'the community of value'. The community of value is comprised of Good Citizens and is defined from outside by the Non-Citizen and from the inside by the Failed Citizen, that is figures like the benefit scrounger, the criminal, the teenage mother etc. While Failed Citizens and Non-Citizens are often strongly differentiated, the book argues that it is analytically and politically productive to consider them together. Judgments about who counts as skilled, what is a good marriage, who is suitable for citizenship, and what sort of enforcement is acceptable against 'illegals', affect citizens as well as migrants. Rather than simple competitors for the privileges of membership, citizens and migrants define each other through sets of relations that shift and are not straightforward binaries. The first two chapters on vagrancy and on Empire historicise migration management by linking it to attempts to control the mobility of the poor. The following three chapters map and interrogate the concept of the 'national labour market' and UK immigration and citizenship policies examining how they work within public debate to produce 'us and them'. Chapters 6 and 7 go on to discuss the challenges posed by enforcement and deportation, and the attempt to make this compatible with liberalism through anti-trafficking policies. It ends with a case study of domestic labour as exemplifying the ways in which all the issues outlined above come together in the lives of migrants and their employers

    Abstract: How do we learn to be religious? To make sense of this process should we emphasise the habitual reinforcement of bodily rituals? Or the active role of individuals in making decisions about faith at key moments? Or should we turn to cognitive science to explain the universal structures on which religiosity is built? And how does a relatively devout minority pass on religion in a generally secular Western context? What significance does religion have for family life in this situation? And how does a religious identity interact with other kinds of collective identification, for example with a nation, ethnic group or a locality? These are some of the questions that Muslim Childhood deals with. This book is about ordinary British Muslims' everyday religious socialization of children in early and middle childhood. It provides a detailed description of how Muslim families in a secular Western context attempt to pass on their faith to the next generation. It is rooted in detailed qualitative research with 60 Muslim families in one British city. The authors' own analysis of survey data suggests that Muslims in the UK more effectively pass on their faith to the next generation than other religious groups.
