    Abstract: Case studies from cities on five continents demonstrate the advantages of thinking comparatively about urban environments. The global discourse around urban ecology tends to homogenize and universalize, relying on such terms as “smart cities,” “eco-cities,” and “resilience,” and proposing a “science of cities” based largely on information from the Global North. Grounding Urban Natures makes the case for the importance of place and time in understanding urban environments. Rather than imposing a unified framework on the ecology of cities, the contributors use a variety of approaches across a range of of locales and timespans to examine how urban natures are part of—and are shaped by—cities and urbanization. Grounding Urban Natures offers case studies from cities on five continents that demonstrate the advantages of thinking comparatively about urban environments. The contributors consider the diversity of urban natures, analyzing urban ecologies that range from the coastal delta of New Orleans to real estate practices of the urban poor in Lagos. They examine the effect of popular movements on the meanings of urban nature in cities including San Francisco, Delhi, and Berlin. Finally, they explore abstract urban planning models and their global mobility, examining real-world applications in such cities as Cape Town, Baltimore, and the Chinese “eco-city” Yixing.     Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by India.

    Abstract: The ASEAN+6 group comprises the ten countries of the Association of Southeast Asian Nations (ASEAN) and six other countries in the Asia-Pacific region: Australia, the People’s Republic of China (“China”), India, Japan, Korea and New Zealand. This group includes the world’s fastest-growing and most dynamic energy consumption centres. They are led by China, India and ASEAN, the emerging Asian economies, whose share of global energy demand is expected to reach 40% by 2040, up from only 20% in 2000. Energy demand in the ASEAN+6 countries is set to take diverse paths. In India, for example, low per capita energy use and a high population growth rate indicate the potential for substantial energy demand growth. In Japan, by contrast, a declining population and increasing energy efficiencies are contributing to a continuous fall in energy consumption. Countries of the region also differ in their natural resource wealth and their levels of socio-economic and technological development. These countries share common challenges, however, in ensuring the security of their energy supplies. Given their shared geographical location, they could help one another meet these energy security challenges by deepening regional co-operation. This report starts by giving an overview of the energy security issues of the region. Subsequent chapters cover the key energy sectors of oil, natural gas and electricity. They identify the main energy security issues, including a high level of vulnerability to natural disasters and heavy dependence on imports of fossil fuels, which must pass through major global chokepoints. The report provides policy advice, primarily for the region’s developing countries, based on the emergency response systems and accumulated experience in energy security of the International Energy Agency and its member countries.

    Abstract: India’s rooftop solar targets represent a major opportunity for sustainable development and for women’s employment. While India has shown a strong commitment towards a clean energy transition through its renewable electricity installation target for 2022, deployment of rooftop solar technology has been slow. With the potential to create a large number of jobs in general, the rooftop solar sector also generates the types of jobs attractive to highly skilled women in particular, a largely untapped pool in India. Our analysis, based on a survey of rooftop solar companies as well as qualitative interviews with women currently employed in the sector, seeks to identify opportunities for better gender balance at work, as well as barriers to achieving it. Women currently account for only 11% of the workforce in the companies we surveyed. Participation of women is particularly low in roles involving frequent travel and a required onsite presence at project sites. We recommend that the government enhance policies to scale up the rooftop solar market by addressing the general challenges facing this sector, and introduce gender-targeted policies to enable and encourage companies to advance actions that effectively support women’s employment in this sector.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: War and crime are cascade phenomena. War cascades across space and time to more war; crime to more crime; crime cascades to war; and war to crime. As a result, war and crime become complex phenomena. That does not mean we cannot understand how to prevent crime and war simultaneously. This book shows, for example, how a cascade analysis leads to an understanding of how refugee camps are nodes of both targeted attack and targeted recruitment into violence. Hence, humanitarian prevention also must target such nodes of risk. This book shows how nonviolence and nondomination can also be made to cascade, shunting cascades of violence into reverse. Complexity theory implies a conclusion that the pursuit of strategies for preventing crime and war is less important than understanding meta strategies. These are meta strategies for how to sequence and escalate many redundant prevention strategies. These themes were explored across seven South Asian societies during eight years of fieldwork

As a result, war and crime become complex phenomena. That does not mean we cannot understand how to prevent crime and war simultaneously. This book shows, for example, how a cascade analysis leads to an understanding of how refugee camps are nodes of both targeted attack and targeted recruitment into violence. Hence, humanitarian prevention also must target such nodes of risk. This book shows how nonviolence and nondomination can also be made to cascade, shunting cascades of violence into reverse. Complexity theory implies a conclusion that the pursuit of strategies for preventing crime and war is less important than understanding meta strategies. These are meta strategies for how to sequence and escalate many redundant prevention strategies. These themes were explored across seven South Asian societies during eight years of fieldwork

    Abstract: This report assesses the performance of agricultural and food policy in India and calculates a set of policy indicators providing a comprehensive picture of agricultural support. These indicators, developed by the OECD, are already used regularly in the analysis of the agriculture and food sector in 51 OECD countries and emerging economies and are now available for India for the first time. Government intervention in India is found to provide both negative and positive support to agriculture, with market and trade interventions often depressing prices, while subsidies to fertilisers, water, power and other inputs incentivise their use. This reveals the inherent difficulty in attempting to secure remunerative prices and higher incomes for farmers, while at the same time keeping food prices low for consumers. The report also points to policy-induced pressures on natural resources such as water and soil. Detailed recommendations are offered which, if implemented, have the potential to improve farmers' welfare, reduce environmental damage, alleviate some of the pressure on scarce resources, better prepare the sector for climate change, improve food and nutrition security for the poor, improve domestic market functioning and position India to participate more fully in agro-food global value chains.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: Philology was everywhere and nowhere in classical South Asia. While its civilizations possessed remarkably sophisticated tools and methods of textual analysis, interpretation, and transmission, they lacked any sense of a common disciplinary or intellectual project uniting these; indeed they lacked a word for 'philology' altogether. Arguing that such pseudepigraphical genres as the Sanskrit 'puranas' and tantras incorporated modes of philological reading and writing, Cox demonstrates the ways in which the production of these works in turn motivated the invention of new kinds of 'sastric' scholarship. Combining close textual analysis with wider theoretical concerns, Cox traces this philological transformation in the works of the dramaturgist Saradatanaya, the celebrated Vaisnava poet-theologian Venkatanatha, and the maverick Saiva mystic Mahesvarananda

    Abstract: Inglorious Empire' tells the real story of the British in India from the arrival of the East India Company to the end of the Raj, revealing how Britain's rise was built upon its plunder of India. In the eighteenth century, India's share of the world economy was as large as Europe's. By 1947, after two centuries of British rule, it had decreased six-fold. Beyond conquest and deception, the Empire blew rebels from cannon, massacred unarmed protesters, entrenched institutionalised racism, and caused millions to die from starvation. British imperialism justified itself as enlightened despotism for the benefit of the governed, but Shashi Tharoor takes on and demolishes this position, demonstrating how every supposed imperial "gift" - from the railways to the rule of law -was designed in Britain's interests alone. He goes on to show how Britain's Industrial Revolution was founded on India's deindustrialisation, and the destruction of its textile industry

    Abstract: While India’s per capita income is converging towards that of the richer countries, inequality has drifted up. Spatial inequality – across states and between urban and rural areas – is pronounced, with large differences in output per capita and in access to core public services, such as electricity, roads, and education. Implementing the GST will contribute to reduce trade barriers across states while recent changes in the federalism model are empowering states and promoting experimentation. Prompting states to modernise product and labour market regulations should allow firms in the organised sector to reach an efficient size, and promote job creation and rising incomes in all states. Raising the living standards in poorer states would also require increasing productivity in the agricultural sector by supporting farm consolidation and improving infrastructure in rural areas, particularly roads that connect villages to market towns, crop storage infrastructure and access to sustainable irrigation technologies. As working population moves out of agriculture, urbanisation will gather pace. However, exploiting cities’ potential for job creation, productivity gains and improvement in the quality of life would require better physical and social urban infrastructure. Local spending and regulatory competences should be clarified. Performance of local bodies should be assessed regularly to make them accountable. Municipalities should also be granted clear revenue-raising power (in particular property taxes and user charges for urban infrastructure) to enable them to fund better public infrastructure and services.

    Abstract: This paper provides an analysis of India’s existing regulatory regime and its evolution over the last 25 years, and the efforts to improve the regulatory framework as India has transitioned towards a market economy. The paper argues that while India has implemented many sector specific regulatory reforms, the absence of a government wide initiative to improve regulatory quality, or implement a whole of government regulatory policy, has prevented India from creating a consistent and coherent regulatory environment and has undermined trust and integrity in the regulatory system. As a result, outcomes of regulatory governance have so far been quite mixed. In many cases they have fallen far short of expectations. The paper therefore identifies some of the constraints that have challenged India’s regulatory governance, the dominant presence of state owned enterprises, the multi-level government structures and regulatory independence of agencies and institutions. Meanwhile, effective regulatory governance has distinctly evolved in the securities market and it highlights the reasons behind the success of the securities market regulator. The positive example of the Securities Exchange Board of India is outlined to showcase the potential for implementing good regulatory practice through regulatory oversight, better governance of regulators, stakeholder engagement and regulatory impact assessments. The paper also looks at issues related to Regulatory Impact Assessments in the Indian context.

    Abstract: This paper highlights India’s unique services export led growth path. Observing that Indian business services have helped manufacturers all over the world to become more efficient and productive, it raises the question how Indian business services can do the same for local manufacturers and thus support the Make in India initiative. The paper also explores the potential for broadening the export base in services. The services sector that appears to have the largest prospect for unleashing the potential of both manufacturing and knowledge intensive business services is the telecommunications sector, particularly broadband internet services. In addition reforms in the distribution sector that enable multi-channel wholesale and retailing could facilitate the development of marketing channels for SME manufacturers both across the vast Indian market and abroad. Reforms in the logistics sector would further improve the competitiveness of local manufacturers producing time-sensitive goods including inputs to global value chains. Finally, competitiveness in knowledge-intensive services is obtained through knowledge sharing across borders. A prerequisite for broadening the export base in these sectors is openness to foreign professionals. The set of proposed recommendations emerging from this analysis underlines the importance of streamlining sector-level regulatory frameworks in all sectors to encourage foreign entry and competition, and the role that cross-cutting improvements in the trade and business environment would play to render services providers as well as down-stream manufacturers more competitive.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: Tax reforms are crucial to promoting inclusive growth in India. The replacement of a myriad of consumption taxes by a Goods and Services Tax (GST) will boost India's competitiveness, investment, job creation and tax compliance. The potential to raise additional revenue from taxes on goods and services is however limited. In contrast, reforming income and property taxes should help to i) raise more revenue to finance much needed social and physical infrastructure while keeping public debt under control; ii) reduce inequality by increasing the redistributive effect of taxation; iii) promote productivity by reducing distortions in the allocation of resources which emanate from the corporate income tax; iv) boost job creation by eliminating the bias against labour-intensive activities; v) promote confidence, and thus investment, by improving clarity and certainty regarding tax rules and their application and vi) reinforce the ability of states and municipalities to provide key public infrastructure and services. This paper presents the main characteristics of the tax system as well as the rationale and options for reform.

    Abstract: India’s economy continues to grow at an impressive rate, with projected annual GDP growth of 7.5% in 2017-18. India will thus remain the fastest-growing G20 economy. Unprecedented growth in exports in services since the 1990s has made India a global leader in this sector. Inflows of foreign direct investment (FDI) grew at three times the annual world average rate in the last decade, reflecting the success of efforts to attract international investment and gradually loosen restrictions to foreign investment. India’s economic successes are being translated into increased well-being for its population. As GDP per capita has more than doubled in ten years, extreme poverty has declined substantially. Access to education has steadily improved, and life expectancy has risen. Multiple opportunities present themselves for India, and the right mix of policies is needed to take advantage of them. India has made advances in integrating in global value chains and developing a competitive advantage in fields such as information and communication technology. Now is the time to secure continued progress by boosting competition and further lowering barriers to trade and investment. Looking to the future, it will be vital to fully tap into the potential offered by India´s young population. This means investing in the large numbers of young people entering the labour market. Likewise, the rapid pace of development must be matched with the upgrades to infrastructure necessary to support it.

On the other hand, India benefits from strong economic growth and needs to increase spending on social and physical infrastructure to support economic growth and to meet the needs of its fast-growing population. This paper assesses recent fiscal developments in India, discusses the threshold beyond which debt has adverse effects on the economy, quantifies the uncertainties surrounding key macroeconomic variables and the risks of overshooting the debt threshold to define a "prudent" debt level. It also provides a debt sustainability analysis. It concludes that under a "no-policy change" scenario, the debt-to-GDP ratio will decline gradually to close to the "prudent" level by 2040. However, adverse shocks could derail this benign scenario.

    Abstract: South Asia by now has consolidated its position as fastest growing developing region in the world. Against the backdrop of relative external stability and some monetary policy space, growth is expected to continue a gradual acceleration on the back of strong investment performance and a return to solid contributions from export growth. India remains the motor of the region and on its way closer to 8 percent real GDP growth, though on a relatively more gradual path than previously anticipated.     Abstract: Borderland Cities in New India explores contemporary urban life in two cities in India's Northeast borderland at a time of dramatic change. Social and economic transformation from India's embrace of neoliberalism and globalisation, often referred to as 'new' India, has become a popular subject for academic analysis in the last decade. This is epitomised by focus on so-called 'mega-cities', reflecting a general trend in scholarship on other parts of Asia. However, far less attention has been afforded to borderland regions and to the provincial cities of 'new' India. Using ethnographic material, this book focuses on two cities in India's Northeast borderland: Aizawl and Imphal. Both cities have been profoundly affected by armed conflict, militarism, displacement, and inter-ethnic tensions. Yet, both are also experiencing intensified flows of goods and people, rapid urban development, and expansion of Indian and foreign capital associated with the opening of the borderland west to the rest of India and east to the rest of Asia

    Abstract: The State continues to remain an important shareholder in listed companies worldwide, especially among emerging economies, which rely increasingly on mixed-ownership models. With the benefit of hindsight and more recent examples, this book provides fresh perspectives on the motivation to list state-owned enterprises (SOEs) and the process it entails. Drawing from the experiences of five economies (People's Republic of China, India, New Zealand, Poland and Turkey), the book concludes that broadened ownership generally has a positive impact on the governance and performance of these companies. However, country practices show that the act of listing cannot guarantee that these companies are completely averse to State interests; and deviations from sound corporate governance practices, as enshrined in the OECD Guidelines on Corporate Governance of SOEs, can in some cases, raise concerns with regards to non-State shareholder rights, commercial orientation, board independence, conflicting State objectives, transparency, disclosure and more.

A welfare legislation aimed at providing employment and commanding a huge budget becomes 'unimplementable' in a region bedeviled by high levels of poverty and unemployment. Paper Tiger provides a lively ethnographic account of how such seemingly bizarre scenarios come to be in contemporary India. Based on eighteen months of intensive fieldwork, this book presents a unique explanation for why and how progressive laws can do what they do and not, ever-so-often, what they are supposed to do. It reveals the double-edged effects of the reforms that have been ushered in by the post-liberalization Indian state, particularly the effort to render itself more transparent and accountable. Through a meticulous detailing of everyday bureaucratic life on the Himalayan borderland, Paper Tiger makes an argument for shifting the very frames of thought through which we apprehend the workings of the developmental Indian state

    Abstract: Borderland Cities in New India explores contemporary urban life in two cities in India’s Northeast borderland at a time of dramatic change. Social and economic transformation from India’s embrace of neoliberalism and globalisation, often referred to as ‘new’ India, has become a popular subject for academic analysis in the last decade. This is epitomised by focus on so-called ‘mega-cities’, reflecting a general trend in scholarship on other parts of Asia. However, far less attention has been afforded to borderland regions and to the provincial cities of ‘new’ India. Using ethnographic material, this book focuses on two cities in India’s Northeast borderland: Aizawl and Imphal. Both cities have been profoundly affected by armed conflict, militarism, displacement, and inter-ethnic tensions.     Abstract: Working within a framework of environmental philosophy and environmental ethics, this book describes and postulates alternative understandings of nature in Indian traditions of thought, particularly philosophy. The interest in alternative conceptualizations of nature has gained significance after many thinkers pointed out that attitudes to the environment are determined to a large extent by our presuppositions of nature. This book is particularly timely from that perspective. It begins with a brief description of the concept of nature and a history of the idea of nature in Western thought. This provides readers with a context to the issues around the concept of nature in environmental philosophy, setting a foundation for further discussion about alternate conceptualizations of nature and their significance. In particular, the work covers a wide array of textual and non-textual sources to link and understand nature from classical Indian philosophical perspectives as well as popular understandings in Indian literary texts and cultural practices. Popular issues in environmental philosophy are discussed in detail, such as: What is ‘nature’ in Indian philosophy? How do people perceive nature through landscape and mythological and cultural narratives? In what ways is nature sacred in India? To make the discussion relevant to contemporary readers, the book includes a section on the ecological and ethical implications of some philosophical concepts and critical perspectives on alternate conceptualizations of nature

But America should not expect India to enter any sort of alliance (formal or de facto), nor join any coalition to balance against China. This does not indicate an anti-American outlook, but a determination to engage with Southeast Asia at a pace and manner of India's own choosing -- and a deep caution about precipitating conflict with Beijing. The replacement of a Congress Party government with a Bharatiya Janata Party administration in May 2014 has resulted in a recalibration of India's foreign policy, but not a radical shift in its overall direction.     Abstract: Economic participation of women in the labour force or as entrepreneurs is low compared to peers and has declined over the past decades despite strong growth. The gap with men is over 50%--the largest among key emerging markets. Participation declines with higher education achievements and family incomes. The reasons are complex: socioeconomic and cultural factors are important - family status increases if women stay home, house work has become more attractive than poorly paid market work as husband’s incomes have risen; and safety concerns and poor infrastructure keep women from market work. Nevertheless, high unemployment among educated women and revealed preference for work in surveys indicate that many women would work if conditions improved. Availability of jobs is also an issue as the high growth has not created enough jobs for men and especially for women. Specific gender policies will be needed to enlarge economic opportunities for women and to overcome socioeconomic and cultural barriers. This paper analyses the determinants of low female economic participation and recommends policies for raising it. The paper also estimates long-term growth effects of raising participation with selected policies. More and better jobs for women in India could raise growth by about 2 percentage points a year over time.     Abstract: With India’s low life expectancy largely reflecting deaths from preventable diseases, the most significant gains in health would come from population-wide preventive measures. Access to public health care services varies substantially, resulting in many people turning to private-sector providers who mainly serve those who can pay. While government has scaled up public health services, more health professionals and public health care spending will be needed to ensure broad and adequate health-care coverage. Priority should be given to high impact primary health care services. For more resources to translate into better services, the management of public health care services needs to improve. The private sector can be drawn upon more extensively, but should also be obliged to meet basic quality standards.

    Abstract: The manufacturing sector has contributed little to income growth and its share in total merchandise exports has been declining. Manufacturing has not brought much new employment, and most of the recent rise in manufacturing employment has been in the informal sector, where workers are not covered by social security arrangements. Productivity of the manufacturing sector is low, partly because the relatively small size of manufacturing firms makes it difficult to exploit economies of scale. Despite abundant, low-skilled and relatively cheap labour, Indian manufacturing is surprisingly capital and skill intensive. Furthermore, firms have little incentive to grow, since by staying small they can avoid taxes and complex labour regulations. Land acquisition is slow, companies face frequent power outages and transport infrastructure is below par. This is especially harmful as manufacturing is highly reliant on well-functioning infrastructure. Stronger manufacturing would increase productivity and make growth more inclusive, while contributing to improved current account balance. In particular, India should aim for more formal jobs, as these tend to be the most secure and of highest productivity.

    Abstract: This paper examines the nature and determinants of female entrepreneurship in India based on survey data. The first part assesses basic characteristics of female entrepreneurship in India, while the subsequent sections analyse key determinants of female entrepreneurship based on the literature, and test their importance at the state level in India with the support of regressions on panel-data. It also reviews existing policies bearing on female entrepreneurship and makes recommendations for further policies in this area. Entrepreneurship can create new economic opportunities for women and contribute to overall growth and exit from poverty. The potential flexibility in time use from entrepreneurship can also facilitate balancing work and family obligations for women. However, entrepreneurs, both male and female, are relatively scarce in India compared to peer countries, and tend to work in small units often outside the formal sector. While many of the barriers to entrepreneurship are common to both genders (access to capital and business networks, adequate training and facilities) female entrepreneurs face gender biases stemming from socio-economic factors or specific biases in laws such as inheritance laws.

    Abstract: The low and declining female labour force participation rate in India despite strong growth over the past decade is puzzling and stands out among emerging markets. At the same time greater economic participation of women can be a source of inclusive growth, and wellbeing. Assessing determinants of the labour force participation of women in India can open important policy insights. This paper first describes key employment trends in India by gender. Then the potential determinants of female labour force participation are identified based on literature, basic statistics and econometric techniques. Given the large regional differences in India the analysis is also conducted by region and between rural and urban areas. In contrast to other BRIICs or OECD countries, education and incomes are negatively correlated with female labour for participation in India. Apart from lack of jobs, social and cultural factors keep women outside the labour force. Other determinants relate to infrastructure, access to finance, labour laws and rural employment programmes.     Abstract: This paper studies how public policies, including pro-women interventions, can raise female labour force participation and promote economic growth in India. The first part provides a brief review of gender issues in the country. The second part presents a gender-based OLG model, based on Agénor (2015) and Agénor and Canuto (2015), that accounts for women’s time allocation between market work, child rearing, human capital accumulation, and home production. Bargaining between spouses depends on relative human capital stocks. The model is calibrated and various experiments are conducted, including investment in infrastructure, conditional cash transfers, and a reduction in gender bias in the market place. The analysis shows raising female labour force participation with a package of pro-growth and pro-women policies could boost the growth rate by about 2 percentage points over time.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.
