    Abstract: "Elizabeth B. Pinson shares with us her memories of Alaska's emergence into a new and modern era, bearing witness to history in the early twentieth century as she recalls it. She draws us into her world as a young girl of mixed ethnicity, with a mother whose Eskimo family had resided on the Seward Peninsula for generations and a father of German heritage. Growing up in and near the tiny village of Teller on the Bering Strait, Elizabeth at the age of six, despite a harrowing, long midwinter sled ride to rescue her, lost both her legs to frostbite when her grandparents, with whom she was spending the winter in their traditional Eskimo home, died in the 1918 influenza epidemic. Fitted with artificial legs financed by an eastern benefactor, Elizabeth kept journals of her struggles, triumphs, and adventures, recording her impressions of the changing world around her and experiences with the motley characters she met. These included Roald Amundsen, whose dirigible landed in Teller after crossing the Arctic Circle; the ill-fated 1921 British colonists of Wrangel Island in the Arctic; trading ship captains and crews; prospectors; doomed aviators; and native reindeer herders.     Abstract: Environmental change in general, and climatic change in particular, are likely to impact significantly upon resources such as water and soils, transforming present day landscapes and their ecological characteristics. As a consequence, disruptions of socio-economic activities in sensitive regions of the globe can be expected in coming decades. Agriculture is at particular risk, especially in areas where prolonged droughts, sea level rise, enhanced natural hazards, or extreme meteorological events such as floods or mudslides threaten marginal existence. Disruptions and risks may have large effects on population migration. Conversely, large-scale movements of people, goods or capital may also disrupt local environments and further contribute to social problems.     Abstract: In a groundbreaking book that challenges many assumptions about gender and politics in the French Revolution, Suzanne Desan offers an insightful analysis of the ways the Revolution radically redefined the family and its internal dynamics. She shows how revolutionary politics and laws brought about a social revolution within households and created space for thousands of French women and men to reimagine their most intimate relationships. Families negotiated new social practices, including divorce, the reduction of paternal authority, egalitarian inheritance for sons and daughters alike, and the granting of civil rights to illegitimate children. Contrary to arguments that claim the Revolution bound women within a domestic sphere, The Family on Trial maintains that the new civil laws and gender politics offered many women unexpected opportunities to gain power, property, or independence. The family became a political arena, a practical terrain for creating the Republic in day-to-day life. From 1789, citizens across France-sons and daughters, unhappily married spouses and illegitimate children, pamphleteers and moralists, deputies and judges-all disputed how the family should be reformed to remake the new France. They debated how revolutionary ideals and institutions should transform the emotional bonds, gender dynamics, legal customs, and economic arrangements that structured the family. They asked how to bring the principles of liberty, equality, and regeneration into the home. And as French citizens confronted each other in the home, in court, and in print, they gradually negotiated new domestic practices that balanced Old Regime customs with revolutionary innovations in law and culture. In a narrative that combines national-level analysis with a case study of family contestation in Normandy, Desan explores these struggles to bring politics into households and to envision and put into practice a new set of familial relationships

    Abstract: This report examines the social and economic development policies enacted by three countries--Israel, the Philippines, and the United Kingdom--to inhibit a resurgence of terrorism within their jurisdictions. Drawing on a broad research base, including numerous first-hand interviews, the authors outline the initiatives implemented by each country then assess their effectiveness, with the aim of informing U.S. decisionmakers of the benefits and pitfalls of such initiatives as they develop policy to counter terrorism. Among their conclusions are the following: Social and economic development policies can weaken local support for terrorist activities and discourage terrorist recruits, and such policies can be used as a "stick" to discourage terrorism. They caution, however, that the ability of these policies to inhibit terrorism depends on their implementation, and inadequately funded such policies are likely to renew support for terrorism

Drawing on a broad research base, including numerous first-hand interviews, the authors outline the initiatives implemented by each country then assess their effectiveness, with the aim of informing U.S. decisionmakers of the benefits and pitfalls of such initiatives as they develop policy to counter terrorism. Among their conclusions are the following: Social and economic development policies can weaken local support for terrorist activities and discourage terrorist recruits, and such policies can be used as a "stick" to discourage terrorism. They caution, however, that the ability of these policies to inhibit terrorism depends on their implementation, and inadequately funded such policies are likely to renew support for terrorism

    Abstract: In fall 1999, the Department of Education's Office of Educational Research and Improvement (OERI) asked RAND to examine how OERI might improve the quality and relevance of the education research it funds. The RAND Reading Study Group (RRSG) was charged with developing a research framework to address the most pressing issues in literacy. RRSG focused on reading comprehension wherein the highest priorities for research are: (1) Instruction: How can we best promote the development of proficient reading and prevent reading comprehension difficulties? (2) Teacher preparation and professional development: How can we prepare teachers to deliver effective comprehension instruction? (3) Assessment: How can we develop an assessment system for reading comprehension that includes the design of valid and reliable measures of self-regulated, strategic reading that are sensitive to instructional interventions? RRSG concluded that the research infrastructure must: (a) obtain long-term funding that is sustained across administrations and political constituencies; (b) acquire intellectual leadership that endures over a substantial time frame and is insulated from political forces; (c) synthesize knowledge across the various research initiatives in systematic ways; (d) enlist a cadre of well-trained investigators; and, (e) fund research that is rigorous and of high quality

What kinds of educational tradeoffs do these testing policies introduce? This book was written in response to school policymaking's growing emphasis on high-stakes testing.     Abstract: From outlawing polygamy and mandating public education to protecting the rights of minorities, the framing of group life by the state has been a subject of considerable interest and controversy throughout the history of the United States. The subject continues to be important in many countries. This book deals with state responses to cultural difference through the examination of a number of encounters between individuals, groups, and the state, in the United States and elsewhere. The book opens the concepts of groups and the state, arguing for the complexity of their relations and interpenetrations. Carol Weisbrod draws on richly diverse historical and cultural material to explore various structures that have been seen as appropriate for adjusting relations between states and internal groups. She considers the experience of the Mormons, the Amish, and Native Americans in the United States, the Mennonites in Germany, and the Jews in Russia to illustrate arrangements and accommodations in different times and places. The Minorities Treaties of the League of Nations, political federalism, religious exemptions, nonstate schools, and rules about adoption are among the mechanisms discussed that sustain cultural difference and create frameworks for group life, and, finally, individual life

    Abstract: Historical experience has shown that successful strategies to combat terrorism that is spawned by serious, deep-rooted problems have involved first crushing the current threat and then bringing about changes to make terrorism?s reemergence less likely. While deterrence of terrorism may at first glance seem to be an unrealistic goal -- concepts such as co-optation and inducement cannot be expected to be effective for dealing with terrorists who have the unshakable commitment of an Osama bin Laden -- it may be possible to influence some members of terrorist groups. Such groups are not simply single entities; rather, they are systems, with diverse elements, many of which could be amenable to influence. Thus, to sustain its counterterrorism efforts for the long term, the United States must develop a multifaceted strategy that includes attempting to influence those elements of terrorist systems that may be deterrable, such as state supporters or wealthy financiers living the good life while supporting terrorists in the shadows. The U.S. strategy should comprise not only military attacks, but also political warfare; placing at risk the things that terrorists hold dear; a credible threat of force against any state or group that supports the acquisition of weapons of mass destruction for terrorist uses; and maintaining cooperation with other nations that are also engaged in the war on terror. At the same time, the strategy must preserve core American values, including discriminate use of force and maintaining due process in the provision of speedy justice

    Abstract: As the full effects of human activity on Earth's life-support systems are revealed by science, the question of whether we can change, fundamentally, our relationship with nature becomes increasingly urgent. Just as important as an understanding of our environment, is an understanding of ourselves, of the kinds of beings we are and why we act as we do. In Loving Nature Kay Milton considers why some people in western societies grow up to be nature lovers, actively concerned about the welfare and future of plants, animals, ecosystems and nature in general, while others seem indifferent or intent on destroying these things. Drawing on findings and ideas from anthropology, psychology, cognitive science and philosophy, the author discusses how we come to understand nature as we do, and above all, how we develop emotional commitments to it. Anthropologists, in recent years, have tended to suggest that our understanding of the world is shaped solely by the culture in which we live. Controversially Kay Milton argues that it is shaped by direct experience in which emotion plays an essential role.; The author argues that the conventional opposition between emotion and rationality in western culture is a myth. The effect of this myth has been to support a market economy which systematically destroys nature, and to exclude from public decision making the kinds of emotional attachments that support more environmentally sensative ways of living. A better understanding of ourselves, as fundamentally emotional beings, could give such ways of living the respect they need
