    Abstract: The main objective of this policy note is to assess key social protection and labor (SPL) policies, program expenditures and institutional arrangements in Cote d'Ivoire. The note aims to identify policy options for improving allocative and technical efficiency for key programs, including how to modernize and coordinate financing arrangements, delivery systems and benefit packages across different populations. The main policy question addressed by the note is to what extent spending levels and institutional arrangements have been effective in terms of reaching and supporting the poorest households. The first part of the policy note focuses on providing an overview of current programs; the second part focuses on policy options moving forward; the final part concludes with a framework for reform. As an initial analysis, the first part of the note takes stock and reviews key aspects of the main SPL programs in terms of: (i) financing, (ii) access and coverage, and (iii) governance and administration in service delivery. The second part of the note evaluates options for strengthening risk management as a well-coordinated, integrated system across different programs, with a focus on (i) fiscal implications, (ii) distributional effects, and (iii) modernizing design features. Finally, the last part discusses a framework for reform, political economy considerations and recommendations for structuring social dialogue on reforms

Insurance development is driven by a large range of factors, some of which can be better observed than others. Data is important but understanding what it means is also important. Benchmarking results, including cross country analysis and other research to understand the meaning of calculated values is one element that is under-represented in industry analysis17. Demand and potential demand for insurance are also considered considering the nature and level of risk being faced as the basis for the examination of insurance markets effectively assuming individuals and entities should and will take out insurance if they were offered it against these risks18. Other dimensions examine perceptions of risk, insurance as a solution, and then other barriers to access that may limit the extent that a risk that can be insured coverts into a risk that is insured. In this section, we approach both a range of potential risks and their trends along with data about clients. Through the report, elements of the regulatory and supervisory arrangements are addressed as they are relevant. For those that are not specifically raised in these sections, a further section covers the remaining review of regulatory arrangements as needed.     Abstract: Though the European Union (EU) is a development conversion machine for national economies, it is less so for subnational regions. EU accession countries have been catching up to regional averages in terms of economic development since they joined the union. The economic success of the accession countries reduced disparities in national GDP per capita, but since 2005 both EU-wide and in most individual countries the gap between most- and least-developed subnational regions has been widening. This suggests that in accession countries growth, and its benefits are concentrated in a few regions, mostly large cities and national capitals, while many areas fall further behind. Slovakia illustrates the difference between national convergence and subnational divergence. While Slovakia is considered one of the EU's economic stars, it also has some of the union's highest regional disparities. Slovakia's impressive economic gains over the last two decades were led by Bratislava region, which in 2016 became the sixth richest region in the EU by GDP per capita. On the other hand, Eastern Slovakia, which includes Presov, is among the poorest regions in the EU. This report on the Presov region of Slovakia, reviews patterns of regional development in Slovakia, discusses opportunities and challenges of the Presov region, and recommends policy actions for the region

Despite a challenging start and a complex political history, Pakistan's economy grew fast in its earlier years, improving the lives of its citizens. Pakistan was considered an example of successful development in its first 30 years. This has since changed, and Pakistan is struggling to keep pace with the growth and transformation of its peers. Improvements in development outcomes have become slow and uneven. Pakistan100 seeks to identify the main changes that will be necessary if Pakistan is to become a strong upper middle-income country by the time it turns 100 years old in 2047. The decisions over the next decade will determine Pakistan's future. Will Pakistan rise to the challenges ahead and transform its economy? Or will Pakistan continue with the mixed record of reform implementation, failing to address the key constraints to growth, while another generation of Pakistanis sees limited welfare improvements? This overview report together with the seven policy notes that were prepared in parallel provides a vision of the type of economy that Pakistan could have by 2047.     Abstract: As the push to engage in the global knowledge economy becomes increasingly vital to countriesaround the world, higher education institutions (HEIs) are being recognized as valuable centers for research and teaching in support of entrepreneurship, innovation, competitiveness, and economic growth. Many HEIs in Azerbaijan, however, lack the capacity to serve as effective dynamic hubs for such enterprising efforts, limiting Azerbaijan's ability to collaborate and compete with other nations in the global economy. Leveraging its expertise in this area, the World Bank carried out an analysis of the status of the research and innovation environment in Azerbaijan's higher education sector, identifying the main obstacles to the advancement of research work and its results and to effective coordination between higher education institutions and industry to achieve innovation-led growth. Science in Azerbaijan is examined through policy and institutional lenses, encompassing its governance, funding and management issues. The analysis looks at innovation as a dynamic outcome from university-industry collaboration, examining issues of technology transfer and intellectual property rights, the start-up environment, and funding of research toward practical and applied outcomes. The results of the analysis presented in this note, based on national and international data sources along with numerous consultations with a variety of stakeholders, informs concrete policy measures that can be taken by Azerbaijani authorities to strengthen the capacity of HEIs to serve as key actors in the country's innovation ecosystem and facilitate economic diversification within the global knowledge economy. Recently adopted national strategic documents are creating possibilities for reform by the MOE as well as by individual HEIs. The Education Development Strategy (EDS), approved by the President of the Republic of Azerbaijan in 2013, defines purposeful reforms in education with the main goal of building a competitive and leading education system in line with the world's best practices and based on cutting-edge technology infrastructure, quality and accessibility. The key findings and recommendations center on undertaking strategic efforts to maximize the quality and relevance of higher education as it relates to innovation and economic competitiveness

    Abstract: In the face of urbanization, alternative approaches are needed to deliver adequate and inclusive sanitation services across the full sanitation service chain. Container-based sanitation (CBS) consists of an end-to-end service-that is, one provided along the whole sanitation service chain-that collects excreta hygienically from toilets designed with sealable, removable containers and strives to ensure that the excreta is safely treated, disposed of, and reused. This report builds on four case studies (SOIL - Haiti, x-runner - Peru, Clean Team - Ghana, Sanergy - Kenya) to assess the role CBS can play in a portfolio of solutions for citywide inclusive sanitation (CWIS) services. The authors conclude that CBS approaches should be part of the CWIS portfolio of solutions, especially for poor urban populations for whom alternative on-site or sewer-based sanitation services might not be appropriate. Customer satisfaction with existing services is high and services provided by existing CBS providers are considered safe but have some areas for improvement. While the proportion of total CBS service costs covered by revenues is still small, CBS services are considered to be priced similarly to the main sanitation alternatives in their service areas. Recommendations include adopting a conducive policy and regulatory environment and exploring ways to ensure that CBS services are sustainably financed. The report also identifies areas for further analysis

Melaka has taken significant steps toward realizing a more sustainable urban growth trajectory, including becoming a member of global platform for sustainable cities (GPSC) when the platform was launched in 2016. In 2017, GPSC initiated the sustainability outlook diagnostic with the United Nations Industrial Development Organization (UNIDO) and the Malaysian industry-government group for high technology (MIGHT) to assist Melaka State in achieving the level of urban sustainability to which it aspires.     Abstract: The Western Balkans is home to the most polluting power plants in Europe, and its transport and energy infrastructure require updates. Not surprisingly, countries such as Kosovo, are suffering from severe urban air pollution and traffic congestion as a result of high dependence on fossil fuels in the energy matrix, inefficient transport system and aging vehicle fleets. These substantially harm public health, productivity and efficiency in urban mobility. Kosovo is implementing the EU enacted Stabilization Tracking Mechanism programme, aiming to gradually integrate its national policies on legal, economic and social matters with the EU. On 6 February 2018, the European Commission published its expansion plan to cover up to six Western Balkan countries including Kosovo with potential accession as members of the EU after 2025. This is relevant for vehicle emissions as it entails implementation of EU vehicle emission and fuel standards. The development objective of this project is to support the government of Kosovo and City of Pristina to develop strategies to reduce emissions and pollutions from transport perspective, such as modernization and better management of public and private vehicle fleets, and to scope for components and activities to be considered as part of potential Develop Policy Financing or Investment Project Financing by the World Bank The layout of the report includes the following sections: Chapter second realizes a rapid assessment of vehicle pollution for Kosovo including vehicle emission trends. Chapter third list in a summarized manner major instruments to reduce transportation emissions. Based on the problem and solution description policies are selected which are assessed in further detail to curb vehicle emissions in Kosovo. These policies or interventions were selected based on on-going plans and activities and interest from the Government. They include usage of low-emission buses (chapter fourth), fiscal instruments to promote low-emitting vehicles (chapter fifth) and implementation of in-service vehicle emission testing

    Abstract: The objective of this research is to identify the main social and cultural constraints in accessing reproductive, maternal, newborn and child health Services (RMNCHS) in Guinea-Bissau, to effectively improve their access and use by women and children. Additionally, the research also explores aspects related to female genital cutting (FGC or FGM) and girls' access to information on reproductive health. The demand barriers to improve access and coverage of quality of MCH services were previously listed as: (i) poor technical quality, (ii) poor responsiveness; (iii) high controversial costs; (iv) access/distance to health facilities; (v) use of traditional practices. These intertwine with supply side barriers such as: (i) weakness of training capacity; (ii) shortage of health professionals; (iii) inadequate referral system; and (iv) weak supply chain. Six major themes were researched and outlined in this paper: (i) use of health facilities (ante-natal care and delivery at home/health center (HC), women's secrets and men's, elderly women and the kingdom of the health center); (ii) access to health facilities (distance, transportation); (iii) the health center (staff competence, payments/gratuities, possible improvements); (iv) socio-cultural issues (gender, religious); (v) reproductive health and FGM (family planning); (vi) health staff: community health agent (CHA) (being a CHA, access to the health center, relationship with the HC and with the community, socio-cultural issues, reproductive health and FGM); and (vii) health staff: nurses (being a nurse, access to the health center, relationship with the community, socio-cultural issues, reproductive health and FGM)

    Abstract: This Country Forest Note (CFN) provides an upstream analysis of the status of forests and of investments and policies relevant to the forest sector in Vietnam. It looks at forests in a programmatic and cross-sectoral manner to strategically position the World Bank Group (WBG) to support the country in delivering on forest smart interventions. More specifically, it outlines current trends and challenges in the forest and land use sectors; builds on the ongoing dialogue and reviews past investments; identifies major challenges and investment and policy gaps; and makes recommendations on key policy changes and sectoral investments needed. The forest sector contributes significantly to the country's economy. The export of wood and timber products amounted to USD 8 billion in 2017, nearly 4 percent of gross domestic product (GDP). Vietnam is also one of the world's leading countries in operationalizing a payment for forest environmental services (PFES) system. In addition, the forest provides a myriad of goods and services that support local livelihoods and the economy as a whole. Given the topography of the country, forests play a particularly critical role in watershed and coastal protection. Despite great economic progress and decreasing deforestation rates, the forest sector faces challenges from competing land uses, overexploitation of resources, mounting risks of supply shortages, and insufficient capacity for forest governance and management. As a result, deforestation and forest degradation rates continue in parts of the country, such as the Central Highlands, and the overall quality of the natural forest continues its downward trend. While two-thirds of Vietnam's natural forests are deemed in poor condition or regenerating, rich and closed-canopy forest constitutes only five percent of the total. There is also the growing threat from climate change, in particular to the country's mangroves. This report presents some of the major trends and challenges facing forests in Vietnam and highlights recommendations to meet its forest-related national targets, sustain its economic growth, and alleviate poverty. The CFN highlights key areas where Vietnam could benefit from further support from the WBG and other partners, based on their comparative advantages and ongoing partnership

    Abstract: Bangladesh has an inspiring story of reducing poverty and advancing development. Since 2000, the country has reduced poverty by half. In the last decade and a half, it lifted more than 25 million out of poverty. The country's economy remained robust and resilient even in the face of many challenges. All sectors of the economy have contributed to poverty reduction. This has been accompanied by enhanced human capital, lower fertility rates and increased life expectancy, which have also significantly contributed to increase households' ability to earn more and exit poverty. Yet, behind this progress, there are emerging contrasts. As the country is rapidly urbanizing, its rural and urban areas did not experience the same level of poverty reduction. The rural areas reduced poverty impressively, accounting for 90 percent of the poverty reduction since 2010. But, in urban areas, progress has been slower and extreme poverty has not decreased. The country's higher economic growth in the last decade has not led to a faster poverty reduction. Specially, poverty has stagnated and even increased in the Western divisions while the Eastern divisions fared better. This report highlights the need for both traditional and fresh solutions. To end extreme poverty by the next decade, Bangladesh will need to continue to build on its successes, such as family planning, educational attainments, and growth in agriculture and manufacturing. But at the same time, it will need solutions to overcome new and re-emerging frontiers of poverty reduction

    Abstract: Tanzania was again one of the top growth performers in the region. Official GDP figures show that growth remained steady in the first half of the year, driven by higher public investment and by a recovery in exports. Inflation has been low and stable, and the balance of payments is quite sound despite a widening current account deficit. Exports are recovering from last year's contraction. The Government's Tanzania Development Vision 2025 and the Five-Year Development Plan (FYDP II) set out ambitious goals for reducing poverty and sustainably industrializing so that the country can achieve middle-income status by 2025. The government recognizes agriculture as central to realizing its objectives of socioeconomic development, which are well-articulated in the Second Agriculture Sector Development Program (ASDP II). Among the goals of ASDP II are to transform agriculture by promoting commercialization, prioritizing high-potential commodity value chains, and mobilizing capital by giving the formal private sector a growing role in agriculture. Because agriculture and related value chains drive two-thirds of all jobs-three-quarters for the poor- the sector is central to creating more and better jobs at scale and significantly reducing poverty

    Abstract: Understanding forced displacement and developing effective solutions requires closing several critical gaps in the data. With forced displacement rising worldwide, the body of work on displacement is growing rapidly. Data on internally displaced persons (IDPs) are particularly problematic, as the distinction between IDPs and internal migrants are not consistent across countries, and as the presence and number of IDPs is often politicized. While efforts have been made to create standardized frameworks for collecting quantitative data on forced displacement, important data gaps persist. This study helps to close data gaps by using micro-level data to profile IDPs. The report uses micro-data, defined as individual and household-level data that is collected directly through personal interviews. Comprehensive micro-data surveys cover IDP populations in four countries in Sub Saharan Africa: Nigeria, Somalia, South Sudan, and Sudan. The micro-data surveys represent IDPs, refugees, and non-displaced populations. The analysis is guided by the durable solutions indicator framework while the policy insights focus on overcoming displacement-induced vulnerability.     Abstract: In 2015, a large share of Egypt's population was either poor (27.8 percent) or not poor but vulnerable to falling into poverty (an additional 28.7percent); most of the poor and vulnerable lived in the governorates of Upper Egypt. Clearly the country faces a challenge, but it also has the knowledge to craft solutions. Egypt's recent reforms have started to address some of the country's economic sustainability challenges. Targeted social protection programs must continue to be an essential element of poverty reduction policy. Looking ahead, this report calls attention to the fact that re-orienting education investments towards more effective learning that raises people's employability and productivity and putting in place policies that encourage job creation will be key to sustained poverty reduction. Revitalizing education and job creation will be important for maximizing the poverty-reducing potential of the economic reform program. One of the hallmarks of healthy economies is a substantial middle class, a group often thought to be an engine of economic growth. In Egypt, a notable share of the population, close to 30 percent, can be considered middle class. Compared to the poor and vulnerable, the middle class has higher education, more assets, and better connectivity to basic services and spends a relatively large share of income on education and health. It is clearly a goal in developing countries to enlarge the middle class in order to strengthen the overall economy

    Abstract: This report aims to map poverty and inequality in Sudan and would be representative of the 18 states and 131 localities of Sudan. The poverty mapping technique is based on a small area estimation (SAE) technique developed by the World Bank to derive estimates of geographic poverty and inequality. It combines data from the 2014-15 National Household Budget and Poverty Survey (NHBPS) and the 2008 Population and Housing Census data to build spatially disaggregated poverty maps. Although household surveys usually include measures of income and wealth, they are not representative beyond the state level. Yet, allowing lower levels of disaggregation is important for policy interventions, particularly for countries like Sudan that have state governments, which manage the activities of the state while reporting to the federal government. This study uses a model of household expenditure from a survey data set to estimate household welfare at the lower levels and apply it to the census data set which does not provide information on household income or expenditure. These maps illustrate the information gains provided by SAE, show there is a substantial spatial heterogeneity within the localities, and highlight the small areas most likely to exhibit the highest risk of poverty

    Abstract: The objective of the report is to inform the preparation of a Government Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity in case of electricity tariff increases. The report analyzes patterns of electricity consumption, affordability, poverty and distributional impacts of hypothetical scenarios of tariff increases. It also reviews the current protection mechanism with an electricity subsidy, models the impact of short- and medium-term reform options, and recommends concrete mitigation measures. In accordance with Law No. 05/L-085 on Electricity of 2016, the Government of Kosovo should develop a detailed Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity. Electricity accounts for almost 90 percent of the total energy expenditures of households in Kosovo, and over 97 percent of the energy expenditures of poor households.1 According to the Law on Electricity2, the Ministry of Labor and Social Welfare (MLSW) in cooperation with the Ministry of Energy, Ministry of Finance and in consultation with the Energy Regulatory Office (ERO) and other stakeholders of the electricity sector should develop a social protection program (Program), providing social benefits to ensure the necessary electricity supply to customers in need, or providing for support for energy efficiency improvements, to address energy poverty. Such measures shall not impede the effective opening of the electricity market and its functioning. Customers in need are household consumers, who, due to social status, enjoy some special rights regarding the supply with electricity, to be provided in exceptional cases. Commitment to the development of this Program is taken also with Kosovo's Energy Strategy, and with the requirements of the Treaty of Energy Community as defined by the Third Energy Package3. The Program should propose an approach to identifying the electricity poor who are vulnerable and outline short- and medium-term measures for their protection

    Abstract: Agriculture and the rural space will continue to demand the attention of policy makers in Bolivia for several reasons, even as urbanization gains momentum. First, agriculture is a proven engine of economic growth. Aside from showing its strength in decades past, in recent years agriculture shielded the Bolivian economy from the worst effects of the decline in other primary sectors, and in the future, healthy rates of agricultural growth will make the overall economy more diversified and more resilient. Second, a robust and dynamic agricultural sector will continue to curb dependence on the mining and gas sectors, while contributing significantly to inclusive growth, value addition, the creation of more and better jobs on and off of the farm, and better nutrition for all. Third, because agricultural growth in Bolivia has proven to be pro-poor, maintaining that growth is essential for continued reductions in poverty. Fourth, because climate and other shocks affecting agriculture can significantly disrupt steady gains in economic growth, poverty reduction, and food security, building a resilient agricultural sector is critical to sustain those gains. Finally, although policy makers will want to support agricultural growth, they will not want that growth to compromise the future for generations of Bolivians by squandering and degrading irreplaceable natural resources

    Abstract: This note presents the results of a survey undertaken in Fiji from May to June 2019 with the intention to identify the specific challenges men and women cross-border traders are facing related to trade facilitation at the firm level. Generally, efforts to improve trade conditions, especially relating to women cross-border traders, have been progressing over the years. Yet, there is limited work focusing on trade facilitation initiatives and trade competitiveness interventions aimed at women firms who face trading barriers that are not strictly linked to tariffs or policies. There is a global data gap on the nature of barriers that women traders face related to trade facilitation at the firm level. In fact, the problem is even deeper rooted; there is a global vacuum of knowledge about the exact proportion of cross-border traders that are women. No country, not even the gender equality champions in Northern Europe, can easily confirm the number of women that undertake cross-border trade in their respective countries. A survey designed to collect data on these challenges is being rolled out in the Pacific. Countries in the Pacific Islands region face unique development challenges: they are physically detached from major markets, have small populations spread across many islands and time zones, confront the worst impacts of climate change, and are some of the most vulnerable countries to natural disasters in the world

    Abstract: Paraguay is a middle-income, landlocked country with a population of about seven million. The nation is highly dependent on its transport and logistics infrastructure to connect to regional markets and international seaports. In road quality and connectivity, on the other hand, Paraguay trails its neighbors and other middle-income countries. According to the Global Competitiveness Indices, Paraguay is in the bottom third of indexed countries for road connectivity and quality. The government has attempted to address perceptions on quality and connectivity through higher budget allocations for the road sector. The higher road sector budget has been directed to expansion and preservation of the paved roads since 2012 and has, on the whole, allocated sufficient funds for their maintenance as estimated by this Public Expenditure Review (PER). Despite this there has been a slight decline in the overall quality of the network due to over and under funding of roads geographically and by functional classification.     Abstract: The war in Syria, now in its eighth year, continues to take its toll on the Syrian people. More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward.Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors-including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas-play important roles in shaping the scale and composition of the returns. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices.     Abstract: Economic performance in 2018 has been mixed. The data that are available suggest some areas of softening in the economy.1 Foreign direct investment declined to 2 percent of GDP in 2017, down from about 5 percent in 2014. The current account deficit has increased to 3.8 percent of GDP in the year ending September 2018, from 2.2 in the preceding 12 months. Recent Bank of Tanzania data confirm lower cashew exports and 2017 decline in non-traditional exports has continued into 2018, which raises concerns on prospects for longer term growth. The Tanzania Revenue Authority is reporting that many large tax payers are unable to meet their tax obligations on time. Nonperforming loans have declined recently to 9.7 percent in September 2018 from 12.5 percent in September 2017, but remain almost double the 5 percent statutory threshold. Banks have limited lending to businesses and interest rates are high (18 percent for one-year loans in August 2018), though some banks have lowered benchmark lending rates. On a positive note, credit to the private sector has been edging up, reaching 4.9 percent in the 12 months ending September 2018. The fiscal deficit is still low, not counting payment arrears and delayed refunds of value-added tax. The 2017/18 budget deficit after grants of 1.3 percent of GDP suggests effective spending management but does not factor in payment arrears, with an estimated stock of over 3 percent of GDP. Government is paying down roughly TZS 1 trillion of verified arrears per fiscal year. The low deficit is the result of controlled recurrent expenditures and under execution of the development budget by more than 40 percent. Contributing factors include shortfalls in domestic revenue and external financing for large projects. Public debt is currently sustainable, but there is need for the Government to consider cost-effective financing options and manage associated risks to support public investments. The 2018/19 budget targets public investment to consume 45 percent of total spending, equivalent to 9.1 percent of GDP compared to 5.5 a year prior

    Abstract: The PNG economy has become increasingly concentrated in petroleum-and-gas-related activities since 2014, raising its vulnerability to external shocks, including commodity-price shocks and natural disasters. In recent months, however, the authorities have taken decisive action to promote greater diversification of the economy. Ongoing reforms to strengthen the monetary and exchange rate policy and framework are expected to improve business confidence and increase private investment and growth in the non-resource economy. Measures include addressing the FX shortage, managing the liquidity effects of the use of FX to clear the FX orders backlog, working on greater exchange rate flexibility, considering options for strengthening the interest-rate transmission mechanism, and enhancing modeling capacity in the Bank of Papua New Guinea (BPNG). In this context, the government and the BPNG will need to ensure regular, transparent, and consistent communication with all stakeholders to minimize the risk of confusion and market disruption. Papua New Guinea's medium-term economic outlook is relatively sanguine, underpinned by further large-scale resource projects. Real GDP growth is forecast to rebound to about 5 percent in 2019, primarily driven by a return to full annual production in the extractive sector. In the years after, growth is estimated to ease to its current potential of 3-4 percent a year, until planned investments in LNG and mining projects kick inches Future large-scale investment in the resource sector appears likely, with plans to double LNG production and develop new gold, copper, and silver reserves. With increased FX inflows into the economy, the current pressure on the exchange rate may reverse, adversely affecting the competitiveness of the non-resource economy. To facilitate broad-based, inclusive, and sustainable development, the government will need to focus more on investing in human capital and strengthening the business environment to spur private sector development, as elaborated in the World Bank's Systematic Country Diagnostic and summarized in the special focus section of this report

    Abstract: With the Paris Agreement and most of its detailed rulebook now finalized, countries and subnational actors face the challenge of translating climate targets and strategies into action and determining how to finance these actions. Through the Pilot Auction Facility for Methane and Climate Change Mitigation (PAF), the World Bank developed an innovative financial mechanism - climate auctions - which stimulates private investment in projects that reduce greenhouse gas emissions. Climate auctions offer price guarantees to companies that can deliver eligible climate results in the future. These price guarantees are allocated through a transparent, efficient auctioning process, which maximizes the climate impact of scarce public funds. In the near-term, countries can utilize climate auctions to spur significant investments in low-carbon activities and mobilize finance at the scale and pace necessary to achieve their national climate targets, laying the groundwork for longer-term carbon pricing and greater climate ambition. This policy brief is intended to inform policymakers and public funders about why climate auctions are an effective tool for achieving climate outcomes, focusing on how policymakers can utilize auctions to accelerate NDC implementation and raise climate ambition.     Abstract: The research is based on the PEFA framework and methodology for assessing public financial management performance and the data set that is generated from the PEFA assessments. The research quantified PEFA scores and aggregated them into overall scores which required developing assumptions on weighting scores, measures, and assessments. The research acknowledges methodological limitations of using the PEFA data set, including the assumptions. In general, the research follows the approach taken by previous researchers who have used PEFA data for quantitative analysis, but this does not eliminate the challenges that persist in transforming grades to numerical values and aggregating them. The time inconsistency issues and the limited number of observations also influenced the regression analysis using the PEFA data set. The team acknowledges that the PEFA data set was not designed for statistical analysis and that using it in quantitative regressions presents a series of econometric issues that cannot be fully resolved in this book, or in other papers which apply a similar approach. The research report builds on general recognition that PFM is important for development and recognizes that there is limited evidence based on the nontechnical determinants of PFM performance, as well as the outcomes of a good PFM system. The report therefore aims to bridge some of this gap between theory and practice using data on PFM performance from PEFA assessments. The report undertakes a closer examination of the key debates on what constitutes a good PFM system by providing an overview of the PEFA framework, and the data set that is generated through PEFA assessments, including its strengths and weaknesses.     Abstract: Gender-based violence, or GBV, is one of the most oppressive forms of gender inequality, posing a fundamental barrier to the equal participation of women and men in social, economic, and political spheres. GBV includes intimate partner violence, non-partner sexual assault, female genital mutilation, sexual exploitation and abuse, child abuse, female infanticide, and child marriage. Such violence impedes gender equality and the achievement of a range of development outcomes. In Nigeria, like in other jurisdictions, GBV remains a challenge that significantly constrains women's autonomy and opportunities. Conflict in Nigeria's North East geopolitical zone has further contributed to a steep rise in violence targeted against women and children by Boko Haram. This report uses the social ecological model as the basis to analyze prevalent GBV risks in Nigeria. It first describes the legislative and policy level frameworks associated with violence against women and girls as well as their implementation at the national and subnational levels. It then provides a detailed analysis of specific social norms that have created acceptance for or at least a lack of condemnation of GBV at the community level. Finally, based on field research, it delves deeper into some of the interpersonal and individual drivers of various forms of GBV in the selected communities

    Abstract: The study aims to understand the constraints to women's equal participation in the roads sector inMalawi to inform the development of interventions to promote gender equality in the sector. The study adopts a career cycle approach that allows to identify and describe the barriers to career progression for women in the roads sector at each stage in the career cycle focusing on: attraction, selection, retention, and advancement. The study employs qualitative research methods consisting of focus group discussions with women and girls along the career cycle in the roads sector and key informant interviews. The study has yielded insights into the multiple and overlapping factors embedded in the socialization, learning and hiring processes that result inhigh rates of attrition of women in the engineering and roads-related technical field at different stages of the career cycle, often called the '*leaky pipeline'* in policy discussions about women in STEM. From secondary school through university and vocational schools, female students report less confidence and aspiration in engineering and vocational training in the roads sector. At the selection stage, women face gender bias in hiring and difficult work environment, representing an exodus of talent among women who could otherwise become the next generation of architects, engineers, and roads sector contractors. At the retention and advancement phase women confront a difficult work environment where women are sidelined from career advancement opportunities, face sexual harassment and have difficulty balancing work and family obligations in a sector wheremany of the opportunities are in remote locations. The roads sector in Malawi offers opportunitiesfor women: opportunities in the forms of generating substantial incomes, designing transport infrastructure to foster socio-economic development, and providing role models for the young women of the future. Increasing the gender balance in the roads sector requires a comprehensive and multi-sectoral approach and one that needs to address the underlying causes that subtly results in gender stereotypes and gendered occupational cultures and career choices. The table summarizes the key study findings and core set of actions to help women overcome the obstacles at different stages of the career cycle targeting women at all age groups

However, the attendant environmental costs have also been significant, jeopardizing economic and social gains from growth. To move toward sustainable development and reduce the environmental impact of further economic growth, the Chinese government has started to prioritize green development and the building of an ecological civilization. China's 13th Five-Year Plan (2016-2020) has upgraded the building of the ecological civilization to the level of national strategy - a policy target of top priority.According to the Ministry of Ecology and Environment (MEE), industrial parks (IPs) are the key source of industrial production and all new industrial projects are required to be operated within industrial parks (Zhang 2018). The growing concentration of industrial activities within IPs suggests that an increasing proportion of industrial pollution will be produced in IPs. Thus, promoting green development of IPs will be vital for the achievement of China's and the world's sustainable development goals.Effective management of IPs toward green development requires a well-functioning regulatory framework to provide standards, requirements, guidelines, and robust monitoring and evaluation (MandE) frameworks. Although China does not have a specific IP management law, a comprehensive regulatory framework is in place, covering different legislative levels including (from top to bottom in terms of their importance) laws, regulations, national policies, and standards and indicators. This regulatory framework covers multiple aspects of IP management, including requirements concerning the economic and environmental performances of IPs.This report conducts a comparative analysis between the Chinese green standards and the EIP Framework across all four dimensions-park management and economic, social, and environmental performance- to identify differences and share policy recommendations for further improvements of the Chinese standards

    Abstract: The economies of the GCC recovered in 2018 despite signs of weakness in the global economic outlook, reinforcing the perception that GCC economies' fortunes are still inextricably tied to oil. Global growth slowed in 2018, as trade tensions be-tween the U.S. and China escalated, and goods trade slowed markedly. However, the steady increase in oil prices until October 2018 lifted growth in the GCC economies, from an average of -0.2 percent in 2017 to 2.0 percent in 2018. Two of the region's largest economies Saudi Arabia and Kuwait, as well as Oman, emerged from recession in 2018. Growth outturns were driven by higher oil production in the second half of 2018, higher capital investment made possible due to the rise in oil revenues, and higher domestic demand. Fiscal and external balances improved, also tracking oil sector performance. GCC countries' fiscal balances improved in 2018, aided by the average increase in oil prices and progress with non-oil revenue mobilization in some countries. This allowed most countries to reduce fiscal deficits while actually increasing spending in some cases. Saudi Arabia, for example was able to halve its overall fiscal deficit in 2018 while simultaneously increasing total spending by 10.8 percent. Other countries also demonstrated procyclicality in fiscal policy, as spending increased across the GCC. Saudi Arabia and the UAE implemented a 5 percent VAT in early 2018, and Bahrain followed in early 2019. Oman introduced excise taxes on tobacco products, energy drinks and soft drinks in mid-2018 and increased corporate income tax

    Abstract: The people of the South Caucasus aspire for their countries to become strong middle-class societies, and they are on track to make that aspiration a reality. Two decades of social and economic progress have changed the societies of Armenia, Azerbaijan, and Georgia. The notable improvements that people in the region have experienced are reflected in better living standards that allowed poverty to be reduced by half in the 12 years between 2005 and 2017. Yet, to consolidate middle-class societies, the governments of the South Caucasus need to do more to achieve the stability and resilience enjoyed by their more advanced peers in Europe and Central Asia. Sustainable economic growth, poverty reduction, and shared prosperity require that the full potential of all geographical and administrative areas, population groups, and economic sectors be realized. This boo analyzes spatial, social, and economic mobility in the South Caucasus. The book argues that Armenia, Azerbaijan, and Georgia have not yet integrated important geographical areas and population segments in full economic participation and social development. Economic gains have not been uniformly and equitably translated into greater welfare and opportunity among all households and individuals. The main conclusion is that sustainable growth, poverty reduction, and the consolidation of the middle class require that the institutional and physical foundations of greater and more equitable economic and social mobility be secured in the South Caucasus. The country's human capital per capita is stable while its physical capital per capita has risen by 13 percent. Yet its degrading natural capital base clearly illustrates the magnitude of its sustainability problem: the total renewable natural capital per capita has fallen by 35 percent over the past 20 years, whereas the non-land renewable natural capital per capita has declined by 47 percent (that is, almost halved in 20 years). Tanzania cannot afford another 10 years of the same negative trends in resource degradation. The opportunity Tanzania faces is to reconcile the use of natural resources to meet the demands of the population and economy with the need to maintain functioning ecosystems. Reaching this balance will catalyze sustained growth. However, the current trend in the use of natural resources is not sustainable, leading to persistent degradation and loss of ecosystems, which constitute the main cause of the natural capital. This CEA has identified spatially and temporally differentiated approaches and solutions toward ensuring sustainable resource management for long-term use

    Abstract: This report describes the key policies for Chad to successfully leverage export diversification to foster economic growth. After several unsuccessful attempts at diversifying in the 1990s, Chad has deepened its dependence on commodities, mainly relying on oil; which came to replace cotton. However, the experience of other countries, in Africa and other parts of the world, shows that while large scale production of oil resources offers great opportunities, it comes with major shortcomings. Chad's Vision 2030 is to become an emerging economy, driven by diversified and sustainable sources of growth. The goal is to triple the average GDP per capita at current prices, by increasing it from USD 730 in 2014 to USD 2300 in 2030, while drastically reducing the poverty rate from 46.7 percent in 2011 to 8 percent during the same period. Chad's economy is overly dependent on crude petroleum, which makes it vulnerable to external shocks. Therefore, to achieve this development goal, only an export diversification strategy can foster a larger menu of goods and services than can become growth-accelerating and job-creating activities. Its implementation challenges are formidable, but the country has little choice, as the social unrest following recurrent oil price slumps, its burgeoning youth population and regional security threats may foment more violence in an already fragile and volatile economy and keep investors away.     Abstract: Benefiting from successful economic transformation after independence and the start of EU accession negotiations, economic activity in Montenegro has been solid, supporting the rise in incomes their convergence with the ones in the European Union. Inflation has been modest and kept in check. However, the import dependence of the growth model and the excessive reliance on the state to stimulate the economy have contributed to widening of external and internalimbalances as well as indebtedness. There have been recent efforts at fiscal tightening, but more needs to be done to address structural rigidities and boost the commitment to the objectives of economic policies. This is particularly the case with respect to the medium-term budget plans, public sector restructuring, pension and health reforms, improvements of market competition, and the labor market. Montenegro confronts today the need for further fiscal adjustment to turn the deficit into surplus and bring public debt below the Maastricht level. This would help creating the fiscal space for strengthening its convergence prospects with the EU and with the alignment with the rules in the eurozone, given the country's use of euro as the local currency. Fiscal and structural policies in an economy without monetary policy levers are of paramount importance to protect stability and competitiveness.     Abstract: The Philippines has made remarkable progress in the last decades in improving its health outcomes. However, performance is still poor compared regionally and with similar economies. This report was developed with the aim of informing health policy during the political transition from the Autonomous Region in Muslim Mindanao (ARMM) to the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This transition began with the ratification of the Bangsamoro Organic Law (BOL) in January 2019. This report provides an overview of the current capacities and challenges facing the public primary health care system as the BARMM government enters into its new role. By providing a detailed look at the availability of inputs needed to deliver priority services, it highlights current strengths, and also indicates areas that need to be strengthened if the national and subnational health goals are to be realized. Historically, health outcomes have been far worse in BARMM than elsewhere in the country. While health outcomes are complex and multi-dimensional, weaknesses in health governance have exacerbated the geographic and socio-cultural challenges associated with health care delivery. While the authors recognize that the transition is likely to introduce some challenges, it is hoped that the findings documented in this report can guide health policy, including investments towards high-impact priorities and in this way, help lay the foundation for better health care, and better health for the people of BARMM

    Abstract: Myanmar's economy is slowly picking up speed and regaining stability after a volatile 2018. Despite a challenging global environment, Myanmar's economic growth is expected to rise to 6.5 percent in 2018/19 from 6.4 percent in the Transition Period1 supported by strong performance in the manufacturing and services sectors. Volatility that buffeted the economy in 2018 has started to ease. Inflation moderated, the kyat stabilized, and fuel prices fell in Q1 2018/19, though there have been some reversals in prices in Q2. The economic outlook looks positive, with growth expected to reach 6.7 percent in the medium-term. The recent decisions to ease trade restrictions; open the financial sector to greater foreign competition; and begin mega infrastructure projects signal a decisive and awaited uptick in reform momentum. Downside risks to the economic outlook are driven by external factors, including possible revocation of preferential trade access under the European Union Generalized System of Preferences. Slowing global and regional growth, especially in China, together with renewed escalation of global trade tensions, could also slow exports and the flow of inbound foreign investments. Insecurity in border areas, the Rakhine crisis, with violence and forced displacement of refugees, and the recent flare-up in violence involving the Arakan Army, could affect investors' sentiment. The 2020 general election is also a source of uncertainty

    Abstract: The country brief provides and overview of Tobacco Use, Tobacco Control Legislation, and Taxation in Ecuador. Ecuador has a strong tobacco control policy. A comprehensive tobacco control law was adopted and implemented. In 2017, Ecuador was awarded the World No Tobacco Day Prize of the World Health Organization (WHO) for its tobacco control efforts and implementation of the WHO Framework Convention on Tobacco Control (FCTC). Such policy was very beneficial to public health: according to the National Institute of Statistics and Censuses (INEC), the prevalence of daily smoking among people aged 15 years and older was 9.5 percent in 1998, and in 2014 it reached 2.8 percent. Estimated annual cigarette consumption in Ecuador declined from about three billion cigarettes in 2007-2010 to about one billion cigarettes in 2017. The pricing policy of the tobacco industry also contributed to the reduction in cigarette affordability and cigarette sales in Ecuador. However, due to such pricing policy, the tobacco industry apparently increased its profits despite the sharp decline in cigarette sales in the country. These recommendations could bring both public health and fiscal benefits to Ecuador : specific excise rate for cigarettes should be annually increased by at least 20 percent to ensure the reduction in tobacco affordability and the increase in the excise revenues, tobacco use surveillance and monitoring should be further developed in Ecuador, including a regular collection of information on smoking prevalence, tobacco consumption, licit and illicit cigarette sales, prices, and other economic indicators, and effective policies to counteract tobacco smuggling and other kinds of illicit tobacco sales should be implemented in line with the provisions of the FCTC Protocol to Eliminate Illicit Trade in Tobacco Products

    Abstract: This country brief provides an overview of tobacco legislation, use, and taxation in Argentina. Argentina is the only country in Latin America which did not become a Party to the WHO Framework Convention on Tobacco Control (FCTC). Still, many of the FCTC provisions are included in the legislation. The prevalence of smoking was quite high in 1970-1990s ranging between 40-58 percent among men and 20- 25 percent among women. After tobacco control measures were implemented, the prevalence of smoking decreased. Tobacco consumption and smoking prevalence in Argentina decreased due to the implementation of comprehensive tobacco control policies and some economic factors, which reduced cigarette affordability in the country. In Argentina, cigarette affordability and tobacco consumption reduction were observed in: (1) 1999-2002; (2) 2014-2015; (3) 2016. In the first case (1999-2002), it was mainly caused by the reduction in population income during the economic recession. In 2014-2015, tax rates were not changed, and the main factor of the affordability reduction was the pricing policy of the tobacco industry. The largest decline in affordability was achieved by the government taxation policy implemented in May 2016: the effective excise tax rate was actually increased by about 100. Cigarette sales in 2016 declined by 5 billion sticks or by 12 percent. Tobacco taxation system should be simplified to one excise tax with a unified ad valorem rate for all tobacco products and specific minimum excise rates for each tobacco product. The specific tax rates should be set high enough to prevent the sales of very cheap tobacco products, and these specific rates should be annually increased above the inflation rate to ensure both the reduction of tobacco consumption and the increase of governmental revenue. Subsidies for tobacco growers through the Special Tobacco Fund are counterproductive from both public health and economic perspectives. Tobacco use surveillance and monitoring should be further developed in Argentina, including regular surveys with a collection of comprehensive information on tobacco products consumed in the country

Nicaragua became a Party to the WHO Framework Convention on Tobacco Control in 2008 and was the first country in the world which ratified the FCTC Protocol to Eliminate Illicit Trade in Tobacco Products. Data on smoking prevalence and tobacco consumption in Nicaragua are scarce, and it is difficult to estimate recent tobacco consumption trends among adults. However, the decline in the prevalence of current smoking among GYTS participating adolescents from 20.4 percent in 2003 to 13.8 percent in 2014 among boys and from 12.8 percent in 2003 to 10.3 percent in 2014 among girls may be considered an indicator of tobacco control policy success. In 2009, Nicaragua switched from ad valorem to specific excise system for cigarettes. The specific excise tax rates and cigarette prices increased in 2012-2016. Available data demonstrate some decline in cigarette sales in Nicaragua in 2013-2017, as cigarettes became less affordable after the price increase and the taxation policy was beneficial for public health. Specific excise rates in 2017 and 2018 were increased by only 5 percent annually, and it was insufficient both for the reduction of tobacco affordability and for the increase of the government revenue. In February 2019, Nicaragua adopted rather substantial cigarette excise hikes: by 210 percent in 2019 and further by 25 percent in 2020 and 38 percent in 2021. These tax hikes are able to reduce tobacco consumption in the country and bring additional resources to the government coffers. However, the tobacco industry will probably try to distort positive results of the taxation reform. The government should be ready to counteract these tactics using the experience of other countries and conducting careful and timely monitoring of indicators of cigarette prices, supply, and sales. Tobacco use surveillance and monitoring should be developed in Nicaragua, including a regular collection of information on smoking prevalence, tobacco consumption and various economic indicators

    Abstract: Following general elections in Liberia in 2017, a new government was formed with a mandate to achieve ambitious development objectives. Following a nationwide consultative process, the new medium-term national development plan, Pro-Poor Agenda for Prosperity and Development (PAPD)-2019-2023 was developed focusing on: strengthening public institutions; accelerating infrastructure investments for productive capacity; improving productivity in the real sector through enhanced economic diversification; increasing investment in human capital (youth employment, health, and education); and improving competitiveness, while safeguarding macroeconomic and debt sustainability. The focus of fiscal policy should be twofold, raising revenues while sustaining deficit at financeable level. In such a tight fiscal situation, the imperative is to secure equal or improved quality of public services by prioritizing and improving the composition of expenditure, enhancing efficiency, and expanding the resource envelope by stepping up the revenue mobilization efforts. Sustaining pro-poor development agenda, will likely require a political resolve to reduce the share of government resources devoted to high paid public servants and discretionary expenditures, as well as improve the efficiency and transparency of government spending. Otherwise, the financing gap created by an announced decline in grants and other forms of external assistance may be difficult to close

    Abstract: Smoking prevalence Tajikistan remains rather moderate. According to the Global Adult Tobacco Survey (GATS) conducted in 2016, smokers constitute 6.3 percent of the adult population of Tajikistan. However, 12.5 percent of study participants reported consuming smokeless tobacco (nasway). Tajikistan joined the Framework Convention on Tobacco Control (WHO FCTC) in 2013. Tobacco control legislation was adopted in 2010 and amended in 2017 in line with the FCTC guidelines. The new pictorial health warnings should cover at least 75 percent of the surface on both largest sides of the packs. The amended law bans point-of-sale advertising. However, tobacco excise rates in Tajikistan were very low, and tobacco affordability was growing. In July 2018, the cigarette excise rates were increased almost 10-fold, but cigarette prices increased in 2018 only by 19 percent as the excise is still very low in monetary terms (about 0.25 USD per pack of 20 cigarettes). Cigarette taxes and prices in Tajikistan are still lower than in neighboring countries, and cigarette smuggling out of Tajikistan exceeds cigarette smuggling into the country. Special policies aiming to discourage nasway use and related surveillance activities should be implemented in Tajikistan, while the introduction of excise or other taxes for such a home-made product can hardly produce substantial benefits. Tobacco use surveillance and monitoring should be developed in the country including publicly available information on sales of tobacco products, as well as their prices, excise revenue, and other economic indicators. Tajikistan has a great potential to increase tobacco excise rates in 2019 and in the following years, as well as to contribute to health objectives related to the reducing tobacco use.     Abstract: This paper is part of additional efforts supported by the World Bank Global Tobacco Control Program to inform the Government of Vietnam on options for tobacco taxation by providing estimates of the impact of cigarette price increase across five income groups for the period 2020-2022 under two scenarios. Vietnam is an important country for global tobacco control, and currently has about 15 million males who smoke. to support government efforts to strengthen tobacco controlpolicies, most notably through a substantial increase in the excise tax of tobacco, weconducted an extended cost-effectiveness analysis to examine the distributional impactof a 32 percent and a 62 percent increase in cigarette prices under Scenario A and Scenario B,respectively. In conclusion, we found that higher cigarette prices would particularly benefit the poorest income quintile of the population, in terms of deaths averted, life-years saved, out of pocket expenditures for treating tobacco-attributable diseases, catastrophic health expenditures, and extreme poverty averted. The additional tax burden is, however, borne mostly by the top income group in the 62 percent price increase scenario. Thus, tobacco taxes are an effective way to improve health and reduce poverty in Vietnam

    Abstract: Minerals and metals are fundamentally incredibly important to societies all over the world. The activities required to extract minerals, however, often have negative impacts on forest landscapes and habitats. Forest health is not only about deforestation; mining has been found to produce severe impacts on water and soil that can indirectly impact forest health and its ecological integrity. Moreover, impacts of mining can become significant when multiple instances of mining activities happen at the same location simultaneously, as was found in the Indonesian case studies. Therefore, there is still the need to identify and attempt to reduce the impacts of mining even in a landscape dominated by activities like agriculture and forestry. Artisanal mining is typified as formal, informal, or illegal mining operations with predominantly rudimentary technologies in the exploration and extraction by individuals or large groups of people. Small-scale mining operations can also be mechanized, or semi-mechanized, and or have a greater degree of capitalization than artisanal mining. The World Bank's extractive industries in forest landscapes program seeks to address these challenges by promoting forest-smart extractive investments to ensure that investments in the extractives sector do not erode forest capital and instead generate positive forest outcomes. The artisanal and small-scale mining (ASM) study and the parallel study on large-scale mining (LSM) share the overarching objective of supporting the World Bank's efforts to help client countries ensure that resource extraction from forested areas serves as a force for poverty reduction and sustainable development while respecting the environment and the needs of local communities.     Abstract: The European Commission's Directorate General for Neighborhood and Enlargement Negotiations approached the World Bank to develop an evidence base and to deliver policy advice and technical assistance for supporting the effective reintegration of (Roma) returnees in the Western Balkans: Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, Kosovo, and Serbia. This synthesis report presents the results of that research. This report documents the main socio-economic factors that drive migration from the Western Balkans to the EU. Returnees emphasize that they migrate to escape poverty, lack of housing, unemployment, the lack of or insufficient access to social security, and a consistent struggle and inability to provide a basic standard of living for themselves and their families. Poverty, discrimination, and historic marginalization reinforce one another and constitute strong push factors. Estimates suggest a substantial number of returnees belong to the Roma minority and that Roma are over-represented in migration and returnee flows. In addition, Roma and ethnic minorities have had to contend with systemic economic and social exclusion and institutional discrimination. Roma communities lack access to basic infrastructure and social services, are more likely to be underemployed, and have limited earning potential due to low incomes from unskilled jobs in the formal and informal sectors

    Abstract: Colombia's solid economic growth since early 2000s has led to significant social improvements. Since the turn of the century, extreme poverty in Colombia almost halved, falling from 17.7 percent in 2002 to 7.4 percent in 2017. Similarly, moderate poverty fell from 49.7 percent to 26.9 percent over the same period (Figures 1 and 2). In absolute terms, the number of poor individuals in Colombia declined from about 20 million in 2002 to approximately 12.8 million in 2017. The downward trend in poverty was halted in 2016, however it went back to its downward trend on 2017. From 2016 to 2017 both moderate poverty and extreme poverty decrease in 1.1 percentage points (p.p.), moderate poverty went from 28 to 26.9 percent, while, extreme poverty was 8.5 percent in 2016 and 7.4 in 2017. Such decrease was primarily driven by a lower incidence of poverty in rural areas, where extreme and moderate poverty rates fell respectively by 2.7 and 2.6 pagesp. Similarly, the urban areas saw a reduction of moderate poverty (from 24.9 to 24.2 percent), while extreme poverty rate has remained virtually flat since 2014, at around 5 percent

    Abstract: Natural events are recurrent. Geophysical hazards such as earthquakes or volcano eruptions cannot be predicted, but it is known that where they have happened in the past, they will happen again. In the case of hydro-meteorological hazards, frequency and intensity are increased by the action of climate change. Guatemala is located in one of the most hazard prone regions, threatened by earthquakes, volcanic eruptions, landslides, fires, hurricanes, and floods. Additionally, other hazards such as fires usually affect ancient structures, becoming one of the main hazards to specific cultural heritage assets. However, natural hazards only lead to disasters when its effects negatively affect human life, and the consequences depend on the vulnerability of the assets and population exposed to these hazards. The concept and practice of Disaster Risk Management (DRM), understood as a safe development strategy, has evolved during the last decades from an approach focused almost exclusively on disaster response, towards a broader approach focused on risk understanding, prevention, and reduction, without demeriting the importance of having strong preparation and response systems. However, other priorities generally relegate cultural heritage in the agenda of local and national governments, and disaster risk plans do not include heritage, leaving at risk areas, buildings or other assets of high historical value. In this regard, conducting risk assessments and establishing risk mitigation and emergency preparedness measures is fundamental. In case of emergency the priority is always to save lives, but in a second moment, acting quickly on cultural heritage is essential to preserve legacies that could otherwise be lost forever

    Abstract: About 80 percent of the poor households in Timor-Leste live in rural areas and are dependent on agriculture for their livelihood. It is therefore widely acknowledged that growth in the agriculture sector is an important channel through which poverty can be reduced in the country. That notwithstanding, the country's agricultural production system is one of the least developed in the world and all subsectors are dominated by subsistence systems and by farmers who are very risk averse. Agricultural productivity in the country is also well below that of other small island developing states and has fallen below the average for other low-income, food-deficit countries in recent years making the sector underperform in terms of its contribution to food security, sufficient livelihood, and overall economic growth. Using data from the 2007 and 2014 of the Timor-Leste Survey of Living Standards, the note provides insight into the extent to which increases in agricultural productivity can contribute to poverty reduction, including assessing the drivers of, and identifying the constraints to, increasing agricultural productivity in the country. The note finds that improvements in agricultural productivity reduce the probability of being poor among agricultural households. Yet, improving productivity goes beyond the confines of raising yield or decreasing cost to include enhancing food quality and promoting higher value products. to do so, the following factors ought to be considered: facilitation of mechanization, improvement in the use of chemical (fertilizer, pesticides, and herbicides) inputs, enhancement in access to credit and extension, encouragement to farmers to join farmer groups, expansion of the commercialization of farm produce, and reduction in the gender gap in agricultural productivity. Investment in the sector can be improved by allocating the limited public funds more strategically and better correspond with local poverty. The findings from this study contribute to existing evidence pertinent to guide how agricultural policy can effectively help reducing poverty in the country

    Abstract: Small area estimates of poverty and inequality statistics, through survey-to-census imputation that lets consumption be estimated for each and every household in a census, are useful for at least three reasons. First, they can help improve the effectiveness of public spending, by targeting to prevent the leakage of benefits to the non-poor (and prevent the under-coverage of the poor). If poor people are concentrated in certain areas, spatial targeting by directing extra development projects and public services to those areas, may be more feasible than trying to individually target the poor. Geographic targeting is highly relevant in countries like Timor Leste, where mountainous topography contributes to high levels of heterogeneity. In similar environments, such as Papua New Guinea, the enclave nature of some modern economic development has created high levels of spatial inequality. The basic details are that household survey data are used to estimate a model of consumption, with explanatory variables restricted to those that have overlapping distributions from a census. The coefficients from this model are then combined with the variables from the census, and consumption is predicted for each household in the census. With these predictions available for all households, inequality and poverty statistics can be estimated for small geographic areas (Elbers et al, 2003).2 In the results below, the poverty statistics that are calculated by using the predicted consumption data for each census household are reported at the suco level (n=442). For the headcount poverty rate, the standard errors at the suco level (relative to the poverty index) average one-quarter and so this is a comparable degree of precision to what the survey offered at the municipality level (n=13) for a variable like the poverty severity index

    Abstract: Revenue mobilization is a key constraint to economic development in the Republic of Guinea. The government's five-year development plan (2016-2020) aims at fostering higher and more inclusive growth through public investments that require financing beyond current fiscal capacity. In this context, Guinea is seeking to efficiently raise additional domestic revenues and external investment financing. Development partners are supporting Guinea with technical assistance for revenue mobilization. The International Monetary Fund (IMF) and the European Union are supporting authorities with direct tax policy, non-tax revenue, and administration issues. The objective of this report is to shed light on indirect taxes, particularly value-added tax (VAT) and excise taxes. The report provides an overview of the main features of tax policy and administration in Guinea, followed by a more detailed analysis of VAT and excise taxes. The focus on indirect taxation is a result of both its significant revenue potential and coordination with other development partners. The analysis presented fills an important gap in the understanding of how Guinea can increase its tax revenues. On VAT, the study finds that addressing policy and administrative constraints can mobilize additional revenues while improving the business climate. On excise taxation, the study finds that existing excise rates are unevenly applied, with scope for raising rates in the future. to systematically address its revenue challenges across all tax types, Guinea should also consider development of a medium-term revenue strategy (MTRS). The report is structured as follows: in the first section, an overview of the evolution and composition of domestic revenues in Guinea is presented. In the second section, VAT is analyzed. The final section reviews excise tax policy and its implementation on international goods and domestic goods

    Abstract: Mexico's economy has grown moderately over the last quarter century, with annual per capita GDP growth averaging just 1.2 percent between 1990 and 2017. The country's weak economic performance reflected a decline in productivity, which fell by 8 percent during that period. Mexico's productivity challenges are associated with large and widening regional disparities and the misallocation of resources between sectors and firms. Large productive firms integrated with Global Value Chains have not developed backward linkages to the rest of the economy and lagging regions. Meanwhile, widespread labor and firm informality contributes to the misallocation of productive resources. Reversing the decline in productivity will require an integrated strategy encompassing multiple policy areas and sectors. This broad strategy should include strategies discussed in other policy notes: (i) alleviating rigidities and distortions in labor markets and improving access to credit; (ii) alleviating existing rigidities and obstacles to competition across sectors and sub-sectors while following through with the structural reforms enacted; (iii) designing and implementing effective interventions at the subnational levels to enhance both product and factor markets; (iv) dealing with the financing of social insurance schemes; and (iv) strengthening rule of law institutions at the federal and local levels. This note focuses on critical aspects of the diagnostic around the productivity dynamics in Mexico. It also links the aspects of the strategy above-highlighted to specific policy recommendations on other Policy Notes of this set given the cross-cutting nature of productivity growth. It also focuses on providing policy directions on: (i) strengthening institutions and programs working directly on the productivity agenda; (ii) selected sub-national interventions to ease the regulatory burden; and (iii) proposing a broad and integrated strategy for fostering formalization

    Abstract: The external environment has deteriorated during the first half of 2019, and downside riskspredominate in the near-term. Global GDP growth is projected to decline to 2.6 percent in 2019 from 3 percent in 2018, reflecting broad-based weakness in advanced economies and major Emerging Market and Developing Economies. Reflecting slower growth and heightened policy uncertainty associated with protected trade tensions, global trade growth is protracted to weaken further from 4.1 percent in 2018 to 2.6 percent in 2019. Downside risks include a further escalation of trade disputes between the world's two largest trading nations, while a more pronounced downturn in global activity and increased volatility in financial flows. Amidst rising global headwinds, Vietnam's economic growth momentum has been slowing since the beginning of the year. Vietnam's real GDP growth has decelerated to a still robust 6.8 percent in the first quarter of 2019 from a vibrant 7.5 percent pace in the same period of 2018. Slower growth reflects several factors. Agricultural output decelerated due to the outbreak of African swine fever and a decline in international prices. Weaker external demand moderated growth of the export-oriented manufacturing sector as well as overall export performance, even though Vietnam seems to have benefitted from some trade diversion due to the ongoing trade tensions between China and the US. Domestic investment appears to be slowed resulting from subdued credit growth and continued consolidation in public investment. Other macroeconomic indicators, such as more sluggish credit growth, subdued inflation and slower import growth are further signs of a cyclical moderation in economic activity. In contrast, service sector activity continues relatively strong, signaling sustained buoyancy in private consumption. Despite a recent uptick in headline inflation, price pressures have remained subdued as credit growth moderated. The headline CPI rose by 2.9 percent (y/y) in May 2019, up slightly from 2.6 percent in January 2019, driven by hikes in administered prices (for electricity and fuel) and moderate food price increases. The State Bank of Vietnam maintained a prudent monetary policy stance to support its twin goals of sustaining macroeconomic stability and supporting overall economic growth. Credit growth is estimated to have slowed to about 13 percent (y/y) in March 2019 reflecting tighter credit policies

    Abstract: The World Bank, with support from authorities in the Western Balkans, has developed a practical guide for capital markets development in small economies. The guide supports the implementation of the Multi-Annual Action Plan for a Regional Economic Area in the Western Balkans Six by helping inform policy discussions around capital markets development, including to what extent capital markets have potential and should be given priority in the region and small economies more broadly. The practical guide aims to provide regulators and policymakers in small economies with an overview of the capital market development agenda and existing challenges. The guide aims to support policymakers and regulators of small economies identify general preconditions, key constraints, and areas of potential for development of local capital markets. A framework for analysis of preconditions and capital markets development has been developed to guide reforms in small economies. A pilot of the methodology in Serbia helped further advance the framework and adapt it to the realities that small economies face. The framework for analysis of the preconditions and capital markets is outlined in Annex two. The practical guide focuses on both necessary preconditions and on relevant specific issues in capital markets development. It includes an assessment of the macro-fundamental preconditions that need to be in place to make capital markets development possible, including macro-political stability, level of savings, the structure of corporate sector, the broader legal and regulatory framework (including insolvency law and tax law), the level of real interest rates, and the soundness of the banking sector

    Abstract: This report is organized into five chapters. Chapter one provides an estimate of the relative efficiency position of the Kyrgyz Republic based on its health outcomes and health expenditure. It is then analyzed to understand whether the sector is mostly in need of additional funding or needs to spend more effectively, or a combination of both. Chapter two derives the base fiscal space scenario: what the health sector can hope for given macroeconomic projections, expectations of external funding, and options to reprioritize health in the budget. These options do not require any specific action short of some active lobbying to drag more resources toward health over arguments that the country overall would gain by getting more. Chapter three examines potential new sources of funds through feasibly and sustainably raising new domestic revenues for health or sources of budgetary savings that will come from limiting financing responsibilities of the health sector.     Abstract: The Kyrgyz Republic has made significant steps in reforming the health system through successive National Health Programs implemented over the last 20 years. One of the major achievements of such reforms were the establishment of a single-payer national health insurance and a basic benefit package. The State Guaranteed Benefit Package (SGBP) provides free basic health services at the primary care level for the whole population, and inpatient care with nominal co-payments or no fee for certain groups. Even though the principles of the SGBP contain elements of international good practice, the SGBP has hardly changed since it was stablished. At the same time, many changes have taken place within and outside the health system, exerting mounting pressure for the SGBP to adapt to the new disease burden and meet population's expectations within the context of budget constraints. The current paper provides a critical assessment of the Kyrgyz Republic's basic health benefit package. It reveals several issues in the actual benefits delivered to the population as opposed to the generous promise of the statutory package. Some important limitations include lack of clarity, persistent funding gap, large number of fee exemption categories given the resource constraints and at the same time lack of an effective mechanism to protect the poor. Most importantly, there is no systematic arrangement in place to ensure a regular evidence-based process of the benefit package revision. The paper proposes several measures that could guide the process of SGBP revision, considering the Kyrgyz context and building on international experiences. It is expected that information from the paper will be useful not only for the Kyrgyz stakeholders but also other countries in making the benefit package an effective instrument for achieving universal health coverage

    Abstract: The main purpose of the 2018 public expenditure and financial accountability (PEFA) assessment is to provide the Government of Uzbekistan and its development partners with an objective up-to-date diagnostic of the national-level public financial management performance based on the latest internationally recognized PEFA methodology. The 2018 PEFA assessment is intended to provide an update of progress in Public Finance Management (PFM) since the last PEFA in 2012, but also establish a new baseline using the 2016 PEFA methodology. This methodology identifies the seven pillars of performance that are essential for an open and orderly PFM system. These include budget reliability, transparency of public finances, management of assets and liabilities, policy-based fiscal strategy and budgeting, predictability and control in budget execution, accounting and reporting, and external scrutiny and audit. The assessment process seeks to build a shared understanding of PFM performance and those dimensions that require improvement. The results of the assessment will assist the government in monitoring the implementation of Uzbekistan's Public Financial Management Reform Strategy to achieve long-term sustainability
