    Abstract: "The Savings and Loan Crisis: Lessons from a Regulatory Failure" sets the record straight about what actually happened to our banking institutions in the 1980s. As is documented by the highly respected and diverse group of former regulators, scholars and practitioners contributing to this book, the collapse of this industry was caused by a confluence of adverse economic conditions and misguided regulatory decisions. Poorly designed deposit insurance, faulty supervision, and restrictions on investments prevented savings and loans from adapting to a changing financial marketplace. Unable to use financial innovations, savings and loans could not hedge interest rate and credit risks. These factors blocked portfolio diversification and lay at the root of the crisis. The savings and loan crisis was an accident, but it was an avoidable one. Most of the factors responsible for causing and exacerbating the industry's problems were preventable, as is made clear in this volume. This book also provides an insider's view of the transformation of the financial services industry in the United States since the 1980s: how the managers and owners make decisions about product offerings and investments; how the regulators monitor performance and enforce the rules; and how Congress and the Administration influence and are influenced by the financial services industry. Lastly, it focuses attention on the lessons that should have been learned from this difficult period in the history of U.S. banking, and that should help prevent future banking crises everywhere.

    Abstract: Emphasising a positive approach to dealing with terrorism (the carrot), this book provides a critique of deterrence policy (the stick) which can be ineffective and even counterproductive, and proposes three alternative and effective anti-terrorist policies: Decentralisation reduces vulnerability to terrorist attacks. A system with many different centres is more stable due to its diversity, enabling one part to substitute for another; Positive incentives can be offered to actual and prospective terrorists not to engage in violent acts. Incentives include: reintegrating terrorists into society, welcoming repentents and offering them valued opportunities; and Diverting attention by naming several terrorist groups potentially responsible for a particular terrorist act. The government thus supplies more information than the terrorist responsible would wish

    Abstract: This book takes up the challenge of developing an empirically based foundation for evolutionary economics built upon complex system theory. The authors argue that modern evolutionary economics is at a crossroads.     Abstract: Do political decentralisation and inter state competition favour innovation and growth? There has long been a lively debate surrounding this question, going back to David Hume and Immanuel Kant. This book is a new attempt to test its veracity. The existing literature tends to assume that the beneficial effects of inter state competition have been confined to European history. By contrast, China, India and the Islamic Middle East are regarded as inherently imperial and overcentralised. However, these civilisations have not always been unified politically. In their history, there have been long spells of decentralised rule or inter state competition. The same is true for Japan.     Abstract: The No Child Left Behind Act (NCLB) is a performance-based accountability system built around student test results. The accountability system comprises explicit educational goals, assessments for measuring the attainment of goals and judging success, and consequences (rewards or sanctions). But the mechanisms through which the system is intended to work are not well understood. The authors examined five accountability models: two from the manufacturing sector (the Malcolm Baldrige National Quality Award Program and the Toyota Production System (TPS)), a performance incentive model used in the evaluation of job training programs for the poor, accountability in the legal sector, accountability in health care as shown by clinical practice guidelines, use of statistical risk-adjustment methods, and the public reporting of health performance measures. Although education faces unique challenges, the authors conclude that educators can learn much from these other sectors. The Baldrige, TPS, and the clinical practice guidelines suggest the importance of focused institutional self-assessment, understanding school and district operations as a production process, being able to develop and apply a knowledge base about effective practice, and empowering participants in the process to contribute to improvement efforts. The job training and risk-adjustment models and the legal and health care accountability models provide specific guidance on how to enhance system-wide accountability in education by broadening performance measures; making sure performance goals are fair to all students and schools; developing standards of practice in promising areas; and encouraging professional accountability

    Abstract: Dissatisfied with the results of earlier efforts to improve educational outcomes in U.S. schools, the Ford Foundation developed a program called the Collaborating for Education Reform Initiative (CERI) that provided grants to collaboratives of community-based organizations in urban settings as a way to address systemic barriers to high-quality teaching and learning. Eight collaboratives signed on, and, over four years, the RAND Corporation assessed the progress of the program. The authors of this report found that the eight sites made varying degrees of progress and, while none had reached the final outcomes desired, some of the collaboratives offered considerable promise. Although success is far from certain, by adopting such techniques as clear communication of expectations, engaging school staff, and using data to alter strategies as necessary, collaboratives stand a better chance of becoming self-sustaining and positively affecting student learning

    Abstract: Even before the events of September 11, 2001, threat assessments suggested that the United States should prepare to respond to terrorist attacks inside its borders. This monograph examines the use of military medical assets to support civil authorities in the aftermath of a chemical, biological, radiological, nuclear, or conventional high explosives attack inside the United States. In conducting this study, the authors focused on the following questions: Under what circumstances could military medical assets be requested? What sort of asset is likely to be requested? Are appropriate assets and related planning processes in place for civil support? What are the legal (and other) barriers to military support to civil authorities, and how can they be overcome, if necessary? In addition to a discussion of the applicable literature and laws, this monograph also includes historical case studies focusing on instances in which military medical assets were requested to assist civil authorities following natural disasters. It also includes a review of two exercises, based on postulated attacks, involving senior officials from local, state, and federal agencies-one involving a smallpox attack in Georgia and another involving a "dirty bomb" attack in California

    Abstract: Over the past decade, the United States has endeavored to increase its ability to detect, prevent, and respond to terrorist threats and incidents. The agriculture sector and the food industry in general, however, have received comparatively little attention with respect to protection against terrorist incidents. This study aims to expand the current debate on domestic homeland security by assessing the vulnerabilities of the agricultural sector and the food chain to a deliberate act of biological terrorism. The author presents the current state of research on threats to agricultural livestock and produce, outlines the sector's importance to the U.S. economy, examines the capabilities that are needed to exploit the vulnerabilities in the food industry, and explores the likely outcomes of a successful attack. The author addresses the question of why terrorists have yet to employ agricultural assaults as a method of operation and offers proposed recommendations for the U.S. policymaking community

    Abstract: What are the forces that will continue to shape the U.S. workforce and workplace over the next 10 to 15 years? With such inevitabilities as the proliferation and acceleration of technology worldwide, will more individuals work at home, will more businesses outsource their noncore functions--and with what consequences? Answering such questions can help stakeholders--workers, employers, educators, and policymakers--make informed decisions. With its eye on forming sound policy, the U.S. Department of Labor asked the RAND Corporation to look at the future of work in the near-to-medium term. The authors analyzed shifting demographic patterns, the pace of technological change, and the path of economic globalization. They observe, for example, that the workforce will continue to grow--however, at a markedly declining pace--and that the ongoing education of employees will be paramount as new technologies, such as bio- and nanotechnologies, come onto the scene and develop. They also look at the trend of globalization and how it fares for the United States' economy and those of other countries. Overall, the authors provide for the reader expectations about the key forces in the economy today and their implications for the future workforce and workplace, including the size, composition, and skills of the workforce; the nature of work and workplace arrangements; and worker compensation

    Abstract: Es kommt nicht oft vor, dass man innerhalb einer Arbeit sowohl einen generativ-grammatischen als auch einen soziolinguistischen Ansatz findet. Die vorliegende Studie versucht diesen Brückenschlag anhand von Daten aus der französischen Interrogativsyntax, u.a. zur wh-in-situ-Form, zur stilistischen Inversion, zur langen Extraktion und zur que-qui-Problematik. Gradierte Grammatikalitätsurteile bilden die empirische Hauptdatenquelle, wobei auch Daten aus qualitativen Interviewerhebungen und Lesezeitmessungen einbezogen werden. Zugleich werden methodologische Fragen zur Messbarkeit von Grammatikalität behandelt. Die Auswertung des empirischen Materials revidiert und präzisiert einige vertraute Auffassungen. Beispielsweise erweist sich die Evidenzgrundlage für die Annahme von LF-Bewegung bei wh-in-situ-Strukturen des Französischen als überraschend dünn. In einem weiteren Schritt wird der Einfluss externer Faktoren auf die Grammatikalitätsurteile statistisch untersucht. Hierbei beschränkt sich die Arbeit nicht auf den Standardsatz soziodemographischer Merkmale. Sie bezieht das Lebensstilkonzept aus der soziokulturellen Theorie von Pierre Bourdieu ein, das sich in der Tat als besonders relevant für die Identifikation und Erklärung von Variationsphänomenen in der Grammatik (z. B. Präferenzen für bestimmte Wortstellungsvarianten) erweist. Diese Studie zeigt, wie die gemeinsame Berücksichtigung einer grammatiktheoretischen und sozialstrukturellen Analyse zu einem präziseren Verständnis der französischen wh-Interrogation führt.

    Abstract: The contributors to this volume investigate to what extent welfare has increased in the United States over the postwar period and provide a rigorous examination of both conventional measures of the standard of living, as well as more inclusive indices. The chapters cover such topics as: race, home ownership and family structure; the status of children; the consumer price index; a historical perspective on the standard of living; worker rights and labor strength in advanced economies. In addition, they explore two economic systems delivering the goods--the free enterprise system of the United States and the European social welfare state. They then present international comparisons and highlight the relative advantages and disadvantages of these two systems.

    Abstract: The ability to predict future health care costs reasonably accurately is critical to planning for the Centers for Medicare and Medicaid Services (CMS). The models used for such projections to date, however, are limited in terms of their capacity to take into account the complex array of factors likely to affect future spending. To improve CMS's ability to map the effects on spending of such factors as medical breakthroughs and demographic trends, RAND Health developed the Future Elderly Model (FEM), a demographic-economic model framework of health spending projections that enables the user to answer "what-if" questions about the effects of changes in health status and disease treatment on future health care costs. What distinguishes the FEM from other models is its inclusion of a multidimensional characterization of health status, which allows the user to include a richer set of demographic controls as well as comorbid conditions and functional status. This report describes the development of the FEM and its application in four clinical areas: cardiovascular disease, the biology of aging and cancer, neurological disease, and changes in health care services. Beside those involved in planning at the Centers for Medicare and Medicaid Services, it should be of interest to health policy planners and health economists

    Abstract: This book studies the dynamics of alliance group formation in technology-based networks. The author attempts to develop the concept of alliance blocks from a social network perspective, and explores the relationship between alliance block membership and innovative performance in a changing technological environment. The book demonstrates that as an alliance network grows, the likelihood of alliance block formation also increases. The author presents evidence that pursuing a block membership strategy favourably affects innovative performance. This is true for conditions of both cumulative and disruptive technological change. However, over time the technology profiles of alliance block members tend to become more similar, which can eventually lead to a reduction in innovative activity. She also reveals that, when compared to their non-member counterparts, firms in alliance blocks are likely to apply for more patents, hold more central positions in the network, have larger revenues and undertake more R&D intensive research. In addition, they are also inclined to originate from an Asian background. This is the first book to propose a well-developed theoretical framework, supported by empirical evidence, to explain alliance block formation processes and their effect on innovative performance. As such, it fills a substantial gap in the literature on competitive rivalry among alliances, an increasingly important area of research. It will be essential reading for academics and practitioners in the fields of industrial organization, strategic management, technological alliances, competition and innovation studies

    Abstract: This book reveals the key importance, in terms of international competitiveness, of firms' capability to adapt to, and develop, new technologies. At the same time, the authors argue that the sheer complexity of emerging technologies is such that the knowledge involved in their creation is likely to be dispersed and distributed between many individuals and over numerous locations. The authors argue that even if one assumes that the internal knowledge base is of strategic importance to many companies, most of the knowledge used by the majority of companies is developed outside the company. Since much knowledge is tacit in nature, the location of companies and their different departments become vital in accessing such knowledge, and there are strong reasons to believe that spillover effects are geographically bounded. Hence, it may often be of strategic importance to companies and their competitiveness to be represented in the 'right' industrial clusters.     Abstract: This book argues that the shift in general equilibrium theory, from its early long-period to the modern very-short-period versions, has had very important consequences which are insufficiently appreciated by large parts of the economics profession. This shift has produced new difficulties, and has undermined central tenets of neoclassical macroeconomic theory (such as the negative dependence of aggregate investment on the interest rate, or the existence of a downward-sloping demand curve for labour) which had their basis in the long-period versions where capital was treated as a single factor. According to the author, what makes it difficult to appreciate these consequences is the current imperfect grasp of the long-period method (an approach common to classical and to the first generations of neoclassical economists, but nowadays often confused with steady-growth analysis). The origins of this problem date back to the 1930s, and to this day still obscure the history and the logic of the neoclassical approach. The book explains the analytical differences between long-period, steady-growth, and short-period general equilibrium analyses, and proves that on this basis considerable clarification can be achieved, not only in many aspects of the history of economic theory, but also in fundamental issues in the theories of value, distribution, capital, investment, employment and money. For example, the reasons for the disagreements in the 'Cambridge controversies' over capital theory become very apparent. This stimulating critique on the present state of economic theory will appeal to academics and researchers with an interest in macroeconomics, the history of economic thought, and the theory of value and distribution. It will also enlighten and inform anyone wanting to understand the reasons behind the current dissatisfaction with neoclassical economics

    Abstract: This book provides a comprehensive overview of the important topic of standards, which remains a vastly under-researched field of empirical inquiry. It presents a variety of interesting empirical analyses which reveal the driving forces and the economic impacts of standardization both in the manufacturing and the service sector. The author begins by providing a detailed outline of the various types of standards and their possible economic impacts. Before providing empirical validation of the theoretical arguments, he discusses the influence of standards within the regulatory system. Among the other actors in the standardization process, the author focuses in particular on the role of the firm, which acts as the main impetus for the development and implementation of new standards. He also examines the fundamental link between technical change and standardization, to assess whether this relationship is a virtuous or vicious cycle. In this context, the impact of intellectual property rights within standardization is also highlighted. Another significant aspect is the consequences of standards for trade and their role in fostering or inhibiting international trade flows.     Abstract: Bioethicists, moral philosophers and social policy analysts have long debated about how we should decide who shall be saved with scarce, lifesaving resources when not all can be saved. It is often claimed that it is fairer to save younger persons and that age is an ethically relevant consideration in such tragic decisions. Medical benefit should be maximized and final selection should aim to minimize the contaminating influence of chance. These claims are challenged by Duff R. Waring in Medical Benefit and the Human Lottery, one of the few books that attempts a sustained defence of random patient selection. This book combines ethics and political philosophy in its novel and strict egalitarian approach to patient selection for transplantable organs. Waring addresses the question of whether we should choose between lives on the basis of fair chances or best outcomes. He argues that final selection criteria should be based on fair chances that equalize opportunity as opposed to best outcomes. His defence of "hardy" egalitarianism aims to show that random selection by lottery can affirm both a common humanity and the equal value of lives. The notion of patient selection by lottery has not fared well in bioethics and has been regarded by some as a moral affront. Waring argues that a human selection lottery may be neither as crude nor as ethically anomalous as some have supposed. Indeed, it can reflect a familiar conception of equality as a political and moral ideal. This conception abstracts from many undeniable differences between patients and claims that scarce resources should be allocated on the principled assumption that each of their lives is equally worth saving. The book is also notable for its critiques of some recent utilitarian notions of medical benefit which can have an age-biased impact on elderly patients. Waring then argues against the leading, contemporary age-based approaches to patient selection. He explores the way random selection by lottery can affirm his egalitarian ethos in cases where eligible transplant candidates have each passed a threshold level of prospective medical benefit that has been set by democratic deliberation. Taming chance with a human lottery is defended as the most lucid means of ensuring equal opportunity. In so doing, Waring argues that we give the principle of equal concern and respect a radical expression: above a noncomparative threshold of medical benefit, each candidate can have an equal claim to life.

    Abstract: Monetarism is dead! Central bankers are all Wicksellians now! They target low inflation rates, with no regard to monetary aggregates whatsoever, by acting upon short-term real rates of interest. This is the New Consensus in monetary economics, or simply the New Keynesian Synthesis. Yet, this synthesis still hinges on variants of the long-run vertical Phillips curve originally proposed by Milton Friedman, the father of old-line monetarism. Contributors to the volume question this New Consensus. While they agree that the money supply should be conceived as endogenous, they carefully examine the procedures pursued by central banks, the monetary policy transmission mechanisms suggested by central bankers themselves, and the assumptions imbedded in the New Consensus.     Abstract: On the premise that pension provision in Europe will dramatically change over the next few decades, this book concentrates on the funded component of pension wealth, and specifically on annuities - financial products that, on the basis of actuarial equivalence, allow the conversion of wealth into a lifelong stream of income. Developing an Annuity Market in Europe provides an analysis of how longevity and return risks are dealt with, besides considering key features from both household and insurance company perspectives. It takes account of the fact that annuity markets are expected to attract much interest in future years given the prospective cuts in public pension expenditure. In order to fill the gap between shrinking pensions and desired retirement consumption, the authors argue, annuities must be well regulated and supplied with financially attractive products. These conditions hardly exist today: thin markets and scant interest prevail, information is incomplete and imperfect, products show significant disparities.     Abstract: Welche Auswirkungen haben interne Migrationskontrollen auf Migrantinnen und Migranten ohne regulären Aufenthaltsstatus - auf Sans Papiers? Dieser Frage geht das Buch mit einem Vergleich zwischen den Vereinigten Staaten und Deutschland nach. Anhand von Expertengesprächen und vierzig qualitativen Interviews mit Sans Papiers werden polizeiliche Kontrollen und Kontrollen in den Bereichen Arbeitsmarkt, Gesundheitsversorgung, Wohnen sowie Schule und Kinderbetreuung eingehend untersucht. Das Buch diskutiert, ob globale ökonomische, politische und soziale Prozesse die Fähigkeit von Nationalstaaten einschränken, Migration zu kontrollieren. Es wird gezeigt, dass sich die Migrationspolitik der OECDStaaten in den vergangenen Jahren zwar auf der Ebene der Leitlinien und Gesetze angeglichen hat. Bei der Implementation von Kontrollen bestehen aber nationale Unterschiede fort. Die Interviews belegen, dass Sans Papiers in den USA weiterhin vielfältige Möglichkeiten zur gesellschaftlichen Partizipation haben. Im Gegenzug zeigt das Beispiel Deutschland, dass angesichts der weitgehenden Exklusion von Sans Papiers keine Rede von einem Kontrollverlust sein kann.
    Abstract: What are the effects of internal migration controls on migrants without a regular residence permit – on “sans papiers”? The book gives an answer to this question with a comparative study of the United States and Germany. Based on expert interviews and in-depth interviews with forty sans papiers, police controls as well as controls in areas such as labor market, health care, housing, schooling and childcare are carefully analysed. The book discusses whether global economic, political or social processes have restricted the ability of advanced capitalist countries to control migration. It argues that migration policy in the OECD countries has become more similar, but this convergence only takes place at the level of policy goals and legal norms. At the level of implementation, national differences persist. The interviews show that sans papiers in the U.S. continue to have many possibilities to participate in society. In contrast, the comprehensive exclusion of sans papiers in Germany confi rms that there is no general “loss of control”

    Abstract: Sozialperspektivität bezeichnet die menschliche Fähigkeit, zwischen der eigenen Sicht und dem Blick anderer zu wechseln, somit Metaperspektiven einzunehmen und die verschiedenen (vermuteten) Sichtweisen aufeinander zu beziehen. Die Einnahme von Metaperspektiven und die Perspektivenreflexion sind Voraussetzungen für sozial intelligentes Handeln. Micha Strack stellt im vorliegenden Band den Diskussionsstand zur Sozialperspektivität in der aktuellen psychologischen Forschung vor, ergänzt diesen durch eigene empirische Studien und zeigt die Einsatzmöglichkeiten in der Wirtschafts- und Sozialpsychologie auf.

    Abstract: La publication intitulée « Les politiques nationales pour la promotion du cyclisme » présente les expériences de 21 pays et de 7 municipalités dans l’élaboration et la mise en œuvre de mesures et de politiques visant à promouvoir le cyclisme comme mode de transport. En 2004, les ministres de la CEMT ont adopté une Déclaration sur les politiques nationales en matière de cyclisme pour le transport urbain durable au Conseil de Ljubljana. Par cette déclaration, les Ministres ont reconnu pour la première fois l’importance d’une politique nationale et d’un cadre institutionnel approprié pour la promotion du cyclisme.

    Abstract: Thousands if not millions of people have heard the term ?servant leadership,? introduced by Robert K. Greenleaf in his landmark essay The Servant as Leader, published in 1970. There are now Centers for Servant Leadership in ten countries and counting. His work is regularly cited by some of the most prominent business writers and leaders in the world, such as Ken Blanchard, Stephen Covey, Peter Senge, Margaret Wheatley, and Peter Block. And yet until now there has been no biography of the man who first developed this revolutionary idea. Don Frick was given unfettered access to all of Greenleaf?s papers and correspondence. The result is a fascinating book that details the sources of Greenleaf?s thought, describes his friendships with dozens of well-known people, and shows how he influenced business history well before his first book was published at the age of 73, and lived his own life as a servant leader. As Director of Management Research at AT&T for 38 years, Greenleaf was known as ?AT&T?s Kept Revolutionary.? Among other unusual initiatives, he oversaw a novel program which taught executive decision making through great literature, established the first corporate assessment center using knowledge gleaned from the OSS?s approach to training civilian spies during World War II, and invited leading philosophers and theologians to have conversations with AT&T executives. After a period of soul searching and some surprising experiments in consciousness, Greenleaf retired from AT&T and began to develop the concept of servant leadership, the then-heretical notion that leaders lead best by serving their followers rather than ?commanding? them. He continued to promote the idea through teaching, writing, and consulting until his last years, and was instrumental in creating a score of important organizations such as The Center for Creative Leadership and Yokefellow Institute. Always, Greenleaf was a seeker opening himself up to novel experiences and astonishing people. He was a complex person?an introvert who served in public roles, a wise person who refused to give others ?The Answer,? a brilliant thinker who often declared, ?I am not a scholar.? His grave carries the epitaph he wrote for himself: ?Potentially a good plumber; ruined by a sophisticated education.?
