    Abstract: Die Integration von Telekommunikation in Europa wurde bislang eher gegenwartsorientiert und nicht historisch betrachtet. Im Gegensatz dazu vergleicht Berenice Ahr internationale Standardisierungen bei grenzüberschreitenden Fernsprechverbindungen in den Jahrzehnten vor dem Ersten und nach dem Zweiten Weltkrieg. Anhand repräsentativer Fallbeispiele werden die Strukturen der internationalen Regime, die Willensbildungs- und Entscheidungsprozesse und ihre Akteure sowie die behandelten Standards untersucht. Es wird danach gefragt, wie sich Strukturen, Prozesse und Standards gegenseitig beeinflussten. Der intrasektorale Vergleich innerhalb der jeweiligen Epoche sowie zwischen beiden Epochen stellt die spezifischen Merkmale der Integration, die Gemeinsamkeiten und Unterschiede sowie die fördernden und hemmenden Faktoren heraus.

Doch hinter dem Versand eines Briefes steht ein enormer technischer und organisatorischer Apparat, insbesondere dann, wenn Staatsgrenzen überschritten werden. Internationaler Postverkehr setzt daher ein Mindestmaß an Integration von nationalen Netzen und Diensten voraus, wozu die Schaffung von ‚Standards’ eine Grundvoraussetzung ist. In diesem Band werden erstmals Standardisierungen des internationalen Bahn- und Luftpostverkehrs aus historischer Perspektive eingehend untersucht. Der Vergleich struktureller, prozessualer und inhaltlicher Aspekte zeigt neben signifikanten Unterschieden auch eine Reihe überraschender Parallelen zwischen infrastruktureller Integration Mitte des 19. Jahrhunderts und jener nach dem Zweiten Weltkrieg.
