    Abstract: This book deals with the essential philosophical/ethical dimension that concerns the ends and goods entrusted to medicine. It shows that medicine cannot be reduced to its scientific and technical aspects and that the constitutive philosophical aspects of medicine presently are in a state of crisis. Medicine, besides being a scientifically based art of diagnosing and curing infirmities of many kinds, also possesses an essential philosophical and ethical dimension. It turns into anti-medicine if it no longer stands in the service of those goods and ends that are entrusted to it. Their nature is in no way known by natural science but can be clarified by philosophy. Consequently, medicine suffers from philosophical diseases of different degrees of gravity if its theory and practice are based on errors about its proper ends. The cure from the life-threatening philosophical diseases of medicine lies in a critique of philosophical mistakes that influence the theory and practice of medicine and in an understanding and practical implementation of those ethically relevant goods that constitute its true ends. At a time when these goods are by no means universally recognized or embodied in laws of medicine, some basic philosophical understanding of them and of the foundations of medical ethics is urgently required. The purpose of this volume is to provide this largely neglected part of general and medical education

    Abstract: The purpose of this study is to question whether liberal political theories ought to inform the way policymakers and administrators analyze risk in proposed courses of environmental practice. In order to explore the relationship of liberal theory to rational practice in environmental policy, this project examines the risk analysis used to approve the genetically engineered bovine growth hormone in American agricultural policy. The Political Theories of Risk Analysis suggests that American environmental public policy is attempting to assess danger with an incomplete notion of utility, to eliminate the hazards of society with an inadequate contractual justification of political authority, and to publicly debate accepted levels of risk with an unfulfilled critical social theory. Because environmental risk analyses are incorrectly perceived as technically rational and socially apolitical, they result in practices that are muddled and misdirected. Making theoretical foundations explicit, however, could lead to improved practice. Public policy and administrative decisions regarding agricultural biotechnologies should and can function with more concern for democratic values.     Abstract: Incidents of bioterrorism and biowarfare are likely to recur, leading to increased public concern and government action. The deficiencies of the Biological and Toxin Weapons Convention (BTWC) are in urgent need of attention: the BTWC is the central international agreement to prevent the proliferation of biological warfare programmes. Uniquely, this book is written by diplomats involved in the decade-long effort (1991-2001) in which State Parties to the BTWC tried to agree a Protocol to the Convention with legally binding measures to strengthen its effectiveness, and academics concerned with the negotiations. Just before negotiations foundered, when the Chairman's proposed text was virtually complete, the problems and proposed solutions were examined thoroughly, leading to this book. The book is wide-ranging in its review of the history of biological warfare, the reasons why the current biological revolution is of such concern, and the main features of the BTWC itself. The core of the book examines the key elements of the proposed protocol - declarations, visits, challenge-type investigations, and enhanced international cooperation - and the implications for government, industry and biodefence, giving us all a better understanding of what still remains to be done to avert a biowarfare catastrophe.

    Abstract: This book is a collective effort on the part of researchers affiliated with the CERES Research School in Development Studies in the Netherlands to discuss a series of themes and concepts crucial to the overlapping fields of globalization and development research. While development in the course of the 1980s and 1990s was becoming hinged onto globalization, prior approaches to development were increasingly being criticized. An impasse was announced by various actors in the field, and renewed reflection on some of the basic concepts and methods became inevitable. Much of the initial rethinking went under the sign of postmodernism and tended to give priority to micro- and actor-centered research. Later, with the emerging discussion on globalization, new macro dimensions were added, and efforts were launched to articulate local/global approaches. This book discusses a set of key themes and concepts that reflect these intellectual and historical developments.     Abstract: My ?rst encounter with the world of crime and punishment was more than two decades ago, and it has since undergone vast changes. No one could have foreseen that crime-related problems would occupy such a prominent position in cultural awareness. Crime is on the rise, the public attention devoted to it has increased even more, and its political importance has mushroomed. The major change in the 1990s was perhaps the transformation of crime into a safety issue. Crime is no longer a matter involving offenders, victims, the police and the courts, it involves everyone and any number of agencies and institutions from security companies to the local authorities and from schools to pub and restaurant owners. Crime has become a much larger complex than the judicial system—a complex organized mentally and institutionally around this one concept of safety. In this book I make an effort to get to the bottom of this complex. It is the sequel to my dissertation Crime and Morality—The Moral Signi?cance of Criminal Justice in a Postmodern Culture (2000), where I hold that the victim became the essence of crime in Western culture, and that this in turn shaped public morality. In the second half of the twentieth century, a personal morality based on an awareness of our own and other people’s vulnerability, i. e. potential victimhood, succeeded the ethics of duty.

    Abstract: Criminal justice for human rights abuses committed during periods of political repression or dictatorship is one of the great challenges to post-con?ict societies. In many cases, there has been no justice at all. Sometimes serious political concerns that e?orts at accountability might upset fragile peace settlements have militated in favour of no action and no accountability. In many cases, the outgoing tyrants have conditioned their departure upon a pledge that there be no prosecutions. But thinking on these issues has evolved considerably in recent years. Largely driven by the view that collective amnesia amounts to a violation of fundamental human rights, especially those of the victims of atrocities, attention has increasingly turned to the dynamics of post-con?ict accountability. At the high end of the range, of course, sit the new international criminal justice institutions: the ad hoc tribunals for the former Yugoslavia and Rwanda, the Special Court for Sierra Leone, the various ‘‘hybrid’’ tribunals in Kosovo, East Timor and Cambodia, and the new International Criminal Court. But in terms of sheer numbers, the most signi?cant new institutions are truth and reconciliation commissions. Of va- able architecture, depending upon the prerogatives of the society in question and the features of the past con?ict, they have emerged as a highly popular mechanism within the toolbox of transitional justice. In some cases, the truth commission is held out as an alternative to criminal justice.

    Abstract: Basic income is a regularly debated topic in various scholarly disciplines (political philosophy, political theory, welfare economics, labour market economics and social policy) and in circles of policy makers, administrators and activists. Since the late 1970s, unemployment is the primary problem for social-economic policy in all welfare states.     Abstract: This volume has a long and distinguished pedigree. It is the product of an effort to devise clear and unambiguous methods for demonstrating that international regimes make a difference stretching back at least to the early 1990s. What has transpired in the meantime is the development of a suite of useful techniques of analysis rather than the creation of a single, correct methodology for use in this field of study. Our assumption is that we can be relatively confident regarding assessments of the consequences of individual regimes when those employing a variety of methods converge on the same conclusions. When different methods yield divergent conclusions, on the other hand, we can take this as a signal that more work is needed to arrive at convincing judgments regarding the consequences of the regimes in question. Along the way, we came to understand that there is an important distinction between what we describe in this book as simple effectiveness and broader consequences. Most analyses of the effectiveness of international regimes focus on individual cases and seek to assess the performance of regimes on a case-by-case basis. This is entirely understandable. Yet it is now clear that individual regimes not only interact with one another but also operate in and affect broader settings. The study of these broader consequences is less mature than research on the effectiveness of individual regimes.

    Abstract: This volume represents the first attempt to systematically compare organised crime concepts, as well as historical and contemporary patterns and control policies in thirteen European countries. These include seven ‘old’ EU Member States (Denmark, France, Germany, Italy, The Netherlands, Spain and the United Kingdom), two ‘new’ members (the Czech Republic and Poland), a candidate country (Turkey), and three non-EU countries (Albania, Russia and Switzerland). Based on a standardised research protocol, thirty-three experts from different legal and social disciplines provide insight through detailed country reports. On this basis, the editors compare organised crime patterns and policies in Europe and assess EU initiatives against organised crime.     Abstract: When reconstructing the past, the archaeologist needs to take into account all kinds of relevant information. Where no written sources are available, the natural sciences play an indispensable role. Troia is a remarkable site in this respect. The present excavation project at Troia, under the directorship of Manfred Korfmann, integrates various disciplines including geoarchaeology, archaeobotany, zooarchaeology, anthropology, geophysical prospection as well as chemical and technological studies of metal, stone and pottery. Hardly any other archaeological project is supported so intensely and on such a broad scale by archaeometric investigations as the international research group in Troia. In April 2001 an International Symposium was held in Heidelberg, Germany, with the aim of promoting scientific discussion and providing synopses of the various disciplines engaged in Troia. This volume contains most of the contributions presented at the symposium.     Abstract: Around the Sacred Fire is a compelling cultural history of intertribal activism centered on the Indian Ecumenical Conference, an influential movement among native people in Canada and the U.S. during the Red Power era. Founded in 1969, the Conference began as an attempt at organizing grassroots spiritual leaders who were concerned about the conflict between tribal and Christian traditions throughout Indian country. By the mid-seventies thousands of people were gathering each summer in the foothills of the Rockies, where they participated in weeklong encampments promoting spiritual revitalization and religious self-determination. Most historical overviews of native affairs in the sixties and seventies emphasize the prominence of the American Indian Movement and the impact of highly publicized confrontations such as the Northwest Coast fish-ins, the Alcatraz occupation, and events at Wounded Knee. The Indian Ecumenical Conference played a central role in stimulating cultural revival among native people, partly because Conference leaders strategized for social change in ways that differed from the militant groups. Drawing on archival records, published accounts, oral histories, and field research, James Treat has written the first comprehensive study of this important but overlooked effort at postcolonial interreligious dialogue

    Abstract: This volume of the Argumentation Library contains a collection of twenty-six theor­ etical contributions to the study of argumentation.     Abstract: The concept of identity has become ubiquitous with the social and behavioural sciences in recent years, cutting across disciplines from psychoanalysis and psychology to political science and sociology. Identity theory, initially outlined by Sheldon Stryker, proposes a concept of identity based on the symbolic interaction of the social role and personal identity. By seeing all of these identities theoretically isomorphic, but having different bases and sources, a unification of the different uses of identity might be better achieved. The contributions to Advances in Identity Theory and Research all begin with this view of identities and seek to extend and apply our understanding of that concept. The volume is presented in four sections based on recent research in the field: - the sources of identity, - the tie between identity and the social structure, - the non-cognitive outcomes, such as emotional, of identity processes, - the idea that individuals have multiple identities. By recognizing the multiple bases of identity that are found in group, role and person and by taking into account variation in levels of commitment and salience of these identities as people are tied into the social structure differently, the complexity of society is reflected in the complexity of the self

    Abstract: Innovation in the private and public sectors has been the subject of a great deal of study, since it is central to the economic growth and effective governance of most organizations. Determining the changes needed in an organization is less difficult than determining how to make the changes work. This volume is the result of a three-year study that investigated the factors associated with the implementation of program changes in a nonprofit community welfare agency. The results of the research showed that a greater understanding of the implementation process was needed, both by the workers and administrators. In addition, factors other than "need" were determined to influence what action is taken to implement the recommendations. This book takes the results of the study and demonstrates how implementation can be successful in an organization.     Abstract: Contemporary international aid consists of a wide range of various support programs, where the end-result in many cases not only reflects the needs of the recipient country, but also the interests of the donor country. In Science and Politics of Foreign Aid - Swedish Environmental Support to the Baltic States it is shown that this particular support has been directed primarily towards areas of joint concern, such as air pollution and effluents to the Baltic Sea. Environmental problems with primarily local effects have, to a large extent, been neglected in the Swedish support program. The requirement on the Baltic recipient countries to finance a specific fraction of each joint program with local resources has furthermore drained the local national environmental budgets from resources, making it very difficult for these countries to mitigate various local environmental hazards by themselves. In contrast to many previous foreign aid studies where various donor country biases often are suggested but not empirically validated, this book gives an in-depth view of how a particular support program is influenced by specific and self-interested considerations.

    Abstract: African Americans constitute one of the most interesting and dynamic components of the population of the United States. Unfortunately, an accurate assessment of their demographic characteristics is beset by inaccuracies in the underlying data. Using a novel strategy that combines record linkage and demographic/statistical analysis, the authors produce an internally consistent and robust set of estimates of the African-American population during the period 1930-1990. They interpret the record that emerges, with special reference to longevity trends and differentials. This work is of particular interest to demographers, sociologists and students of ethnic studies

    Abstract: Do constitutions matter? Are constitutions simply symbols of the political times at which they were adopted, or do they systematically affect the course of public policy? Are the policy crises of failing democracies the result of bad luck or of fundamental problems associated with the major and minor constitutional reforms adopted during their recent histories? The purpose of the present study is to address these questions using a blend of theory, history, and statistical analysis. The Swedish experience provides a nearly perfect laboratory in which to study the effects of constitutional reform. During the past 200 years, Swedish governance has shifted from a king-dominated system with an unelected four-chamber parliament to a bicameral legislature elected with wealth-weighted voting in 1866, and then to a new electoral system based on proportional representation and universal suffrage in 1920, and finally to a unicameral parliamentary system in 1970. All these radical reorganizations of Swedish governance were accomplished peacefully using formal amendment procedures established by previous constitutions. By focusing on constitutional issues rather than Sweden's political history, this book extends our understanding of constitutional reform and parliamentary democracy in general

    Abstract: Throughout history, material goods have been valued for more than their usefulness; they have also been symbols of status and wealth. During the colonial period of Australia, material goods took on an even more important role for the new arrivals to the island. Material Culture and Consumer Society argues that material goods were a necessary adjunct to the successful colonization of Australia demonstrating that it was necessary to establish trade networks that provided adequate supplies of culturally 'appropriate' food, drink and other consumer goods for the newly arrived colonists. Material goods were used: * to distinguish the colonists from Indigenous groups ; * to reassure the colonists about their place in the world; * to help establish the colonists' own networks of social relations. Material Culture and Consumer Society contends that the role of consumption and the part played by material goods were more important to the negotiation of social position in the colonies than in the homeland.     Abstract: The book consists of five parts and a concluding chapter. Part 1 covers general problems and presents solutions for the harmonisation of data from different national and/or cultural contexts. In the second part EUROSTAT and ESOMAR present their established standard instruments. Tested instruments each covering one variable (i.e. occupation, education) are presented in the third part. The fourth part again includes suggested tools for the harmonisation of single variables for which standardised instruments are not yet available (i.e. age, religion, ethnicity, household, family, income). The last part presents selected empirical analyses demonstrating the use and fruitfulness of instruments presented before. This book is mainly written for two groups. First, researchers and practitioners involved in comparative research in Europe. Second, researchers working with data of the statistical offices of European countries and data from institutions of the European Union

    Abstract: The first part of this collection traces the passage of toleration from a moral to a political virtue, which may contribute to avoid such a paradox. Political toleration asks not that people accept the reasons or actions of others, to whom they may strongly object, but rather that they reassess and revise their own reasons for opposition and repression in the light of public reason. Such a shift to the political perspective brings, however, new theoretical and institutional problems relating in particular to the nature of political neutrality and the working of democratic institutions. The second and third parts of the volume attempt to clarify the terms of the debate on political toleration. The book brings together a group of international scholars, many of whom have already contributed to the debate on toleration, and who are offering fresh thoughts and approaches to it. The essays of this collection are written from a variety of perspectives: historical, analytical, normative, and legal. Yet, all authors share a concern with the sharpening of our understanding of the reasons for toleration as well as with making them relevant to the way in which we live with others in our modern and diverse societies
