    Abstract: A sweeping history of nineteenth-century America, this book shows how slavery shaped immigration policy in the United States during the years when states controlled mobility within and across their borders.     Abstract: Robots Won't Save Japan addresses the Japanese government's efforts to develop care robots in response to the challenges of an aging population, rising demand for elder care, and a critical shortage of care workers. Drawing on ethnographic research at key sites of Japanese robot development and implementation, James Wright reveals how such devices are likely to transform the practices, organization, meanings, and ethics of care-giving if implemented at scale. This new form of techno-welfare state that Japan is prototyping involves a reconfiguration of care that deskills and devalues care work and reduces opportunities for human social interaction and relationship-building. Moreover, contrary to expectations that care robots will save labor and reduce health-care expenditures, robots cost more money and require additional human labor to tend to the machines. As Wright shows, robots alone will not rescue Japan from its care crisis. The attempts to implement robot care instead point to the importance of looking beyond such techno-fixes to consider how to support rather than undermine the human times, spaces, and relationships necessary for sustainably cultivating good care

    Abstract: "This anthology brings together leading scholars of migration, ethnicity, race, and labor in a broadly comparative reconsideration of how immigration policy became a site for reconfiguring international relations, realigning labor priorities, and reimagining the attributes of citizenship. The decades following the passage of the 1924 Immigration Act are usually viewed as a lull in the long history of immigration to the United States. Through a discriminatory system of national origins quotas, the immigration laws of the 1920s greatly reduced or barred altogether immigration from Asia, southern and eastern Europe, and other parts of the world in order to maintain the dominance of western and northern European stock. Four decades later, the 1965 Immigration and Nationality Act (also known as the Hart-Celler Act) was credited with reopening America's gates, enabling much greater diversity in immigration, and "inadvertently" transforming the demographic composition of the United States. The essays in this anthology show that the 1965 Immigration and Nationality Act was not a dramatic departure from the status quo but rather emerged from the political struggles of the preceding four decades. Changing conceptions of race relations, citizenship, and America's role in the world, as well as new demands for specialized labor, produced a number of policy shifts that made the 1965 Immigration Act possible.     Abstract: When more than twenty million immigrants arrived in the United States between 1880 and 1920, the government attempted to classify them according to prevailing ideas about race and nationality. But this proved hard to do. Ideas about racial or national difference were slippery, contested, and yet consequential...were "Hebrews" a "race," a "religion," or a "people"? As Joel Perlmann shows, a self-appointed pair of officials created the government's 1897 List of Races and Peoples, which shaped exclusionary immigration laws, the wording of the U.S. Census, and federal studies that informed social policy. Its categories served to maintain old divisions and establish new ones. Across the five decades ending in the 1920s, American immigration policy built increasingly upon the belief that some groups of immigrants were desirable, others not. Perlmann traces how the debates over this policy institutionalized race distinctions...between whites and nonwhites, but also among whites...in immigration laws that lasted four decades. Despite a gradual shift among social scientists from "race" to "ethnic group" after the 1920s, the diffusion of this key concept among government officials and the public remained limited until the end of the 1960s. Taking up dramatic changes to racial and ethnic classification since then, America Classifies the Immigrants concentrates on three crucial reforms to the American Census: the introduction of Hispanic origin and ancestry (1980), the recognition of mixed racial origins (2000), and a rethinking of the connections between race and ethnic group (proposed for 2020)....

    Abstract: "Examining how undocumented migrants are using film, video, and other documentary media to challenge surveillance, detention, and deportation As debates over immigration increasingly become flashpoints of political contention in the United States, a variety of advocacy groups, social service organizations, filmmakers, and artists have provided undocumented migrants with the tools and training to document their experiences. In The Undocumented Everyday, Rebecca M. Schreiber examines the significance of self-representation by undocumented Mexican and Central American migrants, arguing that by centering their own subjectivity and presence through their use of documentary media, these migrants are effectively challenging intensified regimes of state surveillance and liberal strategies that emphasize visibility as a form of empowerment and inclusion. Schreiber explores documentation as both an aesthetic practice based on the visual conventions of social realism and a state-administered means of identification and control. As Schreiber shows, by visualizing new ways of belonging not necessarily defined by citizenship, these migrants are remaking documentary media, combining formal visual strategies with those of amateur photography and performative elements to create a mixed-genre aesthetic. In doing so, they make political claims and create new forms of protection for migrant communities experiencing increased surveillance, detention, and deportation"...

    Abstract: The author examines the relationships between immigration policy, observed immigration patterns, and cultural differences between the United States and immigrants' source countries. The entirety of U.S. immigration history (1607-present) is reviewed through a recounting of related legislative acts and by examining data on immigrant inflows and cross-societal cultural distances. Prior to the Immigration Act of 1965, U.S. policy favored immigration from Europe, particularly Northern and Western Europe. Thus, American culture became similar to the cultures of European societies and of Canada, Australia and New Zealand. Changes in U.S. immigration policy during the past half century have resulted in American culture becoming more similar to the cultures of more recent arrivals' source countries (i.e., societies in Asia, Latin America, the Caribbean, and Africa). Tests for structural breaks in the immigrant inflow series and descriptive analysis of the cultural differences between the U.S. and several cohorts of countries reveal fascinating details about this transformation. Population projections for the years 2015-2065 suggest continued cultural change. Corresponding policy implications are discussed. This book is a key resource for faculty, researchers and students along with policymakers, non-academics interested in immigration policy and its history, and readers interested in migration studies, global studies, and cultural studies

    Abstract: "Placed within the context of the past decade's war on terror and emergent Latino migrant movement, Reform without Justice addresses the issue of state violence against migrants in the United States. It questions what forces are driving draconian migration control policies and why it is that, despite its success in mobilizing millions, the Latino migrant movement and its allies have not been able to more successfully defend the rights of migrants. Gonzales argues that the contemporary Latino migrant movement and its allies face a dynamic form of political power that he terms "anti-migrant hegemony". This type of political power is exerted in multiple sites of power from Congress, to think tanks, talk shows and local government institutions, through which a rhetorically race neutral and common sense public policy discourse is deployed to criminalize migrants. Most insidiously anti-migrant hegemony allows for large sectors of "pro-immigrant" groups to concede to coercive immigration enforcement measures such as a militarized border wall and the expansion of immigration policing in local communities in exchange for so-called Comprehensive Immigration Reform. Given this reality, Gonzales sustains that most efforts to advance immigration reform will fail to provide justice for migrants. This is because proposed reform measures ignore the neoliberal policies driving migration and reinforce the structures of state violence used against migrants to the detriment of democracy for all. Reform without Justice concludes by discussing how Latino migrant activists - especially youth - and their allies can change this reality and help democratize the United States"--

    Abstract: "How Race Is Made in America examines Mexican Americans--from 1924, when American law drastically reduced immigration into the United States, to 1965, when many quotas were abolished--to understand how broad themes of race and citizenship are constructed. These years shaped the emergence of what Natalia Molina describes as an immigration regime, which defined the racial categories that continue to influence perceptions in the United States about Mexican Americans, race, and ethnicity. Molina demonstrates that despite the multiplicity of influences that help shape our concept of race, common themes prevail. Examining legal, political, social, and cultural sources related to immigration, she advances the theory that our understanding of race is socially constructed in relational ways--that is, in correspondence to other groups. Molina introduces and explains her central theory, racial scripts, which highlights the ways in which the lives of racialized groups are linked across time and space and thereby affect one another. How Race Is Made in America also shows that these racial scripts are easily adopted and adapted to apply to different racial groups"--Provided by publisher

    Abstract: "Placed within the context of the past decade's war on terror and emergent Latino migrant movement, Reform without Justice addresses the issue of state violence against migrants in the United States. It questions what forces are driving draconian migration control policies and why it is that, despite its success in mobilizing millions, the Latino migrant movement and its allies have not been able to more successfully defend the rights of migrants. Gonzales argues that the contemporary Latino migrant movement and its allies face a dynamic form of political power that he terms "anti-migrant hegemony". This type of political power is exerted in multiple sites of power from Congress, to think tanks, talk shows and local government institutions, through which a rhetorically race neutral and common sense public policy discourse is deployed to criminalize migrants. Most insidiously anti-migrant hegemony allows for large sectors of "pro-immigrant" groups to concede to coercive immigration enforcement measures such as a militarized border wall and the expansion of immigration policing in local communities in exchange for so-called Comprehensive Immigration Reform. Given this reality, Gonzales sustains that most efforts to advance immigration reform will fail to provide justice for migrants. This is because proposed reform measures ignore the neoliberal policies driving migration and reinforce the structures of state violence used against migrants to the detriment of democracy for all. Reform without Justice concludes by discussing how Latino migrant activists - especially youth - and their allies can change this reality and help democratize the United States"--

    Abstract: "ITAR, which controls defense trade, includes the U.S. Munitions List (USML) which specifies categories of defense articles and services covered by the regulations. In 1999, space satellites were added to the USML. In 2002 ITAR was amended to exclude U.S. universities from having to obtain ITAR licenses when performing fundamental research involving foreign countries and/or persons. Despite this provision, there remains considerable uncertainty among university researchers about whether the regulations apply to their research leading to a rather conservative interpretation of the regulations and the imposition of burdens that might not be necessary. To explore this concern, NASA asked the NRC to organize a workshop of all stakeholders on the implications of ITAR for space science. This book presents a summary of the workshop discussions including those on perspectives on recent developments and implementation of ITAR; overarching issues; problems arising from ITAR's implementation; and opportunities for near-term actions and improvements."--NAP web site

    Abstract: Over the past century, opinion polls have come to pervade American politics. Despite their shortcomings, the notion prevails that polls broadly represent public sentiment. But do they? In Silent Voices, Adam Berinsky presents a provocative argument that the very process of collecting information on public preferences through surveys may bias our picture of those preferences. In particular, he focuses on the many respondents who say they "don't know" when asked for their views on the political issues of the day. Using opinion poll data collected over the past forty years, Berinsky takes an increasingly technical area of research--public opinion--and synthesizes recent findings in a coherent and accessible manner while building on this with his own findings. He moves from an in-depth treatment of how citizens approach the survey interview, to a discussion of how individuals come to form and then to express opinions on political matters in the context of such an interview, to an examination of public opinion in three broad policy areas--race, social welfare, and war. He concludes that "don't know" responses are often the result of a systematic process that serves to exclude particular interests from the realm of recognized public opinion. Thus surveys may then echo the inegalitarian shortcomings of other forms of political participation and even introduce new problems altogether

    Abstract: Das mit dem Ende des Ersten Weltkriegs entwickelte demokratische Deutschland war keine offene Republik. Migration galt in politischer Debatte und publizistischer Diskussion als Bedrohung und Belastung. Zuwanderung wurde in der Weimarer Republik zunehmend stärker kontrolliert und reguliert, eine protektionistische Wanderungspolitik suchte Auswanderung und Zuwanderung einzudämmen. Oltmer erarbeitet anhand der Untersuchung zentraler Zuwanderungsbewegungen einen Überblick über die Entwicklung von Migration, Integration und Wanderungspolitik zwischen 1918 und 1933. Mit dem Rückblick auf die Geschichte von Migration und Politik in der Weimarer Republik verdeutlicht die Studie historische Bestimmungsfaktoren und Entwicklungslinien in der aktuellen Debatte über die Zukunft des Einwanderungslandes Deutschland.
