    Abstract: This book brings together the contributions of twelve scholars engaged in language activism, in research and in promoting peace. The writers are keenly attuned to the potentially genocidal consequences of language differences. In the articles they have written, they make compelling cases for indigenous non-hegemonic languages to be used and promoted, not only as a means of communication but to preserve the multilingual communities inhabiting the world. The book is a product of a collegial effort resulting from a symposium on Language Policy and the Promotion of Peace or the Prevention of Conflict, which was held at the University of Osnabrück, Germany, in 2011. While many different 'angles of vision', positions, approaches and emphases are argued in the contributors' commentaries and in their case studies, the twelve scholars and activists are united in their call for a multilingual global habitus.
    Abstract: Neville Edward Alexander, the principal editor of this compilation, spent about 30 years studying and making policy proposals about the language question in South Africa. In that country, eleven languages are officially recognised by the post-apartheid government, and yet only two, English and Afrikaans, enjoy high-status functions in official communications. Alexander persistently called for mother-tongue instruction for children in their formative years of schooling. Sadly, this radical scholar and acknowledged sociologist of language died of lung cancer while he was working on this volume in 2012. Arnulf von Scheliha, the co-editor of this compilation, is professor of Systematic Theology at the University of Osnabrück in Germany. His main research topics are political ethics, interreligious hermeneutics, history of theology, and transformation of religion in pluralistic societies.

    Abstract: This book examines in detail both historical and current legal concepts of ‘religious cultural heritage’ within the context of the European continent. The latter group is primarily based on the variety of sacred cultural elements emanating from the different religious traditions of the peoples of Europe, which are deemed worthy of protection and preservation due to their outstanding value, in terms of their social, cultural and religious significance. In view of this, the study provides evidence of the European States’ active involvement with their sacred/cultural treasures, on the basis of the political and legal foundations of neutrality and pluralism. Furthermore, the book analyzes all relevant international legislative instruments (i.e. the plethora of EU, CoE and UNESCO norms), as well as all major European legislative patterns, in light of their significance for the aforementioned aspects of pluralism and neutrality. The interdisciplinary references listed at the end of each chapter provide an additional incentive for further reading on the subject matter. The most important finding to emerge from the study is that there is a shared legal ethos in Europe that imposes a duty of appropriate care concerning the vast variety of sacred cultural goods, and the religious cultural heritage in general, as an invaluable repository of European cultural capital. It also considers the sui generis nature of this capital: like any other type of asset, it may deteriorate or fade over time, necessitating investment in its preservation or refurbishment; nevertheless, like no other, this particular capital maintains a distinct cultural value, as it contains an additional characteristic of ‘sacredness’ expressed in the form of its ‘religious character,’ the latter being analyzed as a triptych of religious memory, religious aesthetics and religious beliefs

This new European multiculturalism calls into question the nature of boundaries between various ethnic-religious groups, as well as the demarcation lines within ethnic-religious communities. Although the contributions in this volume focus on Islam, ample attention is also paid to Christianity, Judaism, and Hinduism. The authors present empirical data from cases in Turkey, Germany, France, Spain, the United Kingdom, Poland, Norway, Sweden, and Belgium, and sharpen the perspectives on the religious-ethnic manifestations of identity in the transnational context of 21st-century Europe

    Abstract: The question of whether migration can be an equilibrating force in the labour market is an important criterion for an optimal currency area. It is of particular interest currently in the context of high and rising levels of labour market disparities, in particular within the Eurozone where there is no exchange-rate mechanism available to play this role. We shed some new light on this question by comparing pre- and post-crisis migration movements at the regional level in both Europe and the United States, and their association with asymmetric labour market shocks. We find that recent migration flows have reacted quite significantly to the EU enlargements in 2004 and 2007 and to changes in labour market conditions, particularly in Europe. Indeed, in contrast to the pre-crisis situation and the findings of previous empirical studies, there is tentative evidence that the migration response to the crisis has been considerable in Europe, in contrast to the United States where the crisis and subsequent sluggish recovery were not accompanied by greater interregional labour mobility in reaction to labour market shocks. Our estimates suggest that, if all measured population changes in Europe were due to migration for employment purposes – i.e. an upper-bound estimate – up to about a quarter of the asymmetric labour market shock would be absorbed by migration within a year. However, in the Eurozone the reaction mainly stems from migration of third-country nationals. Even within the group of Eurozone nationals, a significant part of the free mobility stems from immigrants from third countries who have taken on the nationality of their Eurozone host country.

    Abstract: This paper analyses the spatial patterns of regional economic growth in Europe over the 1995 to 2010 period. It finds that regions, which contain large urban agglomerations, have been growing significantly faster than those that do not. Furthermore, proximity to large urban agglomerations has been positively correlated to economic growth. Halving travel time to a large urban agglomeration is associated with a 0.2 to 0.4 percentage points increase in annual per capita growth. More generally, the study also shows that measures of population density are positively correlated to growth. Among the different measures, by far the best predictor of growth between 1995 and 2010 is the maximum population density of a region.

In order to think theoretically about our global age it is important to understand how the global has been conceived historically. 'Eurafrica' was an intellectual endeavor and political project that from the 1920s saw Europe's future survival - its continued role in history - as completely bound up with Europe's successful merger with Africa. In its time the concept of Eurafrica was tremendously influential in the process of European integration. Today the project is largely forgotten, yet the idea continues to influence EU policy towards its African 'partner'. The book will recover a critical conception of the nexus between Europe and Africa - a relationship of significance across the humanities and social sciences. In assessing this historical concept the authors shed light on the process of European integration, African decolonization and the current conflictual relationship between Europe and Africa.

    Abstract: This research examines the role of prosecutors within the United States and in Switzerland and is completed by an overview of the prosecution institutions in France and Germany. The research recognizes that despite seemingly very different legal traditions and structures, prosecutors in these systems are similar enough that each system might learn from the others. Drawing upon the experiences of other nations, this research proposes solutions to the problems identified in connection with the position and powers of public prosecutors in the United States. Furthermore, it outlines the problems related to the increase of prosecutorial power and the lessons the European criminal justice systems surveyed can draw from the experience in the US. In terms of methodology, this research not only considers formal legal provisions but also systematic structural factors, academic literature and statistics revealing how the law and governing principles actually work in practice.

    Abstract: This anthology illustrates how law and economics is developing in Europe and what opportunities and problems - both in general and specific legal fields - are associated with this approach within the legal traditions of European countries. The first part illuminates the differences in the development and reception of the economic analysis of law in the American Common Law system and in the continental European Civil Law system. The second part focuses on the different ways of thinking of lawyers and economists, which clash in economic analysis of law. The third part is devoted to legal transplants, which often accompany the reception of law and economics from the United States. Finally, the fourth part focuses on the role economic analysis plays in the law of the European Union.     Abstract: "The year 2007 marked the bicentenary of the Act abolishing British participation in the slave trade. "Representing Enslavement and Abolition on Museums"--Which uniquely draws together contributions from academic commentators, museum professionals, community activists and artists who had an involvement with the bicentenary - reflects on the complexity and difficulty of museums' experiences in presenting and interpreting the histories of slavery and abolition, and places these experiences in the broader context of debates over the bicentenary's significance and the lessons to be learnt from it. The history of Britain's role in transatlantic slavery officially become part of the National Curriculum in the UK in 2009; with the bicentenary of 2007, this marks the start of increasing public engagement with what has largely been a "hidden" history. The book aims to not only critically review and assess the impact of the bicentenary, but also to identify practical issues that public historians, consultants, museum practitioners, heritage professionals and policy makers can draw upon in developing responses, both to the increasing recognition of Britain's history of African enslavement and controversial and traumatic histories more generally"--

    Abstract: English in Europe is not one language but many, and substantial differences in the way people from different countries communicate using it may cause misunderstandings. This book shows that, through research into the pragmatic behavior of non-native speakers of English from across Europe, it is possible to uncover the core shared strategies, which are proposed as the basis of a reference guide for learners who wish to successfully communicate in English in Europe. The content is based on the analysis of the speech act of apologizing as realized by 466 respondents from 8 European countries, all proficient users of English involved in teacher-training programs. The results provide a basis for practical teaching and in-class research ideas are included in the book

    Abstract: This book aims to deepen the discussion about the goals envisioned, the roles undertaken and constraints found in higher education institutions both in Europe and Latin America in current times. Through the lens of post-migrant societies, manifestations of identity appear in pluralized, fragmented, and deterritorialized forms. This new European multiculturalism calls into question the nature of boundaries between various ethnic-religious groups, as well as the demarcation lines within ethnic-religious communities. Although the contributions in this volume focus on Islam, ample attention is also paid to Christianity, Judaism, and Hinduism.     Abstract: Long description: A rapid development of religious popular cultures and lifestyles can be observed across the globe. This book provides unique case studies from Asia and Europe illustrating new religious practices, forms of articulation and mass mediatization, all of which render religious traditions significant for contemporary issues and concerns. The essays examine experiences of spirituality in combination with commercialization and expressive performative practices as well as everyday politics of identity.     Abstract: A distinct European perspective on Asia emerged in the late Middle Ages. Early reports of a homogeneous "India" of marvels and monsters gave way to accounts written by medieval travelers that indulged readers' curiosity about far-flung landscapes and cultures without exhibiting the attitudes evident in the later writings of aspiring imperialists. Mining the accounts of more than twenty Europeans who made---or claimed to have made---journeys to Mongolia, China, India, Sri Lanka, and Southeast Asia between the mid-thirteenth and early sixteenth centuries, Kim Phillips reconstructs a medieval European vision of Asia that was by turns critical, neutral, and admiring. In offering a cultural history of the encounter between medieval Latin Christians and the distant East, Before Orientalism reveals how Europeans' prevailing preoccupations with food and eating habits, gender roles, sexualities, civility, and the foreign body helped shape their perceptions of Asian peoples and societies. Phillips gives particular attention to the texts' known or likely audiences, the cultural settings within which they found a foothold, and the broader impact of their descriptions, while also considering the motivations of their writers. She reveals in rich detail responses from European travelers that ranged from pragmatism to wonder. Fear of military might, admiration for high standards of civic life and court culture, and even delight in foreign magnificence rarely assumed the kind of secular Eurocentric superiority that would later characterize Orientalism. Placing medieval writing on the East in the context of an emergent "Europe" whose explorers sought to learn more than to rule, Before Orientalism complicates our understanding of medieval attitudes toward the foreign.

    Abstract: The Children of Immigrants at School explores the 21st-century consequences of immigration through an examination of how the so-called second generation is faring educationally in six countries: France, Great Britain, the Netherlands, Spain, Sweden and the United States. In this insightful volume, Richard Alba and Jennifer Holdaway bring together a team of renowned social science researchers from around the globe to compare the educational achievements of children from low-status immigrant groups to those of mainstream populations in these countries, asking what we can learn from one system that can be usefully applied in another. Working from the results of a five-year, multi-national study, the contributors to The Children of Immigrants at School ultimately conclude that educational processes do, in fact, play a part in creating unequal status for immigrant groups in these societies. In most countries, the youth coming from the most numerous immigrant populations lag substantially behind their mainstream peers, implying that they will not be able to integrate economically and civically as traditional mainstream populations shrink. Despite this fact, the comparisons highlight features of each system that hinder the educational advance of immigrant-origin children, allowing the contributors to identify a number of policy solutions to help fix the problem.     Abstract: In an age of globalization there is frequent migration across national borders, resulting in a reconsideration of the notion, practice and social institution of national citizenship. Addressing this phenomenon, the book focuses on the exchange between, and responses, of Korea and Germany. In particular, the book deals extensively with citizenship in Korea where the concept of citizenship is young, and thus the study of citizenship is relatively scarce. This book may be the first of its kind, bringing together eminent Korean and German scholars to analyse various aspects of citizenship in Korea.     Abstract: Contesting Ethnoarchaeologies provide a systematic overview of major non-American traditions of ethnoarchaeology, with a particular focus on Europe and Asia. It explores all stages of their research agenda. These ethnoarchaeologies were embedded in theoretical traditions of local archaeologies. Moreover, ethnoarchaeological studies carried out in these different settings targeted a wide range of different issues and addressed numerous questions of covering all sorts of different issues. Consequently, achieved results and data have been largely idiosyncratic and hardly compatible. Hence, this volume aims not only to conceptualize characteristics of these diverse ethnoarchaeologies but more importantly put them in a broader context of the development of archaeology in different parts of Europe and Asia. The contributors to the volume express their own diverse views on the cognitive and interpretative value of ethnoarchaeology for studying prehistoric past, based on particular cases of experience and research. As such, the volume is not only a valuable overview of numerous ethnoarcheological practices in different parts of the region, but also a significant contribution to the history of archaeological thought. This perspective shall make the book of wider applicability and make possible to put up ethnoarchaeology as an immanent and important element of archaeological theory.

    Abstract: The publication explores the ways in which archaeological research can inform us about the manner and motives of European involvement in the development of a sovereign United States. The five chapters focus on different archaeological sites (four terrestrial sites and one underwater), and each consider the special ways in which archaeology can contribute to our understanding of the cultural dynamics that set the historic course of events in motion that culminated in United States sovereignty. An introduction and conclusion examine how the material culture that is the central focus of archaeological research should be preserved, managed, and interpreted. While much is known through historical documents, this volume seeks to enrich, modify, and challenge the written record by attention to the archaeological remains. The scale of analysis ranges from the artifact through the site to the landscape. Chapters address the changing relationships between specific European countries and the United States as indicated by the presence of artifacts or types of artifacts (e.g., weapons, domestic, architectural) made or traded by other countries during different time periods; an analysis of “space syntax” seen at battlefields or fortifications; the importance of conceptually reconstructing terrain crossed by troops or at battlefields. The Archaeology of Interdependence: European Involvement in the Development of a Sovereign United States presents innovative investigations of what material culture at all scales might tell us about the political, economic, or ideological relationships among cultures that corroborates, contradicts, or enriches the historic record

    Abstract: This volume tackles head-on the controversy regarding the tensions between the principles underlying Academe on the one hand, and the free market on the other. Its outspoken thesis posits that seemingly irresistible institutional pressures are betraying a core principle of the Enlightenment: that the free pursuit of knowledge is of the highest value in its own right. As ‘market principles’ are forced on universities, inducing a neoteric culture of ‘managerialism’, many worry that the very characteristics that made European higher education in particular such a success are being eroded and replaced by ideological opportunism and economic expediency. Richly interdisciplinary, the anthology explores a wealth of issues such as the phenomenon of bibliometrics (linking an institution’s success to the volume and visibility of publications produced). Many argue that the use of such indicators to measure scientific value is inimical to the time-consuming complexities of genuine truth-seeking. A number of the greatest discoveries and innovations in the history of science, such as Newton’s laws of mechanics or the Mendelian laws of inheritance, might never have seen the light of day if today’s system of determining and defining the form and content of science had dominated. With analytical perspectives from political science, economics, philosophy and media studies, the collection interrogates, for example, the doctrine of graduate employability that exerts such a powerful influence on course type and structure, especially on technical and professional training. In contrast, the liberal arts must choose between adaptation to the dictates of employability strategies or wither away as enrollments dwindle and resources evaporate. Research projects and aims have also become an area of controversy, with many governments now assessing the value of proposals in terms of assumed commercial benefits. The contributors argue that these changes, as well as ‘reforms’ in the managerial and administrative structures in tertiary education, constitute a radical break with the previous ontology of science and scholarship: a change in its very character, and not merely its form. It shows that the ‘scientific thinking’ students, researchers, and scholars are encouraged to adopt is undergoing a rapid shift in conceptual content, with significant consequences not only for science, but also for the society of which it is a part.

    Abstract: While environmental economics studies using stated life satisfaction data have been gaining attention, much of this body of work remains exploratory. In this study we contribute to this emerging body of research by combining OECD survey data from four European countries on life satisfaction and perceptions of environmental quality with independent (i.e. mechanical) measurements of air quality and urbanity, from the European Environment Agency, to provide a broad picture of the environmental determinants of life satisfaction, and monetary valuation of air quality improvements. We also estimate that the value of a 1% reduction in air pollution (measured as mean annual PM10 concentrations) is worth the same on average as a 0.71% increase in per capita income. We find that environments which respondents perceive as noisy and lacking in access to green space have a significantly detrimental impact on life satisfaction. However, controlling for these negative factors (air, noise, and lack of green space), we also find a large positive residual impact of urban environments on life satisfaction. The use of independent, GIS-based measures of urbanity (proportion of urban surface area around households), as opposed to survey-based stated perceptions of urbanity, increases the precision of estimated air quality impacts on life satisfaction. Taken as a whole, our analysis highlights the need for conducting LS-based environmental assessment and valuation exercises using a broad array of independent data sources, in order both to obtain unbiased regression estimates and to facilitate interpretation of these estimates.

    Abstract: The uptake of renewable energy (RE) has been identified by a number of governments as a primary means for mitigating CO2 emissions from the electricity sector, and for making the transition to a low-carbon economy. The electric power output of some RE technologies, however, including those based on intermittent wind and solar energy, can vary considerably over short periods of time and thereby introduce instability into the electricity system. The risk of instability increases with higher shares of intermittent power sources connected to the electrical grid. Different means have been used to deal with this intermittency problem. Cross-border trade in electricity appears to be one of them since it enables countries to gain access to a more diversified portfolio of plants, producing over a wider geographic area. Preliminary results from an examination of the European electricity market confirm the importance of cross-border electricity trade in increasing the effective capacity factor of intermittent plants in the context of a growing share of intermittent renewables in the power sector. There are a number of policy issues that must first be addressed though, with some financial and administrative incentives provided to variable RE technologies discouraging RE producers from fully participating in electricity market operations and exerting downward pressure on wholesale electricity prices. The positive contribution that cross-border trade in electricity can make to address the variability problem not only depends on addressing challenges that renewable-energy technologies pose to electricity markets, but also necessitates the existence of an efficient cross-border electricity trading regime. Addressing those regulatory and administrative measures that are inhibiting growth in cross-border trade and the smooth operation of regional electricity markets would therefore help increase the potential for trade in electricity to facilitate growth in renewable energy.

    Abstract: Working-age individuals and their families have experienced increases in relative income poverty before the Great Recession (GR), and they have also seen significant income losses since the beginning of the downturn in 2007/8. This paper examines the effects of benefit and tax reforms on the distribution of incomes of non-elderly individuals in Europe and in the United States both before and after the GR. We aim to place recent policy responses in context of both the broader trends in redistribution patterns observed since the 1980s, and the immediate crisis-related challenges, including a much greater need for government support, and large and rapidly growing government debt. Analysis of historical household income data confirms the common finding that redistribution reduces income inequalities by much less in the US than in much of Europe. Since more redistributive tax-transfer systems tend to be more effective as a backstop to widening earnings gaps, redistribution in the US was also less effective at offsetting the substantial increase in the market-income inequality in the 2-3 decades leading up to the GR. Focussing on more recent policy changes, we then calculate income gains and losses that can be attributed to reforms shortly before and after the GR at different points in the earnings spectrum. The results show that a combination of discretionary and automatic policy changes in the US have significantly narrowed the pre-GR gap between the equalising capacities of US and European redistribution measures, and between their abilities to cushion the effects of economic shocks on household income. We argue, however, that this is unlikely to signify any longer-term convergence, and that Europe/US comparisons need to go beyond the common focus on differences in redistribution levels. In our view, an equally important question is how well redistribution measures respond and adapt to evolving social and fiscal challenges at different points in the economic cycle.

    Abstract: This paper reviews the state of the banking sector in Europe. At the aggregate level, the empirical data suggest that the Baltics, Cyprus, Greece and Ireland, in particular, are hit by a strong decline in lending in the wake of the financial crisis. This deleveraging is mainly caused by a reduction in cross-border supply of credit. We also examine the capital position of the European banking system, using November 2013 stock market data. In the basic scenario to restore capital to a market based leverage ratio of 3%, EUR 84 billion of extra capital would be needed for the largest 60 banks. At the bank level, the top tertile of well-capitalised banks (with a market based leverage ratio well above 4%) continues lending. By contrast, the 2nd tertile of medium-capitalised banks (between 3 and 4%) and the 3rd tertile of weakly capitalised banks (well below 3%) show a strong decline in lending. Moreover, the market-to-book ratio is below one for these banks. The market thus gives a lower value to these banks. Our findings provide prima facie evidence of a credit crunch in Europe. Another fallout of the financial crisis is an increase, though very modest, of concentration in banking in the distressed countries (Greece, Ireland, Portugal, Spain and Italy). The enhancement of financial stability through (forced) M&As seems to come at the expense of reduced competition.
