    Abstract: The headscarf is an increasingly contentious symbol in countries across the world. Those who don the headscarf in Germany are referred to as ""integration-refusers."" In Turkey, support by and for headscarf-wearing women allowed a religious party to gain political power in a strictly secular state. A niqab-wearing Muslim woman was denied French citizenship for not conforming to national values. And in the Netherlands, Muslim women responded to the hatred of popular ultra-right politicians with public appeals that mixed headscarves with in-your-face humor.     Abstract: Understood as a philosophy counselling group rights and concomitant public policies undertaken by governments to preserve and enhance group identities, multiculturalism has little purchase in European immigrant integration debates. However, based on interviews with various actors engaged in policies that affect immigrants in the Netherlands and Germany, we argue that multiculturalism remains a going concern if it is understood as a problem-solving practice through which governments acknowledge and work with ethnic and religious groups to address issues of mutual concern, particularly on issues related to gender. We label this 'multicultural governance' and argue that it supports the principal ends of integration policy: the socialization of immigrants into prevailing national languages, norms and institutions.

Korteweg and Gökce Yurdakul analyze processes of inclusion and exclusion by way of »national narratives« and public discourses of belonging to geographical communities in France, Turkey, the Netherlands and Germany. In doing so, their focus is on media and political discussions around the hijab, niqab and the burka, which oscillate between rejection, tolerance and negotiation. The statements of Muslim women show how, using the example of the debates around the hijab, the meaning of national belonging can be reconsidered, reinforced and potentially also rearticulated.
