    Abstract: Good governance is a critical factor in shaping the level of peace and stability in any country as well as influencing the prospects for its economic development. African governance trends were supposedly transformed by the dramatic reforms introduced by almost all countries at the end of the Cold War in the 1990s. Most commentators were optimistic that a new era of good governance and constitutionalism had set in. Now, three decades since these reforms were undertaken, are they bearing fruit? Have the prospects for political stability, peace and economic development been enhanced? In reviewing the state of governance, this chapter examines good-governance initiatives introduced in the 1990s by African governments and reinforced by several instruments adopted to this end by the African Union and Regional Economic Communities. Against this background, the chapter examines a number of continental and global good-governance indicators to see what they tell us about the state of governance in the continent today. The chapter concludes that unless the existing framework for constitutionalism, good governance, and respect for the rule of law are reimagined and reinforced, Africa will continue to lag behind in social and economic development while political instability will increase.

    Abstract: Federalism as a mode of governance has been a popular response to most conflicts which stemmed from ethnic/language/religious mobilisation. However, the track record of resolving communal or identity conflicts has not always been good, the least of all in Somalia, Sudan and South Sudan. Why the lack of success? Is the federal solution inherently inappropriate for communal accommodation by exacerbating the problem? If not inevitably or inherently inappropriate, is it then a question of poor design? Or is it merely ineffectual implementation of the ‘federal solution’? The chapter argues that federal arrangements in Africa have been the last measure to hold countries together; therefore federalism per se cannot blamed for persistent conflicts. Whether federalism is able to address communal conflicts depends much on constitutional designs dealing with both ethnic issues and federal concepts in general. Where federal solutions have been tried, it is highly centralised, and even then often superficially and reluctantly implemented. To judge the efficacy of federal arrangements in constitutions they first must be implemented. This depends again on a broader embrace of constitutionalism; democracy, separation of powers, limited government, and the rule of law have to become part of political/legal culture of a country.

Third, by contextualizing Ojala’s literary works vis-à-vis the time of their publication at the turn of 1990s Finland and discussing their recent archiving, the chapter discusses affordances of the family album in mediation of the memory related to Ingrian Finns’ experiences more generally. The chapter indicates some of the potentials of assemblage thinking for conceptualizing memory as processual, malleable, and contingent on various discursive-material and contextual circumstances.

    Abstract: This book presents a study of politico-ideological mobilisation and violence by focusing on the life stories, trajectories and narratives of individuals who mobilised for causes and conflicts in the Arab World. It provides a greater understanding of the biographical, sociological, political and historic factors pertinent for their radicalisation processes. What makes individuals identify with suffering and injustice, often of others and elsewhere? Why do individuals feel the need to stand up in the first place and how does violent action become a justifiable or necessary course of action? Why and how do they disengage from violence? This book, based on interviews conducted in Lebanon, Switzerland, and Canada, answers these questions. It presents new theoretical insights about politico-ideological mobilisation and violence. By focusing on grievances and grounding analysis in the empirical reality as it is shared and narratively constructed by those who are at the heart of the phenomenon, it moves beyond the moralistic and politicised debates that characterise the field. Interviewees include non-violent and violent engagement for causes and conflicts related to the Arab World, such as sympathisers or members of groups and causes from a variety of ideological orientations, including Shiite militias, Salafi-jihadist groups, radical left-wing groups, Palestine-specific, Kurdish groups, and others such as right-wing or unspecified affiliations. By choosing individuals with different forms of political engagement, both non-violent and violent, and different ideological orientations, it helps readers to get a better grasp of how similar grievances may lead to different outcomes. In focusing on three markedly different geopolitical contexts, the book also provides a crosscontextual understanding of mobilisation for political and violent action. The interviewees also include experts and peripheral actors such as professionals, researchers, policymakers, friends, or family members. Their perspectives complement and enrich some of the findings by providing external yet in-depth ‘expert knowledge’. Politico-ideological Mobilisation and Violence in the Arab World will be of great interest to criminologists, political scientists, sociologists, and other scholars interested in the study of terrorism, radicalisation and extremism.     Abstract: Whether it is possible to ensure stability, peace and social cohesion in countries with deep societal divisions where identity prevails over other bases of mobilisation is one of the central political questions of our time. What type of institutional design suits deeply mobilised cleavages? This chapter discusses the different institutional approaches adopted in three federations of Africa to manage politically mobilised cleavages, and examines whether institutional design matters in addressing demands from politically mobilised groups. The main issue is whether such divisions should be treated as building-blocks for political engagement and institutions built around them, or rather be diffused and deliberately divided into several sub-units. It is argued that institutional design does matter, particularly when there are deep territorially-based divisions, and proposes consociational parliamentary federations as opposed to integrationist presidential federations. The latter aim to divide major ethnic groups into many small-size states denying their self-government right, while the former aim to empower groups by redrawing territories to ensure they become a majority at sub-state level. They also bring the major political actors into power and minimise the risks of ‘winner-takes-all’ politics associated with presidential systems.

    Abstract: Somalia adopted the Provisional Constitution in 2012 and declared itself a federal republic. However, a functioning fiscal arrangement is yet to emerge despite tax reform efforts in Mogadishu and consultations between the federal government and member states. If federalism is to remain Somalia’s preference, important choices will have to be made. In reviewing the literature, analysing gaps in the Provisional Constitution, and assessing current practices, this chapter brings to light lessons that could be applied in formalising fiscal federalism in Somalia. These relate, inter alia, to the assignment of functions and revenue sources, the sharing of natural resource revenue, and the strengthening of financial and administrative structures at all levels. The chapter also highlights the need to broaden the federal government’s taxation and spending powers beyond the Benadir region, to create a common economic space, and to ensure access to public goods for all.

Increasingly, consequential political decisions are negotiated between politicians who do not share a common native language. Nils Ringe uses the European Union to investigate how politicians’ reliance on shared foreign languages and translation services affects politics and policy-making. Ringe's research illustrates how multilingualism is an inherent and consequential feature of EU politics—that it depoliticizes policy-making by reducing its political nature and potential for conflict. An atmosphere with both foreign language use and a reliance on translation leads to communication that is simple, utilitarian, neutralized, and involves commonly shared phrases and expressions. Policymakers tend to disregard politically charged language and they are constrained in their ability to use vague or ambiguous language to gloss over disagreements by the need for consistency across languages.

    Abstract: Chinese civil society groups have achieved iconic policy advocacy successes in the areas of environmental protection, women’s rights, poverty alleviation, and public health. This book examines why some groups are successful in policy advocacy within the authoritarian context, while others fail. A mechanism of cultural resonance is introduced as an innovative theoretical framework to systematically compare interactions between Chinese civil society and the government in different movements.     Abstract: Radicalization is a major challenge of contemporary global security. It conjures up images of violent ideologies, “homegrown” terrorists and jihad in both the academic sphere and among security and defense experts. While the first instances of religious radicalization were initially limited to second-generation Muslim immigrants, significant changes are currently impacting this phenomenon. Technology is said to amplify the dissemination of radicalism, though there remains uncertainty as to the exact weight of technology on radical behaviors. Moreover, far from being restricted to young men of Muslim heritage suffering from a feeling of social relegation, radicalism concerns a significant number of converted Muslims, women and more heterogeneous profiles (social, academic and geographic), as well as individuals that give the appearance of being fully integrated in the host society. These new and striking dynamics require innovative conceptual lenses. Radicalization in Theory and Practice identifies the mechanisms that explicitly link radical religious beliefs and radical actions. It describes its nature, singles out the mechanisms that enable radicalism to produce its effects, and develops a conceptual architecture to help scholars and policy-makers to address and evaluate radicalism—or what often passes as such. A variety of empirical chapters fed by first-hand data probe the relevance of theoretical perspectives that shape radicalization studies. By giving a prominent role to first-hand empirical investigations, the authors create a new framework of analysis from the ground up. This book enhances the quality of theorizing in this area, consolidates the quality of methodological enquiries, and articulates security studies insights with broader theoretical debates in different fields including sociology, social psychology, economics, and religious studies.

    Abstract: This book introduces readers to the age of intra-African migration, a period from the mid-19th century onward in which the center of gravity of African migration moved decisively inward. Most books tend to zoom in on Africa’s external migration during the earlier intercontinental slave trades and the more recent outmigration to the Global North, but this book argues that migration within the continent has been far more central to the lives of Africans over the course of the last two centuries. The book demonstrates that only by taking a broad historical and continent-wide perspective can we understand the distinctions between the more immediate drivers of migration and deeper patterns of change over time. During the 19th century Africa’s external slave trades gradually declined, whilst Africa’s expanding commodity export sectors drew in domestic labor. This led to an era of heightened mobility within the region, marked by rapidly rising and vanishing migratory flows, increasingly diversified landscapes of migration systems, and profound long-term shifts in the wider patterns of migration. This era of inward-focused mobility reduced with a resurgence of outmigration after 1960, when Africans became more deliberate in search of extra-continental destinations, with new diaspora communities emerging specifically in the Global North. Broad ranging in its temporal, spatial, and thematic coverage, this book provides students and researchers with the perfect introduction to age of intra-African migration.

    Abstract: This book provides an important new analytical framework for making sense of return, remigration and circular mobility, conceptualising them as different phases of a wider migration process. Using an in-depth case study of Albania and its two main destination countries, Italy and Greece, the book demonstrates that instead of being viewed as a linear path between origin and destination, migration should be seen as a segmented, or cyclical pattern that may involve several localities and more than two countries. Characterised by important previous historical, social, economic and political linkages, geographical proximity but also high migration volatility and sustained flows in either directions, Albanian migration to Italy and Greece offers an optimal case study for analysing complex return, reintegration and mobility processes. While interesting as a unique regional migration system, the lessons learned cast light on important migration and mobility dynamics that are relevant for labour migration in Europe, also from other important migrant origin countries in the EU’s neighbourhood such as for instance Morocco or the Ukraine.     Abstract: An examination of dating app culture in China, across user demographics—straight women, straight men, queer women, and queer men. In this exploration of dating app culture in China, Lik Sam Chan argues that these popular mobile apps are not merely a platform for personal relationships but also an emerging arena for gender and queer politics. Chan examines the opportunities dating apps present for women's empowerment and men's performances of masculinity, and he links experiences of queer dating app users with their vulnerable position as sexual minorities. He finds that dating apps are both portals to an exciting virtual world of relational possibilities and sites of power dynamics that reflect the heteronormativity and patriarchy of Chinese society. Drawing on in-depth interviews with urban users of such dating apps as Momo, Tantan, Blued, Aloha, Rela, and Lesdo, Chan proposes “networked sexual publics” as a unifying concept to capture the dynamics of dating app culture. Devoting a chapter to each of four publics—straight women, straight men, queer men, and queer women—Chan documents how relationships are shaped and transfigured by this emerging technology. He considers whether dating apps can be a feminist tool; explores straight men's self-presentation on the apps and their interactions with women they meet there; discusses the constant cycle of deleting and installing the same apps seen among queer men; and examines how popular lesbian dating apps may connect queer women to their communities. Finally, Chan maps possible paths for future intersectional, queer, and feminist scholarship on emerging communication technologies.

    Abstract: This book explores how the rising numbers of refugees entering Europe from 2015 onwards played into fears of cultural, religious, and ethnic differences across the continent. The migrant, or refugee crisis, prompted fierce debate about European norms and values, with some commentators questioning whether mostly Muslim refugees would be able to adhere to these values, and be able to integrate into a predominantly Christian European society. In this volume, philosophers, legal scholars, anthropologists and sociologists, analyze some of these debates and discuss practical strategies to reconcile the values that underpin the European project with multiculturalism and religious pluralism, whilst at the same time safeguarding the rights of refugees to seek asylum. Country case studies in the book are drawn from France, Germany, Greece, Hungary, Italy, the Netherlands, Poland, Spain, Sweden, and the United Kingdom; representing states with long histories of immigration, countries with a more recent refugee arrivals, and countries that want to keep refugees at bay and refuse to admit even the smallest number of asylum seekers. Contributors in the book explore the roles which national and local governments, civil society, and community leaders play in these debates and practices, and ask what strategies are being used to educate refugees about European values, and to facilitate their integration. Dizzy Gillespie, Dave Brubeck, Duke Ellington and other well-known jazz musicians were sent around the world – including to an array of Communist countries – as "jazz ambassadors" in order to mitigate the negative image associated with domestic racial problems. The global discourse around urban ecology tends to homogenize and universalize, relying on such terms as “smart cities,” “eco-cities,” and “resilience,” and proposing a “science of cities” based largely on information from the Global North. Grounding Urban Natures makes the case for the importance of place and time in understanding urban environments. Rather than imposing a unified framework on the ecology of cities, the contributors use a variety of approaches across a range of of locales and timespans to examine how urban natures are part of—and are shaped by—cities and urbanization. Grounding Urban Natures offers case studies from cities on five continents that demonstrate the advantages of thinking comparatively about urban environments.     Abstract: After the multidimensional financial crisis of 2008, the member states of the Eurozone imposed a set of economic policies to save their economies. Socially unpopular cuts contributed to the occurrence of violent movements that both opposed austerity policies and created animosity towards the politicians who implemented them. Combining qualitative and quantitative comparative analyses from anti-austerity movements in 14 Eurozone states from 2007 to 2015, Joanna Rak develops an original typology of patterns of a culture of political violence to explain why some anti-austerity movements turned to violence and others did not, despite having shared goals and political values. She uncovers the very nature of the differences and similarities between cultures of political violence, identifies their sources, and determines their differing results. Simultaneously, she opens a discussion on the exploratory and explanatory utility of the category of a culture of political violence in the Social Sciences. Theorizing Cultures of Political Violence in Times of Austerity casts new light on the scholarly debate on cultures of political violence and anti-austerity violent behavior, making it a compelling read for scholars of political sociology, political behavior, comparative politics, European politics, and sociology.

    Abstract: International communication as a field of inquiry is, in fact, not very “internationalized.” Rather, it has been taken as a conceptual extension or empirical application of U.S. communication, and much of the world outside the West has been socialized to adopt truncated versions of Pax Americana’s notion of international communication. At stake is the “subject position” of academic and cultural inquirers: Who gets to ask what kind of questions? It is important to note that the quest to establish universally valid “laws” of human society with little regard for cultural values and variations seems to be running out of steam. Many lines of intellectual development are reckoning with the important dimensions of empathetic understanding and subjective consciousness. In Internationalizing "International Communication," Lee and others argue that we must reject both America-writ-large views of the world and self-defeating mirror images that reject anything American or Western on the grounds of cultural incompatibility or even cultural superiority. The point of departure for internationalizing “international communication” must be precisely the opposite of parochialism – namely, a spirit of cosmopolitanism. Scholars worldwide have a moral responsibility to foster global visions and mutual understanding, which forms, metaphorically, symphonic harmony made of cacophonic sounds.

Indeed, we are so enmeshed in digital networks-from social media to cell phones-that it is hard to conceive of them from the outside or to imagine an alternative, let alone defy their seemingly inescapable power and logic. Yes, it is (sort of) possible to quit Facebook. But is it possible to disconnect from the digital network-and why might we want to? Off the Network is a fresh and authoritative examination of how the hidden logic of the Internet, social media, and the digital network is changing users' understanding of the world-and why that should worry us. Ulises Ali Mejias also suggests how we might begin to rethink the logic of the network and question its ascendancy. Touted as consensual, inclusive, and pleasurable, the digital network is also, Mejias says, monopolizing and threatening in its capacity to determine, commodify, and commercialize so many aspects of our lives. He shows how the network broadens participation yet also exacerbates disparity-and how it excludes more of society than it includes. Uniquely, Mejias makes the case that it is not only necessary to challenge the privatized and commercialized modes of social and civic life offered by corporate-controlled spaces such as Facebook and Twitter, but that such confrontations can be mounted from both within and outside the network.     Abstract: "From the long-stemmed pipe to snuff, the water pipe, hand-rolled cigarettes, and finally, manufactured cigarettes, the history of tobacco in China is the fascinating story of a commodity that became a hallmark of modern mass consumerism. Carol Benedict follows the spread of Chinese tobacco use from the sixteenth century, when it was introduced to China from the New World, through the development of commercialized tobacco cultivation, and to the present day.     Abstract: What can we learn about the Chinese revolution by placing a doubly marginalized group-rural women-at the center of the inquiry? In this book, Gail Hershatter explores changes in the lives of seventy-two elderly women in rural Shaanxi province during the revolutionary decades of the 1950s and 1960s. Interweaving these women's life histories with insightful analysis, Hershatter shows how Party-state policy became local and personal, and how it affected women's agricultural work, domestic routines, activism, marriage, childbirth, and parenting-even their notions of virtue and respectability. The women narrate their pasts from the vantage point of the present and highlight their enduring virtues, important achievements, and most deeply harbored grievances. In showing what memories can tell us about gender as an axis of power, difference, and collectivity in 1950s rural China and the present, Hershatter powerfully examines the nature of socialism and how gender figured in its creation

    Abstract: From the "Red Menace" to Tiananmen Square, the United States and China have long had an emotionally tumultuous relationship. Richard Madsen's frank and innovative examination of the moral history of U.S.-China relations targets the forces that have shaped this surprisingly strong tie between two strikingly different nations. Combining his expertise as a sinologist with the vision of America developed in Habits of the Heart and The Good Society, Madsen studies the cultural myths that have shaped the perceptions of people of both nations for the past twenty-five years. The dominant American myth about China, born in the 1960s, foresaw Western ideals of economic, intellectual, and political freedom emerging triumphant throughout the world. Nixon's visit to China nurtured this idea, and by the 1980s it was helping to sustain America's hopefulness about its own democratic identity. Meanwhile, Chinese popular culture has focused on the U.S., especially American consumer goods--Coca-Cola was described by the People's Daily as "capitalism concentrated in a bottle." Today we face a new global institutional and cultural environment in which the old myths no longer work for either Americans or Chinese. Madsen provides a framework for us to think about the relationship between democratic ideals and economic/political realities in the post-Cold War world. What he proposes is no less than the foundation for building a public philosophy for the emerging world order

    Abstract: The need for heirs in any traditional society is a compelling one. In traditional China, where inheritance and notions of filiality depended on the production of progeny, the need was nearly absolute. As Ann Waltner makes clear in this broadly researched study of adoption in the late Ming and early Ch'ing periods, the getting of an heir was a complex, even paradoxical undertaking. Although adoption involving persons of the same surname was the only arrangement ritually and legally sanctioned in Chinese society, adoption of persons of a different surname was a relatively common practice. Using medical and ritual texts, legal codes, local gazetteers, biography, and fiction, Waltner examines the multiple dimensions of the practice of adoption and identifies not only the dominant ideology prohibiting adoption across surname lines, but also a parallel discourse justifying the practice.
