    Abstract: The OECD and the Directorate-General for Environment, the European Commission department responsible for EU policy on the environment, joined forces to examine current and future water-related financing challenges faced by EU member states. These include investments needed to comply with EU regulation for water supply, wastewater collection and treatment, and flood protection. As part of the research, new data was produced on current levels of expenditure for water supply, sanitation and flood protection, as well as on projected needs. It supported a comparison across member states and substantiated tailored policy discussions in selected countries and at European level. This report captures the rationale for the research, the main quantitative outcomes and the policy issues and recommendations that derived from this two-year co-operation. Lessons from Europe outlined in this report can inspire similar research and policy discussions in other parts of the world.

    Abstract: SDG target 17.14 calls on all countries to “enhance policy coherence for sustainable development” as a key means of implementation. According to countries’ Voluntary National Reviews, this presents a major challenge. It requires meaningful collaboration and co-ordinated action across both policy sectors and different levels of government. It also requires balancing short-term priorities with long-term sustainability objectives and taking into account the impact of domestic policies on global well-being outcomes. The 2019 edition of Policy Coherence for Sustainable Development looks at countries’ efforts to meet this challenge and identifies opportunities for accelerating progress. The third in a series, it shows how integrated and coherent policies, supported by strong institutional and governance mechanisms, can contribute to empowering people and ensuring inclusiveness and equality.

The report brings together existing knowledge of policy options for unpaid care work across regions, in four policy areas: infrastructure, social protection, public services and the promotion of shared responsibility within the household.

    Abstract: This report provides an overview of “multi-level governance” reforms in OECD countries. It looks at institutional reforms, which reorganise powers, responsibilities and resources across levels of government, as well as territorial reforms, which address territorial structures, often modifying regional and local government administrative areas. The report describes the rationale for different reforms, their characteristics and outcomes, as well as the obstacles faced by governments in designing and implementing them. The success - and failure - of past reforms provide useful lessons that can be applied to future reform efforts. The report includes five case studies that take an in-depth look at countries that have undertaken considerable multi-level governance reforms: Finland, France, Italy, Japan and New Zealand.

    Abstract: Japan is embarked on a demographic transition without precedent in human history: the population is both declining and ageing rapidly. This raises important questions about the country's future economic geography, as public policies will need both to respond to these shifts and also to shape them. Demographic change will have particularly important implications for the settlement pattern of the country, and this, in turn, will affect Japan's ability to sustain economic growth and the well-being of its citizens. This Review therefore focuses on the spatial implications of demographic change and the response of spatial policies to it, particularly as these interact with other policies aimed at sustaining the productivity growth that a "super-ageing" Japan will need in order to maintain its future prosperity. The Japanese authorities have recently put in place a complex package of long-term spatial and structural policies aimed at meeting this challenge. Their experience should be of first-order interest to other OECD countries, as most face the prospect of rapid population ageing and many are also projected to experience significant population decline over the coming decades.

    Abstract: "Illiberal Democracy in Indonesia charts the origins and development of organicist ideologies in Indonesia from the early 20th century to the present. In doing so, it provides a background to the theories and ideology that informed organicist though, traces key themes in Indonesian history, examines the Soeharto regime and his 'New Order' in detail, and looks at contemporary Indonesia to question the possibility of past ideologies making a resurgence in the country. Beginning with an exploration of the origins of the theory of the organic state in Europe, this book explores how this influenced many young Indonesian scholars and 'secular' nationalists. It also looks in detail at the case of Japan, and identifies the parallels between the process by which Japanese and Indonesian nationalist scholars drew on European romantic organicist ideas to forge 'anti-Western' national identities and ideologies. The book then turns to Indonesia's tumultuous history from the revolution to 1965, the rise of Soeharto, and how his regime used organicist ideology, together with law and terror, to shape the political landscape consolidate control. In turn, it shows how the social and economic changes wrought by the government's policies, such as the rise of a cosmopolitan middle class and a rapidly growing urban proletariat led to the failure of the corporatist political infrastructure and the eventual collapse of the New Order in 1998. Finally, the epilogue surveys the post Soeharto years to 2014, and how growing disquiet about the inability of the government to contain religious intolerance, violence and corruption, has led to an increased readiness to re-embrace not only more authoritarian styles of rule but also ideological formulas from the past"--

Using rich original data from eight conflict-affected countries, this book examines the topic from the viewpoint of State-society relationship. In contrast to previous literature, this volume analyses land and property problems in conflict-afflicted areas from a long-term perspective of state-building and economic development, rather than concentrating only on the immediate aftermath of the conflict. The long-term perspective enables not only an understanding of the root causes of the property problems in conflict-affected countries, but also elaboration of effective policy measures for peace. Contributors are area specialists and the eight case study countries have been carefully selected for comparative study.     Abstract: This report examines Korea's urban policies and offers customised policy recommendations based on the OECD publication, Compact City Policies (2012). Some Korean policies, such as urban regeneration, new town development or multi-modal transfering centers, have implicitly implemented compact city polices to a certain degree. However, there are still issues - including urban sprawl, unbalanced socio-economic levels and environmental challenges - which can be threats to urban competitiveness. An appropriate set of compact city polices, such as environmental friendly urban regeneration, mixed land use, polices to offset the side effects of compact development, strong management of transport demands, and governance enforcement, can accelerate Korean cities' sustainable development.

    Abstract: "This timely book brings together leading experts from multi-disciplinary backgrounds to reflect on diverse humanitarian crises and to shed light on a series of exploratory questions: In what ways do people move in the face of crisis situations? Why do some people move, while others do not? Where do people move? When do people move, and for how long? What are the challenges and opportunities in providing protection to crisis migrants? How might we formulate appropriate responses and sustainable solutions, and upon what factors should these depend? This book is divided into four parts, with an introductory section outlining the parameters of 'crisis migration', conceptualizing the term and evaluating its utility. This section also explores the legal, policy and institutional architecture upon which current responses are based. Section Two presents a diverse set of case studies, from the earthquake in Haiti and the widespread violence in Mexico, to the on-going exodus from Somalia and environmental degradation in Alaska and the Carteret Islands, among others. Section Three focuses on populations that may be at particular risk, including non-citizens, migrants at sea, those displaced to urban areas, and trapped populations. The concluding section maps the global governance of crisis migration and highlights gaps in current provisions for crisis-related movement across multiple levels"..

    Abstract: Since the late 1970s, China’s move towards neoliberalism has made it not only one of the world’s fastest growing economies, but also one of the most polarised states. This economic, social and political transformation has led to the emergence of a new Chinese middle class, and understanding the development and the role of this new social group is crucial to understanding contemporary Chinese society. Investigating the new politics of the middle class in China, this book addresses three major questions. First, how does the Chinese state deal with problems of national sovereignty and political representation to create the middle class both as a legitimate category of the people and as an ideal norm of citizenship? Second, how does the recognition of the middle class norm take place in the practice of everyday life? Finally, what kind of risks does the politics of the middle class generate not only for middle class subjects but also for the disenfranchised? In answering these questions, this book examines a set of practices, bodies of knowledge, measures, and institutions that aim to manage, govern, control, and orient the behaviours, gestures, and thoughts of Chinese citizens.     Abstract: "Employing a novel combination of theoretical insights into International Relations and Historical Sociology, this book investigates the nature of modern social change in Iran. Recasting Iranian Modernity presents the argument that there is a previously neglected international dimension to social change that, when analytically incorporated, sheds a new light on the specificities of Iran's distinctive experience of modernity. This hitherto under-theorized international dimension is manifest in the formation of hybrid patterns of development that have taken both modern and traditional forms. It is, Kamran Matin argues, the tension-prone and unstable nature of these hybrid forms that mark Iranian modernity and which fuelled the socio-political dynamics of the 1979 revolution and the rise of political Islam.     Abstract: This Inventory is concerned with direct budgetary transfers and tax expenditures that relate to fossil fuels, regardless of their impact or of the purpose for which the measures were first put in place. It has been undertaken as an exercise in transparency, and to inform the international dialogue on fossil-fuel subsidy reform. For each of the 34 OECD countries covered, the Inventory provides a succinct summary of its energy economy, and of the budgetary and tax-related measures provided at the central-government level (and, in the case of federal countries, for selected sub-national units of government) relating to fossil-fuel production or consumption. The transfers associated with these measures are reported for recent years using the Producer Support Estimate (PSE) and Consumer Support Estimate (CSE) as organising frameworks. These frameworks have already been used extensively by the OECD, most notably in respect of agriculture. The Inventory covers a wide range of measures that provide a benefit or preference for a particular activity or a particular product, either in absolute terms or relative to other activities or products, against a specified baseline. Many measures listed in this inventory are relative preferences within a particular country’s tax system rather than absolute support that can be readily compared across countries, and for that reason no national totals are provided.

    Abstract: In response to the ongoing economic crisis, Italy is undertaking a series of critically important reforms, combining pro-growth policies with severe austerity measures to achieve fiscal consolidation. The success of these structural reforms will rely heavily on the capacity of the government to restore trust in its ability and commitment to guide the country towards sustainable economic growth. At the time of this publication, however, less than a quarter of Italian citizens trusted the quality of government decision-making. Concerns over public integrity and corruption stand out as key elements underlying this prevailing lack of trust. To restore the deficit of trust in the Italian government, the public sector needs to be embedded within a comprehensive integrity framework. Law 190 of November 6, 2012 (the Anti-Corruption Law) enshrines public sector integrity management and strengthens existing corruption prevention provisions through the designation of a new anti-corruption authority, a detailed framework for the adoption of a national anti-corruption plan, and new provisions regarding the conduct and prevention of conflict of interests in the public sector. This OECD Integrity Review provides guidance on the implementation of key integrity and corruption prevention elements of the Law, most notably those concerning institutional coordination, the regulation of conduct and whistleblower protection, and management of integrity risks in public sector activities. The review concludes each chapter with proposals for action, with OECD member countries’ best practices in mind, with the ultimate goal of supporting Italy in its efforts to enhance integrity in the public sector and restore trust.

    Abstract: "Ever since China and Vietnam resumed diplomatic contacts and reopened the border in 1991, the borderland region has come been part of the vibrant growing economies of both countries and drawn many from the interior provinces to the borderland for new economic adventures. This book examines Chinese-Vietnamese relationships at the borderland through every day cross-border interactions in trade and tourism activities.     Abstract: "Focusing on the areas of politics, identity and education, this book looks at some of the most pressing and challenging issues that Kyrgyzstan faces in the post-Soviet era. It argues that Kyrgyzstan is challenged with oscillations between the old and the new on the one hand, and domestic and international on the other. The book analyses the process of post-Soviet transition in today's Kyrgyzstan by focusing on the political elites, some of the major identity problems and educational issues. It discusses how Kyrgyzstan's first president in the post-Soviet era had already been an exceptional leader even prior to the collapse of the Soviet Union in terms of his democratic and liberal tendencies. The book goes on to look at how identity is a major factor in the country, shaped to a large extent by genealogical factors and patron-client mechanisms on the one hand, and religious considerations on the other. Finally, it highlights how education has been perceived as a very influential agent of socialization that develops not only literacy and other skills, but also common attitudes and values that are considered essential to any society. By evaluating these three areas, the book argues that Kyrgyzstan cannot isolate itself from the demands, priorities and pressures of international actors, which sometimes are in conflict with the country's domestic conditions.
