    Abstract: When and why do people obey political authority when it runs against their own interests to do so? This book is about the channels beyond direct repression through which China's authoritarian state controls protest and implements ambitious policies from sweeping urbanization schemes that have displaced millions to family planning initiatives like the one-child policy. Daniel C. Mattingly argues that China's remarkable state capacity is not simply a product of coercive institutions such as the secret police or the military. Instead, the state uses local civil society groups as hidden but effective tools of informal control to suppress dissent and implement far-reaching policies. Drawing on evidence from qualitative case studies, experiments, and national surveys, the book challenges the conventional wisdom that a robust civil society strengthens political responsiveness. Surprisingly, it is communities that lack strong civil society groups that find it easiest to act collectively and spontaneously resist the state.

    Abstract: This is a study of Vietnam's socialist transition and state transformation, generally known as đổi mới. It examines the drivers of socialist-regime change, the nature of the đổi mới state, and the basis of regime legitimacy in Vietnam. The Element argues that despite its 'one-party rule' label, the party-state apparatus that channels said rule has become fragmented. State-building during the đổi mới period involved negotiations and bargaining that redefine authority and power relations within the state apparatus. The party-state's accountability projects are designed to target the specific self-aggrandizing tendencies of the state apparatus, its policies, and abuse of state power. At the leadership level, patterns of resource allocation underlying the đổi mới growth model as well as the VCP's cadre rotation approach have accommodated central and sub-national state elites across sectors and levels, helping shore up the legitimacy of the đổi mới state in the eyes of the state elite. The combination of sustained economic growth, expansion of political space, accountability, and tolerance of small-scale public protests have been factors in strengthening regime-society legitimization.

    Abstract: The Syrian crisis has confounded political leaders and experts who forecast a rapid fall of the regime. This monumental error of interpretation has had tragic consequences for the unfolding of the crisis and its slide into a frightful civil war with regional and international ramifications. This book looks at Syrian reality in a new light. By analysing twenty-five constitutions and constitutional texts and proposing an innovative classification of the different political regimes that have shaped Syria over the last one hundred years, the author retraces the country's intense history and the persistence of a Syrian model defined by the Founding Fathers. If, on emerging from this war, Syria maintains its unity and gives itself a democratic regime reflecting its society, then the concept of Syria may find a new lease of life and Syria will once again be perceived as an idea full of promises.

    Abstract: Political Thought and the Public Sphere in Tanzania is a study of the interplay of vernacular and global languages of politics in the era of decolonization in Africa. Decolonization is often understood as a moment when Western forms of political order were imposed on non-Western societies, but this book draws attention instead to debates over universal questions about the nature of politics, concept of freedom and the meaning of citizenship. These debates generated political narratives that were formed in dialogue with both global discourses and local political arguments. The United Nations Trusteeship Territory of Tanganyika, now mainland Tanzania, serves as a compelling example of these processes. Starting in 1945 and culminating with the Arusha Declaration of 1967, Emma Hunter explores political argument in Tanzania's public sphere to show how political narratives succeeded when they managed to combine promises of freedom with new forms of belonging at local and national level

    Abstract: Yorùbá Elites and Ethnic Politics in Nigeria investigates the dynamics and challenges of ethnicity and elite politics in Nigeria, Africa's largest democracy. Wale Adebanwi demonstrates how the corporate agency of the elite transformed the modern history and politics of one of Africa's largest ethnic groups, the Yorùbá. The argument is organized around the ideas and cultural representations of Ọbáfemi Awólowo, the central signifier of modern Yorùbá culture. Through the narration and analysis of material, non-material and interactional phenomena - such as political party and ethnic group organization, cultural politics, democratic struggle, personal ambitions, group solidarity, death, memory and commemoration - this book examines the foundations of the legitimacy of the Yorùbá political elite. Using historical sociology and ethnographic research, Adebanwi takes readers into the hitherto unexplored undercurrents of one of the most powerful and progressive elite groups in Africa, tracing its internal and external struggles for power

    Abstract: This book discusses the forms and dynamics of political processes in rural India with a special emphasis on West Bengal, the nation's fourth-most populous state. West Bengal's political distinction stems from its long legacy of a Left-led coalition government for more than thirty years and its land reform initiatives. The book closely looks at how people from different castes, religions, and genders represent themselves in local governments, political parties, and in the social movements in West Bengal. At the same time it addresses some important questions: Is there any new pattern of politics emerging at the margins? How does this pattern of politics correspond with the current discourse of governance? Using ethnographic techniques, it claims to chart new territories by not only examining how rural people see the state, but also conceiving the context by comparing the available theoretical frameworks put forward to explain the political dynamics of rural India.

    Abstract: This book is about the creation and development of ethnic identity among the Kamba. Comprising approximately one-eighth of Kenya's population, the British considered the Kamba East Africa's premier 'martial race' by the mid-twentieth century: a people with an apparent aptitude for soldiering. The reputation, indeed, was one that Kamba leaders used to leverage financial rewards from the colonial state. However, beneath this simplistic exterior was a maelstrom of argument and debate. Men and women, young and old, Christians and non-Christians, and the elite and poor fought over the virtues they considered worthy of honor in their communities, and which of their visions should constitute 'Kamba' identity. Based on extensive archival research and more than 150 interviews, Ethnicity and Empire is one of the first books to analyze the complex process of building and shaping 'tribe' over more than two centuries. It reveals new ways to think about themes crucial to the history of colonialism: soldiering, 'loyalty', martial race, and indeed the nature of empire itself

His book will help readers understand the historical processes which have shaped Africa's current position in the world. Covering the last half-century, it bridges the divide between colonial and post-colonial history, allowing readers to see just what political independence did and did not signify. The book follows the "development question" across time, seeing how first colonial regimes and then African governments sought to transform African societies in their own ways. Readers will see how men and women, peasants and workers, religious leaders and local leaders found space within the crevices of state power to refashion the way they lived, worked, and interacted with each other. And they will see that the effort to turn colonial territories into independent nation-states was only one of the ways in which radical political and social movements imagined their future and how deeply the claims of such movements continued to challenge states after independence.     Abstract: This 2001 book is an attempt by a social scientist to explain the predicament of Gypsies (or Roma), Eastern Europe's largest ethnic minority, and their relationship to the region's states and societies. Barany examines the Gypsies' socioeconomic and political marginality and policies toward them through seven centuries and in seven East European states. He illuminates the reasons why the Roma have consistently occupied the bottom of social, economic, and political hierarchies regardless of historical period or geographic location. Barany argues that the current nostalgia of many Gypsies for the socialist period is easy to understand, given the disastrous effect of the post-communist socioeconomic transformation on the Roma's conditions over the last decade. He explains the impact of Gypsy political mobilization, and the activities of international organizations and NGOs, on government policies.     Abstract: "The South African Truth and Reconciliation Commission (TRC) was set up to deal with the human rights violations of apartheid during the years 1960-1994. However, as Wilson shows, the TRC's restorative justice approach to healing the nation did not always serve the needs of communities at a local level. Based on extended anthropological fieldwork, this book illustrates the impact of the TRC in urban African communities in the Johannesburg area. While a religious constituency largely embraced the Commission's religious-redemptive language of reconciliation, Wilson argues that the TRC had little effect on popular ideas of justice as retribution. This provocative study deepens our understanding of post-apartheid South Africa and the use of human rights discourse.     Abstract: Eliz Sanasarian's book explores the political and ideological relationship between non-Muslim religious minorities in Iran and the state during the formative years of the Islamic Republic to the present day. Her analysis is based on a detailed examination of the history and experiences of the Armenians, Assyrians, Chaldeans, Jews, Zoroastrians, Bahais and Iranian Christians, and describes how these communities have responded to state policies regarding minorities. Many of her findings are constructed out of personal interviews with members of these communities. While the book is essentially an empirical study, it also highlights more general questions associated with exclusion and marginalization and the role of the state in defining these boundaries. This is an important and original book which will make a significant contribution to the literature on minorities and to the workings of the Islamic Republic

    Abstract: In this book, Julia Ching offers a magisterial survey of over four thousand years of Chinese civilisation through an examination of the relationship between kingship and mysticism. She investigates the sage-king myth and ideal, arguing that institutions of kingship were bound up with cultivation of trance states and communication with spirits. Over time, these associations were retained, though sidelined, as the sage-king myth became a model for the actual ruler, with a messianic appeal for the ruled. As a paradigm, it also became appropriated by private individuals who strove for wisdom without becoming kings. As the Confucian tradition interacted with the Taoist and the Buddhist, the religious character of spiritual and mystical cultivation became more pronounced. But the sage-king idea continued, promoting expectations of benevolent despotism rather than democratisation in Chinese civilisation

    Abstract: Much recent literature on non-Western countries celebrates the renaissance of indigenous culture, Tradition Versus Democracy in the South Pacific, however, looks more critically at Fiji, Tonga and Western Samoa, showing how current movements to reclaim and celebrate 'tradition' may protect the power and privileges of indigenous elites and promote political conservatism. Stephanie Lawson argues that opposition to 'Western' democracy in the name of 'tradition' is not necessarily representative of indigenous people at the grassroots level, and is often carefully manipulated to benefit an elite
    Abstract: Lawson is critical of cultural relativism, a concept which, she suggests, limits the discussion of democracy in non-Western countries and leads to deterministic stereotypes. Relativism can also reinscribe an essentialist framework, creating an ethical void in which little of critical value can be said. She is equally skeptical, however, of universalist positions which seek to promote a single, fixed conception of democratic politics and which can be as dogmatic in assumption as relativist modes of theorizing

    Abstract: Gift exchange plays a crucial role in the social and political organization of Mendi in Papua New Guinea. This book reveals how considerable light can be shed on Mendi society, particularly on its political economy, by examining both the well-known ceremonial exchange festivals and the hitherto relatively little-studied everyday gift-giving practices. The author shows that the latter are crucial for understanding inter-group politics, the process of leadership, male-female relationships and the status of women, and the production, distribution and circulation of wealth. Currently the only book available on this society, the work offers an unusual combination of a social structural analysis with a study of local history and change. It is also of interest for its integration of the study of gift exchange and politics with the study of gender roles and relationships

    Abstract: The years 1965–8 were the 'liberal hour' for race relations policy in Britain. Laws were then enacted, enforcement agencies created, and community relations councils established. These bodies, and their personnel, have been called 'the race relations industry'. To many people, the output of this 'industry' appears disappointing relative to the input into it. This book examines a variety of optimistic assumptions about the speed with which immigrants adjust to a new environment; inadequate minority bargaining power; insufficiently speedy and decisive action by the central government; unwillingness on the part of the white majority to accept the desirability of such action; and the difficulty of fitting a race relations policy into an administrative system created to serve an ethnically homogeneous population. The policies initiated in 1965 reflected the ascendancy of liberal over conservative assumptions about race relations. Now these are under sharp attack from a radical standpoint. Promoting Racial Harmony shows how the debate has changed, drawing upon recent economic theory to formulate the issues in an original but non-technical manner

    Abstract: This book, first published in 1983, examines why people prefer to talk about immigrants or ethnic minorities when they are referring to differences marked not by the migratory process of ethnicity, but by skin colour. How, without mentioning racial criteria, have politicians managed to introduce immigration controls deliberately aimed at reducing the number of black migrants? This book identifies a central feature of British political life: the ability to justify racially discriminatory behaviour without recourse to explicit racist language. It gives an account of British racial ideology as it is practically experienced in the form of political discourse and helps to provide a theoretical understanding of its relationship to the social structure as a whole and in particular its relationship to inter- and intra-class divisions. The author argues that traditional class-based ideologies are perfectly capable of supporting racially oppressive institutions and have far better 'protective' properties than expressions of overt racism. As a result, the objective structures of British race relations are obscured by a facade of 'deracialised ideology'

    Abstract: As a result of the strength and dominance of the centralized state, ritual action in China often takes its logic from political action. In this book Emily Ahern explores the implications of this. She argues that forms of control attempted ritually on non-human persons (gods and other spirits) in China parallel those forms of control which people regard as effective in ordinary life, namely political control, and draws important conclusions from this. She shows that in China it is possible to discard terms such as 'magic', which imply that acts directed to spirits operate on a different basis from acts in ordinary life. She also challenges claims in anthropology that, since they seem arbitrary and the actions of participants in them highly predictable, rituals support established authority. Her book will be of interest not only to specialists in Chinese studies, but to social anthropologists and others interested in the link between ritual and political processes
