Erasing the relational models of ecology that form the basis of Indigenous environmental knowledge, the emergent discipline of data science-born specifically from the desire to quantify weather-instead reproduced the natural world and natural phenomena as a set of isolated objects to be measured, owned, and exploited. Immeasurable Weather explores the relationship between climate data and state power in key moments in the history of American weather science: the public data-gathering practices of settler farmers and teachers in the 19th century that would later form the basis of the United States Weather Bureau; the centrality of women to data collection and computation, particularly through the Smithsonian Meteorological Project; the automation of weather data in the Dust Bowl of the early 20th century; and, finally, the role of meteorological satellites in data science's formal integration into American "military-meteorological nation-state structures.""--

Through a series of in-depth studies of the elite Indian Institute of Technology (IIT)-the institutions Nehru once described as modern India's new temples-she explains that caste has not disappeared from India. On the contrary, it has acquired a kind of disturbing invisibility. Caste is now borne by the lower castes who invoke their affiliation in the public, political arena to claim resources from the state. The upper castes, by contrast, treat such discussions as backward and embarrassing. Caste privilege, Subramanian argues, is certainly working in India. But it has been transformed by a new discourse of "merit." Reservations or quotas for historically disadvantaged groups, much like affirmative action in the United States, are a subject of great import in India. Admission to colleges and employment in the public sector are two of the most hotly debated subjects when it comes to quotas. Meanwhile, lynchings, gang rapes, ritual humiliation, and political intimidation of low-caste Indians appear in newspaper headlines and on social media timelines with frightening regularity. It is within this dangerous context that Subramanian's provocative and empirically based argument about the dominance of Brahmins in the Indian Institutes of Technology must be read.--

    Abstract: The book critically analyzes the ongoing changes in the regional, intra-regional, and global dynamics of cooperation, from a multi-disciplinary and pluralist perspective. It is based on the insight that in a post-hegemonic world the formation of regions and the process of globalization can be largely disconnected from the orbit of the US, and that a plurality of power and worldviews has replaced US hegemony. In spite of these changes, most existing analyses of current changes in the world order still rely upon Western-centered approaches, and Westphalian thinking. Against this backdrop, the book proposes to advance a truly global IR understanding of the post-hegemonic world, and weaves together the pluralist and multi-disciplinary perspectives of scholars located all around the world. The book explores different questions, for example the status and role of BRICS in the changing international order; how countries in the Global South can use regionalism to change the world order; the competing worldviews that manifest themselves in the institutional variety of regionalism; and, most importantly, how all these changes push International Relations as a field to become more global, or at least to go beyond Westphalian thinking - thus bringing the role of multilateralism back to the discussion.

Within the context of recent literature on cross-border trade, city regions, economic clusters, international labor mobility, and post-September 11 security measures, this book probes the dynamics of transitory immigration of 'knowledge-workers' between the North American west coast city regions of Vancouver, Seattle, and the greater San Francisco Bay and Silicon Valley area, namely, Cascadia. With particular attention given to the experiences and strategies of the high tech firms that must move highly skilled workers across the Canada-US border, this book draws from 80 in-depth interviews with Canadian and US immigration officials, immigration attorneys and executives and professional staff of new technology firms and Fortune 500 companies. It develops and presents new models towards the development of an innovation cross border region, and recommends new policy approaches. Ultimately, it explores whether or not the Canada-US border is an impediment to the development of cross-border high-tech clusters.     Abstract: Left-wing intellectuals in Britain and the US had long repudiated the Soviet regime. Why was the collapse of the Eastern Bloc experienced as a shock that destabilised their identities and political allegiances then? What happened to a collective project that had started out to formulate a socialist vision different from both really existing socialism and social democracy? This study endeavours to answer both questions, focusing on generational networks rather than individuals and investigating political academic journals after 1989 to paint the picture of a Left deeply troubled by the triumph of a capitalism unfettered by any counter-force.

    Abstract: This book sheds light on the contemporary state of Middle East anthropology as it is situated in broader, intertwined fields of anthropological, academic, national, and global politics. The aim is to track the relationship between anthropological work and politics, taking as the case study the primary region that has, in the post-Cold War era, become the focus of political intervention and politicized discussion. This ethnographic investigation of post-Cold War academic politics is framed in three overlapping histories. First, the authors excavate the institutionalization of the Middle East Section of the American Anthropological Association as the outcome of a longer struggle to establish the "Middle East" as a region of study within anthropology. Second, the authors analyze the relationship of the development of the regional subfield to changes with the AAA more generally, highlighting the sometimes fraught relationships of discipline to region (namely the growing prominence of disciplinary studies and declining interest in "area studies"), as well as on the presumed progressive politics of the discipline. Third, geopolitics are of course critical to discipline-region relations, and this book is situated within an analysis of the impact of post-Cold War geopolitics on the academy in general and scholarship of the Middle East in particular

    Abstract: In a wide-ranging and in-depth study of the recent history of anthropology, David Price offers a provocative account of the ways anthropology has been influenced by U.S. imperial projects around the world, and by CIA funding in particular. DUAL USE ANTHROPOLOGY is the third in Price's trilogy on the history of the discipline of anthropology and its tangled relationship with the American military complex. He argues that anthropologists' interactions with Cold War military and intelligence agencies shaped mid-century American anthropology and that governmental and private funding of anthropological research programs connected witting and unwitting anthropologists with research of interest to military and intelligence agencies. Price gives careful accounts of CIA interactions with the American Anthropological Association (AAA), the development of post-war area studies programs, and new governmental funding programs articulated with Cold War projects. During the late 1960s and early 1970s, American anthropologists became increasingly critical of anthropologists' collaborations with military and intelligence agencies, particularly when these interactions contributed to counterinsurgency projects. Awareness of these uses of anthropology led to several public clashes within the AAA, and to the development of the Association's first ethics code. Price compares this history of anthropological knowledge being used by military and intelligence agencies during the Cold War to post-9/11 projects

    Abstract: "Most accounts of Syria's brutal, long-lasting civil war focus on a domestic contest that began in 2011 and only later drew foreign nations into the escalating violence. Christopher Phillips argues instead that the international dimension was never secondary but that Syria's warwas, from the very start, profoundly influenced by regional factors, particularly the vacuum created by a perceived decline of U.S. power in the Middle East. This precipitated a new regional order in which six external protagonists--the United States, Russia, Iran, Saudi Arabia, Turkey, and Qatar--have violently competed for influence, with Syria a key battleground. Drawing on a plethora of original interviews, Phillips constructs a new narrative of Syria's war. Without absolving the brutal Bashar al-Assad regime, the author untangles the key external factors which explain the acceleration and endurance of the conflict, including the West's strategy against ISIS. He concludes with some insights on Syria and the region's future"--

    Abstract: "In the nineteenth century the predominant focus of American anthropology centered on the native peoples of North America, and most anthropologists would argue that Korea during this period was hardly a cultural area of great anthropological interest. However, this perspective underestimates Korea as a significant object of concern for American anthropology during the period from 1882 to 1945--otherwise a turbulent, transitional period in Korea's history. An Asian Frontier focuses on the dialogue between the American anthropological tradition and Korea, from Korea's first treaty with the United States to the end of World War II, with the goal of rereading anthropology's history and theoretical development through its Pacific frontier. Drawing on notebooks and personal correspondence as well as publications of anthropologists of the day, Robert Oppenheim shows how and why Korea became an important object of study--with, for instance, more published about Korea in the pages of American Anthropologist before 1900 than would be for decades afterward. Oppenheim chronicles the actions of American collectors, Korean mediators, and metropolitan curators who first created Korean anthropological exhibitions for the public. He moves on to examine anthropologists--such as Ales Hrdlicka, Walter Hough, Stewart Culin, Frederick Starr, and Frank Hamilton Cushing--who fit Korea into frameworks of evolution, culture, and race even as they engaged questions of imperialism that were raised by Japan's colonization of the country. In tracing the development of American anthropology's understanding of Korea, Oppenheim discloses the legacy present in our ongoing understanding of Korea and of anthropology's past. "--

    Abstract: " In Settler Common Sense, Mark Rifkin explores how canonical American writers take part in the legacy of displacing Native Americans. Although the books he focuses on are not about Indians, they serve as examples of what Rifkin calls "settler common sense," taking for granted the legal and political structure through which Native peoples continue to be dispossessed.In analyzing Nathaniel Hawthorne's House of the Seven Gables, Rifkin shows how the novel draws on Lockean theory in support of small-scale landholding and alternative practices of homemaking. The book invokes white settlers in southern Maine as the basis for its ethics of improvement, eliding the persistent presence of Wabanaki peoples in their homeland. Rifkin suggests that Henry David Thoreau's Walden critiques property ownership as a form of perpetual debt. Thoreau's vision of autoerotic withdrawal into the wilderness, though, depends on recasting spaces from which Native peoples have been dispossessed as places of non-Native regeneration. As against the turn to "nature," Herman Melville's Pierre presents the city as a perversely pleasurable place to escape from inequities of land ownership in the country. Rifkin demonstrates how this account of urban possibility overlooks the fact that the explosive growth of Manhattan in the nineteenth century was possible only because of the extensive and progressive displacement of Iroquois peoples upstate.Rifkin reveals how these texts' queer imaginings rely on treating settler notions of place and personhood as self-evident, erasing the advancing expropriation and occupation of Native lands. Further, he investigates the ways that contemporary queer ethics and politics take such ongoing colonial dynamics as an unexamined framework in developing ideas of freedom and justice. "..

    Abstract: "In Historically Black, Mieka Brand Polanco examines the concept of community in the United States: how communities are experienced and understood, the complex relationship between human beings and their social and physical landscapes...and how the term "community" is sometimes conjured to feign a cohesiveness that may not actually exist. Drawing on ethnographic and historical materials from Union, Virginia, Historically Black offers a nuanced and sensitive portrait of a federally recognized Historic District under the category "Ethnic Heritage...Black."Since Union has been home to a racially mixed population since at least the late 19th century, calling it "historically black" poses some curious existential questions to the black residents who currently live there. Union's identity as a "historically black community" encourages a perception of the town as a monochromatic and monohistoric landscape, effectively erasing both old-timer white residents and newcomer black residents while allowing newer white residents to take on a proud role as preservers of historyGestures to "community" gloss an oversimplified perspective of race, history and space that conceals much of the richness (and contention) of lived reality in Union, as well as in the larger United States. They allow Americans to avoid important conversations about the complex and unfolding nature by which groups of people and social/physical landscapes are conceptualized as a single unified whole.     Abstract: This book considers the origins, performance and diffusion of national immigration policies targeting highly skilled immigrants. Unlike asylum seekers and immigrants admitted under family reunification streams, highly skilled immigrants are typically cast as 'wanted and welcome' as a consequence of their potential economic contribution to the receiving society and putative assimilability. Testing the degree to which this assumption holds is the principle aim of this book. In contrast to publications which see highly skilled immigration as functional response to labor market needs, the book probes the political and sociological dimensions of policy, drawing on contributions from an international group of established and new scholars from the fields of history, law, political science, sociology, and public policy. The book is organized into four parts. Part I probes the origins of post-WWII immigration policies in Canada, Australia, and the United States. Part II analyzes recent debates on highly skilled immigration policy in the United States, whose origins go back to the 1965 Act by Congress which favored family reunification over skilled immigration. Part III considers the degree to which highly skilled immigrants are welcome, by focusing on the integration trajectories of foreign trained professionals in Canada. Paradoxically, just as Canada has succeeded in orienting its admissions system more explicitly toward privileging highly educated and skilled professionals, highly skilled immigrants have experienced worsening economic outcomes as reflected in rates of unemployment and falling earnings. Part IV considers the internationalization of highly skilled immigration policies, focusing on Europe's most important immigration countries, Germany and Britain. As is true in Canada, the labor market outcomes for highly skilled immigrants in Europe are disappointing, and the final chapter discusses why this is the case and what might be done to improve matters. Given its combination of cross-disciplinary insights, cross-national comparisons, and empirical richness, the book will be of interest to both scholars and policymakers concerned with immigration policy
