    Abstract: Issues of diversity and affirmative action have turned elite higher education in the United States into contested terrain. Rights revolutions in the country have raised hopes that have proved difficult to fulfill. Most particularly, expectations about access and opportunity--redressing the unfairness of the past--have collided with widely held beliefs: that educational institutions should treat each person fairly as an individual and should promote high academic standards. Promise and Dilemma gathers the reflections of a group of leading educators on whether and how objectives of diversity, equity, and excellence can be simultaneously pursued. Empirical in orientation, these essays focus on constructive proposals and on the role of social and political consensus. Furthermore, they contrast what we believe we know with what empirical data and institutional experience can teach us. Eugene Lowe's substantive introduction reviews the history of the practice of affirmative action in colleges and universities. The other essays are by L. Scott Miller of The College Board; Mamphela Ramphele, vice chancellor of the University of Cape Town; Neil J. Smelser of the Center for Advanced Study in the Behavioral Sciences, Stanford; and Claude M. Steele of Stanford University. Also included are commentaries by Randall Kennedy, Harvard Law School; Richard J. Light, John F. In this exciting book, Gene Rochlin takes a closer look at how these familiar and pervasive productions of computerization have become embedded in all our lives, forcing us to narrow the scope of our choices, our modes of control, and our experiences with the real world. Drawing on fascinating narratives from fields that range from military command, air traffic control, and international fund transfers to library cataloging and supermarket checkouts, Rochlin shows that we are rapidly making irreversible and at times harmful changes in our business, social, and personal lives to comply with the formalities and restrictions of information systems. The threat is not the direct one once framed by the idea of insane robots or runaway mainframes usurping human functions for their own purposes, but the gradual loss of control over hardware, software, and function through networks of interconnection and dependence. What Rochlin calls the computer trap has four parts: the lure, the snare, the costs, and the long-term consequences. The lure is obvious: the promise of ever more powerful and adaptable tools with simpler and more human-centered interfaces. The snare is what usually ensues. Once heavily invested in the use of computers to perform central tasks, organizations and individuals alike are committed to new capacities and potentials, whether they eventually find them rewarding or not. The varied costs include a dependency on the manufacturers of hardware and software--and a seemingly pathological scramble to keep up with an incredible rate of sometimes unnecessary technological change. Finally, a lack of redundancy and an incredible speed of response make human intervention or control difficult at best when (and not if) something goes wrong. As Rochlin points out, this is

    Note: Der vorliegende Band faßt die wesentlichen Befunde aus der Arbeit der KSPW-Berichtsgruppe III "Politische Interessenvermittlung, Kommunal­ und Verwaltungspolitik" sowie aus anderen einschlägigen, außerhalb der KSPW entstandenen Untersuchungen zusammen. Ziel ist die Darstellung der Transition der früheren DDR zu einem Teil der Bundesrepublik Deutschland nach der Maßgabe von Art. 23 GG in den Bereichen Politik und Verwaltung. Die Berichtsgruppe ist aus den beiden KSPW-Arbeitsgruppen "Parteien und Verbände" sowie "Verwaltungs- und Kommunalpolitik" hervorgegangen. Obwohl in den genannten Arbeitsgruppen, wie auch in den anderen Arbeitsgruppen der KSPW, eine Reihe von Kurzstudien und Projekten vergeben wurden, zeigte sich, daß das durch die Berichtsgruppe zu behandelnde Feld zu weit und zu komplex war, als daß allein aus den KSPW-Forschungen eine hinlänglich sachgerechte und umfassende Analyse des politischen Transitionsprozesses hätte entstehen können. Aus dieser Einschätzung folgte die Schlußfolgerung, im Rahmen einer Heuristik der vertikalen Systemdifferenzierung in die Makroebene der politischen Institutionen (unter Einschluß der Verwaltung), die Mesoebene des intermediären Systems und die Mikroebene der politischen Orientierungen und Verhaltensweisen der Bevölkerung diese Schwerpunkte jeweils nach definierten Auswahl- und Strukturierungs­ kriterien durch die Vergabe von Expertisen an externe Wissenschaftler bearbeiten zu lassen. Damit war sichergestellt, daß einerseits den durch die KSPW-Forschungen gewonnenen Befunden in vollem Umfang Rechnung getragen werden könnte und andererseits ein möglichst hoher Anteil der in anderen Forschungskontexten entstandenen Ergebnisse Berücksichtigung finden würde. Die Untersuchungen zur Mikroebene haben in besonderer Weise von den Möglichkeiten der KSPW profitiert
