    Abstract: Climate change will create specific risks and challenges for nuclear power plants and the electricity system as a whole. Extreme weather events caused by climate change – such as floods, storms, heat waves and droughts – have already affected the operation of nuclear power plants. Any increase in the temperature of the water used to cool nuclear power plants can also lead to reductions in their power output due to decreasing thermal efficiency. This report sets out the adaptation strategies that can be effectively implemented to improve the resilience of existing plants as well as any new installations. The costs of adaptation to climate change can vary significantly depending on the type of reactor, the climate change issues affecting them, as well as the applicable regulations and standards. However, while these adaptation costs can, in some cases, be significant, the costs of inaction – both directly at the plant level and indirectly for the electricity system – are likely to be even higher.

    Abstract: The existing nuclear fleet remains the largest low-carbon source of electricity generation in OECD countries. In 2021 the average nuclear power plant had already been operating for 31 years and some 30% of reactors worldwide were already operating under long-term operation conditions. The long-term operation of this existing nuclear capacity will be essential over the next decade to keep decarbonisation targets within reach. At the same time, by keeping the long-term-operation option open, countries could also reap a wide-range of socio-economic benefits including more affordable and secure electricity supply. Nevertheless, an increasing number of reactors are being shut down earlier than expected due to policy decisions and increasing market pressures in some regions. In light of these trends, this study takes a holistic approach to identifying the key enablers for long-term operation of nuclear power plants. The attractiveness of long-term operation lies in its technical maturity, cost-competiveness and ease of implementation: it is a high-value option to support the energy transition while minimising potential risks along the way.

Cependant, compte tenu des coûts élevés d’investissement et de la complexité des centrales nucléaires, le financement de leur construction reste souvent un défi de taille. Cela est particulièrement vrai lorsque ces financements sont laissés au secteur privé dans un contexte de concurrence des marchés de l’électricité. Cette étude examine les risques financiers qu'implique l'investissement dans une nouvelle centrale nucléaire, les moyens de les atténuer et les façons de structurer les projets de telle sorte que les risques résiduels soient pris par ceux qui sont les plus à même de les gérer. Compte tenu du fait que l'expansion des programmes nucléaires exigera des aides substantielles et durables des pouvoirs publics, l'étude met en avant le rôle que peuvent jouer les États pour faciliter et encourager les investissements dans de nouvelles capacités de production.

    Abstract: This study identifies key factors influencing the timing of high-level waste (HLW) disposal and examines how social acceptability, technical soundness, environmental responsibility and economic feasibility impact on national strategies for HLW management and disposal. Based on case study analyses, it also presents the strategic approaches adopted in a number of national policies to address public concerns and civil society requirements regarding long-term stewardship of high-level radioactive waste. The findings and conclusions of the study confirm the importance of informing all stakeholders and involving them in the decision-making process in order to implement HLW disposal strategies successfully.

À la lumière d’études de cas, elle présente aussi les approches stratégiques adoptées par différents pays pour répondre aux préoccupations du public et aux attentes de la société civile en matière de gestion à long terme des déchets radioactifs de haute activité. Les enseignements et conclusions de l'étude confirment l'importance d'informer toutes les parties prenantes et de les faire participer au processus de décision si l'on veut réussir la mise en œuvre des politiques de stockage définitif des déchets radioactifs.

    Abstract: Accelerator-driven systems (ADS) are being considered for their potential use in the transmutation of radioactive waste. The performance of such hybrid nuclear systems depends to a large extent on the specification and reliability of high power accelerators, as well as the integration of the accelerator with spallation targets and sub-critical systems. At present, much R&D work is still required in order to demonstrate the desired capability of the system as a whole. Accelerator scientists and reactor physicists from around the world gathered at an NEA workshop to discuss issues of common interest and to present the most recent achievements in their research. Discussions focused on accelerator reliability; target, window and coolant technology; sub-critical system design and ADS simulations; safety and control of ADS; and ADS experiments and test facilities.     Abstract: These workshop proceedings deal with the local partnership methodology employed in Belgium in order to develop an integrated proposal to the national government to construct and operate a disposal facility for low-level radioactive waste that is adapted to local conditions. The partnerships were formed among representatives of local organisations in affected communities and representatives of the Belgian national radioactive waste management agency. Insights are provided into a unique - and so far very successful - governance approach to dealing with interests, values and knowledge in managing risk.

    Abstract: The Information System on Occupational Exposure (ISOE) has become a unique, worldwide programme on the protection of workers at nuclear power plants. It includes a vast network for exchanging experience in the area of occupational exposure management as well as the world's largest database on occupational exposure from nuclear power plants. Each year, an ISOE international symposium offers a forum for radiation protection professionals from the nuclear industry, operating organisations and regulatory authorities to exchange information on practical experience with occupational radiation exposure issues in nuclear power plants. These proceedings summarise the presentations made at the 4 ISOE European Symposium on Occupational Exposure Management at Nuclear Power Plants, held in March 2004 in Lyon, France.

    Abstract: The opening of energy markets is leading to increased competition, and the nuclear power industry must adapt if it is to meet this challenge. Internationally discussions are taking place among government authorities and electric utilities and vendors on how to deal with the rapid technical development and optimisation of nuclear fuel and its utilisation under new, more aggressive fuel management strategies. Improving reactor core monitoring systems is an important part of this process. Participants in a recent NEA workshop discussed how instrumentation, methods and models used in core monitoring can be validated or, if needed, improved and further developed to provide more reliable and detailed information on local power in the core and on other parameters indirectly affecting fuel duty. This book shows how the core monitoring system can be used to support reactor operation in normal and anticipated transient modes and to supply data used to derive initial key core parameters for transient and accident analysis.

    Abstract: The OECD Nuclear Energy Agency co-operates with both the central and eastern European countries and the New Independent States of the former Soviet Union in planning and executing safety research programmes. The purpose is to build up know-how and capabilities in safety technology pertaining to their nuclear power plants. In this report, senior safety experts from Russia and Western countries review the nuclear-safety research needed to improve the safety of Russian-designed nuclear power reactors. They have selected a number of important research topics to which priority should be given. They have also identified nuclear-safety research topics that would benefit from a collaborative effort between eastern and western nuclear-safety researchers.
