    Abstract: This book introduces a new theoretical framework that examines Iran in relation to the theological concept of Anfal, a confiscatory regime seen in Iran since 1979 where public assets belong to the leader of Iran. Through analysing the economic impacts of Anfal, the effects of political capitalism and destructive coordination and how they lead to the economics of hoarding and the flight of capital and labour are highlighted. The economics of predation, ecological disaster, and cooperative coordination are also discussed. This book aims to highlight the economic consequences of Anfal and its role in sustaining destructive condition and shaping the Islamic political capitalism. It will be relevant to students and researchers interested in the political economy, Middle Eastern and Islamic studies. Mehrdad Vahabi is Professor of Economics at University Sorbonne Paris Nord and director of the research center on Economics at North Paris (CEPN) affiliated to the French National Center for Scientific Research (CNRS). He has published many books in English, French and Persian among them The Political Economy of Destructive Power (Edward Elgar, 2004), The Political Economy of Predation (Cambridge University Press, 2015).     Abstract: This book demonstrates that the disciplinary boundaries present within international relations approaches to security studies are redundant when examining social media, and inter- and multi-disciplinary analysis is key. A key result of the analysis undertaken is that when examining the social media sphere security scholars need to “expect the unexpected”. This is because social media enables users to subvert, contest and create security narratives with symbols and idioms of their choice which can take into account “traditional” security themes, but also unexpected and under explored themes such as narratives from the local context of the users’ towns and cities, and the symbolism of football clubs. The book also explores the complex topography of social media when considering constructions of security. The highly dynamic topography of social media is neither elite dominated and hierarchical as the Copenhagen School conceptualises security speak. However, neither is it completely flat and egalitarian as suggested by the vernacular security studies’ non-elite approach. Rather, social media’s topography is shifting and dynamic, with individuals gaining influence in security debates in unpredictable ways. In examining social media this book engages with the emancipatory burden of critical security studies. This book argues that it remains unfulfilled on social media and rather presents a “thin” notion of discursive emancipation where social media does provide the ability for previously excluded voices to participate in security debates, even if this does not result in their direct emancipation from power hierarchies and structures offline. Joseph Downing is Senior Lecturer in International Relations and Politics, Aston University, UK, and Visiting Fellow in the European Institute, London School of Economics and Political Science, UK. He was previously Marie-Curie Fellow at the Laboratoire méditerranéen de sociologie, CNRS, Université Aix-Marseille Marseille, and the School of Oriental and African Studies, University of London. He has published and consulted widely on politics and security.

    Abstract: This book provides a pre-history of Russia's war on Ukraine and Europe’s relations to it, illuminating the deep roots of the EU’s neighbourhood crisis as well as the migration crises it created in the last decade. To do so, the book employs a new and innovative framework that allows for a comprehensive, yet nuanced analysis of borders and a more cogent interpretation of their socio-political consequences. Drawing on interdisciplinary scholarship the book analytically examines the key common elements of borderscapes and links them in related arrays to allow for nuanced evaluation of both their particular and cumulative effects, as well as interpretation of their overall consequences, particularly for issues of identities and orders. The book offers a significant conceptual and theoretical advance, providing a transferable conceptualization of borderscape to guide research, analysis, and interpretation. Drawing on the author’s experience in policy, practice and academia, it also makes a methodological contribution by pushing the boundaries of reflexivity in interpretive International Relations (IR) research. Analyzing three main sites in Central and Eastern Europe (CEE), the book challenges conventional critical wisdom on EU bordering in the Schengen zone, at its external frontiers, and in its Eastern neighborhood. In so doing, it sheds new light on the post-communist transitions as well as the contemporary politics of CEE. It also shows how European Union bordering and its relations to identities and orders created great benefits for many Europeans, but also hindered the lives of many others and became self-defeating. This book is a must-read for scholars, students, and policy-makers, interested in a better understanding of Critical Border Studies (CBS) in particular, and International Relations in general. It will also appeal to anyone interested in CEE or wishing to get a deeper understanding of Russia’s war and the fight for Europe’s future.

    Abstract: While the ambitious objectives outlined in the EU’s Green Deal aim at making Europe the first climate-neutral continent by 2050, national implementation greatly varies depending on local geographies, history, culture, economics, and politics. This book analyses Member States’ and EU neighbours’ national efforts to combat climate change. It subsequently draws on these factors to highlight local challenges, tensions, and opportunities on the road towards climate neutrality. In the context of inter-country dependencies following Russia’s war against Ukraine, it addresses strategic questions regarding EU integration, the transformation of our economies, the reduction of energy dependencies, and public perception of the above. The book also makes concrete recommendations, in various policy areas, on how individual countries and the EU as a whole should deal with the climate crisis. The Editors Dr. Michael Kaeding holds a Jean Monnet Chair for European Integration and European Union Politics at the Institute of Political Science, University of Duisburg-Essen, Germany. He is a visiting fellow of the European Institute of Public Administration in Maastricht and member of the flying faculties of the College of Europe, Bruges, and the Turkish-German University in Istanbul. From 2016 to 2019 he was the chairman of the Trans European Policy Studies Association. Dr. Johannes Pollak is a Professor of International Relations and rector of Webster Vienna Private University, Austria. Prior to this position, he headed the Department of Political Science at the Institute for Advanced Studies in Vienna. In summer 2019, he was elected Chairperson of the Board of the Institute of European Politics in Berlin. Paul Schmidt is the Secretary General of the Austrian Society for European Politics, which promotes and supports the analysis of and communication on European affairs. Prior to that he has worked at the Oesterreichische Nationalbank, both in Vienna and at its office in Brussels at the Permanent Representation of Austria to the European Union.

    Abstract: This book analyzes Russian and Chinese revisionism in the face of US and Western post-Cold War liberal international order building and asks why both powers have turned revisionist in the late 2000s. The study develops a neoclassical realist model of international order building and contestation and posits to view revisionism as a strategic choice. States go revisionist if the status quo international order threatens their vital security needs (broadly defined not only as territorial security, but also political, economic, normative and ontological) and if they have the means to challenge the undesirable status quo. Russia and China were both unhappy with the post-Cold War international order of American designs, but had to opt for accommodation in the 1990s and early 2000s (“strategic accommodation” in the Chinese case, “resentful accommodation” in the Russian case), before revisionism became even more of a necessity and a real policy option from the late 2000s onward (“constructive revisionism” in the Chinese case, “destructive revisionism” in the Russian case). The author calls for a policy of neo-containment to counter Moscow’s and Beijing’s efforts to game and erode the international order.     Abstract: This book assesses the impact of the May 2019 European elections as well as the Covid-19 pandemic on the EU’s politics, institutions, and policies. Special attention is paid to the impact of these events on the different political forces as well as on the Union’s institutional balance, its priorities and the reform of its budget and policies. Because of the many post-electoral uncertainties, the book also takes into account how the relations between the Parliament, the European Council and the new Commission have developed. Furthermore, it analyses the capacity of the von der Leyen Commission to implement an ambitious programme, especially in the context of an unfolding pandemic. The objective of this book is to study the 2019 electoral sequence (parliamentary elections, appointment of EU institutions leaders, investiture of the Commission, new legislative programme) and determine its influence on the main institutional and political challenges for the 2019-2024 legislature. In other words, the volume deals with the question of who holds the EU’s leadership after the 2019 elections and how it handles the 2020-2021 pandemic. Olivier Costa is Director of European Political and Governance Studies at the College of Europe, Belgium, and Research Professor in Political Science and EU studies at the Centre National de la Recherche Scientifique, CEVIPOF-Sciences Po, France. He is also Executive Editor of the Journal of European Integration. Steven Van Hecke is Assistant Professor in Comparative and EU Politics at the Public Governance Institute of the KU Leuven, Belgium, and Senior Research Fellow at the Leibniz-Institut für Europäische Geschichte in Mainz, Germany.

    Abstract: This book focuses on local state-society relations, understood as institutionalised relations between local municipalities across Europe and individual, collective or corporate societal actors. It presents a typology of local state–society relations, and applies this to characterise the most relevant institutionalised relations between local government and societal actors at the municipal level in 22 European countries. The comparative volume will clarify whether or not patterns can be detected in the makeup of different types of networks; whether or not these patterns are country-specific or policy-specific; and why cases exist which are so distinct that they are not subsumable under a certain pattern.     Abstract: This book is the first collection of scholarship featuring both Canadian and American scholarship on the resurgent right-wing extremist movement in the two countries. It is particularly timely given the recent rise in political populism that has engendered renewed activism from extreme right contingents. Trump’s right-wing populist and white nationalist political campaign has galvanized Canadian and American white supremacist ideologies, identities, movements and practices. Leading Canadian and American scholars are brought together to explore a contemporary array of current dynamics, patterns and characteristics associated with the movement in each country. Split into four sections, it provides an introduction to extremism in the 21st century, it examines studying extremism, forms of extremist activity and violence, and the responses. The collection allows comparisons to be drawn out from the distinct treatments of each country. It speaks to students as well as scholars in social sciences departments, including criminology, sociology, social justice, and terrorism, peace and security studies, and political-violence related programs. Barbara Perry is Professor in the Faculty of Social Science and Humanities at Ontario Tech University, Canada, and the Director of the Centre on Hate, Bias and Extremism. Jeff Gruenewald is Associate Professor and Director of the Terrorism Research Center (TRC) in the Department of Sociology & Criminology at University of Arkansas, USA.     Abstract: This book explores how ordinary Arab-speaking social media users have reacted to propaganda from the Islamic State, rather than how IS propaganda has targeted ordinary users, thus providing a change in perspective in the literature. The authors provide a comprehensive account of the evolution of the Arabic discourse on IS, encompassing all phases of the Caliphate’s political evolution, from the apogee of the Islamic State in October 2014 to the loss of its unofficial capital of Raqqa in September 2017. Taking into account key events, the book also considers the most recurrent topics for IS and its opponents who engage in the Twitter conversation. The analysis is based on around 29 million tweets written in the Arabic language, representing a random sample of around one-third of all Arabic tweets referring to IS over the 2014-2017 timeframe. Matteo Colombo is Junior Research Fellow at the Clingendael Institute, The Netherlands, and Associate Research Fellow in the Italian Institute for International Political Studies (ISPI). He obtained a PhD in Political Studies at the University of Milan, Italy. His main interests are in social media, political reforms, jihadism, and energy policy in the Middle East. Luigi Curini is Professor in Political Science in the Department of Social and Political Sciences at the University of Milan, Italy. His research focuses on party competition, comparative politics, quantitative methods, machine learning and text analytics. He has published over 50 articles in international academic peer-reviewed journals such as Comparative Political Studies, Journal of Politics, British Journal of Political Science, European Journal of Political Research, among others. He is also author of seven books and co-editor of The SAGE Handbook of Research Methods in Political Science and International Relations (with Robert J. Franzese, 2020).

Focusing on the national members of two trans-European far-right coalitions - Generation Identity and Fortress Europe - the author explores the extent to which European far-right extra-parliamentary actors Europeanise their mobilisation. Drawing on social movement literature, the book argues that national extra-parliamentary actors' Europeanisation processes are influenced by their political and discursive opportunities and resources. Focusing on the groups' mobilisation during the 'refugee crisis' (2015-2017), the analysis considers the groups' frames, collective action, and coalition-building in the period, finding that the depth of the groups' resources particularly affects their capacity to mobilise. Analysing the conditions under which governments are more likely to present an executive law or a government bill, this book addresses a central aspect of the decision-making process of public policies. Drafting legislation is an important action to achieve specific policy goals, and the path chosen for this process is part of governmental strategy. This book presents a new theoretical explanation of how executives wield legislative power, based in a formal model. The model is tested using new data from Portugal. It shows that in political systems where one of the political actors has veto powers which can easily be overridden, the type of parliamentary majority is the main consideration for the government's choice of legislative instrument. More specifically, when a government does not have the majority in parliament it is more likely to propose an executive law, and contrary, when a government has a majority in parliament, it is more likely to propose a government bill.     Abstract: This contributed volume analyzes in depth how a border area is constantly reshaped as migration policies harden, and what kind of social, political and economic impacts are produced at local and international level. The study is focused on Ventimiglia, an Italian town located 6 km away from the French-Italian border on the gulf of Genoa with a long story of commerce, custom and smuggling activities related to its proximity to the frontier. While several projects have analyzed other symbolic places of the EU migration crisis such as Lampedusa, Calais and Lesvos, there is a severe empirical gap regarding Ventimiglia, a border town at the very geographic core of the Schengen area. This case study may provide emblematic insights into what European migratory movements are currently revealing in terms of the lack of shared responsibility between EU Member States, the EU common asylum system and respect for human rights, with increasing claims for national sovereignty by some Member States.

    Abstract: Considering the history of workers' and socialist movements in Europe, Frontier Socialismfocuses on unconventional forms of anti-capitalist thought, particularly by examining several militant-intellectuals whose legacy is of particular interest for those aiming for a radical critique of capitalism. Following on the work of Michael Löwy, Quirico & Ragona identify relationships of “elective affinity” between figures who might appear different and dissimilar, at least at first glance: the German Anarchist Gustav Landauer, the Bolshevik Alexandra Kollontai, the German communist Paul Mattick, the Italian Socialist Raniero Panzieri, the Greek-born French euro-communist Nikos Poulantzas, the German-born Swedish Social Democrat Rudolf Meidner, and the French social scientist Alain Bihr as well as two historical struggle experiences, the Spanish Republic and the Italian revolutionary group “Lotta continua”. Frontier Socialism then analyzes these thinkers' and experiences’ respective paths to socialism based on and achieved through self-organization and self-government, not to build a new tradition but to suggest a path forward for both research and political activism.     Abstract: Extensive previous research has investigated environmental conflict management issues in networked settings and the design of policy networks, but the emergence and evolution of self-organizing policy networks are still not fully understood. Especially misunderstood is the problem of how the multiple motivations or incentives of competing policy actors in conflictual situations affect their structures of interaction, as this issue has not been studied systematically. This book aims to address the following research questions: how do policy stakeholders cope strategically with collective action or environmental conflict resolution? How do they utilize or maintain formal and informal policy networks to resolve problems effectively? What motivates them to engage or be involved in collaborative or conflictual networks? What influences their networking or their decisions on partner selection for conflict resolution? This book consists of four studies. The goal of the first study is to examine the form of a policy network by focusing on how policy networks emerge and evolve at the micro-level to solve collective action dilemmas endemic to decentralized and democratized policy decision-making processes, particularly in the environmental conflict resolution arena. The goal of the second study is to examine the main policy actors and structural characteristics of network governance evolution in the dynamic process of environmental conflict resolution. The goal of the third study is to highlight the role of policy tie formality in the evolution of multiplex ties in the environmental conflict resolution process. The goal of the fourth study is to demonstrate the relationships between patterns of interactions among policy actors and their modified and adjusted strategic behaviours within policy networks and across advocacy coalitions.

    Abstract: "An important debate is under way in the European Union (EU) over what should be shared at community level and what should be left to individual nations. Social Europe is a key topic in the construction of the EU and its institutions. This volume examines the current state of, and perspectives for, Social Europe, as well as key issues in European social policy, including the posting of workers, the impact of the free market and regulations on social convergence, work automation, digitalisation, taxation and democracy in the workplace. The aim of this volume is to identify a course to be followed in integrating the EU's social policies and point to areas in which co-operation between member states is likely to produce best results. The concept of 'social turn' is used as a theoretical tool to describe and explain European policy in the field of social issues, with 'social turn' defined as a change in the way of thinking about Social Europe. While a Social Europe was previously seen to be a natural consequence of political and economic integration, it is now viewed as a separate area that requires active policies to preserve the European project. The EU's big question today concerns the level at which this policy should be pursued: the volume's contributors outline difficulties with harmonising social policies across the Union, but they nevertheless argue that, owing to the common challenges faced by Europe, the idea of a Social Europe must not be abandoned and requires specific action. The volume consists of 11 chapters that propose ways in which the idea of a Social Europe can be put into practice. Chapter 1 outlines prospects for developing European social policy: is this idea becoming obsolete, as some argue? The following six chapters discuss areas that require action at both the national and European levels (such as democracy in the workplace, work automation, digitalisation and taxes). Is it possible to work towards common goals across the EU while accounting for the different levels and contexts of its functioning? The next three chapters are authored by representatives of the authorities of the Weimar Triangle states of France, Germany and Poland, and shed light on the views and arguments raised in the debate on the future of Social Europe.     Abstract: This book is a critical reading of contemporary interventionism, exploring how interventions shape the course of conflicts and reconciliation processes in Somalia. In a critical departure from the state-capacity consensus that has dominated the debate on terrorism and state failure, this book argues that conflict and sovereignty transformations in Somalia cannot be understood as the result of a gap in state-capacity, as multiple interventions have compromised the autonomy of the target state and society to act as sovereign. Destabilising Interventions in Somalia focuses on the humanitarian intervention of the mid-1990s, the Ethiopia–Eritrean regional proxy war in the late 1990s and the Global War on Terror in the 2000s. Examining the politics and mechanisms of multiple interventions, this book shows how interveners complicate and amplify existing conflicts, how they reiterate the international dimension of the conflict itself, and how they orient the target state towards the outsourcing of sovereignty functions. Key to this process has been the violent and exclusionary nature of interventions grounded in the aspiration of transforming existing political orders.

Trotz seines zeitgeschichtlichen Stoffs handelt es sich aber um ein am Denken Max Webers geschultes soziologisches Buch, in dessen Zentrum die Frage steht, wie es mittels einer Herrschaft des Übergangs binnen kurzer Zeit gelingen kann, eine von Diktatur geprägte Gesellschaft in eine demokratische zu transformieren - eine Frage, die heute mehr denn je aktuell ist.

    Abstract: Since its establishment in 1951, the International Organization for Migration (IOM) has expanded from a small, regionally specific, logistically focused outfit into a major international organization involved in an almost dizzying array of activities related to human mobility. In 2016, IOM joined the UN system and has rebranded itself as the "UN migration agency." Despite its dramatic expansion and increasing influence, IOM remains understudied. This book provides an accessible, incisive introduction to IOM, focusing on its humanitarian activities and responses to forced migration – work that now makes up the majority of the organization’s budget, staff, and field presence. IOM’s humanitarian work is often overlooked or dismissed as a veil for its involvement in other activities that serve states’ interests in restricting migration. In contrast, Bradley argues that understanding IOM’s involvement in humanitarian action and work with displaced persons is pivotal to comprehending its evolution and contemporary significance. Examining tensions and controversies surrounding the agency’s activities, including in the complex cases of Haiti and Libya, the book considers how IOM’s structure, culture, and internal and external power struggles have shaped its behaviour. It demonstrates how IOM has grown by acting as an entrepreneur, cultivating autonomy and influence well beyond its limited formal mandate.

    Abstract: Implicit conceptions of time associated with progress and linearity have influenced scholars and practitioners in the fields of transitional justice and peacebuilding, but time and temporality have rarely been systematically considered. Time and Temporality in Transitional and Post-Conflict Societies examines how time is experienced, constructed and used in transitional and post-conflict societies. This collection critically questions linear, transitional justice time and highlights the different temporalities that exist at local and institutional levels through original empirical research. Presenting empirical and often ethnographic research from Argentina, Brazil, Colombia, Cambodia, Mozambique, Palestine/Israel, Rwanda and South Africa, contributors use a temporal lens to investigate key issues including: transitional justice institutions, peace processes, victimhood, perpetrators, accountability, reparations, forgiveness, reconciliation and memoralisation.

    Abstract: Violently divided societies present major challenges to institutions seeking to establish peace in places characterised by ethnic conflict and high levels of social segregation. Yet such societies also contain groups that refuse to be confined within separate forms of ethnic community and instead develop alternative modes of action that generate shared identities, build trust and foster consensual, peaceful politics. Advancing a unique social movement approach to the study of violently divided societies, this book highlights how various social movements function within a context of violent ethnic politics and provide new ways of imagining citizenship that complements peacebuilding. By analysing the impact of social movements on divided societies, this book contributes to debates about the complexity of belonging and identity, and constructs a nuanced understanding of political mobilisation in regions defined by ethnic violence. In turn, the book provides important insights into the dynamics of social movement mobilisation. Based on the author's extensive research in Lebanon and Northern Ireland, and drawing on numerous examples from other divided societies, this book examines a range of social movements, including nationalists, victims, sexual minorities, labour movements, feminists, environmentalists, secularists, and peace movements.
