    Abstract: American political observers express increasing concern about affective polarization, i.e., partisans' resentment toward political opponents. We advance debates about America's partisan divisions by comparing affective polarization in the US over the past 25 years with affective polarization in 19 other western publics. We conclude that American affective polarization is not extreme in comparative perspective, although Americans' dislike of partisan opponents has increased more rapidly since the mid-1990s than in most other Western publics. We then show that affective polarization is more intense when unemployment and inequality are high; when political elites clash over cultural issues such as immigration and national identity; and in countries with majoritarian electoral institutions. Our findings situate American partisan resentment and hostility in comparative perspective, and illuminate correlates of affective polarization that are difficult to detect when examining the American case in isolation

    Abstract: The constitutional identity of the Member States is a topic of increasing importance in understanding the interaction between the EU and its Member States. This is because the EU is enjoined to respect the constitutional identities of its Member States in accordance with Article 4(2) TEU. There is also a trend among Member States to articulate their constitutional identities, in particular in relation to European integration. In this regard, this volume fills a need in scholarship by presenting critical analyses of the constitutional identities of selected Member States.     Abstract: "This book has been brought to life in a period where transnational solidarity and cooperation seemed to be moving backwards rather than forwards. This was among others reflected in the so called refugee crisis in Europe in 2015. After the Brexit referendum in the United Kingdom in June 2016, and presidential elections in the US later the same year, the political agenda took a turn towards focusing primarily on the internal national perspective in relation to areas such as environmental protection, aid to countries in the Third World and trade with the outside world. It still remains to be seen when and how the United Kingdom will be leaving the European Union. In general, the EU has experienced a number of crises, among others an economic and financial crisis and later the refugee crisis, during the past years. These crises have challenged transnational solidarity in Europe. This development in Europe and the World stresses the question, whether and how transnational solidarity is possible. This book is motivated by these developments and discusses and attempts to answer this question. Our main presumption is that solidarity can create stability and sustainability (social, economic, environmental, peace etc.), within states, regions and globally, why it is crucial to gain more knowledge about it. Realization of the UN Sustainability Goals 2017 and 2030 go hand in hand with solidarity at both local, regional and global levels. In this work, we do of course build on earlier discussions and investigations of solidarity"--

    Abstract: "As we will demonstrate in this book, the new fault lines around globalization can no longer be fully captured along the classic redistributional left-right axis. In important respects, they run perpendicular to it. Since the end of the Cold War, parties of the mainstream Left and Right, which had transformed themselves in the decades before from 'class' to catch-all parties (Kirchheimer 1965), have converged further on pro-globalization positions on a range of issues, such as support for European integration, the North American Free Trade Agreement (NAFTA) and trade agreements such as TTIP. Even on immigration, probably the most divisive of the issues related to globalization, differences between the mainstream Left and Right have become much smaller than they used to be - both because mainstream left parties have distanced themselves from earlier experiments with multicultural policies and because Conservatives have, at least in large parts of Western Europe, embraced pro-immigration views"--

    Abstract: Many treatments of the twentieth-century Latin American left assume a movement populated mainly by affluent urban youth whose naïve dreams of revolution collapsed under the weight of their own elitism, racism, sexism, and sectarian dogmas. Many leftists struggled against capitalism and empire while also confronting racism, patriarchy, and authoritarianism.     Abstract: At a time when the legitimacy of democracies is in question, calls to improve the quality of public debate and deliberative democracy are sweeping the social sciences. Yet, real deliberation lies far from the deliberative ideal. Theorists have argued that linguistic and cultural differences foster inequality and impede democratic deliberation. In this empirical study, the author presents the collective practices of political translation, which help multilingual and culturally diverse groups work together more democratically than homogeneous groups. Political translation, distinct from linguistic translation, is a set of disruptive and communicative practices developed by activists and grassroots community organizers in order to address inequities hindering democratic deliberation and to entreat powerful groups to work together more inclusively with disempowered groups. Based on ten years of fieldwork, Political Translation provides the first systematic comparative study of deliberation under conditions of linguistic difference and cultural misunderstandings

    Abstract: The regulation of civil society provides the framework under which those organisations can most effectively provide services in education, health, social services, housing, development aid and so on. Civil Society in Europe identifies common principles of civil society law in two ways. First, the approaches of the Council of Europe and the European Union are explored. Next civil society regulation in twelve domestic legal systems are investigated on a broad range of substantive areas of law including internal organisation, registration, external supervision, public benefit organisations and international activities. From these, the authors distill a set of minimum norms and optimal conditions under which civil society can deliver its aims most effectively. This book is essential reading for policymakers and legislators across Europe and beyond

    Abstract: This book explains why conflicts in Africa are sometimes ethnic and sometimes religious, and why a conflict might change from ethnic to religious even as the opponents remain fixed. Conflicts in the region are often viewed as either 'tribal' or 'Muslim-Christian', seemingly rooted in deep-seated ethnic or religious hatreds. Yet, as this book explains, those labels emerge as a function of political mobilization. It argues that ethnicity and religion inspire distinct passions among individuals, and that political leaders exploit those passions to achieve their own strategic goals when the institutions of the state break down. To support this argument, the book relies on a novel experiment conducted in Côte d'Ivoire and Ghana to demonstrate that individual preferences change in ethnic and religious contexts. It then uses case illustrations from Côte d'Ivoire, Nigeria, and Sudan to highlight the strategic choices of leaders that ultimately shape the frames of conflict

    Abstract: "Politicising Europe presents the most comprehensive contribution to empirical research on politicisation to date. The study is innovative in both conceptual and empirical terms. Conceptually, the contributors develop and apply a new index and typology of politicisation. Empirically, the volume presents a huge amount of original data, tracing politicisation in a comparative perspective over more than forty years. Focusing on six European countries (Austria, France, Germany, Sweden, Switzerland and the UK) from the 1970s to the current euro crisis, the book examines conflicts over Europe in election campaigns, street protests, and public debates on every major step in the integration process. It shows that European integration has indeed become politicised.     Abstract: The twenty-first century has seen a further dramatic increase in the use of quantitative knowledge for governing social life after its explosion in the 1980s. Indicators and rankings play an increasing role in the way governmental and non-governmental organizations distribute attention, make decisions, and allocate scarce resources. Quantitative knowledge promises to be more objective and straightforward as well as more transparent and open for public debate than qualitative knowledge, thus producing more democratic decision-making. However, we know little about the social processes through which this knowledge is constituted nor its effects. Understanding how such numeric knowledge is produced and used is increasingly important as proliferating technologies of quantification alter modes of knowing in subtle and often unrecognized ways. This book explores the implications of the global multiplication of indicators as a specific technology of numeric knowledge production used in governance

    Abstract: Making sense of Saudi Arabia is crucially important today. The kingdom's western province contains the heart of Islam, and it is the United States' closest Arab ally and the largest producer of oil in the world. However, the country is undergoing rapid change: its aged leadership is ceding power to a new generation, and its society, dominated by young people, is restive. Saudi Arabia has long remained closed to foreign scholars, with a select few academics allowed into the kingdom over the past decade. This book presents the fruits of their research as well as those of the most prominent Saudi academics in the field. This volume focuses on different sectors of Saudi society and examines how the changes of the past few decades have affected each.     Abstract: This book re-evaluates Almond, Verba, and Pye's original ideas about the shape of a civic culture that supports democracy. Marshaling a massive amount of cross-national, longitudinal public opinion data from the World Values Survey Association, the authors demonstrate multiple manifestations of a deep shift in the mass attitudes and behaviors that undergird democracy. The chapters in this book show that in dozens of countries around the world, citizens have turned away from allegiance toward a decidedly 'assertive' posture to politics: they have become more distrustful of electoral politics, institutions, and representatives and are more ready to confront elites with demands from below. Most importantly, societies that have advanced the most in the transition from an allegiant to an assertive model of citizenship are better-performing democracies - in terms of both accountable and effective governance

    Abstract: This book responds to the often loud debates about the place of Muslims in Western Europe by proposing an analysis based in institutions, including schools, courts, hospitals, the military, electoral politics, the labor market, and civic education courses. The contributors consider the way people draw on practical schemas regarding others in their midst who are often categorized as Muslims. Chapters based on fieldwork and policy analysis across several countries examine how people interact in their everyday work lives, where they construct moral boundaries, and how they formulate policies concerning tolerable diversity, immigration, discrimination, and political representation. Rather than assuming that each country has its own national ideology that explains such interactions, contributors trace diverse pathways along which institutions complicate or disrupt allegedly consistent national ideologies. These studies shed light on how Muslims encounter particular faces and facets of the state as they go about their lives, seeking help and legitimacy as new citizens of a fast-changing Europe

    Abstract: It is widely recognized that social movements may spread - or 'diffuse' - from one site to another. Such diffusion, however, is a complex and multidimensional process that involves different actors, networks, and mechanisms. This complexity has spawned a large body of literature on different aspects of the diffusion process, yet a comprehensive framework remains an elusive target. This book is a response to that need, and its framework focuses on three basic analytical questions. First, what is being diffused? Second, how does diffusion occur? Finally, what is the impact of diffusion on organizational development and shifts in the scale of contentious politics?     Abstract: This book tells the dramatic story of the economic, social, political, and cultural transformation of Europe during the transition from the Cold War to the European Union. Ivan Berend charts, in particular, the overwhelming impact of the collapse of communism on every aspect of European life. Europe became safer and more united, and Central and Eastern Europe started on the difficult road to economic modernization. However, the western half of Europe also changed. European integration gained momentum. The single market and the common currency were introduced, and the Union enlarged from nine to twenty-seven countries. This period also saw a revolution in information and communication technology, the increasing impact of globalization and the radical restructuring of the political system. The book explores the impact of all of these changes as well as the new challenges posed by the economic crisis of 2008–9 and asks which way now for Europe?

    Abstract: Public choice or rational politics differs from other approaches to the study of political behavior in that it builds on models in which rational individuals seek to advance their own interests. This five-part volume surveys the main ideas and contributions of the field. It contains twenty-five essays written by thirty scholars, both economists and political scientists, from North America and Europe. Part I discusses the nature and justification for the existence of government and various forms it can take, including mixed, private, and public institutions, international organizations, federalisms, and constitutional governments. Part II examines the properties of different voting rules and preference aggregation procedures. Part III explores multiparty systems, interest groups, logrolling and political business cycles. The individual decisionmaker is the focus of Part IV, with surveys of the experimental literature on individual behavior, and why people vote as they do. The final section applies public-choice reasoning to bureaucracy, taxation, and the size of government.

    Abstract: The Killing Trap, first published in 2005, offers a comparative analysis of the genocides, politicides and ethnic cleansings of the twentieth century, which are estimated to have cost upwards of forty million lives. The book seeks to understand both the occurrence and magnitude of genocide, based on the conviction that such comparative analysis may contribute towards prevention of genocide in the future. Manus Midlarsky compares socio-economic circumstances and international contexts and includes in his analysis the Jews of Europe, Armenians in the Ottoman Empire, Tutsi in Rwanda, black Africans in Darfur, Cambodians, Bosnians, and the victims of conflict in Ireland. The occurrence of genocide is explained by means of a framework that gives equal emphasis to the non-occurrence of genocide, a critical element not found in other comparisons, and victims are given a prominence equal to that of perpetrators in understanding the magnitude of genocide

    Abstract: Studies of social movements and of political parties have usually treated them as separate and distinct. In fact they are deeply intertwined. Social movements often shape electoral competition and party policies; they can even give rise to new parties. At the same time, political parties and campaigns shape the opportunities, personnel, and outcomes of social movements. In many countries, electoral democracy itself is the outcome of social movement actions.     Abstract: Fatherhood is on the political agenda in many countries, often cast in terms of crisis. One side of the policy debate focuses on fathers as deadbeat dads who do not provide financial support and care for their children. The other revolves around making men into active and engaged fathers. However, these policies are often at odds with the employers' reluctance to accommodate work schedules to fathers' needs.     Abstract: This 2001 book is an attempt by a social scientist to explain the predicament of Gypsies (or Roma), Eastern Europe's largest ethnic minority, and their relationship to the region's states and societies. Barany examines the Gypsies' socioeconomic and political marginality and policies toward them through seven centuries and in seven East European states. He illuminates the reasons why the Roma have consistently occupied the bottom of social, economic, and political hierarchies regardless of historical period or geographic location. Barany argues that the current nostalgia of many Gypsies for the socialist period is easy to understand, given the disastrous effect of the post-communist socioeconomic transformation on the Roma's conditions over the last decade. He explains the impact of Gypsy political mobilization, and the activities of international organizations and NGOs, on government policies.     Abstract: This 2001 book charts the evolution of clientelist practices in several western European countries. Through the historical and comparative analysis of countries as diverse as Sweden and Greece, England and Spain, France and Italy, Iceland and the Netherlands, the authors study both the 'supply-side' - the institutional context in which party leaders devise and implement their political strategies - and the 'demand-side' - the degree of 'empowerment' of civil society - of clientelism. This approach contends that clientelism is a particular mix of particularism and universalism, in which interests are aggregated at the level of the individual and his family 'particularism', but in which all interests can potentially find expression and accommodation 'universalism'. In contrast, 'consociationalism' and 'corporatism' are systems of interest representation in which interests are aggregated at the level of 'social pillar' or the functional association 'universalism', but in which not all interests can find representation and accommodation 'particularism'

    Abstract: The aim of this book is to highlight and begin to give 'voice' to some of the notable 'silences' evident in recent years in the study of contentious politics.     Abstract: As the idea of globalization emerges as a key concept in social sciences in the twenty-first century, understanding how external forces and phenomena shape the politics of nation-states and communities is imperative. This 2001 volume calls attention to 'transboundary formations' - intersections of cross-border, national and local forces that produce, destroy or transform local order and political authority, significantly impacting on ordinary people's lives. It analyzes the intervention of external forces in political life, both deepening and broadening the concept of international 'intervention' and the complex contexts within which it unfolds. While transboundary formations can emerge anywhere, they have a particular salience in sub-Saharan Africa where the limits to state power make them especially pervasive and consequential. Including conceptual contributions and theoretically-informed case studies, the volume considers global-local connections, taking a fresh perspective on contemporary Africa's political constraints and possibilities, with important implications for other parts of the world.

    Abstract: This book presents a systematic overview and assessment of the impacts of politics on the media, and of the media on politics, in authoritarian, transitional and democratic regimes in Russia, Spain, Hungary, Chile, Italy, Great Britain, Germany, Japan, the Netherlands, and the United States. Its analysis of the interactions between macro- and micro-level factors incorporates the disciplinary perspectives of political science, mass communications, sociology and social psychology. These essays show that media's effects on politics are the product of often complex and contingent interactions among various causal factors, including media technologies, the structure of the media market, the legal and regulatory framework, the nature of basic political institutions, and the characteristics of individual citizens. The authors' conclusions challenge a number of conventional wisdoms concerning the political roles and effects of the mass media on regime support and change, on the political behavior of citizens, and on the quality of democracy

    Abstract: The authors of Informal Politics in East Asia, first published in 2000, argue that political interaction within the informal dimension (behind-the-scenes politics) is at least as common and influential, though not always as transparent or coherent, as formal politics, and that this understudied category of social interaction merits more serious and methodical attention from social scientists. This book is a pioneering effort to delineate the various forms of informal politics within different East Asian political cultures and to develop some common theoretical principles for understanding how they work.     Abstract: Feminist analysis shows that the prevailing concepts of citizenship often assume a male citizen. How, then, does this affect the agency and participation of women in modern democracies? This insightful book, first published in 2000, presents a systematic comparison of the links between women's social rights and democratic citizenship in three different citizenship models: republican citizenship in France, liberal citizenship in Britain, and social citizenship in Denmark. Birte Siim argues that France still suffers from the contradictions of pro-natalist policy, and that Britain is only just starting to re-conceptualise the male-breadwinner model that is still a dominant feature. In her examination of the dual-breadwinner model in Denmark, Siim presents research about Scandinavian social policy and makes an important and timely contribution to debates in political sociology, social policy and gender studies

    Abstract: In his study Modernity and the Holocaust, Zygmunt Bauman contrasts the hopes and expectations of the modernising world of the nineteenth century with the real outcomes of the twentieth century, where the very conditions of modernity have led to the mass destruction of humanity and of those early hopes for the betterment of humankind. This volume explores the possibilities left to those once modernising societies, not only in terms of the worlds they have constructed but also in discerning the novel conditions which the closure of modernity entails.     Abstract: This book examines how national and ethnic identities are being reforged in the post-Soviet borderland states. The first chapter provides a conceptual and theoretical context for examining national identities, drawing in particular upon post-colonial theory. The rest of the book is divided into three parts. In Part I, the authors examine how national histories of the borderland states are being rewritten especially in relation to new nationalising historiographies, around myths of origin, homeland, and descent. Part II explores the ethnopolitics of group boundary construction and how such a politics has led to nationalising policies of both exclusion and inclusion. Part III examines the relationship between nation-building and language, especially with regard to how competing conceptions of national identity have informed the thinking of both political decision-takers and nationalising intellectuals, and the consequences for ethnic minorities. Such perspectives on nation-building are illustrated with substantive studies drawn from the Baltic states, Ukraine, and Belarus, Transcaucasia, and Central Asia

    Abstract: Gregory S. Kavka (1947–94) was a prominent and influential figure in contemporary moral and political philosophy.     Abstract: Problems of institutional design and redesign, structuring and restructuring, acquired particular poignancy through recent developments from eastern Europe to southern Africa.     Abstract: This eminently readable 1994 collection of high-quality, country-specific essays on Third World politics provides, through a variety of well-integrated themes and approaches, an examination of 'state theory' as it has been practised in the past, and how it must be refined for the future. The contributors go beyond the previously articulated 'bringing the state back in' model to offer their own 'state-in-society' approach.     Abstract: Factionalism is an important force of social transformation, and this volume examines how factional competition in the kinship and political structures in ancient New World societies led to the development of chiefdoms, states and empires.     Abstract: The Solidarity movement of the early 1980s not only triggered a transformation in Polish society, it forced a fundamental reconsideration of the nature of socialism throughout the Soviet Union and Eastern Europe. Seen as one of the most important social movements of the twentieth century, Michael Kennedy develops a theoretical conception of Soviet-type societies by analysing Solidarity's significance. He explains the background to the nature of the conflict between Solidarity and the authorities and considers the implications of Solidarity's struggle for the theory of the Soviet-type system's reproduction and transformation. Then, the internal constitution of Solidarity in terms of gender and, in particular, cross-class alliances is examined, which is followed by the implications of his analysis both for understanding perestroika in the Soviet Union and more generally for reformulating a critical sociology of Soviet-type societies

    Abstract: A distinguished group of scholars examine recent transitions to democracy and the prospects for democratic stability in Argentina, Brazil, Chile, the Dominican Republic, Peru, Portugal, Spain and Uruguay. They also assess the role of elites in the longer-established democratic regimes in Columbia, Costa Rica, Italy, Mexico and Venezuela. The authors conclude that in independent states with long records of political instability and authoritarian rule, democratic consolidation requires the achievement of elite 'consensual unity' - that is, agreement among all politically important elites on the worth of existing democratic institutions and respect for democratic rules-of-the-game, coupled with increased 'structural integration' among those elites. Two processes by which consensual unity can be established are explored - elite settlement, the negotiating of compromises on basic disagreements, and elite convergence, a more subtle series of tactical decisions by rival elites which have cumulative effect, over perhaps a generation

    Abstract: Francisco Vitoria was the earliest and arguably the most important of the Thomist political philosophers of the Counter-Reformation. Not only did he write important essays on civil and ecclesiastical power, but he became celebrated for his defence of the new world Indians against the imperialism of his own master, the King of Spain. Vitoria's political works are thus of great importance for an understanding both of the rise of modern absolutism, and the debate about the emergent imperialism of the European powers. His works are also unusually accessible, since they survive mainly in the form of 'relectiones', or summaries delivered at the end of his lecture courses on law and theology at the University of Salamanca. Translated here into English for the first time, these texts comprise the core of Vitoria's thought, and will be of interest to specialists in political theory and the history of ideas, ecclesiastical history, and the history of early modern Spain. A comprehensive introduction, a chronology, and a bibliography accompany the texts

    Abstract: The central problem of modern government and political action is how to choose and implement effective economic policies. For this reason, the economic considerations of public policy have assumed a more prominent place in contemporary political thought. Despite efforts among political scientists, economists, and sociologists to fathom the complexities of this added dimension, none of these solid sciences offers a satisfying approach to the problem.     Abstract: It has become something of an orthodoxy of contemporary sociology that modern democratic industrial societies are essentially alike, and that they are confronted by uniform challenges, whether industrial (strikes and demonstrations), social (the 'crisis of the welfare state'), or political. In this important collection of studies Professor Birnbaum asserts, however, that the very existence of differentiation, challenge such a hypothesis. Linking historical and sociological investigation, Birnbaum argues that it is only through divergent state-formation that regional and national state variations in, for example, industrial conflict, policing or ideological configuration can be explained. His analysis of the influence of each type of state upon the development of various collective action and mobilisation processes establishes the crucial importance of the state as a quasi-independent variable

    Abstract: Existing theories of the nature of the state in Western capitalist democracies have been mostly propounded from one of three major theoretical perspectives, each emphasising a particular aspect of the state: the 'pluralist', which emphasises its democratic aspect: the 'managerial', which emphasises its bureaucratic elements: and the 'class', which focuses on its capitalistic aspect. Each of these theoretical perspectives has contributed something to our understanding of the state, but each also has its limitations. In this book, Alford and Friedland evaluate the strengths and weaknesses of each perspective and present a new, synthetic framework for a more comprehensive theory of the state. Impartially reviewing the major historical and empirical works within each theoretical tradition, they reveal how empirical study has been shaped by theoretical assumptions. They agree that each perspective has a distinctive 'power' to understand part of the reality of the modern state, although it is powerless to explain other parts. In each case, the part that can be explained is the perspective's 'home domain', or the aspect of the state that it emphasises, while other aspects are either rejected or reinterpreted. The authors argue that the state cannot be adequately understood unless full account is taken of each of these home domains, and they suggest how the contributions of each perspective to the explanation of its own domain can be integrated into a new, and more powerful, theory

    Abstract: Until recently, dominant theoretical paradigms in the comparative social sciences did not highlight states as organizational structures or as potentially autonomous actors. Indeed, the term 'state' was rarely used. Current work, however, increasingly views the state as an agent which, although influenced by the society that surrounds it, also shapes social and political processes. The contributors to this volume, which includes some of the best recent interdisciplinary scholarship on states in relation to social structures, make use of theoretically engaged comparative and historical investigations to provide improved conceptualizations of states and how they operate. Each of the book's major parts presents a related set of analytical issues about modern states, which are explored in the context of a wide range of times and places, both contemporary and historical, and in developing and advanced-industrial nations. The first part examines state strategies in newly developing countries. The second part analyzes war making and state making in early modern Europe, and discusses states in relation to the post-World War II international economy. The third part pursues new insights into how states influence political cleavages and collective action. In the final chapter, the editors bring together the questions raised by the contributors and suggest tentative conclusions that emerge from an overview of all the articles. As a programmatic work that proposes new directions for the analysis of modern states, the volume will appeal to a wide range of teachers and students of political science, political economy, sociology, history, and anthropology

    Abstract: The thirteen essays in this book reflect the dual character of writing about the history of the British working class. The first section focuses on the outlook, organization, and policies of the Labour movement. The second section is concerned with central aspects of the social history of the working class. Together, these essays provide striking evidence of the ways in which the experience of class has pervaded virtually every corner of this nation's public life. They also show that the mixed political record of organized Labour, its hesitations and failures as well as its struggles and successes, cannot be understood without a full appreciation of the collective and individual lives of working people outside the political arena

    Abstract: Following the publication of the book by E. R. Leach, ed., Aspects of Caste in South India, Ceylon and North-West Pakistan (1960), much additional information was gathered on caste hierarchies in South Asia, and two major attempts were made to identify the underlying unity of this material - a structuralist one by Louis Dumont and a ethnosocialogical one by McKim Marriott et al. This quest for unity seemed attractive, yet at the same time, as the contributions to the present volume indicate, premature. The four papers collected here and published in 1982 are all concerned with caste ideology and caste interaction in different locales of South Asia
