    Abstract: Die Lebensphase „Jugend“ wird häufig mit Defiziten, Störungen und riskanten Verhaltensweisen assoziiert. Besondere mediale und politische Aufmerksamkeit erhalten Jugendliche dann, wenn sie mit strafrechtsrelevantem Verhalten in Erscheinung treten.     Abstract: Christiane Carris zentrales Anliegen ist es, die Verschränkungen von Sexualität und Geschlecht in ihrer juristisch-medizinischen Machtdimension zu Beginn des 20. Jahrhunderts zu hinterfragen. Dafür rückt die Autorin die psychiatrischen Gutachten der Gerichtsakten Berliner Entmündigungsverfahren in den Jahren 1900–1933 in den Mittelpunkt ihrer Analyse. Die juristischen Quellen zu ‚weiblichem Wahnsinn‘ sind im deutschsprachigen Raum bislang unbeachtet geblieben und werden im Zuge dieses Buches auf unterschiedlichsten Wegen untersucht. Konzepte von Geisteskrankheit und die Kategorisierungen des Wahnsinns im psychiatrischen Diskurs sowie die Konstruktionen geschlechtlicher Identität werden herausgearbeitet.     Abstract: Nadine Ochmann untersucht das Gesundheitsverständnis und -verhalten inhaftierter Frauen sowie die gesundheitsförderlichen Bedingungen in Gefängnissen. Dazu wurden Insassinnen sowohl nach ihren subjektiven Einstellungen und individuellen Bedürfnissen befragt als auch nach ihren Erfahrungen mit der gesundheitlichen Versorgung. Dabei zeigen inhaftierte Frauen einerseits ein großes Interesse an ihrer eigenen Gesundheit und ihr Gesundheitsverhalten verbessert sich in der Haft. Andererseits verschlechtert sich jedoch ihr Gesundheitszustand, insbesondere das psychosoziale Wohlbefinden. Die Autorin zeigt, dass intramurale Gesundheitsförderung möglich und in mehreren Bereichen bereits vorhanden ist. Großes Verbesserungspotenzial besteht insbesondere im Hinblick auf die (gesundheitlichen) Bedürfnisse der Selbstbestimmung und der Partizipation.     Abstract: This book tells a series of living stories about a domain of social activity, “the work and play of the mind,” in a particular historical epoch: the “information age.” The stories concern political processes and movements as varied as the World Trade Organization’s Trade-Related Aspects of Intellectual Property Rights, China’s Great Firewall, practices of image sharing in social media, Occupy Wall Street, The Arab Spring, The Alt-Right, and the use of geographical indications by indigenous peoples and farmers to defend their lifestyles. In its theoretical analysis, the book illuminates four alternative political agendas for the work and play of the mind. These four “propertyscapes” represent competing visions for social life, framing projects for collective political action that are at times competing, at times overlapping. The author prompts us to consider whose property is the work and play of the mind, as well as addressing larger questions  regarding the framing of political space, the kinds of political communities we may need for the future, and the changing place of the work and play of the mind within these social imaginaries.     Abstract: Maike Meyer beschäftigt sich in ihrer Dissertation mit Korruption in deutschen Kommunalverwaltungen.     Abstract: This book fills a significant lacuna in our understanding of the refugee crisis by analyzing the dynamics that lie behind fifteen years of asylum policies in the European Union. It sheds light on why cooperation has led to reinforced refugee protection on paper but has failed to provide it in practice. Offering innovative empirical, theoretical and methodological research on this crucial topic, it argues that the different asylum systems and priorities of the various Member States explain the EU's lack of initiative in responding to this humanitarian emergency. The author demonstrates that the strong regulators of North-Western Europe have used their powerful bargaining positions to shape EU asylum policies decisively, which has allowed them to impose their will on Member States in South-Eastern Europe. These latter countries, having barely made a mark on EU policies, are now facing significant difficulties in implementing them. The EU will only identify potential solutions to the crisis, the author concludes, when it takes these disparities into account and establishes a functioning common refugee policy. This novel work will appeal to students and scholars of politics, immigration and asylum in the EU

    Abstract: This book explores California’s prison system in the context of vocational education reform. For prisons in the early twenty-first century, ideologies of evidence-based management meant that reform efforts to change the purpose of prisons from punishment to rehabilitation through vocational education required “evidence” to justify policy prescriptions. Yet who determines what constitutes evidence? In political environments, solutions are typically pre-conceived, which means that the nature of the evidence collected is also preconceived. As a result, key assumptions about outcomes are often wished away to show improvement and be accountable. Through a detailed analysis interspersed with stories from the authors’ experiences “behind the wall” among California’s prison population, the authors challenge the nature of evidence-based research as used in the prison environment.     Abstract: This book tackles the regulatory issues of Unmanned Aerial Systems (UAS) or Remotely-Piloted Aerial Systems (RPAS), which have profound consequences for privacy, security and other fundamental liberties. Collectively known as “drones,” they were initially deployed for military purposes: reconnaissance, surveillance and extrajudicial executions. Today, we are witnessing a growth of their use into the civilian and humanitarian domain. They are increasingly used for goals as diverse as news gathering, aerial inspection of oil refinery flare stacks, mapping of the Amazonian rain-forest, crop spraying and search and rescue operations. The civil use of drones is becoming a reality in the European Union and in the US.The drone revolution may be a new technological revolution. Proliferation of the next generation of “recreational” drones show how drones will be sold as any other consumer item. The cultural perception of the technology is shifting, as drones are increasingly being used for humanitarian activities, on one hand, but they can also firmly be situated in the prevailing modes of postmodern governance on the other hand. This work will be of interest to researchers in Criminology and Criminal Justice interested in issues related to surveillance, security, privacy, and technology. It will also provide a criminological background for related legal issues, such as privacy law, aviation law, international criminal law, and comparative law.

    Abstract: This Brief examines criminal careers by providing the most extensive and comprehensive investigation to date on the official offending, self-reported offending, and trajectories of offending of the Pittsburgh Youth Study (PYS) participants. The PYS is a longitudinal study, which was initiated in 1987, and involves repeated follow-ups on several community cohorts (starting in grades 1, 4, and 7) of inner-city boys in Pittsburgh, Pennsylvania. This Brief covers the Youngest and Oldest PYS cohorts (which had the most follow-up and most data available) from ages 10-30. It provides the most complete descriptive analyses of the criminal careers of these males to date. The three cohorts are commonly referred to as the Youngest, Middle, and Oldest cohorts, respectively. Consistent with several prior publications with the PYS data (Loeber et al., 2008), this book focuses only on data from the Youngest and Oldest cohorts as these cohorts were followed up the most frequently and have the longest time window of data available. It will be of interest to researchers in Criminology and Criminal Justice, as well as related fields like Sociology, Developmental Psychology, Social Policy, and Education.

    Abstract: This book presents a vivid description of the solutions that researchers have discovered for ethical dilemmas that pose themselves at studying disadvantaged, vulnerable and victimized populations. Ethical codes prescribe that the scholar should in all circumstances avoid potential harm, that informed consent is necessary and that the limits of confidentiality should always be respected. However, in the practice of research among women involved in prostitution, illegal immigrant workers, enslaved children, people who sell their organs and all the traffickers thereof, the ethical rules cannot always be followed. This book shows that there is a surprising variety of arguable possibilities in dealing with ethical dilemmas in the field. Authors reflect on concrete experiences from their own fieldwork in a wide variety of settings such as the USA, Singapore, Kosovo and The Netherlands. Some choose to work on the basis of conscientious partiality, others negotiate the rules with their informants and still others purposely break the rules in order to disclose and damage the exploiters.     Abstract: This brief takes the reader through a 10-year journey of seeking to embed Evidence Based Policing within one of the largest police forces in the world - the Metropolitan Police Service in London, England - from the inside. As a topic, Evidence Based Policing has generated considerable recent interest and academic discussion - although largely remains without a consistent guiding voice for police practitioners. The aim of the brief is to expand upon the current discussions and address this gap within the day-to-day reality of policing where translation of research is a routine part of the day job. The book is organised into three sections: the first explores receptivity to evidence, asking practitioners to locate where they are on a continuum of evidence based craftwork; the second presents the importance of programme integrity and effective implementation in police craft; and the final section explores the challenges in professionalising policing and offers a more nuanced discussion around what it really means to be evidenced based.     Abstract: This ambitious volume brings together and assesses all major systematic reviews of the effectiveness of criminological interventions, to draw broad conclusions about what works in policing, corrections, developmental prevention, situational prevention, drug abuse treatments, sentencing and deterrence, and communities. Systematic reviews aim to minimize any possible bias in drawing conclusions by stating explicit criteria for inclusion and exclusion of studies, by conducting extensive and wide-ranging searches for possibly eligible studies, and by making all stages of the review explicit and transparent so that the methods can be checked and replicated. Over a decade ago, a concerted effort was made by members of the criminology community, including the Editors and contributors of this volume, to bring the practice of systematic reviews to the study of Criminology, providing replicable, evidence-based data to answer key questions about the study of crime causation, detection, a nd prevention. Now, the pioneers in this effort present a comprehensive stock-taking of what has been learned in the past decade of systematic reviews in criminology. Much has been discovered about the effectiveness of (for example) boot camps, “hot spots” policing, closed-circuit television surveillance, neighborhood watch, anti-bullying programs in schools, early parenting programs, drug treatment programs, and other key topics. Illegalität ist ein solches Modalmedium, das sich an rechtlich-politischen Unvereinbarkeiten entzündet. Es stellt auf der Ebene der Inklusion und Exklusion von Organisationen und Personen und in Bezug auf die Selbstbeobachtung der Weltgesellschaft ein Beobachtungspotential bereit, um diese formalen Unvereinbarkeiten auf illegale Weise vereinbar zu machen. So wird durch Illegalität eine zugleich destabilisierende und stabilisierende Behandlung innerer und äußerer Systemgrenzen ermöglicht, indem unvereinbare formale Erwartungen verletzt und genau dadurch erfüllt werden. Das Modalmedium ermöglicht demnach die Systemreproduktion auch dann, wenn sie durch rechtlich-politische Unvereinbarkeiten gefährdet ist.     Abstract: Auf Untaten erfolgen Urteile, auf Grenzverletzungen Sanktionen, auf Fehlverhalten Strafen. Unser Strafrechtssystem ist ein rationaler Apparat, der in seiner eigenen Logik betrachtet ähnlich alternativlos erscheint wie die Strafsysteme vergangener Jahrhunderte. In diesem Lehrbuch werden Modelle des alternativen Umgangs mit verletzenden Verhalten diskutiert.     Abstract: Frank Wilde untersucht die Frage, inwieweit Armut bei strafrechtlichen Sanktionen zu einer Benachteiligung führt. Am Beispiel der Geldstrafe kommt er zum Ergebnis, dass eine strafverschärfende Wirkung von Armut festzustellen ist. Die Geldstrafe kann häufig bei einkommensarmen Personen nicht vollstreckt werden. Sie führt dann zur Inhaftierung und Armut wirkt so strafverschärfend. Als Lösung für dieses Problem ist – unter Beteiligung der Sozialen Arbeit – die Möglichkeit eingeführt worden, die Strafe durch gemeinnützige Arbeit abzuarbeiten. Der Autor stellt die These auf, dass es damit nicht gelungen ist, die strafverschärfende Wirkung von Armut zu beheben, sondern stattdessen mit der Einführung einer Arbeitsstrafe für Arme eine neue Form der Diskriminierung geschaffen wurde.     Abstract: Polizeiliche Unsensibilität im Umgang mit Migranten(opfern) ist kein singuläres sondern ein systemisches Phänomen, dessen Ursachen, Reproduktionsmechanismen und Rechtfertigungen im Mittelpunkt der vorliegenden Untersuchung stehen. Die Vorschläge für eine Anreicherung der kulturellen Kompetenz der Polizeibeamtinnen und -beamten aller Hierarchieebenen beruht auf diesen Erkenntnissen. Als „Verfassungsarbeiterin“ ist die Polizei verpflichtet, in ihrem Handeln die Grundrechte zu wahren. Soweit ihr normativer Anspruch, ihre normative Bindung und die Erwartungen des Bürgers.     Abstract: Th is book covers research design and methodology from a unique and engaging point of view, based on accounts from infl uential researchers across the fi eld of Criminology and Criminal Justice. Most books and articles about research in criminology and criminal justice focus on how the research was carried out: the data that were used, the methods that were applied, the results that were achieved. While these are all important, they do not present a complete picture. Envisioning Criminology: Researchers on Research as a Process of Discovery aims to fi ll that gap by providing nuance--the “back story” of why researchers selected particular problems, how they approached those problems, and how their background, training, and experience aff ected the approaches they took. As the contributions in this book demonstrate, research is not a cut-and-dried process, as all too many methods books imply, but a living, breathing-and in some ways quirky- process that is infl uenced by non-“scientifi c” factors. Th e path taken by a researcher is important, and an appreciation of his or her background, experience, knowledge-and the setbacks and triumphs of performing the research-provides a much more complete picture of how research is done. Th e twenty-eight chapters in this book describe the back stories of their authors, which serve to enlighten readers about the interplay between the personal and the methodological. While primarily aimed as a textbook, this work will also be of interest to researchers in Criminology and Criminal Justice, and related Social and Behavioral Science fi elds as an account of how seminal researchers in the fi eld developed their key contributions

    Abstract: As the European Union has evolved, it has also begun to address policy questions which are closer to the very heart of the state. From cooperation in Justice and Home Affairs, originally conceived as the third pillar of European cooperation, has emerged the Area of Freedom, Security, and Justice (AFSJ). A unique aspect of policy in this area is the desire to integrate the internal and external dimensions of this policy area. One of the tensions in this policy area has been balancing the protection of fundamental rights and increasing security. The first part of this book focuses on the institutional relations of policymaking in AFSJ, both within member states and between member states, in particular the issues of national executive control, national parliamentary scrutiny and peer review across the member states with regard to AFSJ. The second part focuses on specific policy areas which are part of AFSJ. Two chapters highlight the tension found in this policy area between security and human or fundamental rights, the first related to data retention and the second on policing external borders. The final two chapters are concerned with data exchange among European countries and transatlantically with the US, and the interface between AFSJ and the Common Foreign and Security Policy (CFSP). The chapters contained in the book were presented at the Dutch Ministry of the Interior and Kingdom Relations and the Dutch national parliament (Tweede Kamer), making it of interest to scholars and practitioners alike

    Abstract: This book provides a unique empirical study of criminal trials in China. Western observers such as the media, politicians and the legal scholars alike, have rarely had the exposure to the vast majority of the ordinary criminal trials in China. A number of legal reforms have been implemented in Chinese criminal courts in recent years, but there has been little research on whether these reforms have been effective. This book fills that gap, by unveiling the day-to-day reality of criminal cases tried by the lowest level courts in China. The data used in this study include hundreds of criminal trial observations, complete criminal case dossiers, and a comprehensive questionnaire survey of criminal justice practitioners from one large province located in China’s Southeast coast. These data were collected over a two-year period, with a generous research grant from the John D. and Catherine T. MacArthur Foundation, by scholars already working in the Chinese legal system. The work opens with a historical framework of the Chinese criminal justice system, both Western and Chinese interpretations, and an overview of the current state of the system. It will provide unique analysis of how criminal trials are being carried out in China, with a useful context for scholars with varying levels of familiarity with the current system. The research framework for gathering data discussed in this book will also provide a useful basis for studying the criminal justice system in other regions

    Abstract: This book provides the most current thinking on effective interventions in the lives of criminal offenders. Original articles by leading criminologists provide in-depth analyses of “turning points” in the desistance process experienced by criminal offenders. An understanding of the sources of turning points (or interventions) across the life course is vital to assessing their impact on criminal behavior. Three sources of interventions in criminal careers are identified in the literature: structural location, human agency and situated choice. Structural location refers to the social place occupied by an individual in the social structure: including marital and occupational status, education and income, and so on. Human agency means the active will of an individual to change his or her behavior, that is, the decision to stop engaging in criminal activities. In addition, situated choice coordinates the offender’s willingness to end a life of crime with the social structural supports that increase the odds of criminal desistance. This comprehensive book considers all three sources of turning points-structural location, human agency, and situated choice-across the life course of criminal offenders. The book also provides a section on cross-cultural perspectives on the effectiveness of interventions in the careers of criminal offenders. The policy implications of each intervention are considered in individual chapters. In addition, the authors suggest a research agenda to further the understanding of the interplay among the key interventions across the life course.     Abstract: This book uses a multi-methods study of incarcerated youths to examine the pathways to gang involvement, the drug distribution system and hierarchy within gangs, levels of traumatic stress and depression among gang-involved youths, and other mechanisms of control and retention within the system of gangs. Based on a study of young inmates in Norway, with international backgrounds including Africa, Pakistan, Middle East and Western Europe, the findings explained in this book are broadly applicable. It aims to create a picture of the entire system of gang membership, while revealing a research framework that could be applied to other studies. Gang members were found in high levels to be suffering from depression and traumatic stress, and were often heavily indebted (financially and otherwise) to persons in the outside world. Owing money, violence and other threats, all make it difficult to leave the system, despite the pains they suffer within it. In order understand young peoples’ life within the system, and its hold on them, and in order to reduce its continuation and growth, this important analysis helps researchers and policy makers, particularly those interested in juvenile justice, youth gangs, and drug trafficking understand its logic and identify its weak points and possible ways out

These rapid shifts allow less time for researchers to understand the potential health consequences of these substances and for law enforcement to stay abreast of abuses of legal substances.     Abstract: Joachim Häfele untersucht den Einfluss von urbanen Disorder-Phänomenen (Incivilities) auf die Furcht vor und die Einstellungen zu Kriminalität. Damit stehen das Disorder-Modell und/oder ähnliche Ansätze (z. B. Broken-Windows-Ansatz) zur Erklärung personaler Kriminalitätsfurcht auf dem Prüfstand. Mithilfe von statistischen Mehrebenenanalysen gelingt es dem Autor, eigenständige Effekte des sozialräumlichen Kontextes auf Kriminalitätsfurcht und personale Kriminalitätseinstellungen zu untersuchen. Die Ergebnisse zeigen u. a., dass Incivilities eine ambivalente und teilweise durchaus widersprüchliche Wirkung auf die Kriminalitätsfurcht haben. Insbesondere Social Incivilities oder abweichende Handlungen erhöhen die Risikoperzeption und führen zu einem Absinken des kriminalitätsbezogenen Sicherheitsgefühls.     Abstract: Policing in Central and Eastern Europe has changed greatly since the fall of the Berlin Wall.     Abstract: The publication aims to familiarize students of public policy with the precautionary principle, which plays a vital role in the European Union’s approach toward regulating risks. The precautionary principle contends that policy makers should refrain from actions having a suspected risk of causing harm to the public and/or the environment. However, the precautionary principle only provides guidance to policy makers but does not prescribe specific policy responses. Therefore, there should be variation in the way the principle is applied. Furthermore, precautionary measures are, in principle, of a provisional nature, suggesting that they are likely to be subject to changes over time. This book is thus interested in shedding light on how the precautionary principle is put into practice and to what extent precautionary measures become modified. Empirically, it focuses on how the EU has regulated the use of growth hormones in meat production, the cultivation of genetically modified corn and the use of Stevia-based sweeteners in foods and beverages. The main theoretical argument advanced by this study is that the way in which the original regulatory standards were formulated affects whether and how they are changed. By placing particular emphasis on the relevance of scientific evidence for the (re-)definition of precautionary measures, the book is expected to appeal to both academics and practitioners

    Abstract: In contrast to the pattern of long-standing occidental street gangs modelled in the North American paradigm, new-age gangs have appeared as loosely organized, with a high degree of interchangeability of their membership. Associated with this structural fluidity is an equally significant geographic mobility, which paradoxically does not appear to diminish the intensity of personal bonds formed within and between new-age gangs. The dimensions of fluidity of gang membership and geographic mobility across police jurisdictions is increasingly seen as the organizational pattern of emerging gangs, in large part shaped by worldwide patterns of human migration and globalization. While the structure of new-age gangs appears as loose-knit, what must be emphasized is that this characteristic is reflective of a criminal network of economic commodity-based turf as opposed to a close-knit geographically anchored turf that has characterized the prevailing North American (occidental) gang model. This volume illuminates the structure and organization of increasingly emergent, fluid and mobile, new-age gangs within the context of transnational networks. The implications for law enforcement agencies is two-fold: i) the fluidity of new-age gang players challenges investigative techniques that remain predicated on suspect recognition through modus operandi repetition by those involved, and; ii) the movement of new-age gang players across police jurisdictions challenges the sharing of police information. This innovative work will be of interest to researchers in Criminology and Criminal Justice, as well as related disciplines including Sociology and Anthropology studying gangs and group-organization. It has strong implications for practitioners and professionals working in law enforcement, public policy, or with at-risk youth/young adults.

    Abstract: Female offenders are often perceived as victims who commit crimes as a self-defense mechanism or as criminal deviants whose actions strayed from typical ‘womanly’ behavior. Such cultural norms for violence exist in our gendered society and there has been scholarly debate about how male and female offenders are perceived and how this perception leads to differential treatment in the criminal justice system. This debate is primarily based upon theories associated with stereotypes and social norms and how these prescriptive norms can influence both public and criminal justice response. Scholars in psychology, sociology, and criminology have found that female offenders are perceived differently than male offenders and this ultimately leads to differential treatment in the criminal justice system. This interdisciplinary book provides an evidence based approach of how female offenders are perceived in society and how this translates to differential treatment within the criminal justice system and explores the ramifications of such differences. Quite often perceptions of female offenders are at odds with research findings. This book will provide a comprehensive evidence-based review of the research that is valuable to laypersons, researchers, practitioners, advocates, treatment providers, lawyers, judges, and anyone interested in equality in the criminal justice system

    Abstract: This is a detailed ethnographic study of a therapeutic prison unit in Canada for the treatment of sexual offenders. Utilizing extensive interviews and participant-observation over an eighteen month period of field work, the author takes the reader into the depths of what prison inmates commonly refer to as the "hound pound." James Waldram provides a rich and powerful glimpse into the lives and treatment experiences of one of society's most hated groups. He brings together a variety of theoretical perspectives from psychological and medical anthropology, narrative theory, and cognitive science to capture the nature of sexual offender treatment, from the moment inmates arrive at the treatment facility to the day they are relased. This book explores the implications of an outside world that balks at any notion that sexual offenders can somehow be treated and rendered harmless. The author argues that the aggressive and confrontational nature of the prison's treatment approach is counterproductive to the goal of what he calls "habilitation" -- the creation of pro-social and moral individuals rendered safe for our communities

    Abstract: Is there a universal right to the free expression and preservation of cultural heritage, and if so, where is that right articulated and how can it be protected? No corner of today's world has escaped the effects of globalization - for better or worse. This volume addresses a deeply political aspect of heritage preservation and management as it relates to human rights.
    Abstract: In today’s world, there seems to be no corner of the world that has not been affected by globalization – for good and for bad. While the world becomes more hegemonized socially and culturally, local communities are fighting to preserve their way of life as part of their heritage. Travel and cultural institutions use this "uniqueness" to promote travel and tourism, and while this brings in revenue and exposure, cultural heritage sites that were preserved by virtue of their isolation are now being severely damaged and even destroyed. At the same time, there is a growing awareness that while this unique heritage is used to define a community, society or nation, it also can be a basis for conflict. The volume addresses a deeply political aspect of heritage preservation and management as it relates to human rights. Social and community advocates assert that heritage is necessary for the articulation and preservation of cultural identity. The display of heritage monuments and performance can be a strategy for asserting minority identity in the face of majority pressure – as well as a tool for resistance and the expression of difference. Conversely, the erasure of cultural expressions—such as buildings, monuments, language, religion, and social practices—is a powerful tool in warfare and political regulation. In the assault on human lives and political autonomy, the cultural history and values of a community are also attacked, destroying not only individuals but the very fabric of society. Is there a universal right to the free expression and preservation of cultural heritage, and if so, where is that right articulated and can it be protected? How is the notion of "heritage" used variously to unite and divide communities? Who defines cultural heritage and who should control stewardship and the benefits of cultural heritage?
